The regular meeting of the Fannin County Commissioners Court was called to order Tuesday, April 21, 2020, at 9:06 a.m. via teleconference. County Judge Randy Moore established quorum; all commissioners were present. The invocation was given by Reverend John Dennis of the Leonard Church of Christ. The pledges were led by Major James Manis. 4 Judge Moore opened discussion regarding the Fannin County Declaration of Disaster Proclamation for Covid-19 by addressing Governor Abbott’s executive orders GA-15, which allows for some elective
surgeries to be permitted when specified conditions are met, and GA-16, which allows for non-essential retail businesses to reopen for delivery and pickup services, while continuing the other restrictions laid out in GA-14. The Commissioners Court moved to adhere to GA15 and GA-16 in place of GA14 and to extend the Fannin County Declaration of Disaster Proclamation for Covid-19 until April 28, 2020. Motion passed. 5 A motion to extend through April 28, 2020, the Covid-19 Response and Continuity of Operations Plan for Fannin County, adjusted to include new dates and adherence to GA-15 and GA-16, passed.

Treasurer Woodson reported that the receipts for March were $10,821,846.60, including the 2020 General Obligation (GO) Bond. Not including the GO Bond money, the receipts came to $915,934.41. Treasurer Woodson clarified that though sales tax revenue was high in March, the effects of Covid-19 resulted in lower receipts in all other departments. 6/11/19 6 Judge Moore opened discussion on the Proclamation for the 4-H Volunteers stating April 19th – April 25th, 2020 as National Volunteer Week in Fannin County. Judge Moore introduced County Extension Agent Bethany Arie, who thanked the Court for addressing the Proclamation and recognizing the hard work of the 4-H volunteers. She explained how 4-H has been impacted by Covid-19, and how the volunteers have risen to the occasion by finding innovative ways to help their community stay safe. The Agreement will be made available to Commissioners Whitlock and Magness for signing. 12 Commissioner Lackey addressed the landscape maintenance of county properties, explaining that Commissioner Magness has in previous years taken responsibility for maintaining properties including the South Annex Building and the Texas Department of Public Safety. Outside lawn care has in the past been deemed too expensive, but though the county has appropriate equipment, the schedules of the Commissioners have made regular lawn maintenance inconsistent, and the workload unequal. Commissioner Magness raised the concern of equipment maintenance and repair, and County Auditor Alicia Whipple confirmed there are funds available to cover these expenses. An agreement was made to move the landscape equipment to the precinct 4 barns, and to create a schedule for alternating workers from each precinct as well as the Courthouse custodian to share the workload. Director Huffman explained the county’s participation would require the Judge and Commissioners to write letters of recommendation for the plan. Judge Moore suggested the award would not only be praised for the plan’s architect Daniel Harrison but would also reflect well on Fannin County. A motion to submit the Bois d’Arc Lake Comprehensive Plan and the Zoning Regulations to the APA Texas Chapter Award, along with the required letters, passed. 15 Judge Moore introduced the recommendation by the Bois d’ Arc Lake Zoning Commission to approve the zoning change from Agriculture to Residential for a manufactured
home subdivision on FM 273, Bonham, Texas. Judge Moore noted that the Planning and Zoning Commission has approved this development according to the guidelines of the Bois d’ Arc Lake Comprehensive Plan, which has already been adopted. Director Huffman commented that the housing development, named Lake Trail Estates and implemented by Clint Hemby, will be made up of brand-new double-wide mobile homes. Commissioner Lackey clarified that the Commissioners Court has no authority over deed restrictions, and no power to enforce them. He continued that the function of the Commissioners relating to this kind of development is

16 Judge Moore recommended passing on discussion and action to address NTMWD regarding construction alterations to utilize the lake and the use of the adjacent property and moving the item to an executive session for the next regular meeting on April 28, 2020. 17 Director Huffman explained the need to approve a re-plat of Hidden Meadows Trails Subdivision, Lots 20 & 21 only, on County Road 4920 in Leonard. The original plat was approved on 10/15/2019, but workers pouring the driveway accidentally crossed into the next lot, so the two lots affected require a re-plat. A motion was made to approve the re-plat. Motion passed. 18 Director Huffman explained the request for approval of a one-time severance of three acres out of a 4.1-acre tract on County Road 1410 in Bonham. A motion was made to approve the severance. Motion passed. 19 Judge Moore introduced Purchasing Agent Michelle Case to discuss awarding the contractor bid for Phase 2 of Fannin County Courthouse Restoration, specifically Visual and Audio. Purchasing Agent Case explained this bid will bring the Courthouse up-todate with equipment such as TVs and microphones. The bid, totaling $237,215.33, is from Batts Audio, Video & Lighting, in Denison, Texas. The bid was approved. 