Proceeds Donated to Central Texas CASA Chapters, Nonprofit Improving Child Protection Through Legislation AUSTIN, Texas (April 16, 2021) -- TXB, a family of customer service-oriented convenience stores and quick food operations previously known as Kwik Chek, is hosting its Doyce Taylor Memorial 25th Annual Fishing and Golf Classic Tournament at the Tanglewood Resort in Pottsboro, Texas. The event will be held on May 3-4, 2021 with the fishing tournament held on May 3 and the golf classic on May 4. The two day competition will finish with a prize raffle, dinner and awards ceremony to recognize category winners like the biggest fish caught for individuals, the biggest five fish combined weight per

be donated to local CASA chapters, a nonprofit that works to improve the child protection system. TXB has donated more than $622,000 to the organization since 2008. “We are so thankful to TXB for supporting CASA over the years,” said Sandy Barber, executive director of Fannin County Children’s Center. “The company’s donations are essential in ensuring Texan children are safe from neglect and abuse. The meeting will be held at the pavilion in Windom, Texas, on Wednesday, 05/12/21, at 2 pm. The pavilion is located across the street from the Feed Sack, where members plan to eat

lunch prior to the event. The topic of Jeremiah’s program is “Rose Fertilization”. Jeremiah grew up working in his parents gardens and attained a degree in horticulture in 2011. Coleridge (1798) On Wednesday, April 14, 2021, the North Texas Municipal Water District (NTMWD) proudly announced that after decades of planning and three (3) years of construction, it had finally started to fill the massive 16,662-acre Bois d’Arc

Lake northeast of Bonham. As we’ve all heard many times, the NTMWD owned Bois d’Arc Lake is the “first new reservoir built in the state of Texas in over thirty (30) years,” and will be “a reliable source of water for generations.” When rainfall eventually fills the giant reservoir to operational capacity at some point next year, it’s projected that Bois d’Arc will produce in the neighborhood of 30 million gallons each day for “NTMWD customers.” This modest number is well below the 108 million gallons per day goal NTMWD has set for its new lake. While estimates vary based on multiple assumptions and variables, some folks with an awful lot of water knowledge believe Bois d’Arc surface water can generate upwards of $9-18 billion in revenue for NTMWD over the next 25 years. Sadly, not a single drop of that Bois d’Arc Lake water is currently slated for the residents of Fannin County. Yes, that’s right. Not so much as a cupful of the hundreds of millions of gal-

lons of water collected from Fannin County streams and creeks will be used to fill a coffee pot or bathtub in Fannin County when Bois d’Arc begins to provide water at some point very soon. Instead, Bois d’Arc water will flow from the lake via a massive pipeline to a NTMWD treatment plant near Leonard then on to 1.8 million thirsty NTMWD customers outside Fannin County. How can it be that a giant reservoir is being built in our county, collecting precious surface water from Fannin County watersheds, yet none of that water is destined for use here by residents of this county? Why are candidates for municipal offices from Bonham to Leonard all concerned about the availability of water and water related infrastructure in their cities and towns even as massive Bois d’Arc begins to fill? Might those who lost water service to their homes, farms and businesses during February’s deep freeze and rolling power outages be especially mystified? Folks in communities like Ector, Savoy and Windom who have endured “Boil Water” requirements in the last year might even be a little miffed. Shouldn’t Fannin County be well positioned to take advantage of Bois d’Arc and the stateof-the-art water infrastructure NTMWD is building to replace, or at least supplement, our county’s aging, limited water distribution system? Despite whatever you might have thought before, rest assured that there is

