and valued so they can overcome limitations and be successful. Through a joyful day of fishing, kids, their families, and community volunteers come together for an explosion of fun and inspiration. The C.A.S.T. for Kids Foundation hosts annual fishing and boating events across America to provide children with spe-

cial needs a quality outdoor recreational experience. The C.A.S.T. for Kids Foundation is in its 33nd year of celebrating children with special needs by providing free boating and fishing events for them to enjoy the outdoors. In 2022, the Foundation will hold over 90 events in 35 states. Texas conducts more than twice the events of any other state. You can view a complete National schedule at www.castforkids.org.

At each event, participants receive a free Zebco rod & reel, tackle box, event t-shirt, fishing cap, award plaque, and lunch for everyone, provided by Texas Farm Bureau. A morning of fishing will be followed by a picnic lunch for all and an awards ceremony for the kids.

The Bonham Fire Department will have a truck to show and Lone Star Law star and Fannin County Game Warden, Randolph McGee will be on hand to honorarily deputize each child. Volunteer boaters will be taking the kids boating and fishing from 8 am to 11:30 am. Each child must be accompanied by a parent or legal guardian on the boat. If boat space allows, additional siblings and family members may be able to go boating as well. However, only participants and one parent or guardian are guaranteed to go boating at the event. We need volunteer boaters and corporate sponsors! Anyone who would be like to volunteer with their boat or sponsor this event should contact the Bonham event coordinator, Eric Rice at lakebonham@castforkids.org or 360.241.1790. This recipe comes from someone very special to me, my sister, Lou Ellen Cole. She is a wonderful cook and I am so happy she has shared this one for our readers.

ASPARAGUS RISOTTO

¼ c. olive oil

4 Tbsp. butter, frozen

1 onion, diced

1 leek thinly sliced

4 med. tomatoes, chopped

6 c. chicken broth

2 c. Arborio rice

½ c. dry white wine

½ lb. asparagus, cut into 2" pieces

1 c. green peas

8-10 basil leaves

salt and pepper to taste

½ c. grated Parmesan cheese

Heat the olive oil and 2 Tbsp. of the butter in a heavy 2 quart sauce pan over moderate heat until the butter melts. Add the onion and saute over very low heat until it is very soft and golden in color. Add the leek and continue cooking another 5 minutes or so, or until the leek becomes limp. Add the tomatoes and cook over moderate heat until the tomatoes break down and become saucy. Meanwhile, heat the broth until it is very hot. Turn off the heat but keep the broth hot on a warm burner. Add the rice to the tomato mixture and cook over low heat until it absorbs all the juice of the tomatoes. Add the white wine and cook slowly, stirring frequently until the wine is completely absorbed. Begin to add hot broth to the rice one ladleful at a time, stirring frequently. The rice should cook very slowly over low heat. Wait until all the liquid is absorbed before adding the next ladleful of broth. Midway in the cooking time add the asparagus, peas, basil, and salt and pepper to taste. When the risotto is al dente, add two Tbsp. of butter and the remaining Parmesan cheese. Turn off the heat and stir vigorously until all the butter and cheese are absorbed. Serve immediately.

Fannin County Commissioners Court

Tuesday, March 21, 2023, Fannin County Judge Newt Cunningham opened at 9:02 a.m., the Regular Meeting of the Fannin County Commissioners Court. After Judge Cunningham established Quorum with all County Commissioners and himself present, Pastor Cody Nelson of the 7th and Main Baptist Church of Bonham, led the Invocation. Pledges were led by Larry Standlee.

4. Introductions: Judge Cunningham introduced Chief Appraiser for the Fannin Central Appraisal District, Tylene Gamble.

5. Public Forum: A citizen of Trenton spoke to voice concerns regarding the conditions of District Judge Blake’s courtroom. Having recently served as a juror, she experienced what she believes to be a potentially hazardous condition with jurors (as well as Judge Blake) being forced to use the same facilities as the public attending trials. She urged the court to consider building a restroom near the room housing the jurors for safety’s sake,

where run-ins with relatives of defendants would not pose a potential problem.

6. Discussion regarding revenue shortfall – County Judge: Tylene Gamble with Fannin Central Appraisal District spoke about a significant decrease in taxable value of certain properties in the amount of $1,300,000 that occurred due to tax abatements that she wanted made known to the Court. Judge Cunningham clarified that the shortfall had occurred during the 2022/2023 Fiscal Year and spoke on the need to exercise caution going forward to prevent making the same mistakes in the future with tax abatements that caused the revenue shortfall. Fannin County Auditor Alicia Whipple expounded on the exact amount of $966,018.99 that was lost, and a discussion ensued regarding new growth occurring in the county and future county expenses.

