Quorum was established as County Judge Randy Moore and three Board Directors were present on site and one on Zoom. 2. Public Forum: A citizen from McKinney who is a real estate developer, spoke regarding some property they are interested in that is partially inside the 5,000 ft buffer zone. He wanted to know what process would be needed to remove the small part of acreage from the buffer zone. Discussion ensued between the citizen, Judge Moore and a few of the Directors. Citizen called in on Zoom chat to ask for a link to the Zoning map. 3. Approve meeting minutes from 03/04/2021 Public Hearing, 03/04/2021 Regular Meeting and 02/04/2021 Public Hearing: Motion was made, seconded and passed to approve minutes. 4. Discussion, consideration and action regarding the recommendation to Commissioners Court of the Change in Zoning application for 1.75 acres on CR 2900 in Dodd City; from Agriculture to Rural Estate Single Family District: Motion was made, seconded and passed to approve zoning change. 5. Discussion, consideration and action regarding masonry requirements in the Lake Zoning Regulations: Di Hopkins spoke to this item and referenced law HB 2439 that was passed in 2009 which limits cities and counties to regulate building materials. With that in mind she asked what the Commission wanted to do with the regulation in the manual that addresses what people can and can’t build their properties out of. Discussion ensued regarding pgs. 36, 38 and 54 from the manual. It was decided for Attorney Newt Cunningham to look at the issue and get back with his recommendations. Hold and Attend a PUBLIC HEARING to hear comments regarding the proposal to establish a speed limit of 30 m.p.h. on County Road 4945 in Leonard: Commissioner Self stated County Road 4945 is just West of Leonard with a wedding venue located off that road. He has received many complaints of traffic going too fast which has led to a petition being filed to establish a 30 m.p.h. speed limit. Time was given to allow anyone to speak on this item and no one came forward in person or on Zoom to make comments. Commissioner Self made a motion to adjourn, motion was seconded by Commissioner

The City of Bonham has already started experiencing a substantial rise in property values due to the growth inching its way towards us. This trend is only going to keep increasing upward. Rising local property taxes is a major concern for ALL
homeowners since we carry a major portion of the tax burden. It is especially going to become extremely hard on our Senior Citizens who are on fixed incomes. Many could be faced with being priced out of their homes. At the present time, Fan-
nin County and Bonham ISD both do the right thing and offer tax freezes for seniors 65 and over who have their homestead here. The City of Bonham is the only taxing entity that DOES NOT offer seniors a tax freeze. We, as citizens, have an opportunity to do the right thing and change that! Let’s be a community that is known for taking care of our senior citizens. Please get out and vote “FOR” the Tax Freeze Proposition. 7. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore delivered good news of decreasing Covid cases. He said that in total there have been 3,402 cases but currently there were only 13 active cases with nine of those being in prison. So, there is only 4 active cases in Fannin County. Additionally, there have been 107 fatalities and the current hospitalization rate is 3.64%. He thanked everyone who has been working to reduce those numbers. Motion was made, seconded and passed to extend Proclamation for one more week. 8. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore stated that per Dr. Froelich there is no need to change the Plan. He said there may in the future, be a state registration card showing a person has been vaccinated to ease travel restrictions. Motion was made, seconded and passed to extend the Plan one more week. 9. Discussion, consideration and action regarding Covid-19 update and needs for supplies or personnel: Troy Hudson gave a report of current vaccine activities and how the Call Center is only working to schedule appointments for those who called in previously. All others who are not on the Call Center’s list can go to the County Website under Covid-19 to find a link to a provider’s website to sign themselves up for a vaccine. 10. Discussion, consideration and action to allow local municipalities to participate in the County’s Code Red Program based on population of municipality at $0.67/person: After some discussion on the program which enables the County to notify citizens of emergency situations existing in the County, this item was passed on. 11. Kwik Chek/TXB Gives Back To11/14/17 Local Schools 1/21/20 Through ExxonMobil Educational Alliance Grant
AUSTIN, Texas (Feb. 25, 2021) -- Kwik Chek, a family of customer service-oriented convenience stores and quick food operations that is currently rebranding to Texas Born (TXB), has received $19,500 in grants to disperse to schools in need across Texas and Oklahoma through the company’s partnership with ExxonMobil and its Educational Alliance Grant Program. “We are thankful to ExxonMobil for allowing us to apply for these grants on behalf of schools in the local communities in which we serve,” said Sherry Capehart, grant distribution lead at Kwik Chek/TXB. “Convenience stores are in every community. The people we see every day are our neighbors, and we want to give back as much as we can to give our communities the support they need.”

