time and effort to attend, there were dozens of concerned Fannin County citizens and veterans in attendance. Many in attendance were given a chance to voice their opinions on how the Bonham VA has impacted their lives, the lives of family members and the entire community. Retirees spoke of the importance of keeping all the current services local. They have personally seen how powerful it has been in giving veterans the help and hope they need. There were VA Staff who spoke of the impact helping veterans has had on their own life. So many attendees spoke that to mention any would be leaving someone out, so let me say, everyone who spoke was concerned and dedicated to keeping the Bonham VA functioning as it currently does. Congressman Fallon stated that he was brought up by his parents to be a fighter for what he believes is right. He intends to take this fight, for the good of local veterans and those who travel for services here, to the Veterans Administration because it is right! He stressed the fact that there have been no decisions made. The recommendations are in the beginning stages. Now that there are recommendations on the books, there will be public hearings in all the regions affected. The results of the public hearings will be presented to the President in 2023. By March of 2023, Congress should have the President’s list of approvals for moving forward. Congress has an unlimited amount of time to act on the President’s suggestions. Congressman Fallon, as well as other speakers, assured the attendees that this process will take several years to see any progress, but the time is now to act and present the reasons for keeping the Bonham VA functioning as it currently does, for the good of the veterans who reside in the Nursing Home, who are being treated at the Domiciliary and who use the Outpatient Facility. It was during the month of October, 1944 that my dad received a telegram from the War Department saying “We regret to have to inform you that your son, William Carl Beasley, has been reported as “Missing In Action”. Please be advised that as soon as we have other information we will share it with you. For the next couple months dad prayed and waited. A family friend stood by

with encouraging words trying to help my family cope with the news at hand. Dad told me later that he wanted to be strong, but fear would creep in occasionally. Then the second telegram came. The friend was called and was there when dad opened it. I was told that theses were the words that dad exclaimed. “He’s alive. My son is alive.” On Resurrection morning those who came to visit the tomb of Jesus found it empty and they heard the angels say “He is not here! He is Risen!! They went away to share with the disciples the words “He’s Alive! He’s Alive!” There are three thoughts I offer this week. 1. My twin brother, Hez, had remodeled a house in the country that he planned to rent. It was across the road from an abandoned house that was partly burned. He didn’t know people selling drugs had accidentally set it on fire when they tried to hide their drugs when police raided the place. Hez was shocked when the druggies got out of jail and set up business again. He found out who owned the house and was the head ‘drug lord’. Hez told him his problem, and asked if he could move the house. The Drug Lord agreed and told him where he’d like to have it at a better place. Hez got him to sign a paper giving him permission to move it. Hez had a meeting of the farmers. Some had children who had died in that house, and they had tried many years to get rid of it. Hez told them he had an idea. Hez talked to a TV station,

and told them farmers were going to have their own ‘Boston Tea Party’. The TV station filmed the farmers smashing the house with a bulldozer, and hauling it away on trucks and wagons. Several people told Hez the Drug Lord would retaliate by putting a bomb in his house. One night after everyone had gone to bed, he and his son heard a knocking but no one was at the door. He turned the lights off and they crawled around on their knees. His daughter heard them, and asked what was going on. She wanted to call the police, but he said no. She went back to bed and after awhile, came back laughing. Said she tried to stop her husband from snoring by knocking on the headboard of the bed. The Drug Lord never retaliated even though the city made him pay to have his house moved to a landfill.

Lay a tortilla flat on a cutting board. Spread 1 heaping Tbsp. of sauce over the bottom half of the tortilla, leaving a 1” border on each side. Sprinkle 1/3 c. of lettuce, 2 Tbsp. of cheese, ¼ of the avocado, and ½ c. of the chicken over the sauce. Put your Fritos over the chicken and drizzle 1 Tbsp of the sauce over the top. Monday, April 11, 2022, Fannin County Auditor Alicia Whipple opened the Lake Fannin Board Meeting at 8:03 a.m. Present at the meeting with Ms. Whipple were County Judge Randy Moore, Cheryl Youree, David Keene, Dana Gaedtke and Sherry Zindars. Ms. Whipple began by asking County Judge Randy Moore for his comments. Judge Moore spoke of his profound gratefulness for all the volunteers and their work. He also voiced his appreciation for the pictures being posted of the

ongoing work at the Lake and expressed his hope to one day soon be able to join their efforts out there. Board member Cheryl Youree added that there have recently been three new volunteers to offer their assistance. The new volunteers, Aaron, a young man interested in the biking trails, pitched in during the last volunteer workdays with a young couple, David and Susan from Leonard to get a lot of encouraging work done. 2. Action Items: Vegetation on dam: Ms. Whipple began the discussion involving the work done on the

dam’s vegetation. She noted that though a half day was spent on it, there is still very much needing to be done. Board Member David Keene touched on the possibility of involving prisoner work crews on the daunting project. That suggestion brought a response from Judge Moore on all the variables involved in making use of prison labor. For instance, the amount of supervision needed, transportation, lunch provisions as well as mobile latrine facilities. Before concluding on the vegetation topic, it was noted that though it was still a work

Forest Service – status of property to county, what do we need to do to facilitate moving forward: Ms. Whipple noted that she has not yet heard anything from the Forest Service. Mr. Keene brought up issues with the cultural survey that he believes is questionable with Judge Moore concurring with some of the points brought up. More discussion ensued about the best steps to accomplish better cooperation from the Forest Service with the members agreeing with the opinion of one of our local representatives, that until there are more Republicans in Congress, there will probably be more of the same non-action on the matter of Lake Fannin being returned to the control of Fannin County. Internet, Tower and Security Cameras: Ms. Whipple gave the report that the Forest Service had approved their plans and the plans had been forwarded to SHPO (State Historic Preservation Officers) for final approval before more could be done on this item. Misc. Lodge Repairs: A discussion about a need existing to have the septic tank pumped out occurred with Judge Moore noting that a call to Pat’s Pump Service might be a good idea. Ms. Youree noted how great it was to have the lodge’s roof repaired

