Goats and Gardening at the Sam Rayburn House on March 15th

Join us at the Sam Rayburn House State Historic Site on March 15th from 12:00 p.m. – 3:00 p.m. for an afternoon of goat and gardening activities. Just in time for Spring Break, this event is perfect for families and children of all ages! We will have two goat milking demonstrations from a local farmer, and Cypress Lake Ranch will provide two demonstrations about making goat milk soap. The Bonham Public Library will also be joining us to give out gardening advice! Once you’ve gotten your goat and
garden knowledge up to date, stroll around our site to play some games, plant and take a seed to begin your own garden at home, and make your own butter! Our historic outbuildings, including our garage and barn, hold their own special surprises that you won’t want to miss. This free event is a perfect way to spend an afternoon and welcome the Spring season.
We are offering tours of the Rayburn House on the hour from 10:00 a.m. –3:00 p.m. during this event.
For a tour of Sam Rayburn’s historic home, adults are $4.00 while
children ages 6 – 18 and college students are $3.00, as are seniors and veterans. Active duty servicemembers and children ages five and under can tour the home for free. Family rates are available. All children must be accompanied by an adult. The Tools That Built Bonham –New Exhibit at the Fannin County Museum of History

In celebration of the 175th anniversary of the City of Bonham, the Fannin County Museum of History has a new exhibit displaying some of the many carpenter tools that the Museum owns. These tools are from the era when tools were not powered by electricity or batteries, but mostly by manpower.
Carpenters and others took great pride and care of their tools, and there were many tools with very specific purposes. Many of the tools incorporated beautiful wood. Drop by the Museum to enjoy this exhibit and the many other interesting things at the Museum. The Museum is located just a few blocks south of the Courthouse Square in Bonham on Main Street and is open Tuesday – Saturday, noon – 4 pm.

Fannin County Commissioners Court – Constable of the Year Award

Tuesday, February 28, 2023, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court and established Quorum with all County Commissioners present. Invocation was led by Pastor Michael Evans of the United Methodist Church in Windom. Pledges were led by Major James Manis, retired.
4. Introductions: Judge Cunningham introduced Constables Chad Jordan and Sam Knapp from adjoining counties as well as recognizing and welcoming back Di Hopkins.
5. Public Forum: There were no speakers for Public Forum.
6. Presentation of the 2022 Constable of the Year Award to Constable Kevin Mayberry; given by the Justice of the Peace and Constables Association – County Judge for Matt Wiley of JPCA: Collin County Constable Sammy Knapp and Hood County Constable Chad Jordan came to the podium to present the 2022 Constable of the Year Award to Fannin County Constable

3. Constable Jordan gave a brief history of the Award and the Association that has been recognizing outstanding Constables since 1989. After the award was presented to Constable Mayberry, a photo was taken with the representatives from the JPCA, Mrs. Hailey Mayberry and the Commissioners Court.

Discussion regarding EMS monthly report for January 2023 – County Judge for Scott Ridling, Fire Chief: Bonham Fire Chief Scott Ridling gave a report of one opening in the department that is expected to be filled soon, four ambulances up and running and the maintaining of an average of approximately 419 runs per month. He noted the budget is running per previous years with the appearance of a deficit early on that is typically corrected as the year progresses and afterwards took questions from the court.

12. Discussion, consideration and action to reapprove a one-time severance of two
(2) acres from a 28.09-acre tract on FM 100 in Honey Grove; Property ID# 73118 – County Judge for Development Services Director: Fannin County Development Services Director Di Hopkins detailed why this was needed and noted everything was in order for this to be “reapproved”.

