1. Consider and take action to approve minutes of the April 10th regular meeting: Councilman Kevin Hayes made the motion to approve the minutes with Councilman Wayne Moore seconding the motion which passed unanimously.
2. Consider and take action to accept financial report for
month ending April 30, 2023:
Bonham’s Finance Supervisor Michelle Burnett gave a report of revenues tracking with the budget and an expectation of higher growth in sales tax. She noted expenses would be covered in a later agenda item, the FY 2022 audit is set to begin at the beginning of June and the FY 2024 Budget preparation is currently underway. A motion to accept the report was made
by Councilman John Burnett, seconded by Kevin Hayes and passed unanimously.
3. Citizens Opportunity to Speak: [ The City Council invites persons with comments or observation to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]: First to speak was a resident of East 15th Street who spoke to voice concerns about children being exposed to inappropriate reading material at public libraries across the land. He urged parents to be aware of what their children are being given access to.

This easy Sweet & Spicy Bacon Chicken recipe will have your family begging for more - slightly spicy, sweet chicken wrapped in bacon and baked or grilled up in about 30 minutes.
SWEET & SPICY BACON WRAPPED CHICKEN
4 chicken breasts, cut in thirds
(12 pieces)
12 slices of bacon
2 tsp. salt
2 tsp. pepper
2 tsp. garlic powder
2 tsp. chili powder
2/3 c. brown sugar
2 Tbsp. olive oil
Preheat oven to 400 degrees (unless you are using the grill)
Cut each chicken breast into thirds, leaving you with 12 pieces. Lay chicken pieces in a 9x13 baking dish, coat with
2 Tbsp of olive oil. Sprinkle chicken with spices, flip over and season the other side.
Wrap each piece of chicken with a slice of bacon. Roll in the brown sugar. Bake for 3040 minutes, or until chicken is cooked through and bacon is nice and crispy. Drizzle with the glaze it made and serve. Wrapping foods of all kinds in bacon is never going to go out of style. It adds a whole new level of flavor to foods. This recipe would be a good one for a graduation party!

Last time we talked about co-mingling, a dog and a cat, and I mentioned that bringing a kitten into your home as opposed to a full grown cat, is potentially easier. Most dogs understand a kitten is a baby, and if your dog doesn't have a strong prey drive, you may be able to monitor and control their initial meeting with just a leash on Max. Naturally he will be curious, but the leash
helps to keep him from getting overexcited and too forward.
Sniffing of course is appropriate. Pawing is not.
I like to have a "meeting and greeting command" in place prior to this sort of thing. For me, that cue is "be friends". I use this whether we're meeting another animal or a human. And the message is: "I expect you to be a gentleman, here". Building this cue is achieved by praising for mannerly interactions, and correcting rambunctiousness. - You also want a very reliable "leave it" cue in case Max starts to

