Last week I started an initiative called #Lunches2Lift! to help unite our community in supporting our struggling restaurant industry. Citizens are encouraged to purchase $10 gift certificates then drop them off at any police department to be donated to the Fannin County Children’s Center and the Family Crisis Center. There they will be used to provide comfort to victims of violent crime. One promise I’ve made if elected County Commissioner, has been to serve as a strong advocate for Public Safety. This goes beyond basic Police & Fire services. We must find creative solutions outside of increasing taxes to support these efforts. Through planning #Lunches2Lift! has not only served as an economic stimulus to our local economy, but in just the first few days alone provided numerous meals to victims in need. We are a strong community! Leadership is about bringing people together. Addressing a shared concern and weighing options of resolution. One issue that many Fannin County residents share is the destructive roads that we must travel. This is a multi-faceted problem which also requires coordinated planning to resolve. Commissioners Increase Safety Measures Against Covid-19 By Gabrielle DeMay The regular meeting of the Commissioners Court was called to order Tuesday, March 31, 2020, at 9:04 a.m. by Judge Randy Moore. The meeting was conducted through teleconference. Judge Moore established quorum, all commissioners were present on the call. The invocation was given by Reverend Darrel Hathcock, Director of Missions at Fannin Baptist Association. The pledges were led by Judge Moore. In consideration of outside auditor Lewis Crain, Judge Moore moved forward to item 12 on the agenda. 12 Lewis Crain summarized the Annual Financial Report from Rutledge Crain & Co., PC for Fiscal Year 2019 for listeners, stating the county is on a schedule that made $1,474,000, primarily through donations from the State. Crain advised the county keep an adequate reserve, recommending a minimum of 25% of prior expenditures, and praised elected officials for raising the reserve of 2019 to 35%. The report was approved. 4 The next item on the agenda, concerning approval of a Proclamation stating April as Sexual Assault Awareness Month in Fannin County, contained an inaccurate date, and was passed

until the next regular meeting. 5 Judge Moore read suggested revisions of the Fannin County Declaration of Disaster Proclamation for Covid-19, consistent with guidance from the CDC, and traveling for necessities as defined by Executive Order GA-08 of the Governor of Texas, specifically: 1) All public gatherings greater than 10 people are prohibited. 2) Any person who is sick or currently experiencing common Covid-19 symptoms including cough, fever, shortness of breath, is hereby ordered to stay home. 3) If any person in a household has tested positive for Covid-19, all persons in that household are hereby ordered to stay home. 4) If any person has tested for Covid-19, all persons in the household should stay home until tests results are received. 5) The court recommends any person 65 years of age or older, because they are at a higher risk for severe illness or exposure to Covid-19, should stay home unless traveling for necessities. 6) All businesses and employers are hereby ordered to take actions necessary to prevent the spread of Covid-19, to increase social distancing, minimum of 6 feet, in the normal

course of business activities, and to provide for a safe, clean, and healthy work environment. 7) All persons are hereby ordered to take actions necessary to prevent the spread of Covid-19, and to increase social distancing, minimum of 6 feet, in the normal course of business activities. This declaration shall take effect immediately from issuance, and be continued for a period not more than 7 days, unless continued or renewed by the Commissioners Court of Fannin County executives. Declaration will be given prompt and general publicity. Judge Moore opened for discussion. Commissioner Dean Lackey reported most school superintendents have contacted him, and together with several cities are looking to the county for unification and leadership

Judge Moore reported speaking with Fannin County Sheriff’s Office over the concern of the enforcement of a shelter-in-place order, and it was determined complete enforcement would only be possible with the assistance of the State Guard. Commissioner Lackey made the motion to approve suggested edits to the Proclamation under discussion, and to meet again on Wednesday, April 1, at 3 p.m. for discussion and

Both forms were considered in the design of an application for county employees requiring paid medical leave under any of the stated provisions. Treasurer Woodson read the eligibilities of employees qualifying for paid sick leave under this plan. These forms will be made available to the public no later than April 1, 2020. Commissioner Magness made the motion to add both forms to the Covid-19 Response and Continuity of Operations Plan. The motion passed. 7 Judge Moore credited Commissioner Self with the suggestion of naming and adding “essential” Fannin County personnel to the Covid-19 Response and Continuity of Operations Plan. Judge Moore confirmed with Diana Cecil of TAC that such an addition was necessary, and she recommended naming only elected employees, department heads, 911 responders, and county road crews as essential. OLD-FASHIONED OATMEAL COOKIES

