County Judge Randy Moore called to order a Special Meeting of the Fannin County Commissioners Court Tuesday, March 9, 2021 at 8:50 a.m. Quorum was established as all Commissioners and County Judge were present. 2. Hold and Attend a PUBLIC HEARING to hear comments regarding Zoning text amendments of the Lake Zoning Regulations including Definition changes – Sec. 10.18 R, Subsection 203 – Additions, Subsection 204 and Chart Changes & Corrections, Section 8.02: Judge Moore began by stating that anyone desiring to comment on the Lake Zoning Changes going into the Bois D’Arc Lake Zoning Regulations Manual,
would need to do so on Zoom by first stating their name and address. Fannin County Development Service Director Di Hopkins would answer questions regarding the amendments to be added to the Manual. Di explained that the first amendment was regarding a definition added to clarify what an RV Park is and how a limit of 60 Calendar Days stay will be allowed. The second definition she said defined “Recreational Vehicle”, how big it can be and what condition it must be in. Also, she said an amendment addressed the conflict with all the laws and exceptions. Resource Environmental Solutions (RES), a national expert in environmental restoration, was hired to return these acres to their natural, preagricultural condition and to maintain, measure and monitor its success until N T M W D ’s permit requirements are met. That could take up to 20 years. To accomplish their work, RES hired a number of local residents to work on the project, and the project team has worked closely with officials in Fannin County. Status of
Environmental Improvements: Environmental enhancements at the two locations began in August of 2018 and are on track to wrap up completely by 2023. Work at Riverby Ranch: Riverby Ranch is a 15,000-acre former ranch located about seven miles upstream, or northeast, of Bois d’Arc Lake. In addition to planting/creating of millions of trees, thousands of acres of grassland and thousands of acres of wetlands at Riverby Ranch, all stream restoration associated with Bois d’Arc Lake is taking place on this site. Improvements are complete at Willow Branch Creek, which runs through the center of the Riverby Ranch area. The
creek carries two-thirds of all water that falls within the ranch’s watershed and is the heartbeat of the local ecosystem. By the end of 2020, teams had restored: six miles of the main Willow Branch channel, 11 miles of Willow Branch Creek tributaries. The river had been previously channeled, or straightened, to move water off of the land so cotton could be grown. NTMWD’s mission was to return this river to its original, healthy state. This included restoring 1) its wavy, winding configuration and 2) its healthy river profile. Here are the Key Steps: Identify where the creek ran before it was channelized and choose how to block off or fill the old
channel. Decide on the best river profile and how to add back curves to slow water flow and improve water quality. Dig out the new riverbed in the identified location. Strategically place and cover natural materials to help the restored creek bends hold their shape. This includes hay bales (made of native grass), tree trunks, rock, antierosion netting and live stakes (local tree cuttings that will grow into full trees). Plant trees roughly 100 feet on either side of the new creek to keep heavy rains from eroding its banks. Additionally, some additional, minor improvements are being made to Ragsdale Creek, which also runs across a part of the ranch. The restoration work on Willow and Ragsdale Creeks will have two major benefits. It will: Provide much better quality water to the Red River—benefitting the watershed. Hold rain in the local water table longer to nourish the new wetlands, trees, bushes and grassland elsewhere on the Riverby Ranch site. A healthy river system is key to making sure all other improvements are successful.

Fannin County Master Gardener Rain collection barrels can be made low tech, almost no tech, made from readily available materials. Metal or plastic barrels in varying sizes can be found, new or used. Caution on used barrels, be sure they are clean and have not been used for toxic chemicals. To determine the size and how many barrels to use, calculate the square footage of the building, including easement from roof overhangs, and multiply that number by 0.6234 to esti-
mate the number of gallons of water that would be collected in a 1-inch rain. For example, from a 5-foot by 5-foot building, 15.6 gallons of water in a 1-inch rain could be collected. To prepare the barrel, remove all or half of the lid. Use an excellent quality hose bibb, metal fixtures like outside home faucets are best. Drill a hole in the barrel to place the faucet in. Put it as low as possible to access water at the bottom, but also remember room is needed to attach a hose to the faucet. Secure the faucet into the hole with rubber washers and waterproof caulking.