Really, how serious is this mental illness problem?? In a study recognized by the Medows Report, The Baylor SW Community Report and Mental Health Recognized in TCOG Report, the following facts bare out: In Grayson County, Highest rates of depression, anxiety and suicide compared to 16 counties in DFW ranking highest or top 3 across all categories, in Fannin County, 3rd highest rate of suicides in Texas, in Bryan County, Ok, 2 out of 3 interviewed report lack of hope. These are significant issues across Texoma. Information from the Community Behavioral Health Conference.
Previously I did an article “Mental Health Issues- Fact or Fiction” in which I wrote about the national and local crisis we deal with on mental health issues. I covered the four basic categories that we face today in our country.
On 14 April 2023 I was fortunate enough to attend the 2023 Community Behavioral Conference in Sherman. Everyone in attendance was a stakeholder or victim in the mental health field confronting the issues we face today.
All the speakers have had their own issues with mental health and spoke about their journey overcoming the problems and becoming stakeholders in the battle against mental illness.
The key watchwords for the conference were,” Inform, Uplift and Empower.”
Discussions ranged from barriers and solutions, telecare, jail diversion to how to recognize and support victims in the workplace. The reoccurring theme through all the speakers was “its ok to talk about how you are and to seek help, eliminating the stigma issue associated with mental illness”.
I mentioned “stakeholders”, there was a tremendous number of organizations represented at the conference that offer help. Quite a few are focused on child adolescent mental illness, which in itself is a major issue. Discussions were recognizing the issue, parents and children admitting the issue, facing the issue and getting help for the child. It all comes down to parental responsibility.
Three of the largest roadblocks in fighting the mental health issue is funding, the lack of trained mental health care professionals and the lack of state hospital beds. The number of beds today is the same as it was in 1984. Facilities are being constructed however completion is not soon. In a significant number of situations, insurance is not covering
the care or there is no insurance. The VA has the problem of not having enough trained professionals to cover the massive number of veterans with PTSD and other issues. There was a legislative representative that spoke on several Bills that are in session, however that is going to take time to approve and enact.
Stigma connected to mental illness in the workplace is a major issue. Employers can be a tremendous help to that person in need by recognizing the issue and getting the person help. Mentorship works well in these cases. Law enforcement has recognized the issue and has started mentor programs to support the officers. Recognition of the issue by supervisors, other officers and peers is extremely important in getting the officer to realize the problem and seek help. The State of Texas has created the Texas Law Enforcement Peer Network through UT Dallas to anonymously offer peer mentor support to any officer that needs it. Military veterans have the Military Veterans Peer Support network that has support programs for veterans in distress. Families supporting families.

The 15th in a series of articles for the 175th Anniversary of Bonham
Early citizens of Bonham and Fannin County treasured education.
Records are few, but by 1859 there were 47 schools in the County which charged parents, but with some provisions for “indigent” students.
One of the most well-known educators of Fannin County was Charles Carlton.
In 1867 Charles Carlton, who had established Carlton College at Kentuckytown in 1865, moved to Bonham and
took over the Bonham Female Institute. By 1881 the name had been changed to Carlton College.
By 1886 there were 137 girls and 103 boys in attendance.
Young men who attended Carlton College became the business leaders of Bonham. However, beginning with the 1887 session the school would be only for girls.
In 1895 impressive 3-story hall was built at East 10th Street and Chestnut in Bonham. (This building burned in 1910). Today a Texas Historical Marker is at this location.
Charles Carlton and his wife Sallie and two of his daughters were the primary teachers. Carlton’s son Charles was the school’s vice president from

With the death of Charles Carlton in 1904, the school began to decline. In the fall of 1916 Carlton College closed, bringing to an end nearly a half a century of quality education in Bonham.

Dodd City hoops places seven on '23 TABC academic teams

Seven Dodd City players led nine Fannin County senior athletes on the Texas Association of Basketball Coaches Class 1A academic teams for 2023.
Four Hornets made the boys' team: Ashton Balvin, Aydan Balvin, Logan Lackey and Austin Weeks.
Three Lady Hornets earned the recognition on the girls' team: Autumn Brown, Lindsey Mauppin and Brianna Rodriguez. Meanwhile, Ector also had a pair garner the notoriety on the girls' team: Karlee Haggard and Chelsi Petty.

Dodd City senior Ashton Balvin earned a spot on the Small School Boys Charcoal Team for the all-star games to be held by the Texas Association of Basketball Coaches in San Antonio on May 19.
Balvin repeated last winter
as the 23-1A boys' basketball most valuable player, as the Hornets won the district and reached the regional tournament for the second-straight season.
Afterward, Balvin also earned Class 1A all-state notoriety from TABC for the 2022-23 season.

