Commissioner Lackey seconded. Motion carried. 7. Discussion, consideration and action to approve and sign a Resolution declaring Fannin County a Second Amendment Sanctuary County – County Judge for County Sheriff. Sheriff Johnson, Melanie Grammer, John Vick and Bill Roberts all spoke concerning their support and/or concerns concerning the resolution. After the discussion was completed, Judge Moore spoke concerning the resolution, stating “This is not an action of fear, but an action to strengthen what’s already in place because some of those privileges have been challenged in the past and very recently. People want to take away our 2nd Amendment rights. I think what we are doing here in Fannin County and in other counties, and actually, I hope the whole State will follow behind it to say, listen we are not giving up our 2nd Amendment rights as some people have called for.” Commissioner Magness made a motion to approve. Commissioner Self seconded. Motion carried. A round of applause followed from those citizens who attended the commissioners meeting.

Ed King Celebrates 100 Years of a flag that flew over the capitol in Washington D.C. on his actual birthday (October 10), and a signed birthday card from The White House. Ed was born in Pennsylvania in 1919. A veteran of World War II, he served as an aerial photographer in the Army Air Corp (soon to be the United States Air Force). Ed has lived in Fannin County with his wife, Ida, since the midEd and Ida King 1980’s. Up until (100) (88) about a year ago, he and Ida went Bonham, Texas: October dancing every Tuesday night. 12th was a “red-letter day” for Dodd City resident, Ed King. Steve Boyce’s talent was obvious from an early age, though it wasn’t until 1978 that Steve concentrated on art as a career. Prior to that time, he served in the U.S. Air Force as an Air Traffic Controller and after his service, went back to school graduating from what is now known as the Rocky Mountain College of Art and Design. After working in a bronze foundry, he discovered his hidden talent for sculpting and for 25 years owned and operated his own foundry, Boyce Bronze Casting. He closed the foundry in 2012 to concentrate on drawing and painting. Steve does portrait, wildlife and landscape work, bringing it to life by capturing movement and detail. A native of Colorado, Cindy’s passion for photography was inspired by her father who was a nature photographer. After 30 years as a Certified Optometric Assistant, she retired in 2017. She enjoys looking for unusual subject matter or different lighting to produce different moods and emotions. Her passion for the outdoors takes her on “roads less traveled,” where, she says, “There are so many gems out there waiting to be found.” Steve and Cindy now reside near Paris, Texas where they continue to enjoy pursuing their art. Other hobbies include gardening, British sports cars, and camping. By Bro. Bill Beasley We have just had the privilege of observing Thanksgiving Day again. But as I have said before, Thanksgiving is more than a day; it is to be an attitude of life. Giving to God our
thanks for His unspeakable goodness should be the practice of our every day. We are nearing the time that we remember Pearl Harbor. Seventy eight years ago on a Sunday afternoon, December 7, 1941 our country was attacked by Japanese forces. At great loss of life and property, we had no other choice but to declare war- thus the beginning of our part in WWII. I remember it with much clarity. I for one had been worshipping with my church family in Port Neches, Texas that morning. It was here just

The Fanninn County Museum of History is decorated for Christmas, with two lovely Christmas trees with antique ornaments.
Underneath the trees are many toys from yesteryear. Make plans to drop in and bring family or friends to enjoy this unique and fascinating display of toy trucks, trains, dolls and much more.
The Museum is open Tuesday-Saturday, noon - 4 pm and is located in Bonham in the old Texas & Pacific train depot just a few blocks south of the Courthouse square.
at 3 pm. Everyone is welcome to join a number of talented folks, including children, who will sing and also lead those attending in singing the carols we love so much. It is wonderful to see such life in the beautiful little church

