Quorum was established as all Commissioners and County Judge were present. The Invocation was led by Pastor Mike Allred of the Boyd Baptist Church of Bonham. Pledges were led by County Judge Randy Moore. 4. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: County Judge Randy Moore began his discussion by thanking all those participating by teleconference. He then went on to cite the current Covid-19 case numbers. He stated that as of 8:00 a.m., there were 2,226 confirmed cases of Covid-19 and 431 probable cases for a

County. Of those total numbers, 166 are active, with 89 in prison; and there have been 76 fatalities. The hospitalization rate is currently 21.80%, which while showing a slight decrease from last week; is still very problematic for area hospitals. Regarding the vaccines, Judge Moore said that Fannin County is receiving a good number of vaccines and reminded everyone wanting to receive the vaccine, to first call the Call Center at 903583-2189 to get added to the list. He stressed the importance of following the rules; showing up to receive the vaccine when notified to do so, and not showing up if you have not been scheduled to receive the vaccine. He said the process is running smoothly right now, and “drive-thru” clinics are expected to be taking place at different locations

Discussion, consideration and action to approve final plat for Lake Trails Estate of FM 273 in Bonham: Fannin County Development Service Director Di Hopkins reported that all looked to be good and to approve. Motion was made by Commissioner Lackey and seconded by Commissioner Lane to approve. Motion passed. 11. Discussion, consideration and action to approve the Memorandum of Understanding between Fannin County and Fannin County Adult Probation Department and have County Judge sign on behalf of the County: After some discussion, this item was passed on. 12. Discussion, consideration and action to transfer the Bond Supervision position from Fannin County to Fannin County Adult Probation: After some discussion, because of the need for additional verbiage to be added to the Memorandum of Understanding and other issues, it was decided to pass on this item and table it for a vote once all issues have been worked out. 13. Discussion, consideration and action regarding the Commissioners Assistant position after the retirement of Suzanne Stowe: Commissioner Magness stated that he believes this position should be discontinued. He believes money saved from that action could go to purchasing new software to benefit each precinct; with each precinct handling the workload that had been handled by Ms. Stowe. After some discussion of similar and opposing

Discussion, consideration and action to hire additional staff for the Fannin County Covid Vaccine Call Center: After some discussion regarding the need for an additional temporary employee; motion was made by Commissioner Magness to add one more temporary employee and seconded by Commissioner Self. Motion passed. 15. Discussion, consideration and action to access contingency funds for R&M purposes; replacement of broken cameras and wire repair at 200 E. 1st Street, $1,239.00: County purchasing Agent Michelle Case reported on this item. Motion was made, seconded and passed to access funds. 16. Discussion, consideration and action to choose Architectural firm for the design

of the Fannin County Justice Center and to enter negotiations with them: Michelle Case reported how there were originally thirteen companies who submitted presentations for consideration. She explained how a committee that was set up to sort through the candidate companies’ qualifications, reviewed those presentations. After many hours of research and interviews, the committee, consisting of County Clerk Tammy Biggar, District Judge Blake, Commissioner Lackey and Commissioner Lane; narrowed the list down to four firms. Out of those four, the firm that was selected by three of four committee members was PGAL. Ms. Biggar, Commissioner Lane and District Judge Blake spoke of the excellent presentation PGAL gave; and the confidence each of them had in PGAL’s competence, quality and transparent vision of leadership. Commissioner Lackey spoke of the firm, Architexas, that was one of the companies to make it into the list of four; being his choice

based on the previous working relationship he has had with them, the quality of their work and the action of their teaming up with HDR. HDR being a company whose specialty is the building of courthouses and jails. After some discussion, motion was made by Commissioner Lane to choose PGAL for the design of the Fannin County Justice Center and to enter negotiations with them. Motion was seconded by County Judge Moore and failed to pass for lack of votes. After a comment by Commissioner Self and more discussion; motion was made by Commissioner Self to choose Architexas as the architectural firm for the design of the Fannin County Justice Center and to enter negotiations with them. Since Valentine’s Day is just around the corner, I decided to put it in this issue. I remember when I used to make Valentine cookies for my girls when they were little, and it brought back some happy memories. Thank you, Jeri Lea! Although this recipe is for Christmas, it can also be used for