currently no active means, or even a plan on the drawing board, to take water from Bois d’Arc Lake and put it in your glass if you live anywhere in 899 square miles that make up our county. How can you be sure of this? NTMWD itself told us so - most recently at the Fannin County Commissioners meeting on Tuesday, April 13, 2021. At that meeting, a NTMWD spokesman confirmed a couple things in response to audience questions: 1.) Fannin County can buy all the water it wants from Bois d’Arc Lake, but 2.) there is currently no way to take water from the lake and distribute it across the county. That’s right, there is no way to distribute Bois d’Arc water to Fannin County residents when the lake begins to produce next year. So, as things currently stand, unless you want to grab a bucket and hand carry it, there is no way to get water from the lake to your house or barn. The fact that there is no system or plan currently in works to connect NTMWD’s Bois d’Arc Lake to any water distribution system in Fannin County is not new. It’s just not widely discussed - at least not by most folks. The people who actually ought to keep track of how you and I get our drinking water – the elected Commissioners Court and the people who run the network of 22 or so special and municipal utilities and water supply corporations that provide water across Fannin County – have known for years that the county has no

way to bring surface water from the lake to residents. Former County Judge Spanky Carter and the Commissioners Court – that included two current sitting Commissioners -- knew this fact when they agreed to the deal with NTMWD that largely cleared the way to build their lake in 2017. Yet, with the exception of NTMWD’s work on their lake, no progress has been made toward getting surface water from Bois d’Arc to the residents of Fannin County over the last four (4) years. Why is this? Maybe drinking water – part of the basic infrastructure necessary to support modern development – is a boring subject. Water must be someone else’s job. After all, don’t we all currently have water service of some sort at our homes and offices? The truth is that nearly 70% of Fannin County residents get their water from service providers that rely on groundwater, but those utilities are not well equipped to support robust residential or economic development with their aging, separate and largely uncoordinated water distribution systems. Further complicating the situation, recently enacted state groundwater protection measures, mean that drilling additional wells into the aquifer below Fannin County is much more challenging and a shaky long-term solution for the county’s growing water needs. Meanwhile, the 30% of Fannin County residents – mostly in and around Bonham - who receive surface water from Lake Bonham

via a NTMWD pump and water treatment facility, are also constrained by old distribution infrastructure and wastewater treatment limitations. Wherever you look, residents of our county are grappling with drinking water issues in an “every-manfor-himself,” uncoordinated way even as NTMWD’s giant Bois d’Arc Lake starts to fill. Now, before anyone starts to think that Bois d’Arc Lake was a bad idea, let me assure you that it isn’t. The lake and its potential impact on the long-term trajectory of Fannin County and its economic health are tremendous. But, as things currently stand, Fannin County doesn’t have a way to benefit from water the lake will gather and NTMWD distribute to customers outside our borders. Providing water service to the 34,000 or so residents of Fannin County is a big responsibility that requires strategic, forward looking, coordinated thinking and planning. Without basic infrastructure like reliable, safe drinking water, residential and economic development are impaired or come to a screeching halt altogether. But the pumps, water treatment facilities and pipelines so needed by Fannin County residents and businesses - present and those of the future are expensive and, generally speaking, too costly for small communities like Savoy, Trenton or Windom to pay for on their own. For this week I want to share a dessert recipe from my wonderful neighbor and good friend, Keighlie Compton. Not only did she bring me this recipe but came to my door with this pie! Oh boy was it delicious! Raspberry Lemonade Ice-Box Pie 1 graham cracker crust 1 regular box instant vanilla or white chocolate pudding 1 cup of milk (reduced fat is fine) 3 packs of raspberry lemonade drink packs for individual water bottles, not

the packs for quart size 1 carton of cool-whip (thawed) Beat milk and pudding in a bowl. Add packs of drink mix and beat, Fold in half the container of cool-whip. Spoon into crust. Top with remaining half of cool-whip. Refrigerate until ready to eat! *You can make this sugar free also like I do, as most of the drink packet options

are sugar free. I’ve used lime packs before and it was 3/30/21 delish. Garnish with lemon or lime zest. They also have strawberry lemonade as well. Can even make it chocolate and garnish with chocolate curls or add chopped candy bar or nuts in with it. For kids you can get the cherry or punch packs and add colored sprinkles to the top of the pie. This is super easy, fun for kids to make, never any left and the ingredients are always on hand! Instead, a countywide, integrated solution could address needs across Fannin County while relying on bonds or tapping state water development funds for water projects and distributing the costs of these means of finance across the county in a way that makes the project more cost realistic for our residents. Fannin County needs an organization to step up to this task. Ironically, in 2005, Fannin County government collaborated with community leaders and water agencies across the county to create the Fannin County Water Service Agency (FCWSA) for this very purpose. “FCWSA Mission Statement: The mission of the FCWSA is to develop local water resources in accordance with water statutes, provide the leadership to ensure adequate supplies and dependable distribution of potable water are available for Fannin County residents. To serve the community with

