Bois D’Arc Lake Zoning Commission Meeting – Zoning Rules & Exceptions

Thursday, February 9, 2022, County Judge Randy Moore called to order at 8:24 a.m., a PUBLIC HEARING before the Bois D’Arc Lake Zoning Commission. A quorum was established as all Commission members were in attendance with Commission Member Gary Fernandes present by phone. 2. Hear Public comments regarding a change in zoning application – Property ID# 83091 from A&R, Agriculture to LD, Low-Density Single-Family District: The owner of the property named in this item came to the podium to state that after looking further into having his property changed to Low-Density Single-Family, he discovered he would be required to have a commercial septic system installed like the one used for apartments. Not willing to do that, he decided a better route for him would be to change the direction of his home
from running parallel to CR 2900, to running perpendicular thus allowing him to meet the setback requirements for another zoning other than low density. Once he concluded his statement, Commission Member Gilbert Welch questioned whether he could meet the 25 ft side yard setback requirement for rural family zoning with the placement of his house and brought up a letter of opposition sent to the commission by one of his neighbors regarding his building plans. Without anyone being at the Hearing to discuss that complaint, Judge Moore stated that the Hearing was not the place to address this but only to hear comments regarding the change in the zoning. A resident of CR 2610 came forward to state that he believes the idea behind the zoning is “to make things look good” and questioned how nice a house would look from the road with the back end of the house being seen

A few years after becoming pastor of the First Baptist Church, Bonham the membership provided funds for me to make a visit to the Holy Land. It was an unexpected
opportunity and one that has brought a lifetime of blessings to me. I had the joy of making the trip with my good friend, Joe Eubanks, the well loved pastor of the Trinity Baptist Church – now with the Lord. I remember him saying many times, “Bill, I can’t believe that we are walking where Jesus walked.” One of the stories that I remember from this trip took place as we were on a boat crossing a lake when a “squall” arose. I think I may have said to Joe “And God sent this little storm just for us.” Be that as it may, it reminded me of a passage from the Bible found in Mark 4:3541. A storm had aris-

