Sunday, April 11th, my husband and I drove approximately fifteen minutes north of Bonham and three miles north of
Ivanhoe on FM 273 to attend the Open House of Lake Fannin. The entire experience of the day had the effect of transporting me back fifty years or so to a time when life in
Texas was uncomplicated and high tech, simply did not exist. It started with that drive on The Texas Lakes Trail that took us past rural homes, yellow carpeted pastures and the Ivanhoe Homestead Winery. The feeling of yes-

Joel Shepard, who had been a caretaker of Lake Fannin during its glory days, regaled visitors and the press with tales of the history of the lake. Outside the wooden screen doors of The Lodge, looking past the tree-tops, we caught a glimpse of the Red River. Alicia Whipple, one of the key members of the Lake Fannin Volunteers Board, advised us of “the loop” that started and ended at The Lodge. She said we could drive or walk to get to the cabins and the water’s edge. Choosing to walk the mile long path, we were enchanted by the crisp unspoiled beauty of nature and I could detect a slight scent of wild anise in the air. Coming upon the rustic cabins, we could see the progress made by the volunteers’ labor of love to restore the structures of Lake Fannin to their former glory.

Tuesday April 13, 2021, County Judge Randy Moore called to Order at 9:00 a.m., the Regular Meeting of the Fannin County Commission-
ers Court. Quorum was established as all Commissioners and County Judge were present. Invocation was led by Pastor Michael Evans of Windom United Methodist Church in Windom, Tx.
Pledges were led by Major James Manis. 4. Public Forum: There were no speakers for Public Forum 5. Introduction: There was no introductions.

Halfway down the loop, we made our way past some cabins to take in the soothing view of the clear blue waters of the charmingly pristine lake. There were originally sixteen cabins but I am told that four are near to being restored. I was also told by Alicia that even though much work has been done, much work is still needed to be done and they absolutely welcome any who may want to pitch in to bring along that day when enough work is done to open it completely. Until then, the next projected date of the park being open to the public is Saturday, May 8. There will be workdays before then though, where volunteers will once again come together to reach their Lake Fannin goals; with the first one being Saturday the 17th from 9 a.m. to 12 p.m. and others to follow at a rate of two per month. Anyone interested in joining in with this worthy endeavor, is encouraged to give Alicia a call at 903-583-7451 or send her an e-mail at awhipple@ fanninco.net. Dear Editor: I plan to vote for the city property tax freeze! Why? I am a retiree who has the fortune to own her own home, and the misfortune of being on a fixed income. The cost of living rises and my spendable income diminishes. If I have a unexpected expense, I either have to do without or wait up to a year or more to put aside enough money to pay for it. I work a part-time job to be able to stay in the black by the end of the month. I will not be able to do that forever. A tax freeze for those of us who are 65+ is not going to tank the city coffers. Dear Editor, I am writing this letter in support of the Property Tax Freeze for 65 and Older Proposition that is on the ballot in the upcoming May 1st City of Bonham election. I applaud the local citizens who ran a very successful petition campaign forcing this proposition to be on the ballot since the Bonham City Council was unwilling to discuss or add the proposal to their agenda. Citizens of Bonham who are 65 years and older are already familiar with the tax freezes on their Fannin County and Bonham ISD taxes; so, a vote FOR this proposition will also freeze the City of Bonham taxes. As property values continue to soar and because many of our senior citizens are on limited and fixed incomes, we need to vote FOR a cap on their ever increasing tax burden. Anita Hershey