7. Discussion, consideration and action to approve the Policy of Compliance for Fannin County Officials per Local Government Code §130.908 – County Judge for County Auditor: Judge Cunningham

explained that due to others bringing to his attention the expenditures made during a previous official’s last months in office that solely benefitted that official, as the reason for this being placed on the agenda. He then began the discussion of a need for an amendment to the current policy. After a spirited and lengthy discussion, Commissioner Magness made the motion to approve the Policy of Compliance for elected officials where it will be required to obtain court’s approval for any purchase that is over 25% of the remaining budget in their account during the last quarter of their employment. Commissioner Self seconded the motion which passed unanimously.

8. Discussion regarding EMS monthly profit/loss report for February 2023 – County Judge for Scott Ridling, Fire Chief: Bonham Fire Chief Scott Ridling gave a report of an average of 14 to 15 calls per day, an ongoing delay of the receipt of two ambulances, and a shortage of one position that he hopes to fill in a week. Judge Cunningham noted agenda item 34 would be combined in this discussion and proceeded to inquire about a future need to provide services to the far western portion of the county. A discussion ensued regarding additional runs needed to service Savoy and other locales and the solutions that exist.

9. Discussion and annual report of the Fannin County Historical Commission for 2023 – County Judge for Larry Standlee: Chair of the Fannin County Historical Commission Larry Standlee spoke to explain the content of his report that is required by the Texas Historical Commission.

10. Discussion and report regarding delinquent tax collection – County Judge for Wade Gent of Linebarger Goggan Blair LLP: Attorney Wade Gent with Linebarger Goggan Blair LLP, gave a slideshow presentation explaining the process of delinquent tax collection. Noting that accounts that have unpaid taxes are turned over to his office for collection in April and July. He described the ten steps that fol-

low that include notifying the homeowner or heirs of the debt with the end result either being a negotiation between the law firm and the property owner or the property being eventually sold to cover the amount of the delinquent taxes owed. He described a Texas Homeowner Assistance Fund Program that has helped many who due to Covid related difficulties, suffered hardships that led to the tax delinquency. He also explained how some properties that do not sell during property auctions are categorized as “struck-off tax property” and are often sold to interested parties after the initial auction.

11. Discussion, consideration and action to approve Resolution regarding resale of struck-off tax property, 616 North 14th Street, Honey Grove; Property ID# 95269 – County Judge for Wade Gent of Linebarger Goggan Blair LLP: Attorney Gent explained how this property is an example of the category of “struck-off” tax property after which Commissioner Magness made the motion to approve the Resolution with Commissioner Lane seconding the motion which passed unanimously.

12. Discussion, consideration and action to approve Treasurer’s Financial Report for February 2023 – County Judge for County Treasurer: Fannin County Treasurer David Woodson reported that the total receipts were $4,451,114.71.

Of that amount the current property tax received through February was $3,382,627.58 and the sales tax revenue was $173,681.07. Commissioner Magness made the motion to approve the report with Commissioner Lane seconding the motion which passed unanimously.

13. Discussion, consideration and action to approve Treasurer’s Investment Report for February 2023 - County Judge for County Treasurer: Mr. Woodson reported the total interest on the Texpool Accts was $29,718.86 on a balance of $10,254,114.58.

Total interest for February was $46,814.58. A motion was made by Commissioner Lane to approve the report which was seconded by Commissioner Kopf and passed unanimously.

14. Report of monies received by the Fannin County Clerk’s office for February 2023; All Courts: $11,860.75, Land Records: $26,210.00 – County Judge for County Clerk: Informational only.

15. Report of monies received by the Justice of the Peace Precinct 2 office for January 2023, $1,884.00 and February 2023, $2,556.00 –County Judge (for JP 2): Informational only.

16. Discussion, consideration and action to approve a one-time severance of 2.57 acres from an 8.2350-acre tract; Property ID# 84721 in the outskirts of Bonham – County Judge for Development Services Director: Fannin County Development Services Director Di Hopkins gave a report of all requirements met to allow this request to be approved. A motion was made by Commissioner Self to approve the severance with Commissioner Magness seconding the motion which passed.

17. Discussion, consideration and action to rent a Wirtgen Reclaimer from Kirby-Smith at $17,280.00 per month; minimum of three months divided amongst all four precincts – Commissioner Precinct 3: Commissioner Magness explained the need for this, how it was more affordable to rent as opposed to owning and his willingness to allow one of his workers help another precinct. After some discussion a motion was made by Commissioner Magness to approve, seconded by Commissioner Self and passed unanimously.