6. Discussion, consideration, and action regarding Special Exception application for The Peninsula Addition on County Road 2730 in Honey Grove – concerning the 100’ lot width inside the proposed gated community: Judge Moore noted that items 6 & 7 are similar and are a continuance of a discussion had in the previous zoning commission meeting. Di Hopkins clarified that the reason for this is the desire by the landowner/ developer to have road frontage setbacks on cul-de-sac lots lowered from the specified 100’ width requirement to a proposed 60’ width. The following is a partial sample of the statement read by Ms. Hopkins to further clarify: “the proposed development consists approximately of 123 acres and consists of 73 total lots. A development company that focuses only on high profile development such as The Peninsula, we are not trying to maximize the lot count. Rather our goal is to provide a highquality community that Fannin County can be proud of. All lots are at least one acre lots with some lots exceeding three acres.” After Ms. Hopkins read the statement supporting the request by Martin Sanchez of the Sanchez Group for the Special Exception for approximately 25% of the lots contained in The Peninsula Addition, Judge Moore began what would become a lengthy conversation covering the specific number of lots needing to be known before Special Exceptions could be granted. With the need to set a precedence being cited in the matter of the issuance of Special Exceptions and it being said that it would not be wise to issue a Special Exception for lots not associated with cul-de-sac curbs, it became clear that a Special Exception for just a percentage of lots, without there being specific lots named, would not be allowed. Mr. Sanchez then brought detailed plat drawings of the lots in both The Peninsula and The Shores for the viewing by the Commission and after much discussion clarifying the request and the reasons for the request and whether their goal would best be achieved by applying for planned development or receiving “Special Exception” it was determined that the “Special Exception” route would be the better way to proceed with both The Peninsula and The Shores, for all parties involved. Gilbert Welch then made a motion to recommend to the Commissioners Court that they approve a combined application for The Shores and The Peninsula allowing a Special Exception of 60’ widths at the street for specific lots numbered in The Peninsula: 2, 11 thru 22, 67 thru 69, 47 & 50, 59 thru 61 for a total of 21 lots in The Peninsula and The Shores, lots 11, 31 & 32 for a total of 3 lots in The Shores for a combined total of 24 lots. Tuesday, February 8, 2022, County Judge Randy Moore called to order at 8:40 a.m., a Special Meeting of the Fannin County Commissioners Court. A quorum was established with 2 Commissioners and County Judge present. Commissioner Lackey and Commissioner Self were not in attendance. 2. Hold and Attend a PUBLIC HEARING to hear comments regarding the application by BT Masroor Storage, LLC to designate certain property in Fannin County as a Reinvestment Zone eligible for tax abatement under Chapter 312 of the Texas Tax Code; Legal Description: A0064 R Bogart, 10.568-acres, Tax Parcel ID: 70807: After Judge Moore explained how this is about a battery storage facility near CR 4200, Austin Willis with Belltown Power gave a brief description of his company and noted that this is the third project in Fannin County being done by Belltown Power, that will be located south of Bonham. He explained that though smaller in size than the facility located in Savoy, it too is a battery storage center and will work similarly to the facility being constructed in Savoy. After explaining how it will benefit the community near its location, he fielded questions that included: were any of Belltown’s battery storage facilities online during the recent winter storm and did they help the community where they are located; how many hours of electric service the facilities will provide when needed and how well do those facilities located in hurricane-prone areas endure during a hurricane. 3. Adjourn: After all questions were answered, a motion was made by Commissioner Magness and seconded by Commissioner Lane to adjourn at 8:52 a.m. Motion passed. On the same day at 9:00 a.m., County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court. A quorum was established as three County Commissioners and County Judge were present. Commissioner Lackey was not in attendance. The invocation was led by Pastor Dave Bradley of the First Baptist Church of Whitewright. Pledges were led by Major James Manis, retired. 4. Introductions: There were no introductions. 5. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore read the update as follows: EXTERIOR – Complete sod and landscape installation; Complete cut pipes and install cleanouts in landscape areas; Install flag poles; Complete in-ground lighting; ADA ramp install ongoing on South. INTERIOR – Complete stencil work in Courtroom; Install and sand wood floors on 2 & 3; Trim install on 1st level; Complete Acoustic Plaster and remove scaffolding; Paint on 3rd level; Light fixtures and outlet trim out; Install cast iron treads and risers from 2 to 3 West stair. Judge Moore added that the courthouse
will be missing an antique stair railing until sometime in April. 6. Discussion, consideration, and action to approve Order creating a Reinvestment Zone for BT Masroor Storage, LLC, 10.568 acres on Property ID #70807: After Judge Moore explained this item was covered in the public hearing held earlier, Commissioner Magness made a motion to approve with Commissioner Lane seconding the motion. Discussion consideration and action to close Fannin County offices, excluding first responders, from 9:00 am – 12:00pm on March 10, 2022, to allow county employees to attend the Courthouse Rededication ceremony: After some discussion, Commissioner Magness made a motion to approve with Commissioner Self seconding the motion and motion passed. 8. Discussion, consideration, and action to continue or rescind Burn Ban for Fannin County: Fannin County Emergency Coordinator Troy Hudson gave his reasons for recommending the ban be rescinded. Commissioner Self then made the motion to rescind the ban with Commissioner Self seconding the motion. Before a vote could be taken, a citizen of Ravenna who is also a fireman, spoke to give his reasons why he believes enforcement of burn bans is not occurring, why he doesn’t think the current ban should be lifted, commented on the laws regarding burning in the county always in effect and his suggestion on how to put enforcement of burn bans in place. Motion passed. 9. Discussion and report of Indigent Healthcare activity for January 2022: Director of Indigent Healthcare Mark DeMay, gave a detailed report that included the number of inbound/outbound calls and in-office appointments. He noted that out of 10 applicants for care; two were approved, 2 are pending and 6 were referred to other agencies. After reporting there are currently 21 patients, he gave an itemized claim summary of claims paid in January specifically noting lifesaving cardiac care given to two patients. He went over the budget numbers, calling attention to the year-to-date goals and the efforts he has made which has resulted in his department being currently under budget. He touched on factors beyond his control such as the number of people coming onto the program, what their medical conditions are, and the reimbursement rate set by the Texas Health and Human Services that affect the budget. His accomplishments include
his efforts that have resulted in keeping prescription costs below budget; meetings with health officials in the goal to receive grant funding; efforts to assist patients to obtain disability and get off indigent care; attending a “Bridges Out of Poverty” meeting for ideas to assist his patients; the acquisition of the services of a rheumatologist with the Arthritis and Autoimmunity Clinic in Sherman for his indigent patients and he made his patients aware of the resource from TCOG “Warming up Texoma” for items to assist in surviving inclement weather. 10. Discussion, consideration, and action to pay for courthouse flagpoles out of CARES funding rather than contingency: Fannin County Auditor Alicia Whipple spoke on this and after some discussion, a motion was made by Commissioner Magness, seconded by Commissioner Lane, and passed to approve. 11. Discussion, consideration, and action to purchase an air purifier from CARES funding for County Clerk’s Office at a cost of $179.99: Fannin County Purchasing Agent Michelle Case explained the need for this, and a motion was made by Commissioner Self, seconded by Commissioner Magness and passed. 12. Discussion, consideration, and action to approve the Master Plat for the Orduna 2 Addition on County Road 4875 and FM 272 in Trenton; 66 lots on 95.92 acres: Fannin County Development Services Director Di Hopkins gave a summary on this development and after some discussion, Commissioner Self noted that he would abstain from voting as his parents own adjoining property. A motion was made by Commissioner Magness to approve with Commissioner Lane seconding the motion and the motion passed. 13. Discussion, consideration, and action to approve payment of bills: Motion was made, seconded, and passed to approve payment of bills. 14. Public Forum: A citizen of Honey Grove spoke to show his support for enforcement of burn bans and detailed his knowledge of a recent incident where emergency personnel had to abandon efforts to contain a grass fire to assist with a serious vehicular accident. 15. Discussion with George Harmon and Klein Klotz of the Nitsche Group regarding Healthcare Benefits for Fannin County employees: This item was passed on till February 22. 16. EXECUTIVE SESSION: Deliberation regarding Real Property – a closed meeting will be held pursuant to Section 551.072 of the Government Code for deliberation regarding the purchase, exchange, lease, or value of the real property where deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person: Motion was made, seconded and passed to enter into Executive Session at 9:57 a.m. See Commissioners on page 22 Continued

