County Road Concerns Addressed in Commissioners Court

Tuesday, December 20, 2022, Fannin County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fannin County Commissioners Court. Quorum was established as all County Commissioners and County Judge were present. Invocation was led by Boyd Baptist’s Student Pastor Cody Austin. Pledges were led by SSgt Rebecca Figaro, USMC, retired.

4. Introductions: Judge Moore welcomed Fannin County 336th District Judge Laurie Blake.

5. Public Forum: Fannin County Emergency Coordinator Troy Hudson was the first of nine speakers. Mr. Hudson gave a report of damages incurred during the tornadic outbreak of December 13, 2022 and gave an explanation of the communication that takes place during severe weather. He thanked the radio operators and all others that assisted during the storms and concluded with a reminder to county offices and employees to take the necessary steps to prevent damage

occurring during the upcoming frigid temperatures. The second to speak was Fannin County’s 336th District Judge Laurie Blake. She began by congratulating Judge Moore and Commissioner Lackey on their impending retirement before commenting on agenda item 14. She expounded on the proper process of budgeting and concluded by thanking the Commissioners Court for their service. Next to speak was a local amateur radio operator of Fannin County who commented on the volunteers that make up the radio club that assists counties during times of loss of power and communication and severe weather. After he spoke, a new citizen of Fannin County spoke to thank the court for their service before having her daughter, Faith, recite Scripture verses Luke 2:9-14. She then asked if the Commissioners Court could assist the City of Bonham in recording their monthly Council meetings. Next to speak was incoming Fannin County Judge, Newt Cunningham. He asked the court to think on whether certain agenda items had been given enough thought and

whether there was enough information on hand for decisions to be made regarding those issues before the end of the year. A local attorney then spoke to give his reasons why he believed agenda items 9, 11, 12 and 14 should be tabled until after the first of the new year. He concluded by congratulating the work done on the renovated courthouse. A Fannin County citizen who frequently attends the Commissioners Court meetings spoke to thank the court for their service and expounded on why citizens should attend Commissioners Court more often. Next to the last to speak was a resident of Telephone who commented on who should be responsible for collecting any upcoming Hotel Occupancy Tax. The last speaker, a local attorney, spoke to comment on the conditions of the workplace for the jury system.

6. Discussion regarding EMS monthly report for November 2022 – County Judge for Scott Ridling, Fire Chief: Bonham Fire Chief

Scott Ridling gave a report of there being 43 more runs in November than there were in October. He noted there was currently one job opening in the department, all equipment was operational and there was currently a bout of flu being experienced by his personnel.

7. Discussion, consideration and action to approve minutes from 08/23/2022 (R), 09/13/2022 (R), 09/20/2022 (R) and 12/13/2022 (R) –County Judge for County Clerk: A motion was made by Commissioner Magness to approve the minutes with corrections previously made, showing on them. Commissioner Lane seconded the motion which passed.

8. Report of monies collected by the Fannin County District Clerk’s office for November 2022; $21,172.54 – County Judge (for District Clerk): Informational only.

9. Discussion, consideration and action to approve Memorandum of Understanding between Fannin County and City of Bonham regarding property located at 407/411 Chestnut Street in Bonham

Discussion regarding salaries of District Attorney employees – County Judge: Fannin County Auditor Alicia Whipple related a discussion she had with TAC (Texoma Association of Counties) Attorney Jim Allison regarding the rights of the District Attorney in reference to his employee’s salaries. District Attorney Richard Glaser then expounded on the issue of setting competitive salaries to encourage competent law professionals to work for the county.

Commissioner Lane noted she was appointed to a board within a month of becoming a commissioner and welcomed him to the ranks. After a brief moment of levity among the commissioners, the motion passed with Judge Moore abstaining from the vote.

13. Discussion regarding Fannin County Rural Rail Board – Commissioner Precinct 4: Commissioner Lackey asked this be passed on.

