Friday, April 14 is Go Blue Day in Texas. It is a day to wear blue in honor or memory of victims of child abuse. The center has blue shirts available for purchase, but any blue shirt will do. The link to the online store is available on the center’s website www.FanninCCC.org and social media pages. Shirts must be purchase by 3 pm on March 28 and will be available for pick up at the Center by April 4, in time for Go Blue Day. Shirts can be also shipped for a fee.
On Thursday, April 27 the center will be hosting a 30th Anniversary Celebration at the Complex in Bonham. Doors will open at 6 pm. The evening will include a catered dinner, guest speaker Jenna Quinn and awards. As a survivor who benefited from the services of a Children’s Advocacy Center, Jenna Quinn was first asked to speak in public and share her testimony as a young teenager. Since then, she has pioneered the national child sexual abuse prevention movement since 2004. She is also an author, TED speaker, trainer, and the namesake of Jenna’s Law legislation on the state and federal level. Tickets and tables will go on sale soon. Information will be available soon on the center’s website and social media pages Blue Sunday is April 30. This is a day for faith communities to say prayers for victims of child abuse as well as the professionals and volunteers who serve these young victims. Letter to the Editor
I am a native of Bonham and a 1976 graduate of Bonham High School, with the fourth generation of my family currently carrying on the proud Warrior tradition. On May 6, I will vote “YES” for the third time in the Bonham ISD school bond election. My primary motivation for supporting this school bond is the safety and security of our students.
Sadly, we no longer live in the era of Andy and Opie, Wally and the Beaver. Our school administrators must focus on safety and security every day. Portable buildings at the Finley Oates campus, a detached lunchroom a significant distance away from the main L. H. Rather building, Junior High band classes held across the street at I. W. Evans Elementary - all make our students extremely vulnerable. A redesigned junior high campus allowing all classes and activities to take place under one roof will make it easier to defend our students from those who might attempt to harm them as well as to protect them from the elements.
We know that the 1978 portion of the L. H. Rather building cannot be successfully renovated to avoid the flooding that has occurred throughout the life of that structure. Even if we could magically fix those issues that still would not address the safety and security concerns of our students needing to travel between various buildings throughout the day. Please make voting in this school bond election a priority! Join me in voting “YES” for the safety and security of our students and faculty on May 6. Early voting begins April 24.

Fannin County Commissioners Court – Next Meeting, March 21st

Tuesday, March 7, 2023, Fannin County Judge Newt Cunningham called to order at 8:52 a.m., a Special Meeting of the Fannin County Commissioners Court. After establishing Quorum with all County Commissioners and himself present, Judge Cunningham read the agenda item and noted the meeting was for comments to be heard.
2. Hear comments regarding Belle Vie change in zoning application from A&R Agriculture and Ranching District to PD, Planned Development for Phases 1A and 1B; 29.67 acres on FM 1396 in Precinct 3, Property ID#s 126987, 79950, and 79951: Nathan Norris, Chief Designer of Belle Vie and Founding Principal of CityBuilding Partnership, who attended the meeting via zoom, gave a 54 slide, slideshow presentation (which can be viewed at co.fannin.tx.us/nathannorris) depicting the proposed designs of a resort style village community dubbed “Belle Vie on Bois d’Arc Lake.” During his presentation Mr. Norris described the vision for the project often referencing comparable previously built communities. cussion ensued afterwards that touched on commercial/ planned development zoning issues, road issues, drainage issues and future sewage water issues. Judge Cunningham affirmed his understanding that the county would not be asked to take over the maintenance of the roads built in this development. Bonham resident Rusty Deats questioned how many roads would be in the build and brought up water drainage issues which led to a discussion of sewage issues with Judge Cunningham noting that NTWD and the Texas Environmental Commission will be watching over the permitting required for the project to progress. Windom resident Mike Nejtek spoke to advise commitments be put in writing to which Judge Cunningham concurred stating, “good contracts make good business partners.”
3. Adjourn: Meeting was adjourned at 9:31 a.m. On the same day, Judge Cunningham called to order at 9:31 a.m., the Regular Meeting of the Commissioners Court. After Quorum was noted, Invocation was led by Fannin County Treasurer David Woodson with Pledges being led by Judge Cunningham. There were no Introductions.

Here is a good recipe for Saint Patrick’s Day! Simple, yummy and easy to make. You can use lamb for a fully authentic version.

SHEPHERD’S PIE
1 Tbsp. oil
1 lb. ground beef or lamb
1 clove garlic, chopped
2 onions finely chopped
2 medium carrots finely diced
2 sticks celery finely diced
½ tsp. salt
¼ tsp. paprika
black pepper to taste
2 Tbsp. flour
2 Tbsp. tomato paste
1/3 c. red wine
1 c. beef broth
1 c. frozen green peas
1 Tbsp. finely chopped pars-
ley
all the time, until it smells roasted (about 1 minute). Pour in the red wine, scratching any browned bits off the bottom. Then stir in broth, herbs and peas, simmer 4-5 minutes and then let cool in a 7x11 inch baking dish. In the meantime, make your favorite mashed potatoes. About 1½ lbs of peeled potatoes should be enough. Spread the mashed potatoes over the cold filling. You can criss-cross with a
fork for a great look and crispy edges but do not mix with the filling! Bake at 400 degrees for 20 minutes or until golden. This recipe makes around 6 servings. ENJOY!!

