Fannin County News Release - HB 749

Dear Citizens of Fannin County, Thursday morning the Texas Legislature battled a bill known as HB 749 which will seriously tie the hands of Fannin County, school districts, cities and more. This bill, if passed, will severely limit these entities from communicating with Austin on behalf of the citizens, consequently silencing them. It prohibits an entity from hiring third party lobbyist to represent them in Austin. The burden of reading and understanding literally thousands of legislative bills that are submitted every year will now fall on the elected officials, volunteer mayors, council members, school board members and subsequent staff. Like me, these individuals probably already have full time jobs that take up 40-60 hours a week. Fannin County partners with the Texas Association of Counties which collectively keeps our county informed of any leg-

mandates. A loss of revenue in order to pay for unfunded mandates can very easily turn into loss of services for citizens as well. I and the Commissioners do not want that. If public entities are not allowed to collectively communicate with Austin Legislators (via nonprofit entities like TAC), we will not be able to fight the unfunded mandates that keep getting put on counties and other public entities. There is the possibility entities won’t even know about them until they become law without the help from nonprofits like TAC. It would be much more expensive to hire a full time staff to lobby for us with a salary, paid benefits and housing in Austin than what we pay now. Fannin County opposes HB 749 and SB 10. Our rural local voices are in jeopardy with these proposed bills.

TAC provides needed and mandatory training, legal support, insurance, human resources and a variety of other supportive actions that allows our county to function well for our citizens. The services provided by TAC to Fannin County save us several hundred thousand dollars. You may be asking how this affects you as a citizen. Well here it is in a nutshell: Unfunded mandates. These are laws that are passed down from the State that require a county or other entity to do or to purchase something without providing any money for the mandate. Bottom line: Unfunded mandates increase an entity’s budget and therefore increases taxes to pay for the unfunded

Tuesday, March 23, 2021, County Judge Randy Moore called to Order the Regular Session of the Fannin County Commissioners Court at 9:01 a.m. Quorum was established as all Commissioners and County Judge were present. Invocation was given by Pastor Robert Eades of the United Pentecostal Church of Savoy. Pledges were led by Commissioner Self. 4. Public Forum: There were no speakers, however, County Judge Randy Moore read a note from a Fannin County citizen who voiced high praise and blessings for all who made receiving the Covid vaccine so easy for older folks. Judge Moore echoed similar praise for all involved with the administration of the vaccine. 5. Introductions: There were no introductions: 6. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated that Governor Abbott did extend the Disaster Proclamation on March 6th and that it will continue till things slow down. Though restaurants and other businesses have been opened, Judge Moore said anyone feeling more at ease wearing a mask is encouraged to do so and all should abide by the requests of business owners to wear masks in their respective places of business. The total number of Covid Cases in Fannin County to date stands at 3,391 with 10 active cases and four of those active cases being in the prisons. The number of fatalities stands at 105 and hospitalization is at 4.4%. Fannin county has received and given 11,000 first doses of the vaccine. Motion was made, seconded and passed to extend Proclamation one more week. 7. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Dr. Froelich looked over the plan and said he saw no need for any changes. Motion was made, seconded and passed to extend Operations Plan. 8. Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding: Fannin County Purchasing Agent Michelle Case reported that they are still waiting for the remainder of the CARES Act funding. Judge Moore added that he has heard from other counties, that Fannin

County is not alone in the wait for additional funding. 9. Discussion, consideration and action regarding the Fannin County Covid Vaccine Call Center: Judge Moore called on Emergency Management Coordinator Troy Hudson to give a report, but before he spoke, Judge Moore announced that the County Jail Detention Center will be starting up visitations Wednesday the 24th. He advised Covid cautions during any visitations. Mr. Hudson said incoming calls have lessened with the major workload being the scheduling of vaccinations for those on the wait list. He cited difficulties in reaching people on the list. He said they will also be working with the additional providers that have recently begun receiving vaccines to utilize their websites to get people signed up for vaccines faster. Currently, there are approximately 1,500 to 2,000 waiting for a vaccine. Judge Moore said many providers and the team working to get vaccines to those on the list, believe that it might be more efficient for people now to go to the different providers’ websites or call them direct (pharmacies

