TxDot Urges Drivers to Pay Attention Amid 17% Military Spouse Appreciation Increase in Traffic Deaths involving Distracted Driving Week May 6-8

AUSTIN – A family’s quiet Sunday in the park turned tragic when a driver, distracted while talking on her cell phone, struck two-year-old Allie White in a parking lot, killing her. The toddler became one of more than a thousand Texas lives lost due to distracted driving in the past few years, and it’s part of a disturbing trend that continued last year. Distracted driving deaths in Texas increased 17% in 2021 compared to 2020, claiming the lives of 431 people and seriously injuring another 2,934. In light of these grim statistics, TxDOT is conducting its annual Talk. Text. Crash. campaign during National Distracted Driving Awareness Month in April to urge Texans to keep their heads up, put their phones down and just drive. “Distracted driving crashes are 100% preventable, and we’re urging everyone to just drive whenever they’re behind the wheel,” said TxDOT Executive Director Marc Williams. “Texans are killed each year simply because someone was distracted by their phone, radio, navi-

Since September 1, 2017, it has been illegal to read, write or send a text while driving in Texas, and violators can face a fine of up to $200. TxDOT offers these tips to prevent distracted driving that can lead to a ticket or preventable crash: •Always give driving your full attention; remember that any distraction is dangerous. •Pull off the road entirely and come to a complete stop before you talk on your phone or text. •Put your phone away, turn it off, or use an app or your phone settings to block texts and calls while driving. •Tell friends, family and coworkers you won’t respond to texts or calls while driving. Keeping everything on schedule—from roads and bridges to laying pipeline—requires someone who can oversee the process as a whole. At Lake Ralph Hall, that “someone” is

Right now, that requires consistent communication with Flatiron Construction as they work on the roads/bridges, and Granite Construction as they build the Leon Hurse dam. “My first goal every morning is to check in with the contractors to see what they have planned for the day and if there were any issues from the day before.” Sliger explained. “Close communication with the contractors and engineers has provided for a smooth start of the project. “ In addition to site visits, Sliger stays connected through the project’s various construction meetings and handles communications with the contractors. One such innovation— a dedicated service road for bridge construction—was successfully implemented and proved to be a benefit for the on-going road work. “It keeps the larger equipment and truck traffic off of Hwy 34, which helps everyone stay safe,” Sliger explained, “And it’s allowed Flatiron to keep equipment moving on rainier, muddier days.” (See story below for more on current status of the bridge and roads.) Sliger will be working closely on the project throughout construction and looks forward to the day the dam will begin to hold water. He hopes that the lake will leave a legacy for generations to come – providing “water for Upper Trinity, but also a significant boost for the local economy.”

islature compressed school maintenance and operation tax rates across the board except for over 65/disabled because their rate was already lower than the new compressed rate for everyone else. • This amendment will provide for the same percentage reduction in an individual’s school district tax rate that everyone else received in 2019. • There are 1.8 million over 65 exemptions and 180,000 disabled exemptions, on average these households will see a $110 reduction the first year and $125 reduction in the second year; the reduction will continue to grow each year. • If there is additional school M&O tax rate compression provided by HB 3 in the future, individuals with an over 65/disabled exemption will receive the same percentage tax rate deduction automatically if this amendment passes. • This amendment will become effective as of January 1, 2023, if it passes. Proposition 2 will increase the homestead exemption by $15,000. • If this amendment passes the state homestead exemption for school district taxable value purposes will increase from $25,000 to $40,000. • On average, the 5.67 million homesteads in Texas will see a $175 savings in their school district tax bill at the current average statewide school property tax rate. • This amendment will be effective as of January 1, 2022,

The purpose of this article is to ask you, the Fannin County voter, do you want a choice in November for Fannin County Judge? Currently Newt Cunningham is your only choice. Press Release - The public is to vote on Senator Bettencourt’s Constitutional Amendments Proposition 1 and 2 on May 7, 2022. I have included some frequently asked Q&A on propositions that are less than a month away from being voted on. The election will be held on Saturday, May 7th, and early voting will begin on Monday, April 25th. The Secretary of State has been sending calls to my office about Propositions 1 and 2. Many voters have been finding the ballot language confusing, and I want to clarify what these amendments actually do. Homeowners over the age of 65 will see their freeze values for school taxes actually decline, aka, ISD property tax bills if Proposition 1 passes! Also if passed, Proposition 2 will lower independent school district property tax bills by increasing the homestead exemption that will save money for the 5.67 million homesteads in the State of Texas. Below are some plain language talking points to answer many of the frequently asked questions. Proposition 1 will benefit individuals with an over 65 or disabled exemption on their homestead. • If an individual has an over 65/disabled exemption on their home and this proposition passes, they will receive a reduction on school district property taxes. • HB 3 from the 86th Leg-

RIDICULOUSLY AMAZING ASIAN RAMEN SALAD 1 16 oz. bag coleslaw mix 1 c. sunflower seeds / no shells 1 c. sliced almonds 1 3 oz. bag ramen-any flavor because you won’t be using the seasoning packet.

