Thanks to the dedicated work of City Councilman John Trubey, the City of Bonham is getting damaged sidewalks replaced and new sidewalks where there were none. Councilman Trubey

began to seek funds for sidewalks and infrastructure improvements from state and federal governments, in 2017. In August 2017, he spoke with someone at the Texas Department of Transportation (TxDOT) in Austin about the availability

By Connie Estes A Special Meeting of the Commissioners Court was called to order by Judge Carter, Tuesday, December 18, 2018, at 8:57 a.m. Specifically for the following: To Hold and Attend PUBLIC HEARING on designating a certain area of Fannin County as a solar Reinvestment Zone, for commercial/industrial property Tax

Abatement under Chapter 312 of the Texas Tax Code. Commissioner Lackey said this Solar Farm is south of Gober. Mr. Lackey called on Austin Willis, with Belltown Power Texas LLC, to speak. Mr. Willis said the project is approximately 800 acres and will supply service to around 30,000 or 40,000 homes. The Judge gave an opportunity for anyone to speak in Public Forum. Bill Roberts asked if new, extensive power lines would be built, to distribute the power. Mr. Willis came forward to explain there will be no additional lines added. Commissioner Barker said this Solar Farm will be “out of sight, out of mind“ compared to the others in the County. As there were no others to speak in the

All were present except Commissioner Magness, who was undergoing surgery, at meeting time. Item 3 Public Forum – Malinda Allison stood to inform the Court and public that two Fannin County history books have been republished. They are available at the Fannin County Museum, the Historical Commission, the Visitors Center and online. Judge Carter announced he had received word from Commissioner Magness’ wife and the surgery went well. Commissioner Magness was in recovery. Item 4 Approve minutes of previous meeting(s) – There were no minutes to approve. Item 5 Discussion, Consideration and Action regarding filing evidence of compliance for continuing education with Commissioners Court per SB546 of the 83rd Legislative Session which requires a County Tax Assessor-Collector to successfully complete 20 hours of continuing education annually and file it with Commissioners Court “ Gail Young filed the hours completed as 37.75. intention is to fill the position by the end of the week, which would be Dec. 21. He has been asked about the salary and was unsure how to respond until he approached the Court. He has spoken to Commissioner Barker and they have come up with Grade 5 for the positions of Emergency Management Coordinator and Bond Supervisor Officer, at $32,188 starting salary and Grade 4 for County Judge Administrative Assistant, at $29,261 starting salary. Incoming County Judge, Randy Moore, asked to speak to the court. He questioned the grade level for the Bond Supervisor Officer and whether it was a change for an entry level, new employee. Commissioner Barker said the previous Bond Supervisor Officer was not set at a Grade Level and they moved the grade level to match as closely as they could. Mr. Moore asked also about the other two positions’ grade levels. The Judge said his Administrative Assistant moved from another position, within the County and her salary reflects the move and her previous salary level. Judge Carter assured Mr. Moore they have done their due diligence, through a study performed about 5 to 6 years ago, to make sure grade levels and salaries are comparable to counties of similar size. Mr. Moore was under the impression most Administrative Assistants had been brought in at a beginning salary of around $35,000. Judge Carter said there were preexisting circumstances with each employee who had made more than the Grade 4 salary. Sheriff Johnson asked to speak concerning the Administrative Assistant. He said it is common knowledge the Admins do a lot of work and are usually underpaid for what they do. The Sheriff does not believe $29,000 is sufficient for an Administrative Assistance because of the work and responsibility they have.

He also said if someone is hired with a Bachelor’s degree, there should be consideration for that, in making the salary decision. Judge Carter said that can be done through the Court. Don Grammar spoke in Court and asked why this was not discussed at budget time. Judge Carter said the 3 positions are being filled now. That is why they are brought before the Court, at this time. Commissioner Lackey said the positions are exactly where they are on the matrix. He said all the jobs are on the matrix. Judge Carter said, “I guess it was my mistake for putting it on here. I was just trying to clarify so everyone would understand. It is what it is. That’s what it has been, unless y’all want to change it. If anyone wants to change that, they can do it now or at a later date.” The Judge said he is only concerned with the Emergency Management position and the Bond Supervisor position. He said Mr. Moore can bring it back to the Court at a later date, if he is not satisfied with the salary for the Administrative Assistant. Commissioner Barker made the motion to approve the starting salaries and grade levels. Com-

