Fannin County Children's Center April Events!
- The Fannin County Children’s Center is making plans for several celebrations and activities in the month of April. Not only will it be Child Abuse Awareness and
Prevention month, but April 2023 also marks the 30-year anniversary of serving children for this local nonprofit.
On Thursday, April 6, the Children’s Center hosted an
online Spring Bake Sale. This event is part of the 30-year celebration and all funds raised will benefit all the programs and services the center provides free of charge to victims
of child abuse.
Friday, April 14 is Go Blue Day in Texas. It is a day to wear blue in honor or memory of victims of child abuse. The center encourages folks to snap photos in their blue and post with hashtags
such as #GoBlueForKids and #NoExcuseForChildAbuse.
On Thursday, April 27 the center is hosting a 30th Anniversary Celebration at the Complex in Bonham. Doors will open at 6 pm. The evening will include a catered dinner, guest speaker Jenna Quinn and awards. As a survivor who benefited from the services of a Children’s Advocacy Center, Jenna Quinn was first asked to speak in public and share her testimony as a young teenager. Since then, she has pioneered the national child sexual abuse prevention movement since 2004. She is also an author, TED speaker, trainer, and the namesake of Jenna’s Law legislation on the state and federal level. Tickets and tables will go on sale soon. Blue Sunday is April 30. This is a day for faith communities to say prayers for victims of child abuse as well as the professionals and volunteers who serve these young victims. Ideas and free resources are available at www.BlueSunday. org.
The Fannin County Children’s Center’s mission is promoting safety and improving the lives of abused and neglected children. The center started serving children in 1993 with the CASA program.

Sunday April 2nd BISD held a town hall meeting and tour of LH Rather to discuss the upcoming bond. I have not supported the past bonds but did take note of the scaled down version of the current one. I still had questions and concerns, so I attended. Sadly not many people did.
I got to see first hand what they are wanting to do and was able to have it clearly explained to my why this bond is needed.
I now support the bond we will be voting on May 6. I would challenge those who, like me, voted NO on the previous bonds to take the time and contact the BISD Superintendent, Kelly Trompler.
Find out for yourself if the reasons you voted NO before have explanations that would persuade you to change your vote to Yes. Don’t decide to just vote NO without getting all the facts.

Part 2 of the last article continues here…. The Stephens’ family came to Fannin County, Texas in the mid 1840s and became a big part of Fannin County and Dodd City history. We will continue the story of Huge R. Stephens and his daughter, Mary Texalina aka Texie who married Benjamin Logan Royce in 1871.
B.L. Royse contracted typhoid fever in 1884 and died Dec 18, 1885 and is buried in the Smyrna cemetery east of Lannius. After he became sick Texie operated the store and hotel for a number of years as the May 11, 1888 Ad in the Dodd City Weekly Spectator has shown us. This was no easy task for a woman, or anyone to do as the Nov 11, 1884 issue of the Spectator had ads for FIVE other stores selling similar items in town i.e. - Wolfe & Co, Sadler & Sweeney, Howell & Moore, Kincaid & Co, Glover, Lee & Co and one in Stephensville called Crawford & Wolfe.
According to research by Millard Brent, Benjamin and his father-in-law Hugh Stephens were co-partners in the hotel and store. Hugh had also built a new livery stable in 1880 according to the Christian Messenger May 5, 1880 ad. Benjamin bought Hugh out in 1884 as Hugh was liquidating assets so he could invest in property in California as he had relocated there by 1883. This sell-out included the businesses, several town lots, and 69 acres of land out of the James Sadler survey near Stephensville. According to records Hugh took $30,000 in cash and notes with him to California stating his net worth at the time was about $125,000 (About $3.5 to $4 million today). Hugh’s 1st wife, Amanda divorced him on grounds of abandonment in 1888. They had four children. Hugh married his 2nd wife in California with whom he had one child, divorced, then moved back to Fannin Co about 1900 and married a 3rd time (no children). Hugh died on Feb 16, 1906 and was buried in the Smyrna cemetery after making history for 83 years.
Mrs. Royse ran the business herself until about 1890 when she sold the business and goods to John Biggs and John Organ retaining the property which was later sold to Mr. Biggs. He razed the buildings and built his residence and two other houses from the material located on the same lot.
By 1979 the property with one house and a small garage remained. Johnie Hilliard purchased it and razed the house. The usable lumber was stored in the small garage. Johnie and his family used this lumber for years. As the photos show he used some of the lumber for shelving in his business, Hilliard Farm Equipment, and the authors of this article made
shelving to store canned goods and whatnots. What a surprise it was to read in Millard Brent’s “The History of Dodd City” where this lumber came from! Little did we know we were using lumber from some of the first buildings built in the new railroad town of Dodd City. We are still using this shelving today. Just a little history hanging on for 150 years!
In 1891 Texie remarried to a New Yorker named Joseph Starling. The 1900 census shows her with her husband Joseph, her mother Amanda, and daughter Vista all living in Ft. Worth. It appears from census records they were quite well off as they owned their home and could afford a servant.
They lived the rest of there lives in the Ft Worth area and are buried in the Greenwood Memorial Park and Mausoleum. For seventeen years the Royse’s owned and operated a hotel and store in Dodd City which was a vital part of a growing town on the Texas Pacific Railroad.

The Ivanhoe Church of Christ is pleased to have Ken Hope with us April 16-19, to lead us in a series of Bible studies! Our Gospel Meeting begins at 9:30am on April 16th with “How To Overcome Discouragement.” At 10:30am, our attention will be turned to “How to Better Understand
Our Purpose in Life.” Then, at 2:00pm, the message on “How To Be An Encourager” will be taught. On Monday, April 17th at 7:00pm, we will learn “How To Grow In The Grace Of Selflessness.” Tuesday, April 18th at 7:00pm, the lesson will be “How To Survive
Anything.” We will finish our Gospel Meeting on Wednesday, April 19th at 7:00pm on “How To Prepare For The Last Day Of Your Life.”

Hello everyone!
One of my favorite scriptures is John 3:16. “For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.” Putting our faith and trust in Jesus Christ is the best decision that we could ever make in our lives. He died on the cross so that we could have the gift of salvation and eternal life through Him. As I’ve said before, why anyone would not want to accept these gifts
from Him is beyond me. When it comes to our service for Him, at times we might be afraid of what He calls us to do. If we step out in faith, and leave the results to Him, our efforts will not be wasted. This week’s classic hymn was written by James Wells and Robert Winslett in 1918. I hope and pray that this is your testimony.