Peter writes about our adversary and his desire to devour. We are warned to “be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour” (1 Peter 5:8). The devil is the enemy, and he desires to devour ‘the home.’
We must first realize the sanctity of marriage. We are informed that “Marriage is honorable in all, and the bed undefiled: but whoremongers and adulterers God will judge”
(Hebrews 13:4). Jesus taught that marriage is for one man and one woman for life. “He which made them at the beginning made them male and female, and said, ‘For this cause shall a man leave father and mother, and shall cleave to his wife: and they twain shall be one flesh? Wherefore they are no more twain, but one flesh. What therefore God hath

The Enemy Of The Home!
joined together, let not man put asunder” (Matthew 19:4-6). Every wicked action designed by the devil is for the destruction of the home. Paul reminds us that “the unrighteous shall not inherit the kingdom of God. Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God” (1 Corinthians 6:9-10) and each one listed in this passage destroys a godly home. We must also realize the blessings of children. The psalmist records “Lo, children are an heritage of the LORD: and the fruit of the womb is his reward” (Psalms 127:3). It is sad that so many view children as a hinderance and not a blessing. Families need to be aware that materialism can ruin the home. We are to provide for our children and not to be selfish with our provisions. Paul
wrote to Timothy that “if any provide not for his own, and especially for those of his own house, he hath denied the faith, and is worse than an infidel” (1 Timothy 5:8). Fathers are told, “provoke not your children to wrath: but bring them up in the nurture and admonition of the Lord” (Ephesians 6:4). Children are to be taught the ways of the Lord.
We must defend our homes again the wiles of the devil. Paul wrote, “whatsoever things are true, whatsoever things are honest, whatsoever things are just, whatsoever things are pure, whatsoever things are lovely, whatsoever things are of good report; if there be any virtue, and if there be any praise, think on these things” (Philippians 4:8), we must think on and teach these things. James points out, “Submit yourselves therefore to God. Resist the devil, and he will flee from you” (James 4:7).

Paul wrote to the church at Corinth in 2 Corinthians 10:14-16, “For we stretch not ourselves beyond our measure, as though we reached not unto you: for we are come as far as to you also in preaching the gospel of Christ:
Not boasting of things without our measure, that is, of other men’s labours; but having hope, when your faith is increased, that we shall be enlarged by you according to our rule abundantly,
To preach the gospel in the regions beyond you, and not to boast in another man’s line of

People might ignore us at times, but if we sow the seed, it will be worth our efforts. Recently I watched a video of a concert by a quartet called Perfect Heart from 1998. Their tenor singer at the time was Garry Shepherd. You might remember him from his time spent with the Kingsmen from 1983-1993. At the conclusion of the discussion, the consensus was reached that this is not a land grab, just a necessary component to the progress of Lake Ralph Hall that the majority of Fannin County and the Forest Service, agree is good for our area. Jo Dahlin, a resident of Ladonia spoke at the podium as a representative of those who signed a petition against this action. Fannin County resident Jainie Bellows spoke to share her opinion and explained why she believes this action is not a land grab.
Commissioner Magness then made the motion to approve the Resolution with Commissioner Self seconding the motion which passed with Judge Cunningham abstaining from the vote.

Discussion, consideration and action to approve Interlocal Agreement between Fannin County and South Central Planning and Development Commission (SCPDC) through the Capital Area Council of Government, its agent, for the SCPDC Software for development services; $260.42 per month, once the software is up and running, to come out of the Development Services Budget – County Judge for Development Ser-

She advised the new software will benefit citizens as well as herself in the course of her job. After some discussion a motion was made by Commissioner Lane to approve with Commissioner Kopf seconding the motion which passed unanimously.
12. Discussion, consideration and action to reapprove a onetime severance of 2.667 acres from a 5.257-acre tract on South Shore Drive in Bonham; Property ID# 73400- Commissioner Precinct 2: Ms. Hopkins explained how all the necessary requirements for this severance had been met and recommended the reapproval. A motion was made by Commissioner Self to reapprove with Commissioner Magness seconding the motion which passed unanimously.
13. Discussion, consideration and action to renew lease for the 84” Sheeps Foot Roller from ASCO Rentals for one month at $5,500.00 per month
– Commissioner Precinct 2: Commissioner Self described how though this equipment is working well, he will need its use for one more month.
Commissioner Self made the motion to approve the renewal with Commissioner Lane seconding the motion. Before the
vote was taken, a discussion ensued regarding the sensibility of renting as opposed to owning. The motion then passed unanimously.
14. Discussion, consideration and action to approve a two-year contract between Fannin County and Direct Energy Business, LLC d/b/a NRG for energy services for Fannin County facilities – County Judge for County Auditor: Judge Cunningham noted that he had performed some tweaks on this contract and asked if there were any questions. There were none. Commissioner Magness made the motion to approve with Commissioner Lane seconding the motion which passed unanimously.
15. Discussion, consideration and action to renew the Affordable Care Act Reporting and Tracking Service (ARTS) program agreement and have County Judge sign on behalf of the County – County Judge for County Auditor: Fannin County Auditor Alicia Whipple explained this was a mandatory yearly report. Commissioner Lane made the motion to renew with Commissioner Magness seconding the motion which passed unanimously.
16. Discussion, consideration and action to renew the contract with OpenGov for Cartegraph’s Asset and Infrastructure Management Soft-
ware for all county precincts beginning June 1, 2023 for 3 years; $18,342.72 – County Judge for County Auditor: Ms. Whipple explained this was the software used by all the commissioners and after satisfaction with it was confirmed, Commissioner Self made the motion to renew with Commissioner Magness seconding the motion which passed unanimously.
17. Discussion, consideration and action regarding soliciting bids for forensic services transportation – County Judge for County Auditor: Commissioner Magness made the motion to approve soliciting bids with Commissioner Lane seconding the motion which passed unanimously.
18. Discussion, consideration and action to approve Auditor
Monthly reports for February 2023 – County Judge for County Auditor: Ms. Whipple gave a report that highlighted the county being a little over $3,000,000 to the positive at the end of January. Commissioner Lane made the motion to approve the report with Commissioner Magness seconding the motion which passed unanimously.
19. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: After it was noted the bills are online for any’s view, a motion was made, seconded and passed to approve.