Ryelan Goes Solo, Gets to State: Morris ends standout start at HG w/Austin advance in 2A boys' 100m

Morris has had an eventful first year of high school athletics at Class 2A Honey Grove.
The freshman last fall shared the District 9-2A-I offensive superlative, helping the Warriors with an area-round advance reach their first postseason in football since 2019.
Additionally, Morris last winter helped Honey Grove qualify for its third-consecutive boys' basketball postseason.
But with a decision he made last summer, he also helped himself individually earn a chance to keep competing deeper into the spring -- into the final full month of the current athletic year.
"I was running in the 400m relay," said Morris. "I wanted to see how fast I was.
"During one of our summer track meets," he said, "I decided to switch [to the 100m dash] and ran a really good time."
Last month, he finished the 100
in 10.82 seconds at the Region II-2A boys' championship ---not even his best time this year, but fast enough to win and earn
himself a trip to the 2A State track and field competition in Austin.
"I've done some pretty cool things, but this stands out more," said Morris, who earlier in April posted a 10.72 in the 100m at this year's area-round track event.
"I plan to get a faster time [at State]," he said on May 5, "since I'll be running against faster people."
Of note: Amongst the nine who qualified to run in the 2A boys' event in Austin on May 12 -- he is the only freshman -- with juniors and seniors evenly equating the other eight competitors.
"He's the only freshman," said Honey Grove boys' track and field coach Colten Lennon. "That tells you a lot about how special he is.
"It's not often one like him comes along at the Class 2A level," said Lennon. "He's a once in a lifetime cat. I've enjoyed coaching him.
"He's a great kid in the classroom where I also have him.”
Bonham claimed one superlative and shared two others in the All-District 11-3A softball awards for 2023.
Senior Aisly Andrew garnered the top catcher award, with junior Reyleigh Shockley as one of two pitchers and freshman right fielder Emely Alfaro as one of three newcomers honored with superlatives.
Freshman Lauren Pemberton, a second and third baseman, and senior center fielder Savannah Ware from Leonard joined Bonham senior Sarah Wrape, a starter at pitcher and first base and an Independence
Community College (Kan.) signee, on the first team.
Second-team recipients included Leonard's Hattie Winter in the infield and Abby Cavender in the outfield, joining juniors Kaitlyn Capehart in the infield and Lily Englutt in the outfield for Bonham. Makalee Sadler at catcher, Jacey Foster and Kylie Houser in the infield and Cambree Fromme in the outfield from Leonard joined third baseman Alayna Laisy, second baseman Gray Lancaster and outfielder Cassie Godbey from Bonham as honorable mentions.
Academic all-district selections included Kenlee Cass, Brooke Hancock, Makenzie Pemberton, Olivia Pye, Ware,
Cavender, Foster, Fromme, Houser, Sadler and Winter from Leonard and Bonham's Audrey Fowler, Alfaro, Capehart and Lancaster. Bonham (24-11) returned to the playoffs this spring after a one-year absence with an arearound advance. The Lady Warriors claimed their first district title share since 2017 -- one of four 11-3A teams that finished district play at 8-4, necessitating play-ins and ensuing coin flips between winners and losers to determine postseason seeding. Bonham advanced as 11-3A's No. 2 seed.
Leonard missed the postseason at 1-11 in 11-3A, but did nearly pull off upsets in a third of its district games.

One Body

The Bible teaches that there is only one body. The apostle Paul reminds Christians that “There is one body, and one Spirit, even as ye are called in one hope of your calling; One Lord, one faith, one baptism, One God and Father of all, who is above all, and through all, and in you all” (Ephesians 4:4-6).
What is the ‘one body’ to which Paul refers? This is answered in the first chapter of Ephesians. God “hath put all things under his (Christ’s) feet, and gave him (Christ) to be the head over all things to the church, Which is his body, the fulness of him that filleth all in all” (Ephesians 1:22-23). We find that the Son of God “is the head of the body, the church: who is the beginning, the first-
born from the dead; that in all things he might have the preeminence” (Colossians 1:18).
The body is NOT made up of different religious groups, but of individuals. Paul stated that “we, being many, are one body in Christ, and every one members one of another” (Romans 12:5). God’s desires to have His people in one group, one body. We read that God wanted Jews and Gentiles in the same body. By the shedding of the blood of Christ, “He might reconcile both unto God in one body by the cross, having slain the enmity thereby” (Ephesians 2:16).
God expects everyone who claims to follow Christ to do what is necessary to enter into this one body. The church at Corinth heard this message; “For by one Spirit are we all baptized into one body, whether we be Jews or Gentiles, whether we be bond or

