Two days after stating in Commissioners Court that there should be a meeting of key City, County and VA personnel, Judge Moore scheduled a fact finding, information gathering meeting Thursday, March 24, 2022. VA Administrator and Newt Cunningham, attorney. The County and City are working together because of their concern for the Bonham VA veterans and employees, as well as their concern for the large economic impact the changes in services would have on the citizens, small businesses, city and county. The meeting goal was to learn more about the recommendations coming from the Department of Veteran Affairs to the Asset and Infrastructure Review (AIR) Commission. The recommendations are in draft form at this time and indicate possible changes in the services provided to Veterans at the Bonham facility. Getting our elected officials involved in this process is imperative in making corrections to the VA AIR proposal. Judge Moore has scheduled a Town Hall meeting tentatively for Tuesday, April 12th, 6pm

to 8pm at the Multi-Purpose Complex. He plans to invite State and Federal officials for the community to have interaction and voice their concerns. A notice will go out when the details of the Town Hall are finalized. Dr. Holt stressed the point that the recommendations are in draft form. For the community to attend town hall meetings is very important. He said the items considered in making any changes are: 1. Demand – what is the demand for services in the area. 2. Access – is the facility providing adequate access by veterans who need services. 3. Impact on Mission - the facility must be as effective in meeting the veterans’ needs as every other facility in the area in care comparison. 4. Cost Effectiveness – sustainability. Veterans are definitely the priority, but here is nothing in the draft concerning impact on the community.

2022 Alzheimer’s Facts & Figures By Scott Finley The Alzheimer’s Association annual Alzheimer’s Disease Facts and Figures Report is out for 2022 and shows more Americans living with Alzheimer’s; an estimated 6.5 million nationally, including over 400,000 in Texas. That number is expected to increase to 490,000 by 2025. Additionally, over one million Texans provided 1,769,000,000 hours of unpaid Alzheimer’s

care, valued at $25,874,000,000. Texas is one of 5 states with the highest projected prevalence of Alzheimer’s based on 2020 numbers, joining California, Florida, New York, and Pennsylvania. Medicaid costs of caring for people with Alzheimer’s in Texas is estimated at $3.202B. By 2025, these costs are projected to increase by 23.3%. The total lifetime cost of care for someone with dementia was esti-

mated at $377,621 in 2021 dollars. Outside of these numbers, over 10,000 Texans died from Alzheimer’s or its complications in 2019. In fact, one in three seniors dies with Alzheimer’s or other dementia. Deaths due to Alzheimer’s have more than doubled between 2000 and 2019. There are glimmers of light on the horizon, though. Aducanumab, sold under the brand name Aduhelm, came out last year and is the first

drug to address the underlying biology of the disease. Besides that, there are currently 104 treatments in development and potentially moving closer to review for approvals after clinical trials. I am convinced that both the meaning and the message of this event began in the heart of a loving God. A little story that I have cherished through the years of my ministry provides the thought that I want to give emphasis to this week, that of God’s Amazing love. The story tells of the love that a young boy had

for his toy boat. He had enjoyed taking it down to the stream near his home. One day the current was so swift that it swept his boat away and he lost it. Or he thought he had, until as he was passing the local toy store he saw it in the window. He went in and explained to the manager what had happened. A price tag of $1.00 had been placed on it. He agreed to pay the owner 25 cents per week for four weeks. At the end he took it joyfully into his hands, and was heard to say “Little boat you are twice mine. I made you and now I have bought you.“ Is this not what God has done for each of us? Not only did he make us, but because of his great love for us he has bought us back. Paul teaches us in 1 Corinthians 6: 19 -20 that we are not our own and that we have been bought with a price. God’s love is truly amaz-