20 Judge Moore acknowledged Auditor Whipple to speak about moving $43,000 from Income line “Automobile Insurance Loss Payments (10-370-131)” to Expense line “County Sheriff Automobiles (10-560-575) and allowing the Sheriff to purchase a replacement patrol vehicle from Reliable Chevrolet. Auditor Whipple stated that a deputy crashed and totaled a patrol car a few months prior and that the $43,000 is the insurance payout for the vehicle. The replacement patrol vehicle already selected will be paid for by the funds from the insurance. A motion was made to approve moving the insurance funds. Motion passed. 21 Judge Moore acknowledged Auditor Whipple to speak on the approval of the Modification of Intergovernmental Agreement by Fannin County with the United States Marshals Service, Modification No. “Special VTC Language”, to incorporate the use of guard services on a case-by-case basis to monitor Federal Prisoners during Video Teleconferencing Hearings. Auditor Whipple explained this Agreement is an extension of practice already in place for county inmates. A motion was made to approve the Agreement and have the
County Judge sign on behalf of the County. Motion passed. 22 Judge Moore opened a discussion on moving forward with the grant application for County Transportation Infrastructure Fund (CTF) for $104,805.00 with an in-kind match of 20%. County Auditor Whipple explained that this is a grant from the Texas Department of Transportation (TxDOT), specifically for the infrastructure of the county. The funds would be spent by the county and reimbursed by the grant and must be used within five years. Commissioner Lackey suggested prioritizing by asking each precinct to select one project, and distributing the funds equally on those four projects. Each project would have to exceed the funds coming from the grant to fulfill the requirement of the county’s 20% match. Commissioner Lackey stressed that this grant is not a regular income for the county. Auditor Whipple noted that the application must be submitted by May 27, 2020. Judge Moore suggested Commissioners work closely with Commissioner Lackey, who has experience with the grant program. A motion was made to move forward with the grant application. Motion passed. 23 Motion to approve the payment of bills passed. 24 Public Forum: there were no comments. 25 The Commissioners Court moved into Executive Session at 10:30 a.m. for deliberation regarding EMS Contract (Ambulance Services). 26 At 11:23 a.m. Judge Moore resumed the regular session of the Commissioners Court. Judge Moore suggested continuing this discussion in a similar executive session at the next regular meeting. 27 Comments by County Commissioners and County Judge: Commissioner Whitlock had no comments. Commissioner Self noted that the Friday before, a gravel truck fell four feet through a bridge on CR 4910. There were no injuries, and there was only minor damage to the truck. Repairs on the bridge should be completed that day. Commissioner Magness had no comments. Commissioner Lackey stated CR 2950 at Bullard Creek is now permanently closed, and cannot be used to access 1743. He also noted that the city of Paris is setting up a drive-thru testing center to administer their 5,000 Covid-19 antibody test kits, which are used to determine if a person had Covid-19. A fee of $25 will be required to take the test, and the testing is also open to Fannin County residents. Judge Moore reported that there was a total count of thirteen Covid-19 cases in Fannin County as of April 21 and that Dr. Froelich will make another updated report this Friday. The meeting adjourned at 11:34 a.m.

Since we are staying home more, and cooking more, we need more “from scratch” recipes. This recipe comes from my cousin in Hopkins County. She said that her friend, Sheila Koon, makes this recipe every time they have a big fish fry, and they are delicious. She didn’t send any instructions, but with most hush puppies, you just fry them any way you like to fry foods. It looks like you can half the recipe if you wish. Press Release - The Bonham Economic Development Corporation Board of Directors recognize the hardships and wish to help mitigate the economic impact of the COVID-19 pandemic on our local businesses and economy. BEDCO is making cash relief grants available with a maximum award of $2,000. These grants are intended to help local businesses retain their employees and resources needed to survive during these trying times. The grants will be made available pending final review of BEDCO Emergency Assistance Committee. Grants will be provided only to businesses within the city limits of the City of Bonham. Businesses that do NOT qualify for the program • Businesses with a drive thru • Grocery stores, Big Box Stores • Construction and real estate development and sales • New or Used automotive
sales • Banks, lending and financial institutions • Gas stations and convenience store • Non-profit entities, organizations or associations • Medical and health providers and related service companies and vendors • Auto mechanics and auto repair shops • Plumbers, HVAC technicians and electricians • Smoke Shops • Pawn Shops If a business receives financial assistance under this program, then subsequently receives federal assistance, the business is required to repay BEDCO the amount of BEDCO assistance received, within ninety (90) days of receipt the federal funds. Press Release - Understanding that patients still need healthcare even during a crisis, Carevide Bonham is still serving patients but making necessary changes to ensure healthcare needs are met. The center is currently providing telehealth services which allows patients to be seen for certain appointments by their provider from the safety of their own home. Many appointments can be handled this way, including: medication refills, management of chronic illnesses, and some acute illnesses. For those patients who cannot be treated through the
