The Judge was not aware of any other cases, at the time of this meeting. 7 Discussion regarding individual County Department hours and modes of operations – The Judge said Lisa Loiselle has been working on the extensive list of offices and office hours. It will be posted on the County website. The Judge advises calling ahead before you go to any office. Commissioner Lackey asked that the list of location hours be condensed, if possible, before it is posted. Judge Moore agreed and said they will combine the information as much as possible. 8 Discussion regarding EMS Profit/Loss Report for February 2020 – There was no discussion from any of the Court. 9 Discussion, consideration and action to approve Affordable Care Act Reporting and Tracking Service (ARTS) program agreement and have County Judge sign on behalf of the County – Treasurer David Woodson asked for continued approval for the ARTS program, which tracks health care coverage for County employees for tax purposes. The Commissioners approved. 10 Discussion regarding supplementing the salary of the District Attorney’s First Assistant with remaining and unencumbered state funds under Government Code Chapter 46 in the amount of $3,887.95 –. Commissioner Self mentioned the funds may or may not be available next year and the District Attorney said he was aware that is the case. There was no further discussion as this agenda item was for informational purposes only. 11 Discussion, consideration and action to move $34,364.67

This motion passed. 12 Discussion, consideration and action to purchase or lease a John Deere 544-wheel loader from the Precinct 3 purchase of equipment account – Commissioner Magness explained Bois d’Arc Lake is dividing his precinct. He requires a loader on both sides. He is purchasing a used loader. The motion to approve passed. 13 Discussion, consideration and action to award the contractor bid for Phase 2 of Fannin County Courthouse Restoration; Signage – The contract was awarded by the Court. 14 Discussion, consideration and action to purchase a 4-ton complete system for the South Jail Annex not to exceed $6,512.00 – Judge Moore said this is an emergency because the unit is out and the weather is heating up. The payment will come from the contingency fund account. The total amount in that account currently is $204K. L & L Electric has been awarded the bid. The Commissioners wanted to ensure the unit is high quality so it will last and be efficient. Commissioner Magness made a motion that a limit of $8K be placed on the purchase and Commissioner Self will oversee the selection and purchase. Motion passed. 15 Discussion, consideration and action to install a glass door to separate the hallway from the lobby at 200 E. 1st Street – Judge Moore called on County Clerk Tammy Biggar to read a statement from the County Auditor, stating installing a door between the lobby and offices would be an inconvenience to the workers. The shared copy machine would be inaccessible without going through the door. All deliveries would be an inconvenience, as well. When asked, the County Treasurer was not in favor of
the door. Judge Moore said they thought5/29/18 the door would be a good idea for security purposes, last week when it was mentioned. Commissioner Lackey said he understands their concerns but sometimes decisions are not always popular but they still have to make sure everyone is safe. The agenda item failed as there was no motion. 16 Discussion, consideration and action to approve payment of bills – The motion was made to pay the bills. Motion passed. 17 Discussion, consideration and possible action to correct and adjust then affirm, ratify and enforce the 2019-2020 County budget for salaries and benefits of County Commissioners Precincts 1,2,3,4 to wit; set the salary for County employees to the September 30, 2019 rate plus a $.50/hour raise effective on the next full pay period following adoption of a Motion to affirm, ratify and enforce the authorization contained in said budget for a road and bridge staffing level of: Precinct 1, 7 employees, Precinct 2, 7 employees, Precinct 3, 11 employees, Precinct 4, 7 employees with the salaries set forth for such employees as contained in the 2019-2020 budget for each such position, as adopted by the Commissioners Court and filed of record in the minutes of this Commissioners Court – Although the numbers in the paperwork for Precinct 3 were not correct, as to the employee salaries, the motion passed with an agreement that the numbers would be corrected and copies distributed to the Commissioners. 5 Public Forum – Allen McDonald messaged in Public Forum in favor of Commissioner Lackey’s desire to increase quarantine measures. He asked for an emergency meeting of the Commissioners with healthcare professionals to set stricter guidelines. 18 Comments by County Commissioners and County Judge The meeting adjourned