Fannin County 6/20/17 Covid Vaccine Call Center Ends March 23, 2021 at 5pm March 23, 2021 It was a difficult decision for the Commissioners Court to end the vaccine Call Center. Schedulers had to make 8-10 calls to schedule one person. Many have received their vaccine elsewhere causing a significant delay for citizens. So the Fannin County Covid Vaccine Call Center is going to discontinue receiving registration calls for a waiting list as of today, Tuesday, March 23rd at 5:00 PM. The call center will still be open until Friday March 26th at 5:00 PM to assist citizens in providing information to new applicants on how they can register elsewhere. Everyone that is currently on the Fannin County Covid Vaccine waiting list will be scheduled through our scheduling center until the list has been exhausted. The Fannin County Vaccine Hub (TMC Bonham Hospital) has been working with providers in the Fannin County area to distribute Covid-19 vaccines. Additional Covid Vac-

The Bonham baseball southpaw likewise exercised both on Friday, March 19, with regard to his future. Mallory announced his intent to pitch for Austin College in Sherman, in a midday ceremony held in the Bonham High School auxiliary gymnasium with coaches, friends, family and other well-wishers in attendance. “I went on campus, saw it and talked with the coach,” said Mallory. “That experi-

ence pulled me toward Austin College.” With his decision made, Mallory said he will now focus on two things: winning a district and State championship. The Purple Warriors took a first step toward the former on March 16: a 3-1 home win over Gunter to start District 11-3A play, with Mallory’s mound performance leading them to win. He threw a four-hit complete game with no walks and eight strikeouts. “Three years ago, I said to (Trystan’s) dad at a tournament: ‘He would look good in a Purple Warriors uniform,” said Bonham baseball manager John Ramsey. “He repre-

sents us well in the classroom and community and in basketball and baseball. “He probably is the most efficient pitcher I’ve had: He likes to throw strikes and changes speeds,” said Ramsey. “He also has a work ethic and integrity. “As he carries on his career at Austin College, I’m excited that he will be close to home and I can go watch him play.” Note: Trystan Mallory became the second Bonham senior baseball player during recent months to agree to extend his career to the next level. Tanner Reaves signed with Grayson College in Denison on Jan. 22.

It equated the second-consecutive superlative for Nichols; she received the top defensive award in the Lady Rebels’ previous district. Senior Madison Braley and junior Avreigh Chaffin made the first team for Sam Rayburn, which made its thirdstraight bi-district appearance in as many consecutive postseasons after advancing as the district’s third-place qualifier. Hayes Equine: Spring Has Sprung!

What you need to know about getting your horse ready for the upcoming riding season. The fact that you are reading this today means you probably weathered the arctic front that came through, even if you are a bit the worse for wear. I hope everyone was well prepared for the cold. I know I had some pipe heaters to keep my hydrants warm, tank heaters so my horses would drink, and a milk house heater to keep my pool house warm. I also kept hoses in the house so I could

fill water tanks from the house when I had to. The old gelding got a waterproof blanket to help him stay warm, and everyone had shelter to get away from the wind. My broodmares and babies fluffed up like I’ve never seen before, and were happy as clams with their hay. They weren’t even bothered by having to trudge through the snow with ice balls in their feet. While the horses may not like the cold any more than we do, they can bear it just as well if not better. As long as they

Of course, coming from Minnesota, I felt right at home, even though I moved to Texas to get AWAY from the cold. That being said, THANK GOODNESS spring seems to have finally arrived! With that being said, we need to start looking forward to preparing for the coming riding season. We want to keep our horses safe and healthy so we can enjoy the coming nice weather as much as possible. Spring Vaccinations The obvious thing to do at this time of year is to get your horses vaccinated. For horses that just stay home and don’t meet any other horses, this means getting a Core EQ vaccine, which protects them from Encephalitis, West Nile, Tetanus, and Rabies. For those horses that travel, or are around horses that travel, it’s smart to vaccinate for Influenza and Herpes, the respiratory diseases. This is the time of year that it’s smart

If you really want some information on what your horse has and needs, doing a fecal (plus/minus a fecal egg count) before and two weeks after deworming can tell you how effective your parasite control is. Dentistry Don’t forget to have your horse’s teeth checked. Sharp points or broken teeth can have an effect on your ride, even if the bit doesn’t come in contact with the teeth. Mouth pain can show itself in many forms, not just dropping feed. Also, be sure to check your horses for weight loss as winter coats can hide ribs that are starting to show. Getting those teeth floated can help aid in chewing and digestion, and can keep your horse happier in the bridle. Spring Grass As the grass starts to turn green again, watch those overweight horses! Springtime is a major concern for overweight horses as the rising sugar content can lead to laminitis issues. NOBODY wants to deal with laminitis, so keeping overweight horses off the grass, or limiting their grass intake by using a dry lot or grazing muzzle can help prevent a painful and heartbreaking episode of laminitis. Even if your horses aren’t overweight, introducing them to grass gradually can help prevent gas colic in horses that haven’t had time to adjust their gut to the grass. Starting with just an hour or two on the grass, and increasing that time by an hour a week can help keep your horse’s guts happy throughout the green grass season. Foot Abscesses As usual, spring means rain, which means our poor horses are probably standing in mud more often than not. This predisposes them to foot abscesses, which are like little zits within the hoof capsule. These can be INCREDIBLY painful, because the hoof capsule doesn’t expand but the abscess does. Remember when you were a kid and slammed your finger in the car door? Pretty soon the bruise under the nail would get so painful you couldn’t bend your finger. The only thing that gave you relief would be to puncture the nail and let the pressure out. This same principle applies to foot abscesses. A zit starts