21. Discussion regarding Subdivision Policy – County Judge: Fannin County resident Paul Ivey spoke to give his comments on the language contained in the Subdivision Policy. After his comments, Mike Netjek added comments on the statistics of how many people live in HOA communities.
22. Discussion regarding Courthouse repairs – County Judge: Judge Cunningham commented on Eikon composing a list of items needing attention that should be ready by the next Commissioners Court meeting.
23. Discussion regarding landfills in Fannin County – County Judge: Judge Cunningham noted how he is waiting to hear back from Attorney Jim Allison’s office (TAC.) Commissioner Magness agreed that the sooner the court can act on this and the junkyard ordinance matter, the better.
24. Discussion regarding water issues affecting Fannin County – County Judge: Judge Cunningham stated he continues to welcome comments on this issue.
25. Discussion regarding Fannin County road issues – County Judge: Judge Cunningham noted discussion will be ongoing regarding this matter.

Commissioner Lane seconded the motion which passed unanimously.

Hurley holds a bachelor’s degree in Community Health from Texas Woman’s University and a Master’s in Public Affairs from the University of Texas at Dallas. Hurley was hired by AgriLife Extension in 2001 to oversee the Texas School IPM program. Hurley coordinates school IPM coordinator training for public schools in TX and oversees the statewide effort to educate schools about their Integrated Pest Management programs. Hurley also oversees the efforts of the IPM Experience House, a hands-on training facility located in Dallas to train pest management professionals and homeowners about structural pest problems. Ms. Hurley’s background in public health and administration has led to additional work with zoonotic species. Bats and rodents are two areas where human-to-mammal conflict can cause problems. In March 2022, Hurley was recognized as an International IPM of Excellence Award recipient for her career in educational
outreach promoting IPM.

- Helping Fannin (helpingfannin. org) is a new online resource directory designed to help connect Fannin County residents with critical health care, mental wellness and social service resources. While Helping Fannin highlights local resources, it also includes many Texoma area resources and virtual service that provide no cost, low cost or sliding scale payment options for Fannin residents.
Service providers are encouraged to visit Helping Fannin to submit a listing, claim an existing listing or submit suggestions for new listings. There is no cost to list an organization or service, and any non-profit or for profit is eligible for listing as long as the listing supports wellness and social services for Fannin residents.
Searching the directory is
easy. Users can select categories of services or submit a name or topic search. Helping Fannin also includes an easy-to-access listing of crisis services and other wellness resources.
The Fannin County Resource Directory is a community service project sponsored and maintained by the Fannin Behavioral Health Leadership Team (FBHLT). The FBHLT is an all-volunteer 501(c)(3) dedicated to improving wellbeing in our county with a focus on programs to improve mental wellness through access to care, improved resilience and reduced stigma.
According to FBHLT board co-chair, Bill Wilson, “our goal was to create a direc-
tory that is easy to search and maintain, and we worked hard to make sure that the guide captures many low and no cost services. As we researched services, we were pleased to find that the recent growth of virtual services has greatly expanded low cost options, especially in the area of mental health.” Cindy Bankston, FBHLT board co-chair added “our team found 7-8 different resource guides for our county. Each was different and most were not current. Our team decided to launch Helping Fannin with the hope that it becomes our primary resource for health and social services in the county.”

the story of how the hospital was built?
C. C. Alexander was one of the most successful early merchants in Bonham, coming to Texas in 1846 and to Bonham in 1851. He established a store in Bonham which sold supplies into the Texas frontier and to the Indian settlements in Oklahoma. He owned considerable property in Bonham and cotton farms in the County. He was called the “merchant prince of all
his wife Mary built a large two-story Victorian home at the southeast corner of 4th (Sam Rayburn Drive) and Center Street.
C. C. Alexander died in 1865. He made his business associate, S. B. Allen, who had come with him to Texas, the executor of his will.
Mary later married S. B. Allen, who continued to be a businessman in Bonham. S. B. Allen died in 1902.
A story told is that Mrs. Allen, after the death of S.B. Allen, approached Episcopal Bishop
Garrett with a proposal to build a new Episcopal Church in Bonham, and Bishop Garrett told her that Trinity Church did not need a new church but that what was needed was a hospital for the citizens of Bonham and Fannin County.
As a memorial to S. B. Allen, Mary erected, equipped and donated to the public at an expense of over $20,000 the beautiful hospital which bore his name. (Mary also donated the land for the Bonham Post Office and Trinity Episcopal Church in Bonham.)
In 1903 the Bonham News described it as “a beauty almost beyond description on the inside, while the outside appearance is imposing and commanding at once. There is no better built house in Texas today.”
It was located, of course, on Allen Avenue.
The Hospital closed in 1972, with the opening of the Fannin County Hospital.
In 1992 the structure had deteriorated and was an unsafe eyesore.
It was burned as a training exercise for the Bonham Fire Department.
The only portion which did not burn was the portico over the front door which contained the S. B. Allen Memorial sign. That sign was saved and is now displayed at the Fannin County Museum of History.