A 2019 Survey found that two-thirds of the young people who leave home for college or to start on a career path drop out of church, first citing a lack of connection to the church on political and social issues and equally the hypocrisy of the church congregation to which they are connected. While it is not a great surprise that as children become young adults, they want to spread their wings and assert their individuality, including their ideas and questions about their religious upbringing, the survey also shows that only 29% come back to the God of their parents. Why is that? When I first read this study, I immediately identified with the thoughts of these young people. I remember my own desires to be free of the constraints of having my Sundays and Wednesday evenings planned for me. But more than being free of my parent’s restrictions, I wanted to be free of the standards I could not meet. I was a walking testimony of Romans 3:19 that says, “through knowing God’s Law comes the knowledge of sin.” I knew, without a doubt, that I could not live up to God’s standards, and quite frankly, I was tired of trying and failing. I knew God was real and I was afraid of Him. Decades have gone by, but I do not believe our ignorance of Jesus Christ has changed significantly, even in church. In nursing school, we were required that to make a statement for a plan of care, it must be followed up with a statement of evidence. So here goes…” The true identity of Jesus Christ, His mission, His work and the reason for His death and resurrection is not clearly understood as evidenced by the fact that in a 2019 survey 66% of young people, age 18-22, drop out of church when they leave home.” God is [The] Spirit, and His worshipers must worship Him in Spirit and in truth.” John 4:24 What is Spirit? Spirit in the original language means breath or wind. Spirit cannot be seen as breath cannot be seen. We see the chest rise and fall and can feel the moving air produced by the breath, but we cannot see the Breath itself. Breath produces the physical product of life and from it, we deduct that although unseen, there must be breath to have life. Jesus said, “The Spirit of God is like the wind. You can hear its sound, but you cannot tell where it comes from, or where it is going. So is everyone born of the Spirit” John 3:8. For there to be a Church Body, there must be Breath in the body, for “it is The Spirit [of God] that gives life to the Body.” John 6:63. There was none as religious as the Jews of Jesus’ day. Their religious system was what we might call a “well-oiled machine.” Yet Jesus said that this religious institution, which He was born into, was led by hypocrites! “You teachers of the law and Pharisees, you hypocrites! You are like whitewashed tombs which look beautiful on the outside but on the inside are full of death.” Matthew 23:37. To the #1 Pharisee of the church, Jesus said, “Nicodemus, ‘You must be born again.’” While 80% of Americans say they are Christians, only 45% say they are born again (born of the Spirit of God), and 48% believe that if they are “generally good” or do enough “good things in their life, they can earn a place in heaven.” This is a clear indication that the message of the modern church is sorely lacking. Could it be that our young people are looking for life’s answer, but they do not know where to look because the church has refused the only source of life and hope, God’s Spirit? Do they understand they must be born of the Spirit of God? Why did Jesus endure the torture of the cross if we could make it on our own? Jesus’ purpose since the beginning was to deliver humanity from death which is separation from the Spirit (Life) of God. That is a tall order. Of all the gods man has created for him or herself, only Jesus could and was willing to suffer as humanity has suffered. Only Jesus was willing to lower Himself below His own creation. The scriptures teach us that Jesus was tempted in all ways, just as we are, yet He never succumbed. He endured ridicule and rejection. “He was beaten and disfigured beyond that of any man. From His appearance, one would scarcely know He was a man.” Isaiah 52:14. His life became hell, so we could have heaven. The standards of God are complete and total perfection. Any deviation from those standards separates us from God, which is death. How can we possibly think that if we must use God as our standard of measure, we could stand in the presence of such perfection? We cannot, but Jesus did. He stood between us and the mirror. In Him, we peer into the mirror and we, who are bornagain, see HIM. We must be recreated in perfection. We need the Holy Spirit through Jesus Christ to re-create us and give us life – eternal life. The Church of Jesus is comprised of those who have the same Spirit in them that raised Jesus from the dead. This Church is His Body without walls, gates, stained-glass windows, or denominations. It is comprised of those who have been dead in sin but are now alive in Jesus. Once all were hypocrites; in HIM, all are saved. It has nothing to do with us, and everything to do with Him. “And if the Spirit of Him who raised Jesus from the dead is living in you, He who raised Christ from the dead will also give life to your mortal bodies through His Spirit, who lives in you.” Romans 8:11. This One was “nailed to the cross for my rebellion. He was beaten so I could be whole.” Isaiah 53:5. Through Jesus’ life, we peer at the reflection of HIM who exchanged His life for ours, and ours for HIS! The Church does not need new buildings or programs. The Church needs ONLY JESUS AND HIS POWER THROUGH THE HOLY SPIRIT OF GOD. Signed: Teri Sheddy

organization that operates solely on donations from churches, occasional grants, and the private sector. During the Covid -19