Look for the most optimal collection site to set a rain barrel. Ideal locations include where a stream of water rolls off the roof, whether under a gutter downspout, or perhaps where two sections of the roof come together. Elevate the barrel to improve water pressure. Cinder blocks can be built up to the desired level, then several boards placed across the blocks for support. Seasonal considerations include winter freezes and warm weather mosquitoes. In the autumn, toss a piece of untreated wood in the barrel. It will float, breaking the surface tension and hopefully gives the ice a place to heave instead

LEWISVILLE, TX – March 11, 2021: As part of the U.S. Environmental Protection Agency’s (EPA’s) WaterSense® program’s annual Fix a Leak Week from March 15 - 21, Americans are encouraged to “Take the 10-Minute Challenge” to help put a stop to the nearly 1 trillion gallons of water wasted from household leaks each year. In support of Fix a Leak Week, Upper Trinity Regional Water District is encouraging residents and others to find and fix leaks. “Leaks can account for nearly 10,000 gallons of water lost in an average home every year—the amount of water it takes to wash 300 loads of laundry,” said Larry N. Patterson, Executive Director or Upper Trinity. “As a WaterSense partner, we are encouraging residents to find and fix leaks to save water in our community. This is especially important now given the damage that may have occurred to pipes during the harsh freezing temperatures that North Texas experienced just a month ago.” To help save water for future generations, Upper Trinity is asking consumers to spend 10 minutes to check for leaks inside and outside their home or apartment, and then to twist and replace as needed: ° Check for leaks. Look for
dripping faucets, showerheads, sprinklers, and other fixtures. Also check toilets for silent or slow leaks by putting a few drops of food coloring into the tank, waiting 10 minutes, and seeing if color appears in the bowl before you flush. Don’t forget to check the irrigation system valves, connection points, sprinkler heads, and outdoor faucets too. ° Twist and tighten hose and pipe connections. To save water without a noticeable difference in flow in your bathroom, twist on a WaterSense labeled showerhead and faucet aerator. ° Replace the fixture if necessary. Look for WaterSense labeled products, which are independently certified to use 20 percent less water and perform as well as or better than standard models. In many cases, fixture replacement parts pay for themselves quickly and can be installed by handy do-ityourselfers or local plumbing professionals. After an in-depth discussion, Judge Moore noted this issue would be addressed in the Regular Meeting and as there were no other comments, asked for a motion to end the Public Hearing. Motion was made by Commissioner Lane, seconded by Commissioner Magness and Public Hearing was adjourned at 9:02 a.m. On the same day at 9:03 a.m., County Judge Randy Moore called to Order the Regular Meeting of the Fannin County Commissioners Court. Quorum was established as all Commissioners and County Judge were present. Invocation was led by Pastor Brian Lackey of the Lannius Church of God and Pledges were led by County Judge Randy Moore. 4. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: County Judge Randy Moore stated that added to the Disaster Proclamation is Executive Order GA32 which goes into effect as of 12:01 a.m. tomorrow. He continued by reading an excerpt from the Governors executive order which read: Executive Order GA17, 25, 29 and 31 are rescinded in their entirety. This Executive Order shall supersede any conflicting order issued by local officials in response to the Covid-19 Disaster but only to the extent that such a local order restricts services allowed by this Executive Order or allows gatherings restricted by this Executive Order. This Executive Order supersedes Executive Orders 19, 25, 29, 31 and 32. It does not supersede Executive Order GA10 and GA13. Judge Moore said that basically the Governor removed all restrictions as of tomorrow, and restaurants can go back to 100%. Judge Moore also stated that as of 2:25 p.m. Monday, there were 3,236 total cases, 32 active cases with 4 of those in prisons, 3,164 recovered cases, 102 fatalities and a hospital rate of 6.6%. Though he is encouraged with current numbers and he agrees with the Governor; he continues to urge caution with wearing masks in groups of people you don’t know, hand washing and social