accurate and timely informa6/20/17 tion of water concerns.” I’m guessing with the exception of the handful of people currently appointed to serve as Directors for the FCWSA, most folks in this county have never heard of this government entity. While the FCWSA has a legal footing akin to that of the NTMWD including the ability to “plan, acquire, construct, own, operate, and maintain,” water facilities, it doesn’t seem to act like it. Nor do the Agency’s members including our Fannin County government or water service providers in Fannin County demand that the FCWSA step-up to its important responsibility to plan for and ensure a supply of water across the county. In fact, the FCWSA hasn’t met since January 2020 because those appointed to serve as its Directors do not show up for scheduled meetings. Let’s be clear on this point, the FCWSA hasn’t managed to even meet for fifteen (15) solid months. While in this same time, NTMWD finished an enormous dam and is even now collecting water from Fannin County creeks

and streams. The FCWSA along with those who created and belong to it, are under-performing for residents of Fannin County even as NTMWD has spent over a billion dollars to build Bois d’Arc Lake. NTMWD undertook the expensive lake infrastructure project and other capital improvements because its plans for anticipated growth and invests in upgrades to its water system to meet the needs of its members and customers. Meanwhile, FCWSA struggles just to hold meetings even as many communities in Fannin County scramble to address their mounting, costly individual water needs. So, who is best situated to focus Fannin County on the water needs of its residents? Could or should Ector, Honey Grove, Ladonia, Ravenna or even the county seat Bonham lead this effort? Realistically, no. Countywide problems require a countywide response. Water infrastructure across Fannin County requires a comprehensive, countywide solution that can only be led by members of the Commissioners Court who hold broad policymaking authority in the county and the water experts appointed to the FCWSA. Even if Commissioners felt that they could not mandate a solution for our county, Commissioners could use their unique position atop our local government to provide the leadership needed to bring together the coalition of water service providers and experts to study and craft a solution to Fannin County’s near and long-term water needs. It’s high time for them to step up. We all have busy lives so you might have missed this, but the day before NTMWD confirmed that there was no existing way to bring water from Bois d’Arc Lake to the people of Fannin County, the Upper Trinity Regional Water District (UTRWD) announced that construction of its Lake Ralph Hall would begin in southeastern Fannin County near Ladonia in the summer of 2021. Unfortunately, given what you now know, it probably comes as no surprise that there is currently no means or even a plan to create a way for the residents of Fannin County to receive water from UTRWD’s new lake when it opens just a few short years from now.

Commissioners CourtArchitect Contract/Day of Prayer/Watershed Committee By Rose Schwartz Tuesday, May 4, 2021, County Judge Randy Moore called to order the Regular Meeting of Commissioners Court at 9:00 a.m. Quorum was established as all County Commissioners and County Judge were present. Invocation was led by Sharon Terry of the Fannin County Prayer Network. Pledges were led by Major James Manis. 6. Discussion, consideration and action to approve Day of Prayer Proclamation for Fannin County: County Judge Randy Moore read the Day of Prayer Proclamation for Fannin County, after which he and the Commissioners signed the Proclamation. Motion was made, seconded and passed to approve the Proclamation. Judge Moore then invited everyone in attendance at the Commissioners Court Meeting, to take part in a picture with various clergymen in honor of the Day of Prayer Proclamation. Judge Moore encouraged prayer for all in authority over our County and our Nation. 4. Public Forum: Major James Manis spoke on the topic of Texoma Heroes. He especially wanted to speak on the life and accomplishments of Gunnery Sergeant Jim A. Haun who was recognized as a Texoma Hero and how he had served in World War II, Korea and Vietnam. A Proclamation was signed April 28th by Judge Moore declaring April 30th 2021 to be Sergeant James A. Haun Day across Fannin County in recognition of Sergeant Haun’s service to our country. 5. Introduction: Judge Moore welcomed Beth Purcell from Senator Hall’s office. 7. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: As of 12:25 p.m. Monday, there were 3,484 total cases, 30 active cases with 30 of those being in the prisons, 108 fatalities and a 3.03% hospitalization rate. Motion was made, seconded and passed to extend proclamation one week. 8. Discussion, consideration and action regarding Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore stated there has been a change involving “in person” court cases beginning again in the District Court effective 5/3/2021. Motion to extend the Operations Plan was made, seconded and passed. 9. Discussion, consideration and action regarding Covid-19 update and needs for supplies or personnel: Fannin County Purchasing Agent Michelle Case stated she is getting quotes on more plexiglass for the in-person District Court cases. When asked if the county had received any more of the Cares Act Grant monies, County Auditor Alicia Whipple stated there had been a receipt of $677,000 yesterday with an outstanding balance of

