Plan “the Four-Letter Word”

How would you rate our county roads? Are they adequate? If they are inadequate what can be done to improve them? Simple Questions. Hard Answers.

Most would agree that our transportation system is inadequate and in a state of disrepair; this includes county, city, state and federal roads and bridges. The problem is obvious, even to those of us who are not civil engineers. We lack the necessary resources, including equipment, material, supplies and personnel to properly maintain our roads and bridges. This results in potholes, mud, and flooding. Roads become impassable. Citizens are endangered.

What is the solution? The hard truth is that we as a county do not have enough money to fix the problem. In any event, money alone will not fix the problem. We need more. We need to develop a cohesive plan. There it is, the four-letter word, PLAN. Throwing gravel

on the roads, without more, is a costly temporary solution; literally throwing money down the drain with the next heavy rain. Money shouldn’t be wasted.

Formulating a comprehensive plan will take a group effort on the part of the Fannin County Commissioners Court. It will require thinking outside of the box. Historically, each of our four County Commissioners has had sole responsibility for maintaining the county roads and bridges in their own precinct. They have enjoyed a great deal of independence in decision making. Within their own precinct, they decide which roads to repair, and which not to repair.

As you may be aware, the overall quality of roads and bridges varies by precinct. The reason for this is simple. Over the years, some Commissioners have done a good job, considering the limited resources available, of maintaining their precinct’s roads and bridges, while others have not. Unfortunately, when a commissioner fails in this responsibility,

This recipe comes from a lady that made the best pies in Windom at what used to be Oliver's Grocery Store. Some of us called her Mrs. Oliver and others called her Granny. All I know is she was a fantastic cook! She was known all over, even my family from Fort Worth would drive up here to get one of her pies :)

CARAMEL PIE

1 ½ c. sugar

1 ½ c. water

Cook the 1½ c. sugar in a saucepan until it caramelizes on low heat, then add the 1½ c. water and boil till smooth.

Add:

3 Tbsp. flour

1 tsp. salt

⅔ c. sugar

1 tall can of evaporated milk

3 beaten egg yolks

Cook until thick (add a little water if too thick). Add ¼ stick of butter and 1 Tbsp. of vanilla

Mix well and pour into a cooked crust and top with meringue.

PIE CRUST

1 c. flour

½ c. Crisco

½ tsp. salt

½ c. COLD water

Bake at 350° (this makes one crust)

I remember the day she said

they are not held accountable until the next election, and the next commissioner to hold their office inherits an exacerbated problem, a problem that takes years to correct. What should be considered when formulating a comprehensive plan for improving our county roads and bridges? Let me share a few of my thoughts on the subject. First and foremost, recognizing that the County cannot immediately bring all its roads up to snuff, I believe we should come up with a uniform policy for prioritizing road and bridge construction and maintenance. Main traffic arteries, and roads for schools, hospitals, and first responders should be given priority, followed by roads in heavily populated areas of the County. Second, road crews should be educated as to the importance of grade and drainage in maintaining roads. They should have an understanding of proper road construction, including crowning and laying surface, base, and subbase courses. Training is available at a minimal cost. Third, we should look at ways to jointly utilize employees and equipment. Perhaps we should consider hiring employees, i.e. mechanics and drivers, subject

to direct supervision by the Commissioners Court or their designee. I believe effort in this direction will greatly increase efficiency and result in time and cost savings. Fourth, we should take a hard look at how we apportion funds between precincts. Fifth, we should make certain that developers pay their fair share and not be subsidized by taxpayers. We need to get them to take financial responsibility for their roads and bridges. The County cannot afford to take on new roads. With a little planning we should be able to greatly improve our County’s infrastructure. We may not be able to afford what we want, however, with proper planning we should be able to afford much of what we need.

Tuesday, April 2, 2024, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of

the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. The Invocation was led by Fannin County

Treasurer David Woodson. Pledges were led by Major James Manis, Retired, accompanied by Chief of Bonham ISD Police, Hunter Templeton.

Approval to go out for bid for vehicle maintenance, major repairs and towing for the Sheriff's Office and other County vehicles – Purchasing Agent: After this was discussed in Executive Session, Commissioner McQueen made a motion for approval to go out for bids for vehicle maintenance, including repairs & towing for county vehicles including equipment. Commissioner Kopf seconded the motion which passed.

13. Discussion regarding County funds given to Volunteer Fire Departments (VFDs) and the VFD’s collection of monies from citizens –County Judge for Glen Shaw, Citizen: Fannin County resident and owner of GLS Materials & Trucking, Glen Shaw, spoke to call the court’s attention to the matter of what he believes was excessive billing by the Trenton Volunteer FD to his company for services rendered at the site of a severe vehicular accident that occurred in Trenton involving one of his trucks in June of 2023. Noting that approximately seven different emergency agencies had responded to the accident, he detailed how the different agencies worked together all that day. He then noted surprise and disappointment to learn from his insurance carrier that they had received a bill from the Trenton Volunteer Fire Department for $16,000.00. He explained his insurance company informed him that they would not cover the bill and described his shock that he had been billed by the FD (as none of the other agencies had issued billing on this). He commented on the funding given by Fannin County to the department of $12,000 a year. After Mr. Shaw’s lengthy explanation of his beliefs and the outcome of discussions with the fire chief, Judge Cunningham responded by informing him that despite his thinking that the fire department is not accountable for unfair billing practices, they do indeed fall under the jurisdiction of the district court and advised complaints could be taken to that court before further advising him of insurance companies who provide gap insurance to cover costs like he experienced.