free; and have been all made to drink into one Spirit” (1 Corinthians 12:13). Jesus Christ died for this one body. Luke records that message for the elders at Ephesus, “Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made you overseers, to feed the church of God, which he hath purchased with his own blood” (Acts 20:28).
The gospel of Christ must not be compromised or watereddown. Paul wrote, “I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel: Which is not another; but there be some that trouble you, and would pervert the gospel of Christ” (Galatians 1:6-7). Timothy was told to simply “Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and doctrine” (2 Timothy 4:2). The Bible teaches that there is only one body, one church.

The Bible says in Jeremiah 17:7, “Blessed is the man that trusteth in the LORD, and whose hope the LORD is.”
The problem in our nation today is that we, as a nation, are not clinging to this truth, and, as I’ve said before, we are not holding to the promise that God has given to us in 2 Chronicles 7:14. The only way that we can overcome the challenges that we face as a nation is to put our trust in the Lord, and Him only. Again I am reminded of the expression
“Let go and let God.”

Bonham, Texas -- Funeral services for David Elmer Duncan, 67, of Bonham, Texas, will be held at 2:00 p.m. Sunday, May 21, 2023 at the First Baptist Church in Bonham. Brother Ken Ussery will officiate. David passed away at his home on May 1, 2023.
David, the beloved son of Ernest and Ann Duncan, was born October 18, 1955 and grew up in Ladonia, Texas. He attended Fannindel I.S.D. and East Texas State University. David, with his parents, owned and operated Duncan Trucking, Inc. in Ladonia for over 45 years.
David is survived by his wife, Betty, of Bonham; his mother, Ann, of Bonham, formerly of Ladonia; son, Danner Duncan and wife, Haley, of Bonham; son, David Duncan, and wife, Candice, of Emory, Texas; step-son, Matt Verner and wife, Melonie, of Josephine, Texas; grandchildren Laramie, Barrett, and Wrenlee of Bonham and Darla, Darby, and Dacey of Emory.

It was just one of those things. It didn’t really mean Marvin Pincus had lost his mind. Consider this yourself for a minute.
Marvin had opened the mail that morning and in it was the Fenwick glass fly rod he’d ordered. Oh, it was used, of course. But there’s a feel to a Fenwick that only a man dedicated to a life of using dry flies can appreciate.
The weather was gorgeous. The fish were biting on Lewis Creek. But there was a hitch. Marvin had broken his ankle the previous week and was temporarily in a wheelchair. It was his right ankle, so he couldn’t drive down to the creek. And there, in his hands, was the Fenwick. He put it together, attached a reel and some four-weight line and set it on the couch and looked at it.
Marjorie was off visiting her sister, so she couldn’t help him. But there’s a pull, an irresistible draw to a fly rod. He had to cast it.
Now.
It took Marvin about 20 minutes to negotiate the front steps with that wheelchair and the Fenwick. Oh, he could’ve called a friend to help him, but how could he possibly explain why?
Finally, he negotiated the sidewalk and then the edge of the street itself. There were no cars coming this early afternoon.

