Bad Things Happen When Good People Do Nothing 7/17/18

By Tom Turner I have repeatedly asked myself over the years, “How do the good citizens of Bonham, on occasion, get stuck with sorry government?” More often than not, it’s because nobody asked the right questions or looked into the motives of the people running for office. Sometimes, people running for office have secret, self-serving agendas. Agendas which, if known, would guarantee they would not be elected. The situation at the Bonham Independent School District (BISD) is just one example of what goes wrong when we don’t vet candidates properly. I feel very strongly that it is The Fannin County Leaders’ continuing obligation to keep Fannin County’s voters informed as to what is really going on in government. Unfortunately, as of today, we have four school board members who have advanced their secret personal agenda at the expense of BISD’s adopted goals. Those board members are Chance Roberts, Randy Pendergrass, Jason Fox, and Dr. LaTonia Arris. What is the secret personal agenda of this group of four? Let’s begin with a little history. Jason Fox was a teacher in BISD who was given a review by the BISD administration. Rather than improving his teaching performance, he quit and got a job teaching in Bells. He had an ax to grind with the BISD administrators and ran for a position on the BISD school board for the purpose of getting revenge. He encouraged others to assist him in carrying out his agenda. He and the three other members of the group of four worked secretly for the last year to get the administrators responsible for Fox’s review fired. In carrying out their plan, they have

potentially violated the Texas open government laws and have arguable violated criminal statutes. Their hateful efforts to date have resulted in the resignation of Superintendent Beaty and have terrorized Asst. Superintendent Cheek and her family. School Board Candidate Jason Walker did much of the group’s dirty work. He gathered pictures of the young girls at school functions. He also followed Marvin Beaty to find out where he was going and reported all of this back to the four board members. Thanks to the Texas Open Records Law much of this information is publicly available to citizens who ask the right questions. Turned over text messages confirm the group’s agenda. To date, Chance Roberts, Randy Pendergrass, Jason Fox, and Dr. LaTonia Arris’ secret agenda has cost the School district over a quarter of a million dollars that could have been spent on “providing quality learning opportunities for every student every day.” Legal fees for the four Board Members continue to mount, at taxpayers’ expense. Is there a NEW FUTURE for downtown Bonham? Taxpayers are currently spending over $10,000.00 per month on leased buildings for our displaced courthouse offices with no end in sight. A common sense approach would dictate that this money be put to a better use so that you, the taxpayer could see the beneficial use of your tax dollars. Let’s hope that our County Commissioners have a vision and can they work with the new County Judge to make wise decisions for Fannin County? The time is NOW to ask your County Commissioners to give us their plans. If we all can agree that a new Annex should be downtown (for all the obvious reasons) then ask them for their choice of location, cost, parking solutions and cost to build. If a new building is considered, how are the County taxpayers going to pay for it. The Commissioners Court must not “kick the ball down the road” to a later time. Someone must evaluate space requirements for each department and which departments will move back into the new courthouse. Then determine the departments that need a new home and plan in advance for what is needed and complete the study in a timely fashion. Someone on the Commissioners Court needs to “step up” and take the lead in order for us to move forward! It has now been a month since the last workshop where this critical issue was discussed. Has anyone taken any action or suggested a detailed plan of action? Time is quickly passing. One suggestion is to continue to get public input and hold another specific workshop to address this serious issue. There were suggestions presented and good questions asked at the last workshop. Could it be that a consultant or professional help is required? Compare all the plans, solutions and costs. Then make a wise decision and move forward before this issue becomes a

Thus, my topic for the week may be called “The Veteran’s Shepherd.” David is seen first with assignment of carrying supplies to his brothers on the battle lines – then as a warrior in the slaying of Goliath. He is seen as a musician in the armies of Saul. The example and the words of David, the veteran, has much to say to us in our day. Psalm 23:1 lends itself to a relationship that should be the possession of all of us.

