Gary - retired Vice President at Encore Wire - and his wife Dottie founded the Bliss Scholarship in 2016 as part of their commitment to support education past the

high-school level within the Encore Wire family. Their hope with this scholarship is to enrich a young person’s life and help aid their future. For the fourth year in a row, the Bliss Scholarship has provided a private scholarship through a written essay application and review process. Children of Encore Wire employees are able

to apply for the scholarship and the recipient receives money towards their chosen school. Ryan Brooks, son of Jennifer Brooks and Encore Wire’s Kevin Brooks, 19 year employee, is planning to use his scholarship award at Kilgore Electrical Lineman College. Ryan will graduate this year from Dodd City.

Spring is upon us! As our beautiful Fannin County landscape begins to blossom and the native grasses grow, more than just the flower bulbs are opening. Friends and neighbors are starting to emerge from the isolation of quarantine and returning to that sense of community that we all enjoyed before the shut down. While speaking with a good friend about his promising garden, the topic of “Victory Gardens” came up. These were very prominent throughout both World Wars and exemplified the fighting spirit of a community coming together for a greater good. Though we no longer plant these to support a faraway war effort, their benefits can still be realized locally. Volunteering at the Fannin County Food Pantry has shown me we have a great need for fresh fruits and vegetables within our community. Our rich soil often yields far more production than we consume, and gardeners are left with a surplus to share. Might I suggest that this blessing be extended to neighbors in need through the Food Pantry. Though donations are always welcomed, the best days for drop-off are Thursdays. (1022 FM-273 Bonham, TX) These past few weeks my ads have centered around what services I will be delivering to you if elected Commissioner – Pct 1. This week, I’ve turned the focus to what we can do for one another. Commissioner Magness asked listeners that when meeting a large piece of county equipment, especially road graders, on narrow County Roads, to please pull over and allow the equipment driver to either move past or pull over to let regular traffic pass. He described an incident where an oncoming truck didn’t wait for a road grader operator to pull over but sped into the ditch to get around quickly. The truck became stuck in the mud, and the County employees needed to pull the truck back onto the road. He asked drivers to give operators the chance to safely pull over and to treat these operators with respect and courtesy. Commissioner Lackey thanked listeners and noted that as the new lake construction nears completion this coming fall, more related projects such as the renaming of roads will continue to change the area. He asked listeners to be cautious and pay attention when in the area or around construction. He added that Covid-19 is not over,

and asked listeners to be safe and respect those practicing social distancing. Judge Moore announced that the Bois d’ Arc Lake Planning and Zoning Board hearing, scheduled for Thursday, and the meeting to follow, have been canceled, more information on this will come out soon. He noted that there will be another Covid-19 drive-thru testing on Saturday, May 9, from 10 a.m. to 6 p.m. at the Multi-Purpose Complex, hosted again by the Texas Guard. The number to make an appointment is (512) 883-2400, but Judge Moore recommended waiting until Thursday to call. Judge Moore thanked precinct employees for working on the cleanup after the tornadoes and recognized also the neighbors and volunteers who came together to help clear roads, clean properties, and repair fences. He also appreciated the Commissioners helping each other during the cleanup. The meeting adjourned at 9:48 a.m.

During this time at home, I actually had time to sit down and read a variety of articles from different newspapers on the effects of the Corona Virus Pandemic on everyday life. I picked up a newspaper I sometimes skim but rarely have the time to read. The Table of Contents on the first page caught my eye. The Announcement – “WHAT ANCIENT SPIRITUAL TEACHINGS SAY ABOUT PANDEMICS – READ MORE – B2.” So here it is – either ignore or address it, but citizens around the world are taking stock of their spiritual life, aka THEIR FAITH, as they do in every crisis. The short article led me through a brief view of the Taoists, the Buddhists the ancient Hebrew teachings, and a closing sentence that mentioned “the Christians.” That led me to the next question…… FAITH IN WHAT? Each of these religions stress repentance and reflection on how to live a better life. Would I ever be able to repent [change] enough? And how many times can one repent? Who’s counting? I find myself identifying with the Apostle Paul “I have the desire to do what is good, but I cannot carry it out to completion. For I do not do the good I want to do. Instead, I keep on doing what I do not want to do.” Romans 7:18 Then, we scream out, first in our thoughts and culminating in our actions. “I Give Up! ….until the next crisis, when we repent again. And there will be the “next crisis”. Of what use are these mental, emotional and spiritual calisthenics? I suggest they are much the same as our June 1 look-back at January 1’s resolutions; the mournfully lonely tread mill draped with dusty work-out clothes or the gym membership that hasn’t been scanned in since February. You know how I know that Laozi, Buddha, Mohammed and Herod’s Temple can’t help you? They are all dead and buried, gone. So, what’s the use, “eat, drink and be merry, for tomorrow we [all] die.” Luke 12:19 Only a fool says this, and it is only the fool that believes it. There is nothing pleasant about thoughts of death. We can try to outrun it, but we can’t escape it. No one wants to die – death is the foundation of fear, the fear that is gripping this nation today. There is HOPE, there is PEACE and there is LIFE instead of death. But there is only ONE WAY. ONE DOOR! Would a game show host put the grand prize behind each door? Of Course Not! Jesus said, “I AM THE DOOR, if anyone enters by ME, he will be saved [he will live]” John 10:9