NTMWD Recognized by National Association Sexual Assault of Clean Water Agencies for Innovative Awareness Workforce Training Program Month WYLIE, TX – March 1, 2021: the North Texas Municipal Water District (NTMWD) has been selected to receive a 2021
National Environmental Achievement Award (NEAA) from the National Association of Clean Water Agencies (NACWA) in the Workforce Development category for its Waterworks Program. This innovative training program is a collaborative partnership with Collin College to address the growing worker shortage across the water and wastewater treatment industry. The national award is presented to NACWA member public clean water utilities that have made outstanding contributions to environmental protection, their communities, ratepayers, and the water sector. “Despite the many challenges and setbacks that we faced as a nation and a global community in 2020, these NACWA member public utilities were able to deliver on the promise of continued and reliable clean water services,” stated Adam Krantz, Chief Executive Officer of NACWA. “America’s public clean water utilities held steadfast in their commitment to serve and inspire their communities throughout the course of the pandemic.” In an effort to be proactive, NTMWD created the Waterworks Program in partnership with Collin College to address a well-defined shortage of experienced water and wastewater operators due to an industry-wide wave of retirements in the water treatment sector. The program provides a pathway for students interested in
working in water and wastewater operations and develops a pipeline of future employees critical to supporting the fastgrowing North Texas region. The training program is offered without charge to participating students through a 2019 Texas Talent Connection grant award. The program consists of two training paths toward the goal of earning a Class D license, one for water operators and the other for wastewater operators. Once eligible, students will be able to take the Texas Commission on Environmental Quality (TCEQ) Class D Certification exam. Following the training and licensure attainment, participants will have the opportunity to apply for on-the-job experience with a five-week internship at NTMWD. “The NTMWD Waterworks Program partnership with Collin College is just beginning to bear fruit and long-term projections look hopeful,” said Rodney Rhoades, NTMWD interim executive director. “Water and wastewater operations are essential services our communities will always need and is a very rewarding career.” This year’s NACWA NEAA Awards are presented to winners in the following categories: - Operations and Environmental Performance - Public Information and Education - Workforce Development - Watershed Collaboration

Press Release - The Fannin County Purchasing Agent serves a two year term in office and at the conclusion of that term, the Purchasing Board, which presently consists of Judge Lauri Blake as the Chairman and County Judge Randy Moore, must decide who will serve the next two years. Michelle Case recently completed her first term in office and has been appointed to serve another two year term. During the January 2021 Board meeting, Judge Randy Moore administered the Oath of Office to Michelle Case. Ms. Case announced goals for her next term in office which include updating the purchasing manual and training all county employees on using the new, electronic method of purchase order system. Michelle works closely with the Auditor’s office, the Commissioners Court, the IT department and County Treasurer, David Woodson. Ms. Case has been heavily involved in the court house restoration project as well as the upcoming process for investigating the possibility of building a Fannin County Justice Center. “I’m looking forward to serving Fannin County as Purchasing Agent another term. I plan to continue to implement best practices into the purchasing processes for the county with an eye toward saving money and getting the best value for taxpayers,” said Ms. Case.