the Annual Financial Report from Rutledge Crain & Company, PC for Fiscal Year 2017-2018 – County Judge for County Auditor – Lewis Crane presented the Fannin County Annual Financial Report for the year ending September 2018. Mr. Crane stated that the financial report is very good this year. The County received $752,000 more in revenue than what was budgeted, and very few departments had overruns. The impressive thing is that the expenditures of all departments totaled, came in at $1,560,000 below budget. The assets of the County exceeded its liabilities by $24,268,823 (net position). Of this amount $9,072,340 (unrestricted net position) may be used to meet the government’s ongoing obligations to citizens and creditors. The County’s total net assets increased by $1,217,796 this report. The majority of this increase is attributed to the increase in capital assets. The unreserved portion of the General Fund balance was $4,955,961 or 44% of the total General Fund expenditures for fiscal year 2018. Fannin County is above the recommended 25%. This is great news, because as the county grows, we will have more revenue coming in but we will also have more expenses to cover for things like road maintenance as the buildout occurs. Mr. Crane ended with, “Things are exciting in Fannin County and I believe the future

Motion carried. 11 Discussion, Consideration and Action to approve rental purchase option on a 2018 self-propelled broom, Serial # 818134 / Stk # 8283 – Commissioner Precinct 4 – Commissioner Lackey explained that this is a street sweeper that is very much needed. If approved, they will have a working and safe street sweeper. Rental is $2,200 a month with the total purchasing price at the end being $59,578. Commissioner Lackey made a motion to approve the rental/purchase of the needed equipment. Commissioner Magness seconded. Motion carried. 12 Discussion, Consideration and Action to move train containers from the Driver’s License parking lot to Precinct 4 barn – Commissioner Precinct 4 – Com-

missioner Lackey stated that the parking lot at the Driver’s License building stays full and yesterday he counted 33 cars parked there. Moving the containers would serve 2 purposes; it would improve the appearance around the building and it would give additional room for safe parking. Commissioner Whitlock made a motion to approve. Motion carried. 13 Discussion, Consideration and Action to purchase a 1994 Model 370 Peterbilt Cab and Chassis for Precinct 1 at a cost of $20,000 – Commissioner Precinct 1 – Commissioner Whitlock stated that this truck has been rebuilt throughout and would like to purchase from Texoma Limestone. They are in dire need of a truck and he believes this would be a good buy. Commissioner Whitlock made a motion for the County to purchase the truck. Commissioner Magness seconded. Motion carried. 14 Discussion, Consideration and Action to solicit annual bids for the purchase of Rock and Gravel for all precincts - County Judge for Purchasing Agent – Michelle Case requested permission to solicit annual bids for rock and gravel bids. If approved, a public notice will appear in the paper next week, it will be on the websites this week and the bids will be opened May 9th. Commissioner Magness made a motion to approve. Commissioner Self seconded. Motion carried. 15 Discussion, Consideration and Action to establish a public hearing date and time regarding the SUP application for Austin Bridge and Road - County Judge Judge Moore reported that Austin Bridge and Road has purchased about 10 acres from Bob McCraw and is applying to build an asphalt plant on Pecan Street, just north of Highway 82. The Lake Zoning Commission conducted a pre-hearing yesterday (April 9th), where many questions were asked and answered. There will be 2 hearings in the future; one with the Lake Zoning Commission and one with Commissioners Court. The Public Hearing for Commissioners Court will be held on April 30, 2019 at 8:00am. Commissioner Magness made a motion to have a Public Hearing regarding the application for the Asphalt Plant to be held on April 30, 2019 at 8:00am. Commissioner Whitlock seconded. Motion carried. Judge Moore added that if any citizen has a concern, to please address it with their county commissioner or a member of the Lake Zoning Commission. 16 Discussion, Consideration and Action to accept bid for the Exterior Cleaning of and Lead Based Paint Removal from the outside of the Fannin County Courthouse - County Judge for Purchasing Agent – Michelle Case stated that Turner Construction reviewed and scored the 5 bids the county received for the cleaning of the exterior of the courthouse. One bidder retracted their bid, leaving 4. Turner Construction checked qualifications and abilities of bidders. They then narrowed it down to 2 bidders, of which they recommend Frontier Waterproofing, Inc., at a bid of $332,380.00. Turner Construction is also recommending that the county accept Alternates 1for interior lead paint removal at $51,720. While Frontier is working and having the exterior tested for the lead based paint, they will also have the inside tested, which will save the county a lot of money in the long run. The $51,720 is worst case scenario for the testing and cleaning. If the test for the inside is returned with safe levels, the cost would only be $6,500. The bid of $332,380 is $134,000 more than what was budgeted. Turner Construction believes that they did not bid

