07/02/19 Commissioners Courts pre-

Judge were present. 2. Discussion and possible action with Allison, Bass & Magee, L.L.P. regarding redistricting of Fannin County

cincts: Judge Moore began by asking Robert T. Bass of Allison, Bass & Magee, L.L.P., to share all the in-

formation he had regarding redistricting. Mr. Bass explained that on the precinct map he was sharing with the court, there were percentile numbers on each precinct that represented the percentage of deviation each of the precincts has from a perfectly balanced population. Data

gathered from the 2020 census revealed that the county’s population is 35,662 with the prison population being 1999. Because most of the prison population will typically hold individuals who have lost their right to vote due to felony convictions, Mr. Bass explained that most counties opt to not count that population when it comes to voting numbers per precinct. He then explained that removing the 1999 number from the 35,662-population count, is then divided by the number of precincts in a county (which in Fannin County’s case would be four) and the total ideal population per precinct would be in Fannin County, 8,416. With that said, he continued, that Precinct 1 is overpopulated by 99 people which is a 1.18% deviation from the ideal number of 8,416. Precinct 2 is overpopulated by 815 which is a deviation of 9.69% from that number. Precinct 3 is underpopulated by 443 making their percentage of deviation 5.26% and Precinct 4 is also underpopulated by 472 bringing that percentage of deviation to 5.61%. The two ends of the spectrum are added (Precinct 2 and Precinct 4) and the total range comes out to 15.30%. He explained that because that number of deviations exceeds the constitutional maximum of 10% that a county can deviate from having a balanced population, it results in district lines needing to be redrawn to get closer to the perfect balance number of 8,416 and lessen the amount of deviation to bring it closer to zero. He said the population in Precinct 2 would need to lose some of its population into Precinct 3 and 4. There were more specifics spoken of about the determination of what population would need to go to 3 and 4 and questions asked by Commissioners Lane, Self, and Lackey about the redrawing of Precinct border lines Mr. Bass had proposed. He explained that the redrawing of the lines did take into consideration elected incumbents’ addresses and he was prepared to have his proposal fine-tuned by the Commissioners input. Commissioner Lane noted an inaccuracy existing on the map regarding what he had noted as an incumbent’s address which was the location of her county barn. Mr. Bass explained he was working with what was previously given to him and asked that a correct list of incumbent addresses be sent to him. Continued

Letter to the Editor Ten Percent ……………

By Larry C. Waldrop

As Mother said: I’ll be dammed if I will not give up another son…..from Korea to Viet Nam to the Middle East and all between……..eight sons are enough. 11 brothers of which 3 served in the Marine Corps……2 in the Army…..1 in the Air Force….2 in the Navy have a combined 92 years of military service……and over 100 years of government service. The Waldrop boys served their country with all due respect and honor. They were not heroes; but they served in “the company of heroes”. America exists because of the TEN PERCENT of American men and women who stepped forward to protect and defend the Constitution of the United State. However, in the same token and often forgotten are the men and women who served their county by building the weapons of war. For that America will always be grateful. America is only as good as those who serve her. If America will ever fall it will never fall not from external sources……but from internal sources…… On this Veterans Day stand up and let it be known that America is grateful to those VETERANS who gave some and to those who gave all………. AMERICA……….it was a privilege to serve you. VIVA FANNIN COUNTY………

Bonham, TX has been a “Thanksgiving Love Story.” To God be the glory for the Shepherding care He gave to us through the years. He led us to lie down in green pastures. He gave us still waters to quench our thirst. He led us unto paths of righteousness for His name sake. He restored our spirit on numerous occasions. His mercy has remained with us. My companion has answered God’s call and indwells her eternal home. When God says it’s time for me to come home I will join her in His tomorrow. Until then, I will continue to live with her memories and give God the glory.

By Bro. Bill Beasley Later this month it will be our opportunity to observe Thanksgiving Day. But on Wednesday of this week if my wife was still alive, we would be celebrating our 76th Wedding Anniversary. In as much as two dates are so close I am using

the topic this week as a “Thanksgiving Love Story.” The story of our wedding had its beginning shortly after I had been liberated from a German Prisoner of War camp. The year was 1945. I had been held captive for nine months. Upon arrival in the states in late June 1945, after enjoying my family for a few days, my response was to visit a physician who had ministered to my parents. I wanted to express my thanks. Taking time to say “thank you” led to the meeting of the lady of my destiny

that God had chosen to be my companion for life. I say this because, after three months of steady and meaningful courtship, we were married on November 15, 1945. We had a happy togetherness for 67 years lacking one day. In God’s calling upon our lives, we became colaborers in church related service. For us, on our wedding day, the two of us became one. In our life we prayed together, laughed together, wept together, and led our family together. Truly, our meeting and marriage