distancing. Discussion, consideration and action regarding the Fannin County Covid Vaccine Call Center: Fannin County Emergency Management Coordinator Troy Hudson responded to a comment/ question that came over via Zoom from a citizen in Honey Grove inquiring if someone at the Call Center could speak Spanish and if a handout could be composed in Spanish detailing how to get the vaccine and have it posted to the county website and Facebook. Mr. Hudson said there was an employee at the Call Center who could speak Spanish and Judge Moore asked his Administrative Assistant Lisa Loiselle to get with Troy Hudson to create information for the websites. Mr. Hudson then went on to give a report of a decrease of those getting tested and believes the State will be re-evaluating to see if free testing sites should continue. He further stated that about 10,000 doses have gone out from TMC alone without counting those being administered in other facilities. He noted that since we are a Hub, residents of other counties are being serviced as well as Fannin County with the majority of people served being from Fannin County. Five hundred doses are scheduled for today and tomorrow. Mr. Hudson asked the Call Center be extended to April 13. Motion was made by Commissioner Lackey to extend it to Friday, April 16 as April 13 falls on a Tuesday. Motion was seconded by Commissioner Self and passed. 8. Discussion, consideration and action to extend the Fannin County Declaration of Local Disaster related to Extreme Winter Weather: Troy Hudson gave reasons why this Declaration was no longer needed, no action was taken and Declaration was allowed to expire. 9. Discussion and update regarding Courthouse Restoration: Judge Moore said that an update of work was not received but it was noted by County Auditor Alicia Whipple that a second shipment of windows was being unloaded today and a discussion ensued of the visible progress including column work, aesthetic chimneys, stone work and

for month ending February 28, 2021: Director of finance Dave Struchtemeyer gave a report detailing the reduction of city debts, including the water sewer debt by the Semi-Annual Debt payments. He noted all departments were experiencing a favorable variance in medical insurance due to lower claim volume. He explained the favorable & unfavorable variances in the General Fund Revenues and Government Services, added that both are expected to be within budgeted amounts by years end. He added that some of the unfavorable variance in Water and Sewer Revenue is expected to be recovered after new meters are completely installed. There were no questions and motion was made to accept his report. Motion was seconded and passed. 3. Citizens Opportunity to Speak (The City Council invites persons with comments of observation to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.): Citizen living on North Main Street in Bonham had questions regarding upcoming election. He stated he was a candidate for City Council in the vacated Ward 3 seat and wanted to know; why you could be, not a councilman because you resigned your seat, and be the mayor. In addition, he wanted to know why some who are running for different seats had to resign their seats while others did not. City Secretary Heather Stockton asked to be allowed
She stated that H.L. Compton was moved up to mayor due to Mayor Roy Floyd’s resignation. She explained how the position of “mayor pro-tem” automatically moves to the mayor’s seat in the event of a mayor’s resignation. And since Wayne Moore’s seat was already up for election, he did not have to resign as his seat would be filled this coming election whether he ran for another office or not. In the case of former Councilman Rodriguez who is running for mayor in the upcoming election, he had to resign because his term would not have been up at the time of elections and a special election had to be ordered to occur at the time of the general election at a cost of five thousand dollars to the city instead of the ten to fifteen thousand dollars it would cost the city to have the special election at a date other than the date of the general election. She further explained that if his seat would have been up for re-election, he would not have had to resign. 4. Presentation of plaque to Employee of the Quarter: City of Bonham Human Resource Director Brad Nichols gave a quick run-down of how Bonham employees; unlike other cities’ employees, were able to maintain their jobs (with the exception of a one-day state mandated shut down) and expressed his deep appreciation and pride of their dedication to their jobs and the city. However, with the Employee of the Month program changing over to Employee of the Quarter and the time to choose was at hand, he could only choose one person to honor with that title. Bonham’s Fire Department Battalion Chief Chris Hughes had a good deal to do with enabling everyone to