That evening, the monthly Art on the Town Painting Party will be an ornament decorating party from 6:30-8:30, and on the following day (Fabulous Friday), anyone entering the most fabulous Christmas ornament in that contest will also win a prize. All prizes won during the week will be awarded at noon during Sweets, Spirits & Sparkles and the Ugly Sweater Contest will be at 12:15. The winner will receive a bottle wine. If you need a place to shop local, keep tax dollars in Bonham, support small business and get your shopping done, the place to be on December 7 is the Creative Arts Center. Throughout the event, there will be free guided tours of the home, refreshments to enjoy, make and take crafts for your home, and a special presentation in the afternoon. The former Rayburn family home will be filled with the sights, sounds, and fragrances of the season. As we travel room to room, we’ll reminisce and reflect on the local, national, and global events of the year 1939. Families will
2019 Bonham Holiday Parade Winners
The Bonham Chamber of Commerce Holiday parade held on November 23rd was probably the best parade we have put on EVER! The weather was perfect, the number of entries was fantastic, and the work put into the performances and floats was over the top. The work put into the individual entries was amazing this year as the judges could tell that hundreds of hours were invested in some of the entries to get them just right. From elaborate, over-the-top decorations such as displayed by many of the entries to hours of practice by the individual members of some entries to bring a coordinated display for the parade spectators. The 2019 parade winners this year were: 1st – Bonham Chrysler, 2nd – Bonham War Dancers, 3rd – Hammett Construction. The best Car/Truck award went to the Red River Valley Car Club, the Parade Spirit award went to the 1st Presbyterian Church, and the School Spirit award went to War Dancers. We hope you had a great time and got to see the parade. If not, plan on attending next year and seeing an even more spectacular display of public pride in our community.