Ms. Whipple called attention to the need for a new hot water heater with Ms. Youree and Mr. Keene making note of additional plumbing work needed and the need for quotes for that work. Much discussion ensued about the quality of the work done on a repaired window at the lodge with the statement being made that the window “looks like it was there all along.” It was noted that there is another window in need of repair and the hope was expressed that with the excellence achieved with the first window repair, perhaps Mark Pons with the U.S. Forest Service will have no problem approving the repair of the second window. Recruitment of Volunteers: Ms. Youree began the discussion stating the need to have the Lake Fannin Volunteer Workdays posted in the media as well as on the Lake Fannin Volunteer Facebook page. She noted that the workdays are posted immediately after the Lake Fannin Membership meetings which take place on the fourth Thursday of each month (more information on those meetings can be found on the Lake Fannin Facebook pages) 3. Updates: Budget: Ms. Whipple noted that currently there is $8,190.56 in the county’s account. Weddings/Lodge Rental – current bookings: Mr. Keene started the discussion on events at the Lodge at Lake Fannin by noting that he had asked the Ex-

ecutive Director of the Creative Arts Center in Bonham, Jennifer Wilson, if she might consider having one of their events at The Lodge at Lake Fannin. He noted she would consider it and get back with him. Ms. Youree then went on to tell of the beautiful wedding held at The Lodge this past weekend and how thrilled the hosts of the wedding were with the beauty of the facilities and the services provided. She noted another wedding is planned for mid-May and also noted there are so many people wanting to know when the campsites will be opened again. A discussion ensued about what work is necessary to get done in order to gain permission from the Forest Service to have that feature of Lake Fannin functional once again. Other comments / Issues: On the topic of reopening the campsites and the need to have a functional bathroom available for campers, Ms. Youree made the observation that there are enough old stones from the fallen cabins, that a bathroom could be created with that stone. Ms. Gaedtke noted that she knew of a stone mason she could ask advice from, on the topic of stonework for a new building or repair of the existing bath facilities. It was noted that on the 21st there would be a SAR (Search and Rescue Training Event) event at Lake Fannin and the next Lake Fannin Volunteer Workdays will be April 23 from 9:00 a.m. to 12:00 p.m and April 24th from 1:00 to 4:00 p.m. The suggestion made by a Lake Fannin Volunteer of allowing hours that volunteers work to accrue towards credit for the use of the Lake Fannin Lodge, was discussed. Also discussed was raising the cost of the security deposit from $150.00 to $250.00 as well as the initial cost of rental to go from $250.00 for the first 4 hours and $30.00 for each hour thereafter to $300.00 for the first four hours with $35.00 or $40.00 for each additional hour thereafter. It was suggested the decision on this should be made and brought before the Commissioners Court soon, so any changes can be reflected in the new contract that will come into effect July 1st. Also discussed was the process needed to get approval for those who have to serve community hours as a condition of their probation, to serve those hours if they so choose, by working as a volunteer at Lake Fannin. 4. Next Meeting: The meeting concluded at 9:00 a.m. with Ms. Whipple noting that the next meeting will be held May 9th at 8:00 a.m. and will be held in the conference room on the 2nd floor of the restored Courthouse.

Fannin County Commissioners Court - Sexual Abuse Awareness Month/ County Rules & Regulations to Be Enforced By Rose Schwartz Tuesday, April 12, 2022, County Judge Randy Moore called to order at 8:50 a.m. a Special Meeting of the Fannin County Commissioners Court. Quorum was established with Commissioners Lane and Magness present with Judge Moore. 2. Hold and Attend a PUBLIC HEARING to hear comments concerning text amendments to the official Bois d’Arc Lake Zoning Regulations regarding: Nonconforming Uses and Structures, Section 3.06: After Judge Moore explained the purpose of the hearing and asked if any wished to speak to this, his assistant Lisa Loiselle noted that the text amendments had been posted on the county’s website for any wishing to read them. Judge Moore asked once more if there were any wishing to comment on this matter then called for a motion to adjourn. 3. Adjourn: Hearing was adjourned at 8:54 a.m. On the same day at 9:00 a.m., County Judge Randy Moore called to order a Regular Meeting of the Fannin County Commissioners Court. Quorum was established as all of the County Commissioners along with Judge Moore, were present. Invocation was led by Fannin County Clerk Tammy Biggar. Pledges were led by Major James Manis, retired. 4. Introductions: There were no introductions 5. Discussion, consideration and action regarding Courthouse Restoration: Commissioner Lackey noted work on the Courthouse was “winding down” with minor items needed completing. 6. Discussion, consideration and action to ap-

prove Proclamation stating April 2022 as Sexual Assault Awareness Month in Fannin County: After Judge Moore read the Proclamation; a motion was made, seconded and passed to approve the Proclamation. Carol Pillars with the Fannin County Family Crisis Center spoke to let the public know, her organization has the resources available to help any who have been a victim of a violent crime. 7. Discussion, consideration and action to accept excess proceeds totaling $24,481.26 from delinquent tax foreclosures: Richard Brand with Linebarger Attorneys, LLP presented the check for $24,481.26 representing tax proceeds received. A motion was made to accept the proceeds by Commissioner Lackey, seconded by Commissioner Lane and passed. 8. Discussion, consideration and action to approve the annual financial report from Rutledge Crain & Company, PC for Fiscal Year 2021: Lewis Crain from the accounting firm of Rutledge Crain & Company PC, gave a detailed and encouraging report that highlighted county revenue exceeding expenditures and noted the county had a very good year and is “starting in a good position” to handle the challenges of the tough economic times that may be ahead due to rising inflation. After words of appreciation from the court for Mr. Crain and his work for the county, a motion was made, seconded and passed unanimously to approve the report. Judge Moore also expressed his appreciation for the county’s auditors. 9. Discussion regarding County Health Insurance, mid-year review with Jonathan Collander and Shame-