ABSOLUTELY ABSOLUTE!
I was visiting a friend at The Heart Hospital in Plano this past week. As I was leaving, I saw a stand just inside the exit that said, “TAKE ONE – Compliments of Baylor, Scott & White.” As is my nature, I cannot walk past “a deal”, so I made my way over to the display. To my surprise, there was a collection of professionally done yard signs in the shape of a cross. Imprinted on each sign in purple were the words, “HE
IS RISEN!” and across the bottom – “It is finished!” I took my yard sign, so grateful that this organization who leads the way in innovative heart and thoracic surgery for the human body took the time to recognize that there is One Greater who led the way in healing the eternal spirit and heart of the human race. It is finished! There is no further need for Research and Development or cutting-edge intervention. Jesus finished the work. HIS WORK – COMPLETE FOR ETERNITY! HIS WORK AND HIS MESSAGE IS AN ABSOLUTE. An ABSOLUTE is by definition a principle which is universally valid. An ABSOLUTE may be viewed as TRUTH without any relation to any other thing, theory, thought, idea or any other person, place, or thing. In 1905, Albert Einstein published the Theory of Special Relativity. Einstein’s theory was based on the belief that there was an absolute around which all other motion could be measured. The Speed of Light is the absolute around which all other motion is measured. While scientists of that time were trying to base their equations on a mysterious, non-identifiable thing they named “ether” and making quite a mess of things, Einstein simply removed the “ether;” he looked at the experiments and assumed the findings were true for there was an absolute by which all else could be measured. He accepted the absolute, which was the exact opposite of what other scientists were doing. He removed the mysterious “ether” entirely and assumed that the laws of physics, including the speed of light, worked the same regardless of how you are moving. Thus, the theory that revolutionized modern science – a theory that was based on faith in an absolute law – the law of physics. Einstein came to be known as The Father of Modern Physics. He brought science out of “the ether.” “Look at the proud! They trust in themselves, and their lives are crooked. But the righteous live by faith.” Habakkuk 2:4. In other words, those who are right live by the knowledge of an ABSOLUTE TRUTH. We look around today’s world and see absolutes being challenged in every walk of life. 2 + 2 may not necessarily equal 4 based on an individual’s thought process; girls and boys are not absolutely girls or boys depending on one’s perspective, parents are not necessarily parents but may be regarded as non-descript humans, and God is only the figment of one’s imagination or understanding. As was in Einstein’s day, the “ether” is making quite a mess of things. The same was true in Jesus’ day until the day He entered earth’s scene. As He began His earthly ministry, the Bible says, “the people that dwelt in darkness have seen a great light, and those dwelling in the dread of death, on them HE is the Light that has dawned.” Matthew 4:16. The Book of Judges tell us of a people – God’s people – who had lost their way. There was one reason for their departure into degradation that would result in their destruction. “In those days, there was no king; everyone did as they saw fit, whatever seemed right in their own eyes.” Judges 17:6; Judges 21:25. Our nation has entered the “ether” and we are at a moral tipping point. But we can come out of the ether because we know the way out of this mess. His Name is Jesus Christ. He is the ABSOLUTE Truth of God and the Light by which we can judge every other action and reaction. “Jesus said, ‘I am the Light of the world. Whoever follows Me will not walk in darkness but will have the Light of Life.’” John 8:12. He is absolute Truth! “Jesus said, ’I am the Way, the Truth, and Life. No one sees God except through Me.’” John 14:6. There is only one reason that we would not accept this absolute Truth of God. Not because we cannot see God as reasonable, but because we want to do whatever seems good for us now. We want to be our own God, and we are making quite a mess of things. We are suppressing the TRUTH, because we want to live the way we choose. There are those who say they do not believe in God, but the Bible, in its wisdom, says that everyone knows God is there, because God has made it plain to them. “For since the creation of the world, God’s invisible qualities, His eternal power and divine nature have been clearly seen. He is understood through His works, therefore we are without excuse.” Romans 1:20

I write this article for one reason. My hope is that through seeing Jesus [God’s Salvation], through His Word – that the fear of death, the fear of life’s circumstances, and the hopelessness that overtakes all of us at times in our life would lead us to the Cross, where Jesus finished all the work God gave Him to do for us – His Creation. He gave me, a totally undeserving sinner, unlike Him in any way, HIS PEACE, HIS JOY and HIS GRACE beyond anything I could have asked or imagined. “For God so loved the world that He gave His Only Son, that whoever would believe in Him will not perish, but have eternal life.” John 3:16. CASA Gains 4 New Advocates

