Crashes continue to be
leading cause of death for children 3 and up. Child safety seats, including boosters, are proven to be effective in preventing injuries and deaths, but 43% of children killed in crashes are found to be unrestrained. Studies show that booster seats can reduce the risk of injury by nearly 60% in children ages 4-7!
The law in Texas requires that children under 8 years old, unless taller than 4 feet 9 inches ride in a child restraint system. Most chil-

We Must Emphasize The Bible
By Mike Dickison Minister for the Ivanhoe Church of Christ
Some are tempted to downplay the significance of baptism, but the Bible says, “The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ” (1 Peter 3:21).
There are those in the church that are somewhat embarrassed by our lack of any ‘formal organization’ but the Bible simply says that Christ is the head of “the church, which is his body” (Ephesians 1:2223). The Lord reminds us, that Christians, “as lively stones, are built up a spiritual house, an holy priesthood, to offer up spiritual sacrifices, acceptable to God by Jesus Christ” (1 Peter 2:5).
While some are starting to experiment with "high church styles" and production num-
bers in worship, the Bible says that we are to teach, sing, pray, give, and partake of communion. Paul wrote, “Upon the first day of the week let every one of you lay by him in store, as God hath prospered him” (1 Corinthians 16:2). Luke recorded “And upon the first day of the week, when the disciples came together to break bread, Paul preached unto them” (Acts 20:7).
When so many are about to give up on traditional methods of Bible study, the Bible clearly says Christians are to “speak as the oracles of God” (1 Peter 4:11). Paul stated, “I am not ashamed of the gospel of Christ: for it is the power of God unto salvation” (Romans 1:16).
Our culture is downplaying the Biblical roles of men and women, but the Bible still states that “as the church is subject unto Christ, so let the wives be to their own husbands in everything. Husbands, love your wives, even as Christ also
loved the church, and gave himself for it” (Ephesians 5:24-25).
Many are tempted to compromise the Creation account.
The first verse of the Bible states “In the beginning God created the heaven and the earth” (Genesis 1:1). Moses received this truth “For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day” (Exodus 20:11).
Are we embarrassed that we believe the Bible is the verbally inspired, uncorrupted and inerrant Word of God? Paul penned that “All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness” (2 Timothy 3:16). Jesus told the Devil that “It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God” (Matthew 4:4). The Bible Must Be Emphasized because IT IS the Word of God.
Fannin County Biblical Round Table
This Thursday the 29th of February, at The Fannin County Multi-purpose Complex, the Fannin County Round Table will make its maiden voyage. The topic of the night will be, “How Can We Trust That the Scriptures are True?”
The roundtable panel will discuss the mountains of evidence that the Scriptures are without error (inerrancy of scripture)
Tentatively, the panel for the roundtable on Thursday will consist of John McCollough (retired minister), Ken Yates, author, and former minister
of First Baptist in Honey Grove, Mel St. Clair (prison Chaplain) and Steve Elkins, retired minister and author.
The panel will discuss the mountain of evidence that the Scriptures can be trusted. Our guests will discuss the tools that we have at our disposal and the confidence to defend our Christian position. The table discussion will last about 45 minutes, then the guests may ask questions of the roundtable panel. Fellowship and individual discussions can last as long you like and remember, everyone is
welcome.
The discussion will begin at 7:00 p.m., then the guest questions will be presented to the panel around 8:00 p.m. Everyone is welcome. Good times and good fellowship. Be sure and catch me sometime during the evening with your suggestions to make the next Round Table even better. Also would like help on possible Round Table participants in the future.
Any questions or suggestions, call Joe Moore at 903-815-8136. Email: Jpmoorejpm@gmail.com
Election Season Is Now In Full Swing
By Lyn Holly- Pastor, Calvary Baptist Church
Well, the election season is now in full swing. Our mailboxes are stuffed full of political flyers and advertisement. Early voting has begun and will continue through March 1. The Primary Election takes place on Tuesday, March 5. I fully understand that the whole process can become very frustrating, and it can become very difficult to really figure out who is telling the truth. However, as followers of Christ, we are called to be salt and light in this world. It is crucial that we make every attempt to be a positive Christian influence in the political process. We are called to find candidates that most closely represent our Biblical values and convictions, and vote for them. Romans 13:1 says, “Let everyone be subject to the governing authorities, for there is no authority except that which God has established.” For the Christian to withhold his or her influence is to give our nation over to godless leaders. The only restraining force of evil in the world today is the presence of the Holy Spirit. As Christians, we are called to bring that presence into the political realm of our nation. “Righteousness exalts a nation, but sin is a reproach to any people.” (Proverbs 14;34) Yours for Voting Biblical Convictions, Lyn and Lissa
The Torah