18. Discussion, consideration and action to update the Fannin County Junkyard Ordinance – County Judge: Judge Cunningham explained an update to the original ordinance from 1987 that includes an increase in annual renewal fees for Junkyard businesses from $25.00 to $150.00. A citizen of Ravenna then spoke to inquire, if as a collector of vehicles, would he be considered a business under this ordinance? A discussion ensued afterwards of issues involving non-working equipment. Another citizen of Ravenna spoke to ask for clarification on who would be grandfathered in under the previous ordinance and what actions would qualify an owner of older vehicles to fall into the category of being a junkyard. A lengthy discussion ensued that included the possibility of being designated a business if three or more vehicles are owned and parts are being sold from them, and the determination that the Sheriff’s department and or county constables would be the authorities enforcing the ordinance. A motion was then made by Com-

missioner Magness to update the Ordinance with Commissioner Lane seconding the motion which passed unanimously. (See page 16 for Junkyard Ordinance)

19. Discussion, consideration and action to approve the Construction Manager at Risk (CMAR) contract with Crossland Construction Company and have County Judge sign on behalf of the county – County Judge: Judge Cunningham explained how this had been previously decided on but that there were some changes made and this could either be tabled for another time or it could be decided today to continue with the contract process. Commissioner Magness made the motion to approve the CMAR contract when and if both parties are satisfied with the agreement.

Commissioner Kopf seconded the motion and before the vote was taken, a discussion ensued regarding the amount agreed upon. After a lengthy discussion that included comments from a county resident, Judge Cunningham noted how discussion is good, and the motion passed unanimously.

20. Discussion, consideration and action to approve Order authorizing the sale of fireworks in Fannin County during the period of April 16, 2023 through April 21, 2023 at midnight for San Jacinto Day – County Judge: A motion was made by Commissioner Magness to approve with Commissioner Lane seconding the motion which passed.

Discussion, consideration and action to renew the agreement with Express Labs for the Drug and Alcohol Testing of Fannin County employees; $199.00 for three years (03/15/2023 –03/15/2026) - County Judge for County Auditor: A motion was made by Commissioner Lane to renew the agreement with Commissioner Magness seconding the motion which passed unanimously.

ation and action to replace two overhead doors at the County-owned South Annex Jail for a cost of $9,130.00 to come out of Contingency – County Judge for County Auditor: After Alicia Whipple confirmed the necessity of this request, a motion was made by Commissioner Magness to approve with Commissioner Lane seconding the motion which passed.

23. Discussion, consideration and action regarding NRG Electric Service Agreement and paying for lights that run along Highway 78 – County Judge for County Auditor: This item was passed on.

24. Discussion, consideration and action to approve the updated Fannin County Employee Manual – County Judge for County Auditor: Judge Cunningham noted that the changes made to this manual was needed to bring county policies in line with recent changes of the law. Alicia Whipple agreed and proceeded to name approximately eight changes made to the manual, highlighting that an employee cannot use the county tax id when paying for personal items to avoid paying tax on their purchases. The manual is on the county’s website. A motion was made by Commissioner Magness to approve the updates with Commissioner Kopf seconding the motion which passed unanimously.

Discussion, consideration and action to approve renewal of TAC Risk Management Pool’s Property and Mobile Equipment Coverage for period July 1, 2023 to July 1, 2024 and authorize County Judge to sign renewal questionnaire on behalf of Fannin County – County Judge for County Auditor: After Ms. Whipple explained this, a motion was made by Commissioner Lane to approve with Commissioner Magness seconding the motion which passed unanimously.

Comments by County Commissioners and County Judge: Commissioner Lane voiced appreciation for everyone’s attendance, noted a workday at Lake Fannin on the 25th from 9:00 a.m. to noon and thanked Commissioner Magness for his help with work needed last week due to recent storms and asked for patience from the citizenry before wishing everyone a wonderful week. Commissioner Self thanked everyone for coming, commented on the good discussions had and wished all a good week. Commissioner Magness noted this had been a busy session and though not everyone agrees, they do agree to disagree as it is good to have a lively discussion before decisions are made. He expressed thankfulness for everyone’s attendance and wished good weather for next week. Commissioner Kopf also stated he was glad for the good discussion had today and thanked everyone for their input. He too requests patience from his precinct’s residents as he is experiencing a shortage of staff, thanked everyone for their attendance and wished all a good week. Judge Cunningham cautioned of possible hazardous weather later in the week before commenting on a recent escape of a detainee from the district court (that was apprehended) and his dismay over regulations that hinder authorities in the effort to keep detainees locked up. He noted his hope that the new Justice Center will have better security measures in place. He then thanked everyone for their participation in today’s discussion and stated we are all lucky to be living in Fannin County. 38. Adjourn: Meeting adjourned at 12:21 p.m.

Monday, March 20, 2023, Vice President of the BEDCO (Bonham Economic Development Corporation) Board of Directors, Kelly Royse, gave an Invocation before President Alan McDonald called the meeting to order at 5:30 p.m.

After stating Quorum established with all board members present, Mr. McDonald noted there would be a grant check presentation before the scheduled agenda items would be addressed.