$77,000 yet to be received. 10. Discussion, consideration and action regarding Courthouse Restoration: Judge Moore read the update as follows: Exterior – Set columns on the South side; Additional plywood backing for Cornice and columns; Install Cornice and roof shingles; Concrete at Cast Iron entry stairs for stringers supports. Interior – Pull wire for electrical services; Install elevator railings in shaft; Mortar point up of stone for plaster on 2nd level; Fire sprinkler installation; Ductwork installation in attic; Insulating piping in the attic; Lighting rough on 2nd level. 11. Discussion, consideration and action to approve minutes 4/27/2021 (R) and 4/06/2021 (R): Motion was made seconded and passed to approve minutes. 12. Discussion, consideration and action to pay $20.00 from line item 100404-427, Election Travel/ Training, to Tammy Biggar for Trades Day booth rental for election education for citizens: Motion was made, seconded and passed to approve payment. 13. Discussion, consideration and action to approve short plat; 20 lots on County Road 1255 in Savoy: Fannin County Development Services Director, Di Hopkins, gave a summary of this item ending with her assessment that everything was in order and good to go. Commissioner Lane made a motion to approve, Commissioner Self seconded the motion and motion passed. 14. Discussion, consideration and action to approve re-plat of Laci Acres Addition on CR 5025 in Leonard: Di Hopkins explained why this is needed and stated everything looked good to go. Commissioner Self made a motion to approve, Commissioner Lackey seconded the motion and motion passed. 15. Discussion, consideration and action regarding Courthouse Rededication Committee meeting update: Commissioner Lackey and Commissioner Lane gave an update of what was discussed at the 4/29/21 meeting. Commissioner Lane made a motion to approve Commissioner Lackey to be the chair of the Committee with herself being designated secretary/note-taker of the Committee and to invite Allen Rich of N. Texas e-news to be a part of the Committee. Commissioner Lackey seconded the motion. Discussion ensued involving “papers being ex-officio” members and whether they should be on the committee and how other news media should be present at these meetings with the next meeting slated for June 2, 2021. After some discussion involving the coordination of information, motion passed. 16. Discussion, consideration and action regarding request to collocate with a Fannin County owned cell phone tower outside of Bonham: Commissioner Lackey spoke on this item and how he believes this decision would