ria Davis, TAC Health & Benefits Services: Employees Benefits Consultant Jonathan Collander with Texas Association of Counties, spoke on different options available for the county’s employees with their benefits plan. Discussion ensued after his presentation with Judge Moore noting the importance for county employees to be able to keep and go to the physician of their choice. Two employees voiced concerns stemming from their medical needs and their fear that coming insurance changes, will cause needed benefits to be lost. Mr. Collander noted he would look into the concerns that were posed. 10. Discussion, consideration and action to appoint Alicia Whipple, Michelle Case and Lisa Loiselle to make and present recommendations for approval to the Commissioners Court regarding public use of the Fannin County Courthouse and grounds: Judge Moore stated his confidence in the ability of Alicia, Michelle and Lisa to handle this responsibility and a discussion ensued about rules and policies on Courthouse access. Atty Newt Cunningham suggested the Paul Voyer Foundation be consulted for guidance on policies. Commissioner Magness made the motion to approve the appointments with Commissioner Lane seconding the motion which passed. 11. Discussion and report of Indigent Healthcare activity for March 2022: Fannin County Indigent Healthcare Director Mark DeMay gave a detailed report of patient activities throughout March which included a removal of a patient from the program due to fraud, a claim summary, budget summary, his ongoing effort to ob-

tain a transportation grant, and other good things happening including the addition of new providers and process changes that have brought about notable savings for the county. Mr. DeMay’s efforts for his department has the Indigent Healthcare program providing exceptional care for it’s patients while keeping the department “under budget” by $22,282.00. 12. Discussion, consideration and action to approve minutes from 01/11/2022 (R), 01/25/2022 (R), 02/22/2022 (R) and 04/05/2022 (R): Motion was made, seconded and passed to approve. 13. Discussion, consideration and action to contract with Fidlar Technologies: LifeCycle for current services provided for official public records; Bastian License Agreement to move data from servers to the cloud, Schedule D Software License to provide data to customers directly, Schedule G Agreement to use new revenue held in escrow to supplement the cost for services: Fannin County Clerk Tammy Biggar gave a detailed spreadsheet to the court noting the breakdown of current services being received and proposed services to help explain her recommendation to contract with Fidlar Technologies. Fannin County Network Administrator Dustin Morrow spoke to add his support for Tammy’s recommendations. Commissioner Magness made the motion to approve the contract with Fidlar Technologies with a revision to add Schedule D and Schedule G. The motion was seconded by Commissioner Self and motion passed. 14. Discussion and report of monies collected by the Fannin County Clerk’s office for March 2022; All Courts, $18,298.50, Land Records,

Discussion, consideration and action to approve Resolution stating the Fannin County ARPA funds received shall be utilized and reported with the “Standard Allowance” category to offset the County’s lost revenue due to the pandemic: Fannin County Auditor Alicia Whipple explained this will allow the county to skirt regulatory restrictions on the use of these funds and noted other counties are adopting this as well. A motion was made by Commissioner Lane to approve the Resolution, seconded by Commissioner Magness and the motion passed. 24. The motion was seconded by Commissioner Magness and passed unanimously. 44. Comments by County Commissioners and County Judge: Commissioner Lane stated her appreciation for everyone’s attendance, reminded all about the Town Hall meeting being held later in the evening regarding the VA, noted that this is telecommunication week for dispatchers and voiced her appreciation for all they do. She concluded by urging caution during any upcoming severe weather. Commissioner Self agreed with Commissioner Lane’s comments and wished all a good week. Commissioner Magness stated this was one of the best meetings held. Commissioner Lackey had no comment. Judge Moore noted the VA meeting to be held later at 6:00 p.m. at the Multi-Plex Complex, would have Congressman Pat Fallon, State Rep Reggie Smith, VA’s Dr. Holt and others, in attendance. 45. AUSTIN – As road construction projects ramp up statewide, TxDOT officials are asking motorists to slow down and stay alert when driving through the thousands of work zones in Texas to protect themselves and others. In 2021, traffic crashes in the state’s work zones claimed the lives of 244 people, a 33% increase over the previous year. Drivers and their passengers accounted for the majority of

those who died in Texas work zone crashes last year: 195 motorists or vehicle passengers were killed, along with 38 pedestrians, four bicyclists and three roadside construction workers. Speeding and driver inattention were among the leading causes of crashes. With these alarming statistics in mind, TxDOT’s “Be Safe. Drive Smart.” campaign is marking National Work Zone Awareness Week, April 11–15, by sharing safety tips to prevent work zone crashes and fatalities. “It’s cause for tremendous concern that the number of people killed on our roadways reached a 40-year high last year and fatalities in our workzones rose dramatically,” said TxDOT Executive Director Marc Williams. “It’s important for drivers to remember that driving conditions in work zones can be especially challenging because of extra congestion, slow-moving heavy equipment, temporary barriers and vehicles that make sudden stops. That’s why it’s crucial for everyone to give driving their full attention and drive a safe speed in areas where construction and maintenance are underway.” The “Be Safe. Drive Smart.” campaign offers five tips for driving safely through a work zone: 1. Slow down. Follow the posted speed limit and adjust your driving to match road conditions. 2. Pay attention. Avoid distractions, keep your mind on the road and put your phone away. 3. Watch out for road crews. The only protective gear they wear is reflective clothing, a hardhat, and safety boots. Always follow flaggers’ instructions and be mindful of construction area road signs. 4. Don’t tailgate. Give yourself room to stop in a hur-

ry, should you need to. Rearend collisions are the most common kind of work zone crashes. 5. Allow extra time. Road construction can slow things down. Count on it, and plan for it. Roadside safety also extends to complying with the state’s Move Over/Slow Down law that requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching a TxDOT vehicle, emergency vehicle, law enforcement, tow truck or utility vehicle stopped with flashing lights activated on the roadside. Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law also can result in a fine up to $2,000. “Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving, and never driving under the influence of alcohol or other drugs. Nov. 7, 2000 was the last deathless day on Texas roadways. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths. All roadway safety professionals are encouraged to wear orange on April 13 for National Go Orange Day to proudly show their support of work zone safety. Hello everyone! We had a wonderful service in God’s house Sunday morning! The Bible tells us in Hebrews 12:2, “Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the

cross, despising the shame, and is set down at the right hand of the throne of God.” As we celebrate the Easter season, may we always remember what our Lord Jesus Christ did for us on the cross. We owe a debt to Him that we cannot repay for what He did for us on Calvary!