Immediately following Mr. Shaw, Chief of the Trenton Volunteer Fire Department CJ Fillingham spoke to advise the court of an agreement reached with Mr. Shaw for half of the original billing amount and to describe how their equipment had been used in the extrication of the driver from a GLS truck. He further explained the billing was to cover the maintenance of expensive equipment used and how though not all do, volunteer fire departments are allowed to bill for services rendered.

After Chief Fillingham spoke, Fannin County resident and member of the Ravenna Volunteer Fire Department, Jason Walker added his comments on the practices of volunteer fire departments and the transparency of Ravenna’s FD record keeping before noting his department would be having a fund-raising BBQ on the 27th in Ravenna.

What Is Right With The Church Of Christ?

IV. God's Point of View Is The Standard:

A.What is right about the Church is Christ is that it says, if you obey the will of God, then your part of our family. We don't draw lines of fellowship over race, ethnic background, social or economic status, who you are related to, what you may have done in the past or how you were raised.

B.The only lines of fellowship we ever draw will be when you decide to stop following God Matthew 18:1517 Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother. 16 But if he will not hear thee, then take with thee one or two more, that

in the mouth of two or three witnesses every word may be established. 17 And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.

And that is completely fair!

Think about it. When a person decides to stop listening to Jesus Christ, then by what sort of logic can we still consider them to be a follower of Christ, i.e. a Christian?

The Church of Christ is fair.

The only Christian that we have a right to withdraw from is the individual who violates the will of God and refuses to admit it or change.

C. In addition, the only person that we can refuse to extend our fellowship to, is the person who refuses to become a Christian or the Christian who refuses to live the Christian life.

The Bible tells us in Hebrews 11:1-3, “Now faith is the substance of things hoped for, the evidence of things not seen. For by it the elders obtained a good report.

Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear.”

As I’ve said before, our main problem, as a nation, is that we have lost our faith in God. We must remember that He is the only One who can give us the one true solution to what we are facing today.

Hebrews 4:16 tells us, “Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.” This means that we should not be ashamed to call on the Lord for help with out ordeals. Jesus warns us about this in Luke 9:26. “For whosoever shall be ashamed of me and of my words, of him shall the Son of man be ashamed, when he shall come in his own glory, and in his Father’s, and of the holy angels.”

“Prayer is the key to Heaven, but faith unlocks the door. Words are so easily spoken, but prayer without faith is like a boat without an oar. Have faith when you speak to the Master; that’s all he asks you for. Prayer is the key to Heaven, but faith unlocks the door.”

I feel led to go in a slightly different direction this week. This classic gospel song was written by Robert L. Sande and Samuel T. Scott. I know that I have referenced this song in past writings, but it just fits perfectly with these passages.

Embracing the Change

We are in a state of rapid change here in Fannin County. Traffic patterns are getting heavier. New structures are going up all over town. Who would’ve ever believed we would have a Starbucks right here in Bonham, Texas! I’m now noticing there are vehicles like Land Rovers, Mercedes Benz, and BMW’s cruising around town. The other day I even saw a Maserati right here in our little town. They say the only one who really likes change is

a baby with a dirty diaper. However, it is a fact there is only one constant in this world, and that is change. As things change here in Fannin County, it is important for us to remember a few things. First, Jesus Christ is the same yesterday, today, and forever. We can hold on to the God who does not change as we navigate this ever-changing world. Second, as a believer I see the mission field coming to us. Usually, we have to go off somewhere else to a mission field. However, there

are so many people who are without Christ that are moving to our county. We have a mandate to reach them for Jesus Christ! Third, and closely related to the second, let’s try to see the new people who are moving to our area through the Lord’s eyes. Perhaps, instead of complaining about the new people, we can pray for them and lovingly embrace them with the love of the Lord!

The Fannin Agricultural Association, Inc. is announcing their second annual Steaks on Main Ribeye Cook-off and dinner will be on April 13, 2024, at the Fannin County Courthouse on 101 E Sam Rayburn Drive, Bonham, TX 75418.

Steaks on Main is community wide event created to promote agriculture and Fannin County through a day-long ribeye steak cooking competition, ribeye dinner, and a free concert on the Bonham square. The purpose of the event is to bring together Bonham, Fannin County, and the surrounding areas in the spirit of food, fellowship, and friendly competition. Excess proceeds raised from the event are intended to be donated to County FFA and 4H programs. Please join us and enjoy hors d’oeuvres, beverages, a ribeye dinner, and live music.

The Fannin Agricultural Association, Inc. was able to donate over $20,000 back to local FFA/4H programs in Fannin County in 2023 and they hope to be able to continue that success in 2024.

The association is proud to announce their new website –www.steaksonain.com. Here you can find links for tickets, cooler fee information, and team entry. A ticket is NOT required to attend but will be required for the ribeye dinner. There will be a limited number of VIP tickets available this year for VIP tent access. Ribeye Cook-Off Competition

The Steaks on Main Ribeye Cook-Off Competition is open to all who would like to enter. The teams will set up between 7:00 AM – 10:00 AM on Saturday, April 13 and the competition will begin at 10:00 AM with a cook’s meeting. Steaks will be judged on taste, appearance, tenderness, and doneness.

Team entrants will have a location in proximity to the Fannin County Courthouse. Teams are encouraged to cook hors d’oeuvres throughout the day for the public and all team entrants will be required to cook steaks for the ticketed ribeye dinner at 6:30 PM.

Winners will be awarded a cash prize.

Fannin County History: The Road Down Memory Lane

The first Methodist Church of Savoy traces its roots back to 1873, one year after William Savoy founded the town of Savoy.