chopped 4 sprigs fresh mint leaves 1 Tbsp. sea salt flakes In the bowl of a stand mixer with the whisk attachment, whisk together the ricotta, 1Tbsp. of honey and the vanilla for 3-5 minutes, until smooth. Refrigerate until ready to use. Grill or toast the slices of bread to desired doneness. Set aside. Using a sharp knife, carefully slice the oranges into 1/4” thick slices. Cut off the peel and pith so just the juicy centers remain. Transfer to a foil lined baking sheet and gently brush the slices with remaining honey. Set oven to broil and place the baking sheet under the broiler for 3-5 minutes, until honey bubbles up and caramelizes and the oranges start to blacken on the edges. Allow to cool slightly. Smear the ricotta evenly on the toasts, sprinkle with chopped almonds. Then layer on the broiled oranges and mint leaves. Sprinkle with the sea salt flakes and serve any time of the day. ENJOY!!! 9. Discussion and report of monies received by the Fannin County District Clerk’s office for February 2022; $20,693.22: No action needed, as this is for discussion and report only. 10. Discussion, consideration, and action to approve agreement between Fannin County and Bonham Family Drug regarding prescriptions through the Fannin County Indigent Healthcare Program: Fannin County Indigent Healthcare Director Mark DeMay spoke to explain how this agreement involves prescriptions for indigent care being handled directly through the Bonham Family Drug without going through RXSense and how much savings it will generate for the county. After his overview of the benefits for the county, and how District Attorney Richard Glaser had reviewed the agreement and noting that the effective date for this agreement would be May 1st, he took questions from the Commissioners. A motion was made by Commissioner Magness to approve the agreement between Fannin County and Bonham Family Drug and to ratify the termination of the contract with RXSense. The motion was seconded by Commissioner Self and passed unanimously. Judge Moore thanked Mark DeMay and District Attorney Richard Glaser for their efforts on this. Continued

Tuesday, March 22, 2022, County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fannin County Commissioners Court. Quorum was established as all County Commissioners and County Judge were present. The Invocation was led by Carolyn Rogers. Pledges were led by Major James Manis, retired. 4. Introductions: There were no introductions 5. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore noted that there wasn’t an official update, however, he asked Fannin County Purchaser Michelle Case her thoughts on the progress, she stated that half of the flooring on the first floor has been done but the workers are waiting for the rest of the shipment to complete it and work is still needed with the staining of the doors. Commissioner Lackey concurred with Ms. Case’s observation of the ongoing work and added that the exterior is fairly completed. After their observations, Judge Moore voiced his appreciation for all who came to the Rededication Ceremony on March 10th. 6. Discussion, consideration, and action to appoint two new board members to the Fannin County Child Welfare Board; background checks completed and approved: Chairperson for the Fannin County Child Welfare Board, Brenda Magness, introduced Randy Vasquez, an investigator with the Fannin County Sheriff’s Department; and David Thompson, also an investigator with the Fannin County Sheriff’s Department; as the newest volunteers to serve on the Child Welfare Board. After noting how they were found highly qualified to serve on the board, she went over their accomplishments and voiced the Child Welfare’s Board appreciation for their willingness to serve. She then stated her appreciation for the Commissioners Court’s dedication to the mission of the Fannin County Child Welfare Board. A motion was made by Commissioner Lane to appoint Mr. Vasquez and Mr. Thompson to the Child Welfare Board and the motion was seconded by Commissioner Magness and passed unanimously.

7. Discussion, consideration, and action to approve minutes from 03/15/2022 (R): After the court reviewed the minutes, a motion was made by Commissioner Lane to approve them which was seconded by Commissioner Self and passed. 8. Discussion, consideration, and action to accept the County Election Board recommendations for consolidating voting precincts in the May 7, 2022, Constitutional Election that is being held in conjunction with city and school elections in accordance with Texas Election Code 51.002 and 42.008: Fannin County Clerk Tammy Biggar gave a detailed explanation as to why the need to consolidate the precincts exists. After her summation, Judge Moore noted that on the voter id card, the precinct is listed for that voter’s address and a voter can find out where they are supposed to vote with their precinct number. Ms. Biggar agreed and added that if they cannot find out on the map (generally posted in the paper before an election) where their precinct should vote, her office can provide that information to the voter should they choose to call her office. Commissioner Lackey added his thoughts that the voting precinct should not be confused with the precinct they reside in as those two precincts are different. Commissioner Lane made a motion to accept the County Election Board recommendations for the consolidation of the voting precincts for the upcoming election with Commissioner Magness seconding the motion. The motion passed.