Discussion, consideration and action to approve Resolution applying the Lamar County Equivalent Match funds, approved by Resolution on 2/13/2023 by the Lamar County Commissioners Court, to the five following listed bridges as part of the of TxDOT Bridge Replacement Program; Sloans Creek, Timber Creek, Loring Creek Tributary, Dry Fork and E. Shawnee Creek – County Judge: Judge Cunningham began a discussion on how Fannin County will be receiving funds from Lamar County towards this program and how beneficial it is for Fannin County. Judge Cunningham read the Resolution and a motion was made by Commissioner Self to approve the Resolution with Commissioner Magness seconding the motion which passed unanimously.
15. Discussion, consideration and action to approve the purchase of a Semi Tractor Trailer for Precinct 4 due to the previous Semi Tractor deemed not responsible for delivery; $75,000.00 to
Commissioner Kopf explained the unacceptable condition of the first truck and how needed this vehicle is for his precinct. He then made a motion to approve the purchase with Commissioner Magness seconding the motion which passed unanimously.
16. Discussion, consideration and action to appointment two members to the Fannin County Public Facilities Corporation Board to replace Judge Moore and Commissioner Lackey –County Judge: A motion was made by Commissioner Self to have Judge Cunningham and the Precinct 4 Commissioner (Kopf) be the replacements with Commissioner Magness seconding the motion which passed with Commissioner Kopf abstaining from the vote.
17. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: Judge Cunningham first noted the bills are available online for any’s review. A motion was then made by Commissioner Lane to approve payment, seconded by Commissioner Self and after it was noted the total amount to be paid was $269,762.19, the mo-
tion passed unanimously.
18. Discussion regarding Subdivision Policy – County Judge: Judge Cunningham started the discussion by commenting on, “when an engineer needs to sign off on a project”, noting instances where Commissioners have signed off in place of the engineer before questioning an additional issue of taking over Subdivision preference. Judge Cunningham stated questions involving the decision which roads the county take over, are questions that need to be decided in the open and need to be discussed with consideration given to what is good for the taxpayer and what is good for the county while being fiscally responsible. He expressed a desire to know what has been promised and what broken areas of the county’s policies need to be addressed. A citizen of CR 2975 in Windom spoke to voice his thoughts of obtaining counsel on the county’s policies from other counties and requested that changes made to the Subdivision Policy Manual be advertised online for two weeks to give the public time to add their input on any changes before they are voted on in Commissioners Court.
Commissioner Self responded by commenting on the difference between Fannin County and other counties (that do not have two lakes), and the implementation of impact fees that was discussed within the subdivision committee (along with several engineering companies) that brought about the need to update the subdivision handbook. An in-depth conversation began with Commissioner Lane noting the policy does allow a commissioner to retain the option to not have to take over the maintenance of a road. Commissioner Self ex-
plained requirements a developer must meet in his precinct before he brings a request to Court for a vote on the county taking over a road and noted subdivision committee meetings are posted on the county’s website and are open to the public. Before concluding the discussion, Judge Cunningham noted he would require extenuating circumstances exist that would justify in burdening our taxpayers before he would vote in favor of the county taking over additional roads.
19. Discussion regarding North Texas Municipal Water District (NTMWD) Tax Reimbursement and Public Park – County Judge: Judge Cunningham shared how he and Commissioner Kopf had a visit from NTMWD who’s representative spoke with them on their agency’s ability to sell water to the county which he noted was good news. They also discussed NTMWD’s intention of making a park available for county residents and other visitors to the lake. However, the last topic discussed was NTMWD’s calculations showing that they do not owe the county anymore tax money. On that note Judge Cunningham asked Fannin County Auditor Alicia Whipple to look into those numbers.
20. Discussion, regarding Junkyard Ordinance – County Judge: Commissioner Magness stated the court is waiting on District Attorney Richard Glaser to get back with them on this. A discussion ensued with former Judge Joe Moss coming to the podium to ask if the ordinance would apply to farms that have old machinery in their fields.

Place all ingredients for the patties in a large mixing bowl and mix together. Wrap the mixture with a plastic wrap and refrigerate for 2 hours. Remove the meat mixture from the fridge. Moisten your hands with water. Take one quarter of the mixture and form into a patty about ½ inch thick. Give it an oval shape or any shape you might like. Place the patties on a plate. Season both sides with a generous amount of salt (if desired). Melt 2 Tbsp. of butter in a large skillet over medium to high heat. Place the patties in the skillet and do not overcrowd the pan. Cook each side for 2-3 minutes or until lightly browned. Remove and set aside.
For the gravy, melt butter in the same skillet over medium heat. Add 1 cup of sliced mushrooms and about ½ cup of diced onions. Add in salt as per taste. Cook until they turn into a rich dark brown color stirring occasionally. Stir in a Tbsp. of flour and cook until the rawness of flour goes away. Stir in a tsp. ketchup, and a tsp. of Worcestershire sauce, and about 3 cups of a good quality low sodium beef broth over high heat. Sprinkle in some dried thyme. Reduce the heat and simmer for 10 minutes until the sauce thickens. Place

the Salisbury steaks in the brown gravy. Use a spoon to baste the Salisbury steaks with the mushroom gravy. Partially cover with a lid and cook on low for 30-35 minutes, flipping midway so that both sides cook completely. Serve on the side of some mashed potatoes and green beans.