tion carried. Item 22 Discussion and Con5/19/15 sideration of presentation by the 3rd Grade Class from Dodd City Independent School District. Judge Carter introduced the 3rd Grade Class. The third graders each took part in a presentation for Commissioner Barker. They each read a fact about the U.S. Marine Corp, in front of the Court. The Judge said he has been reading to this class each year, on Tuesdays, and continues to follow them through their graduation. He spoke very highly of the students and said there will be many high achievers in the group. The teachers are Ms. Kelton and Ms. Davis. After their reading presentation, the students presented Commissioner Barker with a Ka-Bar knife, which is the knife used by Marines since WWII. It is still used by the Marines, to-

day. Commissioner Barker was very moved and surprised by the honor. One final presentation was read by student, Reid Rich. He read a proclamation to honor Commissioner Barker and proclaimed December 18, 2018 as Stan Barker Day. The students were praised by Judge Carter for their outstanding behavior during the Court proceedings. He then presented them with chocolate candy bars, which brought a huge celebration among the students. Court recessed again. tion Company to serve in the capacity of Construction Management Agent for the County. Judge Carter said they have been working on a contract with Turner Construction Company for a few weeks. He said they ranked highest of the applicants. The company has been in business for 116 years, 32 years in Dallas. They have completed 25 historical projects in Texas, including the University of North Texas School of Law, in downtown Dallas, the Collin County Courthouse addition, City of La Porte Courthouse and the Nolan County Courthouse. Representatives from Turner Construction were present and voiced their intentions to complete the courthouse project within budget and on time. Judge Carter pointed out some timeline dates and fees within the contract: Section 1.1.4 Schedule Milestone Dates: March 1, 2019 – End of Preconstruction Period April 1, 2019 – Commencement of Construction October 31, 2020 Substantial Completion Date Turner Construction is confident they can meet the deadlines. Compensation - Section 11.1.1 Preconstruction Services will be paid at a lump sum of $60,000. Services beginning with the date of the agreement through March 1, 2019. Section 11.1.2 Construction Phase Services – Manager’s Fee is fixed 2% of total project cost. Judge Carter and Commissioner Lackey are both confident Turner Construction will do an outstanding job. Commissioner Lackey said he is certain the company will do a good job and stay on schedule. The Judge said he knows the public doesn’t likely understand

but this project is a process. Newt Cunningham asked about incentives if the company comes in under deadline or budget and if there will be penalties for not fulfilling the contract timeline. The Judge said each contract, for the work being done, will have those type clauses in them. Malinda Allison asked questions concerning the contractors to be hired and possibly how many. The Judge said there will be several and Turner Construction will be negotiating the contracts on behalf of the County. “They are working as our agent.” Randy Moore came forward and first went back to Malinda Allison’s question to clarifiy that Turner Construction has until March 1 to get all the bids and he asked for confirmation from the Judge. The Judge acknowledged that was correct. Mr. Moore then asked of the Turner Construction representatives, “It has been said, and you know what our budget is. My question is, Can you get this done for the $600 a sq. ft.? Do y’all think that can happen?” Judge Carter remarked, “Mr. Moore, I’ve said that probably at least a hundred times.” Mr. Moore said, “I know. I’m asking them. Okay? I’m just simply asking them. I know y’all have stated that. I wanted to hear that from the contractor.” Judge Carter said, “The figure is $666.” Mr. Moore also asked of the representatives if they will be using their own construction crews. To that question, the Turner Construction representative said they are not allowed to do any of the work. It will all have to be bid on by contractors. They will seek at least 3 bids for each piece of the project. Mr. Moore said, “Very good.” Mr. Moore said he spoke to David Chase and was assured he can breathe easy.