Leonard junior guard Ethan Richardson earned a first-team selection to lead Fannin County players on the All-District 11-3A boys’ basketball team for 2023.
Junior post Russell Murphy also garnered a second-team selection for Leonard, which missed the postseason at 4-8 in district, but did have during the first half an upset win
over state-ranked Gunter, the runner-up, and took champion Pottsboro to overtime.
Cam Bush earned an honorable mention for Bonham, which finished winless in 113A.
Bonham’s Braeden Stewart, Blake Benson, JK Wilson, Russell Welch and Heath Brown joined Leonard’s Jaxon LaCook, Jacoby LaCook Cameron Armstrong, Brayden Harris, Richardson and Mur-
phy on the academic all-district team.
Leonard and Bonham will remain in 11-3A during the 2023-24 district campaign with Pottsboro, Gunter, Bells, Howe and Blue Ridge. Pottsboro, Gunter, thirdplace Bells and fourth-place Howe -- the district’s postseason qualifiers -- all reached the area round of the 2023 playoffs.

BONHAM -- Naomi Gonzalez is not unfamiliar with State-level powerifting.
She experienced it for the first time as a junior, finishing 10th in the 165-pound division of the Class 3A Division I State competition.
But the Bonham senior has taken a different route to the event this year -- that of a two-sport athlete.
Gonzalez has simultaneously additionally played soccer this winter.
“I’m a little bit nervous,” said Gonzalez about her return trip.
“I’ve been working hard for both,” she said. “I’ve still put in the work outside of powerlifting.”
Gonzalez spoke moments after the Lady Warriors lost a 3-1 district match on March 4 at Warrior Stadium in Bonham against Panther Creek, the newest of now 12 high schools in Frisco ISD.
The Lady Warriors this season contended throughout play in 11-4A for their first postseason soccer trip since 2016. Bonham entered the March 4 match with
a 3-5 district record -- part of a three-way tie for third place with 4A schools Panther Creek and Gainesville.
That has meant competing as a 3A team in a district including some of the better squads in Region II-4A -- led by reigning 4A State girls’ soccer champion Celina, which on March 3 defended its 11-4A title.
With district soccer concluding this month, Gonzalez will now vie in powerlifting against top competitors from statewide. The 3A Division I State Meet will be held on March 16 at the Comerica Center in Frisco.
Gonzalez advances there as the regional runner-up in the 165 pound division. She totaled 790 total pounds -- 325 squat,165 bench, 300 deadlift -- on Feb. 25 at the 3A Division I Region VI powerlifting meet at Bells High School to qualify.
“I feel like I have a chance to compete,” said Gonzalez. “I hope at least to place”

ALVORD -- Honey Grove’s
Sonora Flowers won her regional weight class and teammate Kailyn Freeman finished as the runner-up in hers to each qualify for the State powerlifting competition on March 15 at the Comerica Center in Frisco.
Flowers won the 114-pound weight class on March 4 with 695 total pounds -- 285 squat, 145 bench, 265 deadlift -- at the Class 1A-2A Region VI Division III Championships at Alvord High School.
Flowers also reached the regional last year in the 105-pound weight class, Freeman finished second in the 123-pound weight class with 720 pounds: 280 squat, 155 bench, 285 deadlift. Freeman competed for Leonard at State last year, finishing eighth in the same weight class in the 3A Small School competition. She also reached the regional in 2021 in the 114.

Dodd City, Texas 150 Years 1873 – 2023
DODD CITY, TEXAS Sesquicentennial

DODD CITY was created as a RAILROAD TOWN according to the contract/deed dated 9-8-1873 referenced in the first article. The TEXAS & PACFIC RAILROAD would build a depot in DODD CITY by Dec 1873. The telegraph lines were already installed to Licke, one mile east of now Dodd City by May 31, 1873 near the Dodd House/Stage Coach Inn as can be seen in the paper refrenced below.

All across the county when railroad towns were created many of the smaller communuties would move buildings into the new town. That was no different at Dodd City in 1873. Businesses, churches, school and many people purchased lots in the new town from the Edmund Dodd family or the T&P Railroad which owned the entire town except for the public roads, alleys etc as noted on the deed.
DODD’S DEPOT still stands today at 150 years old
The depot was completed and the T&P RR named it DODD’S. In Nov 1873 the US Postal Service issued the new town a post office with the name DODD. It was located in the depot and later moved to the west side of main street and was still called DODD until 1902 when the USPS changed the name to DODD CITY. These different names caused much confussion until the depot was closed in the 1950s according to the following May 1, 1874 news clip.

Juvenile hens or jennies put little effort into nesting most years, and therefore are usually a distraction from hunters and their decoys. Once adult hens begin nesting, hunters should be able to find plenty of workable gobblers.”