A memorial service for Jared Michael Godbey was held on Saturday, May 13, 2023 at 11:00 am at Cooper Sorrells Funeral Home Chapel in Bonham, boyhood friend, Rev. Cody Nelson, officiated. Family received friends one hour prior to the service.
Jared Michael Godbey, age 46, passed away peacefully in his sleep Friday, May 5, 2023 at home in Edhube. Jared was born April 25, 1977 to David Paul Godbey and Paula Bee Hawkins Godbey. At a young age, Jared had an adventurous spirit. As a boy he was involved in Boy Scouts and earned his Eagle Scout Rank in 1993. Jared had the opportunity to attend the National Jamboree and Philmont. These were trips he still spoke of often. Jared was also involved in FFA and 4H. His pride was his horse Shorty. Together they earned many awards in the show ring. Jared spent most of his youth exploring the woods of Southern Fannin County riding Shorty. The adventurous spirit carried on as he rode dirt bikes, trapped, and hunted.
It broke my heart to lose you, but you didn’t go alone. Part of me went with you, the day God took you home.

Jodene Tackett passed away on May 6, 2023, one day after her husband Luther Mac Tackett was ushered into Heaven.
told Marvin he’d done the right thing in ordering the rod. So he ran out some line and began casting. About halfway across the street was a large mulberry leaf. He did a double haul on the line and sent the fly toward the leaf. It took several tries before he hit it, but when he made that cast, you could’ve sold tickets to it. His fly came to rest about three feet above the leaf and then fluttered gently down onto its target. Marvin’s smile said it all.
Then the school bus came around the corner full of kids heading home, and Marvin realized he was casting a fly rod from a wheelchair onto dry pavement.
“Hi Mr. Pincus!” yelled one of the kids. “Catch anything?”
“A little slow today, Billy,” he yelled back.
“Isn’t it hard to catch fish without water?” Billy yelled.
“It’s okay, son,” Marvin said with a grin. “I’m using a dry fly!”
Jared attended Bonham High School and graduated in 1995. After high school Jared joined the workforce and worked in the construction industry. In 2001 Jared became a father, their family resided in Denison for many years before his job took them on the road. His first-born child Ethan brought so much joy to his life. The two of them enjoyed having projects together in their backyard. In 2003 Malorie came along and he took so much pride in having a daughter. They both enjoyed their father/daughter shopping trips and shrimp lunches. They took several big family vacations during his children’s teen years, which included traveling to Yellowstone and The Smokey Mountains. His two kids were his greatest pride and joy.
He worked as a Millwright throughout the country making lifelong friendships along the way. He was well known for his hospitality and generosity. There was always something on his smoker or grill to share with his co-workers whom he counted as friends and family.
He is survived by his son, Ethan Godbey of Bonham; Daughter, Malorie Godbey of Bonham; the mother of his children, Alison Craig of Bonham; Parents, David and Paula Godbey of Edhube; Brother, Bret Godbey, and his wife Heather of Millsap; Sister, Morgan Helm, and her husband Travis of Denison; Nieces and Nephews, Kimzey, Kyler and Keagan Godbey, and Benton, Connor and Molly Helm; in addition to numerous aunts, uncles, cousins and extended family and friends who loved him immensely.

Jodene was born on July 6, 1939 to parents Albert and Bertha Jamison in Corsicana, Texas. Jodene graduated from Corsicana High School and went on to have a thriving career in the insurance industry. She married Mac Tackett on July 8, 1956 and together they had two children, Donna and Marty. Jodene had a great love for flowers which led her to be a florist for many years. When she was not floral designing you would find her antiquing and searching for that special treasure. Jodene was a proud member of the Texas Silver Haired Legislature. She took great pride in serving her fellow Americans in this manner.
She is preceded in death by her husband, Mac Tackett, son, Timothy “Marty” Tackett, and parents, Albert and Berta Jamison. Jodene is survived by daughter, Donna Hutson and husband Charles; grandchildren, Brian Hutson, Joel Hutson and wife Christen, Wesley Hutson and wife Nicole, Casey Hutson and wife Cara, Melina Goltsios; great grandchildren, Kylie Hutson, Christian Hutson, Luke Hutson, Caden Hutson, Chloe Hutson, Charlotte Hutson, Timothy Hutson, Lily Hutson, Abel Hutson; and many nieces and nephews.