employees obtain eligibility to receive the Covid Vaccine. He was able to do this through the knowledge of eligibility for the vaccine due to his additional duties as Bonham’s Emergency Management Coordinator. He has also worked tirelessly in helping to get vaccines to everyone requesting them in Fannin County. Choosing him as Bonham’s first, Employee of the Quarter, was not a difficult decision. Battalion Chief Chris Hughes has been with the BFD since 2004 and with Emergency Management since 2016 and is certainly deserving of the honor awarded him. 5. Consider and take action to ratify the action of the BEDCo Board to: A. Provide $40,300 in partnership with the city towards the purchase of a Wastewater Model for Bonham Utilities to better prepare for city wide growth, and B. Approve an incentive not to exceed $88,150 for ASF Modular, Inc. to retrofit a Fire suppression system and other building modifications at 1530 Texas Ave to comply with city building codes requirements and/or facilitate ASF Modular’s expansion to Bonham, and C. Approve amendments to BEDCo’s FY 2021 budget in the amount of $84,375 to fund A & B above: Executive Director of Bedco Steve Filipowicz gave a breakdown of what Bedco’s contribution; in partnership with Bonham would be to fund section A & B. He gave a nod to Dr. Dean with ASF Modular, Inc., who attended the Council Meeting. Mr. Filipowicz stated that ASF Modular, Inc. will over a course of time, be creating 18 new full time employee positions that will pay, on average, $50,000 a year. ASF

City Manager Sean Pate spoke of how every couple of years the City of Bonham is eligible to apply for a grant through the Texas Community Development Block Grant Program and how typically water and sewer projects rank high with the program. And this application would be for the acquisition of funds for a waste-water treatment plant project. He introduced Shawna McElfish with Grant Works who is assisting with the application process. Shawna explained how the matching requirement commitment for Bonham would be $70,000 (based on a population of 10,000+) for a $350,000 grant. Motion was made, seconded and passed to approve resolution for submission of the grant application. 7. Consider and take action to adopt a Citizen Participation Plan for the City of Bonham: Shawna McElfish continued with an explanation of how a Citizen Participation Plan is required to pass for a Community Development Block Grant. Basically, the Citizen Participation Plan is allowing for citizens to be available for hearings, proper procedures and for anyone having questions regarding the grant. City Manager Sean Pate further explained that it was a transparency procedure. Motion was made, seconded and passed to approve the adoption of the Citizen Participation Plan. 8. Most of Texas and Oklahoma saw tem1/1/19
peratures up to 3-6 degrees above normal while most of east Texas, southern Arkansas, Louisiana, and Mississippi were 3-6 degrees below normal. Dry conditions dominated the region with only portions of northern Oklahoma seeing any above-normal precipitation. Hay prices remained firm in the region with low hay stocks, due to drought, and producers needing to feed more during the recent cold snap in February. During this period, drought expanded and intensified over most of Texas and western Oklahoma where a mix of both short- and long-term issues are still embedded. A new area of exceptional drought was introduced over south Texas. In Louisiana, Arkansas, and Mississippi, abnormally dry conditions were expanded based on the short-term dryness in portions of those states missing out on recent rains. Abnormally dry conditions were also expanded over much of eastern Oklahoma and east Texas as the area continues to dry out. Looking Ahead Over the next 5-7 days, it is anticipated that precipitation totals will be greatest over the central Plains and Midwest, with the most precipitation expected over portions of Kansas and Missouri. An active pattern is anticipated, with the Southwest and California expected to see some good precipitation over the next several days. The Southeast is expected to stay dry again.

