For adults who suspect that a child is being abused, this message may encourage them to make a report to the child abuse hotline at 1-800-252-5400.” The pinwheel image on this year’s shirts is a symbol used by many Children’s Advocacy Centers across the country. Staff and volunteers with the Children’s Center will be setting up pinwheel displays across the county during the month of April in honor of Child Abuse Awareness month. The Fannin County Children’s Center’s mission is promoting safety and improving the lives of abused and neglected children. Betty Broyles-Miles, 10/19/21 Dream Come True 3/8/22
Betty Broyles was born on a hundredacre farm in Bonham, Texas in 1923. She is one of eight children of Michael Broyles and Sarah Davis Broyles. Their farm adjoined the road just west of the old golf course. The Fannin County Courthouse was within walking distance of their farm. At the age of four, Betty’s family moved to the Davis family farm southwest of Leonard. She has pleasant memories of growing up in their faith-filled family, learning the value of country living, and eating good natural food. Betty married James Miles, and they raised four children. She appreciates what her parents Betty Broyles Miles, Fannin County Judge taught her, Randy Moore and Betty’s daughter, Dar- and she lene Callender. Photos by Lisa Loiselle passed that along to their children. Betty and James taught their children to have great faith, and to live straight and honest lives. Betty is still self-sufficient today. Her favorite scripture to live by is to Honor thy father and thy mother that thy days will be long on this earth. Betty has proven the truth of that scripture. Six generations of Betty’s family have lived in Fannin County, Texas. Betty is so happy to see the Fannin County Courthouse restored. At the age of 99, her dream has come true. Betty extends a special thanks to Judge Randy Moore, his assistant Lisa, and to those who helped to restore the Courthouse that she knew Boxes available and loved.

Fannin County Commissioners Court Class C Misdemeanor Warrant Round-Up
3/8/22
By Rose Schwartz
Tuesday, March 8, 2022, Fannin County Judge Randy Moore called to order at 8:40 a.m. a Special Meeting of the Fannin County Commissioners Court. Quorum was established as two County Commissioners and County Judge were present. Commissioners AJ Self and Dean Lackey were absent. 2. Hold and Attend a Public Hearing to hear public comments regarding a change in zoning from A&R, Agriculture District to RE, Rural Estate Single Family District for 60 acres
out of 143.69 acres, Property ID# 82975 on CR 2955 Honey Grove: Judge Moore noted this matter had already been addressed by the Bois d’Arc Lake Zoning Commission who had suggested it go before the Fannin County Commissioners. He asked Fannin County Development Services Director Di Hopkins if she would like to speak on the item. Di Hopkins explained that it was a simple change of zoning request in order for the owners to proceed with plans for a subdivision where all setback requirements would be met. After she spoke, Judge Moore gave time for any to