Cooper FAIR. Water lightly stained; 59 degrees. Crappie are good on jigs and minnows. Blue catfish are good drifting in deeper water with cut bait.
Fork FAIR. Water Stained; 58-70 degrees; 1.78 feet below pool. Bass fishing has improved after the recent warming trend. The spawn is happening in many areas of the lake. Outside the bedding areas the best baits are chartreuse and white chatterbaits, black and blue senkos, watermelon red flukes and Texas rigs working on the outside edges of the grass and best in 2-4 feet.
Lavon GOOD. Water lightly stained; 55 degrees; 0.86 feet below pool. Crappie are starting to hold on structure in 12-18 feet of water. On the north end of the lake spawning fish are in the button Willows, and matted flooded grass. Females are holding them around 8-10 feet on structures. Some crappie are roaming solo in 5-10 feet of water. After the full moon, there should be a lot of spawning fish on the north end of the lake. When the gates are open, hybrids, Striper, white bass, and blue catfish can be caught below the dam. Some crappie. After the gates close this will still be a good area to fish because the fish will be stuck between the dams.
Ray Roberts FAIR. Water is stained; 51 degrees; 0.58 feet below pool. White bass are in the creek spawning. Crappie are in the mouths of creeks biting on jigs and minnows in 3-12 feet of water. Bass are biting on Alabama rigs and jerkbaits. Not catching numbers of bass, but the quality is good. Visibility is 1-2 feet of water. Report by Jim Walling, Ucatchem Guide Service.
Tawakoni GOOD. Water lightly stained; 55 degrees; 0.77 feet above pool. Lake Tawakoni is 6 inches high and we still have water going over the spillway. White bass and hybrids have moved off the main lake and can be found at the mouth of creeks and rivers staging to spawn. Getting these fish to bite can be tricky. Smaller crappie jigs with small plastic baits has worked best. The trophy Blue Catfish bite is good. Fish to 70 pounds have been caught on fresh gizzard shad and cut bait. Depths from 6-25 feet are working best. Texoma GOOD. Water stained; 65 degrees; 0.05 feet above pool. Striped bass bite has improved in 15-20 feet of water on structure with Alabama rigs. Deadstick bite has been hit-or-miss as the water warms, and the live bait bite has been tough. Very little to no bird action most days. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are slow on flukes and swimbaits most days. Now that the warmer weather and water temperatures have arrived it is the time to switch to live bait. Fish continue to be deep in the river channels, 50-70 feet of water, towards the 377 bridge and along the islands. Crappie are slow on brush in 10-12 feet of water. They are moving up shallower, and should push into the creeks after the next warm front. Catfish are slow drifting cut shad on the north end of the lake in 10-20 feet of water. production and recruitment over the last two years, other areas in the Coastal Sand Sheet in Brooks, Kenedy, Kleberg and Willacy counties reported fair recruitment. Hunters should expect to see lots of 2-year-old gobblers across most areas that hold wild turkeys in South Texas. Hunters should focus their efforts on creeks and drainages with larger trees in the central and western portions of South Texas and around oak mottes in the Coastal Sand Sheet.

In East Texas, only 12 counties have an open hunting season. Areas in the region that have traditionally supported a good population of turkeys will see similar conditions this year. Hunters are reminded to report their harvest of wild turkeys through the My Texas Hunt Harvest app or online within 24 hours of take. East Texas counties with an open spring season and mandatory reporting include Bowie, Cass, Fannin, Grayson, Jasper, Lamar, Marion, Nacogdoches, Newton, Polk, Red River and Sabine.

The Rolling Plains has been a longtime destination for wild turkey hunters. Historically, this area has held very good numbers of birds along major and secondary watersheds like the Canadian River, the Salt Fork and the Red River. The drought of 2022 has reduced overall turkey numbers, but there are still huntable populations across the Rolling Plains. The past decade has seen a decline in overall turkey numbers in parts of the ecoregion. TPWD biologists are hoping recent winter moisture will continue to set the stage for a good nesting season.
The Edwards Plateau has long been a stronghold for wild turkeys, providing some of Texas’ highest bird densities and annually producing some of the highest harvest numbers. This is especially true in the western portion of the region though, like the rest of the Rio Grande wild turkey range production and recruitment were down significantly in 2022, with very few poults produced. The good news is there are still lots of mature birds on the landscape.
As with most large ecoregions, TPWD biologists have mixed reports of turkey numbers and recruitment in South Texas. While the areas around Uvalde reported below-average

Ten counties in the Oaks and Prairies ecoregion of Central Texas (Bastrop, Caldwell, Colorado, Fayette, Jackson, Lavaca, Lee, Matagorda, Milam and Wharton) offer a spring season from April 1–30. Historically, there hasn’t been a significant number of turkeys in the region so only a spring season is offered, and hunters are only allowed a one-bird bag limit per county. Starting last year, all wild turkeys harvested in these counties now have mandatory harvest reporting requirements and must be reported within 24 hours through the My Texas Hunt Harvest app or online.
The Texas Parks and Wildlife Commission approved a digital tagging option for those hunters who purchased a Super Combo license online. All hunters who chose to use the digital tagging option must report their harvested wild turkey at the time of harvest. Rules and guidance associated with the new digital tagging option can be found on the TPWD Website.