Press Release - The Creative Arts Center is making the best of the current situation by providing limited visitation at the gallery so people may enjoy the exhibit on display. With that in mind, artists are invited to submit art for the upcoming “The Eyes Have Its” exhibit which goes up in the gallery on April 3 and runs through April 28. The subject of art work submitted must feature eyes of any type: human, insect, animal, fish etc. Artwork of any media may be submitted through Thursday, April 2. The center requests that no
artist submit art or visit who is currently ill, has recently been ill or has been exposed to someone with a respiratory virus. This measure is in the best interest of staff and anyone who may visit the gallery. to Texas Department of Highways, December 15 is the last date for seeding bluebonnets. Aggie Horticulture explains why. Spring blooming wildflowers germinate in the fall, typically in September and October, their tops remain small and inconspicuous while developing massive root systems through the winter. The bluebonnet is one of these. Bluebonnets have a unique trait. The small, flat pea-gravel looking seeds have a very low percentage rate of germinating the first season. This can be frustrating to a gardener. The seeds may take up to five years to germinate, a survival trait during periods of adverse growing conditions. To counter this, bluebonnet seed is treated in a process called scarification. Purchased seeds are typically
scarified and will germinate in 10 days in moist soil. Seedlings from scarified seed are more vigorous. Emerging seedlings need to be protected from pillbugs and soil fungi. Overwatering is the biggest killer of bluebonnet seedlings. A well-drained site free from winter grasses and clover is the optimum location for starting a bluebonnet bed. Remember these are drought hardy plants. The only time

Creative Arts Center Announces Amended Hours & Restrictions Call for Art -The Eyes Have It Exhibit Opens April 3 Press Release - The Creative Arts Center is open for individuals or pairs of persons who wish to see the current exhibit and shop in the gift shop and have not been exposed to the Coronavirus or anyone with a respiratory infection. The center is temporarily closed on Saturdays but open Tuesday - Friday from 10 to 5. The current exhibit is posted on the website as are many gift shop items, and purchases may be made over the telephone. Group activities and classes are suspended until further notice and the upcoming Red River Art, Wine & Music Fest, originally scheduled for May 9 has been postponed tentatively to August 15. As the summer progresses, the CAC will continue to examine options and will keep public safety as the primary concern. In the meantime, art may still be submitted for the next exhibition - “The Eyes Have It” which goes up in the gallery on Friday, April 3. Art will be accepted from