Fannin County Republican Women Meeting Awards 5/19/15 & Elections 2/4/20

By Rose Schwartz

Monday, November 1, 2021, Vice President of Campaign Activities, Commissioner Edwina Lane (who was filling in for President Rosemary Clemons,) opened the November Meeting of the FCRW at 6:00 p.m. after the conclusion of the meet and greet potluck dinner which began at 5:30. County Clerk Tammy Biggar led club members and guests in prayer for the meeting and the country. Pledges to the U.S. flag were led by Shaunda Magness with Brenda Teeter leading the Texas Flag Pledge. Edwina began by asking Tammy Biggar to speak about the current election who gave the voting hours for election day and encouraged everyone to get out and vote for the eight amendments on the ballot. She reminded any who may be confused as to which polling station they needed to vote at, to call for clarification. Edwina then introduced the current members of the FCRW PAC and proceeded to have the various reports given, beginning with a positive Treasurer’s Report by Karen Butler. Sandy Hood gave the next report of Membership noting that there were several new members for 2022. After giving her report a drawing was held for a $25 gift card from the names of those with paid 2022 dues. Diana Ivey was next to speak on a new program for the FCRW, the Patron Membership which would be in addition to a regular membership for $100.00 per member and $100 per associate member. Described as a fun way to raise money, Diana explained that membership

would allow participation in three events held during the year that would have more of a fun social atmosphere with guest speakers. Edwina then gave a summary of the recently attended convention noting that the FCRW was awarded the TFRW (Texas Federation Republican Women) Award for Achievement and how District Director/County Chair Melanie Grammar was awarded the Ten Outstanding TFRW Women Award. Edwina also noted that Melanie was unanimously elected as Fannin County’s TFRW District Director. Joyce Buchanan gave a brief rundown on some of the propositions on the ballot, urged everyone to vote, and touched on the heartbeat law currently in the Supreme Court. After Joyce finished with her summation, Edwina spoke on the campaign hours and asked everyone to submit their hours. District Director Melanie Grammar was last to report on the club’s recent activities. She noted that anyone interested in filing for precinct chair to contact her and stated precinct boundaries may be changing. She spoke of how the time to file for a place on the Republican Primary Ballot (which will be held the first Tuesday in March) will begin November 13 and end December 13 at 6:00 p.m. She urged any interested in a place on the Republican ballot to contact her ASAP. She touched on the state redistricting and noted that currently, our Senator is Bob Hall but when the redistricting takes place, we may most likely be under Senator Bryan Hughes (who she noted is a good guy who takes care of his people,) but again stressed that we are still under Bob

Hall at this time. She noted the discrepancy that still exists on the club’s website and thanked all who worked the FCRW booth during the Fair. She concluded by congratulating the Fannin County Republican Women for all their efforts which led to the recently received awards. Edwina Lane then announced that candidates in attendance who intend to be on the ballot for the March election would be given time to introduce themselves, a state which office they are running for, and give the reason they are running for office. The first to speak was Attorney Newt Cunningham who first thanked the FCRW, then spoke on how he is running for County Judge, commented on the many duties of the position and the challenges facing the county. After a detailed summation, he concluded with the importance of transparency, honesty, and sharing of information as well as the importance of seizing the opportunities that change offers and making decisions based on facts. He pointed out that he shares the same values as Judge Moore and would not be running except for the fact that Judge Moore is not, and then asked for everyone’s vote. Following Attorney Cunningham, Commissioner A.J. Self spoke to detail why he is seeking re-election as Commissioner for Precinct 2. Describing himself as someone, who though not great at public speaking, is passionate about serving Fannin County. After commenting about the courthouse, the new lakes in Fannin County, and the history and assets of Fannin County, Commissioner Self stated he is seeking re-election to help with

the current and coming challenges to Fannin County. Candidate for Commissioner of Precinct 4, Doug Kopf was next to ask for the trust and support of the people to allow him to serve as County Commissioner for Precinct 4 of Fannin County. He first gave a brief history of his residences and management work experience noting he has lived in Fannin County (which he fell in love with during his work travels) for thirty-two years then described his family and church affiliation. After noting his honest intentions to be mindful of the needs of the county; how he believes all county citizens, employees, and elected officials should be treated equally regardless of the length of residency; he stated he is a conservative who supports a balanced budget, law enforcement and landowner rights and asked for everyone’s vote. Last to speak was Fannin County Treasurer David Woodson who noted he has been the County Treasurer since January 2015 and spoke of how he feels honored to be Fannin County’s treasurer. He shared how when he first ran for the office, he had used the initials corresponding with his name David E. Woodson to inform the people that he was dependable, earnest, and willing, and how that hasn’t changed. He then went on to commend the people he works with and noted how they are a terrific team; thanked everyone for the recent prayers and concern for his wife; and asked all for their vote in the Republican primary in March. Immediately following the candidates, Commissioner Lane noted that the winner of the silent bid for the coveted

