City of Ladonia including Leon Hurse, the Mayor of Ladonia at the time, and Bob Bledsoe. They wanted to build a lake near their town, primarily for economic development purposes. finished as intended. “There are hundreds of little pieces that all have to get done, and I lead a team of staff and contractors to make sure that none of those pieces get missed,” said Motley. Attention to detail is critical. “Everything to me is important, from the smallest detail. Without all the pieces, it doesn’t work,” Motley pointed out. “That to me is rewarding. The lug nuts are as important as the engine.” Current “lug nuts” include specifics for designing the pipeline to carry water from the lake, and the lake’s headquarters and other facilities. Planning also continues for clearing the dam area, building roads and bridges and putting in boat ramps for public lake access. Patience and persistence have been qualities that Motley and his team have had plenty of time to practice on a project already two+ decades in the making. “There will be some great days with good news and others with less good news, and on those you have to pick yourself up and move forward,” he shared. “What is rewarding is that a lot of these pieces we’ve talked about for

There was a lot of give and take, but in the end, they came together on solutions that met everybody’s needs. “It’s a critical water supply for the people of Denton County and Collin Counties,” Motley explained. It’s healthy, light and fresh topped with warm spicy chicken and a creamy cilantro dressing. The 70th Annual Shiloh Cemetery Homecoming will be held at the cemetery grounds on Sunday, May 29, 2022 at 12:00 noon. Fried fish, french fries, hushpuppies will be provided. Please bring a side dish, dessert or drink if you wish. A short business meeting will follow the meal along with visiting and fellowship. Everyone is invited. Shiloh Cemetery is on County Road 2730, two miles off FM 100. In case of rain the meeting will be held at Selfs Church of Christ building at FM 100 and County Road 2730.

In a medium ziplock bag, place chicken, taco seasoning, cumin, salt, lime juice and olive oil. Shake until fully combined and chicken is coated. Allow to marinate for 10 minutes or up to 2 days. Heat a heavy skillet to medium heat. Be sure skillet is hot before adding chicken. Add 1 tsp. oil to skillet. Place the chicken in the skillet and cook until

done. Let rest 5 minutes before cutting. Make your dressing by placing the sour cream, cilantro, lime juice and salt in a food processor. Pulse until cilantro is fully chopped. Place the chopped romaine lettuce on the bottom of a pretty salad plate. Top with avocado, chopped tomatoes, black beans, corn, cilantro, and sliced chicken. Top with cold dressing just before serving. Enjoy! Please send me your favorite or unique recipes to Fannin County Leader at 224 N. Main St. Bonham, TX 75418 or email me: fclsales@verizon.net

Hebrews 4:13 (LB) We had now arrived at the rehabilitation center in Le Havre, France. Our stay was designed to be of short duration, perhaps five or six weeks. It was very comforting to know that I was now in capable hands. Our country was in touch with our needs. In a camp where 50,000 Ex-POWs were gathering

needs of all kinds had to be met. But not only did our country have the desire, but the equipment and supplies to speed up our recovery. This step in our journey was to start the program and then to send us home to states where the wellness effort would continue. Our needs had many faces, physical, psychological, mental anguish, and others. Many men were suffering severe needs. All of us showed signs of malnutrition. For example I had lost weight from 172 to 115. While the medical service had a gigantic work to do, so did the chaplain service, as well. They helped with our emotional and spiritual needs. This brings me to suggest that the most important need to be met, then as well as

now, is spiritual in nature. And as surely as our country was capable and ready to help us meet our body’s needs, God was in touch with us at the point of our spiritual need. Some references that come to mind are: Romans 3:23 “All have sinned and come short of the glory of God.” Romans 6:23 “The wages of sin is death, but the gift of God is eternal life.” Philippians 4:19 “My God is able to supply all of your needs” May we be ready to let Him meet our spiritual needs as we are to get help for our physical problems.

referenced information in packets given to each Councilman showing the details of the amendment and proceeded to list how the water/ sewer fund will have some franchise fees waived, how $190,000 will be utilized for neighborhood revitalization grants and $180,000 of the water/sewer reserves will be utilized. He also detailed the administrative costs, the study/ consultant costs and street department costs. When he concluded his summation Mr. Pate detailed recent development growth in the area and the necessity of obtaining consultant assistance and the various studies. He used Silo Rd as an example of part of the thoroughfare plan citing it’s potential of becoming a four-lane road due to new developments in that area. He explained how impact fees (absorbed by the developers) will be paying for upgrades and how the studies have aided the city in preparing the council, future councils and future administrations as to the plan needed to handle the future growth that is coming to the city. After Mayor Compton asked if anyone had any questions, Mr. Pate read the ordinance and the hearing concluded at 5:50 p.m. Bill Chapman then made the motion to approve the ordinance with Wayne Moore seconding the motion which passed unanimously.