Letter to the Editor The Gospel Call
God calls man! This is true, but how does God call man today? Does He call through the wind? Does He call through the Spirit, secretly? Does He give nudges or special thoughts? The word of God answers the question of how He calls man. God has given the ‘good news’ to the purpose of salvation to all. Our Creator “called you (us) by our (the) gospel, to the obtaining of the glory of our Lord Jesus Christ” (2 Thessalonians 2:14). Paul said that he was “not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek (Romans 1:16). What is this ‘good news’? The ‘good news’ has been translated into the word ‘Gospel’. What is the Gospel? The gospel is the declarable message of Jesus, “that Christ died for our sins according to the scriptures; and that he was buried, and that he rose again the third day according to the scriptures” (1 Corinthians 15:1-4). The Gospel is the death, burial, and resurrection of Jesus Christ. Every part of the Christian life is connected to the FACT of the Gospel. The Gospel is a message to be obeyed. The vengeance of the Lord is “on them that know not God, and that obey not the gospel of our Lord Jesus Christ: who shall be punished with everlasting destruction from the presence of the Lord, and from the glory of his
Property Taxes – A Conundrum
Elimination of property taxes was a hot issue among several candidates at the Republican Candidate Forum on Saturday, February 5th. The forum was hosted by the Fannin County Republican Party to give citizens of the county exposure to the Republican candidates who are running for offices that represent Fannin County. Many pressing issues were identified, and candidates presented their plans to address them. This letter will address the issue of property tax elimination. One of the candidates was so passionate about this issue that he stated “property taxes, property taxes, property taxes” four different times while he was speaking. Although I do not like property taxes and would like to see them lower than they are or eliminated entirely, I recall a wise person saying, “Taxes are better than debt. Debt is stealing from our grandchildren.” Here is the conundrum… how do we pay for the services we want, and often demand, without property taxes or borrowing (debt)? A less noxious and fair taxing system would appear to be a better way to raise funding for