Press Release Fannin County Family Crisis Center is once again providing Hope for Christmas for the Fannin County Community. We need help from businesses, citizens, church groups and friends to make this possible. Last year we provided presents for over 365 children in Fannin County that otherwise would not have had a good Christmas. Some of the children served are our clients who may have had to leave a dangerous situation with nothing but the clothes they were wearing. Our sign up for families that need assistance is December 6th and 7th., but we need to begin collecting donations now to ensure that we will be able to meet the need. Families signing up will be required to verify that they live in Fannin County and that they qualify as a family in need. We also crosscheck with other agencies providing Christmas to ensure that we are not serving families that are signed up somewhere else. Unfortunately, Fannin County has a high poverty rate and there are many families that struggle to meet even their day to day needs. We would like to ensure that all children in Fannin County have a blessed Christmas. We encourage you to be a part of this blessing. How can you help? • Monetary donations – Monetary donations are easy. Go to the Fannin County Family Crisis Center’s web page https://fccrisiscenter.org/ and click on the donation tab at the top, where you can use PayPal or a credit/ debit card to donate. When you donate, there is a place to add a message. Please specify that your donation is for Hope for Christmas. Each family was designated a certain amount per child to spend and were able to hand pick presents at Wal-Mart while the Crisis Center staff and volunteers were present to oversee and pay for each transaction. Billy Gene White was born on June 29, 1928 in Hot Springs, AR to Walter Clayton and Dorothy (Sanders) White. He married Francis Laverne (Emerson) White on July 14, 1947 in Bonham, TX; she preceded him in death on January 3, 2017. Billy was a truck driver and of the Baptist faith. He is survived by his children, Elaine Kennedy and husband James, Larry White, Pat Chaddick and husband James; grandchildren, Kerry Kennedy and wife Kim, Kevin White and wife Jenny, Aaron White, Brain Chaddick and Kim Howey and husband Sean; great grandchildren, Kendall Kennedy, Katy Kennedy, Charlotte White, Nathan White, Jarek Chaddick, Asher Chaddick, Eden Chaddick, Coyt Howey and Cason Howey; and sister, Ollie Evans. Bonham- Clifford Ray Parker, age 76, of Bonham, TX was born in Telephone, TX on December 5, 1942 to Clifford Riley and Juanita Lovita (Casteel) Parker and passed away on Friday, November 22, 2019 at Texoma Medical Center in Denison, TX. To honor his wishes cremation arrangements are under the direction of Cooper-Sorrells Funeral Home Bonham, TX. Memorial services are pending for a later date. Clifford served honorably in the United States Army from January of 68 to December of 69 receiving a National Defense Service Medal and a Good Conduct Medal. He was a self-employed mechanic and enjoyed working on cars or anything that had an engine. Clifford enjoyed fishing and gardening in his spare time. 8. Discussion regarding the EMS Profit & Loss Report for October 2019 – County Judge for Bonham Fire Chief. Judge Moore and Scott Ridley discussed the difference in the Profit and Loss Report that he had filed compared to previous reports. Judge Moore stated that he liked the previous report format which was detailed; it was agreed that next month’s report would be in a detailed format. 9. Discussion, consideration and action to approve the Policy, Procedures and Best Practices Manual for Fannin County Veterans Service Officer – County Judge for Veterans Service Officer. Commissioner Whitlock made a motion to approve. Commissioner Lackey seconded. Motion carried. 10. Discussion regarding the Courthouse Restoration – County Judge. Judge Moore expressed his appreciation to the media and to the Fannin County Historical Commission for the pictures and the story that is being told about the courthouse restoration which have been published in the paper and on Facebook. Alicia Whipple gave an expense update for the courthouse: As of November 20, 2019 with bonds, grant money from THC and interest accrued from these bonds is a total of $18,322,542.97; out of that we have already spent $2,240,645.32 and $17.7 million that has been committed; Phase 1 (Selective Demolition – taking tar of outside of courthouse): $1,249,064.06; the phase that we are in right now – the restoration phase, Turner has it divided into two sections: Phase 2A (Exterior and Infrastructure): will cost approximately $16,461,305.66, Phase 2B (Interior) will cost approximately $10,501,577.95 for a total of $26,962,883.51 with estimated $2.69 million of that is contingency. Bottom line is Fannin County is looking at a deficit of $9.88 million in order to complete the courthouse restoration. Commissioner Lackey and Ms. Whipple stated that they felt that the estimated contingency/deficiency could possibly be lower. Judge Moore stated there was a vote that took place a couple of years ago about the bond issue and Fannin County had the largest turnout in history to vote that year (10,000 voters out of an estimated 20,000 people that could vote) that actually turned out to vote and of that 10,000, 63% said we need to build the courthouse. Fannin County pays Turner Construction every month and every time we delay we are delaying and adding dollars to the whole contract. In my opinion we
need to steam forward and get this thing done. 11. Discussion regarding the upgrade of County Roads 3037 and 3038 by a third party (located north of Ivanhoe) – Commissioner Precinct 1. Commissioner Whitlock stated that he had been approached by a company operating as United Sand and Gravel, owned by Ivanhoe, LLC to gravel and maintain County Road 3037. County Road 3037 dead ends into the property that has the possibility of operating as a sand plant in the future. It is unknown if they have purchased land or if the landowner is involved. He stated that this agenda item is just to let everyone know what is going on in that area. There is no contract at this time. 12. Discussion, consideration and action to establish a state mandated Local Emergency Planning Committee (LEPC) – County Judge for Emergency Management Coordinator. The purpose of a LEPC is to carry out responsibilities required for the development, training and testing of a hazardous substances emergency response plan for Fannin County as well as informing the media and citizens of any information, actions and plans in the event of an emergency. The committee members will be nominated by the County Judge and approved by SERC. Commissioner Magness made a motion to approve. Commissioner Self seconded. Motion carried. 13. Discussion, consideration and action to award Alpha Testing to perform Construction Materials Testing for the Fannin County Courthouse Restoration Project. Amount for the testing is not to exceed $45,000.00 – County Judge for County Purchasing Agent. This is for testing of the construction materials for the courthouse (structural steel, mortar, grout, masonry, concrete, etc.). Alpha Testing is a third party testing company that will come in and make sure that we are using the right products and that they are being put together correctly. Commissioner Lackey made a motion to approve. Commissioner Whitlock seconded. Motion carried. 14. Discussion, consideration and action to award the Stone and Masonry scope of work for the Fannin County Courthouse Restoration Project – County Judge for County Purchasing Agent. Item was passed on this week due to new information. No discussion, consideration or action taken on this item this