Commissioner Self brought up the issue of not wanting to split the community of Randolph. Mr. Bass then explained that he would work as best as he could with the commissioners to not make decisions that were not acceptable to them. After more discussion, a pos-

sible agreement was reached which would add numbers to Precinct 4 and 3 and reduce the population in Precinct 2 without splitting the community of Randolph. After a back-and-forth discussion between the Commissioners and Robert Bass about the location of the precinct lines, a tentative proposal was reached which would bring the total deviation percentage to .53%. He was quick to add that the

changes made to the precinct border lines would have to be reconciled by the modifications of election precincts to conform to the new lines. But he added that as far as the balance question, the lines they came up with would work. He stated there may be some change in the J.P. lines as they modify the election precincts. He asked if the Commissioners had been keeping an eye on where people live as the lines were being

proposed to make sure that no one (elected incumbents) were not moved out of their precincts, and it was determined that a list of addresses of the elected officials would need to be sent to him. A question was asked about the formula of allocation of road and bridge money to each precinct. He answered that there were more factors involved in the allocation of road and bridge funds than the population and or the number of roads in a precinct. Noting that there was not much time to get this redistricting done as the State Legislature took up a lot of time, he stated the filing period will be open November 13th and closes December 13th and stressed the importance of getting the redistricting map adopted for citizens to know where they are eligible to run for any county office in this cycle. Upon Mr. Bass saying that a hearing would have to be held with a notice in the newspaper for citizens to show up and voice their opinion, Judge Moore’s Administrative Assistant Lisa Loiselle interjected that a notice would be in the November 2nd edition of the Fannin County Leader for a Public Hearing on this matter being held November 9, 2021, at 8:50 a.m. that also noted action would be taken during the Commissioners Court slated for 9:00 a.m. that same day. When the question of voter cards arose, Fannin County Clerk Tammy Biggar verified that voter cards are sent out on December 15th and asked about the opening of voting precinct 17 as 18 currently has an excess of 5,000 voters.

However, if there was a resident who had been in one precinct but because of the precinct reset they are in a different precinct, they would be able to run in the precinct the move put them in but would not be allowed to run in the precinct they were previously located in. This

boundary reset would go into effect as of January 1, 2022, and would be in effect for the March primary. Collin County (CoCo) BEST Game Day October 30, 2021 11-09-21 at Trenton High School

[Trenton, Texas] – Collin County (CoCo) BEST held its annual robotics competition on Saturday October 30, 2021 at Trenton High School. CoCo BEST was proud to bring its annual robotics competition to Trenton High School for the first time. CoCo BEST is the Collin County hub of the Texas Boosting Engineering Science and Technology (BEST) contest. BEST is a middle and high school robotics competition whose mission is to engage and excite students about engineering, science, and technology as well as inspire them to pursue careers in these fields. CoCo BEST is a not for profit 501(c)(3) company and received the 2021 Gold Seal of Transparency from GuideStar. Each fall approximately 30 different schools representing several North Texas Counties including Fannin County participate in this robotics competition. The theme for this year’s competition is DemoDaze. Hub Director Janne Ackerman noted, “When I think of BEST Robotics, I think of the excitement of a basketball game, the challenge of a science fair, the strategy of a chess match, and the pressure of a sporting event! And fun, lots and lots of fun! Come to any game day event to see for yourself! While that is all true, it does not outline our mission. We want to inspire student participants to pursue careers in engineering, science, technology, and math (STEM) fields. We do this through their participation in a sports-like, science

and engineering-based robotics program. We never forget the future rests in the hands of today’s youth. The responsibility to prepare them rests with us.” This year’s game day was a fun filled day of spirit, sportsmanship, and competition. Nine schools are moving on to the State competition in December: Trenton High School, Melissa High School, Bonham High School, Bells High School, Allen High School, Texoma Home Educators, Ereckson Middle School, SAIL, and Lindale High School. Congratulations to the 2021 CoCo BEST Award winners: Game 1st Place: Trenton High School Game 2nd Place: SAIL Homeschool Game 3rd Place: Melissa High School Game Finalist: Bonham High School BEST Award 1st Place: Texoma Home Educators BEST Award 2nd Place: Trenton High School BEST Award 3rd Place: Ereckson Middle School BEST Award Finalist: Melissa High School For the full list of winners please see our website. Open Arms says a big “Thank You” to our Community for Donations By Tina Moore

