FC Health Authority Covid-19 Update April 9, 2020 To the people of Fannin county, Judge Moore has asked me to report on the present status of SARS-2 virus (“Coronavirus“) testing in Fannin County. There have been at least 2 new infections found in county residents this week. The actual number of positive tests for Coronavirus in Fannin County as of 8 a.m. Thursday, April 9, 2020, is at least four and may be as high as six. The discrepancy in reporting is partly because county residents seek testing outside of the county; those results must then find their way to the State reports. In addition, patients live in and are tested in other counties but work and interact with residents of Fannin County. All of these factors cause difficulty in timely and accurate reporting. Please understand that accuracy in reporting information is paramount to the State Public Health Agencies. As such, it can take days to meticulously verify numbers before releasing them. This slowdown in information flow can be confusing and vexing, but the outcome of quality is worth the frustration of waiting. Also paramount to the state is protecting the identity of affected individuals and facilities while keeping the public safe and informed. Judge Moore and I have been in contact with the Department of State Health Services (DSHS) and have pointed out discrepancies between the numbers reported to Judge Moore, official numbers reported to the County Health Authority and numbers placed online. Despite some disagreements in the numbers published online by the State, several things can be reported at this point: 1.There are at least 4 Fannin County residents that have tested positive for the SARS-2 virus (“Coronavirus“) and have been verified to the County by the Texas DSHS. 2.Two additional Fannin County residents, living in the same household in Bonham, self-reported on Wednesday, April 8th that they both tested positive for SARS-2 at a Lamar County emergency clinic. These 2 cases, when verified by DSHS, will bring the total number of people living in Fannin County with positive Coronavirus tests to 6 [the state reports positive tests by county of residence]. 3.A nurse who is a resident of another county but who works in a long-term care facility in Bonham tested positive last week. However, her case will not show up on Fannin County state statistics because she is from another county. 4.After it was discovered that the nurse at the Bonham longterm care facility, was positive for the SARS-2 virus, extensive SARS-2 testing was done on more than 20 (asymptomatic) residents and employees who had been in contact with her. All of those individuals tested received negative results. 5.A resident of a different Bonham long-term care facility was admitted last weekend to a Grayson County hospital with apparent COVID-19 symptoms. That patient’s SARS-2 viral test returned as negative.

6.As of Thursday, April 9, 2020, there have been no positive SARS-2 tests in any nursing home residents in Fannin County. 7.Fannin County continues to be blessed with having no SARS-2/COVID-19 related deaths as do our Texoma neighbors along the Red River from Wichita Falls to Clarksville, that includes Cooke, Grayson, Fannin and Red River counties as well as our neighbors Delta, Hunt, Hopkins, Franklin and Titus counties. 8.Deaths in Collin County are listed as 4 and Dallas County deaths listed at 19. Please realize that though we have been relatively buffered

from the ravages of COVID-19 pandemic, this is a very deadly virus. We are defeating it, but please continue social distancing which is the most effective way of controlling viral spread. Secondarily, wearing some form of mask while in public or around other people in close proximity protects friends, loved ones and those around you. Responding to God’s Love that He gave us His only Son, that whosoever believeth in Him shall not perish but have eternal life.” Another Easter time has offered the world an opportunity to praise our gracious God for giving to us our message and Messenger of hope. Since 1948, it has been my privilege as a minister to lift Him, Jesus, up as our Savior. I never tire of telling the story. I have enjoyed writing articles on this precious

theme for the past four weeks. Our call now is to respond to God’s love. During the holidays and since, I have been blessed immeasurably by reading a beautifully written book entitled “John 3:16; The Numbers of Hope.” Max Lucado has been used by God to point out the inexhaustible riches of this Bible centerpiece. Commissioners Court Champions Community Service