– Commissioner Precinct 2: Commissioner Self began a lengthy discussion joined by Fannin County Elect Judge Newt Cunningham, Commissioners Lane and Lackey, Judge Moore, Bonham City Manager Sean Pate and a few Bonham citizens on whether this was a decision that should be made by the current Commissioners Court or tabled till after the start of the new year. After reasons were given that favored the decision on this being put to a vote immediately and opposing reasons were given for the decision to be tabled until 2023, a motion was made by Commissioner Self to “approve the Memorandum of Understanding between the City of Bonham, Texas and Fannin County Texas with the amendment under Section C of the agreement that we add that they will provide services in the amount of $220,680.00.”

The motion was seconded by Commissioner Lackey and after some discussion regarding the services mentioned in the

Board – Commissioner Precinct 4: Commissioner Lackey explained how he put this on the agenda believing this was something that should be done before January as it had been done that way in the past. After some discussion as to the proper policy involving placements on this board and other boards, Commissioner Magness made the motion to appoint Commissioner Lane with Commissioner Lackey seconding the motion. A discussion ensued when incoming County Judge Newt Cunningham added his thoughts on best practices involving this issue and afterwards the vote was taken. The motion passed with Judge Moore abstaining from voting.

12. Discussion, consideration and action regarding replacement of Commissioner Lackey on the Tri-County Meals on Wheels Board –Commissioner Precinct 4: Commissioner Lackey started a discussion on this by noting how this organization takes care of several thousands of meals for Fannin County citizens and how important the work is. After a discussion ensued about whether a commissioner is necessarily needed to be appointed, a motion

Discussion, consideration and action regarding funding for improvement of County Roads – Commissioner Precinct 4: Commissioner Lackey began by explaining he had placed this on the agenda due to the recent rains causing road conditions to worsen and his getting phone calls from citizens inquiring as to when the county would be addressing road problems. He noted that with the soon to be constructed Justice Center in the works, now might not have been the best time to put this on the agenda but after summing up what was involved with the recent courthouse renovations, the acquisition of land and an architect for the Justice Center he stated that one thing he did know was, “there is not a commissioner up here that has enough money to take care of these roads like the citizens deserve.” Concluding his opening statement by noting that the roads are not up to par and it’s time to not be putting them off, a discussion began with approximately 17 Fannin County officials and citizens making their way to the podium to share their thoughts on this matter.

comments ranging from the belief that today was probably not the best day to make a decision on what was called an eleventhhour discussion; to, with all the millions being spent on other projects, the roads are in poorer condition than they have ever been and it’s time to take care of the county’s infrastructure. Though a good number of speakers agreed with the consensus that more information was needed to know how much money was actually available to put to the roads and that this agenda item should be tabled until 2023, more of the speakers who came to the Commissioners Court wanted to see money designated immediately to repairing county roads in bad condition. After about an hour and a half of discussion that was sometimes conten-

tious and always impassioned, a motion was made by Judge Moore to designate $500.000.00 to each precinct for improvement of county roads. Before the motion was seconded by Commissioner Magness, it was clarified that it was $500,000.00 per each precinct. And, after a brief discussion, the vote was taken with the motion passing unanimously. After the motion passed, Judge Moore clarified the funds would be coming from the ARPA (American Rescue Plan Act) Fund.

15. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: A motion was made, seconded and passed to approve payment of bills.

17. Comments by County Commissioners and County Judge: Commissioner Lane stated her appreciation for everyone’s attendance and how she felt a great discussion was had about the roads. She announced that the bridge on CR 1241 would be temporarily closed to repair a hole on the bridge, reminded everyone that Friday December 23, and Monday December 26, 2022, would be county holidays and wished everyone a Merry Christmas. Commissioner Self also thanked everyone for their attendance and offered prayers and sympathy to all who lost their homes and had storm damage last week while thanking those who assisted after the storms. He commented on the increased traffic on the roads, stating the necessity of invest-

ing in the roads and wished all a Merry Christmas. Commissioner Magness noted his appreciation for everyone’s attendance with a special thanks to the Sheriff Deputies for their attendance. Commissioner Lackey echoed the appreciation for all those who came to today’s meeting and stated his hope to see road improvement happen (though not overnight) with the money designated for their repair and wished all a Merry Christmas and a Happy New Year. Judge Moore announced the court had received the final certificate of occupancy that would enable the county to receive their $600,000.00 back from the Texas Historical Commission and thanked the Sheriff Deputies for their attendance. He also thanked everyone for coming to today’s meeting noting it enables the court to know what the public is thinking.