Simmer raisins and water in saucepan over low heat until raisins are plump, 20 to 30 minutes. Drain raisin liquid into measuring cup. Add water to make ½ cup. Heat oven to 400°. Cream shortening, sugar, eggs and vanilla. Stir in raisin liquid. Blend flour, baking powder, soda, salt and spices. Stir in. Add rolled oats, nuts and raisins. Drop rounded teaspoonfuls 2” apart onto ungreased baking sheet. Bake 8 to 10 minutes. Please send me your favorite or unique recipes to 300 E. Press Release - We hope you and your family are safe and healthy! Like you, we have continued to adapt and adjust to help everyone stay healthy and to follow the guidelines from our local, state and federal officals regarding the COVID-19 pandemic. Our center is currently closed but our work continues. All staff are working from home. Our counselors quickly learned and started telehealth so therapy can continue. CASA volunteers and staff are making it a priority to have regular contact with our kids via Facetime, Skype or other visual app. Court hearings, staff meetings and other work are being conducted via Zoom, phone calls, emails, etc. Staff are coming in to the office to conduct forensic interviews as needed for our partners in CPS and law enforcement. We have cancelled upcoming prevention classes, as well as other meetings and larger gatherings. We have also delayed the pick up days for blue shirts in order to minimize exposure for everyone, so we can all stay healthy. See below for more details. We will continue to monitor the situation and adapt as needed. By working together, being flexible and helping one another, we will get through this trying time. Press Release - The government has recently passed a bill aimed to support small business at this troublesome time. An important part of this bill is “Paycheck Protection Program”. Below is an easy summary of what you should know. What actually is this Paycheck Protection Program? A 100 percent federally guaranteed loans program called “Paycheck Protection Program” is a part of Coronavirus Aid, Relief, and Economic Security (CARES) Act. This is approximately $350 billion program. The purpose is to provide small business with eight weeks of cash flows. You can read this bill in detail on this link. https://www. congress.gov/116/bills/hr748/BILLS-116hr748enr.pdf Program highlights • This loan can be forgiven and ends up with a nontaxable grant. • The loan available could be utilized to cover specified expenses, included but not limited: o Payroll expenses o Rent expenses o Mortgage expenses o Utility expenses. Who can qualify for this program? Almost everyone! This program is broader than SBA Economic Injury Disaster Loan (EIDL). It is available for independent contractors, small businesses including sole proprietorships and self-employed. Do you want to know what documents to be submitted? Working with neighbors to treat multiple yards with the Two-Step Method increases the treated area slows down re-infestation. The first phase in the Two-Step Method is to broad-

cast one of the many excellent fire ant baits over the entire lawn. When collected by foraging ants, bait particles are carried to all colonies in the treated area and shared with queens and other fire ants in the colony. The second phase is to directly treat any fire ant colony requiring immediate control. Mounds located next to house foundations, in high-traffic areas or in other sensitive spots where fast control is needed can be managed in a few days using fire ant insecticide applied directly to the mound. NRCS Accepting Applications 11/12/19 for Urban, Rural Garden Grants

Temple, Texas, March 30, 2020 — The USDA Natural Resources Conservation Service (NRCS) is accepting grant applications until May 29, 2020, to establish gardens, rainwater harvesting systems and high tunnels through Project G.R.E.E.N. (Growing Roots for Education, Environment and Nutrition) and through the Texas NRCS Urban and Rural Conservation Project. Grant funding will help establish gardens to grow healthy produce in areas of need and to educate urban and rural youth, organizations, and communities about the importance of conservation, agriculture and growing healthy fresh vegetables. The Texas Urban and Rural Conservation Project will provide technical and financial assistance to eligible entities to establish or improve gardens for food production and pollinator habitat, including habitat for monarch butterflies, to install rainwater harvesting systems, and to establish high tunnels to extend the growing season for fruits and vegetables. These grants are available to entities other than schools. Project G.R.E.E.N. (Growing Roots for Education, Environment and Nutrition) grants are available only to independent, private, public and state controlled school districts, and private, public and state controlled institutions of higher education. The grants have four components–community gardens, pollinator habitat, high tunnels and rainwater harvesting

Mac Hargrove died peacefully on Friday, March 27 in Pennsylvania from complications arising from Covid 19. Due to the emergency, there are no immediate funeral plans. A Texas service will be held when permitted, likely this summer. Deeply loved by many, a gracious, merciful and just man.