being placed on the curb was addressed. Mr. Pate responded that it had been discussed with Sanitation Solutions and a representative of the company stated that issue would be corrected, after which Attorney Tillet added that a provision in the contract also addresses that issue. At the conclusion of the hearing, Mr. Pate read the contract between the City of Bonham and Sanitation Solutions and the hearing ended at 5:40 p.m. Councilman Bill Chapman then made the motion to approve the ordinance with Kevin Hayes seconding the motion which passed unanimously 6. Hold public hearing and consider and take action on an ordinance authorizing an amendment to the 2021-2022 operating budget providing for supplemental appropriation of funds in the General Fund and Water Sewer Fund: Dave Strictemeyer recapped how it was decided at the beginning of the fiscal year to do a budget amendment around mid-year. He then spoke how due to excessive growth the need to solicit professional consultant services to facilitate that growth came into existence. Stating that the additional revenue that exceeded initial budget projections has allowed the city to fund the operating challenges needed to accommodate the growth. He

Monday, May 9, 2022, Mayor H.L. Compton welcomed Pastor Henry Shelton of the Trinity Baptist Church of Bonham, to lead an Invocation before opening the City Council meeting at 5:30 p.m. All Councilmen were in attendance. In response to Mayor Compton’s question about canvassing the votes to City Secretary Heather Stockton, Ms. Stockton stated Monday 16th at 5:00 p.m., the votes from the recent election will be canvassed and posted. 1. Consider and take action to approve minutes of the April 11th regular meeting and the May 2nd special meeting: After reviewing the minutes, Councilman Wayne Moore made the motion to approve the minutes with Councilman Kevin Hayes seconding the motion which passed. 2. Consider and take action to accept financial report for month ending April 30, 2022: City of Bonham’s Director of Finance Dave Struchtemeyer highlighted two budget/revenue categories; sales tax revenue which is tracking 7% favorable to the fiscal year and building permit/inspection fee revenues which are currently $50,000 more than what was budgeted for the fiscal year. He explained that just from those two categories, the city is looking at $350,000 of favorable revenue. He noted that later in the meeting they would be addressing how those funds will be utilized for the city. Also noted was that the water/sewer fund is struggling, but with the onset of the higher demand season, it is possible improvement will be had in that area. Wayne Moore made the motion to accept the report with Councilman Michael Evans seconding the motion which passed. 3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda]: There were no speakers. 4. Presentation by Bonham Industrial Foundation President to Roy Floyd: This item was tabled for an-

other date. 5. Hold public hearing and consider and take action on an ordinance amending ordinance No. 1408, 1371 and 1116, authorizing an exclusive franchise agreement with Sanitation Solutions, Inc for residential and commercial solid waste collection and disposal: Mayor Compton called the hearing to order at 5:34 p.m. Bonham’s City Manager Sean Pate recapped how there had been a request for proposals which resulted in the city receiving two proposals. Noting that of the two, the current service provider, Sanitation Solutions, ranked the highest. He explained that a council assigned committee met with representatives from Sanitation Solutions to go over requests with City Attorney Christina Tillett having reviewed the agreement reached. He then explained the option of street sweeping was removed as the city decided to contract directly with a street sweeping company to reduce rates. That matter will be brought before the council in June. He noted that with this renewed contract, the public would not be seeing any disruption in their service as all services provided previously, would continue. It was asked by a citizen of Bonham if the issue of emptied trash cans being left in the streets instead of