Mr. Chase spoke very highly of Turner Construction. His last question was, “Would this advisor agent be available to keep the Court up to date on like a weekly basis? That may be in the contract. I haven’t heard that and I haven’t seen the contract either.” Turner’s representative stated there will be weekly owner’s meetings and a monthly presentation at the Commissioners Court. They will be completely transparent. Mr. Moore said, “Very good. Thank you very much.” Commissioner Lackey said during the negotiations, they were reassured this project can be done within budget. They have a lot of experience. Motion from Commissioner Barker to approve the contract with Turner Construction. Seconded by Commissioner Lackey seconded. Motion carried. Item 23 Comments by County Commissioners and County Judge – Commissioner Whitlock commended the Dodd City teachers and students. Commissioner Barker echoed his comments. He said he was very impressed with the students, as long as they sat and were so well behaved. Mr. Barker is anxious to see the construction take place on the courthouse. Commissioner Lackey said the kids were good and well behaved. He challenged the Judge and the Court to bring jobs in to keep the kids here in the County. Judge Carter read a request for agenda items to be submitted by Wednesday, December 19 for the December 27 meeting. County time sheets are also due by Thursday, December 20, to accommodate the holiday schedule. The Judge thanked the kids for coming. Item 24 Adjourn Commissioner Whitlock moved to adjourn. of the Children’s Center. “This gift will help provide advocacy, counseling, forensic interviews and many other support services to help children find safety and begin healing from abuse and neglect.” The M.W. and Fair Miller Foundation was incorporated in 1988 and organized for the betterment and care of the children in Fannin County. Currently serving on the Board of Trustees are Tyler Todd, Dr. Dana Sisk and Dr. Jerry Hopson. The Fannin County Children’s Center is a nonprofit agency that has been serving abused and neglected children

for more than 25 years. Programs include CASA, Children’s Advocacy Center and child abuse prevention. The number of children served by CASA has doubled in the past two years. In the fiscal year ending August 31, 2018, CASA served 131 children. The Children’s Advocacy Center received 266 referrals in that same reporting period, which was more than double the number of referrals in the previous year. Heroes Classic Basketball Tournament January 5 By Michael Granstaff, Red River Hoops Association Red River Hoops Association will be hosting its 1st Annual Heroes Classic 5 on 5 Basketball Tournament in historic Windom, TX on January 5th, 2019. The intent of this tournament is to honor and thank our police, firefighters, first responders, EMS personnel, and correctional officers

nin Corrections, Paris First Responders, and Dallas Police Department with more expressing interest. Everyone is invited to attend to watch these heroes battle it out on the court. So many individuals, families, businesses, churches and other organizations gave what they could and it all added up to meet the needs.” First National Bank of Trenton, Legend Bank, Tax Assessor Collector Office, Tractor Supply, Blessings and Butterflies, Cato’s, Warrior Tire, Bonham Smiles, Cole Title Company and WalMart put up teddy bear trees to help the center collect presents. “Many of these locations have been doing this for as long as we can remember. A few places were new this year too,” said Barber. “We are so blessed by their generous and faithful support of our Christmas Drive.” Presents of clothes, shoes, coats, toys and other items were given to the children and youth who are being served by CASA and the Children’s Advocacy Center. Some of the children are living in foster homes, away from family and friends. Other children have gone to live with grandparents or other relatives as a result of abuse or neglect. Many of these families struggle financially when one or more children suddenly come to live with them. In other families, the discovery of sexual abuse in the home has meant the loss of family income when the offender leaves. In January, there will be a new training class for individuals interested in becoming CASA volunteers. There will also be free classes for adults to learn how to prevent, recognize and respond to child abuse. On January 10 at 5:30 the Honey Grove City Council will hold a workshop on a proposed ordinance on the parking of vehicles, recreational vehicles and camping vehicles in residential areas. Some of the requirements in the current draft of the ordinance are: 1. Vehicles parked on a lot visible to a public rightof-way must be (1) fully operable and not on blocks or jacks; (2) currently registered; (3) owned or leased by residents of the premises; (4) maintained clean and neat and (5) parked or stored on an approved parking space or residential driveway. 2. THOMAS HENRY BARZEE

We think of you in silence, We often speak your name, But all we have are memories, And your picture in a frame.