probably need to be made by the owner (American Tower) and it was decided to direct AT&T to American Tower and to follow up on any decisions made by them. 17. Discussion, consideration and action regarding plumbing lines at Country Camp and RV in Ladonia: Commissioner Lackey asked Jim Simpson to speak on this. Mr. Simpson explained how he and his wife are putting in a new RV Camp and the problems they have run into with their plumbing lines and the laws pertaining to lines running underneath the road. Judge Moore stated the designated rep Amanda with TCQ, would be the one to have the say in what needs to be done. Discussion ensued with no action taken. 18. Discussion, consideration and action to adopt Order authorizing the sale of fireworks in Fannin County for Memorial Day during the period of May 26, 2021 thru May 31, 2021 at midnight and have County Judge sign on behalf of the County: Discussion ensued with Commissioner Magness making a motion to approve and Commissioner Lane seconding the motion. Commissioner Lackey abstained from the vote as his brother sells fireworks and motion passed. 19. Discussion, consideration and action to appoint a member and alternate to the NTMWD Watershed Steering Committee: Judge Moore explained how NTMWD asked to have representation by someone on the Commissioners Court, why they wanted him on the Committee and why he recommended Commissioner Magness also be on that Committee. NTMWD Watershed Manager David Cowan spoke on how this is a stakeholder led, locally led, process which will identify potential sources of pollution and identify ways to prevent that pollution from entering the water. He said the plan would be incentivized often through state and federal grants to put actions into place. Commissioner Self made the motion to approve the appointment of County Judge Randy Moore and Senior County Commissioner Magness to the NTMWD Watershed Steering Committee. Motion was seconded by Commissioner Lane and passed. 20. Discussion regarding Lake Ralph Hall Zoning Committee: Judge Moore stated that since he is currently serving on the Bois d’ Arc Lake Zoning Committee he does not believe he should be on the Lake Ralph Hall Zoning Committee. He believes Commissioner Magness would be a good candidate for that committee but since this is discussion only, he would like recommendations by the next Commissioners Court meeting.

Executive Session: Motion was made by Commissioner Lackey to enter into contract with Architexas for the amount of $119,000 to be paid out of contingency. Motion was seconded by Commissioner Magness. Press Release - Dr. Katie Hayes at Hayes Equine Veterinary Services has provided excellent service to equines in Texas and Oklahoma since 1986. For the past seven of those years both Dr. Hayes and Dr. McCarville have treated your horses at the clinic and on the farm, as well as providing 24/7 emergency service. We are announcing that Dr. Meghan has accepted a new position at a local small animal only clinic. She will work her usual schedule thru May 1, then be available on Mondays and emergencies thru June 30th. We thank her for her service to the horses and clients of Texoma. Dr. Hayes will be working solo until an associate or relief vet can be found. As of May 1, we will be restructuring how, when, and where appointments are made. In order to see as many horses as possible, Dr. Hayes is requesting that your horses be brought into the clinic. Farm calls will be limited. Grin and Bear It A Titus County game warden and a Texas Parks and Wildlife Department biologist responded to a call about a black bear that had been photographed from a homeowner’s back porch. This was one of five bears that had been photographed in the northeast Texas region this season alone. Pier Pressure Two Polk County game wardens were patrolling Lake Livingston when they began watching a vessel as it approached a boat ramp nearby. Onboard, the male operating the boat switched places with a female subject before switching again once they approached the dock. When the wardens contacted the male subject, they detected a strong smell of alcohol. A standard field sobriety test was conducted, and the male was arrested for Boating While Intoxicated. His charges were enhanced to a Class A misdemeanor due to this being his second intoxication offense. Charges are pending.