power” (2 Thessalonians 1:8-9). How is the Gospel, the death, burial, and resurrection of Jesus, obeyed? Consider what Paul writes to the church in Rome. “How shall we, that are dead to sin, live any longer therein?” (Romans 6:2). This is the DEATH to sin. We then see how we are connected to the death of Jesus, “Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death?” (Romans 6:3). Next Paul explains the burial and resurrection, “Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life” (Romans 6:4). In this same chapter of Romans 6, Paul reminds the church at Rome, Christians, that they had” obeyed from the heart that form of doctrine which was delivered them” (Romans 6:17). We see that baptism is essential in being obedient to the Gospel. The Lord said, “He that believeth and is baptized shall be saved; but he that believeth not shall be damned” (Mark 16:16). And the invitation is given by the Holy Spirit, through the Gospel message and the bride, the church, “the Spirit and the bride say, Come. And let him that heareth say, Come. entities that draw from the current property tax revenues. Can you imagine how difficult and complex a task it would be to create and implement a better taxing system? Such a task could take years to formulate and additional years to implement. Even if a new system were to “go live,” it would likely need to run in parallel with the current property tax system until the new system successfully provides the revenue to fund the taxing entities. It would be wise to understand that candidates who harp on the “eliminate property tax” mantra have not verbalized a solution, nor will they be able to deliver on any expectations to eliminate property taxes. Fannin County must conduct county business on a balanced budget, lest we steal from our children and grandchildren. If we want a system of taxation that does not include property taxes, I suggest that we begin working with our elected officials and fellow Fannin County citizens to identify realistic alternatives. The Scholarship Committee of the Beta Psi Chapter of Delta Kappa Gamma is now accepting applications for the organization’s annual Recruitment Grant. Being afforded the opportunity to talk with Tom about a book he recently wrote that is available on Amazon, I learned quickly that his unassuming personality masks a strength one can only see after spending time with him. I’m only glad that he was encouraged to share a look into a portion of his childhood that probably had a great deal to do with the formation of the man he is today through writing “Silent Tears.” Many of us know little about what life was like living in an orphanage. Sure, we’ve seen “Lil Orphan Annie” or possibly read the comic strip with the same title, but we have no real grasp of what went on in those institutions. Tom pulls back the curtains in his book “Silent Tears” that details his recollections of the time he and his two brothers Gerald and Donald were placed in an orphanage near Brentwood Tennessee (a common answer
to the problem of poverty and children lacking adequate care by other means in the early 19th century.) His memories of the ordeal he and his brothers (ages 5, 6 and 3) went through from January 1947 to July of 1952, takes one through the sadness and terror they experienced with a spackling of humor. His recollections include frank descriptions of the often brutal, comedic and heroic antics of many of the children and staff residing at the orphanage he
and his brothers called home for five years of their life. I especially enjoyed reading the escapades of little Ralph McCarty (though I found myself dreading what would happen to him as a result of one of his capers.) Tom and his brothers were among the fortunate children at the orphanage as their mother only had them placed there until she could financially afford to have them back with her. The event of them being sprung from the home came in the summer of 1952 after his mom married his dad, Carl Mason. Not ever having had a relationship with his biological

father, Tom loved his stepfather and ended up naming one of his sons after him. During my interview with Tom, I learned that not only had he been a police officer for 26 years (Collin, Denton, Dallas and Fannin counties,) but was actually the first Chief of Police for the Leonard Police Department. He also served two tours of duty in Vietnam when he was younger and employed with Texas Instruments. He let me know that he is currently working on a book that deals with “confidential stuff” that occurred while he served as a sub-contractor in Vietnam during his time in the military.

Bonham-Tommy Junior White, age 85, of Dodd City, TX was born on January 28, 1937 to Tommie Martin and Ruth Corinne (Kerr) White; he passed away on Saturday, January 29, 2022 at his home surrounded by his loving family. Tommy married Faye Jeanette (Hamilton) White on September 5, 1965 in Bonham, TX. He served honorably in the United States Army. Tommy was a mechanic on heavy equipment machinery (forklifts) for 33 years before retiring. He is of the Baptist faith. Tommy is survived by his wife, Faye White of the home; son, Ronny “BJ” White and wife Jennifer; 5 grandchildren, 7 great grandchildren, and 1 great great grandchild. Private graveside services were held on Tuesday, February 1, 2022 at New Hope Cemetery. Mr. Bill Sebastion presided. South: Much needed rain brought by last week’s winter storm improved drought conditions in parts of all six states in the region. Precipitation totals of around 1 to 4 inches – more than 300% of normal in some areas – fell across much of the region helping to reduce shortterm rainfall deficits and improve streamflow and soil moisture conditions. Texas saw a wide band of 1-category, with isolated 2-category, improvements. In parts of South and West Texas, the excess moisture was enough to chip away at the long-term drought. Other areas seeing improvements include eastern Kansas, eastern Oklahoma, southeastern Louisiana, and southern Mississippi. Widespread drought remains in the region. Despite last week’s weather, parts of Texas and Louisiana saw expansions of drought. These areas missed out on the heaviest rain, increasing moisture deficits.
CENTRAL: Winter Storm Landon arrived mid-week with ice, sleet, rainfall and temperatures into the teens during a few days. Rainfall and some scattered thunderstorms were welcome with most areas receiving 3-7 inches during the week. The rainfall events essentially wiped out severe drought conditions that have prevailed since early fall. Some soil erosion occurred and low water crossings were flooded, so some fields may require tillage before plant-