Judge Moore also updated everyone on Lake Fannin. The roof on the lodge is being repaired; the boy scouts visited Lake Fannin and are planning to do several projects at Lake Fannin to earn badges. Also, North Texas Municipal Water District who is doing all the mitigation work on Riverby Ranch will be here to give a presentation next week, Tuesday, December 3, 2019 at the commissioner’s meeting at the end of the meeting. 19. Getting Ahead Investigators Conduct Community Assessment
District Attorney Richard Glaser and the Fannin County Ministerial Alliance have partnered to sponsor “Getting Ahead in a Just Gettin’-by-World”. This program is designed to help people in poverty build resources for a better life. Participants are called investigators, and the class takes them through 16 weeks of self and community assessment with the goal of planning a future that brings stability to themselves and their families. On Monday, November 18th, the class centered on community assessment. Investigators had the opportunity to interview community leaders and professionals about various conditions of our community in nine subject areas. Economic conditions were addressed by Mark Kinnaird, Director of Community Development for the City of Bonham. Melody Michaud and Lisa Williams from Texoma Housing Partners provided insight into local Housing conditions. Financial/Banking conditions were covered by Ann Rodriguez of Fannin Federal Credit Union, and Delano Smith from TCOG lent his expertise in the area of Jobs, Wages, and Wealth. Protection from Predators was tackled by District Attorney Richard Glaser. Dr. Faith-Ann Cheek, Assistant Superintendent of Bonham ISD, was on hand to discuss Education conditions, while Attorney Michael Evans focused on Public Sector conditions to include the tax base and governmental services. Deloris Clemons from the Fannin Health Clinic shared information regarding Health conditions. County Judge Randy Moore rounded out the panel with his perceptions of Leadership conditions in our area. The evening provided the eight dedicated Getting Ahead investigators a chance to learn first-hand about community resources, in addition to establishing vital one-on-one contact with community leaders who can help them on their way. In turn, the community leaders were able to hear firsthand about some of the barriers the investigators face in their daily lives. Carter begins AC hoops days
Thanksgiving. Carter grabbed four rebounds, hit two 3-pointers and had two assists on Nov. 23 during Austin College’s 95-53 win at Hendrix College (Ark.). She also hit a 3-pointer, grabbed a defensive rebound and had an assist during limited play off the bench during Austin College’s 89-79 seasonopening win over Rhodes College (Tenn.) on Nov. 10. AC’s women play on the road into early December. The Kangaroos return home Saturday, Dec. 14, to play Ozarks (Ark.) at 2 p.m. Carter transfered to Austin College after playing her first two post-high school seasons for Concordia University of Austin, Texas. She mostly started during her sophomore season at Concordia, after mostly coming off the bench en route to earning American Southwest Conference all-freshman team notoriety. During her senior season at Dodd City, Carter helped the Lady Hornets to their now first of three-consecutive trips to the Class 1A state girls basketball championship game -- a narrow, 48-42, loss to perennial champion Nazareth. She also helped Dodd City reach the state semifinals in softball and regional semifinals in volleyball as a senior.

Second-team selections were Dodd City sophomores Tori Dotson and Ali Preas, Trenton sophomores Misty Spindle and Danna Orozco and senior Kloe’ Tallon of Savoy, which also reached its fifth-consecutive 1A postseason with an area-round advance. Honorable mention recipients included freshman Rion Baccus and sophomore Kylee Graves of Dodd City; senior Dalila Hernandez, junior Kali Johnson and senior Carley Stone of Trenton; and senior Hadley Pearce, junior McKenzie Poe and senior Mackenzie Bradshaw of Savoy. Academic all-district were Hernandez, Holden, Johnson, Lavoie, Murphy, Orozco, Spindle and Stone of Trenton and Pilliod, Hilliard, Dotson, Graves, Preas and each Baccus of Dodd City.

competition on Nov. 9 at Old Settlers Park at Round Rock. Senior Alec Simpson of Dodd City garnered 28th in 17:26.56 in the 1A boys race. Junior Aaron Uribe of Honey Grove finished 85th in 18:10.20 in the 2A boys race. The trip equated the first for
Mauppin, Simpson and Uribe to the state cross country competition. Meanwhile, senior Audrey Shaw of Leonard took 77th in 13:11.80 in the 3A girls race -- her third-consecutive State competition.