The regular meeting of the Fannin County Commissioners Court was called to order at 9:09 a.m. on Tuesday, May 5, 2020, via teleconference. County Judge Randy Moore established quorum; County Judge and Commissioners from Precincts 2, 3, and 4 were present. Commissioner Gary Whitlock, Precinct 1, was absent. The invocation was given by County Treasurer David Woodson. Major James Manis led the pledges. 4 Judge Moore opened a discussion on the Fannin County Declaration of Disaster Proclamation for Covid-19 by reading local statistics prepared by Fannin County Health Official Dr. James Froelich. According to Dr. Froelich, as of Monday, April 4, 2020, there have been a total of 24 positive Covid-19 cases in Fannin County, 14 of which are fully recovered. Only one resident has been reported hospitalized, and there are no fatalities. The Disaster Proclamation with adjusted dates was extended until May 12, 2020. 5 The Covid-19 Response and Continuity of Operations Plan for Fannin County was extended with adjusted dates until May 12, 2020. 6 Minutes from 04/28/2020 and 04/21/2020 were approved. 7 Judge Moore invited Commissioner Jerry Magness to speak on the application for the designation of the Loschke Family Farm as a 100-year Farm for the Family Heritage Plaque. The award is given by the Texas Department of Agriculture to recognize families who have run a farm or agricultural business for 100 years. Commissioner Magness commented that he knows the Loschke family and that he is proud to have them in the community. The application for this honor was approved. 8 Judge Moore read the specifics of Order 2020-05-05 to rename County Roads 2917, 2950, 2955 and 2730 as a result of Bois d’ Arc Lake construction for the benefit of listeners who may be affected by the change and noted that the Order will be added to the Fannin County website for ease of access. Judge Moore then introduced Alan Hendrix of Freese and

Nichols to speak on the change. Mr. Hendrix explained that the Bois d’ Arc Lake construction will result in some bridges being permanently closed and that this severing will require renaming pieces of these roads once connected for emergency response. Commissioner Dean Lackey commented that in determining which road numbers to change, decisionmakers aimed to affect as few residents as possible. Mr. Hendrix added that TECOG would be contacting residents whose address will be subject to this change. A motion to approve the Order to rename the listed County Roads passed. 9 A motion was made to adopt an order authorizing the sale of fireworks in Fannin County for Memorial Day from May 20, 2020, through May 25, 2020, at midnight. Motion passed. Judge Moore cautioned listeners to use fireworks responsibly. 10 A motion to accept the notice of resignation of Jean Siebenthall, Indigent Healthcare Coordinator, effective May 29, 2020, was approved. 11 Judge Moore opened discussion on considering the position of Indigent Healthcare Coordinator as either part-time or full-time by conducting the recommendation of the previous Coordinator that the position should be advertised and filled as part-time. Commissioner Magness commented that he believes the position was originally part-time and agreed with the recommendation. Judge Moore added that Jean Siebenthall offered her assistance in the hiring and training of a new Coordinator to replace her. A motion to change the position to part-time and to advertise it as such passed. 12 A motion to approve the payment of bills passed. 13 Public Forum: Judge Moore read a comment by Thomas Jackson, who wrote, Please address the release of information on boat docks, and when it’s going to be available for landowners that have lakefront properties. No sooner had God finished His work of creation by making Adam and Eve, the man and woman in Earth’s first family than the serpent appeared on the scene. Satan was not there to congratulate God, but rather to place before them the temptation to be

disobedient and eat the forbidden fruit. His one purpose then as well as now was to be a destructive force in family living. We are still suffering from the fall of man that took place that day. Building a godly family is our daily challenge. Our success is a delight to God. The result is that our family becomes a light in the world and the salt of the Earth. Bryson has helped the Leonard High School Robotics team to several state level events, competed in UIL all region band, football, and tennis. With a vision of becoming a registered nurse, Olivia Foster plans a course of study that will lead her to acceptance into the Texas A&M Nursing School.