1/2 c. granulated sugar In a large bowl, place coleslaw mix, sunflower seeds, sliced almonds. Crushed ramen, and scallions. In a large measuring cup, add oil, vinegar, and sugar. Don’t worry if the sugar doesn’t completely dissolve. Pour oil mixture over the coleslaw, mix and toss everything together until it is well coated. Tuesday, April 19, 2022, County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fannin County Commissioners Court. Quorum was established as all County Commissioners and County Judge were present. Invocation was led by Bonham resident, Janie Bellows. Pledges were led by Judge Moore. 4. Introductions: There were no introductions. 5. Discussion, consideration and action regarding Courthouse Restoration: Fannin County Purchaser Michelle Case noted that all the first-floor furniture has been installed. Commissioner Lackey added that woodwork was continuing, and a walk-thru punch list would be later in the day with a “Temporary CO Walk Thru” occurring Friday the 22nd (certificate of occupancy.) 6. Discussion, consideration and action to adopt 2022 Local Options Property Tax Code Exemption(s) for Fannin County: After Judge Moore explained this is something done every year a motion was made by Commissioner Self to keep it

Discussion, consideration and action to approve Order renewing Whitewright Solar, LLC Reinvestment Zone for five (5) years with the renewal date beginning on April 16, 2021: This item was passed on. 8. Discussion, consideration and action to approve Auditor monthly reports for March 2022: Fannin County Auditor Alicia Whipple gave the report that revenue, year to date, was $11,784,716.90 and the expenses are $6,507,720.09 in the general fund. She also noted that all county departments are currently where they need to be with their budgets. Commissioner Magness made the motion to approve the report with Commissioner Lane seconding the motion which passed. 10. Discussion, consideration and action to approve payment of bills: A motion was

made, seconded and passed to approve the payment of bills. 11. Discussion, consideration and action to adopt an approximately one-mile length of roadway, Hidden Meadow Trail, Hidden Meadow Subdivision, on CR 4920 in Leonard: Fannin County Development Services Director Di Hopkins stated the road was constricted by 10/15/2019 and the road was inspected by herself and Commissioner Self on 3/25/2022. After noting that three roads, 4921, 4922 and 4923 would be adopted by the county, Commissioner Self made the motion to approve the adoption of those roads. The motion was seconded by Commissioner Magness. After Judge Moore repeated a word of caution made by Jim Allison about accepting roads in subdivisions, a discussion ensued covering the criteria needing to be in place for a county to adopt a road and whether requirements can be made on roads not adopted by the county. She noted that because there is still an ongoing wait for the wood for the courtroom floor, it was determined that there is not yet a definite date available for that to happen. Discussion, consideration and action regarding Real Property Executive Session: Judge Moore announced that significant progress was made towards the purchase of property for the creation of a “Criminal Justice Center.” Commissioner Magness made the motion to approve authorizing the Fannin County Judge to sign a contract with Bonham Walmart Incorporated for the purchase of the property located at 2221, 2223 and 2225 N. Center Street, Bonham, Fannin County Texas, provided that the contract is reviewed by the Fannin County District Attorney to confirm that it contains the final negotiated terms. The motion was seconded by Commissioner Lane and passed unanimously. After the vote, Judge Moore explained that with this contract, there is a 60-day review time for the county to determine that everything agreed upon is in the contract and if that is not the case, the county can step out of it. The agreed upon price for the property was not disclosed at this meeting. 19. Discussion, consideration and action regarding Consultation with Attorney Executive Session: Judge Moore explained this was involving discussion on contracts dealing