Many are unsure of what to expect at the end of life’s road. We know that “it is appointed unto men once to die” (Hebrews 9:27). Job asks, “If a man die, shall he live again?” (Job 14:14).
Daniel reminds us that God has always had the plan of resurrection by writing “them that sleep in the dust of the earth shall awake, some to everlasting life, and some to shame and everlasting contempt” (Daniel 12:2). Jesus said that “the hour is coming, in the which all that are in the graves shall hear his voice, and shall come forth; they that have done good, unto the resurrection of life; and they that have done evil, unto the resurrection of damnation” (John 5:28-29).
The ‘good’ are working according to God’s plan to ensure that the receive the promise. Paul penned that they that “do good, that they be rich in good works, ready to distribute, willing to communicate” are “laying up in store for themselves a good foundation against the time to come, that they may lay hold on eternal life” (1 Timothy 6:18-19). Paul also wrote to the Christians in Rome, that they “being made free from

Bonham’s Chyrsi Hemby and Joli Kirkpatrick each finished the February portion of Austin College’s 2023 softball schedule hitting .400.
Half of Hemby’s six hits have been doubles, to go with her six runs batted in and four runs scored. She had a .600 slugging percentage and .412 onbase percentage.
Kirkpatrick had a .462 on-
base percentage via four hits and two walks and a .400 slugging percentage.
Each hit a sacrifice fly to help the ‘Roos.
In the infield, Hemby, as a second baseman, posted a .944 fielding percentage.

assured a return to the Region III-1A boys’ basketball tournament at Mansfield High School, while Sam Rayburn’s boys advanced to the Region II-2A tournament at McKinney North High School.
The Hornets, the undefeated District 231A champion, defeated
Saltillo, 54-28, in their regional quarterfinal at Paris Chisum High School.
The 14-2A champion Rebels qualified by defeating Muenster, 43-39, in a regional quartfinal at Sherman High School -- avenging a loss five years ago to the same opponent in the same round .
Last season, Dodd City finished 30-8 overall,
won its first district title since 2019 -- and made its first regional final appearance since 2012. It took eventual champion Graford to stop the Hornets’ historic 2022 run, 30-27, in the Region III-1A final.
This postseason equates Sam Rayburn’s first since 2018’s regional quartfinalist effort that followed sharing a district championship.
Champion Westbrook, runner-up Grady qualify for 3A D2 State girls’ powerlifting competition

BELLS -- Leonard senior Sara Westbrook won her regional weight class again and teammate Abigail Grady finished as the runner-up in hers on Feb. 25 to qualify for the State girls’ powerlifting competition on March 16.
Westbrook advanced again in the 105 weight class with 580 total pounds -- 220 squat, 135 bench, 225 deadlift -- at the Class 3A Division II Region VI girls’ powerlifting meet at Bells High School.
Last year, Westbrook garnered 12th in the 105-pound division in the 3A Division II State competition.
Grady qualified for State for the first time in the 148 weight class with 785 total pounds: 330 squat, 170 bench, 285
deadlift.
The duo will next compete at the State Meet on March 16 at the Comerica Center in Frisco.
Meanwhile, Abby Cavender will be an alternate in the 132 weight division for the State meet, after taking third place at the regional via totaling 720 pounds: 290 squat, 150 bench, 280 deadlift.
Leonard finished fourth in the girls’ team standings with 23 points.