LUTHER MAC TACKETT
Luther Mac Tackett entered the presence of Jesus on May 5, 2023. Mac was born on April 18, 1936 in Palmer, Texas to parents Martin Luther and Clara Gentry Tackett. In 1949 the Tackett family moved from Palmer to Ennis, and that is where Mac attended school. In 1954 Mac decided to serve this great country and joined the United States Airforce. After his deployment to Korea in 1956 he met Jodene Jamison and shortly after, they were married. Mac and Jodene had two children, Donna and Marty. Mac had such deep devotion to the country that in 1959 he joined the United States Navy. After serving Mac went on to work as an aerial photographer and owned a couple of small businesses. Outside of family and faith Luther loved fishing. In 1987 Luther and his son Marty won the Texas Team Championship through Century Bass Club. The grand prize was a bass boat and that fueled his love of fishing even more. Our fondest memory will be of him sitting on the bank with a rod in his hand waiting for the fish to bite.

Cade Childress caught this record-breaking blue catfish on March 2, 2021 in Lake Tawakoni. The fish measured 50.75 inches in length and weighed 72.4 pounds! Cooper GOOD. Water lightly stained; 70 degrees. Catfish are good on cut shad. Crappie have peaked and are fishing fair with jigs and minnows. Lake is slightly turbid. Fork GOOD. Water Stained; 70-77 degrees; 0.97 feet below pool. Lake Fork is still slower than normal for this time of year. Some fish are still spawning while others are starting to move offshore . Shad spawn is still happening in some areas but not many fish around them. Squarebill crankbaits and spinnerbaits in shad spawn area and some points 2-4 feet. Carolina rigs best on offshore structure and points with flukes in watermelon red and watermelon candy in 4-10 feet
Lavon GOOD. Water lightly stained; 60 degrees; 0.37 feet below pool. Crappie should be on the last week of the spawn. Fish are in 5-10 feet of water in standing timber. Around midday move to 10-20 feet, if the bite slows down. Look for deeper timber and brush piles or condos. White bass are feeding shallow in 1-4 feet of water early in the morning during the shad spawn. Once this bite ends, fish move to 20 feet of water on shelves and main lake points. In the morning cast swimbaits switch to one ounce white or chartreuse slabs for the deeper fish. Channel catfish are starting the annual spawn.
Ray Roberts GOOD. Water is stained; 67 degrees; 0.13 feet above pool. Shad are spawning in shallow water attracting the gamefish. White bass are great along the banks and points out two feet of water biting on topwaters. Bass are good shallow on your favorite soft plastics, and topwaters. Late spawners are still shallow so you may catch a big fish. Crappie are fair on the brush piles in 10-20 feet, with mostly undersized catches on minnows.
Tawakoni GOOD. Water lightly stained; 70 degrees; 0.15 feet above pool.Lake Tawakoni is full of water and the fishing has been great! Hybrid Striper and white bass have been good. Fishing for them has been steady early morning and late evening. We are coming off a full moon and I expect the morning bite to get better. Fish are feeding on big schools of threadfin shad in shallow water. Swimbaits and slabs are catching fish in 2-14 feet.
Texoma GOOD. Water stained; 65 degrees; 2.40 feet below pool. Egrets are following the shad spawn in shallow water. Striped bass are good with sporadic topwaters early in the morning under the birds, and on swimbaits. In deeper water trolling with live bait will produce catches. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are great on live shad fishing humps in 28-30 feet of water and deep flats in 55-65 feet of water. A lot of big males and small fish but the large females will be coming back from spawn more frequently with the coming warm weather. Crappie are fair on brush in 10-15 feet of water fishing jigs in the little mineral arm of the lake. Largemouth and smallmouth bass are good on live shad along the bluffs in 8-12 feet of water off the ledge. The shad spawn is hit and miss down the rocks. Catfish are good on cut shad in 50-60 feet of water near the river channels. Seeing a lot of flathead catfish coming from the stumps around 30 feet of water eating live shad.