Also on the table, was a pinch of salt representing the tears spilled for lost loved ones, a bible opened on the table to represent the strength faith provides, an empty inverted glass symbolized the inability of the fallen to share in celebrations and lastly an empty tilted chair representing that though missing, the fallen are never forgotten. He ended his presentation with a line from Shawshank Redemption stating, “mostly I just miss my friend.” Judge Moore exhorted citizens to show appreciation for those working in corrections. 5. Order transferring roadway Right of Way purchased by NTMWD to Fannin County and to authorize easements to Fannin County across other NTMWD properties – Commissioner Precinct 4 for NTMWD: Alan Hendrix, a Transportation Engineer with Freese and Nichols spoke to describe how this is a culmination of about 10 to 12 years of work involving a transportation plan that determined which roads would stay open, which would close and which needed to be rebuilt and where the access would be. He noted the four parts of this resolution included CR 2715, the roadway right of way where new bridges were built, the easements sandwiched in between right of ways and the easements for the road closures where roads were closed, and bridges were taken out. After Judge Moore clarified how this was basically deeding ownership of the acres involved and the responsibility of maintaining those roads to the county, a discussion ensued involving the specifics of the transference. A motion was then made by Commissioner Magness to approve the Order, seconded by Commissioner Self and the motion passed. 8. Discussion, consideration and action regarding storage cost for County Court at Law criminal files – County Judge for County Clerk: County Clerk Tammy Biggar gave a summation of what was needed on this to secure the files and how it should not cost more than $500.00. 903-564-7444 DeMay gave a report of a total of 213 calls, 24 appointments, 11 applications for care with 1 approved, 2 pending and 8 referred to other programs. Noting 3 renewals, 2 coming off the program (1 went back to work and 1 went on to disability.) making for a current total of 20 patients, he stated sixtytwo claims were processed in April for a total of $12,861.94. There were 14 inmate claims processed for a total cost of $7,105.34. He noted a current budget surplus of $28,461.00. He further stated services not covered by the county; dental, vision, mental health, durable medical equipment and transportation are often covered by other resources such as a dental service that can be accessed at USDentalService. Com which has information on free and low-cost dental clinics that can be located by city, state and zip code for anyone who does not have dental insurance as well as free services offered by dental colleges in Dallas. He recapped on other sources of service such as EyeCareAmerica and Texoma Community Center for mental health services and how he is applying in June for a grant for transportation for the indigent to medical appointments and efforts to obtain grant money for durable medical equipment. He has recently partnered with TCOG (Texoma Council of Governments) and Salvation Army in Sherman to provide free medical equipment (walkers, crutches, wheelchairs, etc.) Concluding his report, he noted today he would be finalizing details to receive a $15,000 check from TMAC in Bonham. Judge Moore commended Mr. DeMay on his efforts for the $15,000 and touched on how at a “Getting Ahead” meeting (which helps people dealing with financial distress situations) he recommended, they speak with Mark DeMay. 14. Discussion, consideration and action to approve Auditor monthly reports for April 2022 – County Judge for County Auditor: Fannin County Auditor Alicia Whipple reported the revenue for the General Fund was $12,709,038.92 and the expenses were $7,930,082.63 which currently puts the county at 4.7 ahead. The motion to approve the report was made by Commissioner Lane, seconded by Commissioner Magness and passed. 15. Discussion regarding employee salaries – Commissioner Precinct 1: Commissioner Lane began the discussion of the need for the county to be more competitive with their pay scale to attract and hold onto employees. Photo by Linda Brinlee Submitted by Alice Mussett, Fannin County Master Gardener Planting Tips For the flower beds, now is the time to plant flowering annuals. Profusion zinnias, portulaca, marigolds, morning glory, ageratum, and celosia provide continuous color in sunny locations. For shady spots, favorites are impatiens, coleus, caladiums, and begonias. Perennials for sunny locations include Shasta daisy, dusty miller, salvia, daylily, and garden mums. Shade loving perennials include Hosta, ferns, ajuga, phlox and columbine. Plant summer bulbs such as cannas, dahlias, and caladiums. Lantana tends

to come back from its roots, and it loves the summer heat and sun. • In the vegetable garden, plant sweet potatoes in sandy soil. Now is the time to plant okra and southern peas. • May is the time to start new lawns. St. Augustine is suitable for partial shade, and Bermuda is best for sunny locations. Keep mower blades sharp. Clean, sharp cuts reduce the stress on grass blades caused by dull blades. Mow regularly and remove only the top third of the grass. Taller grass means deeper roots and less watering in hotter months. Mow St. Augustine to a height of 2-3 inches. Mow Bermuda to a height of 1-3 inches to produce dense, wear-tolerant turf. Pruning Tips • For shade trees, remove low branches that interfere with mowers or cast too much shade. Wait to prune oaks until mid-summer to lessen the danger of spreading oak wilt fungus. • For spring blooming shrubs and vines, do a light, selective pruning to guide the new growth that will produce next year’s flowers. • For copper plants, fall