In 2003, one of my favorite quartets, Gold City, recorded a song that says, “How could I look upon the cross and not say thank you?” There is a very powerful message in this song! Another one of my favorite hymns about the cross was written by one of the most well-known hymn writers in

In the past we have donated quilts to the Children’s center, made adult bibs for Seven Oaks, made placemats for Meals on Wheels to name some of our projects. This year we made 2 quilts for donation to a project sponsored by Day 1 Bags. Day 1 Bags is an organization formed to provide

duffle bags and backpacks of supplies for foster children when they are moved into foster care or moved from one home to another. This year there are over 600 graduating seniors in Texas who are in foster care/or aging out. There is a statewide project by quilters to provide a handmade quilt and pillowcase to each graduate. Our group made and donated 2 quilts and pillowcases to this effort.

Dodd City Fire Dept Fundraiser Cook-Off and Cornhole The Dodd City Volunteer Fire Department will be hosting a benefit BBQ Cook-Off and Cornhole Tournament on June 11, 2022. All of the proceeds from this event will go to the DCVFD for us to purchase things as training supplies, gear, specialized equipment, truck repairs, tires, fuel for the trucks and anything else we need throughout the year to help keep our community a safer place. Veterans Continued from page 1 Representative Reggie Smith emphasized this is a long-term process and will be a longterm fight. He stated we cannot shy away from the fight and reminded everyone “the squeaky wheel gets the grease.” He intends to be the “squeaky wheel.” Representative Smith believes it is ludicrous to consider moving any services from the area based on the growth happening in Grayson and Fannin counties at this time. He said the development going on right now is going to be huge for both areas and the growth will include the veteran population. District Director John Vick spoke as a retired Army veteran, stating the Bonham VA is his primary care facility. He said it makes sense to invest millions to modernize the facilities we have and keep the services local for the veterans who come to the Bonham VA. He encouraged everyone to reach out to Senator Hall via email, phone call or letter. All of the correspondence becomes part of the review and every single one counts. Dist. Director Vick suggested a work group of local citizens and veterans to come together and be a voice. Dr. Stephen Holt was extremely informative throughout the meeting. He fielded many questions and was very empathetic to all the concerns. He stated the Bonham VA Nursing Home is a piece of the services which has been a recommended move. The facility is a Five Star rated nursing home. That should be a huge consideration for keeping the services here. Dr. Holt said it speaks of the community’s dedication. Dr.

Holt spoke of the Domiciliary, the importance of the healing that takes place there and that the Women’s Dom is named after past facility director Deloris Clemons who worked with him and others for the funding in 2011 & 2012. Dr. Holt stated the in-patient care is extreme and will continue to grow. The patience Dr. Holt had in listening and the time he took in answering questions speaks highly of his dedication to the community and the veterans. He said he will be available as much as needed by Judge Moore and Mayor Compton in getting a plan of action to counter the recommendations which will be presented to the President and Congress. Dr. Holt said if you are mad, get over it and be part of the action needed. It will take everyone working together and anger doesn’t accomplish anything. Summing up the meeting, this is now on us, the citizens, employees, veterans and elected officials to expound upon the importance of the Bonham VA to serving veterans. For the Veterans Administration, it is NOT about the community. It is only about the care and service to our veterans. We owe them and we must not fall short in this task for their sake.

Presently, thirty (30) people are actively participating in the drug court program. The program is 18 months long and probationers report to probation weekly, attend treatment at Lakes Behavioral twice weekly, submit to frequent and random drug testing, and report to the judge twice monthly, among other requirements, such as community service. The Drug Court has adopted a 2 mile stretch of highway through the Texas Highway Department. “We pick up trash on highway 56 from the old Bonham Chrysler property, west bond to VPG”, stated Corey Baker, Director of Fannin County Community Supervision and Corrections Department. “Our drug court also picks up trash during Great Days of Service

It is impactful to have our judge, prosecutor, defense attorney, probation officer and law enforcement team members picking up trash, shoulder to shoulder with our probationers. North Texas Municipal Water District Wins Big at Annual Texas Water Conference

WYLIE, TX – Apr. 12, 2022: The North Texas Municipal Water District (NTMWD) swept this year’s Water Environment Association of Texas (WEAT) Operations Challenge held at Texas Water 2022 to take home the coveted trophy for Overall First Place State Champions and was recognized in three categories related to water conservation and reuse, and public education programs. Jenna Covington, NTMWD Executive Director, said “I am humbled by the quality of representation we had at this year’s Texas Water 2022, and the extraordinary performance of employees to earn honors that validate the important work we do that truly matters for the health and welfare of the region we serve.” This competition team called “NTMWD Centrifugal Force” was selected as the 2022 WEAT Operations Challenge Competition Overall First Place State Champions and earned the right to compete at WEFTEC 2022 – the world’s largest annual water quality technical conference – in New Orleans this October to represent the state along with four other Texas teams. The Operations Challenge competition is designed to bring together wastewater collection and treatment professionals to demonstrate their skills in five major categories: collection systems, laboratory, process control, maintenance, and safety. The NTMWD Centrifugal Force had a historic performance by being the first team ever to earn top scores in four of the five events – winning Process Control, Laboratory, Maintenance and Collection Systems. They also earned the extraordinary distinction unseating the Trinity River Authority team who

has held the Utility Management Trophy for 23 consecutive years. The team, mostly from the South Mesquite Regional Wastewater Treatment Plant, includes the Plant Supervisor Jeremy Thompson, the Plant Chief Operator Zachary Jackson, Lead Operator Joshua Deaver, Operator III Caeleb Butler, and Construction Inspector Chris Legg. NTMWD was also recognized in three categories related to water conservation and reuse, and public education programs. The NTMWD Industrial, Commercial, and Institutional (ICI) Customer Analysis project was recognized the Texas American Water Works Association (TAWWA) Water Conservation and Reuse awards Large Utility, Indirect Project category. The industrial, commercial, institutional, or multifamily (ICIM) program provides NTMWD Member and Customer City staff with the knowledge and tools necessary to identify ICIM customers with high water usage. NTMWD along with its regional partners in the City of Dallas Water Utilities and Tarrant Regional Water District won a Communications Programs Watermark Award for its regional water conservation public awareness campaign - “Water is Awesome - Tall Tales from the Towers of Texas.” The three sister agencies have been working together on regional messaging since 2019 to increase the adoption of water saving behaviors, reduce water waste and promote the importance of water and the value it provides in their communities. NTMWD’s Water4Otter online youth education curriculum won an Honorable Mention Watermark Award for Community Outreach and Education Programs. The pivot to virtual learning during the pandemic created an opportunity to convert the in-person Water4Otter performance program into free, modular online courses available to all.