Led by the Rev. James Graham, the congregation first met at the Roberts School on the old Whitewright Road. The Sanctuary was built from 1876-1878. It was the only structure in town not destroyed by the tornado of 1880. Date ca.1890

Discussion regarding the use of concrete culverts versus metal culverts on county roads –Commissioner Precinct 1: Commissioner McQueen led a discussion regarding how in his opinion the benefits of using concrete culverts as opposed to metal culverts would be worth the higher cost involved. Commissioners Magness & Self commented on why though they were not against the use of concrete, it should be up to the discretion of each Commissioner as different situations warrant different actions. No action taken.

Judge Cunningham noted a memorandum of understanding would be drawn up and presented to the court sometime in the future on this and briefly touched on a rock quarry’s offer for assistance with another county road being currently on hold. His comments sparked a discussion regarding other party’s participation in maintaining county roads.

21. Discussion regarding 04/08/2024 Solar Eclipse planning – County Judge: No significant update.

22. Discussion regarding solar and wind farms –County Judge: Judge Cunningham noted there will be a detailed presentation on this at the next Commissioners Court.

Fannin County Class 2A and 1A baseball teams will play in 2025 and 2026 in the same district, per the follow-up release of remaining new sports districts for the next two years by the University Interscholastic League on April 1. District 11-2A baseball the next two seasons will include: Collinsville, Honey Grove, Sam Rayburn, Tioga, Tom Bean, Trenton, Whitewright, Dodd City, Ector and Savoy. The aforementioned schools will also play softball against one another in the 11-2A of that sport in 2025 and 2026. The newly-formed baseball district will include teams from the current 11-2A and 12-2A. The new baseball district will also negate bi-district postseason meetings between county schools in the respective 1A and 2A postseasons, as have occurred often in recent years.

Marker Text: Baptist Missionary Minister Henry Fountain Jones, who served several Baptist churches in Fannin County, organized this congregation on September 18, 1894, with eighteen charter members: Fannie Cooper Benton, W. L. and M. B. Bradshaw, Thomas S. and Mary F. Cooper, Myrtle Cunningham, Alice J. McClure Evans, Mrs. M. A. Grimes, M. and S. A. Higginbotham, Louise P. Jenkins, William A. Lipscomb, G. W. Maxwell, Robert J. and Lucy Ann Shive, Eula A. Cooper Watson, Florence Cooper Watson Richards, and Mrs. M. E. Whaley. Early worship services were held in a local schoolhouse, and the Sunday School was organized in 1897.

The church and community initially were named Bentonville in honor of Confederate veteran Edmond Hugh Benton. After the town’s name was shortened to Edhube (using the first two letters of Benton’s three names) in the early 1900s. The church became known as Edhube Baptist Church. Church members built their first sanctuary in 1900 on land donated by the Benton family. The congregation also built a brush arbor to house summer services, and baptisms took place in area creeks and ponds. The church complex was enlarged over the year with the addition of educational facilities and parsonages.

New Modeling App To Assist Farmers In Forecasting

Being able to see into the future would be a handy trick for anybody, but that ability could be indispensable in helping farmers navigate the ups and downs of Mother Nature and markets.

Scientists with Texas A&M AgriLife Research in the Texas A&M College of Agriculture and Life Sciences are developing a tool that could give agricultural producers a glimpse into the future for planning purposes.

Department of Ecology and Conservation Biology and Biological and Agricultural Engineering, who received more than $750,000 in grant funding from the National Institute of Food and Agriculture, is leading a team to develop an integrated decision support system, IDSS, — a modeling tool that can forecast potential cropping conditions and economic results for producers. The tool will utilize existing technology, data collection tools and data, including weather, market prices, farm production costs and revenues, water conservation practices

and water movement through watersheds to project scenariobased outcomes for producer operations based on possible fluctuations within those factors.

“It would be an incredibly powerful tool for farmers and agricultural operations to have in their toolbox,” Srinivasan said. “This tool won’t tell us the future, but it will give us the range of potential outcomes based on factors like continuing drought or changes in input costs or commodity market conditions. The goal is to help farmers consider economic, environmental and pro-

duction challenges together in one place.”

Modeling app development underway

This type of tool could be especially valuable because producers in the U.S. and around the world are facing challenges related to increasingly variable weather, including droughts.

The team, which includes researchers Jean-Claude Bizimana, Ph.D.; Samuel Zapata, Ph.D., and Anthony BaffoeBonnie, Ph.D., all with the Texas A&M Department of Agricultural Economics, and a water resource engineering expert from Oregon State University, plans to develop an IDSS, ECO-HAWQS@Farm, that tightly couples economic and watershed models within an accessible user interface. The new application is ex-

pected to give producers the ability to have insights on potential outcomes and plan in ways that help mitigate risks, Bizimana said. The project will test the performance of ECO-HAWQS by working with small- and medium-sized farming operations in Texas’ Lower Rio Grande Valley and Oregon’s Umatilla River Basin.

Bizimana said team members are engaging with a “focus group” of growers in the Rio Grande Valley to assess factors like acreage, cropping options and rotations, and the use of conservation practices like cover crops or no-till cropping. Researchers’ discussions with growers will help them set parameters for the new application in ways that provide useful decision support in “re-

al-world” conditions.

The research team is close to having enough feedback from farmers and is ready to input data. The next step will be to engage with a larger pool of farmers in the region with small- to medium-sized operations to expand the model’s datasets, Bizimana said.

Bizimana said the goal is to produce a decision support tool that growers across the country and globe can access and use easily.

“We’ll be recruiting farmers for feedback,” he said. “We’re in the early stages of the project, but we all understand the value a tool like this represents for growers, especially smaller operations, to capitalize on opportunities and avoid major setbacks.”

So on April 9 this year, Fannin Electric Cooperative will honor the dedicated people who often work in challenging conditions to keep the lights on. Connecting a new member, restoring power after inclement weather and keeping your lights on is all in a day’s work for our hardworking line crews.