Senior Lindsey Mauppin won the most valuable player award, as Dodd City solely claimed two district superlatives and shared another pair in the 231A girls’ basketball awards for 2023.
Dodd City freshman Addison Weeks garnered the 23-1A defensive superlative, after the Lady Hornets: won their 11th-consecutive undefeated district title, made a second-straight regional semifinals trip for their ninth-consecutive regional tournament appearance and extended their postseason streak to 13.
Junior Addyson Chaney shared the offensive superlative and freshman Breezy Jenkins shared the newcomer award for Dodd City.
Additionally, Dustin Bates earned the coaching
superlative, after guiding Savoy to its first postseason advance since 2014 -- a bidistrict trip -- via qualifying as 23-1A’s third-place team.

BELLS -- Bonham’s Naomi Gonzalez finished as the runner-up in her regional weight class on Feb. 25 to qualify for the State girls’ powerlifting competition on March 16.
Gonzalez garnered second in the 165 pound division with 790 total pounds -- 325 squat,165 bench, 300 deadlift -- at the Class 3A Division I Region VI powerlifting meet at Bells High School.
Gonzalez, who will next
compete at the State event at the Comerica Center in Frisco, took 10th last year in the 165 division of the 3A Division I State competition. Meanwhile, Xitlali Padilla and Sahara Gorden will be State alternates for Bonham, which finished eighth at the regional with 11 points. Padilla finished third in the 105 weight division with 540 total pounds: 205 squat, 130 bench, 205 deadlift. Gorden also placed third in the 259-pound division via 620 total pounds: 250 squat, 145 bench, 225 deadlift.

The Bonham Post Office

[The 5th in a series of articles for the 175th Anniversary of Bonham]
Early in the mid-1850s the Bonham Post Office was located on the north side of the Square, but it was moved to South Main Street and that street became known as “Post Office Row.” The Post Office remained on Post Office Row for about 30 years.
Around 1885 the Bonham Post Office moved to the northeast corner of Center Street and 5th Street, where Legend Bank is now located.
Construction on the current Post Office building on south Center Street began in 1912 and it opened for business on March 2, 1914.
On the evening of Saturday, February 28, 1914, a reception was held at the new post office for the citizens of Bonham, and about 1,000 people attended.
The citizens of Bonham were very proud of the new building. A newspaper article stated:
“As you enter the splendid corridor you are at once struck with the magnificent proportions of the building. The ceiling is high and the
columns and everything in the corridor at once impress you with the perfect equipoise of the proportions of the structure.”
A surprising (to me) feature of the new building was that it had a general toilet and bath room, to be used exclusively by the carriers. This room had a “shower bath, where a tired carrier can go, after a tramp over his route, and have a refreshing bath. It is hardly necessary to state that the entire building is supplied with hot and cold water, and that it has sewerage, there being several water closets.”
The Fannin County Museum of History obtained some of the original post office boxes and the service
desk which were removed when the Bonham Post Office was renovated in the 1940s. These items were first moved to the Telephone Post Office, and then in 1991 to the Museum.
This is a popular display in the Museum. Drop by the Museum to see the Post Office display and many other interesting and beautiful items.
The Post Office was a very important institution in earlier times. Mail would arrive on the train several times a day and be put in boxes throughout the day. Letters would arrive in “General Delivery” for those without boxes or addressed to travelers.

Show me an older dog who’s missing teeth, and almost every single time, I’ll show you a dog who’s been on canned food her whole life. Wild dogs and wolves (Fluffy’s cousins) don’t eat canned dog food, so rarely have dental issues. They crunch through dead carcasses, bones, fur and feathers, which I know is gross, but it’s great for their teeth. Correspondingly, a premium, hard kibble with perhaps some warm water, is best for your dog’s dental health. It’s better for her digestive tract too. If your dog is on canned food now, you can slowly transition

her to hard food by adding it to her current diet incrementally. You could always continue to put a smidge of canned food on the hard food. - Hard dog chews, natural bones and rope toys are good for her teeth as well, but the best thing overall, is to brush them twice a week.
You can get Fluffy used to the idea by gently and briefly rubbing her teeth with your finger while you pet her, for a few days. Then graduate to a finger brush you can get from the pet store. Use doggie toothpaste, as it won’t upset her tummy like Crest will, and dogs like the taste.
Tartar and foul breath are bad signs. At this point, I would strongly advise having your vet, clean her teeth, and here’s why: Plaque leads to gingivitis, which leads to periodontal disease, which in turn can lead to swollen gums and loose teeth. At that point, she will have bacteria flooding her system via her digestive tract. This weakens your dog’s immune system, and can cause her kidneys, liver and heart to be compromised. - The expense and hassle of doggie dental hygiene is worth the extra years you may well add to your precious dog’s life.