By Gabrielle DeMay The regular meeting of the Fannin County Commissioners Court was called to order Tuesday, April 7, 2020 at 9:03 a.m. by County Judge Randy Moore, via teleconference. Judge Moore reminded listeners public forum would be held in chat format at the end of the meeting, and encouraged them to address agenda items during that time. Judge Moore established quorum, all Commissioners were present. The invocation was given by Jeremy Sweet of Savoy Church of Christ. The pledges were led by Judge Moore. 4 Judge Moore read the Proclamation naming April 2020 as Sexual Assault Awareness Month in Fannin County, which recognized the struggle of victims of sexual violence and encouraged the promotion of community awareness and prevention of violence across Fannin County. Proclamation was approved. 5 A request by District Attorney Richard Glaser to supplement the open Misdemeanor Prosecutor Attorney position with $2,542.00 was brought before the Commissioners. The supplement would be in effect up to September 30, 2020, and would be taken from the DA seizure/forfeiture funds to make up an annual salary of $58,000.00, which was conditional for a job candidate’s acceptance of the position. District Attorney Glaser explained that this type of appropriation of funds is not uncommon, but that because the funds do not come from the State, they require Commissioner approval. The supplement for this position will, in the future, be rolled into the annual budget. A motion to approve the supplement passed. 6 The Fannin County Declaration of Disaster Proclamation for Covid-19 was brought up for reinstatement for another seven days, in conjunction with the Texas Governor GA-14 Executive Order. Judge Moore stated that there have been no new cases of Covid-19 in Fannin County at this time, and is expecting information today from DSHS about the cases in the county, which will be posted on the Fannin County website when received. No new corrections or additions were made to the current Proclamation, which was reinstated until Tuesday, April 14, 2020, following Executive Order GA-14. 7 Judge Moore introduced

the replacement of Executive Order GA-08 with GA-14, which came into effect after the last Commissioners Court meeting, and opened the item to discussion. Commissioner Dean Lackey brought up the concern of some county department heads that many county employees, while listed as ‘essential’ employees, have little work to complete due to the reduction in services Covid-19 has caused. Just because they are technically listed as essential, Commissioner Lackey suggested, doesn’t mean they must come in to work if they have nothing to do, especially in a time when social distancing is recommended. That is not to say county employees following this suggestion will be forfeiting their salaries. Judge Moore agreed that if county employees can work from home, they should be given the opportunity by the department heads. Judge Moore also suggested anyone who cannot go into work due to Covid-19 closures could bolster the community by volunteering time at food pantries, local churches, or with elderly neighbors. Judge Moore assured listeners that safety precautions such as masks and gloves are taken by the food pantries to prevent the spread of Covid-19. Commissioner Jerry Magness added that there were shelving units the District Clerk needs help putting together. Commissioner Lackey also thanked Bonham Family Drug for compounding 800 2oz. bottles of hand sanitizer for the Sheriff’s Office, to be delivered today, and thanked Ironroot Distillery for providing the materials needed. He added that Easter will be about the same thing it’s always been about. Judge Moore agreed

that the safety measures taken by the residents of Fannin County seem to be working. He asked listeners that when they prayed, to keep in mind all the citizens of Fannin County. He encouraged church leadership to be creative in finding ways to minister to the community, and invited listeners to call their local churches if they need any kind of help. Judge Moore gave a final call for volunteers at the local food pantries. He also encouraged adherence to the CDC suggestion to wear cloth face masks in public, and noted he is making himself an example of this practice. The meeting adjourned at 9:50 a.m.

Mental Health and COVID-19 Help 4/7/20 with Coping with the Changes By Grace J. Thomas April 9, 2020 Pandemic, Shelter in Place, Social Distancing are all new phrases we have become all too familiar. It is easier to be sympathetic while watching the news about viruses in other countries but when it hits our beautiful rural community and our cherished way of life changes some may experience increased anxiety, depression, and panic. Only during World Wars were we subject to rationing groceries and household items, this is very new to all of us. Entering our community stores seeing empty shelves, having employees monitoring how many people can enter the store, signs in place limiting 1 paper product per person, and seeing so many people wearing plastic gloves and masks are now becoming part of our norm.