Romans 12:18 recognizes that while we can’t control everything, we should try our best to seek peace. For instance, you can’t control someone else’s anger or vitriol, but you can control yourself.
By controlling our words, our actions, and our conduct, we can encourage peace rather than discord. For example, as believers, we should purposely avoid provoking strife or fighting. Include and make time for GOD this Sunday
Word diligently in preparation for these lessons and knows the power of God unto salvation lies, not in his abilities or reasoning, but in the Gospel of Christ (Romans 1:16).
Be humble in the application of God’s Word to your life. While the Word is God’s power unto Salvation (Romans 1:16), it is up to each of us to gladly receive His Word. No matter what our need as we study, our reaction to receive and obey His will is a response of love for Him (John 14:15).
We would love to study the Bible with you and answer any questions you might have. We believe and teach that God has given us all we need for life and godliness (2 Peter 1:3) and are sure that if we study, we will find the truth that will set us free (John 8:32).
And all of my worry is vain. Living by faith in Jesus above, Trusting, confiding in His great love; From all harm safe in His sheltering arm, I’m living by faith and feel no alarm.”

This recipe is simple, healthy and fresh with the creamiest peanut sauce ever. Prep ahead of time and use up lingering veggies!
VEGETABLE
SPRING ROLLS with PEANUT SAUCE
8-10, 10" rice paper wrappers
5 green leaf lettuce leaves, torn into large pieces
1 c. fresh basil leaves
¾ c. fresh mint leaves
¾ c. chopped fresh cilantro leaves
1 c. matchstick carrots
1 c. shredded purple cabbage
1 red bell pepper, thinly sliced
½ English cucumber, seeded and cut into long matchsticks
1 avocado, halved, peeled, seeded and thinly sliced
Kosher salt and freshly ground black pepper, to taste
1 Tbsp. freshly squeezed lime juice
2 tsp. brown sugar
1 tsp. chili garlic sauce, or more, to taste
1 tsp. freshly grated ginger
To make the peanut sauce, whisk together peanut butter, soy sauce, lime juice, brown sugar, chili garlic sauce and ginger in a small bowl. Whisk in 2-3 Tbsp.'s of water until desired consistency is reached; set aside.
Working one at a time, wet rice paper for 10-15 seconds and transfer to a work surface. Place lettuce, basil, mint and cilantro in the center of each wrapper; top with carrots, cabbage, bell pepper, cucumber and avocado; season with salt and pepper, to taste.
Bring the bottom edge of the wrap tightly over the filling and then folding in the sides, rolling from bottom to top of the sheet is reached, being careful not to tear the rice paper; cover with damp paper towels. Repeat with remaining wrappers and filling. Serve immediately with peanut sauce.

BONHAM -- Ector continued its dominance of district tennis, again being 23-1A team champions of the girls' and boys' divisions.
Meanwhile, Dodd City senior Austin Weeks, a State qualifier the last two seasons, won his third-straight district championship in boys' singles on April 3 at the Bonham High School tennis courts.
Champions and runner-ups qualified to play in the Region III-1A Tournament April 12-13 at North Richland Hills.
Ector's Julia Bailey and Anthony Torres won in mixed doubles and teammates Alyssa Mackey and Chesney Robinson triumphed in girls' doubles.
In boys' doubles, Ector's Sean Allen and Kaleb Haggard won. Aaron and Kody Cates also finished as the runner-up, as Savoy has resumed its ten-
nis program this spring. Ector's Brent Bailey and Samuel Hughes with a third-place finish will be a regional alternate. In girls' singles, Dodd City's Addison Weeks won, Ector's Lydia Essary finished as the runner-up and Savoy's Lillian Gilliland with a third-place finish will be a regional alternate.
Additionally, Ector's Gauge Williams finished as the runner-up in boys' singles.

In the first district meeting this season between the two, Sam Rayburn won at Honey Grove, 19-8, to complete the first half of 15-2A softball.
With Class 2A teams Trenton, Tom Bean and Whitewright having already assured
postseason berths, it will be either the Lady Rebels or the Lady Warriors claiming the fourth and final available 2A playoffs spot in the district.
Both finished the first half of play with 2-4 district records, each defeating 1A Savoy.

Meanwhile, Leonard senior Trent Newby will be a boys' 11-3A regional alternate. Newby shot an 84 at the 11-3A boys' tournament and then won a playoff for the alternate spot.
Additionally, Leonard's girls' team finished third in 11-3A, to just miss advancing.

Kirkpatrick and Jagger Lindsey won the mixed doubles division and Max Stolle triumphed in boys' singles for Bonham at the District 11-3A Tennis Tournament on March 28, to qualify for regional competition. The trio will vie at the Region II-3A Tourna-
ment April 10-13 at Tyler Junior College.
The win continued Kirkpatrick and Lindsey's gold-medal streak this season in tournaments in mixed doubles.
It equates a return to regional competition in mixed doubles for Kirkpatrick, a senior and Angelo State volleyball signee. Last spring, she advanced that far with
senior Avian McCain as the 11-3A runner-up.
Kirkpatrick also qualified for regional tennis in 2021 in girls' doubles.
Last spring, Lindsey equated a regional alternate in boys' doubles. Meanwhile, Leonard's Jonathan Peña will be a regional alternate in boys' singles via his third-place finish at the district tournament.
HG's Garner/Stroud, Trenton's Casey qualify for Region II-2A tennis event

PRINCETON -- Honey Grove and Trenton will be represented at the Region II-2A Tennis Tournament April 1013 at North Richland Hills.
Honey Grove's Cort Garner and Hudson Stroud advanced as the District 14-2A runner-up in boys' doubles.
It equates the second-straight regional trip for Garner and Stroud as a boys' doubles duo. Stroud, a senior, also advanced to the regional with a since-graduated partner in boys' doubles in 2021.
Meanwhile, Trenton's Abby Casey also qualified for regional competition as the 142A runner-up in girls' singles.
Regional alternates from Fannin County schools via thirdplace finishes included: Sam Rayburn's Ella Terry and Charlie Phillips in girls' doubles and Trenton's David Parsons and Aidan Gilmer in boys' doubles. The Class 2A State Tournament will be April 25-26 in San Antonio.

Fannin County Commissioners Court – Sexual Assault and Child Abuse Awareness Month