come forward with comments before requesting a motion to adjourn. 3. Adjourn: A motion to adjourn at 8:42 a.m. was made by Commissioner Magness, seconded by Commissioner Lane, and passed. On the same day at 8:50 a.m., Judge Moore called to order a second Special Meeting of the Commissioners Court. Quorum was established as three County Commissioners and County Judge were present. Commissioner AJ Self was absent. 2. Hold and Attend a Public Hearing to hear public
78172, 79612, 113834, 120501, 128038, 128039 on CR 2730 in Honey Grove, to allow The Peninsula lots 2, 11-22, 47, 50, 59-61, 67-69 and The Shores lots 11, 31 and 32 to be no less than 60’ wide: Judge Moore asked if there was anyone who would like to speak on this modification. Di Hopkins noted the number of lots in both The Peninsula and The Shores subdivisions and explained how the owner’s plans will meet and exceed requirements for subdivision regulations. A question was asked about side setbacks and Judge Moore noted that the zoning commission had looked at all the setbacks in detail. Another question was asked about the size of the homes that would be built in this development. J. Martin Sanchez of the Sanchez group responded that the sizes would vary but it is estimated that they will be in the range of 3,500 square footage and up. 3. Adjourn: A motion to adjourn at 8:56 a.m. was made by Commissioner Magness, seconded by Commissioner Lackey, and passed. On the same day at 9:00 a.m., Judge Moore called to order the Regular Meeting of the Fannin County Commissioners Court. After Judge Moore noted that Quorum was established. Invocation was led by Pastor Lee Jackson of the Central Baptist Church of Bonham. Pledges were led by Major James Manis, retired. 18. Public Forum: (Judge Moore noted there would be a change in the order of the agenda items as Public Forum would be addressed first) Justice of the Peace of Precinct 3, Kenny Karl, spoke to advise Fannin County citizens that beginning April 1st there would be a “CountyWide Class C, Misdemeanor Warrant Round-Up. He explained that “any person who has an unresolved case in a court that holds Class-C misdemeanor cases, and has not taken care of their charges, the local law enforcement will seek them out and take them into custody.” He further explained that they will be transported to the judge so that a resolution can be reached. Any who are uncooperative may be taken to jail. He continued that every law enforcement agency in Fannin County has committed to working together in this “round-up” and all ten
courts who deal with misdemeanor class-c cases have agreed to work together in this. He concluded that this is not an effort to take people to jail but it is an effort “to get people to do the right thing.” He noted that those who may be in financial difficulty and are unable to pay their full fine can come before the judge to make a payment arrangement. Next to speak was the newly retired Superintendent of Savoy ISD who wanted to make it known that he is the new caretaker/curator of the Fort Bailey Inglish Museum and will be at the newly reopened museum, Thursday, Friday, and Saturday from noon till 4:00 p.m. He noted he will be dressing in period costume one or two days a month and hopes folks bring the kids back to the Fort. 4. Introductions: There were no introductions 5. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore invited all to come out to the Rededication Ceremony on March 10 at 10:00 a.m. Commissioner Lackey described what people could expect at the festivities and named some of the speakers that will be there and how it will be a great day for Fannin County and urged all to come out and take part in the celebration. All Commissioners and Judge Moore agreed that it would be a great day for the county and a discussion ensued regarding the work that has gone into the restoration of the Courthouse. 6. Discussion, consideration, and action regarding Burn Ban for Fannin County: Fannin County Emergency Coordinator Troy Hudson spoke to explain why conditions still exist that justify the continuance of the Burn Ban and how the Fire Chiefs across Fannin County would also like to see the Burn Ban stay in place. A discussion ensued and it was noted precipitation was in the forecast for this weekend and how many had contacted their commissioners regarding a need to burn brush in relation to their job. After some consideration among the court, Commissioner Lackey made the motion to suspend the burn ban for one week to accommodate those whose jobs are being held up by not being able to burn brush and Commissioner Magness seconded the motion which passed. Judge Moore urged citizens having to burn brush to use common sense; burn early in the a.m. and not burn
in windy conditions. Whether or not to reinstate the Burn Ban will be visited at the next Commissioners Court. 7. Discussion, consideration, and action to approve a change in zoning from A&R, Agriculture District to RE, Rural Estate SingleFamily District for 60 acres out of 143.69 acres, Property ID# 82975 on CR 2955 Honey Grove: Judge Moore noted that this was the property that one of the public hearings was held on earlier in the morning and there had not been any to speak against it during the hearing. Motion was then made by Commissioner Magness, seconded by Commissioner Lackey, and passed to approve the zoning change. 8. Discussion, consideration, and action to approve a Special Exception application for Property IDs 78166, 78172, 79612, 113834, 120501, 128038, 128039 on CR 2730 in Honey Grove, allowing The Peninsula lots 2, 11-22, 47, 50, 59-61, 67-69 and The Shores lots 11, 31 and 32 to be no less than 60’wide: Judge Moore noted that this was also covered in a Public Hearing earlier and was recommended by the Bois d’Arc Lake Zoning Commission to the Court to approve. He asked if any had comments on this and after no one came forward with comments, a motion was made by Commissioner Magness, seconded by Commissioner Lackey, and passed to approve the Special Exception. 9. Discussion, consideration, and action to approve a short plat of 3 lots, 1.0 – 1.45 acres, on CR 5015 in Trenton: Di Hopkins explained that all was in order to approve this request. A motion was then made by Commissioner Lackey to approve with Commissioner Magness seconding the motion which passed. 10. Discussion and report of monies collected by the Justice of the Peace Precinct 1 office for January 2022: $4,067.20 and February 2022: $7,191.00: Judge Moore read this item and noted this was for discussion and report only. 11. Discussion and report of monies collected by the Justice of the Peace Precinct 3 office for February 2022: $1,849.00: This item was also for discussion and report only. Freed From Captivity
By Bro. Bill Beasley
In Memorium Original Publish Date: March 18, 2014
Romans 5 Mother’s Day 1945 will always hold a very special memory for me. Not only was it a day when I paused to remember my mother, but it was also the day that the Russian Forces arrived at Stalug Luft I in Barth, Germany, to set free 10,000 prisoners of war, of whom I was one. This captivity had begun for me on September 5, 1944. For the past eight months, the fences, the guards, and the towers had been
constant reminders of my imprisonment. Realizing that my captivity was over, I felt as though I was waking up from a bad dream. While the experience was physical, the Bible speaks of another captivity that is spiritual in nature. In Romans 5:1219, Paul tells us of the consequences of Adam’s sin in the Garden of Eden and of God’s forgiveness in the death of Jesus on the cross. Because of one man’s sin, we have become part of a fallen world. We are in spiritual captivity, because all of us have sinned and come short of the glory of God. Because of Jesus having paid our debt on Calvary, we have a way to become free in Him. Let me share some verses that showed me how to be set free from spiritual captivity and bondage. Romans 3:23 “For all have sinned” (NIV) Romans 6:23 “The wages of sin is death,

For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved.” (NIV) It was when I was a lad,10 years of age, that I was delivered from the penalty of sin. I was set free from spiritual bondage. My prayer and hope is that you too have experienced this freedom. If you have not, you can. You will be glad you did. Let God have His way in your life today.

Discussion with George Harmon and Klein Klotz of the Nitsche Group regarding healthcare benefits for Fannin County employees: Judge Moore explained that due to the ever-rising costs of healthcare, he invited Mr. Harmon and Mr. Klotz with the Nitsche Group to speak about their insurance product. After noting how he heard this group make a presentation in Marshall, TX, and was told by the Harrison County Judge that Harrison County employees are very satisfied with their services, he asked them to speak to the Commissioners Court about what they can do to benefit Fannin County. Klein Klotz first spoke about how their company’s home office is in Giddings, TX and how they have been in business for eighty years and then went into a detailed description of how their product “Partially Self-Funded Health Insurance” works and how it reduces the cost of quality healthcare for their customers. George Harmon spoke after Mr. Klotz and fielded questions from the Commissioners. Judge Moore noted after their presentation that it is his hope to come up with a solution to the rising