Hayden Stroud While attending Bonham High School, Olivia was active in many organizations as well as cheerleading. Lauren Newman’s interest in agriculture has influenced her to be active in FFA, state officer in 4-H, and Beta Club while attending Leonard High School. While majoring in animal science, Lauren hopes to one day be an advocate for the Texas agriculture industry. Audrey Shaw leaves Leonard High School as their all-time fastest distance runner with appearances at state cross country and state track meets as well as a spot on TEAM USA’s Australian circuit. Audrey’s passion is to study biomedical engineering and one day develop products that will change the health outcomes for multitudes of people. While a sports standout at Honey Grove High School, Hayden Stroud was also involved with One Act Play, Fellowship of Christian Athletes, and was a state Beta Club officer. Hayden plans to ultimately become an Orthopedic Surgeon by majoring in biomedical science. Lexi Thern currently serves in the Texas Army National Guard and has signed up to enter the Texas A&M Corps of Cadets while studying engineering. Lexi has over 500 hours of volunteer community service and was a regional qualifier in track for Leonard High School. The Fannin County Texas A&M Club would like to congratulate these deserving students and wish them well as members of Texas A&M University class of 2024.

Fort Inglish will be open for its regular hours, Thursday - Saturday, 11 am - 3 pm. However, each group visiting Fort Inglish will be limited to 5 individuals and only 2 groups will be allowed at any time. All tours are self-guided. The wearing of a cloth mask is encouraged. Press Release - The Creative Arts Center has maintained their visibility during the COVID-19 stay-at-home period by continuing their exhibits and continuing to process sales. Though group activities are suspended, staying in the public eye is important, according to Executive Direc-

tor Lisa Avila. “The arts center has complied with the governor’s stay-at-home and closure order, making use of the extra time to work on smaller projects within the center,” Lisa said recently. “But I felt it was important to remind everyone that our gallery and our artists are still here. That is why we continued with our exhibits, posting them on our website so the art is still visible and available for purchase.” Regarding the Coronavirus Disease 2019, the Center for Disease Control “...recommends wearing cloth face coverings in public settings where other social distancing measure are difficult to maintain (e.g., grocery stores and

Patty is known as a painter and silversmith and she put her talents to work to produce masks that are comfortable, reversible, washable and have a wire to adjust on the nose portion of the mask. In the coming days, she is making masks with pockets for filters and they will be available in addition to Patty’s other masks currently for sale at the arts center. Game Warden Field Notes

You Can’t See Me A Karnes County game warden was on patrol when he noticed a deputy’s patrol vehicle on the side of the road near the San Antonio River bridge. The deputy approached the warden and told him that there was a truck that had been there for a short while without any occupants. The warden looked in the bed of the truck and found a fishing pole. The deputy and warden looked under the bridge and found two individuals fishing. They watched for a short time to make sure the individuals were both fishing before announcing their presence. When the warden called out to the fishermen, the two individuals squatted down. The warden watched with his binoculars, and both men still didn’t move. The warden called out to them again and told them to stand up. The two men then stood up and came to talk with him. Neither of them had a fishing license and both were issued citations. No Sale A game warden was contacted about an Operation Game Thief incident in progress regarding an individual in Killeen selling crappie and catfish on a social media website. The warden located the post and found the seller’s address. After arriving at the seller’s location, the individuals admitted to the warden that they had been trying to sell the crappie and catfish they caught at Stillhouse Hollow Lake on social media for the last two days, but no one purchased them. The warden issued a citation for the sale of protected game fish and seized seven blue catfish, one yellow catfish and a bag of crappie meat. Case pending.