According to the NTFB, Fannin County is one of their priority customers because of the need in this county. The FCCM operates 4 days a week, closed on Tuesday to receive food. It serves all residents of Fannin County regardless of race, color, creed,

Judge Moore echoed what Commissioner Lane said about the dispatchers and hope they and the officers have a great week and the public recognizes the great job they do. He also made a comment about the J&J vaccines and said that he encourages any citizen having problems after having received that vaccine to go to their healthcare provider. 29. lived in Dodd City for many years and received high praise for being the only person in Dodd City that still wanted to live there. She had a love-hate relationship with her furbaby. She was always chasing him around the house until she was out of breath. She threatened to put him to sleep before he killed her. He compromised and instead of killing her, he gave her a heart attack! Needless to say, he kept her on her feet. Eva was a proud Democrat, like her mother before her, she was determined to vote blue, no matter what. COVID did not stop her from voting in person last election. Eva was not the most social person, but she knew many people. Her greatest achievement in life was her son, Chivas Smith. He was her whole world. Eva will be greatly missed. She is preceded in death by her parents, sisters, Dorothy Steele, Lydia Jones, and Bessie Ely; and brother, Fred Kennedy Jr. She is survived by her son, Chivas Smith of Frisco, Texas; sisters, Barbara Mills of Bonham, Texas, Clara Ries of Gun Barrel City, Texas, Jane Kennedy of Colorado and Mary Brown of St. Louis, Missouri; brothers, Clarence Kennedy of Rusk, Texas, Claude Kennedy of Kennard, Texas and Joe Kennedy of Alpine, Texas; numerous nieces, nephews, extended family, and a host of friends. members include Child Protective Services, all local law enforcement agencies and the District Attorney’s office. The CAC received 220 new referrals from CPS and law enforcement last year. These cases primarily involve sexual abuse and serious physical abuse. In the year ending August 31, 2020, the CAC in Fannin County conducted 193 forensic interviews. Photo by Rich Hilliard By Rich Hilliard BONHAM -- Brant Stuber crossed paths with Austin College assistant baseball coach Shawn Counts by chance. “He used to coach at Grayson College. My grandmother used to work at Grayson. I ran into him,” said Stuber. “He’d worked with me. He’d bonded with me. He’d been there if I needed help,” said the Bonham senior. “He gained my trust.” That chance connection and ensuing relationship have led to the latest Bonham baseball player in 2021 to agree to extend his career into college. A ceremony recognizing
Stuber’s decision to play for Austin College in Sherman occurred on Friday, April 9. in the Bonham High School auxiliary gymnasium, with family, friends, coaches and other well-wishers in attendance. “(Brant’s) been a cornerstone on our team since he was a freshman,” said Bonham baseball manager John Ramsey. “He’s the kind of kid you want on a team. “He has lots of attributes [including] integrity. In our program, integrity is a key thing,” said Ramsey. “He is consistently trying to do the right thing. It’s a great attribute to have. “He’s been great for us since we put him back there
at catcher -- we didn’t have to worry after that.” Stuber, who has also played elsewhere on the diamond as needed for the Purple Warriors, equates the third Bonham baseball player in 2021 to choose to extend his career into college. He joins Trystan Mallory, who in March also chose Austin College, and Tanner Reaves, who in January opted to play for Grayson College in Denison. “(Brant’s) on top of it in class and has worked his tail off,” said Ramsey. “College baseball has been a dream of his,” he said. “Today, we get to celebrate that. “How lucky am I to get to see these guys play locally.”