Licensed counselors like Erin Holt, MEd, LPC have also noticed how these changes have effected some members of our community. “As a mental health professional I am seeing a great deal of stress and uncertainty with the current state of our nation.” Holt explains that stress has a way of manifesting it self in our bodies; stomach issues, headaches/migraines, panic attacks, nightmares, insomnia, depression and anxiety. Holt stated, “Those with existing mental health issues are at higher risk of feeling overwhelmed and out of control.” Holt shared her own concerns about the current social restrictions and how these restrictions have changed her practice, “Face to face counseling sessions have been taken away and replaced with video or phone sessions. While some are ok with this, others feel more

3/10/20 On Friday April 17th, Feeding Fannin will partner with North Texas Food Bank to distribute Disaster Relief Boxes to any Fannin County resident in need. This time is especially hard for many of our neighbors who are currently unable to work due to closures and layoffs. This distribution will be unlike any Feeding Fannin has done before in that it will be a drive-thru. Residents will enter and proceed to the Pavilion off Sam Rayburn. Volunteers will be at the Pavilion to load boxes into cars. Clients must remain with their cars. Once assisted, cars will continue around the Pavilion and exit onto 5th Street. Distribution will start at 9 a.m. Early arrivals are not recommended. Everyone who has signed up for a box will receive one or more boxes depending on the size of the family. The boxes will contain enough staples to last several

days in order to help our residents during this trying time. Feeding Fannin organizers express hope that in the next couple of months the mobile food pantry will return to fresh produce, cooking classes, and the great response they receive from neighbors. Public Service Announcement By Randy Moore, Fannin County Judge COVID-19 is a serious health threat. Fannin County does not have any new confirmed cases at this time. We need to continue to do all we can to prevent its spread. The CDC (Center for Disease Control) now recommends everyone wear a face mask to help prevent the spread of COVID-19. We have all been asked to wear a home-made mask and leave the other masks for our health care workers and first responders.

These home-made masks (or even a scarf) will help keep the “wearer” from spreading the virus. Wearing a mask shows that you care about those around you. My wife, Tina, made masks to protect others and ourselves while in public. I like the mask. It has a personal touch. A pattern for making a mask at home can be found online. There are patterns and videos available for sewn and no-sew options. Introducing Fannin County Leader writer Gabrielle DeMay Gabrielle DeMay is a writer/reporter who has recently been welcomed to the staff of the Fannin County Leader. COVID-19 Defense and Strategies for Businesses April 8, 2020 Tammy Biggar, Fannin County PIO Did you know if you test for COVID-19 and do not have a fever, you may receive a false negative? This is why testing is typically not done unless symptoms such as fever are present. Many of our local businesses are requiring temperatures be taken of employees upon arrival at work and in some cases throughout the day as well as requiring strict sanitation thereby taking proactive measures to stop this virus in its tracks. If an employee experiences mild symptoms DSHS has advised that person isolate themselves and do not come to work. Fannin County implemented the following protocols for businesses on April 7, 2020 found in the disaster declaration Proclamation on the County website: All businesses and employers are hereby ordered to take actions necessary to prevent the spread of COVID-19, to increase social distancing (minimum of 6 feet) in the normal course of business activities, and to provide for a safe, clean and healthy work environment. All persons are hereby ordered to take actions necessary to prevent the spread of COVID-19 and to increase social distancing (minimum of 6 feet) in the normal course of business activities. Oakwood Cemetery News Honey Grove ISD Pre-Registration By Deidra Jackson The officers and board members of the Oakwood Cemetery Association held its annual meeting on March 16 in the Local History Room at the Honey Grove Library and Learning Center. Several accomplishments at Oakwood in 2019 included the success of the rock barrier added on Oak Street to prevent further erosion, the rye grass planted in shady areas to also prevent erosion, a new culvert added to help with drainage, and the repair of four damaged tombstones. Officers and board members for 2020 are President Harold Roberts, Vice President Johnnie Smith, Secretary Deidra Jackson, Treasurer Freida Moreland, Groundskeeper Sandy Mor-

rison, Project Manager Carl Linduff, Lot Sales Lynn Jones, Historian Malinda Allison, and Rosa Bowmer. Oakwood is looking very pretty this spring with the bright green rye grass and many blooming flowers. Mowing season has begun. Dead leaves and large acorns have been removed to help with mowing. Several drainage projects have helped tremendously. We are so pleased that a family has had their great grandmother’s name and dates etched on her headstone seventy five years after her death. There are many burials at Oakwood with no headstone or no final date etched on the headstone. Please consider doing this for your family member.