Congressman Pat Fallon Demands Mayorkas End Catch and Release Policy1/21/20 After Detained Criminals Ordered Released in Texas’s Fourth Congressional District Washington, D.C. — U.S. Congressman Pat Fallon (TX-04) sent a letter yesterday to Secretary of Homeland Security Alejandro Mayorkas demanding the Biden administration end its disastrous “catch and release” immigration policy. The letter comes after the Department of Homeland Security instructed the Franklin County Sheriff’s Department in Franklin County, Texas to release illegal immigrants suspected of numerous crimes onto the streets of Texas’s Fourth Congressional District. “I cannot sit idly by while people in the Department of Homeland Security jeopardize the safety of my constituents. I urge Secretary Mayorkas to immediately revise the policies of catch and release that are threatening our communities. If there is need for a legislative fix, I stand ready to work with anyone who is willing to close the floodgates and put the lives and safety of American citizens first,” said Congressman Pat Fallon. they were immigrants from Guatemala who had entered the country illegally. While this is alarming enough, it was then revealed by one of the women that they were apparent victims of sex trafficking and being transported through Franklin County for that purpose. Naturally, these individuals were detained and a phone call was made to the Department of Homeland Security for additional support and guidance. During that phone call, the Sheriff was told that he had no reason to detain 15 of the 18 individuals including one who had previously been arrested in both Guatemala and Peru. DHS officials directed the Sheriff to release these illegal immigrants and known criminals back into the community because they did not fit current guidelines for deportation. Mr. Secretary, I cannot sit idly by while people in your agency jeopardize the safety of my constituents. I urge you to immediately revise the policies of catch and release that are threatening our communities. Hello everyone! Over the past several weeks I have been hosting a series of Saturday morning community meetings whereby I would set up at local venues, invite residents to come out, and we would participate in meaningful discussions on the challenges facing our Precinct. Everything from the condition of our county roadways, our struggling budget, staffing and aging equipment was up for discussion. Let me tell you, I was overjoyed by the number of concerned citizens that came out wanting to help in anyway they could. I’d like to thank the Ravenna VFD, Savoy ISD and Boyd Baptist Church for offering your facilities providing us a place to meet! Of course not everyone was able to make these meetings so, rather than waiting for the next series to start, I thought it would be a good idea to publish some of the topics that guided our conversations. Serving as your new Precinct 1 Commissioner over these past three months, I want you to know that it is imperative that we have open, honest and most importantly, transparent conversations about where we’re at and what it’s going to take for us to move forward. Some warned that I was crazy for scheduling these, because they had the real risk of turning into an allout assault on me as your Commissioner. I understood that, but I also understand that people’s frustrations go back a lot further than when I took office in January. I, too, am a Precinct 1 resident and share these same concerns. attended, and for those reading this article who couldn’t make it: I have chosen to host these meetings because, quite frankly, the roads in Precinct 1 are some of the worst in the entire county. Anyone travelling down CR-1215, CRXX, CR-XX or a host of other examples can attest to this! The fact is, our community has experienced significant neglect over the years, and it has reached a point where change is necessary. That’s why we’re here. The purpose of asking you to join me today is so that we can address this problem head-on and- have an OPEN and HONEST conversation about how we can face it TOGETHER.

Our shared goals here are properly maintained county roads. There’s no disagreement there. But for us to effectively reach those goals, we must first have an understanding of where we’re starting out from. In the short time I’ve been in office, I learned it’s not widely understood just how bad of shape this precinct had become. Both financially and materially. To give just one example, let’s compare the health of our budget to that of Precinct 3. Their Contingency Funds balance is in excess of $621,000. Ours is only $18,000! That is all the money that we have as Precinct 1 taxpayers to spend on items above and beyond what was approved through the previous

year’s budget process. (An attached graph will compare all four precincts.) Did you know that for every $1,000 paid in county taxes (*not school taxes) only $44 trickles down into maintaining our Precinct 1 roads? Materially, we are in equally bad shape with worn out equipment that is not holding up well to the increased work tempo that I’ve established. That said, it serves us no good to dwell on the negative conditions affecting us and just assume that we have to settle for the status quo. In this handout we’re going to do an analysis of the Good, the Bad and the Ugly so that we will share a better understanding of what we Can Do with what we’ve got. We will divide these factors by categorizing them into Strengths, Weaknesses, Opportunities and Threats. Next week I will discuss strengths and weaknesses.

RICHARD J. MACCONNELL

Richard J. MacConnell (Rich), 83 passed away on Saturday, May 1, 2021 at his home. A Memorial Service was held on Tuesday, May 4th at Wise Funeral Home in Bonham, Texas. Reverend Beverly Olsen and Reverend Dana Coker officiated. Rich was born August 22, 1937 in Harrisburg, Pennsylvania to Richard and Robena MacConnell. He attended Texas Wesleyan College in Ft. Worth, Texas and then joined the U.S. Navy in 1960 and served for four years at Ream Field in Imperial Beach, California. He married JoAnn Herring MacConnell at the First Methodist Church, here in Bonham on July 22, 1961 and they would have been married for 60 years, July 2021. After serving in the Navy, Rich and JoAnn moved to Bonham, where he worked for General Cable for 27 years in Bonham, North Adams,