The Lady Hornets then took the big leap in 2017, reaching the State championship game -- the first of four clashes with State powerhouse Nazareth in the title tilt. Dodd City narrowly lost, 48-42. Nazareth won by larger margins the next two times -- 13 in 2018 and 21 in 2019 -- before the Lady Hornets took down the perennial champion on March 10. Dodd City won, 30-21, last month to win its first girls basketball championship in five attempts during the last 20 years and finished 32-0 overall. As he built the Lady Hornets into a 1A State title contender -- and now current champion -- Stephenson extended Dodd City’s postseason streak to 11-straight seasons -- the last nine via undefeated district championships. Starting his career at Dodd City, the Roxton graduate surpassed the 200-win mark on Dec. 28, 2019 -- just days
short of his sixth anniversary in the position. Each of the last six seasons, he guided the Lady Hornets to 30-plus wins, garnering the Texas Girls Basketball Coaches Association girls coach of the year in 2018. His tenure also included producing players who extended their basketball careers into college playing days: Lindsay Carter (Concordia University/ Austin College) in 2017, Fallon Hilliard (East Texas Baptist University) in 2017, and Paige Granstaff (Cowley College/Ranger College) in 2018. Off this season’s championship team, senior Dani Baccus has signed with HardinSimmons University and classmate Journie Hilliard has plans to also play at the next level. Meanwhile, Stephenson, who also serves as Dodd City’s athletic director, has also maintained the Lady Hornets’ volleyball program postseason presence since adding the role to his duties in 2015. Dodd City reached the regional finals last fall for the first time since 2001. A search for Stephenson’s replacement will occur.

DODD CITY -- Head coach Alex Stephenson wanted to produce a State caliber girls basketball program yearly at Class 1A Dodd City -- from his elevation to the position in late 2013. That happened: Dodd City won an undefeated championship last month -- in its fourth trip to the State title game during the last five years. He will now take the reigns of a girls basketball program which has been a State tournament participant frequently -- during the last 20 years. Class 3A Brock announced him as its new head girls basketball coach, in a Facebook post on April 12. “My time at Dodd City has been nothing short of amazing,” said Stephenson. “I want to thank the administration, school board, community, parents, and players for all of the support over the years,” he said. “Dodd City will always be so special to me and my family!” Stephenson became the Lady Hornets’ head coach on Dec. 31, 2013, coaching them to a district championship and

Zoom or other video apps as the pandemic started. “In Texas, all adults ages 18 and up are mandated reporters of child abuse,” said Sandy Barber, Executive Director of the Children’s Center. “That means, if you suspect a child is being abused, you are obligated by law to report it. You do not have to investigate. That is the job of CPS and law enforcement. However, CPS and law enforcement cannot check into a situation if no one finds the courage to make the call.” When making a report, be prepared to give as much information as possible, including the child’s name, age, address and school as well as details about what happened. Reports should be made as soon as possible, but no later than 48 hours. Reports to the hotline are confidential, except in cases where a judge orders CPS to release the name of the reporter. Reports can be made anonymously. The law provides for immunity from civil or criminal liabilities for innocent persons who report even unfounded suspicions, as long as the report is made in good faith. In Texas, the child abuse reporting hotline is 1-800252-5400. If the situation is an emergency, call 911 for local law enforcement. SB 152, authored by Senate Committee on Water, Agriculture and Rural Affairs Chairman Charles Perry of Lubbock, gives landowners the opportunity to petition for changes when groundwater conservation districts are considering rules that will their affect privately-owned groundwater resources. “The bill tries to ensure landowners have public notice of permit applications taken up by groundwater districts so they can look at those and determine if it’s something they
need to be concerned about,” Texas Farm Bureau (TFB) Associate Director of Government Affairs Billy Howe said. “It gives the landowners an alternative to having to hire an attorney and file a lawsuit against the district by allowing landowners to petition the district to change or repeal a rule or perhaps adopt a new rule. Currently, landowners don’t have a formal process with which to do that by law.” Payment of attorney’s fees is also addressed in the new legislation, although Howe was not optimistic those provisions will pass. Under current law, if landowners take a groundwater district to court and lose, Howe noted they must pay the opponent’s attorney’s