By Tina Moore The final touches have been completed on the building remodel of Open Arms Homeless Shelter. The divider curtain is hung and lockers have been installed. The opening for the shelter has been delayed because of COVID-19. Open Arms is following government guidelines to ensure the health of volunteers and future residents. But Open Arms is still working to ensure that things will run smoothly when the time comes to open. Jennifer Burgess, Open Arms Shelter

Director, is diligently working to update records and organize volunteers. Many volunteers have completed the initial training and are ready to help when the shelter opens. Jennifer is now in the process of forming some committees from the volunteers. These committees will help plan and structure areas such as food, building maintenance, and cleaning. These committees will communicate by telephone conference and/ or internet video conference. If you have already volunteered, you will be contacted in the near future about helping with

these committees. If you are considering volunteering in the future, now is the time to get involved. Volunteer applications are still being accepted. Game Warden Field Notes This is Hawkward 11/12/19 A Hardin County game warden was at the Beaumont District Office when he received a call from the manager of the local Office Depot store. The manager said they had a small hawk flying around inside the store and couldn’t get it to leave, even though they had the front and back roll-up doors open. The warden recruited a licensed falconer who was experienced in handling and trapping birds of prey to help him catch the hawk. After the falconer arrived on scene with a hawk trap and some live bait, they soon discovered that although the bird resembled a hawk, it was in fact a large nightjar or “nighthawk,” which feeds on insects, rendering the trap idea useless. Undeterred, the warden and his falconer friend resorted to the old game warden standby — a ladder and a net. After what resembled a scene from America’s Funniest Home Videos, they were able to finally corral the bird in a back hallway and catch it in the dip net. It was released outside, where it flew off unharmed. The manager of the Office Depot store was very grateful that the bird was removed and would not be setting off the alarm system after closing.

Fool Me Once A Hays County game warden was contacted by a Hays County sheriff’s detective about trespassers digging for Native American artifacts on a private property in Buda. The landowner installed several game cameras hidden in trees to monitor the dig sites and caught a man, on two separate occasions, digging for artifacts during March and April 2019. The images were of high quality and showed the man’s face and unique tattoos on his arms. In March 2020, the warden assisted a special agent with the Bureau of Land Management with a federal case involving the removal and sale of Native American corpses/bones and sacred burial beads from an archeological burial site. The warden shared game camera images of the Buda property trespasser with the agent, and the agent recognized the man as an associate of the suspect he was actively investigating. The agent provided the name, and the trespasser was identified. The warden and the agent interviewed the trespasser and confirmed his identity through his unique tattoos. The trespasser handed over 18 Native American artifacts that were taken from the Buda property. Arrest warrants were obtained for Antiquities Code violations and criminal trespass. The subject turned himself in. Cases pending.

ALLYSON JO WELLOTT

Allyson Jo Wellott (our Jodi), of Windom, Texas, passed away on Monday, March 30, 2020 at her home. Jodi was born on September 12, 1959 to Robert James Wellott, Sr. and Rose Marie Wellott (née O’Malley) in Dallas, Texas. She grew up in Richardson, Texas and graduated from Richardson High School. Following graduation, Jodi embarked on a path which led to many careers throughout her life. She worked alongside her father at TI Industries, moonlit as a convenience store clerk, hand-built furniture, and most memorably drove a big rig

across the states. Her experience behind the wheel of that great big 18-wheeler made her an expert direction giver, outpacing technology and maps alike. Jodi made a home for herself on a picturesque farm in Windom, Texas. She loved her farm as much as she loved her neighbors, who became her extended family. Throughout her years on the farm, she raised cows and chickens, cherished many pet dogs, and welcomed visitors to fish in the pond or target-practice in the pasture. As her parents’ health declined, Jodi helped take care of them any way she could. She frequented the VA Home almost daily to visit her ailing father. Her compassion was so great, she became an official volunteer to help other residents as well. As her mom fell ill, Jodi took her into her own

home, becoming her full-time care-giver. Jodi was at the side of each of her parents as they passed, and she wouldn’t have wanted it any other way. Jodi is preceded in death by her parents, Bob and Rose Marie, and her brother, Shawn O’Malley Wellott. She is survived by brother, Robert James Wellott, Jr. (wife Linda); sister, Kathleen Rose Wellott; sister-in-law, Kathy Schattle Wellott; sister, Mary Margaret Wilkerson (husband Gary); and brother, Bryan Andrew Wellott (wife Gigi). Jodi is also survived by countless nieces, nephews, and cousins, as well as great nieces and great nephews. Jodi was loved by so many people. She made lifelong friends and will be deeply missed by her family and friends. “Jodi, say spaghetti.” Due to the current pandemic that our country is facing, our family is opting to have a celebration of Jodi’s life at an undetermined date in the future. Sexual Assault is Prevalent in Fannin County Too