Swearing in ceremonies for the 4 newest CASA advocates were conducted by Judge Lauri Blake via Zoom. Press Release - Four local people recently completed training and were sworn-in to become volunteer CASA advocates for children in foster care. The Honorable Judge Lauri Blake of the 336th District Court administered the oath to the new volunteers. New child advocates include Jan Woodruff, Jamie Gentry, Kristin Morgan and Lana Allred. Because of the pandemic, this training class was entirely on-line including the swearing in ceremony, which Judge Blake conducted via Zoom. Each
volunteer will be assigned a case to work after taking their oaths. “We are excited to welcome these people to our team and even more excited to report that we are very close to having an advocate for every child in foster care,” said Sandy Barber with the Fannin County Children’s Center, which includes the local CASA program. In the year ending August 31, 2020, CASA served 119 children, which was the second most number of children in one year in the agency’s 27 year history.
That same fiscal year was the busiest ever in terms of the numbers of cases worked and the number of new children coming into foster care. All volunteers completed an intensive training class which prepares them to serve as Court Appointed Special Advocates (CASA) for children who have been removed from their home due to abuse and neglect. The district judge appoints CASA volunteers to serve as the Guardian ad Litem for each child who has been placed in the state’s custody. In that role,
CASA advocates investigate the child’s situation, prepare written reports to the court and advocate for the child’s best interest in court hearings and other settings. CASA also advocates and monitors to ensure that all educational, medical, mental health and other needs are met. Raw water pipeline that will be tested in April. Raw Water Pipeline Testing Press Release - The raw water pipeline is nearing the final stages of installation and preparations are in place to start filling the pipeline with water and pressure testing next month. During the test, the pipe will be filled with water at the pressure needed to test it for 8 hours. The pipe will be checked for any leaks, and if needed, corrections will be made. After the test is complete, the water (then at the Terminal Storage Reservoir in Leonard) will be used to test components of the Leonard Water Treatment Plant. The raw water pipeline test will take: • Approx. 58 million gallons of water (just under 90 Olympic swimming pools) • 2 weeks for the entire process.
Soil cement is placed on the dam to protect against water erosion. Lake Reservoir Update About 80,000 cubic yards of soil were added to the dam this past month, bringing it very close to the level needed for impoundment. Crews are also placing soil cement (a combination of sand, water and cement) on the lake-facing side of the dam, which helps protect the dam from erosion. This also needs to be completed before the reservoir can begin holding and releasing water.