Part of National Work Zone Awareness Week, which is ongoing until April 15, marks the beginning of TxDOT’s “Be Safe, Drive Smart” campaign. TxDOT will be sharing safety tips for drivers as they share roads with construction workers improving roads daily. TxDOT officials in Anthony, located in west Texas, assembled large sculptures such as a giant snake, a T-Rex, and oth-

ers, made entirely of orange traffic barrels that were hit by drivers. The giant sculpture can be found at Anthony’s Texas Travel Information Center. According to a news release, traffic deaths related to work zones have increased sharply up to 33%. Last year, close to 200 people died in motor vehicle crashes related to construction zones. Officials believe speeding and driver inattention are the leading causes. The state currently has a “Move Over, Slow Down” law which requires drivers to move over a lane or reduce speed to 20 mph when approaching emergency vehi-

cles, construction, tow trucks, or utility vehicles with flashing lights activated. Those who fail to comply can face a fine of up to $2,000. TxDOT provided five tips for driving safely through a work zone:; • Slow down, follow posted speed limits. • Pay attention and avoid distractions. • Watch for road crews wearing protective clothing such as hard hats, reflective clothing, etc. • Don’t tailgate, give yourself room to stop if needed. • Allow extra time to your destination if construction exists.

Bonham-Frances “Fran” Lee Norris Prater, age 75, of Telephone, TX was born to Ben E. Norris and Helen Brazier Norris on March 5, 1947 in Bennington, OK, 1 of 12 kids, (moma hen over her brothers and sisters). Fran entered her heavenly home on Saturday, April 9, 2022 while at home surrounded by her loving family. Fran married Merril Prater on July 13, 1965 in Albany, OK. She was a CNA, and home health provider. Fran enjoyed reading, crocheting, planting her garden, tending to her fruit trees, and watching T.V., but westerns were her favorite. She was a good wife, loving mother, great grandmother, and she loved family. Fran loved big and enjoyed being a granny and is of the Pentecostal faith. She is survived by son, Mark Prater and wife Donna of Telephone, TX; daughter, Kimmie Shelton and husband Norman of Bonham, TX; daughter, Peggy Wallace and husband Aaron of Ivey, GA; and daughter, Joan Prater from Windom, TX. Fran was known as moma, Granny, Bitdy Granny, and granny goat, to 10 grandchildren, 18 great grandchildren. She is also survived by sisters, Debra Williams and husband Tommy and Evelyn Robinson and husband Doyle, brothers, Ted Norris and wife Beth, Stan Norris and wife Cassie, Tim Norris and wife Dawn, along with many nieces and nephews, several brother-in-laws and sister-in-laws and extended family and friends. Fran is preceded in death by her husband of 51 1/2 years, Merril Prater; son, Tim Prater, grandson, Chad Prater, brothers, Darvin “Ben”, Carl, and Charlie; sisters, Caren, Beth and Steva, and parents Ben and Helen Norris. Diane was born on December 12, 1944, in Corpus Christi, Texas the daughter of Aaron and Derohn Cooke. She was a graduate of Rains High School in 1963. She grew up in Emory, Texas and met the love of her life, Hubert McCarty and they married on February 4, 1986. They owned and operated Jumping Jack Express and operated numerous trucking and sandblast businesses in Ector, Texas. She enjoyed gardening, cooking, baking, canning, long road trips and her Walmart trips. She loved spending time with her grandchildren and taking care of her dogs. She was preceded in death by her husband, parents and a grandson, Dakota Barker. Charles P. Curtis Charles P. Curtis of Ivanhoe Texas, formally of Colleyville, Texas Passed away Monday, March 28th, 2022. He was at home with family at his side. Charles was born in Tahlequah Oklahoma to a farming family headed by William Anderson Curtis and Dolpha Ella (Hess) Curtis on May 11, 1933, at home and was the 8th Child in a family of 11 children born, 9 lived to adulthood 2 died soon after birth. Charles is survived by sisters Mary (Curtis) Hendrickson of Denison Texas and, Sally (Curtis) Lynch with her husband Earl Lynch of Amarillo, Texas. And Sisters-in-law Patricia-Pat (Wakefield) Curtis and Doris (Matetzschk) Head. Charles has many nieces and nephews and extended family and friends far too many to list them all.Charles was energetic and with 6 sisters to aggravate and tease and two older brothers to teach him how to tease them he was pretty good at it too. He had a pet goat that would pin his sisters in the outhouse for fun and chase them in their clean Sunday clothes. He loved his sisters and brothers and remained close to them throughout his life. Charles started his career working with his brothers in the roofing industry in the 40s and 50s at Lankford Roofing in Denison Texas one of the top roofing companies in North Texas still today. Charles was drafted and served in the air force from 1953 to 1956 spending most of his time in Japan, and French Monaco. He loved traveling for the service and loved just as much coming home to Arlington Texas where he was living with his eldest sister Edna (Ethelene) and her husband Walter Head. While in Arlington he would attend Church with them and that’s where he met Carolyn and the rest is history. Charles attended school in Fort Worth Texas majoring in (Aeronautical Engineering) / A&E courses while in the service at Carswell AIR FORCE BASE Fort Worth, Texas, and after his discharge. Charles would begin work in the defense industry after his time in the air force and would begin work at Bell Helicopter, at Bell, Charles made many achievements and rose quickly through the ranks winning numerous awards for work simplification projects ad was the Production Manager of Final Assembly of many different aircraft models during his tenor at Bell. Charles worked there until his retirement in the late 90s.Charles would then take up Real Estate and was an active Texas Realtor until 2014. Charles always had a love for horses and was a Licensed Horse Trainer in Texas and owned bred and trained many a horse to successful wins.He was a member of the Texas Thoroughbred Owners and Breeders Association. He Trained at Ross Downs Colleyville Texas, Trinity Meadows Weatherford, Texas and Lone Star Park Grand Prairie Texas, and Louisiana Downs, Shreveport, Louisiana. He along with his children were members of the Colleyville Riding Club in the late 60s and early 70s where Charles served as President for many years over the Riding Club, where they would compete in mini rodeo play-day events for awards ribbons and trophies. Charles also loved fishing with family and friends in lakes ponds, streams and the Gulf, riding horses with kids and especially grandkids, cutting firewood for exercise, gardening, and keeping the house running for Carolyn. Charles will be sorely missed by his family and all those who knew him and loved him, also knew him as a man of honor and his handshake was as good as his word. May God Rest his Soul.