By Sandy Hood April is Sexual Assault Awareness Month (SAAM). Fannin County Family Crisis Center in Bonham serves victims and survivors of sexual assault, as well as victims and survivors of domestic violence and other violent crimes. Because of COVID-19, awareness activities for SAAM will be limited to social media and newspapers. COVID-19 is not keeping the Crisis Center from helping victims/ survivors. We are still here to assist anyway we can. The Crisis Center’s 24/7 Hotline is always available, and out office remains open Monday – Thursday from 9:30am to 3:30pm. No person should ever have to endure the anguish and indignity of sexual assault. This horrific crime affects Americans of every age, ethnicity and socioeconomic status. During Sexual Assault Awareness Month, we would like to expand everyone’s awareness on this topic with a goal of ending sexual assault in our homes and communities and offer a call to action. In the United States, sexual assault is the most under-reported crime. 1in 3 women and 1 in 6 men have experienced some form of sexual violence in their lifetime. 63% of sexual assaults are not reported to the police. 91%of sexual assault victims are women and 9% are men. Since September 2019, Fannin County Family Crisis Center has served at least 32 clients that have experienced sexual assault sometime in their lives. This number would change dramatically if we were to factor in the 63% of victims that do not report at all. Sexual assault is a dehumanizing form of

violence. Even after physical i n j u r i e s have healed, emotional and mental trauma can persist. Survivors often struggle with lingering anxiety, fear, anger, shame and depression. The devastating aftermath of sexual assault can also harm a survivor’s relationships with their loved ones. What can we

do? • We can pause to recognize the devastation caused by sexual assault. • We can become aware of the problem and educate ourselves. Be aware of your surroundings and do not ignore red flag signs or behaviors. • We can educate younger generations on being safe from this terrible crime and that it is never their fault if something happens to them. Educating before an assault occurs is prevention. Teach children that they have a right to say,” No” to anyone that is hurting them and then to get away and stay away from such a person regardless if it is another child or an adult. Teach children that they MUST always tell a trusted adult and to keep telling until someone does something about the matter. Teach children young that it is not okay for anyone to touch them where their bathing suit covers up. • Financially support the local Sexual Assault Program at the Fannin County Family Crisis Center so that they can continue to provide awareness of the problem, provide services to victims and continue the work in providing encouragement and healing to survivors who deal with the aftermath for years to come. • Learn what you can say or do if someone discloses to you that they have been sexually assaulted. Stay calm and offer the Crisis Center as a resource. Some appropriate responses would be: “I believe you,” “It is not your fault,” “I am so sorry this happened to you,” or “I know a place that can help. Would you like for me to drive you there?” • Refer victims and survivors to the Fannin County Family

Crisis Center where they will receive support and resources to meet their needs and safety. Healing from trauma is a lifelong journey. • Like the Fannin County Crisis Center on Facebook at Fannin CrisisCenter. Watch during the month of April for more information on SAAM. • Host a fundraiser on Facebook or other social medias for the Fannin County Family Crisis Center. This is a good way to support us and get our message out too. This is also a great way to do something to make a positive change while being at home during social distancing. Fundraisers could be in honor of a person or someone’s birthday, in support of SAAM or in memory of a loved one. Get creative and bring awareness. As changes undoubtedly continue to come with COVID-19, know that we will be here 24/7 to help provide and create resources, and to serve and support victims and survivors of sexual assault, domestic violence and other violent crimes. It is so vitally important that the Crisis Center continues to have your support during this pandemic. There are many needs of victims that grant money does not cover. Many times, our clients need a safe place to stay while locating a family member or friend they can stay with, or maybe they need clothing, hygiene products, food or other necessities because they found the opportunity to leave with merely the clothes on their backs. There are so many needs when mothers leave with their children and whatever they can carry. CONWAY, Ark. -- Less than a year after Tyler Rodriguez signed to compete in football and track and field for Hendrix College, he has established himself in the latter. It took a worldwide pandemic to cut short what was an ascending debut season for the 2019 Bonham alum in collegiate track and field. When the novel coronavirus (COVID-19) prompted the premature ending of all spring collegiate sports seasons nationwide in mid March, he had a nation-best mark in the long jump and ranked third in the triple jump. While competing for NCAA Division-III Hendrix College, Rodriguez posted 11th-place finishes at the Missouri Southern Lion Invitational Feb. 7-8