Kurt Svante Fogelberg, IV, age 18, of Cooper, Texas passed away on Saturday, March 27, 2021. Funeral Services were held on Friday, April 2, 2021 at 2:00 p.m. at the Cooper High School Football Field with Bryce Jester officiating. Pallbearers were: Tristan Weathers, Collin McGuire, Jaxson McGuire, Chance Thornton, Ethan Colley, Rodney Bridges, Dillon Springfield, Jake Miller, Pierce Rogers and Brennen Hicks. Honorary Pallbearers were the class of 2020. Interment was at Oaklawn Cemetery. Kurt was born to Kurt Svante Fogelberg III and to Jennifer Land Fogelberg on August 23, 2002 in Sulphur Springs, Texas. He was a 2020 graduate of Cooper High School and a member of the Cooper High School Athletics. Kurt enjoyed buddy baseball with Kelci Phipps. He enjoyed playing video games and loved spending time with close friends and his family. Kurt had a competitive and loving spirit. He never met a stranger. If you knew him, he loved you. Kurt attended college at the Paris Junior College pursuing a degree in education and coaching. He worked as a pool technician and for Red Bull. Burial was at the Randolph-Lindsey Cemetery in Randolph, Texas. Michelle was born on December 5, 1967 in McKinney, Texas, the daughter of Donna Lee Nixon and Judy Ann Griego. She married John Dewitt Shackelford on May 28, 1999 in Las Vegas, Nevada. Michelle began working early in her years at the age of 16. Michelle worked for Kroger for her first job. Starting in the workforce early was something Michelle enjoyed, and it is the reason she has had an outstanding work ethic. After working for Kroger, she then landed her next job at Bayco as an accountant. Michelle then decided she would work for Qmacs as a medical biller, where she has been employed for 15 years and has loved her job and the people she worked with. Michelle has always taken pride in what she does. Michelle enjoyed watching her kids grow up, going to softball games and most importantly being a Nana to her granddaughter Allison. She was preceded in death by her mother, Donna Lee Nixon, and her grandparents Hoppy and Margie Hopkins and her son, Justin Michael Owen. Bonham-Randy John Steward, age 66, of Bonham, TX was born in Sinton, TX on January 30, 1955 to William Oscar and Doris June (Farr) Steward and passed away on Monday, March 29, 2021 at his home surrounded by his loving family. Randy married Lainia Joyce (Morris) Steward on September 28, 1979 in Bonham, TX. He was a 1973 graduate of Bonham High School; and continued his education at Grayson County College where he received his associates degree in criminal justice. Randy worked for the Bonham Police Department until 1978. He also worked for TDCJ as a maintenance supervisor for 17 years before retiring. Randy was a loving husband, father, grandfather, brother, uncle, and friend. He enjoyed golf in his spare time, but most of all he loved spending time with his family. Randy is of the Baptist faith. He is survived by his wife Lainia Steward of Bonham, TX; daughter, Jessica Brotherton and husband Lance of Gunter, TX; son, Jason Steward and significant other Manda Davidson of Whitesboro, TX; grandchildren, Jase Steward, Bailey Brotherton and Baker Brotherton; siblings, William “Willy” Oscar Steward, Jr. and significant other Linda Ferner of Colorado Springs, CO; and Roger Dale Steward and wife Janice of Mineola, TX. Max Evans Ayer, 83, of Bonham, Texas, died peacefully at his home following an extended illness on Wednesday, February 24, 2021. He was born on August 1, 1937 in Lancaster, Missouri, the son of Glen O. Ayer and Lillie May (Patsy) Ayer. Max attended Lancaster High School, graduating in 1955. He then attended the University of Missouri, earning his BA in Chemistry, minoring in Biology, in 1959. Following his undergraduate studies, he attended the Kirksville College of Osteopathy and Surgery, graduating in 1965. Upon completion of his internship at Dallas Osteopathic Hospital in 1965, he began his medical career at Fite-Vinson Clinic in Bonham, Texas, specializing in Family Medicine and Surgery. He also spent two years at M&S Clinic before opening Ayer Osteopathic Clinic in 1974, where he practiced until 1984. After leaving Bonham, he served as a doctor for Carnival Cruise Line and as Locum Tenens and ER Doctor for hospitals across the state of Texas. In 1990, he opened Ayer Medical Center in Athens, Texas where he practiced until 2013. He then relocated back to Bonham where he retired in 2016. During his career, Max was active in several professional organizations, including the American Osteopathic Association, the Texas Osteopathic Medical Association, Aircraft Owners and Pilots Association (AOPA), as well as he Canadian American Medical Dental Association (CAMDA). Max loved to travel. He was a multi-engine, IFR rated private pilot and flew to many destinations in the United States, including Alaska as well as the Bahamas. He also enjoyed traveling by train. He took numerous Amtrak trips across the country and did the same on his Harley Davidson motorcycle. Max loved to read books on American history and had a special passion for the Native American culture. During his travels, he visited several Indian reservations and began collecting Indian memorabilia. Max was an animal lover and owned many animals during his lifetime, including cats, dogs, cattle, a pet skunk and even wallabies. His dearest were his chihuahuas and his last dog, Mattie. Max was a Christ follower. He was a lifetime member of the First Christian Church. One of his most cherished trips was to the Holy Land. Max is survived by his children, Lee Armstrong and husband, Russell of Commerce, daughter, Lynne White and husband, Robert of Bonham, Michelle Fulgham of Allen and son, Jeremy Ayer of Dallas; grandchildren, Ashley Gilboa and husband, Nir of Miami, Matthew Armstrong and wife, Jillian of Baton Rouge, LA, Josh Mims of Centennial, CO, Amanda White Chittick and husband, Sean of Sherman, Rachel Armstrong of Los Angeles, CA and Aubrey Mims of Centennial, CO; great grandchildren, Adrian and Elijah Gilboa and Hattie, Annie and Lydia Armstrong; brothers Dwight Ayer and wife, Ann of Lucy, MO, Dwayne Ayer and wife, Jan of Freeport, Ill; nephews, Jeffrey and Kirby and nieces, Allison and Libby as well as his loyal companion, Mattie. For the 19th year in a row, Texas was named the top exporter of all U.S. states by the U.S. Department of Commerce Bureau of Economic Analysis. “Texas shipped $279.3 billion worth of goods around the globe in 2020,” Luis Ribera, Texas A&M AgriLife Extension Service economist, said in an interview with AgriLife Today. “The state outperformed all other states, with the value of its exports accounting for 19.5 percent of overall U.S. exported products