Earl Dean Owen, age 90, of Ladonia, Texas passed away peacefully on April 5, 2022, at Honey Grove Nursing Center with his loving family by his side. Family has planned a private funeral service. Mr. Owen was born, June 13, 1931, to parents James Madison Owen and Ethel Anne (Butler) Owen, in Bonham, Texas. Earl Owen was a self-employed carpenter and a member of Westside Baptist Church in Honey Grove. Mr. Owen married the love of his life, Lovia (Dilbeck) Owen, in Bonham, Texas, June 29, 1962. To this union a daughter, Trish was born. Earl, a gentleman, and a kind loving soul, loved spending time with his family and supporting their sports endeavors. Margaret May (Gade) Fuhrman, 101, of Iowa Falls, Iowa, passed away peacefully at her son’s home in Bonham, Texas on April 11, 2022, following a brief illness. She lived a long and blessed life and was a blessing to others. Margaret was born in Riceville, Iowa, on May 16, 1920, to William H. Sr. and Lily (Keller) Gade. She spent her childhood and youth in Eagle Grove and Iowa Falls and later years on a farm south of Iowa Falls near Owasa. She was a 1938 graduate of Owasa High School where she proudly played 6-on-6 girls’ basketball. She attended Ellsworth College. In the early 1940’s she met the love of her life, Fred (Fritz) Fuhrman, in Iowa Falls and was married to him on March 15, 1942, at St. Paul Lutheran Church in Buckeye where she was later confirmed. The couple farmed first near Radcliffe and then moved to their farm south of Iowa Falls. After Fritz’s retirement, they continued to live on the home place and enjoy farm life; they were blessed to have great renters and close neighbors. She loved to go to town to eat out, shop and go to auctions. She also liked to drive around the countryside to check on the crops; she especially kept a close eye on her own farmland. Margaret was an excellent cook. She enjoyed living off the land…canning, freezing, and butchering; her basement shelves and freezers were always full. Early in their marriage, she taught at a one room schoolhouse and used the income to purchase their first plow. Margaret also worked as a nurse’s aide at Ellsworth Hospital. Margaret was a talented artist with an eye for beauty. She loved to paint with oils and watercolors, as well as paint china. She was a strong lady and had a very active role in helping Fritz on the farm. She loved being outside tending her vegetable and flower gardens and loved all things nature. During the last few years, she spent many happy hours sitting on her deck watching birds and other wildlife and listening to the corn grow. Margaret also enjoyed her final years living at The Woodmoore Assisted Living in Bonham, Texas, where she made many new friends and won many BINGO games. Even in her advanced age, she frequently talked and dreamed about projects she still wanted to do, things she wanted make, a tree she wanted to plant, a picture she wanted to paint, and so much more. Margaret loved to look at photographs and share her many memories and stories from her past. She was especially proud that her father was one of the brothers of the Gade Manufacturing Company that made the air-cooled Gade engine; and, that her mother’s artwork was featured in an Iowa magazine. She loved to play Five-Hundred and Pepper card games and enjoyed winning. Margaret’s Christian faith was very important to her. She daily read her Bible and devotions and prayed “The Lord’s Prayer” every night. She was confirmed as a young adult and a member of Immanuel Lutheran Church in Iowa Falls where she attended regularly until she was no longer able. She was active in Ladies’ Aid and volunteered at the Thrift store and delivered Meals on Wheels. When asked what her secret was to living to her age, she would answer, “Honor thy father and mother; that thy days may be long upon the land which the LORD your God giveth thee.” She will be lovingly remembered by her four children, Carolyn (George) Cockayne of Des Moines, Linda (Steven) Hunt of Alden, Robert (Anita) Fuhrman and Susan (Dale) Petrus both of Bonham, Texas; six grandsons, Brian (Ann) and Aaron (Sarah) Hunt, Scott (Meaghan) Fuhrman, Paul and David Cockayne, and Ben (Emily) Petrus, and six great grandchildren. She was preceded in death by her loving husband of 69 years, Frederick Albert Carl Fuhrman, parents and one brother. The funeral service will take place at 2:00 p.m., April 19, 2022 at Immanuel Lutheran Church in Iowa Falls. The Rev. Paul Beisel will officiate. The family will receive friends at 1:00 p.m. prior to the service. Burial will follow at Northlawn Memory Gardens Cemetary. Arrangements are being handled by Surls Funeral Home in Iowa Falls, Iowa. We would like to thank the wonderful staff and residents at The Woodmoore Assisted Living for welcoming Margaret to Texas, taking excellent care of her and teaching her to like iced tea.