Presented to Robert and Marcy Coral, owners of The Butterfly Café located at 119 E. 5th St across from the Courthouse in Bonham, was a 2022 grant check in the amount of $25,000. Noting the grant check was to help reimburse the owners for the investment made in Bonham, Mr. McDonald stated how it was good to see a café back in that spot and relayed his wishes for the community to support the success of the

Consideration and possible action acknowledging the monthly financial reports for February 2023: City of Bonham’s Finance Supervisor Michelle Burnett gave a report of the sales tax tracking consistent with the yearly budget. She noted the Fiscal 2023 Year to date total is 11.4% favorable to the same timeframe as the previous fiscal year. After a brief discussion regarding expenses listed on the report and work needed on light poles downtown, a motion was made by Board Member Allen Sanderson to accept the report with Kelly Royse seconding the motion which passed unanimously.

•Marketing update: Executive Director Gayle Cooper highlighted running headline ads that will be featured in Expansion Solutions Digital Magazine and a free page of advertising in the Governors cut edition which will feature an interview with Governor Abbott. Ms. Cooper also presented to the Board, the newly updated BEDCO map of Bonham which has infographics highlighting information on our area including the Bois d’Arc Lake, the airport, local businesses and population stats.

•Downtown update: Ms. Cooper then commented on the popularity of BEDCO’s grant program and how over half of the budget has been spent on the downtown grants with their currently being enough funding in the budget for two more. Noting there are currently four applications pending, she stated there might be a need to award the first two completed projects or increase the line item on the budget. She concluded

Dear Bonham Resident:

On February 13th, 2023, the Bonham ISD School Board voted unanimously to seek voter approval for a $64,400,000 bond issue. This process has been a community effort over the last year, with two failed bond elections in May and November of 2022.

The Bond Planning Committee included citizens, city leaders, board members, teachers, and parents. The Committee dedicated time to data collection, evaluations, and planning to put this bond package together and made a recommendation to the Board of Trustees to call for a bond election on May 6, 2023.

The bond package is dedicated to renovations and additions at L.H Rather Junior High, the removal of portable buildings at Finley-Oates, and safety and security.

The previous bond measure in 2022 included renovations at Finley-Oates and Bailey Inglish. The District has removed these projects from the bond scope and will move forward with those renovations out of district M & O funds. There will be NO school tax RATE change to finance this bond.

During Commissioner’s Court on December 20, 2022, retiring Commissioner Precinct 4 requested that some of Fannin County’s ARPA funds be allocated to Road and Bridge to be used to improve county roads. A figure of one million dollars for each precinct was recommended during the discussion. A motion was eventually proposed for each precinct to receive one-half million dollars each. The motion was seconded and passed. Reasons given for allocating the extra money to Road and Bridge included admission that our county roads are in poor condition. During the 5+ years I’ve attended Commissioners Court, I’ve never heard a commissioner state that the roads are in generally good condition. Some Commissioners stated that the half-million dollars won’t even begin to fix the problems we have with our roads.

On February 28, 2023, in Commissioners Court, a general discussion was held concerning county roads under agenda item number 20. During this discussion, the issue arose that one of our Commissioners has been laying the groundwork, with subdivision developers, for the county to take responsibility for the roads in the subdivision. At this point in the discussion, Commissioner Precinct 2 was asked, “how many subdivisions have you promised to take roads from?” Precinct 2 Commissioner responded, “I, I would say I haven’t promised to accept any roads. Um, I clearly stated that in our subdivision, if you build it to our spec and you build it to our spec, that I will consider taking it to court for acceptance of the road. I think that’s the proper way to go about it” (these quotes were taken verbatim from the court recording. This exchange occurred at ap-

My name is Kelly Royse and I am in support of the Bond proposal that will be voted on May 6th.

Our family chose this community for our children and business in the anticipation that both would grow and thrive in this beautiful and historic area.

I am very proud that our children and the family business

have done just that. Like other business people, when looking for a place to call home we were very aware of the community support of the children within. Looking forward to the growth that is coming to Fannin County, I am heartened to see again, the community support of all of the School Districts. Our future businesses are looking at this too. Behind every business there are families that live here and work here. These people want the best for their children. They want safety,

My interpretation of this exchange is that Precinct 2 Commissioner is willing to promote shifting financial responsibility for subdivision roads from the actual subdivisions to Fannin County. My problem with Fannin County taking on this responsibility is that the county can’t afford to properly take care of the roads we already have! This does not help the citizens of our county. Two of the commissioners and the county judge commented that they are not willing to take responsibility for new subdivision roads. One Commissioner did not comment. It has been stated that some subdivision roads will be made to higher standards than current roads, and will therefore, cost more to maintain. Why would we take responsibility for these roads?

Another situation I want to make you aware of is that the former Commissioner Precinct 4 used funds paid to the county to repair NTMWD haul roads

They want a school that gives the children an opportunity to excel. They look at the age of facilities.

This May 6th, Bonham ISD is asking for the voters approval to move forward with replacing the lower portion of the Junior High. This portion was built in the 1970’s prior to the expansions of businesses along the Hwy 121 corridor. The city of Bonham has been working for a few years on engineering plans and are now starting the groundwork to ensure that the drainage issues that have plagued LH Rather over the

This road improvement occurred during the last three months of the former Commissioner’s term in office. The total cost of this improvement is $24,254. I wonder how many miles of gravel roads in this precinct could have been improved with this amount of money versus spending the money to upgrade his own road.