went over the approved changes made to the plan that had been suggested in the last meeting. One of those changes suggested by County Judge Randy Moore had the count of OSSFs (septic systems) in possible need of repair or replacement in the document, raised from 30 to 300. He explained how this will increase the amount of grant funding to be available in the future to assist the citizens of Fannin County with failing wastewater systems. Mr. Cowan also noted another change made to the wording in Appendix B: Calculations for Potential Bacteria Load Reductions, table 41, to better reflect the correct formula involved in estimating the potential annual bacteria load reduction and clarify grant funding eligibility. Mr. Cowan stated that the finished draft had been posted for the 30-day public comment period on January 31st with notification being made to the public via the media and other means (e-mail lists.) With the 30day public comment period having ended March 3, 2022, he said after 5 comments were received (all positive,) three from landowners and two from state agencies, he was pleased to announce that the document was ready to submit to the EPA for approval. In response to a question asked as to whether there would be a timeframe where if the plan was not successful in an adequate amount of bacteria reduction, the EPA would step in with regulations? Mr. Cowan emphasized that as long as there was a watershed protection plan being voluntarily implemented by the community, there was not a timeline involved where the EPA would step in with
regulatory action. When the discussion turned to the timeline for grant funding applications, Mr. Cowan noted that if the EPA approves of and accepts the Watershed Protection Plan, grant funds will be available on September 1, 2023. Breaking that down further, if EPA is accepted, TCEQ (Texas Commission on Environmental Quality) requests for grant applications can begin June 2022 and the TSSWCB (Texas State Soil and Water Conservation Board,) requests for grant applications may begin September 2022. During the conversation on grant application timelines, it was brought up that there are parts of southern Fannin County that fall within the Lake Lavon Watershed Protection Plan and as a result, those residing in that area are eligible to apply for current funding that is available for those willing to implement BMPs (best management practices) to assist in improving water quality within that watershed. Ryan Klose with NRCS has said that he would be happy to assist any within that area to apply for those funds and can be reached for further information at ryan.klose@usda.gov or by phone at 903-583-9513 ext. 3. David Cowan ended the last meeting by asking if everyone was in agreement with the changes made to the document he would be submitting to the EPA. Everyone was in agreement, and he expressed his sincere gratitude to those who had any part of, and those who had taken time out of their busy schedules, to assist in the worthwhile task of creating the Bois d’Arc Lake Watershed Protection Plan.

The Bois d’Arc Lake Watershed Protection Plan Meeting – Mission Accomplished
By Rose Schwartz
Wednesday, March 9, 2022, brought to a quiet close, a series of meetings involving the completion of a plan that is to be a county-wide effort to improve the quality of the waters existing in our area. Having begun with a full house “Public Kickoff Meeting” on June 9, 2021, Watershed Manager David Cowan had then first informed the interested citizenry of what a watershed was and why the need to protect it existed. His vast knowledge of watersheds coupled with persistent patience, paid off this week as he hosted this final meeting marking the successful completion of The Bois d’Arc Lake Watershed Protection Plan that will be sent to the EPA for approval before the voluntary, communitybased project can begin in its mission of repairing impaired bodies of water and improving the county’s water quality for years to come. Wednesday’s meeting, attended by a much lesser number of attendees than past meetings, began at 10:00 a.m. at the Derrell Hall Education Center. Mr. Cowan began the meeting by asking attendees to sign in, acknowledging those attending via Zoom, and thanking everyone for attending this final meeting. Stating there is a “completed full-on draft Watershed Protection Plan in hand” he noted how it ranges from detailing what a watershed protection plan is, to define what the roles are of all those involved in the plan is, to how the plan can be implemented and the resources that are available to make the implementation possible. Continuing, Mr. Cowan

Monday, March 7, 2022, Members of the Bois d’Arc Lake Zoning Commission met with members of the Lake Ralph Hall Planning and Zoning Commission to discuss the first draft of the Lake Ralph Hall Comprehensive Plan. Chairman of the Lake Ralph Hall Zoning Commission, Attorney Newt Cunningham called the meeting to Order at 8:30 a.m. He noted that this would be a joint meeting between the two zoning commissions in order that insights might be shared (largely from the Bois d’Arc Lake Zoning Commission members;) regarding the contents of the plan. 1. Discussion with Lake Ralph Hall and Bois d’Arc Lake Zoning Commissions: Mr. Cunningham began the discussion by asking County Judge Randy Moore, chair of the Bois d’Arc Lake Zoning Commission, for his thoughts. Judge Moore voiced his appreciation for both Commissions being able to come together and stated his belief, that the experience the BDALZC has had with the compilation and changes with their comprehensive plan, would be beneficial to the Lake Ralph Hall Zoning Commission. After some discussion, it was decided to first allow Mr. Harrison with Freese and Nichols, who had been very much involved with the Bois d’Arc Lake zoning process; to first give his presentation before sharing thoughts on the intricacies of the plan. 2. Daniel Harrison from Freese and Nichols will give a PowerPoint Presentation of the First Draft of the Lake Ralph Hall Comprehensive Plan: Mr. Harrison began his presentation noting the project team consists of his company working together with Fannin County and the Upper Trinity Regional District. The members on Lake Ralph Hall’s Planning and Zoning Commission are Newt Cunningham-Chair, Jerry Magness-County Commissioner Pct 3, Jan Cooper- Ladonia Mayor, Todd Akers-Ladonia Mayor Pro-Tem, John Ed Shinpaugh-Ladonia Area, Jaylen Wallace-Gober Area, Ricky Roberts-Gober
Area, Kyle Griffen-Trenton/ Leonard Area, and Walter L Goodwater-Bonham Area. He shared the timetable for the completion of the plan that began with the kickoff date of June 2021 and goes through the anticipated “plan adoption date” of August 2022. Noting that the first draft of the plan was put on the website on January 13th, he explained that there would be time for a discussion about possible edits during today’s meeting and proceeded with the slide show presentation. 3. Discuss the contents and recommendations of the Comprehensive Plan: Mr. Harrison showed various maps of the lake with colored lines and shaded areas designating the Lake Pool, Upper Trinity Riparian Buffer Zone, 125 ft offset, and the 25 ft Riparian Zone. After listing the history of the important changes that had happened in the area of the lake and detailing each step of the timetable needed to get to a finalized plan, he gave a summary of the information contained in each of the chapters of the plan. He noted the different public events and the website where information was provided to, and input was obtained from the Fannin County citizenry that inspired the Vision Statement that “Lake Ralph Hall is a Scenic Gateway to a Quiet and Peaceful Place, its community values preserving the area’s natural environment and providing quality homes and neighborhoods for current and future county residents with limited commercial development that complements the lake area.” After Mr. Harrison explained the guiding principles involved in arriving at the Vision Statement which basically represents the desire of the local citizenry to keep Lake Ralph Hall an area of low density in regard to the residential population that is not heavily commercialized, a spirited discussion began with a question coming from a member of the BDALZC asking why 125 ft was chosen to be a setback for development from the shoreline and who benefits from it. A recommendation was made that lake elevation be used for the determining of setbacks for