(Texas A&M AgriLife photo by Megan Homeyer) Seasonal beef demand historically rises in the spring, especially leading up to grilling season, which kicks off Memorial Day, said David Anderson, Ph.D., AgriLife Extension economist, BryanCollege Station. But this year, demand is higher as Americans and the economy emerge from a year-long pandemic. Anderson said the run-up in fed cattle prices and in the wholesale market reflects the overall economic mood in the nation and globally. Economic momentum is increasing as Americans continue to gain confidence that the COVID-19 pandemic is largely in the rear view.
According to the Centers for Disease Control and Prevention tracker, almost 36.5% of Americans have received at least one vaccination dose, while 22% were fully vaccinated. As those percentages increase, Anderson said consumer demand is likely to shift toward higher value beef cuts and continue to build in a restaurant sector devastated by the pandemic. Anderson said the hotel and restaurant markets have a long road to recovery but improvements in the travel sector should be encouraging. “There’s a lot of pent-up demand,” Anderson said. “There’s more momentum toward opening up and people want to get out or have get-togethers.” Anderson said fed cattle prices in the U.S. Southern Plains, which includes Texas, jumped to $121 per hundredweight compared to $114 per hundredweight just four weeks ago. But a landowner cannot recoup their own attorney’s fees if they win against the district. “Unfortunately, it looks like that issue is not going to get resolved because of opposition from groundwater districts, which is a very strange circumstance because there currently is a lawsuit working its way through the federal court system where under federal law, it’s much more friendly to landowners,” he said in an interview with the Texas Farm Bureau Radio Network. “If the attorney’s fees provision isn’t fixed in state law, it’s actually going to push these cases to federal law, and the federal courts are going to be determining Texas groundwater rights.”