Based on the foregoing information, I make the following point. If we want to achieve better management of county business and county resources, we need to be very discerning when we choose our elected officials. Not all elected officials work in the best interest of the county at large.

Ector ISD FFA Vice President, Chesney Robinson participated in the Houston Calf Scramble on March 17th and caught a calf!

There were 30 participants and only 15 calves to be caught, haltered and led to the center of the arena. Chesney made a couple of laps around the big NRG Arena in Houston, dove and attempted a catch several times finally to get one haltered and led to the winner's cicle. When asked how she felt about her experi-

ence. Chesney stated "It was a great experience. I never gave up because just like in life if you give up, you won't reach the goals that you want."

Chesney received a certificate to be used to purchase a heifer to be shown at Houston Livestock Show next season. She will have to keep records on her calf scramble heifer and send a report to the Houston Calf Scramble office on the 10th of each month until September of this year to fulfill the requirements of the program.

Congratulations to Kayce Hawkins on signing with Northeast Texas Community College Rodeo Team. Kayce will be competing in the breakaway roping and team roping.

DC hoops' Mauppin, Balvin earn TABC 2022-23 all-state status

Dodd City seniors Lindsey Mauppin and Ashton Balvin each earned Class 1A all-state notoriety from the Texas Association of Basketball Coaches for the 2022-23 season.

Ashton Balvin and senior Aydan Balvin joined junior Jaden Mahar on the TABC

Region III-1A boys' team, after the trio helped Dodd City reach its second-straight boys' regional tournament in the sport.

Meanwhile, Dodd City junior Addyson Chaney and Mauppin earned recognition on the Region III-1A girls' team, after the duo helped the Lady Hornets reach their ninth-consecutive girls' regional tourna-

ment in the sport.

Additionally, sophomore Case Nichols garnered a spot on the Region II-2A boys' team, after helping Sam Rayburn reach its first regional tournament in the boys' sport since 1983.

All played this season on outright district championship teams.

Ector hoops' Ball nets spot on academic all-state first team

Ector's Hope Ball has been named to the academic all-state first team of the Texas High School Coaches Association for girls' basketball for 202223.

Ball served as a manager for

the Lady Eagles this season.

The honor goes to athletes who also triumph off the courts and fields -- grade point average, class rank and ACT/SAT score.

Ball also excels in girls' golf for Ector.

Last spring, she won the 23-

1A girls' competition, leading the Lady Eagles to a district championship.

She will look to defend her district title and help Ector repeat on April 5 at this year's 231A Tournament at Webb Hill Country Club at Wolfe City.

ECTOR -- Last season equated a historic baseball campaign for Class 1A Ector. The Eagles reached the Region II-1A baseball semifinals for the first time. Again aligned in 11-2A, Ector began district action this season on March 13 with a home doubleheader sweep of Savoy, 7-0, 12-1 (5), at its Charles Bellows Memorial Park, before pausing play for the remainder of Spring Break week.

Instead of playing once during each half of play, 11-2A home-and-home meetings between member teams will occur this season during the same week.

Trenton enters s'ball rankings

Class 2A Trenton on March 20 joined the softball rankings by the Texas Girls Coaches Association.

The Lady Tigers entered the combined Class 1A/2A poll at No. 21, in a ranking headed by 2A Crawford.

Trenton returned from the mid-March Spring Break pause in 15-2A softball games with home contests versus 1A Savoy (March 21) and 1A Dodd City (March 24) and at Whitewright (March 28) to close the first half of district play.

Flowers totaled 740 pounds: 300 squat, 155 bench, 285 deadlift.

Meanwhile, Kailyn Freeman of Honey Grove placed ninth in the 123 weight class

via 675 total pounds lifted: 260 squat, 160 bench, 255 deadlift.

During the 3A DII State Championships on March 16, at the Comerica Center, Leonard's Sara Westbrook garnered sixth in the 105 weight class with 585 total pounds lifted: 230 squat, 125 bench, 230 deadlift.

Abigail Grady of Leonard in the 148 weight class took eighth with 805 pounds lifted: 325 squat, 180 bench,

300 deadlift.

Also, in the 3A DI State Championships at the Comerica Center, Bonham's Naomi Gonzalez on March 16 garnered 10th in the 165 weight class via 865 pounds lifted: 360 squat, 165 bench, 340 deadlift.

It equated return trips to State competion for Freeman, Westbrook and Gonzalez; it equaled first advances for Flowers and Grady.

Bonham’s Street Cars

The 8th in a series of articles for the 175th Anniversary of Bonham. Between 1891 to 1915 street cars provided transportation to Bonham citizens.

When first installed, these street cars were the newest and most up-to-date system of public transportation. At that time private automobiles were many years away and methods of transportation were buggies and carriages.