homes, a question of what would be considered a structure was posed (concerning the building of docks) and a statement was made about the “no vegetation control” directive within the Upper Trinity Riparian Zone and land owned by individuals, posing a problem with overgrowth around the lake in the future. The discussion prompted Mr. Harrison to note that the purpose of the meeting was to talk about these things and get the recommendation from the participants as to what was appropriate. With the question being raised several times as to how much input was received from the county in determining the guiding principles as opposed to the level of input coming largely from the Upper Trinity Regional District, Mr. Harrison noted that input was received from participants in past open house townhalls and he and his assistant with the help of Upper Trinity with technical questions, developed the plan based on that input received thus far. He noted though, that the goal was for the plan to be reflective of input received (a starting point) and what can be agreed upon from the zoning commissions as a collective before it is sent to the Fannin County Commissioners for approval. Noting that this is the first draft of the plan, Mr. Harrison emphasized that those things that need to be taken out, can be taken out; those things that need to be added, can be added; and those things that need to change in the layout can be changed. 4. Develop consensus on any revisions to the plan: Some of the commission members expressed concerns over the draft plan being one that would be too restrictive for economic development that would result in a low sales tax and property tax revenue. Commission member Jaylen Wallace responded to that criticism noting he was neither voicing support for or criticizing the plan but stated that “what Mr. Harrison is trying to put in this plan is what has come from county input through the open town hall meetings,” and the need for the commission members to look through the recommendations with an open mind

discussion began again with a commendation first made to Mr. Freese for his efforts to include the desires of the citizenry of the Town Hall attendees seasoned with concern for some things in the plan that needed tuning. Newt Cunningham said that it would probably be best for those who had not received a copy of the plan until the start of the day’s meeting, to get a copy so that going forward informed decisions concerning “economic concerns that need to be harmonized with the aesthetic concerns” can be made. More discussion ensued about marina development and a
Judge Moore speaking to ask that thought be given for security around the lake as Fannin County at this time does not have the resources to handle that. He noted water rescue would need to be addressed with a boat and housing for officers to patrol the lake. After more discussion over various topics was had, Newt Cunningham wrapped up the meeting by noting the importance of disagreeing about issues without being disagreeable and called the meeting adjourned at 10:33 a.m.

North Texas Municipal Water District Annual Report Shares Successes and Challenges Overcome during Fiscal Year 2021
WYLIE, TX – Feb. 28, 2022: The North Texas Municipal Water District (NTMWD) released its Annual Report for Fiscal Year 2020-2021 sharing numerous accomplishments as it continues to deliver vital water, wastewater and solid waste services in the North Texas region. All services continued without interruption despite the ongoing global pandemic, the historic winter storm, and an increasing population of the 2,200 square-mile area served by NTMWD. “We continue our more than 70-year commitment of regional service through unity,” said NTMWD Board President Phil Dyer. “This report highlights the extraordinary achievements of our dedicated employees in the face of numerous challenges, and shares the investments needed to ensure these critical services are available around the clock for the two million North Texans who rely on us to be good stewards of these resources.” The year began with a major milestone to serve our growing population with the start of construction on the Sister Grove Regional Water Resource Recovery Facility, located on
a 1,000-acre site east of McKinney. This new facility will serve some of the fastest growing cities in the northern part of our regional wastewater system. In the Spring, NTMWD began to impound (capture water) in 16,641acre footprint of Bois d’Arc Lake. It is the first major reservoir in Texas in more than 30 years and necessary to prepare for the future growth of our service area. In May, the NTMWD Board of Directors selected the District’s newest executive director and general manager, Jenna Covington. “I continue to be honored to lead this team of dedicated professionals providing critical safe, reliable water, wastewater and solid waste services to our region,” said Covington. “We are in a strong financial and organizational position, and I am confident in the District’s ability to meet our responsibilities for the millions of North Texans counting on us today and in the future.” Download the Fiscal Year 2020-2021 Annual Report.

The Praising Of God By Mike Dickison (Minister of the Ivanhoe Church of Christ) While many refuse to believe in God, some today desire to praise Him. We see people wanting to praise God, but simply not knowing what it means to praise or glorify God. We find great examples of praise to God in the Old and New Testaments. David encourages our praise to God, “And my tongue shall speak of thy righteousness and of thy praise all the day long” (Psalm 35:28). And again, “Seven times a day do I praise thee because of thy righteous judgments” (Psalm 119:164). Paul and Silas “prayed, and sang praises unto God: and the prisoners heard them (Acts 16:25). We ARE to praise God, but HOW is God praised? Our words are an important part of Worship. A declaration is involved with praise; “Saying, I will declare thy name unto my brethren, in the midst of the church will
I sing praise unto thee” (Hebrews 2:12). Good works show praise unto God. “Being filled with the fruits of righteousness, which are by Jesus Christ, unto the glory and praise of God” (Philippians 1:11). Christ said, “Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven” (Matthew 5:16). We praise God by giving ourselves over to him, to be consecrated. Paul declares that Christians “are bought with a price: therefore glorify God in your body, and in your spirit, which are God’s” (1 Corintians 6:20). We are redeemed “with the precious blood of Christ, as of a lamb without blemish and without spot” (1 Peter 1:20). We praise God with our voices, our good works, by bearing fruit, by keeping His word, and by giving ourselves to His purpose. May we all strive to PRAISE GOD.