KELLY KEMP
Kelly Kemp went to his heavenly reward on March 6, 2023.
Born on September 30, 1958 in Tripoli, Libya, Kelly is survived by his wife, Lee Ann, his sons, Jared (wife Danielle) and Kellen (wife Lela), his parents, Roy and Joyce, his sister, Karen, and his six grandchildren, Alyssa, Jacey, Haden, Rylan, Liam, and Keegan. Kelly also loved his bonus son, Elvis Pulaj, who came to Texas from Albania as a foreign exchange student in 1999 and became family.
Kelly married Lee Ann on March 8, 1981, and he graduated from Harding University the same year with a degree in business. He then led a successful career in credit and finance, beginning with Halliburton and retiring from the Export Import Bank of the United States. Most importantly,
Kelly loved and thrived in his work for the Lord’s church teaching Bible classes for both children and adults, leading youth activities, and serving as an elder at the Northside Church of Christ. Having been born in Libya and being a registered member of the Chickasaw nation, he loved to joke about being an Africanborn Native American. An avid runner and adventurer, Kelly completed many challenges, including finishing the Spartan Beast half-marathon obstacle course, hiking mountains in several states with his sons, and traveling throughout six of the seven continents. Wherever he was and whatever he did, all was done to the glory of God and the good of his family. He enjoyed his years of official retirement living on and running his late grandfather’s ranch, working to strengthen the church, and hosting a yearly “camp” for his grandchildren complete with a large homemade treehouse and a hay bale jungle gym. He was known for his willingness to help, his tireless energy, and for mentoring those in need and leading his family. He will be dearly missed by his family, friends, and those he helped, who look forward to being with him again one day at Christ’s side.

The family would like to thank everyone who has supported, prayed for, and assisted them during Kelly’s battle with cancer these last four years. In lieu of flowers, donations may be made to the Northside Church of Christ earmarked to the Preacher Training Fund. These funds are used to support students in preaching school, which was one of Kelly’s favorite works of the church. Services were held on Saturday, March 11, 2023 at 3:00 p.m. at the Northside Church of Christ, Bonham, TX. Burial was private and attended by family.

At 102 and a half years old Heaven gained another angel; our precious mother and granny went home to be with her Lord and Savior on Monday, March 6, 2023. The family honored her life on Saturday, March 11, 2023 at 11:00 am with visitation 1 hour prior to service at Trinity Baptist Church, Bonham, TX. Burial followed at Lamasco Cemetery.
Myrtle Marie Stephens Reed, a lifelong Fannin County resident was born September 20, 1920 in Ivanhoe, TX, the daughter of James Edward and Sammie Myrtle Bingham Stephens. She was a 1940 graduate of Bonham High School and attended Paris Junior College. She married R.L Reed on August 25, 1946 and he preceded her in death, August 18, 1975. She was a nursing assistant in Bonham for a number of years. Marie was a longtime member of Trinity Baptist Church and the Builders Sunday School class. In her spare time, she wrote poetry and had a book of her poems published in 2020. She loved everyone she met and was known as “Granny” by many. She was a volunteer for the American Cancer Society.

Texas lamb and goat producers are seeing positive price trends, but challenges related to higher input costs, drought and predation remain, according to a Texas A&M AgriLife Extension Service expert.
Reid Redden, Ph.D., AgriLife Extension sheep and goat specialist and director of the Texas A&M Research and Extension Center in San Angelo, said the lamb and goat markets experienced positive gains over recent weeks but that he is unsure if higher prices may signal a longer trend.
Prices had dipped from the post-pandemic gains, which were well above the previous decade’s high, he said.
In Texas, a large segment of lambs and goats are harvested at lighter weights – 40-80 pounds compared to traditional markets, where they are weaned and sent to feed yards so they may reach 140-180 pounds.
Lambs are shipped live to markets around the state and country where they are sold directly to consumers or harvested and marketed by ethnic processors. These non-traditional markets demand smaller, leaner lambs — and pay a premium for them.
“The last few years we saw strong price gains, especially in the late fall and winter months, but this year we did not,” he said. “A big part of that was the traditional sector was down, redirecting feeder lambs from the western states to the nontraditional market outlets, and imports were up.”
Texas lamb and goat prices return to normal
In January 2022, lightweight market lambs were $3.60 per pound, whereas the five-year average was $2.30 per pound, Redden said. Prices over the past summer fell to the five-year average and remained there through the rest of 2022, but they have since returned toward the previous highs.
Imported lamb, which costs half the price of lightweight live lambs, has captured market share of the traditional section, which likely impacted overall premium lamb prices during their slide.
Redden said COVID-19 travel restrictions likely heavily influenced higher live lamb prices because more consumers were purchasing them for traditional meals at home.
“There is a strong desire from the nontraditional outlets to buy from local processors who are buying live lambs,” he said. “But the traditional market matters, and whether it is cheaper imports or inflation, this can influence the lightweight lamb market.”
Goats demand premium prices as well but are also subject to market influences like the economic pressure on consumers when live weight prices reach $4 per pound, Redden said. Texas goat production was down 2% in 2022, according to the U.S. Department of Agriculture, USDA.
Redden suspects the impact of drought on rangeland conditions and higher supplemental feed costs likely resulted in reduced returns to producers. Many areas continue to experience drought, and it may take time for rangelands to recover.
“Sheep and goats fare better through drought than cattle, but many areas have been dealing with drought for several consecutive years. Even if rains come this spring and summer and it will take time to restock. Range health is a top priority for ranchers, and they’ll wait for the rangelands to recover before restocking.”
CENTRAL
Soil moisture levels were very short to adequate across the district. A storm delivered 0.5-2 inches of rain throughout the district along with heavy winds in excess of 70 mph. Parts of the district were drying out quickly due to wind, hot days and adequate sunshine. Other parts of the district were seeing slight improvements to pastures due to the combination of rain, warmer temps and sunshine. Corn planting was underway but slightly delayed due to rain. Some producers were top dressing wheat and oats with fertilizer. Fruit trees were starting to bud. Winter grass was still short but some winter forage was emerging for grazing. Overall, rangeland and pasture ratings were poor to fair. Cattle remained in good body condition as producers continued to feed hay and other supplements.
EAST
The weather was spring-like, and corn and other vegetable crops were being planted. Pastures and hay meadows began to grow and green up, with Bermuda grass and weeds making an appearance. Some ranchers applied preemergent herbicides. Pasture and rangeland conditions were poor to fair. Subsoil and topsoil conditions were adequate. Cattle chased green tender weeds and cool-season grasses. Producers were either low on hay or completely out, and some were feeding range cubes. Livestock were in fair condition. Wild pigs were on the move and being destructive.
NORTH
Temperatures were in the mid-70s. Subsoil moisture and topsoil moisture for the district were adequate to surplus. The district received 1-2 inches of rainfall. Stock tanks were filling and mostly recovered from the drought. Pasture and rangeland conditions were fair to good. Winter pastures were growing more with longer days and warmer weather. Hay feeding continued. Pastures were showing some promise and should provide some grazing over the next couple of weeks. Wheat and oats benefitted from the moisture and were doing well. There were a few wheat fields with severe Hessian fly infestations. Livestock conditions were good. Ground for corn was prepared, but no planting had occurred yet.
SOUTHEAST
Temperatures were mild, and soil moisture levels were adequate to surplus with sunny days. Spring green-up was underway under optimal conditions, and producers were managing pastures for broadleaf weeds. Ryegrass was up and thriving and some warm-weather forages, including Bermuda grass, were beginning to come out of dormancy. Clover and other planted legumes were flowering.