The apostle Paul stressed, “Do not be conformed to this world, but be you transformed by the renewing of your mind . . .” (Rom. 12:2). Again he writes, “put on the new self, which in the likeness of God has been created in righteousness and holiness of the truth” (Ephesians 4:24). In the verses that follow he gives five specific examples of the higher standard of Christian conduct.

We are to put off lying and speak the truth in love (v. 25). It is a habitual action that is to characterize the Christian life. Literally the believer is to put off “the lie” (v.25), and speak the truth. This is the same word the apostle John uses for the antichrist in 1 John 2:20-23.

When a person puts his faith in Jesus Christ he is rejecting the lie, and embracing the Truth (Jn. 14:6).

What a profound significance this is for the person in Christ. “Therefore, laying aside falsehood, speak truth each one of you with his neighbor, for we are members of one another” (v. 25). Let it be a habitual action to tell the truth. Let it characterize your lifestyle. Make a commitment to yourself and God to speak the whole truth without mixture of error in your family, business and life relationships. How much easier life is when you live an honest, open, transparent life style. Cultivate truthfulness in your life every day. Don’t be careless with your words.

Put off anger (vv. 26-27). One of the best ways to give

the devil an opportunity to gain a place in your life is to be an angry person. Paul does not give an opposite behavior in this example. In one aspect anger is not sin. It is an emotion. He stresses, “Be angry, and yet do not sin; do not let the sun go down on your anger, and do not give the devil an opportunity (lit. a place).” Paul is emphasizing a controlled or righteous anger as opposed to and uncontrolled, selfish, or sinful anger.

Paul uses two different words for “anger” in v. 26. There are times when we should be angry, and there are times when we sin with our anger. “Be angry and do not sin” is the word for wrath, indignation, suggesting a more settled or abiding condition of mind, frequently with a view of taking revenge. It is an anger that has an abiding and settled habit of mind that is aroused under certain conditions. When this kind of anger is guided by reason, it can be a right emotion as in righteous indignation. When we cherish it, it becomes sin. It must never become just an expression of personal provocation or wounded pride. We must guard against sinful motives (1 Jn. 1:19).

“Do not let the sun go down on your anger.” It can take the form of an angry mood, a violent irritation, harmful words or eyes of fire. Paul admonishes us to deal with anger quickly before the day is over. Unresolved anger leads to other sins.

Put off stealing and have something to share with the needy (v. 28).

The motive for working Paul says is “in order that he

may have something to share with him who has need.” That statement alone clarifies a lot of modern values. The winner is not the one who walks away with the most toys in life.

Have you ever counted the many ways you can steal in life? You do not have to go to prison, and few people do.

Work hard so you will have something to share with a world with true needs.

Put off rotten words and put on speaking with edification that it may give grace to the hearer (v. 29).

“Unwholesome” literally means, “corrupt,” or “corrupting.” It is the word for rotting fruit. Some people’s words corrupt themselves and everyone who hears them. It rots them away. It makes you feel corrupted days after you have been around them. On the other hand, the believer should use words that will build up and encourage people (James 3:5-6).

How do you control your tongue? By allowing the Holy Spirit to control your mind (Rom. 12:2; Eph. 4:30).

Put off bitterness, wrath and anger (indignation), and put on love (vv. 30-32).

What is the best way to grieve the Holy Spirit? Bitterness, wrath and a settled indignation toward someone always grieves the Spirit.

The only way to put on the high standard of Christian conduct Paul is describing here is to walk in the Spirit.

There are other aspects of the holiday that can sometimes cause us to overlook this fact. Jesus Christ came into this world to seek and to

save that which was lost, and to give us the gift of eternal life through Him. He wants us to give our lives to Him, and accept the eternal salvation that only He can give.

In 1816, James Montgomery penned the words to this classic Christmas hymn.