Tuesday, April 4, 2023, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. After Judge Cunningham established Quorum with all County Commissioners present, Pastor Dana Coker of the First United Methodist Church of Bonham led the Invocation. Pledges were led by Major James Manis, retired.
4. Introductions: Judge Cunningham introduced and welcomed to the court the new Fannin County Purchasing Agent, Clayton Kerr.
5. Public Forum: Fannin County resident Carolyn Rogers spoke to invite the public to a Fannin County Call to Prayer that will be hosted by several county pastors on the courthouse steps Sunday, April 23, 2023, at 5:00 p.m. Citing that there has never before been such a need to seek God’s assistance for the problems occurring in our world, she encourages everyone to come and pray. Further information on the event will be available in the paper.
6. Discussion, consideration and action to approve Proclamations stating April 2023 as Sexual Assault and Child Abuse Awareness month –County Judge for Fannin County Crisis Center and Fannin County Children’s Center: Judge Cunningham noted there are two different causes where much good is being done in our community and proceeded to read two Proclamations naming April 2023 as Sexual Assault Awareness Month as well as Child Abuse Awareness Month. Several Staff and Board Members of the Fannin County Family Crisis Center were on hand to represent Director Carol Pillars who was unable to attend due
to illness. Executive Director of the Fannin County Children’s Center spoke after the Proclamation of Child Abuse Awareness was read to advise the public of upcoming events benefiting the center with the first being a baked goods auction Thursday, April 6th. Friday, April 14th, the public is encouraged to wear blue in honor of child abuse victims with Sunday April 30th being designated a day for people of faith to pray for kids who are being abused and neglected. Lastly, she encouraged the public to attend the Children's Center 30th Anniversary Dinner/Program that will be held Thursday, April 27th, 6:00 p.m. at the Fannin County MultiPurpose Complex where Jenna Quinn, a child abuse survivor who was responsible in getting “Jenna’s Law” enacted, will be speaking. A motion was made by Commissioner Lane to approve the Proclamations with Commissioner Magness seconding the motion which passed unanimously. Group photos were taken afterwards.
7. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: Commissioner Lane first noted the amount for bills was $556,969.47 before making the motion to approve payment with Commissioner Kopf seconding the motion which passed unanimously.
8. Discussion, consideration and action to approve minutes from 03/07/2023 (S)
– County Judge for County Clerk: A motion was made by Commissioner Lane to approve the minutes, seconded by Commissioner Magness and the motion passed.
9. Discussion, consideration and action to approve Assessment and Collections
Agreement between Fannin County and Fannin County
Central Appraisal District
– County Judge: Judge Cunningham explained how this was an agreement authorizing the party (Fannin County CAD), dealing directly with the attorneys making collections, to manage the collections in place of the court. After Chief Appraiser Tylene Gamble with Fannin CAD spoke on the matter, Commissioner Magness made the motion to approve the agreement with Commissioner Lane seconding the motion which passed unanimously.
10. Discussion, consideration and action to approve Amendment to Interlocal Agreement between Fannin County and City of Bonham for Emergency Medical Services – County Judge: Judge Cunningham expounded on how this agreement will benefit the county. After which, Fire Chief Scott Ridling spoke to note both attorneys on this have looked at and agree with the amendment that will be presented at the next city council meeting. A motion was then made by Commissioner Lane to approve with Commissioner Magness seconding the motion which passed unanimously.
Citizen Jay Minton then came to the podium to commend the professionalism and competency of the Bonham EMTs whose actions saved the life of a friend he was dining with on Thursday, March 30th.
11. Discussion, consideration and action to approve the Fannin County License Application and Renewal form for Junkyards, Automotive Wrecking and Salvage Yards – County Judge for Development Services Director: Fannin County Development Services Director Di Hopkins spoke to note there has already been a request for a license application. After Commissioner Magness thanked Ms. Hopkins for her work on this, he made
the motion to approve with Commissioner Kopf seconding the motion which passed unanimously.
12. Discussion, consideration and action regarding platting, permitting and zoning inside incorporated areas and their Extraterritorial Jurisdictions (ETJs)
– Commissioner Precinct 2 for Development Services Director: Judge Cunningham detailed how some cities are stepping back and are allowing counties to do the platting and permitting in those ETJs who are not wanting to be annexed inside the city’s jurisdiction. After some discussion ensued with Ms. Hopkins questioning which cities would be involved, a motion was made by Commissioner Magness to approve the motion as stated by the Judge to send a letter to the cities of the county asking them if they are wanting to exercise platting, permitting and zoning in their extraterritorial jurisdictions or if they want the county to do the platting, permitting and zoning inside those ETJs. The motion was seconded by Commissioner Self and the motion passed unanimously.
13. Discussion, consideration and action regarding Lake Ralph Hall Zoning Regulations – County Judge: Judge Cunningham noted he is still waiting on clarification from Upper Trinity Water District on issues of land ownership of property that has not yet been included in the zoning regulations and would be in contact with them on the matter. He also noted that language was not included in the manual regarding the decision to require all lighting on properties, commercial and noncommercial; to face down and will be asking Daniel Harrison with Freese and Nichols to be sure and include that regulation in the manual. Commissioner
Magness made the motion to have the regulation in reference to the lighting be included in the manual with Commissioner Kopf seconding the motion which passed unanimously.
14. Discussion regarding Lake Ralph Hall Zoning –County Judge: Covered in agenda item 13.
15. Discussion, consideration and action to purchase a Case F110A Tractor with Samurai Boom Cutter through Sourcewell; $153,600 after receiving $20,000.00 trade-in for a 2002 John Deere 7210 Tractor with boom mower and a parts boom mower – Commissioner Precinct 1: Commissioner Lane explained the need for this and after some discussion ensued, a motion was made by Commissioner Lane to purchase with $119,600 coming out of ARPA funds and $34,000 coming out of her regular precinct budget. Commissioner Magness seconded the motion which passed unanimously.
16. Discussion, consideration and action to pay $3,000.00 for magnetic locks and key pads for the Justice of the Peace Precinct 2 offices rented from the City of Leonard; to be paid from Contingency – Commissioner Precinct 2 for County Auditor: After a discussion ensued on this with Judge Cunningham noting a contract would be needed, a motion was made by Commissioner Self to approve payment with Commissioner Magness seconding the motion which passed unanimously.
17. Discussion, consideration and action regarding either setting bi-weekly Special Commissioners Court meetings to pay bills or returning to weekly Regular Commissioners Court meetings – Commissioner Precinct 3 for County Auditor: Judge Cunningham led a discussion
with Fannin County Auditor Alicia Whipple on which type of meeting would be needed to address the issue of getting bills paid efficiently. After a discussion ensued with other members of the court, a motion was made by Commissioner Magness to have a regular meeting added on alternate weeks to the current bi-weekly meetings with the first meeting being Monday (April 10th) at 9:00 a.m. for the specific purpose of approving the payment of bills unless an urgent matter arises that needs added to the agenda. The motion was seconded by Commissioner Self and passed unanimously.
18. Discussion, consideration and action to lease a Pneumatic Roller from Kirby-Smith in the amount of $4,815.00 per month; minimum of one month for Precinct 3 – Commissioner Precinct 3: Commissioner Magness explained the need for this and made the motion to lease the roller noting it would also be made available to another precinct if needed. Commissioner Kopf seconded the motion and after some discussion the motion passed unanimously.
19. Discussion, consideration and action to set a public hearing regarding the proposed Ordinance to Prohibit Solid Waste Disposal in Fannin County – County Judge: Judge Cunningham referred the court to the proposed ordinance and reiterated he is not in favor of landfills and this ordinance is more about keeping them away from schools, neighborhoods, cities, watersheds and Fannin County in general.