with the courthouse restoration. Commissioner Lane made the motion for the county to pay for the courthouse furniture, courthouse parking lot and internet in total of $438,422.06 out of ARPA funds (American Rescue Plan Act.) The motion was seconded by Commissioner Magness and the motion passed. After the vote, Judge Moore further explained that those items were not in the original bond but needed to be paid. 20. Comments by County Commissioners and County Judge: Commissioner Lackey thanked everyone for attending and said he believed it had been a good meeting with a lot accomplished. He advised calm for the public when the tax estimates come out and wanted the public to know the Commissioners Court has nothing to do with property valuations. He concluded with the observation that valuations are rising all over Texas. Commissioner Magness agreed with Commissioner Lackey’s statement that the County Commissioners have nothing to do with the rising valuations going on in Fannin County and urged residents to take time to observe and enjoy the beauty of Spring days especially the recent blooming of bluebonnets. He concluded with comments on the forecasted heavy rains to occur next week. Commissioner Self also commented on the upcoming tax evaluations and how he was told there was over 2,000 people a day moving to Texas that was causing the inflation of property valuations. He too commented on the recent sunny weather and wished all a good week. Commissioner Lane expressed the hope that everyone had a good Easter. She noted that this weekend was a workday at Lake Fannin and next weekend, April 30th was the Household Hazardous Waste Collection Event at the TCOG parking lot in Sherman from 8:00 a.m. to 12:00 p.m. She reminded of the need to pre-register an appointment on their website (www. tcog.com) and wished all a wonderful day. Judge Moore commented on the Town Hall Veterans Meeting that occurred last week on the 12th. He emphasized the importance of doing all that can be done to keep all the Veterans Administration’s service in Fannin County. After encouraging citizens to write letters to their congressional leaders urging the VA’s services be kept local, he mentioned how contact information had been made available at the last commissioner’s meeting for those representatives and was advised that all that contact information could be found in this week’s Fannin County Leader (page 15 of the April 19th edition.) Judge Moore also advised petitions with a bunch of signatures could be very helpful in the endeavor to convince government leaders to allow all the VA’s services to remain in our area. Judge Moore then noted his gladness about the progress made on moving towards a Criminal Justice Center he believes will be a “tremendous benefit for the county at an economical price.” He said that though there is still a lot of work to do, it is nevertheless a great step forward for the county. 21. Adjourn: A motion to adjourn was made, seconded and passed at 11:31 a.m.

Highway 34 Bridge Passes Halfway Mark

Lake Ralph Hall bridge progress Press Release An incredible amount of beam laying and concrete pouring has happened since work began on the Highway 34 bridge. In just nine months since the project broke ground, crews have finished half of the bridge over the future Lake Ralph Hall. To date, 65 workers have placed and poured: • 100+ columns (to hold up the beams) • 130+ beams (to lay on top of the columns and hold roadway decking) • 10+ spans of deck (poured for the road base) Work on the bridge will continue, along with clearing and construction on nearby roadways and the lake’s other, smaller bridge—Merrill Creek Bridge—which begins in April.

A Common Savior

God has provided a common Savior for all. Jesus said that “For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life” (John 3:16). God loves ALL the souls of man. Luke penned the words, “Therefore let all the house of Israel know assuredly, that God hath made that same Jesus, whom ye have crucified, both Lord and Christ” (Acts 2:36). This common Savior is Jesus, the Christ. Jesus’ sacrifice was for the sins of the world. The Hebrew writer wrote that “now once in the end of the world hath he appeared to put away sin by the sacrifice of himself” (Hebrews 9:26). Paul reminds us that we are to “walk in love, as Christ also hath loved us, and hath given himself for us an offering and a sacrifice to God for a sweetsmelling savour” (Eph 5:2). This sacrifice was to death. Again in Hebrews, we learn that “we see Jesus, who was made a little lower than the angels for the suffering of

death, crowned with glory and honour; that he by the grace of God should taste death for every man” (Hebrews 2:9). This common Savior is now in heaven. Of Jesus, it is said that “this man, after he had offered one sacrifice for sins for ever, sat down on the right hand of God” (Hebrews 10:12). The Gospel is taught and men and women are baptized by the common Savior’s authority. The Lord said to “Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world” (Matthew 28:19-20). There is “ONE Lord” and common Savior (Ephesians 4:5). Peter spoke of “Jesus Christ” (Acts 4:10) when he said that “Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12). If we will be saved, it will be by the common Savior, Jesus Christ.

Press Release - Paris Chapter of Texas High School Basketball Officials has been giving these awards for several years, trying to encourage and reward good sportsmanship. These certainly are not the only players and coaches worthy of recognition, but these selected do