Heat oven to 375°. Cream butter. Add sugar gradually, creaming until light and fluffy. Add eggs, one at a time, beating after each addition. Stir in vanilla. Sift dry ingredients together and add gradually to creamed mixture. Chill thoroughly 3-4 hours. Roll on well floured surface to 1/8” to ¼”. Cut in desired shapes. Bake on ungreased cookie sheet for 6-8 minutes. Do not overcook. Top with ornamental frosting. ORNAMENTAL FROSTING: With a pastry blender. For the last several years it has been the dream of the Arledge Ridge Cemetery Association to build a pavilion at the cemetery for grave side services and Homecoming Memorial. We have plans to build a 30’X40’ structure that will be built on the west side of Hwy. 78 in the new part of the cemetery on the south end. We just recently sold the one acre plot and old church building. Even after the sale of the plot, we need additional funds to complete the project. We are establishing a building fund and asking for donations. Hopefully, the project can be completed by summer. Maintenance costs of the cemetery continue to increase and the sale of plots continue to decrease. This is mainly because more and more people are cremating.

Therefore, the cemetery association depletes its annual budget that comes from donations each year. Annual donations no longer cover the cost to maintain and beautify the cemetery in the way our loved ones deserve. Our future goal, if fund raising is sufficient, is to also build a memorial for veterans. Please consider donating to this worthy cause. We cannot do this without your help! Advocates, is one of several programs offered by the Fannin County Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care. In that role, CASA volunteers regularly visit their assigned child or sibling group and gather information from parents, other family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. Many volunteers successfully manage to volunteer while also working full time and spending time with their families. Currently, advocacy work and meetings are being done by

various video apps, phone calls and emails. Court hearings are happening by Zoom. The next training sessions for CASA volunteers will start Feb 16. Training classes will be in the evenings from 5:30 – 9:30 pm by Zoom. Participants will also be reading and completing activities on their own time. At least 2 hours of court room observation will also be required. Attending the Volunteer Information Session is not required to become a volunteer, but it can be helpful in answering questions potential volunteers may have. ANGEL LEAGUE kicks off 12th season in Bonham! The Angel League is an exciting opportunity for special needs kids aged 3 to 21 (if still enrolled in school) to experience spring ball and is beginning it’s 12th year in Bonham on March 16, 2021 at 6 p.m. Games are played every Tuesday night 6-7 p.m. on Field 4 of the Bonham Baseball/Softball Association Complex. Twelve years ago, Kiwanis Club of Bonham, with support from the Bonham Baseball/Softball Association, partnered to create an experience that many children do not get to participate in due to developmental delays. This group of truly special kids have a unique chance to experience whatever type

of ball suits them best, whether it’s t-ball, softball or baseball. Team players and coaches get to choose the best fit for each player. Each week, different community groups gather to form a support team, whose sole purpose is to encourage, cheer for, assist and make friends with the Angels. With community involvement and support, these games become more exciting and rewarding, not just for the Angel players and families, but for those that volunteer an hour to come play! No special equipment or skill set is required to volunteer, only a heart for kids. At the end of the season, an awards ceremony is held to honor the Angel