Week of May 6, 2020 (TPWD) Cooper GOOD. Water clear; 71 degrees; 0.04’ low. Largemouth bass are good on Texas rigged plastic worms and creatures, crankbaits, and plastic frogs in 10’ or less. Deeper water from 14-20’ is producing later in the morning. The white bass are good in 20-35’ with slabs, jigs, and jigging spoons. Crappie are fair with minnows in standing timber. Catfish are good on live and cut bait in 8-16’. Lavon GOOD. Water lightly stained; 72 degrees: 0.04 low. Crappie are good on minnows and jigs fishing 10-20’ over brush piles, timber, and bridges. White bass are excellent in the 10-30’ with jigs and slabs. Look for birds diving over feeding schools of white bass. Black bass are good on crankbaits, top waters, plastic lizards, and frogs in 4-12’. Catfish are good on prepared baits and live bait in 10-20’. Tawakoni EXCELLENT. Water lightly stained; 68-72 degrees; 0.16’ high. Catfish are excellent on live bait and

cut bait 4-12’. Largemouth bass are good on spinnerbaits, plastic worms, and square billed crankbaits in 6-12’. White bass and hybrid stripers are good on swimbaits and slabs. Watch for diving birds to mark feeding schools or use sonar to locate fish feeding in schools of bait over deeper points, creek beds, and humps in the main lake. Crappie are good on minnows and jigs around brush piles, docks, and marinas. Texoma GOOD. Water stained; 70 degrees; 0.74’ high. Striped bass and white bass are good on live bait and topwater baits when fish are near the surface. Diving birds are marking feeding schools on the surface throughout the lake. Largemouth bass are good fishing plastic creatures, swimbaits, and crankbaits in 6-14’. Crappie are good on minnows and jigs by boathouses, marinas and brush piles 8-15’. Catfish are excellent on cut bait and minnows in 8-18’.

Howard Roy Harris was born on May 6, 1930 in Celina, TX. Surrounded by his family, he passed away peacefully on the family ranch in Bartley Woods on May 3, 2020. The service for Howard Harris was held on Wednesday, May 6, 2020 at 1:00 PM at Restland Funeral Home. Howard married Reba Pearl O’Neal, his high school sweetheart, on November 16, 1950, beginning a journey together that would span over six decades. After successful careers

in the city, the two “retired” to their ranch in the country where they built their dream home. Howard had a grand vision when he initially purchased the land for the ranch. Over the next 50 years, he worked from dawn to dusk to produce a majestic place where the entire family can gather and be home. He enjoyed gardening and raising his cows, chickens and pigeons. Howard is survived by brother in law, John W. David Eaton officiated. Donnita passed away Wednesday night, May 6, 2020 at The Homestead of Denison. Donnita was born September 18, 1944 in Bonham, Texas, the daughter of Don Edwin Frair and Juanita Loretta Donaldson Frair. She married Tommy Allen Goode on April 5, 1968 in Durant, Oklahoma and he preceded her in death Feb. 21, 1996. Donnita was a claims processor for Blue Cross – Blue Shield and later worked in records at the Fannin County Courthouse. She was preceded in death by her parents and her brother, John Allen Frair. Donnita is survived by her children, Blake Goode and wife, Lauron, Chad Goode and wife, Elyse, Carla Stanley and husband Rickey and Chris Rattan and husband, Brad, all of Ravenna, Texas; numerous grandchildren, Lindsay White, Lane Walker, Luke Rattan, Kenzie McCraw, Zayne Goode, Preslee Goode, Quayde Goode, Piper Goode, Alexis Matus, Autumn Goode, and Dylan Goode; and three great grandchildren, Taytum White, Kealeigh Walker and Camryn Barrett. The University Interscholastic League’s pause on March 16 and cancellation on April 17 of the remainder of spring sports seasons due to COVID-19 cut short Sam Rayburn’s first season under Putman after less than a dozen games. On March 19, the Sam Rayburn board accepted the resignation of Travis Jones who served as the high school and junior high head boys basketball coach, baseball assistant and athletic director. Jones attributed his departure from coaching to beginning pursuit of a master’s degree. Sam Rayburn in February finished winless for a second-consecutive year in varsity boys district basketball in 12-2A -- still rebuilding after heavy graduation losses off 2018’s regional quarterfinalist team. The Lady Rebels will make their high school varsity and jayvee volleyball debut later this year in the new District 16-2A, which also includes 2A’s Collinsville, Tioga, Tom Bean, Trenton and Wolfe City and 1A’s Dodd City and Savoy. The top four 2A teams per 2A district advance to the 2A postseason bracket. Sam Rayburn ISD’s board on April 16 accepted the resignation of Rebels’ baseball manager Matt Putman.