Press Release - Around one hundred people were in attendance at the Complex in Bonham for a banquet honoring the volunteers and partners of the Fannin County Children’s Center. Attendees included CASA advocates, investigators, prosecutors, therapists, forensic interviewers, caseworkers, attorneys, district judge, board members and other volunteers and professionals involved in the child welfare and criminal justice systems in Fannin County. Roxanne Wilson and Marta Schreiber received a standing ovation when it was announced that they are the CASA Advocates of the Year. Schreiber has been a CASA advocate for 22 years and Wilson for ten years. The first case they worked together lasted seven years. CASA Program Director Julie Luton described how the two have worked many cases together and experienced many joys, disappointments, successes and struggles along the way as they have advocated for many children in foster care. Melanie Elliot with the Bonham Police Department was selected as the Multidisciplinary Team Member of the Year for the Children’s Advocacy Center. Members of the multidisciplinary team, which includes professionals from CPS, law enforcement, prosecution, medical and mental health, nominated and voted on the team member of the year. Assistant District Attorney Will Porter and CPS investigator Cody Trauer were recognized for being finalists for the team member of the year award too. Colleen Ewing was named the Children’s Center Volunteer of the Year. Community Development Director Andrea Lappin described how Ewing volunteers with the annual School Supply and Christmas Drives and other ways around the office. Her cheerful smile and willingness to help get

Bonham-Maxine Underwood West, age 77, born on May 29, 1944 in Bonham, TX to Albert Sidney and Myrtle Mae (Burk) Underwood. She passed away on Thursday, April 14, 2022 at Texoma Medical Center in Denison, TX. Maxine married Billy Franklin West on May 2, 1973 in Mesquite, TX; he preceded her in death on January 24, 2018. She worked for Denton State Hospital as a CMA for 7 years. Maxine was 1 of 12 children, she was a loving wife, mother, grandmother, sister, and friend. Maxine enjoyed flowers of all kinds and loved her pet cats. She enjoyed reading her Bible, was a prayer warrior and loved Jimmy Swaggart. Maxine is of the Assembly of God faith. She is survived by sons, Thomas Jones and wife Michelle “Tigger”, and Billy West; grandchildren, Karisma West, Nathan DeLos-Santos, Jason Jones, and Bentley West; sisters, Hazel Gooch, Lyna Pinkston, and Faye Hughes; in addition to numerous nieces, nephews, and extended family and friends. MICKEY DON FULLER

Mickey Don Fuller was born to Ed and Ruby Fuller May 23, 1942 in Leonard. He passed from this earth April 17, 2022, after a lengthy illness. Mickey led a unique life and was never a stranger to hard work. The best years of his work life were the 28 years he spent with Sullivan Transfer, a Freeman Company, where he personally supervised the setup, construction, and dismantling of the Republican Convention arenas five times: Dallas in 1984, New Orleans in 1988, Houston in 1992, San Diego in 1996 and Philadelphia in 2000. There wasn’t a job too big or too difficult for Mickey and he tackled each one with confidence and enthusiasm. Though he had many hobbies through the years, his greatest passion was classic country music. There wasn’t an artist or a song he didn’t know and immediately recognize after the first few notes were played. He read virtually every history book and biography ever printed on the subject. He loved to tell the story of how in the early 1960’s he and a couple of his buddies from the Dallas Police Department wound up with an abandoned and intoxicated George Jones on their hands in the wee hours of the morning after a concert and didn’t know what to do with him. To get the most out of the story you would have had to hear him tell it. Love of football, the Dallas Cowboys, and NASCAR were always a top priority with Mickey. He never missed a Cowboy Game or a race, no matter what else was happening. In earlier years, he enjoyed fishing the area lakes with his friends and, after retirement, he always enjoyed working on projects around the house. Mickey graduated from Leonard High School in 1958 where he was active sports and school activities. After graduation, he attended Paris Junior College, receiving a football scholarship to play for the Dragons. Later, after retirement, Mickey returned to his hometown of Leonard, where he spent the remaining years of his life. Some of his favorite pastimes included listening to the police scanner, keeping an eye on local politics, as well as talking to his cousins, Billy and Roby Watson, R.C. Kuhn, and his best friend Bob Irby. He also loved “holding court” every morning before sunrise with his friends at the Kwik Chek coffee booths. He was a member of The Church of Christ. Mickey is survived by his wife of 38 years, Joey, his sister Becky, his son Kyle and daughter Kelley, stepson Steve, and his grandchildren: Jason, Christi, Kenneth and Cheyenne. He was preceded in death by his parents, brother Kenneth, his former wife Nancy, and his stepson Eddie. A graveside service will be held at a later date. Bonham-Ann (Read) Renfro, age 58, of Ivanhoe, TX was born on January 14, 1964 in Derby, England to Samuel “Sam” James and Winifred “Win” Elsie (Fordham) Read. Ann passed away peacefully on Thursday, April 14, 2022, after a valiant battle with Glioblastoma. Even after such a devasting diagnosis, Ann fought like the warrior that she was and remained courageous, positive, and humorous- the same way she lived her life. Ann married Lynn Edward Renfro on May 28, 2004 in Bonham, TX. She was a devoted wife, mother, daughter, Ninny, Grannie, sister, and friend. In her younger days, Ann was a fun loving, strong willed, and determined child. Those traits followed her into adulthood. Normally a reserved, gentle soul, Ann was fiercely protective of her loved ones and did not hesitate to advocate for them. She lived life to its fullest. She enjoyed spending time with her family, spending time with friends at the river, being early everywhere she went, losing all her money at the casino, and rescuing orphaned animals. Left to cherish her memories are her husband, Lynn Renfro; daughter Jade Warburton and husband Gary Johnson; daughter Kirsty Carroll and husband Blake; stepdaughter Lauren Weissert and husband Heath; stepson Ethan Renfro and wife Michelle; mother Win Read; sister Jane Poskocil and brother-in-law Keith; grandchildren Ella, Josey and Graham Johnson, Piper and Tucker Carroll, Brayden, Eastyn, and Hoyt Weissert, Vanah Renfro and Emma Ford; nephews Dan, Will, and Steve Poskocil and other extended family. Bonham-Barbara Earle Williams Sanderson, age 85, of Bonham, Texas was born on September 14, 1936 in Honey Grove, TX to Margaret Conine Williams and Taylor Clark (Maggie) Williams. She gained her wings and entered her eternal home on Thursday, April 14, 2022 surrounded by her loving family, while at the North Star Rehabilitation and Healthcare Center in Bonham, TX. At the age of 5, Barbara and her family moved to Marlin Texas where they lived happily until she was 10 years old. In 1946, Barbara’s family moved to Bonham, Texas where she attended school. She enjoyed cheerleading and being a member of the National Honors Society. Barbara graduated from Bonham High School in June of 1955. Barbara Earle Williams married Billy Ross Sanderson on June 3, 1955 in Bonham Texas. She worked for the Bonham Independent School District and served as a teacher’s aide until she retired. Barbara has been a member of the First Baptist Church of Bonham since she was 10 years old. She was a loving wife, mother, grandmother, great grandmother, sister, aunt, and friend. PAULA ANN CRANFILL