(Purchase of Equipment): Michelle Case explained what this item was about, and a motion was made by Commissioner Magness to approve with Commissioner Lane seconding the motion which passed. 18. Discussion, consideration, and action to approve Order authorizing the sale of fireworks in Fannin County during the period of April 16, 2022, through April 21, 2022, at midnight for San Jacinto Day: After Judge Moore read the agenda item, Commissioner Self made a motion to approve this Order with Commissioner Magness seconding the motion. Commissioner Lackey abstained from voting as he has a family member who sells fireworks. The motion passed. 19. Discussion and possible action regarding Veteran Administration Proposal: Judge Moore began by saying that the Commissioners Court was very concerned about the proposal to move services out of the Bonham VA to Dallas and/or Ft. Worth. He explained how he has heard from several concerned citizens of how this would be a major blow to the county, especially considering the state of the economy at this time. He cited how veterans (many of them well over fifty years of age) come to the VA in Bonham from all over because of the “ease of access” and how that would drastically change if veterans would be forced to drive to Garland or the Ft Worth VA for services previously available in Bonham. Without having all the information regarding this proposal, Judge Moore stated that he believes a committee including two people from the Commissioners Court, two from Bonham’s City Council, and a few key individuals from the community to make up a group of about ten people, should come together and meet with officials at the VA to find out more of what is going on. He asked those in attendance to get with him if they have any questions in mind to ask the VA (other than the questions he read in Commissioners Court which will be posted on the county website;) or if anyone they know has a question to ask. He stated that after the committee gets together with the VA, the next step will be to have a town hall meeting to share questions and information on this matter. He stated those with questions or comments could send them to countyjudge@fanninco.net by the end of the day. Before concluding with his statement, he advised there would be a printed list of elected officials with their contact information on the stand outside the door and urged the citizenry to let their voices be heard on this matter to their respective representatives.

Open Arms Shelter Update

Open Arms Shelter has been blessed with the gift of a 2007 Chevy Minivan. Thanks to a generous (anonymous) donor, the shelter is now able to expand transportation services for residents. Mark Sanderson, Director of Open

Arms, says that the lack of public transportation has made it difficult for residents to get where they need to go. Thanks to a previous generous donation, residents are able to check out bicycles to help with some of their transportation needs. The van will be especially helpful

Congressional Candidate Iro Omere Addresses Fannin County Democratic Party Convention

Press Release - The biennial convention of the Fannin County Democratic Party was held at the Derrell Hall Agrilife Extension Building on the 19th of March. In addition to the delegates representing the local party, Iro Omere, candidate for the U.S. Congress from Texas Congressional District 4, addressed the convention and spent part of the morning answering questions and meeting local citizens. County Chair Bill Roberts opened the meeting at 9:00am. Credentials Chair Johnny Ortiz stated that there were no objections to the credentials of any attendees and all delegates were approved. Jane Alvizo was elected permanent convention secretary, and Rules Chair Judy Teller’s recommendation that normal Texas Democratic Party rules be in effect was also approved. Resolutions and Platform Chair Brenda Davis presented one resolution by Red River County Chair Hunter Evans in opposition to the proposed Marvin Nichols Reservoir in northeast Texas. This resolution was approved and all other resolutions proposed to the state party were forwarded to the state convention without recommendation. As there were enough delegate slots to accommodate everyone wishing to attend the state party convention in Dallas in July, Nominations Chair Sandra Miller moved to accept those delegates without conducting precinct

conventions. State convention delegates approved at the county convention are Judy Teller, Brenda Davis, Johnny Ortiz, Debbie Doncer, and Jane Alvizo. Donna Trotman was added as a delegate following the convention. Following the business portion of the meeting, donations were accepted for Medecins Sans Frontieres (Doctors Without Borders). Hundreds of dollars were raised to assist this Nobel Prize-winning organization in their work to assist refugees from the war in Ukraine and around the world. Ms. Omere then addressed the delegates and expressed her desire to represent all of the residents of Congressional District 4. She stressed her commitment to public education and her experience both as a teacher and as a teacher of teachers. Another priority of Ms. Omere is health care. She expressed her dismay about the Trump-era proposal to close parts of the Bonham VA Hospital and move them to the Dallas-Ft. Worth metroplex. Not only would this affect veterans in the surrounding rural areas, but it would be devastating to many local workers and the north Texas economy. Ms. Omere feels strongly that our tax dollars can be used more effectively by providing quality education and health care rather than building leaky walls and forprofit private prisons.