The Hebrew name for Leviticus is “VaYikra” from 1:1 meaning, “And He Called...” The letter alef at the end of VaYikra is made small. This is one of the “tittles” Jesus spoke of in Matt 5:18. Alef is the letter of strength, yet here it’s small. This small alef teaches: “If you’re called by God, your strength must be made small so God’s strength may be made large. John the Baptist made this very testimony in John 3:30. Another “tittle” is in the teaching of the Burned Offering (the “Olah” ) in 6:8-
13. In verse 8 the Hebrew says, “This is the Law of the Olah: HE is the Olah and HE shall remain on the hearth all night.” Translators thought it’s talking about the animal, but it isn’t. It’s saying that whoever presents this evening sacrifice is not just presenting the animal.... he’s presenting HIMSELF. To emphasize this further, the letter mem in the Hebrew word for “hearth” (verse 9) is also made small. Mem is drawn as a womb, wherein God attaches the living soul. Mem means “chaotic waters,” like the chaos that comes when a pregnant woman breaks water. The instruction here is that the person present-

ing this sacrifice is supposed to understand that when he comes to present this lamb, he’s supposed to put his SOUL up on the altar.
This is the very same teaching Paul gives in Romans 12:1-2 “...by the mercies of God, that you present your bodies a living sacrifice.”
The term “by the mercies of God” is a direct reference to the Altar Service that appeals to the 13 Attributes of God’s Mercy, found in Ex 34:6-7. Paul’s teaching the Olah... “When you come to worship the Lord, you are to put ALL of you up on that Altar!” Next week.... Numbers

DISCUSSION, CONSIDERATION AND ACTION ITEMS:
14. Approve and adopt the Fannin County Fraud, Waste and Abuse Policy – County Auditor: Ms. Whipple explained the need to adopt this policy is due to a request from the state’s Attorney General Office. After a detailed discussion, a motion was made by Commissioner Kopf to pass on this till next week with Commissioner Self seconding the motion which passed.
15. Approve a one-time severance of one acre from a 7.923-acre tract on South FM 898 in Whitewright –Development Services Director (Pct 1): Fannin County Development Services Director Di Hopkins reported everything needed to be done for this to be approved had been completed and recommended approval. Commissioner McQueen made the motion to approve noting the property ID# of 72827 with Commissioner Self seconding the motion which passed.
16. Approve Interlocal Contract with the Town of Windom for Road Maintenance – Commissioner Precinct 4: Commissioner Kopf explained how this was an agreement with the small cities in his area. Judge Cunningham clarified how this was an agreement to help with the cities’ roads at the county’s discretion. After discussion on how this agreement was the same as the one for Dodd City mentioned in item 17, a motion was made by Commissioner Kopf to approve the agreement for both Windom and Dodd City. The motion was seconded by Commissioner McQueen and the motion passed.
17. Approve Interlocal Contract with Dodd City for Road Maintenance - Commissioner Precinct 4: See item 16.
18. Approve placing Fannin County restaurant and food service scores by the Registered Sanitarian on the County website – County Judge: Judge Cunningham discussed how other counties publish information on the conditions of restaurants in their counties and how this practice provides vital information for diners. It was noted that the information will be on the county’s website under the food section with Fannin County Registered Sanitarian Amanda Brogdon being over its execution. Before a motion was made, a citizen of Bonham requested the county to be careful to explain any acronyms as some are difficult to decipher. A motion was then made by Commissioner McQueen to approve with Commissioner Self seconding the motion which passed.
19. Discussion and possible action regarding Potential Change Order #001 from Crossland for Abatement of Concealed Mastic at the Fannin County Justice Center; $42,234.00 – County Judge: Judge Cunningham explained how this was the first change order for the Justice Center noting he had expected the amount to be lower and speculated about going out for other
bids before commenting that “though not happy with it, I do want the project to move forward.” He then noted that any possible savings from other bids in his opinion would probably not be worth the time delay involved. A lengthy and at times contentious discussion then ensued about why this was needed, if other parties were possibly responsible and the difficulties involved in dealing with various contractors. Differing opinions were expressed about how this matter should be handled that included Commissioner Self asking the judge if the county should possibly seek payment from the previous owner of the building for the removal of asbestos not previously removed; whether it was a mistake or not for the county to have taken possession of the building before all asbestos had been removed; and what possible negative consequences could come about by certain decisions. Bonham citizen, Tom Turner, spoke to ask that decisions not be made which would delay this project going forward. After more dissenting discussion a motion was made to pass on this till next week by Commissioner McQueen, seconded by Commissioner Self and the motion passed.
20. Accept or deny bids for District Court Security Services – Purchasing Agent: Fannin County Purchasing Agent Edwina Lane explained why the lowest bid received on this did not have credible references with Judge Cunningham adding the background check on the company did not “pan out” and justified the rejection of the lowest bid company. After more discussion about the other two candidates a motion was made by Commissioner McQueen to choose North Texas Landmark Security’s bid for an unarmed guard with Commissioner Self seconding the motion which passed.
OPEN DISCUSSION ITEMS:
Open discussion items will be passed on unless discussion requested by a member of the Court or a Citizen.
21. Subdivision Committee and Subdivision Policy – County Judge: Passed on.
22. Courthouse repairs and litigation - County Judge: Judge Cunningham noted that one of the contractors the county was about to sue had asked for a delay of 90 days with the suit to give them time to get repairs done.
23. Justice Center - County Judge: Covered in agenda 19
24. County budget and revenue sources – County Judge: Judge Cunningham touched on possible revenue coming from actions with the Multi-Purpose Center.
25. Water issues affecting Fannin County – County Judge: Passed on.
26. Fannin County road issues - County Judge: Passed on.
27. Discussion regarding 04/08/2024 Solar Eclipse planning – County Judge: Judge Cunningham commented on how this is gearing up to be a big event and noted discussion might be needed regarding the possibility of closing non-essential county offices as there will be many people downtown on that Monday and what emergency personnel will be needed to be
on hand.
28. Discussion regarding solar and wind farms – County Judge: Judge Cunningham commented on windmill activity happening in Lamar County before commenting on the effort by some to have windmills in Fannin County noting how he has turned down requests for tax abatements. He also discussed the absence of benefits to Fannin County the structures bring as well as the problems they create that include but are not limited to lawsuits between neighboring landowners. He concluded by noting he is not in favor of them being in Fannin County.
EXECUTIVE SESSION(S)