The private Bonham Rapid Transit Railway was chartered in 1890 by local businessmen and a two and one half mile system was built in Bonham.

The northern terminus of the line was in the Russell Heights addition in northwest Bonham. Recreation facilities such as the recreation area at Lake St. Clair, the Fair grounds, the racetrack and Bonham’s

baseball park were in Russell Heights.

The southern terminus was on Main Street at the Texas and Pacific Railway depot.

The first method of propulsion utilized a steam "dummy" locomotive. This was simply a streetcar with one end partitioned off and a boiler located behind the partition.

In 1896 the line was electrified and the company was changed to the Bonham Electric Railway, Light and Power Company. At this time the original small open car was retired, except for special occasions, and two closed electric cars were purchased.

One way fares were five cents.

Monthly passes were also available for school children at $1.25 each. Adults who wished to purchase similar passes paid $2.50.

An unadvertised service was to provide grocery delivery.

The lady of the house, or her cook, would meet the car and

give the driver a list of needed groceries. When the driver passed the grocery store, he rang his bell and the order went to the store, to be picked up on a return trip.

It was rumored that some love affairs began on the street cars.

As more and more automobiles took to the streets of Bonham, revenues on the line began to decline. After two or so years of losses, the company board voted to discontinue operations and on February 1, 1915 the Bonham Rapid Transit Railway was no more.

Some of the track at the northern end was taken up soon after the shutdown and other sections were removed over the ensuing years. In 1943 a large section of track along Main Street and the west side of the square was dug up and donated to a scrap metal drive for support of the U.S. Armed Forces. Occasionally

along Main Street as potholes appeared some sections of the track were still to be seen just below the surface of the asphalt paving.

“It was a treat and a pleasure to ride the street car. It made Bonham one of the few places in Texas enjoying the facilities of street car transportation.”

JUNKYARDS AND AUTOMOTIVE WRECKING YARDS

Relating to screening and Fannin County regulation of junkyards and automotive wrecking yards; providing penalties.

SECTION 1. SCREENING REQUIREMENT. A person who operates a junkyard or an automotive wrecking and salvage yard in this state shall screen it by natural; objects, plantings, fences, or other appropriate means so that the screen is least six feet in height alongside that portion of the junkyard or automotive, wrecking and salvage yard that faces a public road or family residence.

SECTION 2. DISTANCE REQUIREMENTS. Any wrecking yard or salvage yard must be located at least 100 ft. from the right of way of any state or county maintained highway.

SECTION 3. EFFECT OF LOCAL ORDINANCES.

In screening a junkyard or an automotive wrecking and salvage yard, the person who operates it must comply, to the extent practicable, with all applicable ordinances adopted by a political subdivision.

SECTION 4. COUNTY LICENSURE. The County will require a junkyard or an automotive wrecking and salvage yard to be licensed by the County.

3.License may be revoked or suspended if licensee does not comply with the screening regulations.

SECTION 5. CRIMINAL PENALTY.

a.A person who knowingly or intentionally violates Section 1 of this Ordinance commits an offense. An offense under this section is a Class C misdemeanor.

In this Act (Ordinance):

(1) “Automotive wrecking and salvage yard” means any person or business that stores three or more wrecked vehicles outdoors for the purpose of dismantling or otherwise wrecking the vehicles to remove parts for sale or for use in an automotive repair or rebuilding business.

(2) “Junk” means copper, brass, iron, steel, rope, rags, batteries, tires or other material (other than a wrecked vehicle) that has been discarded or sold at a nominal price by a previous owner of the material.

(3) “Junkyard” means a business enterprise that owns and is operated to store, buy, or sell junk, all or part of which is kept outdoors until disposed of.

(4) “Recycling business” means a business enterprise that is primarily engaged in the business of:

(A) converting ferrous or nonferrous metals or other materials into raw material products having prepared grades and having an existing or potential economic value;

(B) using raw material products of that kind in the production of new products; or

(C) obtaining or storing ferrous or nonferrous metals, or other materials for a purpose described by Paragraph (A) or (B) of this subdivision.

(5) “Wrecked vehicle” means a discarded, abandoned, junked, wrecked, or worn-out automotive vehicle, including an automobile, truck, tractortrailer, or bus, that is not in a condition to be lawfully operated on a public road.

(6) If a requirement, standard or condition established under this Ordinance conflicts with a State law or a rule adopted under a State law, the stricter of the two provisions will prevail.

(7) This Ordinance applies only to areas outside the jurisdiction of an incorporated area.

Overcoming Evil With Good

12-18-18

‘Overcoming evil with good’ is both a command and a challenge. Evil cannot be overcome with evil. Jesus said that “if a kingdom be divided against itself, that kingdom cannot stand” (Mark 3:24), that “if a house be divided against itself, that house cannot stand” (Mark 3:25), and that “if Satan rise up against himself, and be divided, he cannot stand, but hath an end” (Mark 3:26). In the greater pictures evil does not overcome evil, but instead it adds to evil.