Paula Ann Cranfill, age 88, passed away peacefully on April 21, 2022. She was born on December 20, 1933, in Muskogee, Oklahoma, to the late Allie Clifford Stinson and Eula Stinson Durbin. She graduated from Muskogee High School in 1951. Paula attended Oklahoma State 4/26/22 University where she met her husband Vernon Wayne Cranfill. They were married on August 20, 1954. They were married for 49 years before his death in 2004. She was a stay-at-home mother who raised three children and enjoyed traveling with her husband after his retirement. Paula was a long-time active member of First United Methodist Church in Bonham, Texas. She is fondly remembered as a member of the Builder’s Sunday School class where she played the piano for many years and was active in many Bible Studies. Paula will be especially remembered for her kind spirit, her care for others and her love of her Lord. She was also an active volunteer in 4-H Club work and visited hospitals and nursing homes regularly. Paula is survived by two sons, Kenneth (Mary Beth) Cranfill of Allen, TX; Bruce (Robin) Cranfill of Raleigh, NC; one daughter, Donna (Ronald) White of Eastland, TX; 7 grandchildren and 10 great-grandchildren. She was preceded in death by her husband Wayne Cranfill, her brothers Marvis and Selby Stinson, and her sister Mida Dieter. Visitation was held at 2:00 PM on Saturday, April 23, at First United Methodist Church in Bonham, followed by a Celebration of Life at 3:00 PM. Lavonia Pearl (McKenzie) Burk was born on April 14, 1927, in Bonham, Texas, the daughter of Asa and Annie (Lowery) McKenzie. Sis, as she was known by most, passed away on April 3, 2022. She was only 11 days away from her 95th birthday. She was raised in Bonham but moved to Dallas during the war. Her mom was one of the first females to go to work at the Airplane factory for the war effort. Sis attended school while waiting for her soldier to return. She first met him when she was seven. December 21, 1945, Lewen Jefferson “Jack” Burk and Lavonia were married. He was so anxious; he gave her one week to get a wedding together after arriving home from the War. Together, they raised two daughters. Lavonia was proud to be a member of the Eastern Star and of the United Daughters of the Confederacy under two grandfathers. She was a life

The 2021 Class 1A State quarterfinaist in boys’ singles admitted to being “a little nervous” at the beginning. However, once back into the routine of going to practices

and tournaments, Weeks has repeated how he advanced last spring -- winning championships this month at the District 23-1A and Region II-1A Boys’ Tournaments at Bonham and Whitney, respectively.