They go through long hours of field training and classroom work to understand how our electrical delivery system works so that when there is a problem, they’ll know how to fix it. Fixing outages often means going out in tough conditions, often at odd hours, to tackle potentially dangerous problems to keep our community powered.

Their dedication and sacrifice should be celebrated and appreciated.

To mark Lineman Appreciation Day, the National Rural Electric Cooperative Association in 2015 unanimously adopted this resolution:

Cooper GOOD. Water stained; 60 degrees: 1.00 feet below pool. Catfish bite continues to be king on cut shad fished in the timber.

Fork GOOD. Water Stained; 60 degrees; 0.19 feet below pool. Bass fishing is improving everyday, especially along windy banks. The best bite is on topwater frogs, flukes, and soft plastic worms around flooded grass in 1-3 feet. Chatterbaits and spinnerbaits are also good around grass and secondary points. Light Carolina rigs are good on points in 3-7 feet with green pumpkin creature baits and soft plastic worms. Squarebill crankbaits are fair on points in 3-5 feet of water. Windy banks have been good.

Lavon GOOD. Water lightly stained; 55 degrees; 0.60 feet above pool. Crappie are in 3-15 feet of water with some setting up on spawning beds. Prespawn fish are roaming on brush in 5-15 feet biting jigs and minnows. North end of the lake has spawning fish on structure in 2-7 feet. Fish minnows under a bobber 1-3 feet above rocks and boulders. Sandies are spawning on the North end, in the creeks. Use a 4 pound mono with spinnerbaits, 1/80-⅝ ounce jigs depending on current, minnows under a bobber, or minnows Carolina rigged with small split shot. When using lures you can bump it up to 6 pound mono. Catfish are in 5-15 feet of water on cut bait and baited holes.

Ray Roberts FAIR. Water slightly stained; 55 degrees; 0.33 feet below pool. White bass are good this week, but the quality has been better. Some fish are still carrying eggs, while some are empty. Target humps and points in 25-45 feet of water. Catfish are still shallow on cut bait.

Tawakoni GOOD. Water lightly stained; 60 degrees; 1.10 feet above pool. Heavy overcast skies and cooler temperatures had the hybrids and white bass feeding all day. Swimbaits have been the ticket for the bigger fish and slabs for the white bass. 20-40 feet is best. The eating sized blue and channel catfish bite is wide open. Blues are being caught in 2-4 feet using fresh cut shad. The channels are coming out of 15-25 feet using prepared bait such as punch and dip baits. Trophy blue catfish are slowing down as our waters are warming. Still seeing fish up to 60 pounds being caught in 1-4 feet of water on rod-and-reel. Crappie are spawning right now. Fishing shallow on warmer days is key. The largemouth bite is good on docks and riprap with crankbaits, hogs and worms are all catching them in 1-4 feet.

Texoma GOOD. Water normal stain; 57 degrees; 1.84 feet below pool. Striped bass fishing is great drifting live shad in 20-25 feet of water. Seeing some spawned out females and some yet to spawn on the flats. Plenty of smaller fish can be found anchored in 55-65 feet of water. Topwater bite will be starting soon, so keep an eye out for birds along the banks. Catfish are fair, anchored in 5-15 feet of water near the creeks and rivers after the rain this week using cut buffalo/carp or gizzard shad. Crappie are fair on brush in 10-15 feet of water and some in the creeks 3-10 feet of water on warmer days. Baby shad jigs and small minnows are working. Lake has been going down so look for the fish to move in with the next rain. Bass are fair on hard baits in the backs of the coves and creeks on warmer days. Plastics off the main lake points in 5-15 feet of water and we are catching smallmouth on live shad along the bluffs really well. Report by Jacob Orr, Guaranteed Guide Service Lake Texoma. Striped bass are peak spawn and the bite is good. Bigger fish can be caught on the flats with 5 inch imitation shad, and smaller sized fish in 10-25 feet of water on ledges and drop-offs. Live bait is catching stripers in deep water. Threadfin shad should start any day, increasing schooling action for predator fish. A few birds are starting to work.

Spring Wild Turkey Season Shaping Up to be a Great Season

AUSTIN — With the early spring green-up and mild winter weather, spring wild turkey season is shaping up to be very productive for hunters.

Most of Texas experienced a bump in production and recruitment in 2023 following fall 2022, which had lots of acorns across central and east Texas, and early green up coupled with warm late winter conditions across most of the Rio Grande wild turkey range. Hunters can expect to see many young birds this spring, with a large number of jakes setting the stage for an increase in male harvest in 2025 and beyond.

The 2022 drought means hunters can expect to see fewer two-year-old males –the most frequently harvested wild turkey cohort – on the landscape this spring. Fortunately, Texas has a low harvest rate (13 percent of males harvested annually) relative to most of the country. Texas has a large amount of older ageclass males due to these low harvest rates. Males that survive their second birthday are wiser and often harder to hunt.

“Don’t just limit yourself to the early season,” said Jason Hardin, TPWD Wild Turkey Program leader. “The middle and later portions of the season usually have fewer hunters in the woods, and you

never know when you will strike a tom in the mood to strut and gobble. Go early and go often.”

Ten counties in the Oaks and Prairies ecoregion of Central Texas (Bastrop, Caldwell, Colorado, Fayette, Jackson, Lavaca, Lee, Matagorda, Milam and Wharton) offer a spring season from April 1–30.

Historically, a low number of turkeys in the region has resulted in spring-only seasons. Hunters are allowed a one-bird bag limit per county.

All wild turkeys harvested in these counties have mandatory harvest reporting requirements and must be reported within 24 hours through the My Texas Hunt Harvest app or online.