League players and their families. A great thank you to all the community members and families who have supported the Angel League in the past seasons. Press Release - The Fannin County Children’s Center will be hosting a Volunteer Information Session on Zoom on Monday, February 1 from 5:30 to 6:30 pm. A twenty-three-year friendship is something to be honored and admired all on its own. When you dig deeper and realize the friendship occurred in a nursing home, between a staff member and a resident, the tale is remarkable. Mary was a close, personal friend and confidant to my Aunt Nita. Their lives at Seven Oaks began the same year. One as a new staff member, and the other a resident. In life, there are some things you can never repay. The amount of giving, caring, and patience can never be repaid. Lena “Joyce” (Seay) Armstrong was born in Farmersville, Texas on February 25, 1940 to Thadus Lee Seay and Nellie Beatrice (Woods) Seay. She was one of six children. She passed away peacefully on January 20, 2021 at Texoma Medical Center in Denison, Texas. Joyce met her future husband, Clyde W. Armstrong at Garland High School. They married on July 12, 1958 in Garland and made their home there. Through 50 years of marriage Clyde never let his bride forget that she was older than him! Clyde’s mother had to sign for him to marry. Blessed with three children, Clyde Allen Armstrong, Connie Elaine Armstrong, and Lawerence Wayne Armstrong. In 1958, the young couple became a career Navy family serving for more than 20 years with stops in Florida, California, Connecticut, Illinois, Texas and Hawaii. After military retirement, they moved to Savoy and made it their home. Joyce created a happy and stable home environment. She found good in everything. Joyce was kind, thoughtful, and helpful. She excitedly became Granny to seven grandchildren. Then she was Great Granny given the affectionate title of G.G. by fifteen great-grandchildren. Holidays were extra special; Joyce had a great passion for decorating and celebrating the holidays. Most of all she treasured having her family around. She was a loving wife and nurturing mother, Granny, and G.G. In retirement Clyde and Joyce would travel, with destinations across Europe. Her favorite country was the Netherlands. They fulfilled a life long dream of traveling to Alaska. Joyce leaves a legacy of love, care, affectionate, and hard work. She was preceded in death by her husband, Clyde Wayne Armstrong; her parents, Thadus and Nellie Seay; siblings, Jackie Seay, Peggy Addington; son-in-law, Charlie McCarley. She is survived by her children, Clyde Allen Armstrong and wife Alisa of De Kalb, Texas; Connie Elaine McCarley of Bonham, Texas; Lawerence Wayne Armstrong and wife Wendy of Savoy, Texas; grandchilren, Chrissea Huff and husband Joshua of Muldrow, Oklahoma; Tina Sharp and husband Kristopher of New Boston, Texas; Ashley Ashlock and husband Christopher of Celina, Texas; Amanda Hines and husband Adam of Altus, Oklahoma; Joshua Holcomb and wife Melanie of Port Arthur, Texas; Robert Cole and wife Autumn of Clarksville, Tennessee; Jesse McCarley of Bonham, Texas; sisters, Dixie Gilbert, Wanda Hass, and Joan Hass. Bonham-Memorial services for Roy Lynn McDaniel, age 67, of Trenton, TX were held at 3:00 pm on Saturday, January 30, 2021 at Cooper-Sorrells Funeral Home Bonham, TX. Bro. Dan Gurley officiated. Roy Lynn McDaniel was born on September 4, 1953 in Dallas, TX to Parvin and Anita Jo (Duckworth) McDaniel, and passed away on Sunday, January 24, 2021 at his home. He married Katherine Elizabeth (Goerdt) McDaniel on May 11, 1985 in Garland, TX. Roy was a volunteer with the Trenton Fire Department, and for the Big Brother Big Sister Organization