Mark your calendar for Saturday, March 19th for our annual clean-up day. In case of inclement weather, we will meet the following Saturday. Members are asked to begin clean-up at the Allens Chapel Cemetery at 8am, then proceed to the Vineyard Grove Cemetery to continue removing limbs, faded flowers and broken containers. North Texas Municipal Water District’s Bois d’Arc Lake is now on federal map
WYLIE, TX – Feb. 21, 2022: The North Texas Municipal Water District (NTMWD) has a legacy going back more than seventy years to meet the region’s needs today and tomorrow. As part of that vision, discussions began in the 1980s for a new water supply reservoir
to do just that for our growing population. Fast forward more than four decades and another milestone is reached as NTMWD is on the brink of realizing that vision for the nearly two million North Texans we serve – the name Bois d’Arc Lake has been officially recognized by the U.S. Board of Geographic Names (BGN) of the U.S. Department of the Interior (DOI). While to many, this may seem nothing more than a clerical action, however this important federal recognition

helps meet our service area’s water needs, Bois d’Arc Lake also provides economic benefits and recreational opportunities in Fannin County and surrounding areas.” The 16,641-acre lake is in the final phases of construction and located northeast of the city of Bonham in Fannin County. Named after the Bois d’Arc tree abundant in the area and a familiar creek with the same name, this is the first new major reservoir in Texas in over 30 years. Rainfall and flows from Bois d’Arc Creek will be the primary source of water for the new lake. NTMWD began impounding (or holding) water in the lake in April 2021 and is on schedule to begin delivering treated drinking water later this year. The remaining major construction efforts close to completion include work on the two-mile long dam, water

along with previous approval by the Texas Geographic Names Committee, means Bois d’Arc Lake will be included on the Federal Map of geographic names and formally recognized by various federal and state regulatory agencies. “Official recognition for the name Bois d’Arc Lake honors the local history and recognizes the positive impact the lake will have on North Texas into the future,” said Jenna Covington, Executive Director of NTMWD. “While this critical project

treatment facilities, 60 miles of water pipelines, and over 17,000 acres of environmental and habitat improvements to offset the footprint of the lake. Environmental enhancements include planting of five million trees, stream restoration and reestablishment of natural wildlife habitats. Economic studies for Fannin County project 2,400 new, long-term jobs, property taxes on new housing adding $1.9 million in revenue, $3.9 million annually to school district revenues, $303,000 per year to local sales tax revenues, and $183,000 annually hotel occupancy taxes. Working with Fannin County officials, NTMWD has developed a shoreline management plan for development and land use around the lake. NTMWD is partnering with Texas Parks and Wildlife
(TPW) on recreational opportunities including boating, fishing, and hunting. NTMWD constructed three public access boat ramps with day-use picnic areas which remain closed until the lake is complete and meets all safety requirements to open. All recreation activities on Bois d’Arc Lake will follow state regulations as determined by TPW. Boating, fishing and hunting are prohibited at this time. NTMWD will notify the public when the lake is open. “We look forward to a day hopefully soon when we can celebrate this great achievement for North Texas,” said Covington. “Bois d’Arc Lake has been many decades in the making, and it will provide the essential water supply needed as well as outdoor fun for generations to come.” Learn more at www.BoisdArcLake.org.

Sunday Morning Re-take
Hello everyone! We had another wonderful service in God’s house Sunday morning! This week I am reminded of the great commission that was given to us in Matthew 28:18-20. 18 And Jesus came and spake
unto them, saying, All power is given unto me in heaven and in earth. 19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:

20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen. We are commanded to spread the Gospel whenever, wherever, and however we can, whether it is through preaching, teaching, in song, or witnessing. Some may be receptive to it, and some may not, but my prayer is that most will be receptive to it. Why anyone would not want to accept the Gospel, or the gift of salvation, is beyond me. However, if just one soul gets saved, then our efforts will not go in vain. For our hymn this week, I turn to a classic hymn written by Louisa M. R. Stead in 1882. ‘Tis so sweet to trust in Jesus, Just to take Him at His word; Just to rest upon His promise, Just to know “Thus saith the Lord.” Jesus, Jesus, how I trust Him! How I’ve proved Him o’er and o’er! Jesus, Jesus, precious Jesus! O for grace to trust Him more!” If you are looking for a good church home, we invite you to come visit and worship with us here at Central Baptist Church! Call Us
By Scott Finley Does anyone remember the old days of being “on call?” Way back when you carried a pager instead of a smart phone? You would receive a number to call, and then you had to find a phone to use. When was the last time anyone saw a pay phone? Some fancy pager models would even let you type in a line or two of text on a very tiny green screen. It’s estimated that there were 61 million pagers out there by 1994. Now, pagers are as dead as the dinosaur – and all because of the advent of the cell phone, better known as the smart phone. Still, for those who had one, pagers made us feel instantaneously connected, even though we really weren’t. The idea that someone could get a message to us, no matter where we were, was exciting. Now, we just take it
for granted. Something that’s never taken for granted, though, is a call to the Alzheimer’s Association 24/7 Helpline at 1-800-272-3900. It doesn’t matter what time of the day or night the call is made, the phone will be answered by a real live human. Support staffers speak not only English, but Spanish, Chinese, Hindi and many other languages. You’ll speak with a specialist or master’s-level clinician in complete confidence. No matter what your question, you’ll find an answer. Our Helpline staff can address memory loss, dementia, and Alzheimer’s disease. They can talk with you about medication and treatment options that may help with cognitive and behavioral symptoms for a time. They can offer strategies to reduce caregiver stress, and tips for providing quality care. They
can even refer you to local community programs and services, and much more. Do you need a TRS (Telecommunications Relay Service) operator? Dial 7-1-1. Please note that our Helpline staff does not perform diagnosis. If you or someone you care for is having memory problems, please see your doctor. The Alzheimer’s Association 24/7 Helpline is supported in part by a grant from the Administration on Aging, U.S. Department of Health and Human Services. Meanwhile, you can always get the latest information about the Association’s COVID-19 guidelines for Alzheimer’s and dementia caregivers in long-term or community-based care settings here: https://alz.org/ professionals/professionalproviders/coronavirus-covid-19-tips-for-dementiacaregivers