Twelve counties in east Texas make up the East Turkey Zone including Bowie, Cass, Fannin, Grayson, Jasper, Lamar, Marion, Nacogdoches, Newton, Polk, Red River and Sabine. There is a one-gobbler bag limit for the entire East Turkey Zone and mandatory harvest reporting is required.

Hunters who purchased a digital Super Combo license have a digital tagging option.

All hunters who chose to use the digital tagging option must report their wild turkey at the time of harvest. Rules and guidance associated with the

site.

The data obtained from these harvest reports helps TPWD better manage this population. TPWD encourages turkey hunters to learn about and share these new rules with fellow turkey hunters and landowners in the region to help TPWD keep tabs on these populations.

TPWD reminds hunters to review the Outdoor Annual before opening day to ensure they are hunting during a legal season. Hunters can check the TPWD website for exact season dates for the county where they plan to hunt. Hunters must possess an Upland Game Bird Stamp Endorsement to hunt wild turkeys in Texas.

Public Input Sought on Texas Hunting Regulation Proposals for 2024-2025

AUSTIN – The Texas Parks and Wildlife Department (TPWD) is taking public comment until March 27 to the following proposed changes to the 2024-2025 Statewide Hunting and Migratory Game Bird proclamations: Migratory Game Bird Regulations

•Eliminate the Light Goose Conservation Order from both Eastern and Western Goose Zones.

•Reduce the daily bag limit of light geese from 10 to 5 in both eastern and western zones.

•Extend the regular goose season for light geese to 19 days in the eastern zone.

•Standardize the light goose possession limit to three times the daily bag limit –similar to all other migratory game birds – during the regular hunting season.

•Change the Special Whitewinged Dove Days season structure due to calendar progression.

•Change the season structure of the second segment for doves in the north zone to allow later dove hunting.

•Change greater whitefronted goose daily bag limit restrictions from two in the aggregate to a dark goose daily bag limit of five in the western zone.

•Include Mexican ducks in the duck daily bag limits for all zones while deleting “Mexican like” verbiage.

•Calendar progression for all other migratory game bird hunting season dates.

Upland Game Bird Regulations

•Require statewide mandatory harvest reporting for all harvested wild turkeys

during all seasons and counties.

•Close the spring-only hunting season for wild turkeys south of Highway 82 in Fannin, Lamar, Red River and Bowie counties.

•Close all wild turkey hunting seasons in Bell and Williamson counties east of Interstate 35 (I-35) and in all of Milam County.

•Remove references to Rio Grande and eastern wild turkey subspecies in regulations and replace with “wild turkey.”

•Reduce the wild turkey hunting season length and annual bag limit in all counties with an open season west of the Pecos River and that portion of counties falling east of I-35/north of I-10 to a spring-only season from April 1-30 and one gobbler (male turkey) annual bag limit.

Big Game Regulations

•Change Desert Bighorn Sheep hunting season from Sept. 1 – July 31 to Nov. 15 – Sept. 30.

•Remove references to “antelope” in regulations and replace with “pronghorn.”

For properties enrolled in the harvest option of the Managed Lands Deer Program, allow youth to take bucks with a firearm for the same days that correspond to the early youth-only season for county harvest regulations.

•Expand doe days in 43 counties in the Post Oak Savannah and Pineywoods ecoregions.

•Expand youth-only seasons in the fall to include Friday for white-tailed deer, squirrels and wild turkeys.

WENDELL WESLEY ANDERSON

Bonham-Wendell Wesley Anderson, age 82, of Ivanhoe, TX was born on April 23, 1941 in Mt. Pleasant, TX to Robert Lorenzo and Lucille Bell Anderson Graham. He passed away on Thursday, March 28, 2024 at his home surrounded by his loving family.

Wendell married Jane Louvelle (Olson) Anderson on September 3, 1960 in Juarez, Mexico; she preceded him in death on September 3, 2005. On May 28, 2006 Wendell married Judy in Lamasco, TX. He was a career firefighter, serving with the Arlington Fire Department where he retired in 1989 as a Lieutenant. While serving in Arlington he was instrumental in establishing the 911 emergency system for the City of Arlington. After retirement from Arlington FD, Wendell continued his passion of service to his community as a member of CERT Fannin County and as a volunteer fire fighter for Telephone and North Fannin County VFD’s. Wendell enjoyed fishing, hunting, woodworking, and traveling. He loved his family very much.

Wendell was a devoted Christian; he was a member and Deacon at Lamasco Baptist Church. He is survived by his wife, Judy Anderson; daughter, Tami and Barry Grigg; son, Wendell Jr. and Rose Anderson; granddaughter, Brandi and Justin Norris, greatgrandchildren, Rhody, Baileigh, Audrie, Allie, and Shelbi; grandsons, John and Dallas Curry; great grandchildren, Lily and Bronson; daughter, Tricia and Kirk Meek; grandsons Garrett and Emily Meek; great grandchildren, Carter, Phoebe and Levi; grandson, Colby Meek; daughter, Nancy and Jason Nichols; grandchildren, Addyson, Drew, Cade and Case; in addition to many extended family and friends. Visitation was held from 10:00 am to 11:00 am on Tuesday, April 2, 2024 at Lamasco Baptist Church prior to the service. Dr. Jeff Johnson officiated. Interment followed at Lamasco Cemetery. Serving as pallbearers were John Curry, Justin Norris, Garrett Meek, Jason Nichols, Colby Meek, Drew Nichols, Case Nichols, and Cade Nichols. BETTY LOUISE (DANIEL) SPENCE

SPENCE, Betty Louise (Daniel), age 97, passed away Saturday, March 24, 2024, in McKinney, Texas. Betty was born on February 24, 1927, in Wilson, Oklahoma to the late Arie Noble & Eva Pearl (Rambo) Daniel. The eldest of five children, Betty grew up in Wilson, where she was baptized at the First Baptist Church of Wilson before graduating from Wilson High School as Salutatorian in 1944.