The holidays and busy times are upon us all, but many people are taking the time to make a difference for the homeless in Fannin County. Mark Sanderson, Open Arms Director, says a big thank you to everyone in the community for their donations. Without the volunteers and donations from generous donors, Open Arms Shelter could not provide temporary housing and meals to those in need. With the approaching holidays season, Sanderson says many things from food items and paper goods to bicycles are being donated. These items make a tremendous impact on the operating cost of the shelter. Recently, employees from the State Park and Lone Star Reel collected canned food for the shelter. Another generous couple, who asked to remain anonymous, has donated paper goods along with two bicycles for residents to use. Sanderson says donations and volunteers come from all areas of the county, Volunteers provide meals and work shifts at the shelter. Donors provide the material and financial support needed for the shelter to be a success. Open Arms Shelter says, THANK YOU.

Veterans Day 2021 What Manner of Men Are These?

In 1919 President Woodrow Wilson proclaimed November 11th as Armistice Day to remind Americans of the tragedies of war. A law adopted in 1938 made the day a Federal Holiday. In 1954 Congress changed the name to Veterans Day in honor of all United States Veterans. In all the wars Americans have fought, her gallant men and women have fought on foreign soil throughout the world. Our Air Force has fought in enemy skies and our Navy has fought on the Seven Seas, the Atlantic and Pacific oceans. What Manner of Men are these we remember and honor this Veterans Day for their service heroism, and their sacrifices? Citizen Soldiers, Sailors. Airman and Marines and Coast Guard. Men from the farms, our cities and the class rooms of our schools and college campuses. Men not dedicated to the profes-

sion of arms, men not skilled in the art of war, just ordinary people like our sons and daughters. The soldier inspired by the sublime cause to defend their country, their native land, the home of their birth and childhood. What Manner of Men are these who are willing to lay down their lives on the altar of our country’s need? These citizen soldiers, these comrades in arms. Men who know the call of the bugle at reveille and taps at the end of day. Men who go into battle to hear the whine of the bullet, the ceaseless rattle of the machine gun and the distant cry of a fallen buddy. What manner of men are these who suffer from loneliness, though surrounded by hundreds. Who suffer from hunger and thirst, the blazing heat and bitter cold. On they go till the day they stop and die. They grow old in their youth; they burn out in min-

utes all that life owes them in tranquil years. What Manner of Men are these? Many who march to unknown fame where today a white cross or a marble stone marks the place of their memory? We will never know the dignity of their birth, the joys or sorrows of their life, but we shall always remember the sacrifice of their service. On this Veterans Day there will be parades, speeches and a special ceremony at the Tomb of the Unknown Soldier in Washington, D.C. Let us stop and give thanks for the men and women who have given their lives for our freedom, and those among us who have served and especially to those serving today to protect our freedom.

AMERICAN LEGION AUXILIARY With some 850,000 members and 9,500 units across the U.S., the mission of the American Legion Auxiliary is to support the American Legion and to honor the sacrifice of those who serve by enhancing the lives of our veterans, military and their families, both at home and abroad. www.alaforveterans.org SONS OF THE AMERICAN LEGION Open to male descendants of veteran parents or grandparents, membership in the Sons exceeds 355,000 nationwide and with approximately 5,900 squadrons. Best of Texoma Family and Criminal Law Attorney Britton Brooks opens branch in Fannin County. Last week, the Britton Brooks Law Firm announced the opening of their Fannin County branch, located at 108 Sam Rayburn Drive in downtown Bonham. “I think downtown Bonham is a great place to open my firm’s newest location,” said Brooks. “My phone is ringing off the hook with Fannin County folks looking for a criminal and divorce attorney. Our team will bring the same exceptional service we’ve given Grayson County to Fannin.” Brooks prosecuted over 200 jury trials when he served as an Assistant District Attorney for Grayson County. He is also a Municipal Judge for numerous Texas cities. Brooks’ accomplishments include being named the Regional Leader of the Year by the Texoma Council of Government, voted Best of Texoma Community Volunteer, and nominated as the Sherman Community Leader of the Year. Brooks is excited to announce his upcoming partnership with Halina Radchenko, the President of the New York State Trial Lawyers Association. Together they will handle complex litigation, including custody battles, injuries from car wrecks, and criminal jury trials. HGHS Marching Band Seniors