this part of the job correctly because of the environmental cleaning process. Commissioner Lackey added that originally the black mastic was not believed to have anything behind it, and then it turned out that it did have. This is when the scope of work changed. Commissioner Lackey made a motion to award the contract to Frontier Waterproofing Inc. Commissioner Magness seconded. Judge Moore asked Ms. Case for the time frame for the work to be completed. Ms. Case stated that Turner wanted an answer within 2 weeks and we are giving it to them in 2 days. Frontier’s proposed schedule says that once they receive notice to proceed; submittals will be in 3 business days, material delivery will be in 5 business days and the project duration is proposed to be 108 working days. Motion carried. 17 Comments by County Commissioners and County Judge: • Commissioner Whitlock had no comments today. • Commissioner Self thanked everyone who was present to observe Commissioners Court and expressed his excitement about the courthouse. • Commissioner Magness stated that he is happy that we are getting started on the cleaning and knows that the public will be excited to see work being done. • Commissioner Lackey thanked everyone for attending and reminded everyone about the Hazardous Waste Clean-up day, April 20th from 9:00am to 1:00pm.He stated that he is real excited about the courthouse and is happy to see something happening on it. • Judge Moore reminded everyone that Commissioners Court will begin at 10:30am, next week (April 16, 2019) because Commissioners Court will be attending Fannin County Futures Fair at the Fannin County Agrilife Extension will be holding for kids in Fannin County. 18 Adjourn – Commissioner Whitlock made a motion to adjourn. Clint Cheek Announces Candidacy for School Board The Business of School My name is Clint Cheek, this is the announcement of my Candidacy for Bonham School 4/16/19 Board, Place 5. It would be my pleasure if you would read the next few paragraphs - not only to better understand what you can expect from me and why, but primarily as a reminder of the importance of this role in our community. In this Great Country our founders made the promise everyone would receive an education. Since then it has become a nearly 700 Billion Dollar industry. Who pays for it? We do. What does this industry produce? Some will say, educated young minds, others will argue – our future. Either way there is no doubt we are the stake holders. We elect a board to be “responsible citizens” and “good stewards” of our children, our tax dollars and the future of this community, to act on the best interest of our most precious people, our children. You and I have proudly made the choice to live here in Bonham Texas. We have elected; the mayor, the city council, the county commissioners and the school board to govern this community. As citizens we depend on them to act responsibly and demonstrate leadership. As of late, our school board has descended into chaos, a calamity. In any organization, unit, team or staff, when there is weak or poor leadership chaos will follow. Leadership must come from the top. If we have a board that leads, we can secure a superintendent that leads - We can secure a culture that wins. Let’s face it, we are a small town an hour north of one of the biggest, fastest growing cities in the country. We are forced to compete for talented staff and administrators.

Our budget doesn’t permit us to compete based on salary the way Plano or McKinney does. The way we compete is by creating a desirable culture, a safe place for families - a place people want to be. Many of you are aware of the construction on 121, 82 and the coming of the lake. It will bring millions of dollars to our community. We are being given the opportunity to be bursting at the seams with growth as people will be able to commute on the improved highways. Who we elect will govern the type of population we attract and who will desire to join our community. It will impact our property values, the sports teams, our entire local economy. This change is coming, we cannot stop it BUT we CAN influence it for the better or the worse. Who we elect is who we are entrusting with this change. So, why am I running for school board? The milliondollar question. Well here is my $2 answer. Originally, I didn’t want to be on the school board. Four people came to mind as who should run for Place 5; I went to them one by one. They all said, “absolutely not interested.” On the second to the last day, as I was out of options and hope that anyone was willing to help turn this board around, I heard the words of my college coach, “If it is to be, it is up to me.” Every single week for 4 years I heard, “The Discipline of Integrity is doing what is right or necessary even if no one is looking.” So, I filled out the forms and turned them in carrying all the information I’ve just shared. Knowing what would be required of me should I be elected. The work of a School Board Member should be simple, otherwise it would be a paid position, but it’s not – that’s why it is a volunteer work