Horses that will be selected and tested in this study are those symptomatic with a Fever of 101.5 or more and exhibiting one or more of the following signs: depression, nasal discharge, cough or acute onset of equine neurologic disease. Dr Hayes will take a nasal swab and a blood sample then send it to the University of California vet school lab for PCR testing. This is offered by Merck at no cost to the horse owner. The purpose of this study is: A. To provide a valuable diagnostic tool to assist in obtaining an accurate and timely diagnosis during an acute respiratory disease outbreak. Our goal is to provide optimal treatment, quarantine, and vaccination strategies for the client’s horses. B. To provide the horse industry with a better understanding of the prevalence and epidemiology of these respiratory pathogens. C. To identify and monitor the current circulating strains of the major equine respiratory pathogens. D. To evaluate the efficacy of
current vaccination protocols. To qualify for testing in this study the horse must be symptomatic with a fever of 101.5 or more. It must exhibit one or more of the following signs: depression, nasal discharge, cough or acute onset of equine neurologic disease. Equine Respiratory disease We have been seeing a lot of respiratory disease and Pneumonia because of the hot and cold weather. Signs of respiratory disease are fever, nasal discharge, cough, depression, lethargy or laying around. The horse may also exhibit a loss of appetite, swelling of the legs, and eye discharge. To diagnose we take the temperature, listen to the lungs with a stethoscope, and test the blood. Normal equine temperature is 99-100. Any digital thermometer will work to take the temperature rectally. If at 101.5 or more, the horse has a fever. Fever is a signal that the immune system has been activated. Most viruses and bacteria multiply at normal body temperature. The horse’s immune system increases its temperature to help slow the growth If the White blood cell count (WBC) and the lymphocytes are decreased on the CBC test, the immune system is depressed due to a virus. Horses with a virus only are generally not treated with an antibiotic. We treat the fever using Banamine (Flunixin), Bute, or Dipyrone (Zimeta) often twice a day. Fever usually increases in the afternoon. If the temperature

NORTH: Soil moisture ranged from very short to adequate. The district received 2-3 inches of rainfall before the winter storm delivered 0.5-0.75 of an inch to 2 inches of ice and snow. Frozen precipitation was melting into soils. Most oat fields remained in very poor to fair condition with some reports of good conditions. Winter wheat conditions were very poor to good. Warmer weather and moisture should help cool-season forages. Pasture and rangeland conditions were mostly good, but some were in very poor shape. Livestock were stressed by the cold weather. EAST: Freezing rain, ice and snow came through the district. The moisture helped drought conditions, but more was needed. Panola County reported receiving 2-4 inches of rainfall. Pasture and rangeland conditions were very poor to fair. Subsoil and topsoil conditions were short to adequate. Winter forages were still poor in many areas. Peach tree pruning continued. Cattle sale volumes were lower, and prices were $4-$7 lower per hundredweight due to the weather. Livestock were in fair to good condition with supplemental feeding. Wild pig movement was high.

We are participating in a study sponsored by Merck which will provide rapid diagnostic testing for the four major equine respiratory pathogens:

If there is copious mucous on the nostrils, we add an antibiotic for the secondary bacterial infection that set in after the virus. If the WBC is elevated this indicates infection, usually pneumonia. We treat this with strong antibiotics. The SAA is another blood test we use. It is very sensitive and detects infection before the WBC test, so we screen or monitor cases using this test. With respiratory illnesses the horse’s fever usually lasts 3-5 days. The WBC returns to normal in another week, then the horse feels better and resumes a normal appetite. The cough often lasts two weeks. Recommended rest time is 2-3 weeks until all respiratory clinical signs are gone, like with covid. Foaling Mares It is time vaccinate pregnant mares that are due in the spring. Mares with caslicks (sutured vulva) must have them removed. Worming The deworming protocol has changed. Instead of worming in January (30 days after the first hard freeze) it is now recommended to wait until April 15 to deworm your horses. This is because the parasites in the horse are dormant in the winter months and not easily killed by the drug. If we worm now all we are getting are bots. It is better to wait until April when larval worms have hatched and are active adult worms killed by wormer. The exception is mares that have foaled, which should be wormed during the first week after foaling.