LOYD WAYNE COOPER Loyd Wayne Cooper, 83, of Honey Grove, passed away Thursday, Feb. 25, 2021, at the TMC Bonham Hospital. Memorial services were held at 11:00 a.m. Wednesday, March 3rd, at Bright-Holland Funeral Home. Mr. Cooper, the son of Loyd Orval Cooper & Gladys Cameron Cooper, was born Oct. 7, 1937, in DeKalb, TX. He was stationed at Fort Polk during his time with the military. His career with Western Electric in Dallas spanned more than 30 years before his retirement. Loyd was a member of the Masonic Lodge and the Grand Lodge of Texas. He was active with Pioneers, a volunteer network. Survivors include his wife, Neita Ayers Cooper, children, Pamela Yarbrough & Marty Estes, and Leslie Ashley & husband Glenn, several grandchildren, and two brothers, Joe Mac Cooper & wife Sandy, and Douglas Gale Cooper along with a number of nieces & nephews and a host of friends. Funeral services for Wilma Imogene McMillon, 95, of Bonham, were held at 12 noon, Saturday, March 6, 2021 in Wise Funeral Home Chapel. Rev. Brett Castle officiated. Burial followed in Willow Wild Cemetery in Bonham, Texas. Imogene passed away Wednesday, March 3, 2021 at Seven Oaks Nursing and Rehabilitation Center in Bonham, Texas. Imogene was born April 15, 1925 in Bonham, Texas, the daughter of Robert Moody Butler and Dona Eliza Coonrod Butler. She married Glen Lee McMillon on September 14, 1940 in Bonham, and he preceded her in death Dec. 7, 1980. Imogene was a homemaker and true people person. She enjoyed crocheting, working word puzzles, and playing dominoes. She loved music and spent countless hours listening to local Blue Grass artists in the area. Imogene’s greatest love was spending time with her family. She was preceded in death by her parents and two sisters, Ethel Owen and Lillie Ingram. Imogene leaves to cherish her memories her son, Bobby Glen McMillon and his wife, Yolanda, of Ector, Texas; two grandsons, Bobby Eugene McMillon and Timothy Glen McMillon and his wife, Brenda, a great grandchild, Cheyenne Wicker, and extended family and friends. Carol Edwin Clark passed away on Thursday, March 4, 2021 at the age of 82, at Medical City of Plano, Plano, Texas. Carol was born on July 21, 1938 to Fred Clark and Rachel Collum Clark. Carol was a graduate of Dodd City High School and served in the military. He was of the Pentecostal faith. He worked for Jimmy Dunn at Moran’s Furniture Store, Smith-Moore-Williams, The Bonham V.A. Center and Walmart. He had fun teasing and sometimes you didn’t know how to take him. He is preceded in death by his parents, a brother and sister in law, R.L. & Jean Clark. A niece Janet Corley and a nephew Jeff Kennedy. Brothers in law Sonny Barber, Earl Kennedy, Albert Earl Lackey and Charley Holloway. He is survived by a son Tracy Mize and wife Tammy Mize, grandson Hunter of Bonham, brother Harold Clark and wife Beavely of Dallas and Freddie Clark of Bonham, sisters Dorothy Barber and Lois Kennedy of Bonham, Betty Lackey of Dodd City, Virginia Peebles and husband Jimmy of Honey Grove 3/16/21 and Brenda Holloway of N. SAN ANTONIO -- MVP Senior Journie Hilliard had a game-high 15 points with seven rebounds, two blocks and two steals on March 10, as No. 1-ranked undefeated Dodd City defeated perennial-champion Nazareth, 30-21, in the Class 1A girls state basketball championship game in the Alamodome. Hardin-Simmons signee Dani Baccus, a senior, added 10 points, six assists, four defensive rebounds and two steals, hitting 6-of-6 free throws, as the Lady Hornets (32-0) vanquished an opponent which had denied them a championship in the title game four previous times: 2002, 2017, 2018 and

BONHAM -- Graduation last spring would have taken away a strong nucleus of players from Class 3A Bonham’s Lady Warriors softball team anyway. Instead, concern about the spread of COVID-19 precluded the remainder of their senior season in early March of 2020. Play first was paused just as district play had begun -- before concern about the spread prompted the cancellation of the remainder of the season, six weeks later. Even now devoid of those players -- with whom Bonham had had some of its best years, including the last two of three-straight trips to the regional quarterfinals -- the 2021 team has also started this season strongly, as it vies for a 12th-consecutive post-
season. After a 12-2 run-rule home district win over Howe on March 8, the Lady Warriors completed a stretch of eight games in six days. They got a day-late start to their Spring Break, but did so with a record now of 9-22 overall and 2-0 in District 11-3A. Underclassmen when there last was a complete softball season in 2019 -- when eventual state champion Emory Rains prematurely ended Bonham’s last full campaign in the area round -- five now upperclassmen lead a roster otherwise populated by freshmen and sophomores: Chyrsi Hemby, senior; Cameron Person, junior; Brynn White, senior; Joli Kirkpatrick senior; and Paizley Vaught, junior.