family violence. Adults may have no idea of the ramifications of having a child under the age of 18 in a vehicle when they are intoxicated on alcohol or drugs. Crashes occur; the child is ejected, killed or seriously injured. Two adults have a domestic dispute, maybe intoxicated or high, it becomes physical and a child becomes a victim, regardless of the fact that the child has been subjected to physiological damage that can cause depression, feelings of guilt and possible suicide. There are an alarming number of suicides each year and in studies by the CFRT’s at least 55% could have been prevented. The top two psychosocial factors identified that contributes to child suicides are family and peer relationships and dysfunctional families along with dating relationships and bullying. Fannin County averages 3 to 4 child suicides each year in the 14 to 17 year age range. Asphyxiation caused by hanging and suicide by a firearm are the two common causes. Foremost on La Vergne’s to-do list is retention of Bonham’s police and fire personnel. Bonham public service personnel receive training in Bonham; some of them then move on to cities with higher salaries. When they take that knowledge with them, Bonham is dramatically affected in response times, and knowledge of criminal elements in Bonham. As a council member, La Vergne wants the City Manager to investigate competitive salary structures to retain these personnel while staying within Bonham’s overall budget. Our population growth makes this even more critical. Even if stated otherwise: It yearly equates the ultimate goal for teams -- as well as individuals -- in all high school sports. Amongst team sports, advancing to the highest level has been a real-

ity four times for county softball teams during the current decade. Now Class 2A Sam Rayburn made consecutive trips to the 1A state championship game in 2012 and 2013. The previous two years, struggles during district play proved anything but a harbinger for a couple of current county 1A teams.

Dodd City turned a late start to the 2017 softball season -- beginning in March with district play, due to a basketball title game appearance -- into a trip to the 1A state semifinals. Last spring, Ector, which in its postseason

return in 2017 after a long absence had lost to Dodd City in the regional semifinals, reached the 1A softball state championship game for the first time. Others have also made deep runs into the softball postseason during this decade which will end later this year. Bonham, which entered 2019 on a 10-yearlong postseason streak, made three-straight regional quarterfinals trips in 4A the last three years, before dropping to 3A for district play this spring. With a regional quarterfinals advance last spring, 2A Honey Grove made its second-straight third-round appearance and second time of backto-back trips that far this decade. Most recently, neigh-

boring Bells in the regional quarterfinals stopped potentially longer postseason runs for Trenton (2017) and Honey Grove (2018) en route to backto-back 2A championships. Likewise, Krum outlasted Bonham in the 2017 regional quarterfinals on the way to the 4A crown. While not making any long runs yet in the playoffs, 3A Leonard, with bidistrict trips in 2017 and 2018, ended a decadeplus postseason drought. Chances to reach State await again later this month, as the 2019 softball postseason starts.

to make this dream a reality. The Bonham City Council was given packets with pictures, plans and possible budgets for a Splash Pad Project. The visual conceptual design, pictures a splash pad that is 40 feet by 23 feet, with several amenities that include a Sneaky Soaker, a Water O, Splash Blaster, a Cyclone, Geyser GS, a Lily Pad with graphics and much more. The Splash Pad in the picture is the dream, and Powder Creek is the projected place to build it. The Splash Pad will be a nice

extension of the playground. The Splash Pad pictured, carries a budget to the tune of $84,000. The City Council has been creative in finding opportunities to save quite a bit of money. There is ground work that will need to be done before the Splash Pad is ever installed. City staff could perform some of the labor, a few vendors have already said that they would more than likely donate a large portion of their work and/or materials, and the city can buy some of the materials at a substantially lower price then what the manufacturer could buy them at. The city and vendors could help with the concrete, plumbing and other work that can be completed before the equipment arrives for installation. Additionally, there are sponsorships and donations that Mr. Rodriguez has worked to obtain. A few of those donors are; McCraw Oil, Tractor Supply and the Holiday Inn. Wait, it gets even better… there is the potential for BEDCO to make a $50,000 contribution to this dream project. Sean Pate recalled