Hayes Equine -It Is Almost Spring!! 10/5/21 ultrasound to measure follicle size to determine when the semen should be ordered. PRE-FOALING Pregnant mares should be vaccinated with 7 Way and rabies 1-2 months prior to foaling. There is currently no tetanus vaccine available for the foal, so it is very important to give the pre-foaling shots. Check to confirm the mare’s vulva was not sutured after breeding. If so, it must be opened by a veterinarian. Udder development begins 3-4 weeks before foaling and the milk drops during the last week. This is when you can get milk from the teat for testing. Using a foaling prediction kit (ph strips) to test her milk will keep you from needlessly missing sleep. The strips are very accurate. When the strip turns green, expect her to foal. FOALING When the mare is in labor, she may be restless, not eating, pacing, getting up and down, rolling, looking at her sides, sweating and dripping milk. When the water breaks, she will discharge a large volume of pink, watery fluid. Within 5 minutes, the amniotic sac appears and will look like a white bubble filled with fluid. DO NOT INTERFERE! Both front feet should appear in the sac, one just behind the other. This will be followed by the nose on top of the legs, and the mare will probably be down straining. She should then push the shoulders and chest of the foal out, giving one last push to expel the hindquarters. If the sac has not been removed from the foal’s head and nose, break the sac and clean the nose to allow the baby to breathe. Leave the mare and foal alone! Once the mare stands, the umbilical cord will break. Treat the foal’s umbilical cord with diluted betadine or chlorhexidine. The foal should stand within the
hour, often after several failed attempts. You may assist it at this point. He/she should be standing and nursing within 2-3 hours. It may take several attempts to find the teat. Bend down and look to be sure the foal is nursing. Gulping audibly (swallowing) indicates successful nursing. The mare should pass the placenta with 4 hours after foaling. WHEN TO CALL THE VET At foaling, if there are no feet 20 minutes after the water breaks, the foal may be out of position. If the mare does not pass her placenta 4-6 hours after foaling the vet will need to remove it. DO NOT PULL ON THE PLACENTA! You could pull the mare’s uterus out which is life threatening. Watch the mare for any fever

that virtually eliminate waste. If your horse has shoes, it is recommended to use the net inside a feeder. Chopped hay or hay cubes are more expensive than baled hay but the quality is very good. Feed 7-8 lbs am and pm, which is equivalent to 10 lbs (2 flakes) of hay. Beet Pulp is inexpensive but is not without risks and requires more labor. YOU MUST SOAK IN WATER FOR 30 MINUTES, OR THE HORSE WILL CHOKE. 1 lb of dry beet pulp can be substituted for 2 lbs of hay (which is 2 ½ lbs of beet pulp for 1 flake of hay). Mix two parts water to one part beet pulp and soak for 30 minutes prior to feeding. Warm water is absorbed more quickly than cold water. BREEDING AND FOALING SEASON Most mares are late having their first heat cycle due to the ice storms. Unless your mare has been under lights, April will most likely be the time to begin preparing for breeding. An ultrasound should be performed to examine the mare’s ovaries to see if she is actively cycling, still shut down (anestrus), or in transition. The ultrasound will allow the Dr to determine if a Prostin (Lutealyse) injection can be given to bring her in to heat. When in heat, a uterine culture is strongly recommended. This is to confirm the uterus is free from infection prior to breeding. If the culture is not “clean”, the uterus must be treated with antibiotics, then re-cultured to confirm there is no infection remaining. If breeding with shipped semen, the Dr will need to know stallion collection days and a contact phone number to order semen. When your mare is in a good heat cycle, it is preferred that you leave the mare at the clinic. She will need a daily

VACCINATIONS Hayes Equine - March 22 Newsletter Spring is the preferred time to give yearly vaccinations to your horse. This ensures it has the highest level of protection when it needs it the most. Your horse’s individual needs will determine which vaccine is recommended. 1. Core Vaccine. This Zoetis product contains Eastern and Western Encephalitis, Tetanus, West Nile and Rabies. It does not include Rhino Flu which is transmitted from horse to horse. Core Vac is a good choice for horses that are in a closed herd environment (no outside exposure). It is also given to foals when they are started on a vaccination program. 2. Rhino Flu Vaccine. This is for the prevention of respiratory sickness. Rhino is the EHV1 Herpes virus. It is recommended that this vaccine be given every six months, especially to horses with high-risk exposure. 3. 7 Way Vaccine. This combination vaccine has East and West Encephalitis, Tetanus, West Nile, Flu, Rhino. Equine activities will be starting up soon, so be sure your horse is protected. Call the office to set up a weekday appointment or come in on Saturdays between 8am till noon. No appointment required! HAY SOLUTIONS This time of year, it is tough to find affordable quality hay. Using a slow feed hay net will decrease waste. These nets have smaller openings then standard nets. The amount of hay in each bite is restricted, so hay lasts longer. It also mimics grazing, and helps to prevent impaction colic and ulcers. If you feed round bales, Hay Chix manufactures slow feed nets
If the foal isn’t nursing in 3 hours or stops nursing (a dripping udder is a sign) call the vet. If the foal acts colicky, or is straining to have a BM, it needs enemas. MARCH CASTRATION SIGNS: MARCH 24-30
or pus discharge that develops. She could have an infection and/or partially retained placenta and will need to be flushed out. Your vet may recommend Banamine after foaling if the mare is uncomfortable or showing signs of colic. Make sure the foal is nursing.