HGHS Marching Band Color Guard

On Saturday, October 30, 2021 the Honey Grove Warrior Band from Honey Grove, TX won the 2A UIL Area B Marching Championship by receiving all 1st place rankings from all five judges making it a clean sweep. This victory for the band secured a place into the UIL State Marching Contest on November 9th in the San Antonio Alamodome. This makes back to back trips to the state contest as the band placed 13th in last year’s contest and hopes for a higher placement this time. Among the band’s accomplishments prior to this, the band received a Division 1 rating at the UIL Region 25 Marching Contest on October 18th. They also attended the Celina Pre UIL Marching Festival

where they won 1st place in Class 2A and trophies for Best Music, Marching, Color Guard and Percussion. Their band directors are Nick Stephenson, Mikayla Stephenson and Bryce Leonard and the band is under field direction of Drum Majors Brinkleigh Mayberry, Jordan Woods and Diego Maldonado. The band directors are extremely proud of the band as they performed a show of higher technical demand in music and marching than last year during a season in which the band nearly doubled in size and also encountered nearly half the band quarantining due to covid at some point during the season. This group of students could have given up many times throughout the season but kept fighting until the end which has paid off with this recent birth to the state contest.

SPORTS SPORTS Less Stressful State: Third-straight trip to Round Rock caps season for DC junior Mauppin

By Rich Hilliard

title since the school resumed the sport in 2019 -- and thirdstraight team advance for the Lady Hornets to the Region III1A girls’ meet. The District 23-1A girls’ individuals champion on Oct. 26 assured another advance to State for herself: eighth place in 12:54.97 at the regional to qualify individually. “I’m pretty positive because

I know the course at Round Rock and I’m ranked No. 11 (amongst the Top 25 qualifiers),” said Mauppin on Nov. 1. “I know that at State -- it’s more intense and everybody runs their best,” she said. “You still have to book it.” In 2020, Mauppin finished 10th individually in the 1A State girls race in 12:59 -- bettering her previous finish and time. She placed 25th in 13:06.7 in her inaugural State appearance in 2019, before

earning her first of consecutive allstate honors in 1A from the Texas Girls Coaches Association.

in 2A and 2A-I for football. Leonard also had an increase of 14 -- to 264 -- to likely keep it in 3A overall and 3A-II (230-349) for football. Despite a drop of 11 -- to 76-- Savoy will remain in 1A overall and 1A-I in football. Meanwhile, Fannindel increased by three to 41 to stay also in 1A and 1A-II for football. Amongst the county’s 1A schools sans football, Dodd City reported a 96.5 -- a

decrease of six -- and Ector had a 63 -- a decrease of 27. In 2020, the maximum to stay in 1A was 104.9 overall and having at least 59.5 to be in 1A-I for football. Maximums and minimums for classifications and divisions within each will be announced later this calendar year, with new district groupings following early in February.

DODD CITY -- “It’s been a lot less stressful.” That’s how Lindsey Mauppin described her return this fall to the Class 1A State girls’ cross country competition -- the third-consecutive trip for the Dodd City junior. A year after having her second advance to State complicated -- a COVID-19 quarantine which left her unavailable to compete at district, and thus dependent on the efforts of her teammates to get to the regional meet -- 2021 included only a typical obstacle for a runner. “They had changed the (regional) course,” said Mauppin, just four days before competing again at Round Rock. “It used to be in Dallas, but now it’s at Joe Pool Lake,” she said. “The new course is really more flat... We didn’t get to walk it [beforehand] until the day of.” The change of venue didn’t Dodd City’s stop Mauppin, who 13 days Lindsey Mauppin. earlier had led Dodd City to Photo by Rich Hilliard its first cross country district

Lindsey Mauppin’s pitching and bat last spring helped Dodd City win the Class 1A State softball championship after she came off the bench during the Lady Hornets’ undefeated run to a title in girls’ basketball -- both firsts for the school -- months earlier. Photo by Rich Hilliard

No classification or division changes look to be in store for Fannin County football programs in the 2022 realignment, if similar maximums and minimums are used. However, Bonham, Trenton and Honey Grove will again be amongst the largest schools in its respective classifications. Bonham on Oct. 29 submitted a 507

‘snapshot’ to the University Interscholastic League -- an increase of eight from its 2019 number. With the previous maximum to be in Class 3A overall and 3A-I for football being 514, Bonham should remain in both for a third-straight alignment. Class 2A Trenton reported a 221.5 -- a 14.5 increase -- and 2A Honey Grove submitted a 217 -- an increase of four. In 2020, the maximum was 229 to stay