BETTY LOU LEE SWENSON Betty Lou Lee Swenson, 80, grabbed the golden ring of life’s carousel and passed peacefully on December 11, 2018 at Seven Oaks Nursing Home, Bonham, TX., surrounded by her loved ones. Betty was born April 2, 1938 in Denison, TX to William Bradford Lee and Myrtle Bell Lee. Betty graduated from High School in Denison, TX. She worked for American Petrofina in Dallas, TX for 15 years and the United States Postal Service 14 years before retiring in 2006. She is survived by sons, Michael Swenson (Alice), Carlton Swenson and Eric Swenson and daughter Daphne Gammons (Rodney). Sister, Janell Kokel (Kenneth) and sister-in -law Mary Lee. She had 4 grandchildren, Candice Cooper (Shawn), Justin Swenson, Kris Gammons (Brianna) and Marvin Swenson, who lovingly referred to her as “Doodaloo” because Betty Lou was just too hard to say. 4 great-grandchildren and numerous nieces, nephews and cousins. She is preceded in death by her parents and brothers, Robert “Leon” Lee, and Cecil Thompson. Betty was loved and admired by many for her dedication to family, her quick wit and easy smile. She studied art and painted many pictures that were displayed in her home. She also loved to sing and travel the roads. She and Carlton traveled many miles in their adventures. Cremation arrangements are under the care and direction of Wise Funeral Home. Bonham - Funeral services for Phyllis Taylor Underwood, age 66, of Telephone, TX were held on Friday, December 21, 2018 at Cooper-Sorrells Funeral Home Bonham, TX. Bro. Cody Nelson officiated. Interment followed at Lamasco Cemetery. Mrs. Underwood passed away on Monday, December 17, 2018 at Texoma Medical Center Denison, TX. Phyllis June (Taylor) Underwood was born in Ft. Worth, TX on May 12, 1952 to Vernie Junior and Ola Pearl (Goodwin) Taylor. She married Larry Michael Underwood on July 22, 1970 in OK; he preceded her in death on October 1, 2016. Phyllis worked at the Bonham VA as a nurse for about 40 years. She was a loving wife, mother, and grandmother. Phyllis is a member of Lamasco Baptist Church. Left to cherish her memories are son Michael Underwood and wife Angela of Telephone;

sister, Wanda Thompson of Bonham; brother, Ernie Taylor and wife Sandra of Telephone; granddaughters, Madison Cockrill, Rainey Hemby and husband Jaxxon, Cloie Underwood and Caylie Underwood; grandson, Clayton Underwood; brotherin-law, Greg Underwood and wife Cindi; brother-inlaw, Billy Mack Underwood and wife Tena; sister-in-law, Cindy Underwood; along with numerous nieces and nephews. Bonham - Thomas Henry Barzee, age 75, of Bonham, TX was born on January 8, 1943 in New Haven, CT A Memorial Service for Jimmy Lumpkins, age 87 of Bonham, TX was held on Saturday, December 22, 2018 at First United Methodist Church in Bonham, TX, under the direction of Wise Funeral Home. Rev. Dana Coker officiated. Jimmy passed away on December 17, 2018. He was born August 28, 1931 in Bailey, TX to Mack Daniel Lumpkins and Mary Ethel Daniels Lumpkins. Jimmy was a 1949 graduate of Bonham High School and some years later attended Grayson County College. He served in the 49th armored division of the National Guard. He married Betty Ruth Vincent on September 15, 1951 in Trenton at the Methodist Church. Jimmy was a member of the First United Methodist Church in Bonham, and the Builder’s Sunday School class. He was a Master Mason in good standing for over 50 years and a former Lions Club member. He retired from General Cable in Bonham and was a registered builder for over 40 years with the Texas Residential Construction Commission. Jimmy was preceded in death by his parents; 4 brothers and 2 sisters. Surviving are his wife of 67 years, Betty Ruth Lumpkins; two sons, Craig Lumpkins and wife Mary Ann of Garland and Randy Lumpkins and wife Samantha of Bonham; 5 grandchildren, Lars Lumpkins of Frisco, Britt Nix of Nevada, TX, Amy Hoffman of Richardson, Matt Lumpkins of Dallas and Liz Millhollon of Sherman; step-grandchildren, Ethan and Kathleen Brooks of Bonham; brother-in-law Russell Vincent and wife Cindy of Bells and several nieces and nephews. Jimmy’s wish was to be cremated and his remains interred at Burns Cemetery in Trenton, which will take place at a later date. Savoy ISD Request for Proposal 12/18/18 Network Cabling Notice to Bidders: Notice is given to interested bidders that Savoy Independent School District is asking for written bids for network infrastructure including wiring and optional network switches. All bids must be sent to Rapee Sritairat via email (rapee@savoyisd.org) no later than January 25th, 2019 @ 3:00PM. Bids received after January 25th will not be considered. Network Infrastructure Savoy ISD is looking to replace all existing Cat 5 network drops with either Cat 6, Cat 6a or better as well as add additional drops and replace existing fiber backbone.