asters and chrysanthemums, remove growing tips to keep them compact and full. For santolina, coleus, lamb’s ear, dusty miller, and basil, pinch out all flower buds to keep the plants growing. Flowers shut down production of leaves. Fertilizing Tips • Roses need fertilizer every four to six weeks with small amounts of a balanced fertilizer. • On sandy soil lawns, use a high-nitrogen ratio (4-12) fertilizer with half of the nitrogen in a slow-release form. Clay soils usually need only nitrogen. Avoid weed and feed products that could harm trees and shrubs. Be on the Lookout • Check tomatoes for early blight. Keep foliage dry. Remove diseased leaves as soon as problems appear. Spray with an appropriate fungicide. Always follow label instructions. • Warmer weather brings garden pests. Check azaleas for lace bugs. Damaged leaves look stippled or bleached and have small, shiny black specks on the undersides. Aphids will not be a problem unless they occur in large numbers. Lady beetles, lacewings, and parasitic wasps do an excellent job of keeping the aphid population under control. Also, a strong spray of water from the garden hose will wash aphids off the leaves. Use Bacillus thuringiensis (Bt) to control cabbage worms and loopers on cold weather crops. For grasshoppers, Nolo Bait is an effective control. Always read the labels and follow directions for all pesticides including organic. Also, most insecticides will kill all insects including beneficials. Only a small percentage of insects are harmful. Most of the insect population is either beneficial or benign. Beneficial insects are either killing the destructive insects or pollinating plants. Employing an integrated pest management (IPM) program will save money, time, and protect beneficial insects. Go to aggie-horticulture.tamu.edu and search “integrated pest management” for information on applying IPM in your landscape.

CHARLIE LEE SHRUM

Bonham, Texas - Charlie Lee Shrum, 75, of Bonham was born on October 18, 1946 in Durant Oklahoma to Ray Ellis Shrum and Florence Irene (Minyard) Shrum. Charlie entered his eternal home on Friday, May 6, 2022 at Baylor Scott & White Hospital in McKinney surrounded by his loving family at his side. Charlie grew up with 7 brothers, he was born number 5 of 8 sons to Ray and Irene. At the age of 17 he left Sam Rayburn High School, where he was an exceptional player at baseball and basketball and moved to California to work and explore and have adventures in a different state, only to return to

Texas 2 years later. Soon upon his return, he meets and marries the love of his life Gloria Garcia on August 19,1967 and they built a life and marriage just shy of 55 years. They were blessed with 3 wonderful children and 3 amazing grandchildren. They made many memories to cherish over all those years. Charlie was a hardworking man beginning his 50-year span in the work industry by holding down several jobs in dairy farming, Forklift driving, and at a meat processing plant before eventually retiring from Alan Ritchey Materials in 2015 as a truck driver where he took great pride in his many mile hauls and driving record. Charlie enjoyed going on many deer hunting trips with his brothers, sons and special friends in south Texas and the mountains of Colorado. He also loved going fishing with his brother Richard Shrum and especially when his grandchildren started going on those fishing outings too. City of Bonham Continued from page 7 7. Consider and take action on a resolution approving the resolution of the BEDCo Board of Directors regarding a project and a loan of the corporation, a sales tax remittance agreement between BEDCo and the city and authorizing the Mayor to execute a general certificate of the city and sales tax remittance agreement: Mr. Pate explained this is referencing the need for the City of Bonham to have water and sewer to open up development on the Hwy 82 corridor. He noted that BEDCo has agreed to pay for the sewer line extension from Island Bayou by Brookshires to Albert Broadfoot on 82 (about 4,000 linear ft.) and gave reasons why they saw the necessity of assisting in the development by providing the sewer line. After his summation on why this is needed, Michael Evans made the motion to approve with Bill Chapman seconding the motion which passed unanimously. 8. Consider and take action to approve the recommendation of the Selection Review Committee to award Hayter Engineering by resolution for engineering services in conjunction of the submittal of an application for funding through the 2022 Hazard Mitigation Grant Program for DR-4485 Covid-19 Pandemic to provide application preparation and project implementation, if awarded: Mr. Pate explained this is the second component to the action taken last month when the council awarded Traylor & Associates the grant administration. Reminding council how the engineering proposal was rejected for lack of proposal bids, he explained after they went out for more bids, they received two new bids bringing the number of bids to four. Out of those four bids, Hayter Engineering scored the highest and he noted that staff is comfortable with Hayter having had successful business with them. He then went on to recommend Hayter Engineering. A motion to approve the recommendation of Hayter Engineering was then made by Wayne Moore, seconded by Kevin Hayes and passed unanimously. 9. Consider and take action to approve a Specific Use Permit / Zoning Change located at 913 W 12th St (ID# 90978) from Single Family Residential to Multi-Family Residential: City of Bonham’s Director of Community Development Mark Kin-