Bonham City Council Special Meeting Water Lines & Subdivision Plans

Monday, March 22, 2022, Mayor H Compton called to order at 5:00 p.m. a Special Meeting of the Bonham City Council. Quorum was established as all Council members and Mayor Compton was present with the exception of Councilman Bill Chapman. 1. Consider and take action to approve Timco Services bid totaling $6,986,238.39 for construction of water lines in bid schedules 2 (in full), 4 (in full), and parts of bid schedule 1 (line 4A, 4B, 6 & 10) as part of the 2018 TWDB DWSRF Water Distribution System project: After Mayor Compton read the agenda item, City Manager Sean Pate explained that this was about the continuation of the Texas Water Development Board Project 2018 where the city was awarded 15 million dollars for water/wastewater improvements. He introduced KSA’s engineering firm Regional Manager, Bob Fisher to bring the council up

to date on the matter. After Mr. Fisher’s assistant handed out maps to the council that noted the location of the water lines referenced in this agenda item and Sean Pate interjecting with the reasoning behind the decision for the line’s locations (a critical need for developments sake being lines on Hwy 82 between Hwy 121 & 78,) Bob Fisher made known KSAs approval of the bid. A motion was then made by Councilman Michael Evans and seconded by Councilman Wayne Moore to approve the bid. The motion passed. 2. Consider and take action on a preliminary plat and to establish zoning to single-family residential for a plat submitted by Brian Simpson located out of the O.H.P. Wood survey, Abstract Number 1194 being a tract of land conveyed from Billy Hughes and George Hughes as Joint Independent Executors of the estate of Charlie Howard Hughes. This is located on Silo Rd at County Road 1544 being PID #86754. Director of Community De-

velopment Mark Kinnaird explained how this had gone before the P&Z Board and received unanimous approval. He gave an overview of the property noting that 200 ft of the property that is on Silo Rd had been within the city limits of Bonham. He clarified that what was being requested was the approval of the plat and that singlefamily residential zoning be attached to the entire subdivision. After a question was posed by a citizen of Bonham if the city would be improving the traffic pattern on Silo Rd, a response was given by Sean Pate that capital improvements would be being made in the future to Silo Rd. A motion was then made by Wayne Moore to approve with Councilman Kevin Hayes seconding the motion. Before the vote on the motion was taken, Michael Evans noted that he would have to recuse himself from discussion and abstain from voting. The motion then passed. 3. Adjourn: A motion was made, seconded, and passed to adjourn at 5:10 p.m.

OBITUARIES CHARLA ELISE KIRBY WOODSON

Funeral services for Charla Elise Kirby Woodson, 66, of Whitewright, Texas were held at 2:00 PM Saturday, March 26, 2022 in Wise Funeral Home Chapel. Pastor Mark Posey officiated. A graveside service was held at 2:00 PM Monday, March 28, 2022 at Winfield Cemetery in Winfield, Texas. Charla was born July 14, 1955 in Mt. Pleasant, Texas, the daughter of Robert Harold Kirby and Gladys Hall Kirby. She graduated from Mt. Vernon High School and received her LVN degree from Kilgore College. Charla’s nursing career spanned 35 years with the last 13 years spent as school nurse for the Trenton ISD. She retired in 2013. Charla married David Woodson on January 31, 1993. She was a dedicated quilter and could work 10 hours a day quilting and watching TV. She loved to watch cooking shows and was an excellent cook. Another of her passions was fishing, and she could easily spend all day on a pool bank. Charla was preceded in death by her parents and her first husband, Donnie Rex Edwards. Charla leaves to cherish her memories, her husband of 29 years, David Woodson of Whitewright, TX; two sons, Kurt Edwards and his wife, Angela of Ravenna, TX and Justin Woodson and his wife, Angela of Anna, TX; three daughters, Cristy Orr and her husband, Chris of Mt. Vernon, TX, Casey Peebles and her husband, Nathan of Bonham, TX and Holly Hecht of Charlotte, North Carolina; a brother, Edward Kirby; two sisters, Teena Forrister and Taffy Kirby; 13 grandchildren; numerous nieces, nephews, extended family and friends. Pallbearers were Chris Orr, Taylor Weems, Nathan Peebles, Justin Woodson, Kurt Edwards and Jeffery Kirby. The family received friends at Wise Funeral Home from 1:00 PM until service time Saturday, March 26, 2022. Michael was a welder and master carpenter for 30+ years. He was a loving father, grandfather, brother, uncle, and friend. Michael enjoyed spending time with his family.