She spent a year in service to her country during WWII at the Ardmore Army Air Field in a civilian role before attending college at North Texas State University. She graduated in 1949 with a Bachelor of Science in Home Economics and went on to receive her Master of Science in Foods & Nutrition in 1953.

Betty married the late Robert Meredith Spence, Sr. of Bonham, Texas on August 28, 1947, in Denton, Texas. After teaching in West Texas for five years, the couple moved to Dallas in 1955, where they remained and raised two sons. Betty worked as a teacher, and then as an Elementary Math and Science Coordinator for the Mesquite Independent School District, until she retired in 1989. Betty was also an active member of the Mesquite chapter of Alpha Delta Kappa, a professional educators sorority. During her time with MISD, Betty dedicated her career to the advancement of math and science curricula, earning the respect and admiration of peers and supervisors alike. While she held leadership roles within a variety of professional associations, she was most passionate about the science fair program. Her encouragement and mentorship led to many students’ success at the national, state, and local levels.

Although her professional accomplishments were significant, Betty’s happiest times were spent with her family, and she will be remembered as a beloved wife, mother, sister, aunt, and grandmother. She was quick to smile, with a generous spirit, a quiet strength, and a twinkle in her eye that told you just how special you were.

She lived a beautiful life, and her influence will forever be felt by those who were lucky enough to know her.

Betty was preceded in death by her parents; husband; and siblings Carroll Lee “Bardo” Daniel, Arie Noble “PeeWee” Daniel II, and Jo Eva (Daniel) Martin. She was survived by her brother Dee C. Daniel, who has since passed away.

She leaves to cherish her memory: her sons Robert M. Spence II (Carol Smith Spence) and Richard M. Spence; grandchildren Meredith Spence (Sarah), Robert Spence III (Eliza), and Nelson Spence (Daniel); great-grandchildren Isabella, Lachlan, Lincoln, and Mabel; and a host of other family and friends.

Pallbearers were Ronnie Amlin, Rickie Amlin, Robert Spence III, Nelson Spence, Steve Martin, and Daniel Howard.

In lieu of flowers, memorials may be made to the American Lung Association or the Alzheimer’s Association. Visitation was held Saturday, April 6, 2024, 12-1pm at Wise Funeral Home, with services beginning at 1pm. Bro. Mike Williams officiated. Interment followed at Willow Wild Cemetery in Bonham, Texas.

GARY DALE KIRKPATRICK

Gary Dale Kirkpatrick was born on April 10, 1949 to parents Billy Joe Kirkpatrick and Vermelle Kennedy Kirkpatrick in Paris, Texas. He passed away March 27, 2024 at his daughter’s home, Elisha Whitt, Waxahachie, Texas, she and her family by his side. His early life was spent in Lamar and Fannin Counties. Gary attended West Lamar School and graduated from Honey Grove High School in 1967.

He spent 4 years in the Air Force, from 1969 to 1973, and after training, he became crew chief on the Air Force’s newest plane the F-14 Tom Cat.

Gary and a friend later co-owned and operated a group home for special needs young adults in Midlothian, Texas for several years, It was in Midlothian, that he met and married his secretary, Joyce Gable. She worked by his side, when they later owned and operated this group home. When a fire destroyed this home both business and marriage failed.

Gary spent the following years driving form East Coast to the West Coast for World Wide Installations. He got office buildings ready for occupancy. When he was diagnosed with prostate cancer, he retired from World Wide and came home to live with his mother in the Tigertown community in Lamar County.

Gary was a member of the Chism Trails Cowboy Church in Powderly, Texas.

His father, Billy Joe Kirkpatrick, son Dwayne Kirkpatrick, Brother Randy Kirkpatrick, preceded him in death, as well as Grandparents Charlie and Francis Kirkpatrick and Stark and Effie Kennedy.

Gary is survived by his mother Vermelle Kirkpatrick of Tigertown, daughters Elisha Whitt and (Ryan Yurmanovich) Shayna Van Storey of Waxahachie; Grandchildren, Dakota, Britt, Ryleigh, Beckett, Laker and Freya.

Gary donated his body to Southwestern Medical Center in Ft. Worth, Texas

Worming

April 15th is the time to worm all horses with Ivermectin to kill the spring hatch/molt of worms and bots. On October 15th fecal

exams should be done on adult horses to see if an additional worming is needed. Young horses, aged 1-3yrs should be wormed every 3 months.

EMS (Equine Metabolic Syndrome) & ID (insulin Dyregulation)

Horses that are obese, stay fat on nothing (easy keepers), have a cresty neck, a

fat sheath or udder probably have EMS.

EMS is genetic in some breeds (pony, Arabian, Morgan, Andalusian, minis, warmbloods, donkeys, quarter horses, and paints.) It can also be caused by overfeeding and letting the horse become obese.

ID Insulin Dyregulation or insulin resistance is where the horse has high insulin levels. It is a result of EMS obesity and fat deposits (crest of neck and butt).

High insulin levels often cause laminitis or founder. Diagnosis is by clinical signs or blood tests.

Treatment is dietary changes. Remove the horse from the pasture grass and keep it in a dry lot. This will allow you to control the horse’s diet. Stop feed-

ing grain, and limit the hay. Feed one flake of quality hay, am & pm, in a slow feed hay net. Be sure to monitor the horse’s body condition as it loses weight. Other treatments include oral supplements such as Insulin Wise. We can also prescribe Metformin to flush the sugar out of the body and help with weight loss, and Thyroid hormones (Thyro-l) to increase metabolism. Prescend (Pergolide) is given if the horse also has Cushings.