Judge Cunningham then discussed how the ordinance they are looking at was adopted either in “86” or “87” and anything before then was grandfathered in and the law would not apply. Judge Moss then asked if vehicles accumulating “more than three” after 1986 could be construed a junkyard? Judge Cunningham clarified that broken down tractors (yard art) that are not being used for parts would not fall into that category. But if you have three (or more) broken down vehicles since 1986 whose parts are being sold or used, that may be categorized as a junkyard. Commissioner Magness added they are mostly concerned with wrecking/ salvage yards.
21. Discussion regarding Courthouse repairs – County Judge: A discussion ensued regarding the accumulation of lingering repair issues that included comments from a citizen of Bonham regarding items he called attention to a few months ago that has yet to be resolved.
22. Discussion regarding landfills in Fannin County – County Judge: Judge Cunningham stated he has communicated with Attorney Jim Allison’s office (TAC) who will be providing a copy of landfill ordinances he has put together for other counties and reiterated the importance of having an ordinance in place to protect Fannin County from having to receive the wastes of other counties.
23. Discussion regarding water issues affecting Fannin County – County Judge: Judge Cunningham commented on the efforts being made to assure Fannin County has water in the future and noted he’s waiting on a response from the state on the issue of sand mines and their effect on water.

Discussion regarding the Caddo Land exchange between USFS and UTRWD – County Judge: Doug Janeway with Upper Trinity Regional Water District spoke on a land exchange proposal between the US Forest Service and UTRWD and explained the process involved. After describing the benefits to be had by the citizenry with the success of this exchange, he explained an advertisement was placed in the Fannin County Leader Newspaper with all the details (February 28th’s edition, page 16) and asked the public’s support for Lake Ralph Hall. Commissioner Magness voiced his
support for Lake Ralph Hall with Judge Cunningham adding the court would look at the document to understand better what needs to be approved and place it on next week’s agenda for action.
26. EXECUTIVE SESSION: Deliberation Regarding Contracts – a closed meeting will be held pursuant to §551.0725 of the Government Code for deliberation regarding business and financial issues in relation to contract(s) being negotiated whereas an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person – County Judge: Executive Session was entered into at 11:09 a.m. Regular Session was re-entered at 12:39 p.m.

A Polk County Game Warden received a call from dispatch regarding individuals loading up a deer. A Polk County deputy was in the area and assisted the warden in patrolling the area based on the original call. An ATV drove by on a public roadway and the deputy initiated a traffic stop. Cooper FAIR. Water lightly stained; 55 degrees. Few reports and anglers on the water. Fishing slow and fish are scattered. Fork FAIR. Water Stained; 58-65 degrees; 2.29 feet below pool. Fork is heating up and so is the bite with some fishing starting their spawning patterns . Texas rigs and Viper XP jigs and swim jigs doing good on the front side of flooded grass and weeds 2-4 feet. Chatterbaits working in the same areas. Yum dingers working on the edge of the grass are doing good as well in 2-4 feet . Colors vary between June bug or black and blue . Square bills on windy points2-5 ft . Red or orange . Lavon GOOD. Water lightly stained; 55 degrees; 0.41 feet below pool. Fishing patterns are holding steady. Blue catfish bite at the feeder creeks should be on fire at the mouths and sometimes up the creeks. Catfish are also in deep water 20-30 feet, and starting to see more schools of catfish at 15-20 feet on flats and slopes midday.
Ray Roberts FAIR. Water is stained; 51 degrees; 0.64 feet below pool. White bass are in the creek spawning. Crappie are in the mouths of creeks biting on jigs and minnows in 3-12 feet of water. Bass are biting on Alabama rigs and jerkbaits. Not catching numbers of bass, but the quality is good. Visibility is 1-2 feet of water.
Tawakoni GOOD. Water lightly stained; 55 degrees; 0.51 feet above pool. Lake Tawakoni is 6 inches high and we still have water going over the spillway. White bass and hybrids have moved off the main lake and can be found at the mouth of creeks and rivers staging to spawn. Getting these fish to bite can be tricky. Smaller crappie jigs with small plastic baits has worked best. The trophy Blue Catfish bite is good. Fish to 70 pounds have been caught on fresh gizzard shad and cut bait. Depths from 6-25 feet are working best. Texoma GOOD. Water stained; 65 degrees; 0.83 feet below pool. Striped bass fishing has been fair to good with the fish slow to bite while they gorge on baitfish. On days without wind target structure in 15-20 feet of water with Alabama rigs. When the wind is blowing deadstick in 60 feet of water.