Second to speak was another resident of 15th Street who referred the Council’s attention to information in a packet she’d given them that had obscene content highlighted for their consideration from books such as “Me and Earl and the Dying Girl” and “All boys Aren’t Blue” that are offered to children via the public library. The next speaker noted she was a Bonham ISD teacher and a resident of Blue Ridge who had been concerned about certain books offered to children in a school library and shared her experiences with having those books reviewed. The fourth speaker, a resident of Pecan Street in Bonham, spoke about property appraisals and how only one of three taxing entities offer homeowners homestead exemption. She asked the city to consider lowering the tax rate, offer homestead exemption and possibly raise the over 65 exemptions in order to give homeowners some tax relief. Last to speak was the founder and president of The Texas Bitcoin Project who spoke to encourage citizens to research buying bitcoin for their own best interest.

4. Presentation by Jennifer Reeves, Bonham Public Library Director: Jennifer Reeves gave a presentation defining what a public library is, what the relationship the Bonham Library historically has had with the city since its start in 1901 and the wide range of materials, services and programs offered. She noted how the Bonham Library Board has worked to raise the funding necessary for the library’s existence and the partnership that exists with the city in reaching the growing needs of the community. She explained how the Library Board governs most facets of the library and how it meets once a month to discuss and determine how best to meet the needs of the community. She stated access to library materials is not restricted beyond what is required to protect materials from theft or damage and noted responsibility for the reading of children rests with parents and legal
guardians. She advised those wishing to restrict the reading of their own child should personally oversee that child’s choice of reading material.
She further noted the Bonham Library endorses the American Library’s Association “free access to libraries for minor’s” statement and explained their “reconsideration of materials” policy that requires objections of materials to be made known in writing to the Library Director via a form that once completed is presented to the board for consideration. Ms. Reeves concluded by listing the many services and programs being offered by the library and stated pornographic material is not being offered to children.
In response to a question from Mayor Compton, she responded that four titles that have been challenged by some in other libraries are not in the Bonham library but are available on e-drive.
5. Consider and take action to approve a resolution to designate authorized signatories for the 2022 Texas CBDG Program, grant agreement number CDV21-0035: City Manager Sean Pate explained how every two years eligibility for this grant money comes available and explained how it could be used for a wastewater treatment expansion project and other upgrades. A motion to approve was made by John Burnett, seconded by Councilman Michael Evans and passed unanimously.
6. Consider and take action to approve a resolution adopting the required CDBG Civil Rights policies: Mr. Pate explained how this was a formality to accompany the application for the grant. A motion was made to approve by Wayne Moore, seconded by Kevin Hayes and passed unanimously.
7. Consider and take action to proclaim April as Fair Housing Month: City Secretary Heather Stockton noted this is a formality in the continuance of the grant. A motion was made by John Burnett to approve, seconded by Kevin Hayes and passed unanimously.
8. Consider and take action to amend Section IV #10 and 11, Section VIII and Section XIII of the Collection Contract between the City of Bonham and the Fannin Central Appraisal District: Fannin County Appraisal District Chief Appraiser Tylene Gamble spoke on the proposed renewed collection contract and how the wording would give FCAD’s Board of Direc-
tors authority to pull all collections under one entity at some point and other changes. She noted the amendments needed if the city wanted to continue with their own collection firm and advised of the advantages of having the FCAD manage collections. Attys Kevin Dutton and Wade Gent of Linebarger Grogan spoke on the attorney client relationship their firm has with the city and the advantages for the city to maintain that relationship and not relinquish total control to FCAD. After some discussion, a motion was made by Wayne Moore for the city to maintain their own counsel for collections. The motion was seconded by John Burnett and before the vote, Sean Pate noted an amendment to the motion should state #10 is scrapped and on #11 verbiage should be added stating “the entity shall have the sole right and responsibility to contract with an attorney or law firm for the effective collection of delinquent taxes for the entity.” The motion passed unanimously.
9. Consider and take action to approve a Specific Use Permit / Zoning Change located at the corner of E 3rd St and Lipscomb St (ID# 91126) from Light Industrial to Multi-Family Low Density: Bonhams Director of Community Development Mark Kinnaird explained how this was approved unanimously at the last P&Z meeting and noted one person’s comments at that meeting. A motion was made to approve by Michael Evans, seconded by Kevin Hayes and passed unanimously.
10. Consider and take action approving signature authority for the Director of Finance, Sarah Osburn, for all City of Bonham financial transactions including, but not limited, to those accounts maintained at Legend Bank: Sean Pate noted how this was a formality due to the hiring of Sarah Osburn. A motion to approve was made by Wayne Moore, seconded by Kevin Hayes and passed unanimously.
11. Consider and take action approving a resolution amending the authorized representatives for TexPool Participant Services: Mr. Pate noted how this was an additional formality needed in regard to Ms. Osburn. A motion to approve was made by Michael Evans, seconded by Wayne Moore and passed unanimously.