use of telehealth, Carevide staff have put a number of precautions in place to continue seeing patients as safely as possible. The site is utilizing designated exam rooms and staggered scheduling to promote distance and patient safety. Additionally, certain symptomatic patients might be seen or tested in their vehicle upon their arrival to Carevide Bonham. “The health and safety of our communities, patients, and staff will always be our number one priority. We understand that there are still healthcare needs to be met, and we will remain vigilant
to meet those needs safely,” stated Michelle Carter, Chief Executive Officer for Carevide. Carevide Bonham has provided general family medical services to the residents of Bonham and Fannin County since 1997, starting as a part-time health center and then transitioning to a full-time health center in 1999. Carevide Bonham currently has two providers – Lisa Brittmon, FNPBC and Benjamin Hanssen, FNP-C. The health center provides medical services, basic women’s health services, in-house labs, onsite pharmacy, translation services, social services, eligibility services, and enrollment assistance. Hez Houston Ray 3/10/1932 – 3/17/2020
Hez Houston Ray was born March 10, 1932 in Hereford, TX to David & Elizabeth Gibson Ray. He died at 88, March 17, 2020 in Spanaway, WA. He leaves behind his wife, Beverly Ray of Surprise, AZ, children; Debbie Shapiro of Tucson, AZ, Donna Robinson of Sumner, WA, Diane Ray of Heaven, Hez Dwain Ray of Fairbanks, AK and Melody Attwood of Spanaway, WA. Also 10 grandchildren and 3 great grandchildren. His twin brother, Rex Ray, sisters Ann Rinker & Raynell Glaser reside in TX. He and his twin brother, Rex, attended several schools. They graduated in 1950 from Ector High School. In 1953 Hez fulfilled his dream of going to Alaska. In 1955, he graduated from the University of Alaska and married his sweetheart, Beverly Cohoe. Later he earned his Masters degree in P.E. at UNT. After teaching and coaching in Fairbanks High School for many years, Hez became Recreation Director for Fairbanks. In the early 1960’s, he witnessed the devastating invasion of drugs among the young people. In 1968 he saw an answer for providing healthy activities: an abandoned WWII airplane hangar out from Fairbanks. Hez persuaded the State to donate the huge hangar and spearheaded a massive effort to disassemble it and move it to Fairbanks. This was done by volunteers: students and adults, including forty-five truckers who hauled the materials. Continuing with all volunteer labor, the old hangar was rebuilt as an in-door ice-skating rink. He organized the first Artic Winter Games nicknamed “The Big Dipper”, with additional sports fields that now surround, this recreation area is known as the Hez Ray Sports Complex. At 82 Hez published his story “The Big Dipper: A Dream is Born” (available on Amazon). “My book will be dedicated to youth, their energy, their enthusiasm, their tears and their laughter. I will encourage them to say “Yes” to life, “No” to drugs and “Thanks to God.” Donations are made in Hez Ray’s Memory to: Tanana Valley Youth Sports Foundation, Inc Box 61312 Fairbanks, AK 99706-1312 (Mail cash, check, or money-order.) Federal EIN: 92-0158803 friends. WILLIAM HERMAN ADAMSON4/28/20 Herman is survived by his sons William Herman Adamson went home to be with the Lord on April 15, 2020 at age 95. Herman was the husband of the late Mary Jo Adamson and father of Rick, Joe Bob and the late Mike Adamson. Born on February 27, 1925 in Bonham, Texas, Herman was the son of Willie Harrison & Jessie (Ellis) Adamson. He graduated from Bonham High School in 1942 and Barber College in 1943. After growing up in Bonham, Herman entered the Navy and served in both World War II and the Korean War. Herman married Mary Jo Hope in 1946. Throughout his career as a Barber, Herman worked alongside his father and attended Paris Junior College before transferring to North Texas State College in Denton, Texas where he graduated with a degree in Business Administration in 1955. While in Denton, Herman also spent time working for the Denton Record-Chronicle throughout the 1960s. Herman ended his career working for the Internal Revenue Service before retiring in 1984. Upon retiring, Herman and his wife Mary Jo moved to Lake Kiowa where they enjoyed their time with friends, golfing, traveling and retirement. Herman spent the last years of his life residing in Denton surrounded by family and