Bonham – The Cleanest Town in Texas

The 10th in a series of articles for the 175th Anniversary of Bonham
When W.A. Spangler took office in April 1913 as the newly elected mayor of Bonham, he sensed an interest on the part of the citizens of Bonham to make an extra effort to improve their surroundings. Beginning with the plans of landscape architect E. D. Harden for beautifying the courthouse grounds and extending to the construction of new and impressive structures in the business area, this extra effort began to grow and Mayor Spangler determined that the time was right to ensure that the momentum continued.
The first of his plans were contained in a brief notice in the middle of the front page of the July 1, 1913 edition of The Bonham News: "We are informed by the mayor that Bonham will enter a contest for a clean city and plans will soon be given to the public on how and what to do. A more extended notice of this will be given later."
This short announcement kicked off a six month flurry of activity throughout the town.
Four days after the initial announcement, a banner headline in the July 4th edition of The Bonham News spelled out for the citizens what was to be done and what was expected.
"Holland's Magazine last year offered prizes for the cleanest town in the state. Bonham did not enter the contest last year but this time she has thrown her hat into the ring and is going to work to win that prize. The Mayor and city health officials are back of the movement. They are interested not only in the appearance of the town but in the health of its citizens.
The weed covered yards, gardens and alleys, the rubbish on the premises, the filthy stable lots, and foul cesspools caused by draining water into the streets go to make an unsanitary city as well as an unsightly one.
Every citizen ought to take pride in aiding to make Bonham the cleanest city in the state. The city authorities are going to do their part by furnishing wagons to haul off the refuse matter that cannot be burned. The wagons will begin to clean up their premises and abolish all unsanitary
places. Those who fail to do so will have to answer to the city authorities for their failure.
Now let every man get busy and clean up and beautify his property. It is no more than his duty to his family and to the public."
Over the next few weeks, Bonham began to make specific plans and assigned particular duties. The ladies of the town organized into a special woman's committee. The businessmen of the town joined ranks. The Boy Scout Troops were to take on special duties, and all the children of the various Sunday Schools were to be organized into a clean-up brigade.
On July 29, details of the contest were announced by Holland's. Sixty-two towns in Texas and eight in Oklahoma had entered the contest and each town would be subject to surprise visits by members of the inspection teams.
Two ensure a fair contest the contest was divided into five classes. In Texas the Class A division was composed of towns of 5000 and not more than 12,500. Class B was composed of towns of 2500 and not more than 5000. Class C, towns of 1250 and not more than 2500.
Details of the judging criteria for residences, public buildings, and commercial structures were published in all the local newspapers. The women's committee called on each merchant, performed a pre-inspection check and then gave that merchant their own scoring and suggestions for improvement. The criteria designated by the magazine were rather rigorous.
Mayor Spangler organized the city crews and volunteers cleaning up the streets, ditches, etc. The Bonham News
reported that the mayor and the crews had been cleaning Powder Creek. "The brush has been cut* the trees have been trimmed, the work done has transformed the place into a nice grove and has improved the appearance of that part of town wonderfully.
In September Holland's announced the prizes to be awarded. The winner in each category would receive $1000. The magazine additionally stated that winning the prize would also be of great value to the town from a commercial standpoint attracting new businesses and the like and most importantly, according to the contest director, the winner will be a healthful spot where the citizens can live in happiness.
The clean-up committees remained active throughout the fall months. Bonham received its initial inspection in late August. Because of close scores, another inspection was made the last week in November.
On December 2, Dr. M.M. Carrick, contest director and head of the medial and health department for the magazine, announced that Bonham was at the head of the list in its category. All but five cities had been eliminated, Bonham, Denton, Abilene, Marshall, and Brownwood.

Press Release - The C.A.S.T. (“Catch A Special Thrill”) for Kids
Foundation will hold it’s second annual C.A.S.T. for Kids event At Lake Bonham event on Saturday, May 13, 2023. This will be a free boating and fishing event for children with special needs. The event is open to all children, ages 6 -18+, regardless of their needs. Participants must pre-register online at https://castforkids. org/event/lakebonham and space is limited to the first 40 children who register. At each event, participants receive a free Zebco rod & reel, tackle box, event t-shirt, fishing cap, award plaque, and lunch for everyone, provided by Texas Farm Bureau. A morning of fishing will be followed by a picnic lunch for all and an awards ceremony for the kids. The Bonham Fire Department will have a truck to show and Lone Star Law star and Fannin County Game Warden, Randolph McGee will be on hand to honorarily deputize each
child. Volunteer boaters will be taking the kids boating and fishing from 8 am to 11:30 am. Each child must be accompanied by a parent or legal guardian on the boat. If boat space allows, additional siblings and family members may be able to go boating as well. However, only participants and one parent or guardian are guaranteed to go boating at the event. We need volunteer boaters and corporate sponsors! David Anderson, Ph.D., AgriLife Extension economist, Bryan-College Station, said the Consumer Price Index reported retail egg prices dropped from $4.82 per dozen to $4.21 per dozen between January and February. Prices continued to fall into early March, but the U.S. Department of Agriculture reported wholesale egg prices were making their annual climb with Easter approaching.
Egg demand historically peaks each year with traditions related to Easter like egg hunts and baking for holiday meals, and prices typically follow, Anderson said.
“We were seeing prices come down, I think, due in part to production levels improving and some reduced consumer demand because of high prices,” he said. “But recent price trends are likely related to that buildup to the Easter holiday.”
Avian influenza timeline
Egg prices over the past year have been an historically high. The number of table egg-laying hens has generally declined over the last few years due to high production costs, including feed and low egg prices.
But since February of 2022, a highly pathogenic avian influenza led to the loss of 58.6 million poultry birds in 47 states, including more than 43 million laying hens. The disease is believed to hit table egg-laying poultry flocks more frequently because egg-laying hens are in production much longer than broiler chickens, which increases their risk of exposure to the pathogen. Egglaying operations produce both table eggs and those for hatching, either in broiler production to provide meat in grocery stores and restaurants, or to replenish laying hen numbers. For instance, in April 2019, the U.S. layer flock consisted of 406 million hens, with 344 million hens producing eggs bound for table use.
There were 327 million hens producing table eggs in the U.S. flock in December 2021, and the average cost for a dozen eggs was $1.79.
Avian influenza outbreaks were reported in poultry operations in seven states by February 2022, and prices were $2.05 per dozen by March. By April, 23 million commercial poultry birds, including laying hens, broilers, ducks and turkeys, had been lost from production in dozens of states, including Texas. The first case in Texas was reported by a commercial quail producer.
Replacing egg layers takes time, and commercial egg producers continued to replace lost birds as outbreaks continued to pop up across the country. The table egglaying flock climbed to 309
million by December 2022 and recently reached 313 million hens. But, that is still 12 million fewer than in March of last year.
Avian influenza continues to be a concern as it circulates through wild bird populations, but commercial operations are not reporting losses at previous levels due to increased biosecurity procedures.
The previous peak price occurred in September 2015 –$2.97 per dozen – and was also attributable to an avian influenza outbreak in which more than 50 million commercial birds, including layers, broilers, turkeys and other poultry, were lost.
Market factors could lead to lower egg prices
Anderson said consumers should expect egg prices to fall after the Easter demand subsides. Supply and demand trends as well as expected feed cost declines in the future should fuel lower egg prices.
Egg producers are reporting fewer losses from the outbreak, so the table egg-laying flock should continue its return to normal levels, he said. If consumers continue to buy fewer eggs because of high prices, the increased supplies should cause the price for a dozen eggs to trend down.