a Workshop where the allocation of $50,000 was going to be placed into BEDCO’s budget for a particular proj11-20-18 ect, and there was an understanding that it would potentially be for a Splash Park. Sean went on to say, if there is $50,000 set aside for a contribution to this project through BEDCO, the city would be looking at the difference. And, of that difference, about 50% can be shaved off from donations already received, the work and supplies the city can provide themselves, and the generosity from vendors donating their time and possible supplies. The actual equipment and installation of that equipment would be about $55,500. That leaves about $30,000 for the city to come up with. The monies raised by donations and sponsorships already are about $3,000. Mr. Rodriguez stated that the city can shave a lot of costs, but there will still be costs involved. He went on to say, “This is a partnership with the people in the community, to make this project a reality.” At the City Council Meet-

ing on April 8, 2019, the City Council endorsed the Splash Park Project, contingent on BEDCO’s support. A decision from BEDCO could come as early as April 15th, when they meet next. The dream of a Splash Pad could potentially become reality and be open this summer if everything falls into place. Donations and support is needed from the community. The financial reports for the month of February and March of 2019 were accepted. The March 2019, Employee of the Month is Battalion Chief Billy Hughes of the Bonham Fire Department. Chief Hughes has been with the department for 25 years. In a few short days the 2019 Notice of Appraised Value for all real properties in Fannin County will appear in mail boxes. This year, the Notices were mailed on April 15th to the owner of record at the address listed on the appraisal records. These notices are perhaps the most important piece of mail you will receive from the Appraisal District and it is important that property owners read and understand the contents. The notices also usher in the phase of the tax calendar known as equalization—the time set aside in law for property owners or their authorized agents to address concerns related to the information on the notices. City of Bonham reported that tax collections taken in, up to the end of March, are almost 95% collected, with almost $2.5 collected for the year. Sales taxes through the month of March are over 7.5% greater than this time last year. Revenues and expenses are tracking very close to budget. Police overtime has been returning to normal after the spike in the beginning of the year. Water and sewer are very close to budget with their revenues and expenses. The City is about half way through the fiscal year and we do not anticipate any budget shortfalls. Mayor Roy Floyd presented Proclamation for Red River Art, Wine and Music Fest Day to The Creative Art Center. The event will be held on May 11th from 9am6pm. The event will host children’s activities, artist vendors, wineries, music, silent auction, art contest and much more. This event is an endeavor to raise money to promote art, and to entice

those outside of Bonham to participate in the arts and activities of the Creative Art Center. The Creative Art Center would like for everyone to come and just have fun. Sean Pate and Tony Rodriguez share the dream of a Splash Pad in Bonham. The City Council endorsed the project contingent on BEDCO’s support (see article about the Splash Pad). The City Council approved to contract with the Fannin County Clerk for Election Services for May 4, 2019 election. Steve Filipowicz, Executive Director of BEDCO requested for the City Council to ratify the action of the BEDCO Board of Directors to approve a $90,000 low interest loan to Trans Cable International (TCI) for an internal expansion at the Bonham facility, and to designate the TCI expansion a project. This loan will help TCI with the acquisition and installation of additional production equipment to

It was very evident from his report that there was not racial profiling last year.

and March, and the January-March total for 2018 was 18.21 inches. There is historical rainfall data for Honey Grove from 1916 - 2008. The historic average for 19812008 for March is 4.56 inches, and the historic average for 1981-2008 for January-March is 11.12. Taught by veteran photographer, Wanda Holmes, you will also receive on-line help throughout the week if you have problems or questions. You will be exploring exposure, composition, the digital camera, and the digital dark room over 8 fun-filled weeks. You will investigate aperture, shutter speed, ISO, equivalent exposures, f-stops, bracketing, depth of field, focal

COLLEGE STATION – Texas wheat fields look good, but the next few months will determine yield outcomes, according to Texas A&M AgriLife Extension Service experts. Wheat was heading or further along in the growing cycle in much of the state. Most fields looked good with little disease and pest pressure reported. (Texas A&M AgriLife Extension Service photo by Kay Ledbetter) Wheat growers around the state faced difficulty with fall planting due to incessant rain or had to wait for rain. But most fields appear to be in and performing relatively well, said Dr. Clark Neely, AgriLife Extension small grains specialist, College

Station. Neely said Texas’ wheat acreage is steady at 4.5 million acres despite difficulty getting some fields planted. About 30 percent of wheat fields in the Blacklands region as a whole were not planted due to inaccessible conditions, and unplanted acres northeast of Dallas were likely higher. Texas wheat-growing regions, the Rolling Plains and High Plains, account for 85 percent of those acres and did not experience widespread delays. Dry conditions and warmer temperatures in parts of the state or disease are the main concerns as wheat enters critical growth stages.