“Angels from the realms of glory, wing your flight o’er all the earth; ye who sang creation’s story now proclaim Messiah’s birth:Come and worship, come and worship, worship Christ, the newborn king. Shepherds, in the field abiding, watching o’er your flocks by night, God with us is now residing; yonder shines the infant light: Come and worship, come and worship, worship Christ, the newborn king.”

For the third year in a row, the Children’s Center created a pop-up store to serve the children served by CASA and the Children’s Advocacy Center. Some CASA children were still served the traditional way. The pop-up store gave parents, caregivers or advocates an opportunity to select presents for their children. Each child got one or more books and either a coat, hoodie or pair of shoes. Each family got one family board game, wrapping paper and gift bags. Caregivers were also able to select toys and other gifts using a point system which gave each child 5-10 gifts.

“Over the years, our traditional way of doing Christmas had grown to be more than our staff could reasonably manage. We learned of this pop-up store idea from other Children’s Ad-

vocacy Centers,” said Sandy Barber of the Children’s Center. “This way of getting gifts to kids turned out to be much more empowering for our families and allowed for more volunteer involvement.”

“Over and over again, we heard parents and other caregivers express their gratitude for this help for Christmas,” said Barber. “There were even some happy tears and lots of hugs of appreciation too.” One mother and grandmother were very excited to find cowboy boots in the exact size needed for their child.

“The generosity of our community was overwhelming and heartwarming once again. So many individuals, businesses, churches and other groups gave what they could. It all added up to make sure ALL the children served by CASA and the Children’s Advocacy Center have something special for Christmas,” said Barber. “This effort would also not be possible without our volunteers, board members and staff who

worked hard to set up the store, run it and then take it all down.”

Eighteen local businesses set up teddy bear trees to help collect gifts for the children, including Blessings & Butterflies, Bonham Chrysler, Bonham Veterinary Clinic, Brookshire’s Grocery, CapTex Bank, Fannin Bank, Farm N Home Casualty (Pierson and Fendley Insurance), First United Bank, Gayle’s Restaurant, Honey Grove Library & Learning Center, Legend Bank, Red River Gypsies, Scriptx Honey Grove Pharmacy, Stay Grounded Coffee Company, Tax-Assessor Collector’s Office (Tag Office), Texas Farm Bureau Insurance, Veritex Bank and WalMart. “Many of these businesses have been doing this for many years. A few were new this year,” said Barber. “We are very grateful for their support and generosity!”

Planning for Fannin’s Newest Lake

Press Release - As construction moves forward for Lake Ralph Hall, so do plans for future land use around the new lake. In October, the Fannin County Commissioner’s Court adopted the Lake Ralph Hall Comprehensive Plan. The plan was created to provide general guidelines for how land should be developed and used around the lake to

protect the reservoir and its water quality. The county is now conducting a number of public meetings to develop specific zoning regulations based on the comprehensive plan. These regulations will provide specific rules for how the county regulates development within the zoned area.

Another public hearing is scheduled for January 26. The

consultant is on schedule to send a completed set of zoning regulations to the commissioner’s court for review and/or approval by the end of next January.

When the Rock Yard in Trenton held their second annual Thanksgiving community meal in November, they set out a donation jar. The meal was offered for free and no donations were expected. They collected a grand total of $3000 in cash donations for Christmas presents for the Children’s Center.

Flatiron is finishing the decking for the North Sulphur Bridge and will roll on to the side barriers. All of the beams have been set on Merrill Creek Bridge, decking is expected to be finished by the end of December. Over the next couple of months, the side barriers will be completed followed by asphalt if the weather allows. PAULINE NEVA BEEZLEY

Pauline Neva Beezley was born in Bromide, Oklahoma on February 13, 1922. She was the third of nine children born to Sam and Burs Muncrief. Her parents and all 8 siblings preceded her in death. Mrs. Beezley passed away December 21, 2022, at Brentwood Terrace in Paris, TX, two months shy of her 101st birthday.

She married Cecil Beezley, August 16, 1939.

To this marriage 3 children were born, Jerry, Mike, and Judy. Cecil preceded her in death February 16, 2001.

Pauline loved her life in Riverby, Texas, where her and Cecil spent their married life. She helped with the farming operation, gardening, and keeping her lawn. Everyone who knew her loved her fresh vegetables from her garden.