Three-peat, How Sweet: Leonard defends girls regional title; advances six powerlifters to State

CHICO -- Class 3A Leonard won three weight classes, qualified six lifters for State competition and claimed its thirdstraight girls regional powerlifting team title on Saturday, March 6. With 35 points, Leonard won the Region VI Division III girls meet, led by three champions: 259-plus weight class, junior Avery Crossland, 460 squat, 275 bench, 375 deadlift, 1,110 total; 259 weight class, senior Jacie Doyle, 390 squat, 250 bench, 345 deadlift, 985 total; and 165 weight class, senior Ashleigh Butler, 320 squat, 205 bench, 330 deadlift, 855 total. Three other Leonard girls will also vie at the state meet on March 18 in Corpus Christi after finishing as the runner-up amongst 3A lifters in their respective weight classes: 123 weight class, third place, senior Kelbi Dykes, 240 squat,
130 bench, 280 deadlift, 650 total;105 weight class, third place, freshman Avery Compton, 195 squat, 100 bench, 200 deadlift, 495 total; and 132 weight class, third place, junior Korina Wallace, 285 squat, 165 bench, 270 deadlift, 720 total. Crossland, Doyle, Wallace, and Butler of Leonard also qualified for the girls state competition in 2020, which was first postponed and then canceled due to concerns about COVID-19 spread. Meanwhile, senior Dania Arguello and junior Jordan Passanisi of Bonham qualified again for the state powerlifting meet. Arguello finished as the runner-up to advance in the 259-plus weight class: 435 squat, 255 bench, 300 deadlift, 990 total. Passanisi placed third in the 198 weight class and advanced by hitting the state-qualifying total: 345 squat, 200 bench, 330 deadlifting, 875 total. Sophomore Xitlali Padilla also placed fifth in the 123 weight class -- 260 squat,
110 bench, 230, 600 total -- as Bonham placed 10th as a team at the regional. Other Leonard girls who competed at the regional included: 259 weight class, third place, Kayle Chapman, 335 squat, 185 bench, 300 deadlift, 820 total; 97 weight class, fourth place, Emily Palmer, 165 squat, 95 bench, 190 deadlift, 450 total; 114 weight class, sixth place, Sara Westbrook, 220 squat, 125 bench, 255 deadlift, 600 total; 114 weight class, seventh place, Kailyn Freeman, 225 squat, 135 bench, 240 deadlift, 600 total; 114 weight class, 11th place, Kaya Bayiha, 195 squat, 115 bench, 205 deadlift, 515 total; 132 weight class, eighth place, Nakita Harris, 255 squat, 145 bench, 245 deadlift, 645 total; 132 weight class, ninth place, Kalissa Chambers, 225 squat, 140 bench, 240 deadlift, 605 total; and 132 weight class, 12th place, Lexie Eudy, 190 squat, 140 bench, 225 deadlift, 555 total.

Bonham’s McFarland record-breaking en route to winning SHW region title

KENNEDALE -- Seniors Elijah McFarland and Nick Rhinehart of Bonham and Kamron Rogers of Leonard have qualified for the State boys powerlifting competition later this month. McFarland, a State alternate in 2020, won the super-heavy weight division on March 9 at the Region VI Division II Meet -- which included lifters from Class 4A and 3A schools. His 535-pound bench lift broke an 11-yearold record and earned him the pound-perpound bench award at
the regional. McFarland also posted a 550 squat and 540 deadlift for a 1,625 total. Meanwhile, Rogers, a 2020 State qualifier, finished as the runner-up in the 242 weight class -- and tops amongst 3A lifters in the grouping -- to advance again. He recorded a 615 squat, 355 bench and 475 deadlift for a 1,445-pound total. Rhinehart, another 2020 State qualifier, in the 148 weight class advanced again as a senior with a qualifying total. He finished fourth in the grouping -- and tops amongst 3A
lifters in it -- with these numbers: 470 squat, 315 bench, 415 deadlift for a 1,200 total. The trio will lift at the State competition on March 27 at Abilene. Additionally, freshmen Jordan Barlagna -- 240 squat, 130 bench and a 245 deadlift for a 615 total in the 114 weight class -- and Randy Slaughter -- 310 squat, 185 bench and a 320 deadlift for an 815 total in the 123 weight class -- of Leonard each placed fifth in their first regional competition.