to vaccinate because the mosquitoes and flies are just starting to come out, and we want to have protection through the WHOLE fly season. Remember, that while we don’t have established “protective” titers for all of the diseases, we do know that the amount of antibodies a horse produces to a vaccine starts to wane after about 7 months. So horses vaccinated in September of last year won’t necessarily be protected through the whole bug season. Horses that were vaccinated in the fall may want to consider getting boosters to make sure they are adequately protected. And don’t forget your Coggins test for travelling horses! Make sure your last Coggins test was done within the last year, and don’t forget your Health Certificate if you are crossing state lines. It’s better to have a certificate and not need it, then to get stopped and pay a huge fine for not having one! Worming As it starts to warm up, the intestinal parasites really start to bloom, just like the rest of the bug population. This time of year we want to start looking for macrolytic lactone

growing in the hoof capsule, and once it gets big and painful enough, the horse starts to limp, and oftentimes it can be a significant one. The only way to relieve this pain is to get the abscess to rupture. We do this by giving anti-inflammatories like Bute, so the horse will put weight on the foot, and soaking the foot in warm water and Epsom salts to soften it. Softening the foot provides a path of least resistance for the abscess, and can shorten the time period that the horse is uncomfortable. If you aren’t sure how to treat an abscess, take a look at the Hayes Equine Facebook page, where there are videos on how to apply a soak boot or a foot bandage to keep the foot wet. Remember; DON’T use antibiotics before the abscess ruptures! Antibiotics will shrink an abscess but not cure it, which will ultimately make it take LONGER to rupture. Check Trailers Don’t forget to check your trailers before you head to that first trail ride or horse show! Nothing is more heartbreaking than getting to your destination and finding your horse has stuck a foot through a floorboard. So be sure to pull up your mats and check your floorboards for rot or damage that might weaken the boards. Check your lights and brakes to make sure they are fully functioning, and will stop a trailer in an emergency. Review how to properly hook up a trailer so that if something happens to the hitch, there are failsafes in place to help you stop safely. And check those tires to make sure they have enough tread to get through the year. Hot pavement is really hard on tires, and can cause blowouts as you’re travelling down the road. Fly Prevention Last but not least, spring brings on the bugs! As we all know, mosquitoes spread West Nile and Encephalitis, and flies spread EIA (what a Coggins test is for). Be sure to get your fly sheets purchased or cleaned and repaired for those horses that are extra sensitive to the bugs. And if your horse gets really itchy in the summer and has to take medication, now is the time to start! We want to get those histamines under control before they get started. Start thinking about what fly sprays you are going to use. Citronella products repel flies longer, while pyrethrin fly sprays kill flies for a short period of time. Leg bands or spot-ons can also be helpful in repelling pests and can be purchased now, before they are needed. Conditioning I think we’re all a little out of shape after the winter we’ve had. I know I am. Keep in mind that our horses are out of shape, as well. Come up with a gradual conditioning program that allows your horse to build muscle and strengthen tendons and ligaments without putting overmuch strain on them. Studies have shown that taking an out-of-shape horse and overworking it one time will actually reduce their immune system for a week or more. It’s much better to start with short lunging sessions and gradually making them longer, and then adding in riding time in short intervals that increase in length as the horse gains muscle. This can prevent injury or illness as spring progresses. With a little extra forethought, we can all have an enjoyable spring where our horses are healthy enough for us to enjoy a little spring riding while the weather is nice. Tena has finally won her courageous battle with cancer. She has gained her wings and is now in the arms of Jesus. Tena was born November 27, 1959 in Lamar County, Texas, to Roy and Wanda Mahan Barnett. She was a very loving mother, sister and friend who was a devoted caregiver to her family and friends. Her doors were always open. Tena is survived by her daughter, Silvia and son-in-law, Victor Juarez, grandson, Mateo Juarez; and future grandson, Leo Juarez. Funeral services for Artie Sue Carpenter, 94, of Bonham, were held at 11:00 AM Saturday, March 27, 2021 in Wise Funeral Home Chapel. Burial followed in Dodd City Cemetery. Sue passed away peacefully on Tuesday, March 23, 2021 at her home surrounded by her family. Sue was born Oct. 18, 1926 in Slaton, Texas, the daughter of George A. Lewis and Lelah Ada Rhodes Lewis. She married William Jasper “Willie” Carpenter on January 16, 1949, and he preceded her in death on July 4, 1998. Sue and Willie owned and operated Southside Grocery for many years. She was a lifetime member of Northside Church of Christ. Sue served as an Election Clerk for a number of County and City elections. A true people person, she thoroughly enjoyed meeting and visiting with the voters. She loved spending time with her family and traveling with her son, Steve on their train trips. Sue was preceded in death by her parents, a daughter, Leila Eutermarks (2004), sons, Richard Gary Carpenter (2011) and Steve Robert Carpenter (2018), grandson, Kevin and great great grandson, Levi. Jimmy Don McBroom, 75, passed away on Sunday, March 14th in Addison, Texas. He was born in Leonard, Texas to W.M. (Pip) McBroom and Lorena Little McBroom on March 19, 1945. Jim attended Leonard schools and was later called into active duty during the Vietnam war. He served in the U.S. Marine Corps from January 1966 until January 1968. After returning home from the war, Jim competed a bachelor’s degree from East Texas State University in Commerce, Texas. Jim was a licensed insurance adjuster and worked for many agencies and investigative services over the years. After retiring he became interested in genealogy and spent many hours researching and recording his family ancestry. Jim is preceded in death by his parents, sister and brother-in-law Grady and Mahonna Kidwell, and sister Joyce Havens. He is survived by brother-in-law Larry Havens, nephews Kim Havens, Kirk Havens, Steve Kidwell, Tim Kidwell, and niece Ann Kidwell Dancer. Jim will be interred in the DallasFt. Worth National Cemetery. A memorial service will be held at a later date.