(AUSTIN) Texas Agriculture Commissioner Sid Miller introduced a multi-step solution to the recent power system failure that caused millions of dollars of damage to the Texas agriculture industry. His Proper Oversight, Winterization and Electricity Reform (P.O.W.E.R.) Plan is a set of proposed reforms of the state electricity grid and the institutions responsible for its reliable and efficient operation. “The winter storms and the system failure of the grid had a profound impact on our farmers, ranchers, and agricultural workers,” said Miller. “Just as importantly, it has led to disruptions in our food supply, our water supply, and the prices that every Texan pays for some of life’s most important resources. In Texas we are blessed with some of the most abundant natural resources in the world, and we need to be able to tap those resources in a
time of need.” Winter Storm Uri caused billions of dollars worth of damage to Texas agriculture, much of it because of electricity and natural gas system failures. Without electricity water pumps could not operate, causing millions of dollars of damages to water pipes and systems. Without electricity, food processing plants went dark and were not able to operate. Agriculture feed manufacturers were also shutdown, leaving Ag producers scrambling to feed freezing livestock. Without electricity and gas, milk plants could not pasteurize product, so up to 14 million dollars of milk had to be dumped. Without electricity and heat at poultry farms, newly-hatched baby chicks froze and died. “As the head of the Texas Department of Agriculture and a statewide elected leader, it is my duty to put forward solutions,” said Miller. “I encourage our legislative leaders to endorse this plan and use the current legislative session to fix this problem so no Texan ever again has to face a crisis like we saw with this storm.” Commissioner Miller was one of the first statewide elected officials to raise an alarm about the anticipated disaster when he issued a “red alert” about threats to the food supply chain on February 16th. “Unbeknownst to most Texans, Texas came within 4 minutes and 37 seconds of a complete collapse of the power system on February 15th,” said Miller. “We must never allow this to happen again. I hope these recommendations will move the conversation towards solutions for the benefit of our farmers, ranchers, small business owners and all Texans.”

Although agriculture doesn’t place in the top 10, Ribera noted it is still a high-value industry in Texas and a source of much of the state’s exports. Seniors Dani Baccus and Journie Hilliard joined sophomore Rion Baccus on the Texas Association of Basketball Coaches Class 1A girls all-state team for 2021. The Dodd City trio additionally made the Texas Girls Coaches Association 1A all-state squad, along with junior teammates Kylee Graves and Tori Dotson. All five also earned all-region recognition from TABC after the No. 1-ranked Lady Hornets (32-0) won the 1A girls basketball State title on March 10 to complete Dodd City’s 11th-consecutive postseason.

Leonard senior Raven Fox made the first team to lead Fannin County players on the All-District 11-3A girls basketball team for 2021. Senior Alexa Rhone garnered a second-team selection for Leonard, which contended for a 10th-straight postseason. Honorable mentions from Leonard included junior Brooke Perry, senior Tara Wilkerson and senior Nakita Harris. Seniors Chyrsi Hemby, Annie Ukpe and Journi Shellman each garnered an honorable mention for Bonham, which with Leonard will remain in 11-3A for the 2021-22 district campaign.

Bonham’s Elijah McFarland placed seventh amongst 14 lifters in the super heavy weight competition: 530-pound squat, 490 bench and 520 deadlift for 1,540 total pounds. Leonard’s Kamron Rogers took eighth amongst 13 lifters in the 242 weight class: 640 squat, 380 bench and 500 deadlift for
1,520 total pounds. Bonham’s Nick Rhinehart placed 11th amongst 19 lifters in the 148 weight class: 455 squat, 335 bench and 420 deadlift for 1,210 total pounds. It equated the thirdstraight advance to State for Rogers and second consecutive for McFarland and Rhinehart.
