Commissioner Lackey asked for clarification between agenda items 13 and 14. Michelle Case
specified that Minor Vehicle Repairs included oil change and tire balance and rotation, while Major Vehicle Repair might include work on transmission and brakes. Solicitation was approved. 15 A motion to allow solicitation of a bid for Asphalt, Oils, and Emulsions for the County was approved. 16 Judge Moore opened discussion on excluding County

County Auditor Alicia Whipple explained how President Trump, when he signed into effect his H.R. 6201 “Families First Coronavirus Response Act” on March 18 of 2020, gave em-

By excluding first responders from using the child and care benefits of the Family Care Act, is the county taking other steps to make sure that these employees have childcare options? 21 The Commissioners Court moved into Executive Session at 10:14 a.m. for deliberation regarding contract negotiations where deliberation in an open meeting would have a detrimental effect on the County’s interests with a third party, regarding Courthouse Restoration Contracts. 22 At 10:58 a.m. Judge Moore resumed the regular session of the Commissioners Court. Judge Moore commented that the Courthouse restoration project is moving along well. 23 Comments by County Commissioners and County Judge: Commissioner Whitlock appreciated everyone working together in the face

He cautioned listeners that crime rates in the county have gone up slightly, with cars broken into and survey equipment stolen. Commissioner Magness also thanked VPG, and conducted the thanks from everyone he’s worked with in distributing the hand sanitizer. Commissioner Lackey noted that CR 2950 in Lannius is closed, and cannot be used to cut through to 1743 as the road project begins. A mile and a quarter section of CR 2950 will also be rebased and paved. CR 2901 and CR 2955 will also have work done soon. Thanks to VPG and Bonham Family Drug. Judge Moore informed listeners that the Governor’s Disaster Declaration has been
extended to May 13, and encouraged everyone to listen to addresses by Governor Abbott and President Trump. He reminded listeners that there are positive things going on despite or because of Covid-19, and recognized VPG for making and donating 180 gallons of hand sanitizer to the county free of charge. He also recognized Bonham Family Drug and Ironroot Distillery for their time and materials, and Brookshire’s for donating hand sanitizer. He appreciated the commissioners for distributing the hand sanitizer to law enforcement and nursing homes. Judge Moore encouraged businesses and nursing homes to keep sick employees away from the workplace. He announced TMC is working on a drive-thru system to use if it becomes necessary. Auditor Whipple clarified that the 80 hours of paid sick leave offered by their inclusion in the EPSLA would give first responders two weeks to quarantine themselves if they are exposed to Covid-19. EFMLEA, Whipple said, is paid leave dedicated to caring for a child or other family member due to sickness or school closures at 2/3 regular pay. Whipple suggested that first responders are too critical to society at this time to stay home unless absolutely necessary. For the purpose of this Act, dispatchers are not considered first responders. Commissioner Lackey pointed out that for emergency responders, who often work in 12-hour shifts and overtime amounting to more than 40 hours per week, the 80 hours of paid sick leave would likely provide a smaller income than they would make in two regular weeks of work. Commissioner Whitlock asked whether the county could pay the balance between the 80 hours of paid leave and the employee’s regular income should the situation arise where the second exceeded the first. Judge Moore suggested reimbursement for these first responders on a case-by-case basis. Motion to exclude first responders from EFMLEA and include them in EPSLA passed. 17 Judge Moore invited County Auditor Whipple to address the approval of the Fannin County Fund Balance Policy. Auditor Whipple explained that the Fund Balance Policy has been revised, with the purpose of having a stable fund balance to protect the county’s operations in case of an emergency and the cessation of tax income. Whipple explained that most financial advisors would suggest a fund balance that would allow operations to continue for 4-6 months, but the current fund balance would allow the county to operate for only one quarter. Commissioner Lackey suggested changing the expenditure percentage in the policy from 25-30% to 25% to introduce a more solid target that wouldn’t be open to interpretation. Whipple explained that if the percentage dropped below 30%, the county’s bond rating could be negatively affected, and 25% was the minimum to continue county operations for one quarter. Commissioner Lackey stated his first concern was county operations, and bond rating was secondary. The Fannin County Fund Balance Policy, edited to read 25%, was approved. 18 Judge Moore invited County Auditor Whipple to address the approval of budget amendments from the Fannin County Auditor’s Office for fiscal year 2019-2020. Auditor Whipple explained these budget amendments are sent quarterly to the Court to approve the moving of funds within departments for basic expenditures such as office equipment. Budget amend-

Accepting the gift secures us to live eternally with the Father while on Earth and with Him in all our eternal future. Occasionally, I thumb through the pages of my pastoral records reading the names of the hundreds of people that I have been privileged to lead into a personal relationship and walk with the Lord. Sometimes I try to put a face to their names and I remind myself of the joy that awaits me in that I will see them again when time has finished. Many have already been called to their eternal reward and reside with Him. Others are still serving on Earth-side. Two people vastly differ-