The seller was unaware of the Texas Parks and Wildlife Prohibited and Exotic Species list. The seller stated the freshwater stingray was bought from another store in another state. Bonham - Dorothy Lillian Stroud, age 85, of Bonham, TX went to be with the Lord on Saturday, April 6, 2019. She was born on September 13, 1933 to Virgil Lee and Nannie Marie (Shannon) Roberts. Dorothy married Clarence Ray Stroud on June 1, 1952 in Paris, TX. She graduated in 1952 from Dodd City High School and was valedictorian of her class. Dorothy went to work at the courthouse in Bonham at the age of 18 doing clerical work and later went to work for Lone Star Gas Company. After many years there she began keeping books for S & T Construction, a small construction company started by her husband. Many years later she went to work at Post-Newsweek Cable. She was a member of Trinity Baptist Church. Dorothy enjoyed country western music, going dancing, being outdoors, shopping, cooking and taking care of her animals. Her greatest love was her family gatherings, watching her grandchildren and great grandchildren participate in sports and other activities. Dorothy was preceded in death by her loving husband of 42 years, Clarence Ray Stroud, and her parents, Virgil and Marie Roberts. Left to cherish her memories are her daughter, Tami Collins and husband Joe; grandchildren, Melissa Crossland and husband Chad, Jason Collins and wife Krystal and Melaina Kampfer and husband Daniel; Great grandchildren, Cash Crossland, Meleah Crossland and Kalani Kampfer; Aunt Lillian Orbin, special friends Lee Pearson, and Wayne and Jleetia Lee and family and her little dog, Bella. A Memorial Service for Thomas “Tom” Miller, age 58 of Ravenna, TX was held on Saturday, April 13, 2019 at Wise Funeral Home Chapel in Bonham, TX. Derrell Hall officiated. Thomas passed away on April 4, 2019. He was born September 23, 1960 in Port Arthur, Texas to Donald Ray Miller and Melba Charlene Floyd Miller. Tom was an avid outdoorsman, he enjoyed hunting, fishing, boating, four-wheeling and snow skiing, though his passion was sailing. His love of the ocean and salt water fishing was always his favorite vacation destination. Music was an important part of Tom’s life, he played the acoustic, electric, and bass guitar, as well as other instruments. He was the bass player in several local country bands over the years. Tom was a great dancer and loved to two-step. Tom attended Lamar University, Grayson College and A&M in Commerce. He was a licensed water well driller and held a Nebosh Safety Certification. His main profession was the Driller in the family owned water well business, Miller Drilling Company. He also worked on oil rigs in Mexico and Texas. Tom will be remembered as the one who always kept everyone laughing, cheered you up when you were down, and was there for you when you needed a friend. He was an excellent cook and enjoyed preparing food for family gatherings and reunions. Tom was devoted to and loved his family very much. He had many life-long friendships and will be greatly missed by all who loved him. Thomas was preceded in death by his father, Donald Ray Miller. Bonham, Texas – Denton Jones went to be with our Heavenly Father on April 9, 2019. He was a devoted husband, loving dad, PawPaw, brother, uncle and teacher. Denton was born to Johnnie and Otha Jones on August 2, 1931 in Roxton, Texas. Denton graduated from Roxton High School and received Bachelor’s (’52) and Master’s (’57) degrees from East Texas State University. He served in the US Army from 1952-1954, some of which time was spent as a medic and message runner in the Korean War. Denton married the love of his life, Jocelyn on June 24, 1956. He spent 3 years in the Roxton ISD as principal, teacher of Social Studies, typing and bookkeeping. He also coached football,