Massachusetts and Visalia, California. He then worked for Tandy Wire & Cable in Ft. Worth, Texas for 10 years and retired in November 2000. He was proudest when he served as a Volunteer Fireman and as the Choir Director at the church where they were married. He can also be remembered as the voice of the Bonham Warriors at Friday night football games as the public address announcer. Survivors include his wife, JoAnn, daughter, Nanette MacConnell Grizzle, sonin-law, Jay of Paris, Texas, Grandson Nick Grizzle, his wife Stacy and, Great Grandchildren Ben and Samantha of Rowlett, Texas. His brother and sister, Eddie and Sally MacConnell. Sister-in-laws, Nelda Cone of Bonham, and Myra Gandy and husband Les, niece Leslie Wills all of Stephenville, Texas and several nephews. Last but not least, his precious dog, Andy. Preceding in death were his parents, father and mother- inlaw Chester and Iris Herring. Brother-in-law Jamie Cone and nephews Scott and Bryan Cone. In lieu of flowers, you may donate to the First United Methodist Church in Bonham, Our Story & Mission - United States Navy Memorial, Fannin County Children’s Center, or Cystic Fibrosis Foundation in his memory.

CHRIS DYESS

Christopher Dyess died April 22, 2021, at home in Ravenna, Texas, at the age of 75. A native of Columbia, Mississippi, Chris was born January 29, 1946, to Willie Rossie and Betty Lois Dyess. He grew up on his family’s farm outside Columbia, graduating from Improve High School in 1964. Earning his BS degree in accounting from the University of Southern Mississippi in Hattiesburg, Chris later became a CPA. He spent the majority of his career in Dallas, Texas, working for the Internal Revenue Service from 1986 until his retirement in 2007. After serving in the U.S. Navy Seabees from 1966 until his discharge in 1970, Chris lived and worked in Columbia and Hattiesburg for several years before moving to Dallas. Chris met Bonnie Bledsoe in 2000 while working at the IRS. They married on November 21, 2011, and built a farmhouse in the Ravenna countryside. A Mason, Chris was an especially congenial, honest, and genuinely caring man. An avid deer and turkey hunter every year, he particularly enjoyed woodworking and working on the farm. A really great cook, Chris was also easy to get along with. He and Bonnie shared lots of fun times together. Staying in touch with old friends was also especially important to Chris. And he dearly loved his farm animals and pets. Preceded in death by his parents, aunts, and uncles, Chris is survived by four siblings: Janis Bozeman, Hattiesburg; Edward Dyess, Columbia: Wendy Graham, Baton Rouge, LA; Hubert Dyess, Columbia; and multiple nieces and nephews. He also treasured their large country family of beloved pets: Scout, Lady, Rachel, Emma, Daisy Mae, Molly, Sadie, Squirt, Wilson, Tyler, Kenny Bear, and Buddy. Bonham- Ella Q. Reamer 91, of Ravenna, Texas was born on March 27, 1930 in Angel Flats, TX to David and Georgie Alva (Workman) Whisenhunt. She passed away at the Woodmoore Assisted Living in Bonham, Texas on Friday, April 30, 2021 with John, her faithful husband of 60 years by her side. Ella Q. married John D. Reamer in 1961 in Sherman, Texas where they made their home and raised their only child, David Craig Reamer. She was a wife, mother, and career woman, retiring from GTE in 1988 as a switching technician. While living in Sherman she and John were members of the Pink Hill Baptist Church and later after retiring to Ravenna, members of the Ivanhoe Baptist Church. She came from a long line of outstanding cooks and was known for her specialty sweets, bread pudding, cinnamon rolls, and chocolate and hummingbird cakes. She was the embodiment of a true Christian woman and will be remembered for her kind and generous heart, her quick wit, and her unique name Ella Q. Ella Q. was preceded in death by her son, David Craig, her parents, and her brothers, J.T. Whisenhunt, Larry L.D. Whisenhunt, and Mike Whisenhunt. She is survived by her loving husband, John, one brother, Phil Whisenhunt and wife Charla, and cousin, Cathy Whisenhunt Ryser, as well as numerous cousins, nieces, nephews, and friends. TXDOT Calls for Safer Driving as Work Zone Traffic Deaths Rise During Pandemic