Bonham City Council Meeting Growth, Change & Ordinances By Rose Schwartz Monday, April 11, 2022, City of Bonham Mayor H Compton asked Chief of Police Mike Bankston, to lead an Invocation prior to the start of the City Council Meeting. After Mayor Compton called the meeting to order at 5:30 p.m., he thanked everyone for their attendance. All members of the council were present with the exception of Councilman Timothy La Vergne II. 1. Consider and take action to approve minutes of the March 14th regular meeting and the March 21st special meeting: Motion was made, seconded and passed unanimously to approve the minutes. 2. Consider and take action to accept financial report for month ending March 31, 2022: Bonham’s Director of Finance Dave Struchtemeyer gave his report highlighting the favorable status of the general fund due to the influx of betterthan-expected revenue. He noted that previously stated, anticipated budget shortfalls, would be addressed mid-year with a budget amendment. He explained the expenses responsible for the expected shortfalls as well as the betterthan-expected revenues, would be detailed in that mid-year budget amendment expected to be presented for review during the May City Council meeting. A motion was made by Councilman Wayne Moore to accept the report with Councilman Kevin Hayes seconding the motion which passed unanimously. Before leaving the podium, Mr. Struchtemeyer welcomed Michelle Burnett as the newest member to the City’s Finance Team. 3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda]: There were no speakers. 4. Consider and take action to approve a SUP/Zoning change request for 1301 N Hwy 121, PID’s 122274 and 79802, from multi-family low density to multi-family high density: Bonham’s Director of Community Development, Mark Kinnaird explained how this is a zoning change request from the owner of The Boulder Apartments for the development of 160 more new apartments behind the current buildings. After a discussion ensued about potential upgrades to the infrastructure to accommodate anticipated increased traffic due to the added apartment units, a motion was made by Councilman Bill Chapman to approve and seconded by Councilman Michael Evans. The motion passed unanimously. 5. Hold public hearing and consider and take action on an ordinance amending Article 13.02 (solid waste) of the Bonham Code of Ordinances regarding the regulation of residential and commercial solid waste collection and roll-off services: Mayor Compton called the public hearing to order at 5:38 p.m. Bonham’s City Manager Sean Pate asked Bonham’s City Attorney Christina Tillet to highlight what this amendment was about. Attorney Tillet noted how this kind of just sets forth the rules contained within their contract. A citizen

of Bonham spoke to voice his opinion on deficient service from Sanitation Solutions. Mr. Pate responded to the citizens complaint by noting that the area of concern brought up has been addressed with the company and steps to rectify the problem was included within the wording of the contract. Mayor Compton concluded the hearing at 5:43 p.m. A motion was then made by Councilman Wayne Moore to approve with Bill Chapman seconding the motion which passed. 6. Hold public hearing and consider and take action on an ordinance repealing Article 3.11 “Substandard Structures” (Ordinance 822) and amending Article 3.07 “Property Maintenance Code (Ordinance 1403 and 1105) of the Code of Ordinances and adopting the 2021 Edition of the International Property Maintenance Code save and except the amendments set forth herein regulating all existing residential and non residential structures and all existing premises within the City of Bonham: Mayor Compton called the hearing to order at 5:45 p.m. Mr. Pate, Mark Kinnaird and Attorney Christina Tillett spoke to explain the specifics involved in this ordinance. Atty Tillett noted that this eliminates the Building and Standards Commission that is in the current city’s ordinances and requires that public hearings be held before the municipal court. She noted that the code official will go through the notice requirements to locate the owners to give them initial notice and if their property is not brought into conformance, they would then be notified of the hearing in front of the municipal court. This would provide for criminal and civil penalties and clarifies if the order is not complied with, the City has the power to go forward with possible demolition actions. Mr. Pate further clarified that a “substandard structure” is basically an unsafe building that is not being properly taken care of, creating an unsafe area that could possibly cause harm to a person. After some discussion, a motion was made by Michael Evans to approve the ordinance with Wayne Moore seconding the motion. After Sean Pate read the ordinance, a vote was taken on the motion which passed unanimously. 7. Consider and take action to approve a resolution authorizing the award of service providers for the Texas Hazard Mitigation Assistance Project funded through the Texas Division of Emergency Management (TDEM) and/or Texas Water Development Board (TWDB): Sean Pate explained this grant (should it be obtained) could be used for stormwater drainage and detailed why a grant administrator is necessary and why he was recommending Gary Traylor & Associates to be chosen as the grant administrator on behalf of the city for this particular funding opportunity. A motion was made by Bill Chapman to approve with Michael Evans seconding the motion which passed unanimously. 8. Consider and take action to adopt a resolution designating an engineering service provider for the Texas Hazard Mitigation Assistance Program: Sean Pate explained how this was the second component to agenda item 7. He explained how an engineer is needed for the design for the grant application. Noting that only 2 bids were received, he explained that he would like

to receive more proposals. He requested the council to reject the two bids received (noting they can resubmit their bids) so that a request for additional engineering bids can be made. The motion to reject was made by Councilman Kevin Hayes with Wayne Moore seconding the motion which passed unanimously. 9. Consider and take action to adopt a resolution selecting an engineering service provider(s) to complete project implementation for the American Rescue Plan Act (ARP Act) funding administered by the U.S. Department of the Treasury, other Federal or State Agency: Sean Pate explained how half of the ARPA funds had been received by the city and listed some of the categories where the funds can be used and explained why an engineer is needed. He noted how four or five engineering companies responded to their proposal requests with Hayter Engineering scoring the highest of those proposals received. A motion was made by Kevin Hayes to select Hayter Engineering with Wayne Moore seconding the motion which passed unanimously. 10. Consider and take action approving signature authority for the Mayor for all City of Bonham financial transactions including, but not limited, to those accounts maintained at Legend Bank and TexPool Participant Services: Sean Pate explained how this was a required formality needing to be addressed (removing previous Mayor Roy Floyd’s name as an authority and adding Mayor Compton’s name.) A motion was made to approve, seconded and passed unanimously. 11. Consider and take action to appoint an individual to the Airport Advisory Board: Bonham’s Director of Public Works, Lance Capehart spoke to explain that due to Zach Whitlock stepping down from the Airport Advisory Board, he recommended the remaining tenure of his position be appointed to Josh Walker. After a question of possible conflict of interest existing due to Mr. Walkers relationship with ASI Company brought up by Michael Evans, a discussion ensued with the consensus being made that without Mr. Walker’s being able to make decisions for the city and being that he was the only applicant to fill the vacancy brought about by Mr. Whitlock’s departure, there would not be a problem to appoint him. A motion was made by Wayne Moore to appoint Josh Walker to the board with Bill Chapman seconding the motion which passed unanimously. 12. Announce May 2nd, 2022 as the date for next joint City Council – BEDCo meeting: Sean Pate explained how this is generally an annual meeting and noted that Julie Partain who will be assisting the city on behalf of PID (Public Improvement Districts) and TIRZ (Tax Increment Reinvestment Zones) will be facilitating this and will be addressing the growth opportunities available in Bonham. 13. Adjourn: Motion was made, seconded and passed to adjourn at 6:08 p.m. After the meeting adjourned, Mayor Compton, noting that he was speaking for himself and not the council; asked that consideration be given to the very important election coming up, how the kids need a new school and asked it be voted in. Game Warden Field Notes