Biosecurity for Horses

When you acquire a rescue horse or horse from a sale, they often have a respiratory disease (flu, Rhino or Strangles). Be sure to isolate the new horse for 2-4 weeks to prevent your other horses from getting sick. Basic prevention is no nose-to-nose contact between horses, and no shared water/feed troughs. Feed and care for the new horse last. Wash up and change clothes before you have any contact with the other horses. Monitor the new horse by taking its temperature daily. Normal equine temp is 100 degrees. There is a nasal swab test available to test the sick horse to determine if it has strangles, flu or rhino virus.

Castration dates: April 1st -6th, 28th – 30th.

Wheat Crop Shaping Up Better Than Past Two Years, But Prices Are Low

Wheat production across Texas looks better than in years past, providing producers some optimism despite low wheat prices. Texas A&M AgriLife Extension Service specialists said several opportunities could exist for cashing in on good forage.

Mark Welch, Ph.D., AgriLife Extension economistgrain marketing in the Texas A&M Department of Agricultural Economics, said while the U.S. Department of Agriculture doesn’t start its national winter wheat conditions reports until April 1, updates from the Southern Plains, which include the biggest winter wheat-producing states – Kansas, Texas, Oklahoma and Colorado – are showing conditions are really good, much improved from last year.

“We’re setting ourselves up for what could be a really good winter wheat crop,” Welch said. “Prices have struggled for several years now, with the lowest wheat prices in three years, but the counterbalance to that is what the production possibilities might be. If we are looking at dollars per acre, how much does the improved production prospects make up for weakness in the price outlook.”

Russia still biggest wheat price influencer Welch said the wheat price outlook is tough and still revolves around Russia. A couple of years ago, there was concern about the invasion of Ukraine. Wheat prices skyrocketed over concerns about production and participation in the global grain markets.

“But since then, Russia is supplying record wheat exports at really cheap prices,” Welch said. “That’s the overall price-depressing feature of the world market.”

He said the stocks-to-use ratio has been very tight worldwide. While the ratio is starting to turn around in the U.S., globally, the ratio is still tight. But apparently, Welch said, the market has determined “we are going to be OK in spite of those supply concerns we had at the beginning of the invasion.”

“Russia holds the leverage on the world wheat market, which is giving us lower prices,” he said.

Wheat conditions across the state

Jourdan Bell, Ph.D., AgriLife Extension agronomist, Amarillo, said while wheat is extremely variable in the Panhandle, “there is some of the best wheat we’ve had in recent years.”

Dryland wheat from Amarillo north looks great, Bell said. South and southwest of Amarillo, it is more variable.

In and around the Lubbock area, some good rains are

helping the wheat.

The region had decent moisture going into September, which helped producers to plant early to establish their wheat crop. The southwestern portion of the region, however, did not have the subsoil moisture needed to carry through the fall, and some wheat didn’t start coming up until February due to a lack of moisture.

She said the needed winter snowfall did not appear, so the rainfall to date is only 1 inch in the western Panhandle and 2-3 inches in the eastern Panhandle. This has slowed some development.

Reagan Noland, Ph.D., AgriLife Extension agronomist, San Angelo, said good winter moisture set the Central Texas wheat crop up well and, overall, it is looking better in most areas than it has in several years. However, he said, the past few weeks have seen some fluctuations in heat, and the crop is starting to dry out after several forecast storms didn’t materialize over the region.

The crop in the South Plains and Rolling Plains has received more timely rains and is in good shape. The Rolling Plains saw some wheat rust due to the abundance of moisture.

NORTH Topsoil and subsoil were adequate to surplus for many counties across the district. Pasture and rangelands were fair to good for most of the counties within the district. Temperatures were cooler, dropping to the 30s, and rainfall reached up to 2 inches in some counties. The rainfall helped promote growth in many cool-season crops, and ponds were full. Winter pastures were greening up. Winter wheat was doing very well across some counties. Spring grass was growing in the pastures, and cattle were moving away from the hay. Corn was emerging but not looking great in some counties. Corn planting was halted in some areas because of wet field conditions. A few counties reported aphids and foliar disease in wheat. Livestock were in great condition. Cattle inventories were relatively low. There were no significant insects or disease outbreaks to report.

EAST Rains made some areas like Polk County too wet for good warm-season forage growth. Producers in many counties were able to stop feeding hay. Ponds, lakes and creeks remained full.

Cattle markets continued to be strong and steady. Livestock were in fair to good condition. Anderson County reported wild pigs had been very destructive recently.

Road Work updates for Week ending 4/4/2024

As commissioner, I plan to let you know every week what we accomplished the prior week. As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard.

The bridge on CR 1020 is almost finished and we will be replacing the fences on the North side in the next few weeks. The road itself is more problematic to fix as it has been unofficially closed for 3-4 years and will require a major effort of time and money to make truly passable. No money was set aside in the budget to fix this in this budget year.

The bridge on CR 4020 is let with the first construction meeting next week. Work should begin by the end of the month. This is a TXDOT project so we are on their timeline.

Brush has been cut on the majority of CR 4040 and

cleared off also. This is an extremely long road with many homes on it. We are working to clean this type of road up before we move to the ones with very few homes.

As some of you have commented we did not heavily grade some of the gravel roads the last time we did them. I made the decision to only lightly grade many of them in order to prevent problems that occur when they are heavily graded and it rains on them without time to completely pack down. I would rather get calls about not grading deep enough vs. calls that the road is now mud.

The culvert destroyed on CR 4330 has been approved for replacement and we have the culvert in the yard. As soon as the contractor can get to the job we will have it replaced.