Gwendolyn Freeman Jones Pettit, 83, recently of Lumberton Texas, passed away peacefully on Wednesday, March 9, 2022. Gwendolyn was born in Honey Grove, TX on Wednesday, April 6, 1938, to Oscar and Clara Butler Freeman where she grew up with her five other siblings. A loving mother and fantastic grandmother, Gwendolyn was truly a woman of God’s faith and loved her family. She truly enjoyed going to church and traveling- especially to family reunions. Gwendolyn was always so proud of her children, and later her grandchildren, and was always someone that her family could depend upon for support, comfort, and advice. Her career was somewhat of a continuation of that loving and caring nature as she worked

Funeral services for Jerry Ray Tredway, 88, of Sherman, Texas, formerly of Fannin County, were held at 11:00 AM Friday, March 25, 2022 in Wise Funeral Home Chapel. Hospice Chaplain Dennis Noblett officiated. Burial followed in Windom Cemetery. Jerry passed away Tuesday afternoon, March 22, 2022 at his residence. Jerry was born November 9, 1933 in Windom, Texas, the son of Jearl Tredway and Johnnie Faye Tolbert Tredway. He was a US Army veteran serving during the Korean War. Jerry married Nadine Chance on Aug. 24, 1968 in Garland, Texas. He worked for Mrs. Baird’s Bakery in Dallas, Texas for 31 years, retiring as Assistant Plant Engineer. He was a Baptist and enjoyed gardening. Jerry was preceded in death by his parents, Jearl Tredway and Johnnie Faye Tolbert Tredway Halliburton and two sisters, Mary Muriel Simpson and Nancy Joy Springer.

John served in the National Guard and worked for General Motors in assembly for 25 plus years. He loved nature and enjoyed listening to both old country music and rock and roll. John liked playing the guitar and enjoyed fishing and photography, in which he was very enthusiastic about. John loves his grandsons. He leaves behind his daughter Amy Secada of CA., grandsons, Johnny Pate, Joseph Pate, and Thomas Secada, and granny Linda Pate. Visitation was on Thursday, March 17, 2022 at CooperSorrells Funeral Home from 7:00 pm to 8:00 pm. Graveside services were at 11:00 am on Friday, March 18, 2022 at Arledge Ridge Cemetery. The purpose for this subject is to try and assist us older customers. I am in my eighties and have a hearing problem. I have to wear hearing aids to help me through the day. Us older people that have trouble sometimes placing an order at businesses that use microphones. Due to the fact that the person on the other end is talking too fast, sometimes it is hard to understand the person taking the order. I know that in this day and time a lot of things depend on speed to get the job done. I don’t agree, but that’s the way it is. I know I can’t change that. I think more owners and managers of all businesses should train their employees to have more respect for the older customers and assist them when they can. I also want to thank all of the businesses that do train their employees to be courteous to their customers. My Dad was in business many years ago and his motto was: Courtesy doesn’t cost you a dime, but it might make you one.

Lavon GOOD. Water lightly stained; 55-58 degrees; 3.95 feet low. Crappie are good in 1-7 feet of water on rocks and timber biting on minnows and jigs. They have started spawning on the north end of the lake. White bass are fair on main lake points in 5-20 feet of water, and on the north end if you can find them. With the big rain storm we just had they will be migrating into the creeks to spawn. Black bass are on spawning beds from the north end of the lake to approximately half way down south. Water temperatures are still a little cool to see them on beds in the south end. On beds use white/chartreuse spinnerbaits, 6 foot diver crankbaits in KVD sexy shad color or crawdad colors, and in 10-20 feet of water use Alabama rigs or large swimbaits on structures. Another citizen agreed that a political push by our elected representatives to keep VA services in Bonham, is what is needed while yet another citizen commented on the impact the loss of sales tax will have on the county should

Comments by County Commissioners and County Judge: Commissioner Lane thanked all for coming and strongly urges veterans to contact their representatives regarding the VA matter, especially with the wait lists that may be encountered in the busier VA facilities in Garland and Ft Worth and the increased cost of gas involved in traveling those distances. She urged patience with the clearing of

road debris from the storms and wished all a good week. Commissioner Self noted his appreciation for the rain, thanked all for coming, and commented on the importance of the VA Hospital. In the fall, participating Fannin County 1A cross country schools -- Dodd City, Ector and Savoy -- will also, like during basketball, compete in 23-1A with Campbell, Miller Grove, Fate Pioneer Technology & Arts Academy and Greenville Pioneer Technology & Arts Academy. During the 1A spring nondiamond sports -- tennis, golf and track and field -- Fannindel will also be a part of 23-1A, like during basketball season, with Fate PTAA not listed as participating.