News Release - In a few short days, the 2020 Notice of Appraised Value for all real properties in Fannin County will appear in mail boxes. The notices will be mailed on April 29th to the owner of record at the address listed on the appraisal records. These notices are perhaps the most important piece of mail you will receive from the Appraisal District and it is important that property owners read and understand the contents. The notices also usher in the phase of the tax calendar known as equalization—the time set aside in law for property owners or their authorized agents to address concerns related to the information on the notices. The real estate market has experienced significant changes in our county over the last year. The date of appraisal, as required by law, is January 1, 2020 (Pre-COVID-19), meaning the trends and market forces leading up to and existing at that time were used to establish the values for 2020. Look Out Below A Freestone County game warden arrested a suspect in an ongoing investigation that began in February relating to hog hunting from a helicopter. A husband and wife were working cattle on their property when a helicopter began to hover over their property and shoot feral hogs. The husband waved his arms at the helicopter and it flew off. After the investigation, it was clear that the helicopter owner did not have a landowner authorization permit for the property in question. warden was contacted by a retired law enforcement officer who was fishing the Dickerson River Bottom of the San Gabriel River in Circleville when he saw a man using a cast net and catching white bass. The retired officer said there was a group of six men, and one was using the cast net. When the warden arrived on scene, he saw the man catching white bass with a cast net, then give it to another fisherman to manually hook the fish in the mouth onto a stringer. The warden contacted the men and found that none of them had a fishing license. The man using the cast net caught 20 of the 25 fish on the stringer, two being undersized. Citations and civil restitution were filed, and the fish were donated to a needy family. No Sale A game warden was contacted about an Operation Game Thief incident in progress regarding an individual in Killeen selling crappie and catfish on a social media website. The warden located the post and found the seller’s address. After arriving at the seller’s location, the individuals admitted to the warden that they had been trying to sell the crappie and catfish they caught at Stillhouse Hollow Lake on social media for the last two days, but no one purchased them. The warden issued a citation for the sale of protected game fish and seized seven blue catfish, one yellow catfish and a bag of crappie meat. Case pending.

The white bass are good in deeper water with slabs, jigs and jigging spoons. Catfish are good on live and cut bait in 8-16’. Lavon GOOD. Water stained; 64-68 degrees:1.25 high. Crappie are fair on minnows fishing 10-20’ over brush piles and bridges. White bass are excellent in the 2540’ with jigs and slabs. Look for birds diving over feeding schools of white bass. Black bass are good on crankbaits, top waters, lizards and jigs in 4-12’. Catfish are good on prepared baits and live bait in 10-20’. Tawakoni EXCELLENT. Water lightly stained; 65 degrees;
0.35’ high. Catfish are excellent on live bait and cut bait 6-18’. Largemouth bass are good on spinnerbaits, plastic worms, and square billed crankbaits in coves and in creeks. White bass and hybrid stripers are excellent on swimbaits and slabs working birds when active or deeper points, creekbed, and humps in the main lake. Crappie are fair on minnows and jigs around a brush pile, docks, and marinas. Texoma GOOD. Water lightly stained; 65-69 degrees; 0.90’ low. Striped bass and white bass are excellent on live bait. Largemouth bass are good fishing plastic creatures and crankbaits in 6-12’. Crappie are fair on minnows and jigs by boathouses, marinas and brush piles 8-15’. Happenings at Bonham State Park
Press Release - Behind the closed gates at Bonham State Park many things are happening. Visitors hiking or biking the Lake Loop Trail will find new self-guided interpretive signs pointing out various plants and features along the trail. Other existing trails are renamed to Armadillo Trail, Gnarly Root Trail, and Bois d’Arc Trail. To eliminate the confusion at trail crisscrosses, arrow signs are now posted. Hikers will follow the green arrows and bicyclists will follow the blue arrows. On the park road, newly installed gates will provide additional security for overnight campers. Near the fishing pier, a new sidewalk was poured to provide greater access for visitors with mobility issues. The restroom at the Barracks dining hall has been remodeled for better accessibility. For the nature enthusiasts, additional flower varieties have been added to the wildflower gardens around the headquarters building to attract a greater variety of butterflies and other pollinators. Currently Bonham State Park continues to be closed to the public due to a septic system failure. All overnight stays and all day-use including fishing, hiking, biking, swimming, boating, and picnicking are suspended. Updated status of the park can be found on our Facebook page, the Bonham State Park’s webpage, and the TPWD website. Camping reservations affected by the park closure will be contacted by TPWD. FAQ · Can I make reservations for Memorial Day weekend? If the system allows it, reservations can be made. However, it is unknown at this time if the repairs will be completed before the end of May. · Can I come in just to fish/ hike/bike/swim/kayak/eat my lunch? No. All access to the park is prohibited until repairs are completed. · Are all state parks closed? No. Several parks are closed for various reasons, however, most of the State Parks are open. Please check the Texas State Parks website for park closures and updates. · How do I get an entrance pass/day permit into a state park? Please go to Texas State Parks Reservations website and follow the link for permits. Overnight stays are through the same website. Currently, all day permits and overnight reservations for Texas State Parks must be made online prior to arrival. Cash and check transactions are currently prohibited.