Lavon GOOD. Water lightly stained; 60 degrees; 0.24 feet above pool. Crappie are in spawning grounds in 1-5 feet in flooded grass or submerged buttonwillow bushes vertically fishing a 1/16 to 1/8 ounce jig. Solitary fish are in 5-12 feet of water, or fishes in packs near structures using LiveScope. Use 1/16 ounce jigs or under a slip bobber at whatever depth they are hanging. The colors doesn’t seem to matter, but black and chartreuse or white and chartreuse will produce. White bass are showing up in the creeks and rivers.
Ray Roberts SLOW. Water is stained; 60 degrees; 0.66 feet above pool. White bass are starting to show up in the main lake in 20-30 feet of water. Crappie are fair in the mouths of creeks biting on jigs and minnows in 3-12 feet of water. Male bass are good on beds in shallow water waiting on the females.
Tawakoni GOOD. Water lightly stained; 63 degrees; 0.22 feet above pool. Hybrid striper and white bass bite are good with many fish spawned out but some with eggs. Seeing lots of fish in open water and numbers on humps and points. Slabs and swimbaits are working best.
Texoma GOOD. Water stained; 55-60 degrees; 0.70 feet below pool. Striped bass are fair on artificials, but anglers fishing with live bait are having success in deep water. Target structure with swimbaits in 15-30 feet of water. Striped bass are still spawning which can make the bite tough.

JACK BLACK
Jack was welcomed by his heavenly family on Palm Sunday, April 2, 2023, while receiving excellent care at the Clyde W. Cosper Veteran’s Home. He began his life’s journey on February 6, 1933, in St Joseph, MO., the eldest son of Fred and Alberta (Richey) Black. Pastor Dana Coker preside d over funeral services that were held Saturday, April 8 at 1 pm at Bonham United Methodist Church, 801 Star Street, Bonham TX. Arrangements and assistance was provided by Wise Funeral Home. Viewing and an opportunity to visit with the family at the church began at 11:30 am just prior to the formal service. Military Honors and Masonic graveside services followed at Lamasco Cemetery. The service was broadcast online by the church.
Jack spent virtually all his school years in St. Joseph, and it was during that Great Depression era that he received the foundation for the rest of his life: a strong work ethic, a sense of duty, square dealing. He was exposed to hard work early as his family was tenant farming on a tobacco farm….and he never used any form of tobacco as a result. He worked in one of the area’s many packing houses, and as his father had begun a career in golf course installation and maintenance, he was exposed to some fundamental knowledge that he would one day prove of great value to him. During his high school years at Benton High School, he became an accomplished football player making the All-State team. In 1953 Jack entered the U.S. Army, and eventually he was deployed to South Korea. He served his country for an additional 6 years after his discharge in 1955. That Fall he enrolled in CU in Boulder, CO, and it was there he would meet his companion for the rest of his life, Mary. They married on September 8, 1956. Jack began to make use of a skill learned in high school, drafting. He quickly became a skilled Tools Designer. The family grew with the arrival of daughter Vanessa, and after moving to Dallas son Gregg arrived. Jack was establishing a promising career with Prudential, and Mary began working in the personnel department at Braniff Airways. After a couple of years, when it was decided Mary needed to be with the children, her boss recruited Jack into Braniff’s Sales and Marketing team, a career that lasted for the next 20 years, and would afford the family many pleasurable travels, experiences and memories. After the demise of Braniff, Jack fell back on skills learned in his youth, as he began a lawn and landscape business, Jack of All Blades, LLC, where he would complete his full-time working years. Jack had many enjoyable pastimes including fishing and hunting, raising cattle, and working with his tractor on a weekend farm, golf, wood carving-especially making walking sticks. He continued a life of service to his community, as he was a Mason, a Past Master of James A. Smith Lodge #395. He was a member of Farmers Branch chapter #687 OES, serving as Worthy Patron 5 times. He was a Scottish Rite Mason and a member of Hella Shrine. Over the years he had been a Webelo leader and Scout Master even arranging at one time to take the scouts of Circle 10 on a charter trip to the Boundary Canoe Waters in Ely, MN. He coached Little League baseball, helped Mary as she worked with Girl Scouts and during a 35-year residency in Farmers Branch built a neighborhood reputation as the go-to Mr. Fix-It of the neighborhood. You would often find him working with his church on their local humanitarian efforts.
Jack leaves behind his wife Mary, daughter Vanessa White and her husband Steve of Telephone, Grandson Corey (Nichole) White of Telephone, Grandson Kyle (Stephanie) of Krum, Granddaughter Jaclyn White of Telephone, GreatGrandchildren Kade, Jackson, Cheyenne and Sawyer White. He was preceded in death by his parents, siblings Margie, Leonard and Hallard, and son Gregg Jeffery Black. Jack and Mary moved to Bonham, Tx in 2019 to enjoy the benefits of small-town living. The family wishes to express deep gratitude and appreciation for the compassion, friendship and efforts of First United Methodist Church of Bonham, the excellent care provided by his many physicians, Clyde W. Cosper Veteran’s Home, as well as the local VA and their support staff.

After a year long fight
Catherine lost her battle with cancer. She is preceded in death by her parents Kenneth Smith and Arvella Bertrand, son James Proctor Jr and siblings Harold, Henry, John, Debbie. Clara, David and Jeffrey. She is survived by sons Johnathon and wife Deanna Hurst, Kennith Proctor and daughter Christina Proctor. Seven grandchildren and one great grandchild. Catherine shared a special bond with granddaughter Savannah and grandson Kyle. She enjoyed movies, card games and spending time with her family. Her passing leaves a huge void in her family’s life. A memorial service was on April 8th 2023 from 2-5 at Dodd City Civic Center located at 304 Caney St., Dodd City, Texas.