Choice beef cutout was at $272 per hundredweight on April 9, up $20 per hundredweight from the week prior, Anderson said. It is noteworthy, he said, that beef prices were strong before the pandemic and that retail demand for beef in 2020 was the best in 20 years. The retail demand reflects prices and purchases at grocery stores and show that despite the pandemic’s effect on restaurants, Americans still consumed beef. Anderson expects beef will continue to be in demand, and that the American appetite for beef may shift from lowervalue cuts like hamburger and sirloins to rib-eye steaks and filets, especially as grilling season nears. “Beef is more expensive than pork or chicken, and demand for certain beef cuts is typically a pretty good indicator for how the economy is performing,” he said. “Increased demand and prices relate to how much money are in people’s pockets.” NORTH REPORT Topsoil moisture throughout the district was adequate to short. AUSTIN – Enrollment in the Managed Lands Deer Program (MLDP) is now open for the 2021-22 hunting season. Open enrollment for the MLDP Conservation Option runs from April 5 through June 15 this year while the Harvest Option opens May 1 and runs through Sept. 1. New this year, fees are being charged for each enrollment option. Enrollments and fee payments can all be made through Texas Parks and Wildlife Department’s (TPWD) Land Management Assistance online system. Payments can be made by credit card only. Enrollment fees for each MLDP option are as follows: Conservation Option: •Standalone Property: $300 for the first management unit, $30 for each additional management unit •Aggregate Site: $300 •Wildlife Management Cooperative member: $30 per management unit Harvest Option: •Standalone Property: $30 per management unit •Aggregate Site: $30 The Land Management Assistance online system will require landowners hoping to enroll to create an account and draw a property boundary. An email address is required for the landowner and any designated agents the landowner may assign to the account. MLDP is a program intended to foster and support sound management and stewardship of native wildlife and wildlife habitats on private lands in Texas. Deer harvest is an important aspect of habitat management and conservation. Landowners enrolled in either the MLDP Harvest Option or Conservation Option can take advantage of extended season lengths and property-specific customized harvest opportunities. The Harvest Option is an automated, ’do-it-yourself’ option for MLDP participation that provides landowners with a deer harvest recommenda-
tion, tag issuance and general guidance about wildlife and wildlife habitat management. Sticky Situation A McLennan County Game Warden was responding to a trespassing call from a landowner when the warden came upon the suspect stuck in the mud. The warden interviewed the suspect and discovered that they had also burglarized a vehicle while trespassing. The landowner identified the stolen property and it was returned. The suspect was arrested for burglary of a vehicle and criminal trespass. Helping Hand A Washington County Warden received a call of a suspicious boat discovered by a realtor and landowner. A TX number was provided to Austin Dispatch where it was flagged as stolen. The warden made it to the scene and verified the HIN of the boat and VIN of the trailer. Theft Investigation Unit were contacted, the original owners were contacted, and the property is being returned. The investigation is ongoing. Mistaken Identity A DeWitt County Game Warden received a complaint about a hunter suspected of taking a deer out of season. When the suspect was contacted, her husband’s tag was on the deer. The husband initially claimed to have shot the deer. After interviewing both individuals, it was determined that the initial subject had in fact shot the deer. It was not taken out of season, but it was taken without a license. When all was said and done, violations included hunting without a license, hunting under the license of another, allowing another to hunt under one’s license, no proof of sex, and no hunters education. The deer was seized and donated. Restitution is pending.

Game Warden Field Notes
Called Out A Travis County Warden received a call from a processor reporting a man with a deer intact (not gutted) and most likely spoiled. The individual stated to the processor, “I guess I’ll go dump this then”. The warden was unable to find a local address for the suspect but was able to call him while he was returning to Houston. The individual said his friend shot an eight-point buck the previous afternoon. The warden contacted the landowner, who shot the deer, and informed him he faced a waste of game charge for leaving the “ungutted” buck for over 24 hours in temperatures exceeding 70 degrees. The warden also made the landowner aware that the general season ended two weeks prior and the buck was taken illegally. The violator then responded with an expletive-laden statement indicating his guilt. The warden seized the antlers from a taxidermist. Charges and civil