Sticky Situation
A McLennan County Game Warden was responding to a trespassing call from a landowner when the warden came upon the suspect stuck in the mud. The warden interviewed the suspect and discovered that they had also burglarized a vehicle while trespassing. The landowner identified the stolen property and it was returned. The suspect was arrested for burglary of a vehicle and criminal trespass.

Bonham ISD Names Coach John Ramsey Boys’ Athletic Director and Head Football Coach

At their regular meeting held on Monday, February 27, 2023, the Bonham ISD Board of Trustees voted unanimously to approve Coach John Ramsey as the District’s new Boys Athletic Director and Head Football Coach. District leaders are excited about the decision and look forward to seeing the Purple Warrior Football and all boys’ athletic programs prosper under his leadership.
Coach Ramsey is originally from Bells, TX. He earned a Bachelor of Science degree in Recreation and a Master of Science in Sports Administration from Southeastern Oklahoma State University. He has served at Bonham ISD for the last 8 years.
Coach Ramsey has served as the Purple Warrior Head
Baseball Coach for all of those 8 years. He also has served various roles for our Football Program including Defensive Coordinator and Special Teams Coordinator for multiple head coaches. Prior to Bonham ISD, Coach Ramsey served as the Defensive Coordinator and Head Baseball Coach for Blue Ridge ISD. Coach Ramsey is married to BHS Alumni, Amy MorrisonRamsey. Together they have two beautiful daughters that attend Bonham ISD.

Vivian Matlock Meek was born May 3, 1930. She took her final, earthly breath February 28, 2023, at the age of 92 years, 9 months, and 25 days with her children by her side. Psalm 55:6: “And I said, Oh that I had wings like a dove! for then I would fly away, and be at rest.”

Carol was born in Dallas, Texas to Rayford Cook and Beulah Griffin Cook McDaniel. She was preceded in death by her parents, her loving husband David Samuel Bullock, oldest son Thomas DeWayne (Bo) Bullock, and granddaughter Angel Barber.
She is survived by her son Darren Bullock, daughter Kristi Barber and husband L. Casey Barber, daughter-in-law Gina Bullock and 14 grandchildren, 18 great grandchildren. Visitation was held at Scoggins Funeral Home followed by grave side service at Pilot Grove Cemetery on February 24, 2023.
DARREL LEE KOLL
We are deeply saddened to announce the passing of our beloved Father, Grampy and PopPop, Darrel Lee Koll, age 89 of Bonham TX. He passed away on February 24, 2023, 2.5 months after falling and breaking his femur, at Clyde W. Cosper State Veterans Home in Bonham, TX.
Darrel was born on December 31, 1933 to Lawrence and Edith Koll in Kansas City, MO. He graduated from Southeast High School in 1954 and married his high school sweetheart. Shortly after he joined the US Air Force where he was stationed in Swindon, England at Burderop Park Air Force Base. When he finished his Military Service, Darrel joined his father at Koll’s Radiator Shop where he worked until his father retired. Darrel opened Car City Radiator Shop in KC, MO where he worked until he retired. His love of flying led him to start working at Butler Memorial Airport in Butler, MO. He started flying in 1972 and logged over almost 500 hours of flying. After serving his time at the airport he moved to South Texas to be close to his youngest son Patrick and his family. After several years he then settled down on his daughter’s property in Bonham, TX. Darrel will be remembered for his loving spirit, great sense of humor, passion for flying, scuba diving adventures, guitar picking and riding his Harley Fat Boy.