Bonham City Council Approves Monthly Report

The Regular Meeting of the Bonham City Council convened via teleconference April 13, 2020 at 5:30 p.m. Timothy La Vergne II, Ward 2, gave the invocation. City Mayor Roy Floyd introduced the first agenda item, which was the approval of minutes of the March 9th regular meeting. Minutes were approved. Director of Finance Dave Struchtemeyer gave an overview of the Financial report for March, 2020: Through March, 93% ad valorem tax revenue has been collected,
with approximately $195,000 left to collect this year. Sales tax revenue through March is 2% better than budgeted. Water and sewer revenue is still 7% behind budget, but this is expected to be made up in the summer. EMS revenue is 4% behind budget, as call volume has increased, and the difficulty in securing necessary supplies has incurred higher costs as alternative suppliers are being used. Finance report was approved. During the Citizens Opportunity to Speak, Rory Hilliard, Director of Early Childhood Education at Bonham
ISD, reminded listeners of safety precautions to prevent the spread of Covid-19, and thanked the local Walmart and Brookshire’s for their efforts to contain the virus. Councilman Wayne Moore and Tony 4/7/20 Ward 1, joined the Rodriguez, discussion to thank our police and fire departments, and the City staff. Mayor Floyd opened a public hearing over the ordinance closing and abandoning 0.132 acres of undeveloped rightof-way previously dedicated to BEDCo. Steve Filipowicz, Executive Director of BEDCo, gave staff remarks on the issue.

“I am so thankful God led me to Stephenville and allowed me to play softball at Tarleton,” she said. “I played alongside great athletes who supported me, pushed me, and had my back no matter what. “They are the reason I was able to have the success I did.” Withrow succeeded from the start at Tarleton. As a freshman, she had a team-high 103 strikeouts. Withrow also started 17 of the 26 games in which she pitched. single-season-record 252 strikeouts in 221 1/3 innings -- helping Tarleton garner its first 50-win softball season. Withrow equated the first Tarleton softball player to notch a 200-strikeout single season, moving her into fourth place all-time in the category at the school. During a program-record 34 starts in 2018, she had 25 complete games with six being shutouts -- the latter moving her into fourth place with nine career in that category. “Haley Freyman was a huge part in my success at Tarleton,” said Withrow. “I was forced to step up in her absence [that season]; she was my mentor and encourager. “If it wasn’t for her guidance and effort to help me,” she said. “I would not have been able to overcome the mental pressure and physical demands so quickly.” Her sophomore success also earned additional notoriety before the 2019 campaign: FastpitchNews. com Preseason AllAmerican and LSC Preseason Pitcher of the Year. She justified it with her ensuing junior season. With 215 more strikeouts in 2019, Withrow became the Tarleton career leader with 570, as she helped the team reach the LSC Championship game and third round of NCAA Regional Tournament. Withrow had a 22-5
record in 2019, including 21 complete games, nine shutouts, and a career-best 1.81 earned run average in 189 innings. She started 28 of the 36 games in which she played and had 22 assists. Those efforts during her junior campaign garnered an Honorable Mention AllAmerica by FastPitchNews. com, D2CCA first team All-Region and an All-LSC First Team selection. When play was paused -and later ruled finished -- in March of 2020, Withrow had been en route to a final great season at Tarleton, which had a 19-4 overall record and 6-0 mark in the LSC. She had a career-best 1.63 ERA in 86 innings, a 12-3 record, 106 strikeouts and nine complete games. Opponents had managed only a .158 batting average in 2020 against her -- lowing their career BA to .198. Amongst her career accomplishments, Withrow finished as the Tarleton leader in strikeouts (676) and wins (71) and placed third in innings pitched (608). She also ranked amongst the Top 10 in school history in numerous other categories. “It’s a huge honor to have been able to leave a mark in the record books at Tarleton,” said Withrow. “I owe it all to my teammates who had my back each game; especially to all the catchers I played with for working so hard behind the
plate for me. “Our coaches also gave me the confidence and tools that I needed to be successful in any situation and for that I’m thankful,” she said. “Each record I surpassed was truly a team effort.” Said Cumpian: “When you look back at the career of Jordan, she is going to go down as the best pitcher alltime at Tarleton State -- you name it; she’s done it all. “Obviously with all of the accolades you would know Jordan was a very good pitcher, but the thing that I am going to miss about her is the presence and leadership she had on the field and in the locker room,” he said. “Jordan led by example and, every day she showed up to the field, she took it as an opportunity to get better. You just don’t find many players like her.” “To watch her grow over the course of four years has been truly special because each year she always found ways to master her craft and make it better, even after two surgeries! Jordan went from being one of the quietest players on the team her freshman year to really having big body language the last three, which, when you look at the develop of her, [was when] she truly blossomed into one of the best pitchers in the nation! It was so cool to see as a coach this talented young lady grow up right in front of your eyes and rest was just history from there.”