Game Warden Field Notes
Something Fishy on the Menu Game wardens wrapped up an investigation into a Bastrop restaurant illegally selling white bass caught in public waters in Lee County. The subjects first denied selling the fish, but when confronted with their “fresh fish for sale” postings on Facebook, along with photos of the fish, they quickly changed their story and confessed. Seventy-seven white bass were seized and citations were issued. Putting Out the Cat Game wardens in northeast Texas were recently patrolling at night while four separate predator hunting tournaments were taking place simultaneously in surrounding counties. Using a twist on the “Bucky the deer decoy” setup wardens have relied on for years to catch road hunters, they put out a bobcat decoy. It didn’t take long before a tournament participant came along and shot the decoy with a rifle from a public roadway. Multiple cases are pending. Facebook Advertising Works Game wardens received an Operation Game Thief crime stoppers call alleging an individual was trying to sell an alligator on Facebook. Wardens quickly determined the man was actually looking to sell the rifle pictured in his post, not the alligator, which still begged the question “Where did he get the gator?” Wardens continued the investigation and learned the individual harvested the alligator illegally in San Jacinto County. During an interview on April 13, wardens gained a full confession from the individual. Appropriate charges and restitution were filed. Forged Bill of Sale, Priceless Game wardens in Grimes and Robertson counties followed up on a tip that an individual had forged signatures on a boat title and bill of sale. After interviewing the subject who submitted the documents, it was discovered that he did submit a fake bill of sale written by a friend and changed the amount of which he paid for the boat. Charges of tampering with government documents with intent to defraud or harm (2nd degree felony) and forgery (3rd degree felony) are pending. A Series of Poor Choices At about 11 p.m. on April 7, an Uvalde County game warden was patrolling near Utopia when he noticed a vehicle
driving slowly in a church parking lot outside of town. Considering the hour and location, the warden initiated a traffic stop on the vehicle. The vehicle left the scene at a high rate of speed, and the warden pursued for a short distance. The vehicle came to a sudden stop after making a sharp turn which caused the bead on the tire to break and the rim to embed into the pavement. The rear of the vehicle spun around 180 degrees, breaking the bead on one of the back tires, causing it to deflate also. The warden made contact with the 16-year-old driver and 14-year-old passenger. The juvenile driver said he fled because he had beer in the truck. Charges are pending against the driver. Shooting from the Passing Lane A Dallam/Hartley County game warden received a call about someone in a vehicle shooting at pheasants from a county road. With assistance from Dallam County Sheriff’s Office and a DPS trooper, the vehicle was stopped and the driver and his 13-year-old son admitted to hunting and shooting at a pheasant from the road. Citations for hunting during a closed season, hunting from

a public roadway, discharging a firearm from a public roadway and not having hunter’s education certification were filed.

Week of March 9, 2022 (TPWD)
Cooper GREAT. Water lightly stained; 47 degrees; 4.25 feet low. Fish between cold fronts for best success. Blue catfish are good on fresh cut shad. Channel catfish are good on prepared baits. Report by Johnny Ward, Ward’s Catfish Guide Service. Fork FAIR. Water Stained; 46-47 degrees; 6.38 feet low. The crappie bite has been good on Lake Fork the past week on both minnows and jigs. Water temperatures are on the rise and fish are on the move. Right now you can still catch numbers of fish in 35 feet of water and deeper on timber, suspended and roaming. A few bigger fish being caught in the mid range depths around 18-25 feet of water. Getting a few reports of a handful of crappie in shallow water less than 10 feet, but the general consensus is the spawn is still a few weeks out. The low lake levels will create new challenges due to exposed timber on the shallow north end. The next few weeks will show just how difficult it may be to get to some of those bigger fish that push up into 5-18 feet of water to spawn. Lake Fork is still one of the premier crappie lakes in the country and I expect we will see some huge crap-
pie being caught for the next two months. Report provided by Jacky Wiggins, Jacky Wiggins Guide Service. Bass are good on square bills and chatterbaits around ditches and big wood in 4-6 feet of water, chatterbaits in 3-5 feet of water, creature type baits and Texas rigs are good in 3-5 feet of water on big wood and lay downs, and Viper XP jigs in 3-5 feet of water on big wood and near drop-offs. Ray Roberts SLOW; Water lightly stained; 47 degrees; 0.73 feet low. Blue catfish and channel catfish are good in 3-10 feet of water using cut shad. Crappie are good in the main creek channels bridges and structure. Largemouth bass are good on structure in 15-18 feet of water using umbrella rigs. Tawakoni GOOD. Water lightly stained; 55 degrees; 2.39 feet low. Light winds and sunny skies have the fish on the move. The striped bass and white bass have begun a late move up the lake, and we are seeing fish as far as the mouths of the creeks in 25-30 feet of water. Swimbaits and small flukes continue to put fish in the boat and 25-30 feet of water. Crappie are fair on bridge pilings and mid depth timber using jigs in gray ghost
and white and chartreuse are working well. Large trophy blue catfish have been slow this past week. Look for these fish to turn on in shallow timber 2-10 feet of water. Eater sized fish in the 2-4lb range are stacking up on main lake points when the wind blows. Cut shad has been the ticket. Largemouth bass are good in extreme shallow water on the far north and west ends of the lake. Weightless flukes and small shallow water crankbaits around lay downs and potholes are working best. Texoma GOOD. Water lightly stained; 49 degrees; 1.30 feet low. The spawn is approaching and bass are seeking shallow warmer water working river ledges, drop-offs and humps biting on swimbaits. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are good in 60-75 feet of water using live bait. Success in 15-25 feet of water deadsticking flukes. Blue catfish are good in 5-20 feet of water on cut shad, carp and drum. Crappie are staging in 15-20 feet of water on structures. The warmer weather could push them shallower to spawn. Report provided by Trey Franklin, Tight Lines Guide Service.