Who Ya Gonna Call A Jasper County game warden received a call about a deer killed out of season. Upon arriving at the residence, the warden and their partner noticed a bloody cooler with loppers lying next to it. The owner of the residence told the wardens that he picked up the deer from the side of the road. When asked if he notified anyone, the man said, “Yes. I called 911, but no one answered.” It was later determined the individual shot the deer on his property. Citations were issued. Whoops A Bexar County game warden was patrolling the southside of San Antonio when they saw vehicle tire tracks entering a water treatment facility. The warden entered the property to search for trespassers when he saw a man on a kayak along the banks of the private lake. The suspect caught a fivepound bass, weighed it, took

a picture with his cell phone and then put the bass in to his kayak. When the man saw the game warden truck, he said “Hi.” The man told the warden he drove his vehicle around the gate and fence to enter the property. Water treatment security arrived at the scene to sign a non-consent form. The suspect was arrested and booked. The case is pending. Honesty Goes a Long Way A Newton County game warden was patrolling southern Newton County when he saw an ATV being illegally operated on a public roadway while the occupants were holding rifles. When the warden contacted the suspects and noticed they had a spotlight with them. The warden asked them what they were doing, and the group said they were riding around looking for animals to shoot from the roadway, but they hadn’t killed anything yet. Cases are pending.

The hybrid and white bass bite has been moderate at best this week mainly due to the foot rise in water level mixed w/ very windy conditions. The fish we are seeing on side imaging are in 25-32 feet and moving fast. Slab spoons in 1oz topped with a crappie jig are working. Crappie are good on jigs and minnows in 1-10 feet of water. The spawn is still going strong. Bass are great in very shallow water on small crankbaits and flukes. Target shallow docks and even try the rip rap around retaining walls. Texoma GOOD. Water lightly stained; 55 degrees; 1.72 feet low. Striped bass are surfacing chasing bait, so the birds are up and working the west and north end of the lake close to where the rivers feed in. Small males and box sized fish are on humps and ledges. Deeper water holding bigger fish. Alabama rigs and swimbaits are working, and the time for the slab bite is approaching.

CENTRAL Soil moisture levels were mostly very short. Windy conditions and above-normal temperatures with nearly zero precipitation were stressing the heading stage of winter wheat

and corn. Pasture grasses were developing slowly under dry conditions. The heat, wind and dry conditions were holding disease off flag-leaf wheat, but some leaf rust and leaf stripe were seen in fields, mostly

on the lower leaves. Cotton planting was being held up a bit until some precipitation improves topsoil. Cattle looked good with grazing on winter oats and rye and hay bales. Overall, rangeland and pasture

conditions were poor. Stock tanks were in good shape. EAST Recent rainfall helped relieve drought conditions to some extent. Much more rain was needed, and some rain chances were forecasted. Rain and warmer temperatures promoted growth in grasses, and ponds and creeks looked better after catching some runoff. Harrison County reported strong winds dried moisture up quickly and increased the danger of wildfires. Pasture and rangeland conditions were fair to good. Subsoil and topsoil conditions were adequate. Livestock were doing fair to good with supplementation taking place. Rising fertilizer prices remained a concern for producers. Wild pig activity and damage increased. NORTH Soil moisture was adequate to surplus. A recent rainstorm boosted growth in pastures and wheat and oat fields.

Rainfall amounts reached almost 2 inches in parts of the district, but more rainfall was needed. High winds stole some of the moisture away. Wheat was mostly fair to good. However, more wheat fields were heavily infested by Hessian flies, and yields will be reduced. Oats were in good condition. Sorghum was planted. Pasture and rangeland conditions were very poor to excellent. ROLLING PLAINS Some rain was received, and plants were starting to green up. Rain amounts ranged from 0.7-3 inches. Several areas reported continued drought conditions, but drier areas remained on fire watch. Some counties were lifting burn bans. Wheat conditions improved, but fields need more rain. Some wheat fields were total losses. Rainfall runoff replenished stock tanks. High winds were drying out soils. Cattle were being supplemented with hay and feed. Fieldwork was

limited to shredding cotton stalks and water conservation repairs. Farmers were getting ready to plant cotton but were waiting until conditions were less windy and dry to plant. Some sorghum growers were considering other crops, but some grain sorghum fields were planted before the rains SOUTH PLAINS Extreme drought conditions continued across the district. Some irrigated winter wheat was growing with the warmer temperatures. Farmers were starting to spray weeds for spring planting. Producers who locked in fertilizer prices last year started fertilizing. Many farmers were still considering planting decisions based on drought conditions. Cattle continued to be supplementally fed. Many producers were thinning herds due to dry conditions and upward price trends. Several grass fires were reported..

TRENTON -- Viviana Murphy has made an impression on volleyball coaches throughout her high school career. “She’s a hard worker,” said former Trenton head volleyball coach Ashley Anderson, who coached Murphy at Trenton for two seasons. “She will do whatever is asked of her,” said Anderson. “She’s a great teammate.” “I saw a lot of growth and leadership skills,” said cur-

Van Alstyne, to which Bonham lost its only District 10-3A matches that season, stopped the Lady Patriots’ advance -- en route to being the Class 3A State runner-up. Vanderburg, who has a 18771 overall record as a head volleyball coach, guided Prairiland to postseason trips in the sport in each of her seven seasons there -- the last of which being an area-round advance and 31-6 record in 2021 that followed winning a fourth district championship while at the school. Bonham will equate the third coaching stop for the 2006 North Lamar graduate.