Private family graveside services for Mrs. Joyce McGehee, age 77, of Bonham, were held at the Restland Cemetery in Roxton, Texas under the direction of Wise Funeral Home. A memorial service will be held at a later date at the First Presbyterian Church in Bonham, Texas. Rev. Lisa Reece will officiate. Joyce passed away on March 27, 2020 at the Carrus Specialty Hospital in Sherman, Texas. Joyce was born on June 17, 1942 in Decatur, Texas, the daughter of Calvin Cearley and Mabel Jones Trout. She attended Decatur High School and later received her bachelor’s degree from the Texas A&M University in Commerce, Texas. Joyce was the programming director for the Fannin County Children’s Center (CASA) where she was thoroughly involved with organizing the Justice is Served Banquet fundraisers. She loved socializing at community events. Joyce faithfully attended the First Presbyterian Church in Bonham, alongside her husband, Tommy. She enjoyed Sunday school class and was an active Elder and Fellowship Committee Member. She married Carl Edward McGehee on July 5, 1957 in Waurika, Oklahoma and he preceded her in death on November 30, 2008. She married Tommy Thornton on January 24, 2015. Joyce enjoyed her family and friends and had a very charismatic persona about her. She is survived by her husband, Tommy Thornton, daughters, Carla Weldy, Deborah Mitchell and husband Kenny, Tonya McGehee and wife Rose, Teresa Stewart and husband Jerry, step daughters, Amy Sidebottom and husband Robb, and Lani Maldonado and husband John David, and her brother Calvin Cearley and wife Jeanette, 8 grandchildren, 15 great grandchildren and 3 great-great grandchildren. Arthur A. Acree JR (RetUSAF) Passed away on March 12th at his home in Windom, Texas he was 85 years old, born November 20, 1934, in San Antonio, Texas. Art was preceded in death by his mother Effie McDonald, his father Arthur A. Acree Sr and son Mark Acree. He enjoyed nature, riding motorcycles, outdoor activities and his pets Sugar Dog, Piper, and his rescue dogs, which he called Big Dogs. He retired from the United States AirForce at Perrin,AFB in Pottsboro, Texas. He also retired from Oscar Mayer in Sherman, Texas. He is survived by his loving wife Kaye Acree, his four daughters, Diana Sanders, Tina Ramey, Dana Morrow, Wendy Ferguson, a son Donovan Acree, a granddaughter Linsie Ferguson, a grandson Trevor Acree, two great-granddaughters Railey and Ember Acree and a greatgrandson Chase Acree. Yesterday, April 1, 2020, Fannin County Commissioners Court voted to follow Governor Abbott’s Executive Order GA-14, which limits activities and designates essential services. Even though it is not named “Stay in Place Order”, it basically is! Several businesses will have to close. Schools will remain closed until May 4, 2020 at this time. Visit the Fannin County Website (www.co.fannin. tx.us) for links to a list of “Essential Services” to determine if a business and its employees is considered essential. Fannin County also has a Proclamation in place: Those who are ordered to stay home are: •Any person who is sick or currently exhibiting symptoms such as fever, cough, and shortness of breath is hereby ordered to stay home. •Any person in a household who has tested positive for COVID-19, and all persons in that household is hereby ordered to stay home. •Any person who has been tested for COVID-19, and all persons in that household

should stay home until test results are received. Coaching search underway for new head of Rebs hoops By Rich Hilliard IVANHOE -- Class 2A Sam Rayburn will have a new head boys basketball coach for the 2020-21 school year. The new coach, who will also oversee the boys junior high basketball program and assist with the jayvee team, will fill the coaching roles currently held by Travis Jones. On March 19, Sam Rayburn ISD’s board of trustees accepted the resignation of Jones who served as the high school and junior high head boys basketball coach, baseball assistant and athletic director during his lone school year (2019-20) with the district. Jones, whose resignation is effective at the end of the current school year, on March 31 attributed his departure to beginning pursuit of a master’s degree. Sam Rayburn in February finished winless for a second-consecutive year in varsity boys district basketball in 12-2A -- still rebuilding after heavy graduation losses off 2018’s regional quarterfinalist team. The new head boys basketball coach will equate the third in as many seasons for Sam Rayburn, which will have mostly different district opponents for the next two seasons as a part of the new 14-2A: Celeste, Honey Grove, Merit Bland, Tom Bean (holdover), Trenton and Wolfe City. The Lady Rebels will make their high school volleyball debut in the new 16-2A which also includes 2A’s Collinsville, Tioga, Tom Bean, Trenton and Wolfe City and 1A’s Dodd City and Savoy.