The daughter of the late A.A. Matlock and Burnettie Taylor Matlock, Vivian was born in Sowell’s Bluff, Texas. She attended Angel Flatts and Bonham schools and graduated in the class of 1948. Miss Matlock married Raymond L. Meek on September 9, 1948. {{more}} Together, they moved to Fort Worth, Texas, where they resided for many years and raised their three children: Connie Meek Estes, Tim Bruce Meek, and the late Cleatus Alexander Meek. In the early ’80s, the families moved back to the Bonham area.
Vivian loved her Lord and Savior and showed it by being a faithful and active member of Central Baptist Church, Bonham, for more than 40 years. She taught Sunday School, Bible School, participated in women’s groups, visitations, and was beloved. Vivian loved hosting family dinners on Sundays, shopping with her sisters, dining at restaurants, and catering to her brother, sisters, family members, and friends.
Vivian and Raymond were married 43 years before his passing in 1991. Following his death, Vivian was blessed by the friendship and companionship of Raymond’s Army buddy, Mr. Granville Fields. Granville became an integral part of everyone’s life in the extended Meek family. Celebrating birthdays, weddings, and holidays, we were honored to call him one of our own until his passing at the age of 96 in 2017.
Vivian is preceded in death by her parents, A.A. & Burnettie Matlock, her husband, Raymond Meek, son, Cleatus Meek, brothers, Luke Matlock and Earl Matlock, and sisters, Pauline Lockaby, Merle Blake, Barbara Young, and Venita Matlock. Also preceding her in death and precious to her were; a niece, Vivian Elaine Blake, and nephews; Robert Matlock, Jimmy Luther Underwood, David Ray Blake, and Henry Earl (Bo) Underwood.
Vivian is survived by her daughter, Connie (Joe) Estes, and son, Tim (DJ) Meek. Meemaw is survived by four grandchildren: Cleatus (Jen) Estes, Canda (Ben) Kroger, Luke (Laura) Meek, and Sarah Meek. She is also survived by her five greatest joys, her great-grandchildren: Audri, Tully, Austin, Alex, and Abram. Aunt Viv, as she was lovingly called by the following, is also survived by nieces, Shirley Blake Byrne, Marilee Young Samuelson, and Donna Young Wallace; & nephew, Jackie Underwood; as well as many extended family members and a host of friends.
Graveside services, led by Rev. Gene Owen, were held at Willow Wild Cemetery in Bonham, Texas, on Saturday, March 4, 2023, at 2:00 p.m.
Pallbearers were Stephen Glenn, Sr., Thomas Glenn, Cleatus Estes, Luke Meek, Tully Estes, and Austin Holland.

Shonda Rennae Magness, 58, of Telephone, TX went to be with the Lord on February 23, 2023. Shonda was born on January 18, 1965 to Carolyn Dutton. After Shonda graduated from Crane High School in 1983, she went on to play Basketball at Odessa College. That is where she met her first husband, Tommy Stahl. Together they had two beautiful daughters, Lauren & Lindsey. They were married for 25 years.
On June 10, 2017, Shonda married the great love of her life, Jerry Magness. They lived a beautiful and happy life together on their ranch in Telephone, TX. Here she learned how to work cattle and become a “Rancher’s wife” which she was so very proud of. Shonda was preceded in death by grandparents Clint & Falby Elliot and her mother, Carolyn Dutton. She is survived by Husband, Jerry Magness; Daughter Lauren Bennett and her Husband Chris Bennett; Daughter Lindsey Stahl and her fiancé Jacob Barker; Sister Denna Parham and her husband Bill; Brother Tommy Enos and his wife; Grandchildren Kyler Clemons (19), Emilee Allen (16), Ella Allen (11), Brody Stahl (11), Ella Bennett (10) and Brantley Morales (5). As well as numerous aunts, uncles & cousins.
Shonda loved all her grandchildren more than anything. Her favorite and most cherished title was “Nana”.
Shonda touched so many lives through her years of coaching volleyball, attending church and work. To know her was to love her. Her smile could light up a room and her laugh would bring so much joy. She will be greatly missed by everyone that knew her. Services were held graveside on Monday, February 27, 2023 at 11:00am at Forrest Grove Cemetery, Telephone, TX. Bro. Mike Allred officiated.
Family visitation was held immediately following service at the Telephone Community Center.