Texas Emergency Director Calls For Firefighting Air Force After Historic Panhandle Fires

PAMPA — Texas’ top emergency manager told a panel of lawmakers Tuesday that the state should establish its own firefighting aircraft division after a series of wildfires, including the largest in state history, scorched the Panhandle region earlier this year.

But the local landowners tasked with helping the Legislature investigate the fires that were responsible for at least two deaths and burned through more than 1 million acres raised doubt over the state’s ability to handle such catastrophes. “We don’t control our own destiny, and I want to control our destiny,” Nim Kidd, chief of the Texas Division of Emergency Management, told a crowd of more than 100 people at the MK Brown Heritage Room where lawmakers are holding a series of hearings into the fires. Pampa is a town of about16,000 in Gray County; it is closer to Oklahoma than the Texas Capitol. Lawmakers decided to hold the hearings in the town an hour northeast of Amarillo, making it easier for victims of the fire to attend.

The committee has five members, including state Reps. Ken King of Canadian, Dustin Burrows of Lubbock, and Todd Hunter of Corpus Christi. All three are Republicans. Landowners Jason Abraham and James Henderson are public members of the committee.

“This is not a Panhandle problem. This will have statewide effects,” King, the committee’s chair, told the mixed crowd of suits and cowboy hats. “We must do what we can to ensure this doesn’t happen again.”

The panel is expected to discuss what contributed to the wildfires, the allocation of response resources and the effectiveness of wildfire disaster preparedness. It will also examine the coordination between local, state, and federal government agencies regarding prevention, disaster preparedness and response.

The committee plans to publish its report by May 1.

The late firefighting air support was one of the first topics discussed Tuesday. For days, ranchers and residents could only look up to the sky and wonder where firefighting aircraft were as they watched the historic Smokehouse Creek fire rip across their land. Dozens of families, many in nearby Hemphill County, were displaced after their homes and ranches were destroyed and their livestock killed. Without its own fleet of aircraft to fight fires, Texas relies on a series of contractors. Many of the planes were being serviced at the time the fires started in late Feburary. “Did the federal government jump through hoops to catch up? Yes. But there was a delay,” said Kidd, who has led TDEM for more than 13 years.

Kidd suggested Texas build its own firefighting air force with up to six aircrafts, costing at least $50 million.

“It won’t be an easy venture to start with, and we will have to continue with contracts while this is built up and people are trained. It will take some time, “Kidd said, adding that the state would still need to utilize a mixture of private contracts and other options in the meantime.

Emmet Webb, who owns of Brazos River Helicopters and assisted with aerial firefighting efforts using his private helicopter, said Wyoming has one state-owned fire fighting helicopter to quickly address wildfires in their state.

The average cost of a firefighting helicopter is $1 to 2 million depending on the type, but once equipment is added the price can reach up to $4 to $40 million each.

Abraham said he was skeptical of a state owned firefighting air force. Thoughout the day long hearing, Abraham and a long list of local fire chiefs and other first responders levied sharp criticism of the state’s response.

“I am asking if we are sure we want Texas to be in charge of this because we have seen these guys in action. They do not have a good reputation,” he said.

Local fire chiefs told the panel they need help keeping their equipment up-to-date. Many counties in the Panhandle have a declining population and the taxes raised rarely reach the emergency departments.

Hemphill County’s volunteer firefighters, for examples, use decades-old vehicles. Its oldest was made in 1969, its newest is from the 1980s.

Another topic that came up early during the investigation Tuesday was a lack of communication between Panhandle volunteer fire departments and state and federal agencies. Officials said communication was fractured due to different radio frequencies between volunteer fire departments and state agencies, as well as a lack of command.

“We have to get all on the same

system statewide, but we can’t afford to upgrade to digital. All we can do is hope and pray a grant comes along until then we are staying with the system we have,” said Trent Price, Hoover Volunteer Fire Department Chief. Multiple volunteer fire chiefs told the committee they were called off fires because the Texas A&M Forest Service told them their services were no longer needed — even as fires burned in front of them.

Kidd, who is also a vice chancellor at Texas A&M, defended the state’s response. And warned the committee to be careful how they word these statements during the meeting.

“Every fire has communication gaps,” he said. “The firefighters in this area did expert work. They could have done a better job tying in, but when you are in the middle of the fight, it’s hard to pause and get everyone on the same page.” King said there is a clear need to establish a communication standard because the disconnect between the state agencies and the fire departments in the Panhandle has reached unacceptable levels.

“Communication rules need to be placed on statute; either (Texas A&M Forest Service) are in command, or (local fire departments) are in

command, but somebody needs to take responsibility,” he said.

NOTICE OF REQUIREMENT TO COMPLY WITH THE SUBDIVISION

Pursuant to Chapter 13.2502 of the Texas Water Code, Frognot Special Utility District hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, within the service area of Frognot Special Utility District, Certificate of Convenience and Necessity No. 10164, in Collin, Fannin and Hunt Counties, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded or requests more than two water connections on a single contiguous tract of land must comply with the Developer, Subdivision, and Non-Standard Service Requirements (the “Subdivision Policy”) contained in Frognot Special Utility District’s tariff.

Frognot Special Utility District is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to comply with the Subdivision Policy.

Applicable elements of the Subdivision include:

Evaluation by Frognot Special Utility District of the impact a proposed subdivision service extension will make on Frognot Special Utility District’s water supply system and payment of the costs for this evaluation;

Payment of reasonable costs of fees by the developer for providing water supply capacity;

Payment of fees for reserving water supply capacity;

Forfeiture of reserved water supply capacity for failure to pay applicable fees;

Payment of costs of any improvements to Frognot Special Utility District’s system that are necessary to provide the water service;

Construction according to design approved by Frognot Special Utility District and dedication by the developer of water facilities within the subdivision following inspection.