Mrs. Beezley is survived by Jerry Beezley and wife Marilyn of Paris, Texas, Mike Beezley and wife Betty of Paris, Texas, and Judy Bankston and husband Donald of Paris. She is survived by eight grandchildren, Brad and Rebecca Bankston, Brain and Joanna Bankston, Scott Beezley, Clint Beezley, Amanda and Lance Whitener, Johnny and Leigh Ann Gaskill, Kelly and Greg Dennis, and Amy and Charles West, along with twenty-one great grandchildren and fourteen great-great-grandchildren.

Services for Mrs. Pauline Beezley were held Monday, December 26, 2022, at Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Visitation was at 10:30am. The funeral service followed beginning at 11:00am. Pallbearers were Scott Beezley, Clint Beezley, Brad Bankston, Brian Bankston, Rece Bankston, and Ryan Bankston. Interment followed at Forest Grove Cemetery.

Catfish are good shallow following the new water flow coming from the creeks in 3-8 feet of water with cut shad. Monsters seem to be in 25-30 feet of water. Gizzard shad are numerous in 2-3 feet of water on secondary points and small coves. Black bass are in 5-20 feet of water on structures with Alabama rigs, swimbaits, and large spoons. Gliding Alabama rigs over brush piles and rock piles is deadly right now in 10-15 feet.

Ray Roberts FAIR. Water is clear; 51 degrees; 1.17 feet below pool. White bass are fair in 37-42 feet jigging with slabs with a bucktail trailer. Blue and some channel catfish are slow mixed in with white bass biting on cut shad or on the slabs. Bass are slow at all depths. Crappie are slow.

Tawakoni GOOD. Water lightly stained; 52 degrees; 0.75 feet below pool. Lake Tawakoni has settled into a solid winter pattern and with the approaching arctic blast, the patterns should hold steady for the next 6-8 weeks. Hybrid and striped bass are biting good in 28-40 feet of water on flukes and swimbaits near mainlake drop-offs and ledges. Trophy blue catfish have been so-so on cut gizzard shad in 20-45 feet. Eater sized blues and channels are good under cormorant roosts on chicken gizzards fished under a float. Crappie are good on main lake brush and bridge pilings in 28-35 feet. Largemouth bass are fair on rattletraps and squarebills on main lake points and northern points in 3-6 feet of water.

Texoma EXCELLENT. Water stained; 65 degrees; 0.41 feet below pool. Striped bass are very good in deep water casting Alabama rigs straight in 40-60 feet of water. On a windy day deadstick the Alabama rig. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass fishing is great on two ounce jig heads in chartreuse, a white ice fluke, or live shad in 40-60 feet of water. Drifting on the ends of the lake near the river inlets has been more productive than the clear water in the main lake. Catfish are good drifting cut baits in 50-60 feet of water around bait balls. Big blue catfish will be staging up around the mouths of the rivers in 10-20 feet of water as it gets colder. Largemouth and smallmouth bass fishing is fair on swimbaits along the rocks on sunny days and live shad along the dam wall. Crappie are good on jigs and dead minnows on brush piles in 15-20 feet of water.

Social Media Tip #39: When posting photos of yourself with the deer you falsely claim to have just harvested, be sure to pin the location; it helps game wardens when they come to investigate. After spotting Facebook photos of a woman with a mule deer buck she claimed to have shot, game wardens ran a quick check, and learned she did not have a hunting license. The pinned location of the posted images appeared to be a ranch in Brewster County enrolled in the Texas Parks and Wildlife Department’s Managed Lands Deer program, which carries certain tagging and harvest log requirements. After identifying the individual’s boyfriend, who also appeared in the photos, the wardens went to the hunting camp to sort things out. When questioned, the boyfriend told wardens he had killed the buck, legally, and showed them the deer head and MLD tag with his name on it. He then confessed his girlfriend made the initial shot on the deer, and he dispatched the buck due to her misplaced shot. She only claimed it to show off because she is a city girl, he said. Upon

further investigation, it was found only the backstraps were saved and the remaining carcass was dumped because “the deer was old.” Multiple citations were issued and the deer was seized.