29. Pursuant to Texas Government Code, Section 551.071, Commissioners Court reserves the right to meet in Executive Session to consult with their attorney –County Judge: Not needed.
30. Pursuant to Texas Government Code, Section 551.074, Commissioners Court reserves the right to meet in Executive Session to discuss personnel issues –County Judge: See 29.
31. Consider and take action regarding matters discussed in Executive Session(s) - County Judge: See 29.
COMMENTS AND ADJOURN:
32. Comments by County Commissioners and County Judge: Commissioner McQueen commented on a recent meeting with TxDOT regarding county road signs and noted more will be known by the end of June if the county will get assistance from one of their programs. He thanked everyone for their attendance.
Commissioner Self touched on some previous comments made and agreed with the judge that things can get heated when you’re backing up your beliefs. He encouraged everyone to be informed and get out and vote before noting he was glad early voting was brought up in public forum and wished all a good week.
Commissioner Kopf thanked the people from the food pantry for coming in and for their presentation.
Judge Cunningham commented on the unquestionable virtue of feeding the poor before urging the citizenry to question political candidates regarding their stance on important current issues. He noted he does not take part in early voting to have access to the most up to date news before placing his vote. He stated that as a sitting judge he can’t endorse candidates but will say a candidate’s transparency, sharing of agendas and explaining in detail what they believe is important as too knowing what plans they have should they get into office, is important. He concluded by offering that there are no bad questions except those that go unasked. He then thanked all for their attendance, wished God’s blessings on all and asked forgiveness for his zealousness.
33. Adjourn: The meeting adjourned at 11:30 a.m.