Ralph passed away on March 20, 2021 at Texoma Medical Center in Denison, Texas at 76 years of age. He will be interred at the Dallas/Fort Worth National Cemetery in a private ceremony. He lived in Bonham Texas and was a resident at Clyde W. Cosper Texas State Veterans Home. He served in the United States Army for just over 8 years. He served in Okinawa, in Germany and Italy. He retired from EDS in 2005. He was a member of Dallas Lodge 760 AF & AM. Life member in National Rifle Association and Texas State Rifle Association. Cremation arrangements are under the direction of Wise Funeral Home. Dub was born on May 3, 1935 in Appleton City, Missouri, the son of Harry Thomas and Maudrea Brown Thomas Kelland. He served in the United States Air Force and retired after 21 years of service. He taught computer maintenance during his time in the service; he worked for GSA doing the same until he retired. Dub was a very caring and loving man. He could be very opinionated at times, but that just added to his charm. He was an avid golfer and enjoyed teaching his grandson the art of the game. Dub was adventurous; so much so, in his 70’s he decided to ride motorcycles again. This did not last long due to injuries endured during one of his rides, but he had fun while it lasted. He dearly loved his high school sweetheart, his beloved wife Geneva Rose Hueser, whom he married on August 19, 1971 in Kansas City, Missouri. Dub is preceded in death by his parents, brother, Donald Thomas, and grandson Phillip Young. Feeding Fannin March 19, 2021 Greetings! This April, Feeding Fannin will celebrate our 2nd anniversary! What began as a mission to serve the folks of Fannin County healthy produce and foods along with nutrition education changed drastically this past year. The COVID pandemic deeply affected our entire area. Partnering with North Texas Food Bank, we helped distribute 100s of 1,000s of pounds of disaster relief boxes and produce. Our group organized churches, civic groups and businesses to serve Super Suppers to help those in need and show a spirit of kindness and community. The work didn’t stop there. We were also able to assist Honey Grove Nursing Home during the ice storm. Once again, we served dinner 4 nights for those who couldn’t find groceries or could not cook.

When we could, we traveled to Leonard and Ladonia to serve dinner and give out bags of produce and information on services provided in the area. During Christmas we took toys and food to Fannindel Elementary. In all these ventures we had amazing volunteers and donors. The reason I am writing is to ask for your help to show appreciation for all those who worked so hard to help the folks of Fannin County during this incredibly tough year. Our Board would like to serve dinner for all these awesome volunteers. We are seeking sponsors for t-shirts and the meal—nothing fancy, but a big outdoor barbecue to celebrate a job well done. In return we can promise a lot of gratitude and a splendid article and pictures published by our friends and supporters in the local papers and e-news. Those t-shirts will be well