When Duty Calls

A Freestone County game warden was enjoying his day off duck hunting at the Richland Creek Wildlife Management Area when he observed a game law violation. The warden watched as a vehicle stopped on a designated public hunting lands road, the driver exit and shoot at ducks. The warden cut his hunt short, switched hats and was eventually able to make contact with the subject, charging him with hunting from a designated roadway. His passenger was charged for not having the required Annual Public Hunting Lands permit. The driver was also part of a group recently apprehended by the warden on Richland Creek WMA for hunting when the area was closed.

I don’t mind Boots. He just curls up quietly against my belly and stays put. But sleeping with Desdemona can be a bit unnerving. She snores. Sometimes she gets little bad dreams and scratches me, too. But hey, I get to come in out of the cold and sleep with Aunt Ada’s cats on her sofa, and a guy can tolerate a certain amount of cat snoring for that.

I was glad when I heard Aunt Ada puttering in the kitchen because I knew it was time to get up. After she let me out, she fed me, and let me tell you … that kibble was just as good this morning as it was yesterday. And then she petted me, called me her dear Billy, and let me out to do my rounds.

Don’t let anyone tell you being the official town dog is easy. Nossirree. First, there are the kids. Me and Martin, the crossing guard, have to see them safely across the street and to school each morning. Must be band day, because I see a lot of instrument cases. Martin gets smiles from the children. I get smiles AND ear

rumples, so what do you think of that!

Once those kids are safely across, the time is pretty much my own until the final bell rings in the afternoon. That would be after I get snacks at the back door of the Mule Barn and after my nap curled up against the brick wall of the drugstore downtown. You ever notice how those bricks hold the sunshine in them? Better than that white wall on the newspaper office.

This is a good day to stop by the Rest of Your Life retirement home and check on Pop Walker and Mabel Adams. Oh, I make the rounds and check on everybody, of course, but I have to admit those two are my favorites.

If today is band day at school, tomorrow will be sale day at the sale barn at the edge of town. That’s when the men bring their dogs in from the ranches to look at cows. They yell and talk funny. Not the dogs, of course. Getting your sniffing up to date is always a good thing.

Realignment last February returned Leonard and Bonham into District 11-3A for most sports for another two school years.

Play began this month with a little 11-3A action for each before Christmas.

One of those contests equated the first of two district meetings between the Fannin County teams -- won by Leonard, 32-20, at Bonham on Dec. 13.

A Sam Rayburn position post for a head volleyball coach who will also coach a second sport and has experience with volleyball and girls’ track and field appeared on the Region 10 teacher jobs board on Dec. 14. The deadline to apply is Feb. 12 for the position which will oversee the high school and junior high volleyball

programs there.

During John Walker’s lone season at the helm, the Lady Rebels last month made their first postseason advance in the sport with a bi-district appearance.

BONHAM -- Kyle Dezern, who coached Class 3A-I Bonham to a bi-district football advance in his second season, will not return for a fourth as its head coach in 2023.

He coached the Purple Warriors in 2021 to a .500 regular season, before a bidistrict loss to Gladewater, an eventual regional semifinaist, ended the campaign at 5-6. Bonham advanced to the postseason as the 4-3 fourthplace qualifier from 5-3A-I.

The Purple Warriors finished 2-8 overall and 1-6 in 5-3A-I in 2020 in his first season.

The change from Dezern, who has also served as ath-

letic director since May 2021 following an interim stint in the role, to another continues a trend regarding Bonham head football coaches during the previous 30 years: short stints.

Since Loy Dean Clark’s nine-consecutive seasons (1984-1992) as head football coach, numerous others have held the position: V. T. Smith, 1993-96; Duke Christian, 1997-99; Ronnie Hill, 2000-03; Larry McFarlin, 2004-06; John Hall, 200708; Dale Trompler, 200911; Cody Bounds, 2012-14; Tony Johnson, 2015-17, and John Fish, 2018-19.

Bonham will remain for football in 5-3A-I in 2023 with Commerce, Emory Rains, Mineola, Mount Vernon, Pottsboro and Winnsboro.