I am honored to receive the endorsement of current Fannin County Criminal District Attorney Richard Glaser.
“The Criminal District Attorney is one of the most powerful elected offices in any county. The District Attorney determines who will be prosecuted and for what charge. Because of this, the honesty, integrity, and credibility of a candidate must be impeccable. The possibility of the ”good ole boy” network, operating through the District Attorney, must be eliminated completely.
• Jessica Arnold’s exemplary and highly skilled knowledge of the law, her trustworthiness, and her freedom from political connections born from decades of living in a community, assures us we will have an honest and professional elected official making the most crucial decision in the interest of Fannin County.
• Jessica Arnold came to this county from Hood County, where she won every jury trial she conducted as Assistant District Attorney.
• Ms. Arnold has extensive experience in the courtroom in Fannin County where she has successfully disposed of scores of felony cases. Ms. Arnold, as a member of the Child Advocacy Center’s multi-disciplinary team, specializes in child victim cases, but has also successfully disposed of a large variety of felonies including assaults, drug possession, fraud, credit card abuse, and more.
• Ms. Arnold brings energy, expectations of a bright future for Fannin County, and a fresh approach that can only come from a young professional who is extremely well versed in the new digital age and understands the complex cultural changes coming to this county.
I am convinced that Jessica Arnold’s experience and expertise as a dedicated Assistant District Attorney identifies her, inarguably, as the superior candidate to be the next Fannin County Criminal District Attorney.”

Can You Trust a Man Who is Loose with the Truth? Let’s Check
Candidate Says: “In my four years as an assistant district attorney” “I will make you safe using my energy and experience in the Criminal District Attorney’s Office”
Facts:
Public:
There is only one local candidate for Criminal District Attorney, Jessica Arnold, who has ever worked in a Criminal District Attorney’s Office. The Fannin County Criminal District Attorney’s Office was created by the Legislature in 2007 through my efforts with the then Commissioners and our State Representative Larry Phillips.
Do you feel comfortable with a candidate who doesn’t know the difference between County Attorney, a District Attorney, and a Criminal District Attorney?
Candidate Says: “I did the legal work to incorporate the Multi-Purpose Complex.”
Fact:
This is a mess. The Commissioners have been trying to locate documents and straighten out the documented history of the Multi-Purpose Complex for over a year
Candidate Says: “I was also responsible for all aspects of representing and dealing with the Commissioners Court and all other county agencies and departments.”
Fact:
His representation got Fannin County sued over the planned jail site in the 90’s. He tried to locate it in someone’s back yard. County Attorney Jim Moss hired me in December of 1999 with the sole duty to keep the Commissioners out of trouble. I did that after he abandoned the candidate in his last year in office. After that the Commissioners saw my value and hired me as their legal advisor separate from the COUNTY ATTORNEY’S OFFICE. I performed in that capacity until the voters in 2004 honored me by electing me as COUNTY ATTORNEY. I brought back to that office the legal administrative role and saved taxpayer dollars.
Unfair and unwarranted attacks on our office and criminal justice system are destructive to the fair and effective administration of justice. It is especially egregious when it is misrepresenting the true facts as being done by one candidate who wants a prestigious job. This candidate’s main experience the past 15 plus years has been traffic tickets and truancy. The latest of which has the Bonham area agencies responding to the complaint filed with the Department of Justice based on the candidate’s conduct as Municipal Attorney with Bonham Independent School District (as reported by the Herald Democrat, the Observer and Texas Tribune.) I just learned this candidate abandoned Bonham Independent School District six months ago and declined to continue their truancy programs of many years because he didn’t have a clerk to help him.
law as is required. Included herein is the candidate’s email response of October 2, 2023 acknowledging he understands the law but lacks staff. Really!?! We are talking about a 1- to 3-page affidavit and he blamed the city for “not providing staff or much else along that line.” It’s your job!!!
I refer you to the following statues that set out the Duties and Responsibilities: Tex. Code Crim. Proc. Article 14.06, Article 15.17 and Article 15.26.
The arrest warrant, and any affidavit presented to the magistrate in support of the issuance of the warrant, is public information, and beginning immediately when the warrant is executed the magistrate’s clerk (Office of Municipal Court –added for clarification) shall make a copy of the warrant and the affidavit available to public inspection in the clerk’s office during normal business hours. A person may request the clerk to provide copies of the warrant and affidavit on payment of the cost of providing the copies.
We all have staffing issues. The Sheriff, Commissioners, County offices, and Police Departments all have staffing issues. Do the job entrusted like we all do! If the candidate can’t handle or deal with your small office traffic tickets and truancy, how can he handle the largest law office in Fannin County?
I support and will vote for Jessica Arnold who has extensive felony trial experience to date (not someone who has been lacking felony trials in 20 years). Both Kyle Shaw and Jessica Arnold will do a great job for Fannin County and I urge you to join me and vote for them beginning February 20th - March 1st or March 5th.