We are told, “See that none render evil for evil unto any man; but ever follow that which is good, both among yourselves, and to all men” (1 Thessalonians 5:15). We must, first, do good in pleasing the Lord. Paul reminds us “That ye might walk worthy of the Lord unto all pleasing, being fruitful in every good work, and increasing in the knowledge of God” (Colossians 1:10). Again we are reminded “to walk and to please God” (1 Thessalonians 4:1).

We are not to repay evil with evil. We read the command; “Recompense to no man evil

for evil. Provide things honest in the sight of all men” (Romans 12:17). Peter informs us of how to repay evil by writing, “Not rendering evil for evil, or railing for railing: but contrariwise blessing; knowing that ye are thereunto called, that ye should inherit a blessing” (1 Peter 3:7). The Master Teacher commands, “Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you” (Matthew 5:44).

How do we overcome evil?

With GOOD! Paul encourages us, “As we have therefore opportunity, let us do good unto all men, especially unto them who are of the household of faith” (Galatians 6:10). Finally, Paul, by inspiration, helps us to understand the power of Good. “Be not overcome of evil, but overcome evil with good” (Romans 12:21). We can overcome sin in our own lives by first being pleasing to the Lord. What does Jesus desire for us to do? Take time to visit the Ivanhoe Church of Christ.

AmeriCorps Seniors

Public Service Announce-

ment - March 26th through April 1st is AmeriCorps Seniors week in Texoma. There are over 500 volunteers in the Texoma Area that are putting their talents and experiences to work serving our communities through AmeriCorps Seniors. These programs are for Americans aged 55 and older with organizations making a difference in our communities.

The RSVP program allows seniors to choose how, where and when they want to serve. Their commitments range from a few hours to 40 hours per week. Texoma volunteers serve over fifty locations in the three-county area of Cooks, Grayson and Fannin. These locations include crisis centers, food banks, hospitals, meal deliveries and various faith based or community organizations.

The Foster Grandparent Program is another program with AmeriCorps Seniors. Foster Grandparents serve from 15

to 40 hours per week in public settings where they tutor and mentor children with special or exceptional needs. To be a Foster Grandparent, you must be at least 55 with limited income. Foster Grandparents receive a small stipend, mileage reimbursement and monthly training.

Franklin “Cordell”

Foreman, age 79, of Telephone, Texas entered his eternal home on March 20, 2023 after a battle with cancer.

He was born November 22, 1943 in Honey Grove, Texas to Charles E and Sarah Kathryn (Holmes) Foreman. Cordell was a graduate from North Fannin High School in Ivanhoe, Texas in 1962. He married Carolyn Whisenhunt on Jan. 4, 1964 at Elwood Baptist Church. They have three sons: Rick, Kevin and Cory Foreman.

PENNY KAY (WILSON) RODGERS

Penny Kay (Wilson) Rodgers, 59, of Fort Worth passed away March 17, 2023 peacefully in her sleep after a two year battle with cancer.

She was born to the late Jeff and Deloras Wilson on September 5, 1963 in Honey Grove, Texas. On August 29, 2007 she married the love of her life Kenneth Rodgers. Together they have four children Ken Wilson, Kevin Wilson, Johnny Rodgers, and Darlene Rodgers.

She is survived by her husband, four kids, daughters in law Elizabeth Wilson and Brittany Rodgers. Grandkids Jonathan Garza, Alexis Wilson, Hunter Heenan, Savannah Wilson, Veronica Rodgers, Kristopher Wilson, Dominick Wilson, Chase Johnson, Aaliyah Johnson, Jessyka Rodgers, Marley Norman, Peyton Rodgers, and Dakari King. Sisters Bonnie Wilson, Linda Wilson, Mary Sharp, Betty Wilson, Ruby Jones, Tammie Davis (husband Scott), Cherry Wilson (wife Jacqueline) Sarah Campbell. Brothers Thomas WIlson, Donald Wilson, Jeffery Wison (wife Diane), Jerry Wilson, and John Wilson (wife Jennifer).

A memorial service was held on Tuesday March 21, 2023 at 2 pm at the family home in Fort Worth.