at Joplin, in the men’s long jump (6.53 meters) and triple jump (13.02 meters). His competition included athletes from NCAA Division-I and Division-II schools. His ascent continued the following weekend. At the 5th Annual Indoor Gorilla Classic in Pittsburg, Kan., he matched the school record individually in the indoor triple jump (13.48m) and helped break Hendrix’s previous mark in the men’s 4x400m relay with a 3:28.32. On Feb. 29, Rodriguez collected four medals -- three individually -- at the Leap Day Relays in Jackson, Miss., hosted by Millsaps College: 4x100m, 43.65 seconds, first; long jump, 6.83m, first; triple jump, 13.27m, second; 100m, 11.37 seconds, third. Rodriguez then achieved the aforementioned national

Despite having only three seniors, the Lady Tigers again had produced a strong start -- a 12-4 overall record -- when play was suspended after the Ides of March due to the coronavirus pandemic. Rikki Foreman, Carley Stone and Sarah Martin equate the sole seniors on a team which also boasted a 2-0 record in District 13-2A softball. The starting lineup for the district opener on March 9 included: four sophomores, two juniors, two seniors and a freshman. Entering this season, Trenton had made seven-straight softball postseason trips -- all of which reached at least the regional quarterfinals. The postseason advances started five of seven times via shared or outright district titles. Under current rules, Trenton, as one of four Class 2A softball teams in 13-2A, will advance to another postseason -- as four teams, per 2A district, qualify for the playoffs. May 4 equates the earliest date for the resumption of practices for all sports sanctioned by the University Interscholastic League.

The Upper Trinity Regional Water District (UTRWD) has selected planning, engineering and program management firm Lockwood, Andrews & Newnam, Inc. (LAN) to serve as general engineering consultant for the Lake Ralph Hall Conveyance System along with Plummer, Halff Associates, and CP&Y. Lake Ralph Hall, named after the longtime congressman Ralph Hall from Rockwall, will be one of Texas’ newest lakes. The reservoir, one of the state’s biggest water supply projects in nearly 30 years, will be built in southeast Fannin County on the North Sulphur River, and will provide essential water for an area whose population is projected to increase nearly fivefold in the next 50 years. The $490 million project, once complete, will provide an additional 54 million gallons per day (MGD)

As part of the effort to connect this new lake with its current infrastructure, UTRWD is building a raw water conveyance system. The conveyance system includes a raw water pump station, 32 miles of pipeline, and a new balancing reservoir. The raw water pipeline will stretch from Lake Ralph Hall to a proposed interconnection with existing infrastructure in Collin County. The first phase of the conveyance system, currently under design, will provide 42.5 MGD of raw water. As the general engineering consultant for the lake’s conveyance system, the LAN team will finalize the pipeline alignment to help UTRWD secure the necessary rights-of-way for future construction, maintenance and operation of the conveyance

LAN will also collaborate with UTRWD to determine how these systems will work together. Other firms that are part of the general engineering consultant team include Plummer, Halff Associates, and CP&Y. Plummer will provide supporting services to develop the conceptual design of the balancing reservoir and pipeline interconnection. Halff Associates and CP&Y will provide surveying services to support property acquisition. “Lake Ralph Hall is an exciting project that will help meet the water demands of one of the fastest growing regions in the country,” said Justin Reeves, P.E., LAN’s vice president. “The lake has been in planning and development for more than 20 years and, once complete, will bring both environmental and economic benefits for the North Sulphur River area.” Conceptual design of the first phase of the Lake Ralph Hall conveyance system will be completed later this year before advancing the project to final design early in 2021. Construction of various conveyance system elements is scheduled to begin in late 2022 with the lake planned to be operational in 2025.