Water Stained; 52 degrees; 6.14 feet low. Bass bite has been slow most days, but is picking up. Viper XP jigs are working around big wood in 3-6 feet of water. The bite is light, even with fish larger than ten pounds, using large plastics fished over the tops of shad schools is producing good numbers or fish right now. Blue catfish are good, with catches up to 75 pounds, anchoring and drifting with cut shad on the main lake from 25-50 feet. The eater sized catfish have been slower but can be targeted by using small pieces or shad in shallower water.
Channel catfish have been fair on baited holes in 40-50 feet using prepared bait. Crappie have been good on minnows and jigs on the edges of main creek channels and bridge pilings in the same depth. As a reminder, the month of March is the first of our two semiannual cleanup months at Oakwood Cemetery in Honey Grove. Faded floral arrangements, seasonal flowers, and broken items will be removed from cemetery lots during this month. Broken items and any other items that will be in the way of mowing will also be removed. During the month of January 2021 a memorial was given in memory of H.H.(Mutt) and June Milford. All but one Fannin County school gained a little different district football competition -- and Honey Grove also changed regions in the sport -- on Feb. 3 in the University Interscholastic League’s biennial realignment. Fannindel changed football district numbers -from 10-1A-II to 9-1A-II -- will have different opponents -- Apple Springs and Oakwood -- and continue to face Trinidad. Savoy for football stayed in 10-1A-I, retained Campbell and Gilmer Union Hill and also will now play Saint Jo in district action. Trenton’s district number for football changed -- from 5-2A-I to 6-2A-I -- and the Tigers will play former 3A-II’s Nocona and Whitewright instead of Lindsay and Collinsville -- the latter duo dropping into 2A-II -- during district action. Trenton retained Alvord, Tioga and Tom Bean. Honey Grove for football retained most of its district opponents, will play Quinlan Boles instead of Celeste, changed from 6-2A-I to 9-2A-I

and moved from Region II to III. The Warriors’ district again includes Alba-Golden, Bogata Rivercrest, Como-Pickton, Cooper and Wolfe City. Leonard stayed for football in 8-3A-II where Howe replaced Whitewright, S&S Consolidated departed and it now includes a five-game district slate for each member. Otherwise, Bells, Blue Ridge, Gunter and Lone Oak continue to otherwise inhabit the district. Bonham remained for football in 5-3A-I -- but will have six instead of seven district games, with the departure of Howe. The district again includes: Commerce, Mineola, Mount Vernon, Pottsboro, Emory Rains and Winnsboro. For volleyball, the UIL placed 2A and 1A teams in separate districts for the first time since 2013. Sam Rayburn, Trenton and Wolfe City stayed together -- now in 11-2A instead of 16-2A. The trio gained Whitewright and lost 2021 Region II-2A semifinalist Tom Bean as district competition. District 19-1A volleyball will include Dodd City, Savoy and Ector -- the latter of which start-

Since 2015, 2A and 1A teams statewide played in combined local districts, going to separate postseason brackets. For volleyball and basketball, 11-3A, except for the departure of Whitewright, remained in tact: Bonham, Leonard, Bells, Blue Ridge, Gunter, Howe and Pottsboro. Softball and baseball districts should be likewise. District 14-2A basketball will not have byes the next two seasons, as Whitewright will join Honey Grove, Sam Rayburn, Trenton, Celeste, Merit Bland, Tom Bean and Wolfe City in the grouping. District 23-1A basketball will retain Dodd City, Ector, Fannindel, Savoy, Campbell, Miller Grove and Greenville Pioneer Technology and Arts Academy, with Fate Pioneer Technology and Arts Academy replacing Fruitvale.

Class 1A State defending champion Dodd City and 2A Sam Rayburn will each enter the 2022 girls’ basketball postseason this month as a district champion. The Lady Hornets this season again won 23-1A -- their 10th-consecutive undefeated district title and 12th-straight postseason advance. The Lady Rebels claimed a district title -- 142A -- for the first time since 2014, when they shared a championship and advanced as a No. 1 seed -- and then to the regional semifinals that season. The 2022 advance equates the fourth-consecutive for Sam Rayburn.