Graveside services for Mrs. Geniece Bryant Robbins, age 86, of Bonham, Texas, were held at 2:00 PM on Tuesday, April 4, 2023 at the New Hope Cemetery off of FM 372, south of Highway 82, Mountain Springs Community in Cooke County, Texas. Bro. David Whittington officiated. The family and friends met at the graveside from 1:00 PM until service time on Tuesday. She was in state at Wise Funeral Home in Bonham, Texas on Monday, April 3, 2023. Geniece passed away peacefully at her residence in Bonham on March 31, 2023. She was born on April 13, 1937 in Valley View, Texas, the daughter of the late Charles T. Bryant and Olivia Moore Bryant. She was preceded in death by her husband Ray Kenneth Robbins on September 23, 2010. Geniece was a graduate of Valley View High School and received her Bachelors of Science degree in education from Texas A&M University - Commerce. She was a teacher for the Texas A&M Extension Service and helped many people in all aspects of agriculture. She was a member of the National Iris Society and the National Association of Retired Teachers. Geniece was retired Emeritus for the Texas A&M Extension Service and was a former reserve deputy for the Nolan County Sheriff’s office in West Texas. Geniece served as the County Extension Agent for Nolan County for many years. She enjoyed hobbies such as sewing, gardening, teaching and caring for her two beloved dogs, “Babe” and “Gracie”. Geniece was preceded in death by her brothers, Weldon Bryant and Anthony Bryant and brother-in-law, Chuck “Pappy” Alexander.
She is survived by her daughters, Deborah Sondgeroth and husband Stephen of Big Sandy, Texas, Terry Youngblood of Gilmer, Texas, step daughter, Brandy Copeland and her husband Stacy of Lubbock, Texas, brother, Jerry Bryant and wife Dicy of Gravette, Arkansas, sisters Marcine Alexander of Valley View, Texas, and Trina Bassett and husband Charles of Texarkana, Texas, grandchildren, Christi Griffin, Casey Clark and Sergeant Major, Michael Youngblood, USMC, her special friend and neighbor, Frank Orr of Bonham, numerous great grandchildren, great great grandchildren, nieces, nephews, extended family and a host of friends. DR. LARRY WRIGHT LAWRENCE
Dr. Larry Wright Lawrence went to his heavenly home on Friday, March 31, 2023 at his home in Bonham. Dr. Lawrence was born in Macon, Texas on September 7, 1938, to Hollie and Gladys Lawrence. Living in the country, he enjoyed fishing, hunting and working around the family farm.
Dr. Lawrence went to school in Mt. Vernon, playing football with one of his friends, Don Meredith. He then attended Paris Jr. College where he played baseball and ran track. He then continued his education at The University of Texas in Austin and graduated with a Bachelor of Science in Biology. After teaching and coaching school for several years, he went to Baylor College of Dentistry. Dr. Lawrence practiced dentistry in Bonham for over 25 years.
When raising his children in Bonham, he enjoyed coaching Little League baseball and playing tennis and golf with his friends and sons. Many of the kids that Larry coached knew him as Mr. Doc and his close friends lovingly called him Doc. Larry was an avid quail hunter and loved taking his friends, family, and kids hunting. He had a passion for wildlife, such as quail, deer, and turkey. He loved all animals, but especially his birddogs.
He was a passionate and bold Christian. He loved reading, studying, and sharing scripture and the Gospel of his Lord and Savior, Jesus Christ. He believed strongly in the power of prayer and prayed for all of his family, friends, and everyone in need of prayer. He would stand strongly for whom and what he believed in. He was determined and quitting was not in his vocabulary. If you needed someone to go to battle for you, he was the man for the job. He loved listening to Christian music. When growing up, he enjoyed the family and neighbors getting together to play and sing Gospel hymns. His mother, Gladys and sister, Ann would play the piano while his father, Hollie would lead the singing and play the guitar. Later, he had a strong love for the music in the church, particularly when Nancy’s mother, Bobbie would sing and lead the music. Studying scripture, sharing the Gospel, praying, helping with missionary work, and praising his Lord and Savior, Jesus Christ was the foundation of his life. Larry was a people person. He loved people and made you feel special. He did not care whether you were rich or poor or the color of your skin. He just loved the person, their character, and heart. He was especially drawn to someone with a competitive spirit. He loved competing with his friends, whether it be golf, tennis, baseball, quail hunting, or just about anything. He also loved seeing his friends, children, kids he coached, and grandchildren succeed. This brought him tremendous joy. He loved his grandchildren. He spent a lot of time thinking about Kaleigh and Ally. It was very important to him for them to succeed in their academics and education. Most importantly to him was that his grandchildren know Jesus Christ as their Lord and Savior. Justin was his first grandchild, whom he loved dearly. Chloe and Blaine came along later. He loved watching and hearing about their sporting events, academics, and musical activities.
Larry married the love of his life, Nancy, on May 31, 1997, in Paris, Texas. He was a member of Living Word Church of God in Bonham. He is survived by wife, Nancy, of Bonham, sons, Brit Lawrence and wife Mollie of Celina, Texas, Brian Lawrence of Paris, Texas, and Ryan Dority of Durant, Oklahoma, six grandchildren, Justin Lawrence and fiancé Angel Dobbs, Kayleigh Dority, Ally Dority, Chloe Lawrence, and Blaine Lawrence, sister Ann Lawrence of North Richland Hills, Texas, brother Thomas Lawrence of Hopewell, Texas and mother-in-law, Bobbie Northam of Paris, Texas.
Larry spent his retirement years enjoying time with his family, especially his grandchildren, playing golf with Nancy, traveling, hunting and camping.
A Celebration of Life was held at Wise Funeral Home Chapel in Bonham, Texas on Monday, April 3, 2023 at 11:00 AM. The family received friends at 10:00 AM prior to the service. Graveside services were held at 2:00 PM at Evergreen Cemetery in Paris, Texas following a family luncheon. Bishop Doug Holt and Bishop Eddie Prince officiated. Dr. Lawrence was in state at Wise Funeral Home on Sunday, April 2, 2023, from 9:00 AM until 8:00 PM