Hold public hearing and consider and take action on an ordinance prohibiting individuals from keeping or leaving an animal in the enclosed area of a motor vehicle where the ambient temperature inside the vehicle is more than 85: Mayor Compton called the hearing to order at 6:48 p.m. Captain Wendell Bockman of the Bonham Police Department spoke on why this was needed and noted this ordinance would be more specific than the existing Texas Law on cruelty to animals. He noted that animals left in vehicles where the windows are cracked 3 to 5 inches would not be considered an enclosed vehicle. He concluded this ordinance is needed to give officers the authority to cite individuals who would leave animals or children in an enclosed vehicle. The hearing ended at 6:51 p.m. A motion to approve was made by Kevin Hayes, seconded by Wayne Moore
and passed unanimously. After the vote, Mayor Compton relayed his appreciation to Captain Bockman for the Bonham PD in the competent handling of a tough situation this past weekend.
14. Hold public hearing and consider and take action on an ordinance amending ordinance 1406 establishing a charge master to be used for EMS billing and collections: Mayor Compton called the hearing to order at 6:52 p.m. Bonham Fire Chief Scott Ridling explained how this is done every year and noted how due to cost increases and the advisement of their billing company, pricing has been revised with the ALS ER rate going up $29.43 which will offset some rising costs. In response to being asked when it was last raised, Chief Ridling stated about 2 years ago. The hearing ended at 6:54 and after Mr. Pate read the ordinance, a motion to approve was made by Michael Evans, seconded by Wayne Moore and passed unanimously.
15. Hold public hearing and consider and take action on an ordinance providing rules of conduct for Council meetings and providing rules for citizen communi-
cation during City Council meetings: Mayor Compton called the hearing into order at 6:54. Sean Pate recalled how last month a consensus was not reached regarding a policy proposal to have citizens sign in before the meeting in order to speak. Mayor Compton noted the committee formed on this decided to terminate that requirement. It was asked if giving one’s address would still be required for everyone.
Mayor Compton said it would and noted the council does not want to stop anyone from speaking, but just wants there to be civility. The hearing ended at 6:58 p.m. Sean Pate read the ordinance and a motion to approve was made by John Burnett, seconded by Kevin Hayes and passed unanimously. Prior to adjournment, a ceremonial swearing-in of Bonham’s Police Chief, Andrew Hawkes by Municipal Court Judge John Skotnik was held. Afterward, Chief Hawkes stated he is glad to be in Bonham and there is a lot of work to do but the department will serve the community as best they can. Mayor Compton thanked everyone for their attendance.