of Dallas. He also rode with The Patriot Guard Riders for a little while. Roy was a loving husband, father, grandfather, brother, uncle, and friend. He will be greatly missed. He is survived by wife, Kathey McDaniel of Trenton, TX; son, Chase McDaniel and wife Katie of Trenton, TX; daughter, Bailey McDaniel of Trenton, TX; grandson, Hoyt McDaniel; brother, Jay Fogle of Cedar Hill, TX; cousins, Pattie Anderson, and Paula Bell; along with sisters-in-law, brothers-in-law and numerous nieces and nephews. Honey Grove- C. Emery Banker, 73, passed away on Saturday, January 16, 2021, at Paris Regional Medical Center. He was preceded in death by his father, Clarice Ennis Banker, his mother Willie Faye Banker, and his brothers Sam Banker, Danny Banker, and Jackie Banker. Emery was born in Honey Grove, Texas on February 7, 1947, to Clarice Ennis Banker and Willie Faye (Thompson) Banker. He graduated from Honey Grove High School in 1965 and went on to earn bachelor’s and master’s degrees in education from East Texas State University. For 36 years he taught in the Honey Grove school system. He also served as Justice of the Peace for the Fannin County Precinct 3 for over 30 years and as Municipal Judge for the cities of Honey Grove (1993-2018) and Savoy for many years. 2/2/21 Emery’s time on earth was spent in service to God and others. He was active in the community, serving the youth as a Beta Club sponsor and helped work the concession stand for over two decades, a Boy Scout leader for Troop 51 for over ten years, and a coach for several little league basketball and football teams and ran the clock for the Honey Grove Warrior games for over 30 years. Many in the community knew him for his rum cakes, which he baked for hundreds of friends and fundraisers. When Emery was not working or volunteering, he could be found fishing or watching his sons, nieces, or nephews compete in sports. Emery was also a devout member of the Selfs Church of Christ. He traveled many times to El Salvador donating time and money to feed, clothe, and educate the children there. Of all the roles Emery played in his life, he was most proud of taking care of his family and friends. He was a devoted son, husband, father, brother, grandfather, and friend. Emery remained faithful to Christ up until his death and encouraged others to do so as well. Emery is survived by his wife, Alice Banker, his sons Justin Banker (wife Sarah) of Memphis, TN, and Jules Banker of Honey Grove, TX. He is also survived by his sister Carole Knudsen of Spring, TX; his brother Jon Banker of Honey Grove, TX; his brother Bill Banker (wife Valerie) of Honey Grove, TX; his sisterin-law Diann Proctor (husband Burl) of Windom, TX; his sisterin-law Phyllis Ryser (husband Wayne) of Allen’s Chapel, TX; brother-in-law David Newhouse (wife Rose) of Honey Grove, TX; two grandchildren, Addison and Brayden Banker and several nieces and nephews. A private family service was held in Honey Grove, TX. John Mark “Johnny” Terry was born on October 13, 1948 in San Antonio, Texas. He went to his Heavenly Home on January 7, 2021 after a long battle of poor health that confined his body to a wheelchair, but not his heart or his love for everyone that he met. Johnny loved Jesus and depended on Him. When you asked him how he was, his answer was always, “I’m blessed.” His family was very important to him, as was his Church family. His wheelchair with a “Jesus Loves you” sign on the back was seen in town and going to church on Sunday. Johnny loved people of all backgrounds and made a difference in their lives by putting his faith into action. He worked as a paramedic bringing life into the world and providing care and comfort to the dying. He was a compassionate man, a true inspiration of courage. Even through his battle with kidney failure and many other health issues, his faith and trust in Jesus remained steadfast. He was preceded in death by his grandparents Ella Mai Brannon and Jesse Brannon; mother, Mary Ella Kirby, father, William Carl Terry, his loving wife of 38 years, Annie Wesberry and brother-in-law, Donald Walley. Johnny left behind to cherish his memories, brothers, Bill Terry and wife Carol of Bonham and Tim Terry and wife, Sharon of Savoy; sisters, Pat Walley of Bonham, Melanie Woodruff and husband, Stan of Trenton and Kayla Kirby of LA California. Johnny also had 16 nieces and nephews that he claimed as his own and special friends, Gary Sparks, Porter Wallace and Darren Barnett and their families and Terry Brookshire. He was loved by many and will be greatly missed, but we all know he is now in his Heavenly Home, his health fully restored. Ruby Jackie May Banks Lambert was born October 21, 1927 in Vancleve, Kentucky to Wes Liberty Banks and Prudie Mae Vancleve Banks. She passed away on January 24, 2021 in Denison, Texas. Jackie married Harry Wiese in Denver, Colorado. Together they had two children, Anthony and Sheryl. She later married the love of her life, Russell Richard Lambert in November 1975 in

Derby, Colorado. He had two children, Russ Jr. and Cathy. She blended their two families together and made a home. After Russ was able to retire they enjoyed travelling the country in their motorhome and spent several months a year in Arizona. They were married over 30 years when he preceded her in 2006. Shortly after losing Russ she met and married Bobby Vinson. Bobby and Jackie also enjoyed traveling, with a trip to Mexico for their honeymoon, a Panama cruise, and a Christmas Rhine River Cruise. Bobby was by her side until his passing in 2019. She loved to do yard work and spending time with her grandchildren exploring the back pasture on their adventures. Jackie was a devoted member of Trenton First Baptist Church. Jackie outlived all of her siblings, Gladys Banks, Sarah Michalek, Gertrude Hay, Hiram Banks, Geneva Lueker, Bertha QuistLefco, and Madeline Wilkes. She is survived by four children Anthony Gary (Judy) Wiese, Sheryl (John) Beezley, Rusty (Carolyn) Lambert, and Cathy (Mike) Cullison, 8 grandchildren, 14 great-grandchildren, 1 greatgreat-granddaughter. He worked for Equipment Depot in Sherman, TX as a field tech. Randall loved to play the guitar, work in his shop, and joy ride in the side by sides. He loved his family, and was a loving husband, father, grandfather, brother, uncle, and friend. As a sophomore, Reaves garnered the 10-3A baseball defensive most valuable player award -- one of three district superlatives earned as Bonham returned to the postseason after a year absence with a bidistrict advance. He had a .512 batting average during 10-3A play, totaled a 5-0 record on the mound during district and 51 strikeouts -- compared to only six walks -- with a .408 earned run average. Reaves also posted a .955 fielding percentage. COVID-19 truncated the junior season of high school baseball just as district play had begun for Reaves, who also competes during the offseason for Canes Southwest Baseball. Before starting his senior season for the Warriors, he welcomed having determined his post-high school future. “I’m excited,” said Reaves. “It gives me more comfort,” he said, “to play my game going into the season.” “It will take the pressure off my back.”