Temperatures were up and down. Scattered rainfall ranged from 0.25-2 inches. Soil moisture was very short to adequate. Warmer conditions and sporadic rainfall continued to improve pastures, resulting in a stronger calf market. Winter grasses were growing, and warm-season grasses were responding slowly. Very little supplemental feeding was needed for livestock. Crops, rangelands and pastures were in very poor to excellent condition. Livestock were in fair condition. Heavy rainfall was still needed to fill lakes, stock tanks and rivers. Corn planting was near completion, and sorghum planting will follow. The last hard freeze affected wheat and oat fields. Wheat condition was declining sharply as it headed out. Leaf rust and Hessian fly were widespread and wheat chlorosis in fields was attributed to the combination of heavy larval feeding and dryness. Hessian fly damage was heavy enough to affect even the more tolerant wheat varieties. Reports indicated that insecticide seed treatments were providing some benefits in reducing damage. Cotton planting was expected to begin soon. Cotton acres were expected to be substantially down, in favor of increased corn plantings.
ROLLING PLAINS
The week was warm and windy, with a few storms moving through the district. Rain totals were a trace up to 2 inches in places. The rest of the week was dry, allowing producers a chance to finish planting corn and sorghum into good moisture. Wheat pastures and fields looked good in some parts of the district, while other areas reported dry conditions and dying wheat. Winter pastures were coming on strong and providing some decent grazing. Warm-season pastures were trying to get started, and some native and introduced grasses were greening up and growing. Cattle body condition improved daily with the flush of grass.
EAST
Pastures and hay meadows were looking better after recent rains and warmer weather. Marion County reported up to 3 inches of rain. Grasses hit hard by frost began to bounce back, but consistent warmer weather would help growth. Pasture and rangeland conditions were fair to good. Subsoil and topsoil conditions were adequate. Livestock were doing fair to good with some supplementation taking place.
SOUTH PLAINS
Conditions were very dry and windy, with moderate temperatures. Subsoil and topsoil moisture levels were mostly very short to short, with a few counties reporting adequate topsoil moisture. Pasture and rangeland continued to vary from very poor to fair across the district. Irrigation increased this week as producers prepared fields for upcoming plantings or attempted to keep their wheat alive. Dryland crops were suffering from the lack of moisture. Many producers were trying to decide what they were going to plant and whether they would plant dry and hope for rain. Cattle were in good
condition and grazing on wheat fields and pastures with available growth. A few producers applied some preemergent herbicides when winds died down.
PANHANDLE Conditions in the region remained dry and windy. The overall topsoil and subsoil moisture was very short to short. Temperatures continued to increase daily, and soil moisture levels continued to decline. Exceptionally low humidity and dry, windy conditions caused wildfire concerns. Pastures and rangelands were not showing signs of green-up due to drought. The lack of rainfall was also taking a toll on the wheat crop. Dryland wheat showed a noticeable decline, and irrigated wheat barely held on. Winter wheat and oat conditions were considered very poor to fair. Planted grain cover crops effectively minimized topsoil erosion during elevated wind speeds. Livestock were in fair condition, with ranchers feeding supplements and hay daily, but hay supplies were dwindling quickly. Some producers culled herds and tried to hold on to what was left. The overall condition of pasture and rangeland was very poor to poor.
NORTH
Topsoil and subsoil moisture were adequate. Pasture and rangeland conditions were fair to good, but conditions were looking better with all the recent rain. Most counties have received consistent moisture, and pastures continued to green up with warmer temperatures. Farmers were trying to get corn planted in between rainfall events. Wheat and oat conditions were holding steady. Wheat had multiple nodes visible above the soil surface and was progressing. Livestock were in good condition. Hay feeding slowed down a bit as grazing improved.
FAR WEST
Most counties were experiencing extreme drought. Topsoil and subsoil moisture was very short to short. Daytime temperatures were in the upper 70s-80s with overnight temperatures in the mid-30s-50s. Precipitation was very scattered and light, and conditions were very windy. Several extremely windy days kept farmers out of the fields. Wind erosion continued to plague fields with no cover crop. Producers finished planting corn but were having a difficult time with emergence in some locations due to cooler soil temperatures. Some freeze damage was reported on various plants, mostly ornamental and decorative plants with wheat showing frost damage in low-lying areas. Preirrigation continued in cotton fields. Trees were beginning to break bud, and mesquite was showing signs of budding soon. Rangeland and pasture conditions were poor. Texas House Approves $302.6 Billion State Budget With Tax Cuts And Teacher And State Employee Raises

The Texas House on Thursday approved a historic $302.6 billion state spending plan for the next two years, sending to the Senate a proposal that would bring pay raises to state employees, as well as tax cuts and more mental health services to millions of residents.
The plan pushes some $136.9 billion in general revenue to some of the state GOP leadership’s biggest priorities for the next two years, including $17.5 billion for property tax cuts, $5 billion in new money for schools and $4.6 billion on border security.
The budget plan also leaves tens of billions of dollars in unspent general revenue available to them after record-breaking tax collections left the state flush with more cash than ever before. That includes a $37.2 billion surplus higher than the entire budgets of 24 states.
House Bill 1 passed on a vote of 136-10, with a handful of Democrats and two Republicans, Rep. Tony Tinderholt of Arlington and Rep. Brian Harrison of Midlothian, voting against it.
“I am extremely proud of the work that we’ve done,” House Appropriations Committee Chair Greg Bonnen said at the end of a surprisingly short, fairly good-natured day of debate. “This bill provides historic investments in property tax relief and public education … higher education and infrastructure critical to our state.”
Some lawmakers who voted against the budget bill cited reasons that included too little cash for public schools and teachers, as well as a ban on diversity, equity and inclusion programs.
“I’ve never voted against a budget in all my years here,” said Rep. Gina Hinojosa, DAustin, who was president of the Austin ISD school board before winning election to the House in 2016. “For parents, for moms all across the state, who know that our public schools are in desperate need.”
Other Democrats voted
for the bill because they liked some of its aspects and wanted to support those historic efforts. Rep. Donna Howard, an Austin Democrat and member of the House Appropriations Committee, said the budget bill includes nearly $20 billion in new spending.
“I think we need to go forward with it and continue to work on it and make sure we get more that addresses the needs of Texas,” Howard said.
House members also approved on a 147-1 vote a $14 billion emergency spending bill for the current cycle that spends $1.6 billion on school safety, $3.5 billion for costof-living pension increases for retired teachers, $400 million for flood mitigation projects and $1.5 billion for the Texas Semiconductor Innovation
Fund.
An attempt to expand access to Medicaid in the emergency bill, which Democratic supporters said would provide up to 1.5 million Texans with health insurance, was voted down on a party line vote of 8365. The emergency spending bill now goes into a conference committee for the chambers to work out their differences.
The day brought a decisive blow to at least one A-list priority for Gov. Greg Abbott and Lt. Gov. Dan Patrick when a bipartisan coalition of House members enacted a ban on state funds going to private school vouchers.

20. Discussion regarding Subdivision Policy – County Judge: Judge Cunningham questioned Commissioner Self on the status of the completion of the Policy Manual who
explained work was still being conducted on the draft. Judge Cunningham then noted his hope that the Commission working on the manual is not in favor of the county taking over Subdivision streets.

Discussion regarding Courthouse repairs – County Judge: Judge Cunningham spoke on the deadline approaching to present Turner a punchlist of items not completed or in need of repair like a leaky roof and water in the basement and the controversy surrounding those items. Fannin County Facilities Management Coordinator Kenneth Duffek then went over a partial list noting multiple doors having issues, an HVAC system not functioning properly and
little things like trim work and fractures in concrete. Judge Cunningham requested he get a completed list together to go over with Eikon for the walk through with Turner and Eikon. A resident of Boyd Loop in Bonham commented on the condition of the sidewalks.
22. Discussion regarding water issues affecting Fannin County – County Judge: Judge Cunningham noted discussions are ongoing with new MUDDs being established in different parts of the county.

WHEREAS, the Board of Trustees (the “Board”) of the Bonham Independent School District (the "District") deems it advisable to call the bond election hereinafter ordered (the Election"); and; and
WHEREAS, the Election is subject to the provisions of Section 45.003, Texas Education Code, and the District is contracting with the City of Bonham, Texas (the “City”) for the administration of the Election pursuant to an interlocal agreement with the City (the "Election Contract"); and
WHEREAS, the City, acting through the City Secretary in accordance with the Election Contract will provide for the administration of the Election; and
WHEREAS, it is hereby officially found and determined that the meeting at which this Order was adopted was open to the public, and public notice of the time, place, and purpose of the meeting was given, all as required by the Texas Government Code, Chapter 551.