Any or all of the above-described lands may be exchanged. If the values are unequal, either party may equalize the values by making a cash payment, not to exceed 25 percent of the value of the lands transferred out of Federal ownership. The conveyance of Federal Tract C-61, 13.4 acres, is within MA 8d and would not meet Forest Plan standard MA-8d-52 which states “Retain all lands as public lands”. The 2012 Planning Rule (36 CFR 219) requires notice of which substantive requirements of sections 219.8 through 219.11 are likely to be related to the amendment. Suspension of Forest Plan standard MA8d-52, through an amendment, is likely related to the consideration of § CFR 219.9(a)(2) Diversity of plant and animal communities.
The scoping comment period for this project is being combined with the 45-day notification and comment period requirement for proposed land exchanges. The public is invited to submit any comments or concerns about the exchange proposal, including advising the Forest Service of any liens, encumbrances, or other claims relating to the lands being considered for exchange, as well as any comments on the proposed project-specific Forest Plan Amendment.
Comments received, including names and addresses of those who commented, will be considered part of the public record for this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide the agency with the ability to provide the respondent with subsequent environmental documents.
This project is expected to be documented in an environmental assessment and decision notice; and will be subject to objection (see 36 CFR 220.7).

Pursuant to Section 372.009(c) and (d) of the Texas Local Government Code, as amended, notice is hereby given that the City Council of the City of Trenton, Texas (“City”), will hold a public hearing to accept public comments and discuss the petition (the “Petition”), filed by Fieldside Development, LLC, a Texas limited liability company (formerly known as GLA Ventures, LLC) (the “Petitioner”), requesting that the City create the Anderson Crossing Public Improvement District (the “District”) to include property owned by the Petitioner.
Time and Place of the Hearing. During the public hearing, any interested persons may speak for or against the establishment of the proposed District and the advisability of the improvements to be acquired and constructed for the benefit of the property within the District.
General Nature of the Proposed Authorized Improvements. The purposes of the District include the design, acquisition, construction, and improvement of public improvement projects authorized by the Public Improvement District Assessment Act, codified as Chapter 372, Texas Local Government Code, as amended (the “Act”), that are necessary for the development of the property within the District, which public improvements may include, but not be limited to: (1) design, construction and other allowed costs related to street and roadway improvements, including related earthwork, sidewalks, drainage, utility relocation, signalization, landscaping, lighting, signage, and rights-of-way; (2) design, construction and other allowed costs related to storm drainage improvements; (3) design, construction and other allowed costs related to water, wastewater and drainage (including detention) improvements and facilities; (4) design, construction and other allowed costs related to erection of fountains, distinctive lighting and signs, and acquisition and installation of pieces of art; (5) design, construction and other allowed costs related to parks, open space, and recreational improvements, including trails, landscaping, and irrigation related thereto; (6) design, construction and other allowed costs related to off-street parking facilities, including related sidewalks, drainage, utility relocation, signalization, landscaping, lighting, signage and rights-ofway; (7) design, construction and other allowed costs related to projects similar to those listed in subsections (1) - (6) above authorized by the Act, including similar offsite projects that provide a benefit to the property within the District; (8) payment of expenses incurred in the establishment, administration and operation of the District; and (9) payment of expenses associated with financing such public improvement projects, which may include but are not limited to, costs associated with issuance and sale of revenue bonds secured by assessments levied against the property (collectively, the “Authorized Improvements”). These Authorized Improvements shall promote the interests of the City and confer a special benefit on the property.
Estimated Cost of the Authorized Improvements. The estimated cost to design, acquire and construct the Authorized Improvements, including eligible costs related to the establishment, administration and operation of the District and expenses associated with financing Authorized Improvements is $6,000,000.
Proposed District Boundaries. The District is proposed to include approximately 23.797 acres of land generally located: (1) north and northeast of the Dallas Garland and Northeastern Railroad, (2) east of Pearl Street; (3) south of Saunders Street, and (4) west of U.S. Highway 69; and as more particularly described by a metes and bounds description available at Trenton City Hall located at 216 Hamilton St., Trenton, Texas 75490 and available for public inspection during regular business hours.
Proposed Method of Assessment. City shall levy assessments on each parcel within the District in a manner that results in imposing equal shares of the costs on property similarly benefited. Each assessment may be paid in full at any time (including accrued and unpaid interest), and certain assessments may be paid in annual installments (including interest and debt). If an assessment is allowed to be paid in installments, then the installments must be paid in amounts necessary to meet annual costs for those Authorized Improvements financed by the assessments and must continue for a period necessary to retire the indebtedness issued to finance or refinance those Authorized Improvements (including interest).
Proposed Apportionment of Cost between the District and City. City will not be obligated to provide any funds to finance the Authorized Improvements, other than from assessments levied on the District property. No municipal property in the District shall be assessed. The Petitioner may also pay certain costs of the improvements from other funds available to it as developer of the District.