By Sharon Scott All the same rules apply for gardening in April – plant, prune, keep one eye firmly focused on the weather forecast, but this year we have more going on. After weeks of sheltering in place, self-quarantining, social distancing and the like, it might be time to step outside our door and consider our kitchen garden. Benefits to having a kitchen garden, especially this year, are to have fresh herbs and veggies readily on hand to spice up meals, without having to go to the store. By now we all would like to perk up our scrambled eggs, pasta, potatoes and salads. You probably already have a start to a kitchen garden, but there are lots of herbs available in pots this time of year.
Try some new ones, or just get some annual summer herbs going. Some herbs, like cilantro and dill, are easy to start from seed. Parsley is coming on now, along with sage. Thyme and oregano are greening up after winter die back. Marjoram is a nice mild, flavorful herb for chicken dishes. Rosemary, which has stayed green all winter, is blooming (use a little bit of minced leaves to add flavor to garlic bread). It is best to grow garlic chives and mints in large pots as they can get invasive. How about growing your own lettuce? Why not see who will be first in your circle to enjoy cherry tomatoes this year? No matter your business size we all need some support during the next few weeks. Many of our larger businesses are still open and able to function to some degree by limiting customers in the facility or transacting business strictly on-line. While a temporary solution, they are still being impacted by a loss of customers and sales. Many of our local merchants also offer gift cards either in the store or online that can be used later by you or someone else. in service due to mandatory restrictions and our less fortunate families is to buy a gift card and donate it to the Fannin County Crisis Center or the Fannin County Children’s Center for their distribution to families in need. This can be a great way benefit two groups at once in the Fannin County Area. Cooper GOOD. Water very stained; 5963 degrees; 6.46’ high. Largemouth bass are fair on Carolina rigged worms, crankbaits, and spinners in creeks and coves. The white bass are good in shallow water. Catfish are good on live and cut bait in 15-25’. Lavon FAIR. Water muddy; 58 degrees:8.32’ high. Crappie are fair on minnows fishing creeks and marinas. White bass are fair in the creeks with rooster tails, jigs, and spoons. Black bass are fair on crankbaits, worms, lizards, and jigs. Catfish are good on prepared baits and live bait. Tawakoni GOOD. Ector head boys basketball coach Blake Turner was a finalist in Class 1A for the Don Coleman Award -- an honor by the Texas Association of Basketball Coaches for a boys coach in the sport in each of the University Interscholastic League’s six classifications. A nominee was selected per region in each classification, with Turner representing Region III-1A. Earlier in March, Turner, who arrived in 2015 at Ector, coached the Eagles to their third boys basketball district title in the last four years, second regional quarterfinals trip during his tenure, sixth-consecutive postseason and a 30-7 overall record. Leonard junior Raven Fox made the first team to lead Fannin County players on the All-District 103A girls basketball awards for 2020. Junior Nakita Harris and senior Makynzie Price placed on the second team for Leonard, which at 6-6 finished in a three-way tie for and advanced via the district’s third-place qualifier berth to the playoffs -- the Lady Tigers’ ninth-straight postseason. Leonard narrowly lost to Pottsboro, 43-40, in the bi-district round. Senior Emma Bounds also made the second team for Bonham. Honorable mention recipients included sophomore Brooke Perry and junior Alexa Rhone of Leonard. Bonham and Leonard will compete for the next two seasons in 11-3A, retaining Bells, Blue Ridge, Howe and Whitewright as district opponents and gaining Gunter and Pottsboro.

Photo by Rich Hilliard By Rich Hilliard Dodd City juniors Dani Baccus and Journie Hilliard each made the Class 1A girls all-state team of the Texas Association of Basketball Coaches for 2020. Last month, Baccus and Hilliard helped the Lady Hornets record: an eighth-consecutive undefeated district title, 10th-straight postseason and sixth-consecutive trip to the regional tournament. Both will return for the 2020-21 season when Dodd City will still vie in District 23-1A in basketball with Ector, Savoy, Fannindel, Greenville Pioneer Tech and Arts Academy, Miller Grove and Yantis. The Lady Hornets will also be reunited in district play with current 2A Campbell.

health and safety. Over the past few weeks, this deadly pandemic has taken over 1,000 lives in the United States and infected tens of thousands more, with a negative ripple effect plaguing nearly every family and individual to some degree. “During this time, I’ve heard from business owners in Northeast Texas who are worried about how they’ll pay their employees and the possibility of being forced to close up shop for good. Livestock were in fair to good condition. Houston County reported buffalo gnats were getting worse. There were reports some horses and cattle ran themselves to death trying to escape the gnats. Dehydration and overexertion were cited as the causes of several livestock deaths after a local veterinarian made a diagnosis on a horse that survived. Wild pigs continued to cause damage in hay meadows and pastures. NORTH Topsoil moisture levels were adequate to surplus. Many areas received close to 6 inches of rain. Low-lying fields were flooded. High winds during thunderstorms caused some tree damage. Producers were reporting difficulties working in saturated clay soils. Winter wheat was doing well. Winter and spring pastures looked good but needed some sunshine to grow. Extended rain provided runoff to cisterns, tanks and ponds. Livestock experienced mild stress from moving through muddy black clay. Flies were also a nuisance to some livestock. Feral hogs were active.