Section 1 The statements contained in the preamble of this Order are true and correct and adopted as findings of fact and operative provisions hereof.
Section 2 Election Ordered; Polling Places. The Election shall be held in the District between the hours of 7:00 a.m. and 7:00 p.m. on May 6, 2023 ("Election Day"). The Election is to be conducted and administered by the City as provided by Chapter 271 and Chapter 31, Subchapter D of the Texas Election Code (the "Code"), and the Election Contract. Voting on Election Day and Early Voting shall occur on the dates and during the hours and at the designated polling places as set forth in Exhibit A attached hereto, which exhibit is hereby made a part hereof for all intents and purposes. The locations on Exhibit A are hereby designated at the voting locations Exhibit A shall be modified to include additional or different Election Day polling places required to conform to the Election Contract and the Code

She noted Lake Fannin will have a workday for volunteers coming up April 15th from 9:00 a.m. to noon before voicing appreciation to Commissioner Self for his assistance with repair work caused by recent storms and reminded citizens to call with requests of fallen trees on roads. She informed the public that county offices will be closed Friday the 7th for Good Friday before wishing everyone a blessed Easter weekend. Commis-
sioner Self noted that repairing storm damage was his job before thanking everyone for their attendance. Commissioner Magness also commented on getting road work done. Commissioner Kopf noted the work created by the excessive amount of rain the county recently received, was ongoing and asked for patience from the citizenry and wished all a good day. Judge Cunningham thanked everyone for their attendance noting whereas the court gets paid for their work he noted his appreciation for those who volunteer their services to the community before wishing God’s blessings on all. 27. Section 10 Compliance with Federal Law. In all respects, the Election shall be conducted in accordance with the Code. Pursuant to the federal Help America Vote Act ("HAVA") and the Code, at each polling place there shall be at least one voting system that is equipped for disabled individuals, and each such voting system shall be a system that has been certified by the Texas Secretary of State as compliant with HAVA and the Code. The District hereby finds that the voting system to be used by the City Secretary in administering the Election is such a system, and orders that such voting equipment or other equipment certified by the Texas Secretary of State shall be used by the District in its elections.
Section 11 The Board of Trustees hereby authorizes the Superintendent, President, Vice President or the Secretary of the Board of Trustees to execute or attest on behalf of the District the Election Contract with the City
Section 12. The following information is provided in accordance with the provisions of the Texas Election Code.
(a) The proposition language that will appear on the ballot is set forth in Section 9 hereof.
(b) The purpose for which the bonds are to be authorized is set forth in Section 8 hereof.
(c) The principal amount of the debt obligations to be authorized is $64,400,000 for Proposition A
(d) If the bonds are approved by the voters, the Board of Trustees will be authorized to levy annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds.
(e) Based upon the bond market conditions at the date of adoption of this Order, the maximum interest rate for any series of the bonds is estimated to be 4.750% Such estimate considers several factors, including the issuance schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated maximum interest rate is provided as a matter of information but is not a limitation on the interest rate at which the bonds or notes, or any series thereof, may be sold.
(f) If the bonds are approved, they may be issued in one or more series, to mature serially, over a period not to exceed thirty years from the date of issuance of each series of bonds
(g) The aggregate amount of the outstanding principal of the District’s debt obligations as of the date of this Order is $25,720,000
(h) The aggregate amount of the outstanding interest of the District’s debt obligations as of the date of this Order is $8,586,625

Black, brown and white Democrats to make impassioned speeches in favor of diversity — and tell personal stories about overcoming racial challenges in their own lives. Republicans protected funds to support property taxes from Democrats’ attempts to redirect them for additional teacher pay raises, more money to public schools or increased funding for special education.
A legislative commission recently said special education in Texas is underfunded by about
$2 billion.
The budget bill includes a pay raise for teachers, but Rep. Trey Martinez Fischer, the House Democratic Caucus chair, pushed for another $4 billion to raise it from about $3,800 per teacher to $10,000 over the next two years. The effort went down on a 79-66 party-line vote.
“Thanks for not caring about teachers,” Martinez Fischer said, eliciting boos and catcalls from the House floor.
Republicans said repeatedly during the debate that their
vote against the amendment was not a vote against teachers. “When we talk about taking money for property tax reduction to put into teachers’ salary, I’ll remind you that teachers pay property taxes as well, and they’re looking for some relief,” said Gary VanDeaver, R-New Boston.
Thursday’s House debate was one of the shortest floor debates on the budget in recent Texas House memory, wrapping up after only about 10 hours. Historically, it starts early in the day and lasts well
past midnight.
Democrats prepared for a partisan beatdown in the GOPdominated House chamber, but they avoided many of those battles when, in a sweeping move early in the day, lawmakers from both parties dropped hundreds of previously planned challenges to parts of the 979-page budget. In doing so, they appear to be poised to skip public debate on three-quarters of the nearly 400 prefiled amendments members submitted earlier this week. “House Bill
1 is a spending plan that every Texas House member should be proud of, and our chamber looks forward to working with the Texas Senate to get House Bill 1 to the governor’s desk in the near future,” House Speaker Dade Phelan said in a statement after the vote. It was a parliamentary maneuver that allowed the outnumbered Democrats to avoid outright defeat on some of their efforts, which would have included defunding Abbott’s border mission Operation Lone Star.

There are a lot of ideas [that were delayed Thursday] that are still coming to the House floor for debate. We’ll have another bite at that apple. But we are laser-focused today.”
And it benefited Phelan, Bonnen and the rest of the House members by allowing the chamber to avoid some divisive votes on politically tricky issues during the budget process — although many of those are likely to pop up in future legislation.
The budget is the only thing the lawmakers are constitutionally required to pass during the session, and budget leaders often try to keep the bill clear of issues that could bog them down during the arduous process.
The chamber didn’t avoid all the wedge issues, though. Spirited debates over abortion and diversity programs at campuses ended in partyline wins for Republicans, who succeeded in banning programs that promote diversity, equity and inclusion, while re-upping state funding for anti-abortion programs.
Most of the scuttled amendments went into an unfunded wishlist to be considered during budget negotiations behind closed doors later in the session, including $4.2 billion in supplemental pension checks and pay raises for some 123,000 retired state employees. The conservative state budget leaders who ran the process were staunch in their defense of the bill against statutory and constitutional spending limits, and they showed no appetite for breaking them.
Constructed over 95 hours of testimony by more than 700 witnesses — in addition to Thursday’s floor debate — the legislation now goes to the Senate Finance Committee — which has been readying its own proposal that is significantly different from the House version.