basketball (boys and girls) and track, and in his spare time he drove a school bus. Denton and Jo made their home in Bonham, where he taught in Bonham ISD from 1959 to 1992. He was an active member of First Baptist Church, the Civitan Club, the Kiwanis Club, the Texas State Teacher’s Association and a volunteer at Fort Inglish. Denton is survived by his loving wife of 62 years, Joceyln, daughter DeLisa (and Bill) Catalane of Sherman, son Bill (and Solinda) Jones of Carrollton, five grandchildren, Kandace Catalane, Kristen Catalane, Klint Catalane, Rachel Jones and Lauren Jones, and two great grandchildren, Kylee and Cameron. Denton was preceded in death by his parents Otha and Johnnie Jones and sister Martha Quisenberry. James E. Froelich, DO, FACOFP dist, of Bonham, was recognized on several occasions during the recent annual convention of the American College of Osteopathic Family Physicians, meeting at the Sheraton Grand Chicago Hotel, in downtown Chicago. As Master of Ceremonies for ACOFP’s President’s night, as chairman of one of four reference committees and named as Chairman of the Conclave of Fellows, Dr. Froelich was in the forefront of the annual gathering of family physicians. ACOFP’19 serves as both an educational setting for physicians as well as the gathering time for the Congress of Delegates, as about 300 family physicians represent their states and areas to set policy and evaluate family medical practice and directions. Dr. Froelich was chairman of one of four Reference committees, charged with leading the debate and discussion on a Bylaws change setting requirements for the admission of M.D. physicians to join the ACOFP. Other topics included opioid education for the practicing physicians, additional studies of nutrition in the core requirements of medical schools and addressing gun violence as a public health issue. During ACOFP’19, the Conclave of Fellows of the ACOFP named Dr. Froelich as Chairman of the Conclave. Dr. Froelich earned the honor as Distinguished Fellow of the ACOFP in 2016, a group of just over sixty physicians in history at that time. Fellows earn their distinction through years of education and service, attendance in national educational meetings, and completion of scientific papers. Dr. Froelich earned an award for Outstanding Paper when first named as a Fellow. To become a Distinguished Fellow, there are added requirements of continued service, leadership, attendance of 20 meetings of ACOFP as well as

the American Osteopathic Association, and mentoring other physicians in their progress to becoming Fellows. At the 2019 Conclave, Dr. Froelich presented the honor of Fellow to Dr. Kathryn Lincoln, DO, the fourth Fellow sponsored by Dr. Froelich. Serving as Master of Ceremonies for the President’s Night of ACOFP’19, Dr. Froelich took the stage to honor incoming friend Robert DeLuca DO FACOFP dist of Eastland, Texas, as the 2019-2020 President of ACOFP. Traditionally, Dr. Froelich, Dr. DeLuca and Dr. Steven Bander, of Farmersville, have treated ACOFP presidents with specially adapted songs and slide presentations. With Dr. DeLuca coming in as President, there were new challenges to the surprise, but with the added participation of many osteopathic medical students coming to the stage, this year’s “You Ain’t Nothing But a D.O.” was a crowd favorite for over 600 gathered guests. Dr. Jim Froelich has served the Bonham and Fannin County, Texas, community as a physician since moving to his wife’s hometown in August, 1982. He is a graduate of the Texas College of Osteopathic Medicine (TCOM) in Fort Worth and Texas A&M University. Dr. Froelich has served as president of the Texas Osteopathic Medical Association, the Texas Society of the American College of Osteopathic Family Physicians, the TCOM Alumni Association, and has served the American Osteopathic Association (AOA) in the House of Delegates, as Ambassador for OMED (the annual convention of AOA) and program chairman among other committees leadership positions. Wife Deidre Froelich is President Elect of the Auxiliary to the ACOFP and is Past President of the Advocates for the AOA (AAOA) and Advocates for TOMA (ATOMA). Dr. Froelich owns Family Care Clinic, 2105 N Center Street, Bonham, TX, and continues to see patients as a Family Physician, with special focus on heart attack and stroke prevention. Bois d’Arc Lake Intake Tower (looking south) Two 78-inch pipes are seen sticking out of the Raw Water Intake Tower at Bois d’Arc Lake. When the rest of the pipe is complete, the two 78-inch pipes will carry water from the lake’s Intake Tower to the Raw Water Pump Station. Meanwhile, construction crews prepare to build the first walls at the Intake Tower, setting up wall forms and reinforcing steel on top of the foundation.