Botulism
Recently a Botulism outbreak was reported in Texas. This was traced to Top of the Rockies Alfalfa Cubes with bags date coded # 111222, 111322, 111422, 111522, & 111622.
Botulism is a neuromuscular disease with flaccid paralysis caused by the toxins of the bacteria Clostridia botulinum. The bacteria spores are found in the soil of Kentucky, Midwest and Atlantic seaboard states. The spores are mainly in poorly preserved silage, haylage, round bales of hay, feedstuffs or in feed or water contaminated with an infected rodent carcass.
When in the intestinal tract, the bacteria spores release toxins that enter the blood stream and effect nerve/muscle junction, causing muscle weakness and paralysis. The severity and progression of the disease are dependent on the amount of toxins. Clinical signs are difficulty eating, excess salivation, weak eyelid tone, weak tail tone, and exercise intolerance. Infected horses can also have muscle weakness that cause tremors, knee buckling, imbalance and increased down time (resting time) from weak muscles.
In foals, 10 days to 2 months of age, signs include inability to swallow, milk running out nostrils, drooling, muscle tremors (hence the name Shaker Foal), collapsing and death. Treatment is antibiotics and supportive care. Prognosis is dependent on the severity of the disease with recumbent, down horses having a poor prognosis. Prevention is by vaccination of the pregnant mare or horses in endemic areas.
I have never seen a case of botulism in horses in 45 years of practice. What I do see on a regular basis is choke when horses are fed alfalfa pellets or cubes dry. I know I have said it before, but YOU MUST SOAK ALFALFA PELLETS/CUBES BEFORE FEEDING THEM
TO AVOID CHOKE! Don’t even feed dry ones by hand as a treat! It does not state on the bag to soak them, but it can save you an emergency vet bill.
Alfalfa pellets and cubes are hard and many horses do not chew them slowly. When they are swallowed quickly, they get stuck in the horse’s esophagus and block it. Unlike human chokes, the trachea is not blocked, so the horse can still breathe. The signs of choke in horses are alfalfa green feedstuff and saliva coming out
both nostrils and mouth, gurgling sounds, coughing, head being extended, distress, and laying down like with colic. Later, aspiration pneumonia or a permanent dilation of the esophagus are complications.
Treatment to resolve the choke is for the vet to pass a tube, pump water in the esophagus and drain it out trying to dissolve the alfalfa blockage in the esophagus. It is an ordeal that is preventable.

In 1975 there were 10,371 horses that tested positive for EIA. In comparison in 2022, only 96 horses of 1.4 million tested were positive. With stringent Coggins test rules over the last 50 years, the country is almost free from EIA. It is present in only .004% of the US

equine population. The horses testing positive now are Quarter Horse match racehorses that have been in Mexico. Mexican trainers that use the same needle and syringe on multiple horses spread the virus from horse to horse. The last 2 positive Coggins tests that I had were in Mexican QH match racehorses 7 and 12 years ago at the same trainer’s race barn. If purchasing a racing QH from a Mexican trainer, I recommend a new Coggins test be done. There is no cure for EIA. When the horse is Coggins positive, it is retested, then if still positive, it is euthanized or isolated from other horses forever. The test for EIA was named after Dr. Coggins who developed it. Dr. Coggins worked many years trying to create a vaccine against EIA, with no success. Most equine events require you to present your negative coggins results. Take a photo of your Coggins test & save it in your phone, then you will have

your grazing muzzle now if you need one, before they get hard to find.

bird regulations mirror last year’s season lengths, timing and daily bag limits. No changes were required due to federal
regulatory modifications for season length or daily bag limits. In addition, staff are not proposing any substantive changes to any migratory game bird hunting season.