The conveyance of Federal Tract C-61, 13.4 acres, is within MA 8d and would not meet Forest Plan standard MA-8d-52 which states “Retain all lands as public lands”. The 2012 Planning Rule (36 CFR 219) requires notice of which substantive requirements of sections 219.8 through 219.11 are likely to be related to the amendment. Suspension of Forest Plan standard MA8d-52, through an amendment, is likely related to the consideration of § CFR 219.9(a)(2) Diversity of plant and animal communities.
The scoping comment period for this project is being combined with the 45-day notification and comment period requirement for proposed land exchanges. The public is invited to submit any comments or concerns about the exchange proposal, including advising the Forest Service of any liens, encumbrances, or other claims relating to the lands being considered for exchange, as well as any comments on the proposed project-specific Forest Plan Amendment.
Comments received, including names and addresses of those who commented, will be considered part of the public record for this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide the agency with the ability to provide the respondent with subsequent environmental documents.
This project is expected to be documented in an environmental assessment and decision notice; and will be subject to objection (see 36 CFR 220.7).

AN ORDINANCE OF THE CITY OF RAVENNA, FANNIN COUNTY, TEXAS, PROHIBITING THE USE OF ENGINE BRAKES (ALSO KNOWN AS “JAKE BRAKES”); PROVIDING THE REPEAL OF CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY; PROVIDING A PENALTY; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF RAVENNA, FANNIN COUNTY, TEXAS THAT:
ARTICLE I.
A. Engine Brakes
1. Engine Brakes. This ordinance applies to the use or operation of an auxiliary or compression engine brake (also known as “Jake” Brake”) which produces any noise in additional to the normal operating engine noise is prohibited within the city limits. This provision is not intended to prohibit the passage of vehicles equipped with engine brakes or “Jake Brakes” in posted areas but rather prohibit the use of such equipment.
2. It shall be unlawful for any driver of a truck or truck-tractor to activate or use the unit’s engine brake within the city limits except in an emergency situation.
3. The term “emergency situation” for the purposes of this ordinance, shall mean one in which there is imminent danger of collision with property, persons or animals.
4. Emergency vehicles shall be exempt from the “Jake Brake” ordinance.
B. Penalty
Any person, or persons, violating or failing to comply with any provision of this Ordinance shall be fined, upon conviction, not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) for each offense.
ARTICLE II.
All ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.
ARTICLE III.
It is hereby declared to be the intention of the Board of Commissioners that the sections, paragraphs, sentences, clauses and phrases of this Ordinance are severable and, if any phrase, clause, sentence, paragraph, or section of this Ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this ordinance, since the same would have been enacted by the Board of Commissioners without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph, or section.
ARTICLE IV.
This Ordinance will take effect immediately from after its passage and the publication of the caption, as the law in such cases provides.

Press Release - “Team effort” could be used to describe every aspect of construction on Lake Ralph Hall. “It couldn’t be done without so much simultaneous collaboration and initiative from our project contractors,” said Randy Sliger,
Upper Trinity’s Lake Ralph Hall Construction Manager.
Around 240 workers are currently hard at work on the massive project with:
• 80 (approximately) crew members onsite daily, finishing the bridge barriers, build-
ing the walking path and connecting the new bridges with existing roadways.
• 130+ workers (and growing) excavating/building the Leon Hurse Dam and its various pieces.
• 16-20 workers daily ating
road entrances and excavating for the pump station.
• 9 operators with RES onsite for the past several weeks, clearing over 280 acres of the future lake bottom.
As they work simultaneously in different areas, key components for Lake Ralph Hall continue to take shape.
“We are really proud of how much our team has accomplished in such a short timeframe,” said Dennis D. Alsup, Construction Manager with Lamb-Star Engineering, who oversees the construction
of the Roadway Relocations which are nearly finished only two years after construction began.
Pete Schexnayder, Project Manager for Granite echoed Alsup as he commented on work at the dam. “We’re making great headway. The signatory structure of the Leon Hurse Dam is emerging from its foundation. Our construction crews have completed over 200,000 man-hours, and we are excited to watch it come together.”