NOTICE OF REQUIREMENT TO COMPLY WITH THE 3/15/22 SUBDIVISION SERVICE EXTENSION POLICY OF DESERT WATER SUPPLY CORPORATION Pursuant to Section 13.2502 of the Texas Water Code, Desert Water Supply Corporation (WSC) hereby gives notice that any person who subdivides land or requests more than two water service connections on a single contiguous tract of land within the retail 3/15/22 public water utility service area (“service area”) of Desert WSC must comply with the Developer, Subdivision, and Non-standard Service Requirements (the “Subdivision Policy”) contained in Desert WSC’s duly adopted Tariff. The service area of Desert WSC covers parts of Collin County, Fannin County and Grayson County, Texas, and is more particularly described in Certificate of Convenience and Necessity No. 10158 issued by the Public Utility Commission of Texas (PUC) or one of its predecessor agencies. The phrase “subdivides land” includes the division or re-division of any tract of land into two or more tracts or lots for which a plat is required or for which a plat will be recorded pursuant to either Chapter 212 of the Local Government Code or the duly adopted plat and subdivision regulations of any county or municipality with jurisdiction. Desert WSC is not required to extend retail water utility service to a service applicant in a subdivision when the developer of the subdivision fails to comply with the Subdivision Policy. Among other requirements, the Subdivision Policy requires the developer of a subdivision in Desert WSC’s service area to: — complete a non-standard service application; — submit an approved final plat showing the property to be served; — pay a Service Investigation Fee; and — enter into a non-standard service contract with Desert WSC. Depending on the level and type of service requested by a developer, the Subdivision Policy may impose additional requirements including: — service inspection and evaluation by Desert WSC’s engineer of service needs and impact a proposed subdivision and service extension will have on Desert WSC’s water system; — payment of fees for reserving water supply capacity; — forfeiture of reserved water supply capacity for failure to pay applicable fees; — payment of costs for constructing improvements to Desert WSC’s water system that are necessary to provide the water or service requested for a subdivision; — construction of water transmission facilities and other improvements within the subdivision according to Desert WSC approved plans and specifications; and — conveyance and/or dedication of water system improvements to Desert WSC by the developer following inspection and approval by Desert WSC. Be advised that certain tracts of land in Desert WSC’s service area may be subject to water system improvement construction cost reimbursement agreements. It is the responsibility of developers to contact Desert WSC by telephone (903-364-1016) or by email (mgr@desertwsc.com) to determine whether a tract of land is subject to a reimbursement agreement.

Champions Crossland, Passanisi, Westbrook top Fannin County State-bound girls lifters
CHICO -- Regional champions Avery Crossland, Jordan Passanisi and Sara Westbrook led several Fannin County school girls who qualified for State powerlifting competition on Thursday, March 17, in Corpus Christi. Crossland, a Leonard senior, repeated as the Region VI Division III champion in the 259-plus division. Passanisi, a Bonham senior, won the 198-pound competition at the same regional to qualify again. Westbrook, a junior, won the 105 division to advance -- 220 squat, 140 bench, 230 deadlift, 590 total -- for Leonard, which finished second as a team with 21 points. Dodd City sophomores Jaden Mahar (11) and Ethan Barnard (21) play defense on March 5. Story and photos By Rich Hilliard MANSFIELD -- First-year Dodd City head coach Mike Scarbrough has had plenty of experiences in the environment that is the boys’ basketball regional finals. His previous teams at perennial powerhouse Nazareth frequently played at that stage of the basketball postseason -- en route to winning State championships, a few times. Conversely, Dodd City’s Hornets had not played in a regional final in boys’ basketball -- in a decade. In the postseason in 2022 for a sixth-straight season, their previous five advances had been stopped prematurely in the area round -- the last three via Slidell, the Class 1A champion in 2019 and a State finalist the last two seasons. Things changed during this postseason -- Dodd City, in the area round, defeated Slidell, 59-39, on Feb. 25.

Dodd City junior Ashton Balvin (2) controls the dribble on March 5.
The Hornets followed with a 51-24 win over PerrinWhitt in the third round on March 1 -- assuring a trip to the Region III-1A boys’ basketball tournament. A win over Lingleville, 4731, on March 4 in the regional semifinals advanced Dodd City to that stage -- familiar to their new head coach, but unfamiliar to the school in boys’ basketball since 2012. Graford on March 5 held off Dodd City, 30-27, to earn a trip to State -- leading throughout the regional final, but challenged constantly during the last three quarters by the Hornets. Double-digit leads -- 12-2 after one quarter and 14-4 early in the second -- never reached that much again. Ashton Balvin’s falling buzzer-beating jumper cut Graford’s halftime lead to 14-10. Dodd City stayed within a few possessions of the lead in the second half -- once whit-
tling the deficit to two points late in the third quarter on an Aydan Balvin basket and thrice to three points in the fourth on baskets by senior Gunnar Wilson. The Hornets, a district champion this season for the first time since 2019, finished their year with a 30-8 record -- state-ranked since the release of pre-season polls by the Texas Association of Basketball Coaches in October. “A lot of times, the first year is the roughest -- they [the players] don’t buy in, “ said Scarbrough, “but that was not the case this year. “From Day 1 back in June, I told them [the Hornets] they needed to get in the gym. In the fall, I told them they needed to come to open gym,” he said. “They did everything I’ve asked. “It’s good for them to experience this. They got to see [the result] of all their hard work.”