MWD serves,” said Rodney Rhoades, NTMWD Interim Executive Director. “Bois d’Arc Lake will be a reliable water source for generations and will also provide economic and recreational benefits to Fannin County.” Impoundment began when workers closed the lower gates at the raw water intake structure, cutting off the flow of water through the structure and allowing the reservoir to hold water. The 110-foot-tall structure sits inside of the lake footprint and pulls water from the reservoir for treatment. The remaining gates at the intake structure will stay open until the lake fills to a higher level. NTMWD will release water from the lake as required by our permit in order to keep water flowing downstream in Bois d’Arc Creek. The amount of rainfall in the Bois d’Arc Lake watershed will determine how long it will take the lake to fill and be ready for recreation. The entire lake does not need to be filled prior to NTMWD providing water. Based on historical weather patterns, NTMWD expects the reservoir to contain enough water to begin providing treated water to its Member Cities and Customers in 2022. Construction continues while the lake fills. There is approximately 10-feet of fill remaining before the dam embankment reaches its full 90-foot height. Work also continues on other components of the project, including the raw water pump station, lake operations center, water treatment plant in Leonard, and pipelines between the lake, Leonard and the regional water system distribution point in McKinney. NTMWD expects nearly all construction at the Bois d’Arc Lake dam area to be complete by the end of 2021. Last year, workers completed and opened 11 miles of county and state roads, including 6.2 miles of FM 897 and its accompanying bridge. Bois d’Arc Lake is located northeast of Bonham in Fannin County. Bonham City Council Meeting - Election News By Rose Schwartz Monday, April 12, 2021, Mayor H. Compton called the Regular Meeting of the Bonham City Council to order at 5:30 p.m. Invocation was led by Pastor Henry Shelton of Trinity Baptist Church. Mayor H. Compton thanked everyone for coming to the meeting and introduced Melissa Maxwell as the new Director of Marketing of Tourism for the City of Bonham. 1. Consider and take action to approve minutes of the March 8th regular meeting and March 22nd special meeting. (Pgs. 1-4): Motion was made, seconded and passed to approve minutes. 2. Consider and take action to accept financial report for month ending March 31, 2021. City Secretary Heather Stockton read the financial report for Director of Finance Dave Struchtemeyer who was running late to the meeting. Mr. Struchtemeyer did arrive in time to take questions and no questions were forthcoming. Motion was made, seconded and passed to accept the report. 3. Citizens Opportunity to Speak: (The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.): Citizen of Rainey St and Center St. in Bonham, spoke on several items he would like the City to look at taking up in the near to immediate future. The first being: the city’s loss of experience in Police, Fire and EMS. With the average years of experience being down in the Fire Dept from 11 years to six years, he believes the City needs to take a look at the reason for the loss of experienced personnel. Secondly, he believes before the courthouse reopens, the city should pass a resolution to have TX DOT look at the 3 controlled intersections surrounding the courthouse for possible change for improved traffic flow. Thirdly, he thinks the City in partnership with BISD and Fannin County should look into grants to bet-
ter serve the students who do not have internet. Fourthly, he believes street sweepers are important for the following reasons: to improve access to curbs by those in wheelchairs and with walkers; improve the flow of water in the streets and the overall aesthetics of the city. Along the line of aesthetics, the citizen believes the City should incentivize property owners to keep up the appearance of their yard with a yard of the month program. Also, property owners should be notified when their lots have become eyesores. Lastly, he believes the city should require cable companies to provide cable access channel 68 and have the City Council Meetings recorded and played on that channel at different times for citizens to watch who are unable to attend meetings in person. Citizen of Grant St. in Bonham spoke to say he wants the Council and the Mayor to look at this upcoming election to make sure things go the way they are supposed to, so everyone has the opportunity to vote who wants to vote. He referenced five years ago when he had run for City Council and out of 3,000 voters only 300 voted. 4. Consider and take action to approve contract for Election Services between the Fannin County Clerk and the City of Bonham for the May 1, 2021 election. (Pgs. 5-17): Heather Stockton spoke to this issue and explained how this is the standard contract they do every year and how the only difference is the County purchased new equipment.
Since this equipment was bought after the City had worked out this year’s budget, the County Clerk gave a large discount for this year only. Motion was made, seconded and passed to approve the contract. 5. Consider and take action to accept the Administrative Declaration of Ineligibility. (Pgs. 1819): Heather Stockton explained how to run for the City Council, one has to be a registered voter in the City at the time of the filing deadline. She continued that there was an instance where a candidate was a registered voter the day he turned the application in, however, the filing deadline was between 1/13/21 thru 2/12/21 and on 1/29/2021 the Secretary of State did a purge of those who had not voted in 10 yrs and the candidate was removed from the voter registration list by the Secretary of State due to that purge. Therefore, he was no longer considered a registered voter at the time of the deadline of 2/12/2021. But due to Texas Law, since it was not found out in time to remove his name from the ballot, his name needed to remain on the ballot and all of his votes have to be counted by law. If he obtains enough votes to win the slot he is running for, the Mayor will need to present him with a Certificate of Ineligibility and the slot he was running for would be considered vacant at that time and a special election would have to be held to fill that slot. 6. Adjourn: Motion was made, seconded and passed to adjourn at 5:46 p.m.