AUSTIN – Even with less traffic during the pandemic, Texas work zone fatalities increased 9% in 2020 compared to 2019. That’s why TxDOT is calling on drivers to make safety their number one priority at all times and especially when passing through active construction and maintenance work zones on the roadway. TxDOT’s “Be Safe. Drive Smart.” campaign is marking National Work Zone Awareness Week, April 26–30, with safety tips to reduce work zone fatalities. Last year, there were more than 22,000 traffic crashes in Texas work zones with 186 people killed, including four road workers. “We know driving through work zones can be challenging,” said TxDOT Executive Director James Bass. “There can be extra congestion, slow-moving heavy equipment, temporary barriers, and vehicles that make sudden stops. We can’t stress enough how important it is to give driving your full attention and slow down—for your own safety and that of the people who work alongside the road.” Drivers and their passengers account for the majority of those who have died in work zone crashes In 2020, 147 motorists and vehicle passengers were killed in Texas work zones, along with 35 pedestrians and bicyclists and four road workers. The Texas Mutual Insurance Company, which helps employers prevent workplace incidents and their consequences, is partnering with TxDOT to promote safe driving. The “Be Safe. Drive Smart.” campaign outlines five key steps drivers can take to safely navigate a work zone: 1. Slow down. Follow the posted speed limit and drive to conditions. Unsafe speed is one of the main causes of crashes in work zones. 2. Pay attention. Avoid distractions, keep your mind on the road and put

your phone away. 3. Watch out for road crews. The only protective gear they wear is a vest, a hardhat and safety boots. Remember, they want to get home safe, too. 4. Don’t tailgate. Give yourself room to stop in a hurry if you need to. Rearend collisions are the most common kind of work zone crashes. 5. Allow extra time. Road construction can slow things down. Count on it, and plan for it. Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law can also result in a $2,000 fine. State law requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching a TxDOT vehicle, emergency vehicle, law enforcement, tow truck or utility vehicle stopped with flashing lights activated on the roadside. “Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving and never driving under the influence of alcohol or other drugs. Leonard’s Kenna Kelley will look to add a final high school medal to her collection later this month via the Class 3A State Tennis Tournament in San Antonio. Story and photo by Rich Hilliard LEONARD -- Kenna Kelley loves being outdoors. That factored into where she sought out and chose to sign to play college tennis: Colorado Mesa University. Having an outdoor tennis program made the school appealing to Kelley, who officially signed to play there during the 2020 Thanksgiving Break. Playing a sport -- that, typically, occurs outdoors -- also helped the Leonard senior during the last year -- despite the restrictions, particularly regarding indoors activities,

that came in concert with COVID-19 during the worst days of the pandemic. “Nothing changed,” said Kelley on May 3. “I still practiced daily and trained a lot more than usual.” Kelley had private tennis lessons Sundays-Thursdays and an additional hour of fitness training on Wednesdays afterward -- the latter helping with her agility, footing and changing direction on the court. She finally resumed playing tennis matches last July, when the United States Tennis Association reopened. Her preparation has showed this spring: an undefeated record, another Region II-3A girls singles title and a third trip to State in as many opportunities. Kelley, whose high school junior season was truncated in mid March of 2020 due to COVID-19 spread concerns, will play in the Class 3A State quarterfinals. She will face Tuscola Jim Ned’s Kate Bryant on Thursday, May 20, at 8 a.m. at the Annemarie Tennis Center in San Antonio. If Kelley wins, she could face a familiar opponent -- Franklin’s Ali May against whom she played last July -- in the State semifinals later that day at 2 p.m. at the same site. The State final for 3A girls singles will occur on May 21 at 10 a.m. at the Blossom Tennis Center in San Antonio. “I feel good about where I am with tennis now,” said Kelley, a State bronze medalist as a freshman and a quarterfinalist as a sophomore. “I feel confident going in,” she said. “I’m going to give it all I have since it’s my last year.”