Cordell was of Baptist faith and had many interests and talents during his lifetime. He served many years on the Sam Rayburn school board and was an active member of the Lions Club. He enjoyed farming and baling hay the majority of his life and operated their dairy farm for 9 years. Prior to the dairy farm, he and his wife owned and operated Lamasco and Telephone General Stores. He was employed by White Shed Water Company for 20 years where he retired as a manager. After retiring, he was employed at Esther’s Kountry Kitchen where he served as Carol’s sous chef and dishwasher. However, his most prominent job at the café was as President of the Coffee Drinkers Club which was held under his direction every morning. Cordell enjoyed spending his time with family and friends playing 42, dominoes and Canasta. He would give his grandkids such a hard time and call them names when they would beat him at 42 or Canasta, but they would remind him that they learned from the best! He was an avid gardener and incredibly generous as he often shared his homegrown vegetables with his many family and friends in the community. His true love was for his family. He was a devoted husband for 59 years to Carol and his love of sports and passion for his sons was evident in every basketball and baseball game the three played throughout school. Cordell never missed a game and he could often be heard assisting the referees or umpires but only when it was needed. His love only grew as his grandkids continued the tradition in Fannin County. He could be seen in gyms and fields all over North Texas whether he was supporting the Trenton Tigers or the Sam Rayburn Rebels. However, unlike when his sons played, anytime the grandkids’ teams came up short, it was clearly the coaches’ fault.

Cordell’s love of family and his kindness to the community will be missed by many but especially his wife Carol and sons: Rick and Sharon Foreman of Trenton, Texas, Kevin and Sherry Foreman of Ivanhoe, Texas and Cory and Jamie Foreman of Abilene, Texas as well as his 11 grandchildren: Britt Foreman, Ashley Braley, Michael (Lauren) Foreman, Maddison (Brandon) Davis, Blossom (Austin) Allen, Sarah (Jake) Walters, J.J. Foreman, Rikki Foreman, Clare McDowell, Kendell Foreman and Carson Foreman. Also missing him will be his 12 great grandchildren: Charlotte Foreman, Kynslee, Braylee and Kade Moore, Lyla and Kayce Foreman, Baker Davis, Taylin and Hayvin Allen, Hudson, Laikyn and Aspen Walters.

Cordell was preceded in death by his parents Charles and Sarah Foreman, sister Eloise Atkins, and brother Wendell Foreman. Funeral services were held on Thursday, March 23, 2023 at 2pm at Wise Funeral Home in Bonham, Texas and was officiated by Craig Vance and Marty Hutchings. Burial followed at Lamasco Cemetery. Family received friends from 6 pm to 8 pm on Wednesday, March 22, 2023 at Wise Funeral Home.

Pallbearers were Roger Foreman, Donald Foreman, Michael Foreman, Brandon Davis, Jake Walters, Austin Allen, and J.J. Foreman.

JANE GRICE HODGE

Jane Grice Hodge passed away on March 22, 2023 in Bonham, Texas.

Jane was born in Wood County Texas on February 8, 1935 at her grandmother’s home to father Clovis Kyle Grice and mother Lorene Turner Grice. Jane moved to Bonham as a young child with her family, and graduated Bonham High School in 1953. Jane was a very talented seamstress. When dating her future husband, Glen F. (Dub) Hodge, Jane bought a brandnew Singer sewing machine with all the attachments for $600. Dub thought she was crazy, but she bought it anyway. Jane sewed every curtain in every home they ever owned. She also sewed clothes for her younger sister JoAnn, nieces, her sons and finally her youngest child, a daughter. Since Jane was so talented and could sew her daughter all the cute clothes, people would ask Jennie, “Where’d you get that dress?” Jennie would say, proudly, “Mama made it!” Jane started to make tags to put in all the clothes she sewed that said, “Mama Made It”. Jane sewed Jennie’s wedding dress, her Mother-of-theBride dress, several of the bridesmaids’ dresses and the flower girls dress on that same Singer sewing machine she bought 30+ years earlier. Jane had several jobs over the years, ranging from General Cable, Bonham Manufacturing, and met Dub at the M&S Clinic and ending at Bradford-Watson Co. After her marriage to Dub, Jane was able to stay home raising her sons, Paul and Phillip and daughter Jennie. She reentered the workforce in 1973 as an assistant to her father-in-law, G.C. Hodge whom she called “Mr. Hodge” when at work at Bradford-Watson Co. Jane basically ran the place, even after his death when Dub took over. Jane worked there until Covid hit in 2020 and that’s when she decided to “semi-retire” but kept the books for the business from the safety of her home. Jane was very involved in her children’s lives, whether it was Cub Scouts with her sons or Camp Fire Girls with Jennie.

Jane was proceded in death by her beloved husband, Dub Hodge. She is survived by sons Paul and wife Kenna of Bonham, Phillip and wife Lesylee of Springdale Arkansas, daughters, Jennie Poe and husband Vic of Bonham and Gail Williams and husband Tim of Richardson and sister JoAnn Neuman of Naples TX. Grandchildren, all of whom Jane dearly loved, Danny, Darryl, Darren and Meredith Hodge, Chase Williams, Katy Hairston, Lexi Scherff and Austin Reynolds, several great grands as well as nieces and nephews.

Family and friends were invited to visit on Sunday, March 26 from 2:00pm - 5:00pm at Wise Funeral Home. Private family memorial to be held at a later date.

In lieu of flowers, friends are invited to make a donation in her memory to the charity of your choosing OR Chi Lambda of Fannin County of which she was a long-time member at PO Box 84, Bonham, TX. 75418.