Main Street Title naird explained how this was brought before the zoning commission last month and explained the owner’s intention is to build a duplex and how all neighboring property owners within 200 ft were notified by mail and there was no opposing responses to this proposal made known to the zoning commission. He noted the zoning commission recommends this be approved. Bill Chapman then made the motion to approve with Michael Evans seconding the motion which passed unanimously. 10. Consider and take action to approve a Specific Use Permit / Zoning Change located at 601 Thomas (ID# 83653) from Single Family Residential to Multi-Family Residential: Mr. Kinnaird explained how this too was brought before the commission in April and how the owner who is with Gladiator Build has previously built within Bonham and how the commission has a good working relationship with him. He noted all property owners within 200 ft were notified with no opposition and said the commission did recommend this be approved. Kevin Hayes then made the motion to approve with Wayne Moore seconding the motion which passed. 11. Consider and take action to approve a Specific Use Permit / Zoning Change located on the East side of N Hwy 121 between W 7th St and W 10th St (ID#s 109501 & 83549) from Business District to Multi-Family Residential: Mr. Kinnaird explained how this too became before the April Zoning Commission meeting. He continued that this property is situated across the street from the two new apartments being built on Hwy 121. Stating that the owner, Brad Dean owns ASF Modular and is requesting this with the intention of putting a townhome development there with approximately 72 units that will be built at ASF in Bonham (prefab modular.) When asked, Mr. Kinnaird said the property owners within 200 ft were notified and though there was one citizen who responded with a nearness question, once shown on the map where the development was located, she had no issue with its construction. A motion was then made by Michael Evans to approve, seconded by Councilman Timothy LaVergne II and passed unanimously. 12. Adjourn: A motion was made, seconded and passed to adjourn at 6:04 p.m. after which Mayor Compton thanked everyone for coming reminding all to “Buy Local”.

Living Sacrifice By Mike Dickison

(Minister of the Ivanhoe Church of Christ) In Romans chapter twelve, we are told, “present your bodies a living sacrifice, holy, acceptable unto God, which is your reasonable service” (Romans 12:1). Please consider what is meant by “present your bodies a living sacrifice”. We emphasize the spiritual over the physical. We go to our jobs and provide for our families, but with a spiritual mind set. We put aside the desire to be like the world around us. Our speech and topics will be different. We will dress in a way that brings glory to Christ. Paul encourages us to “be not conformed to this world” (Romans 12:2). We need to be reminded of the godliness that we are to have. Paul instructs us, “be ye transformed by the renewing of your mind” (Romans 12:2). We will take time to “Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth” (2 Timothy 2:15). The renewing of our minds is “that ye may prove what is that good, and acceptable, and perfect, will of God” (Romans 12:2). In living this sacrifice we must be determined to have humility. The church at Corinth was told, “Wherefore let him that thinketh he standeth take heed lest he fall” (1 Corinthians 10:12). Paul wrote to the church at Rome that they were “not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith” (Romans 12:3). We must leave our egos behind to serve the Lord who loved us and gave Himself for us. Although Christians are each different, we are in the same body and working for the same goal. We are “many members in one body, and all members have not the same office: So we, being many, are one body in Christ, and every one members one of another” (Romans 12:4-5). This body of believers and workers is the church according to Ephesians 1:22-33. Let us be the living sacrifice to the Lord. God expects us to be good stewards, “it is required in stewards, that a man be found faithful” (1Corinthians 4:2).

SPORTS SPORTS Mason’s Major Move: Rodriguez’s standout senior year ends w/heading Hornets’ State T&F quartet

Four Dodd City Hornets qualified in April for the Class 1A State Boys’ Track and Field Meet at the Mike A. Myers Stadium on May 14 on the campus of the University of Texas at Austin. Those included: (L to R) Ethan Barnard, Colton Rodriguez, Ashton Balvin and Mason Rodriguez. Photo by Rich Hilliard By Rich Hilliard DODD CITY -- It would be hard to script a better final year of athletics for a senior. Last fall, Mason Rodriguez quarterbacked Class 3A Bonham to a postseason return in football, posting standout offensive numbers -- as a passer and rusher. By late January, he found himself playing basketball at 1A Dodd City, helping the Hornets to their first district title and regional final advance in the boys’ sport, respectively, since 2019 and 2012. Rodriguez’s bat, glove

and pitching helped Dodd City repeat last month as the District 122A baseball champion. Also, to end April, he qualified for the first time for State competition in track and field -- individually in three events and as a part of a relay. “It’s been amazing,” said Rodriguez on May 9. “It’s crazy how life works and the situations you get put into. “I take advantage of what I can get,” he said. “I will try to get on the podium. “It would be nice to be one of the fastest in the state.” Rodriguez triumphed in

the long jump with a 21feet leap at the Region II1A Boys’ Meet held April 29-30 at Whitney. At the same event, he finished as the runner-up in 11.43 in the 100m dash, in 23.87 in the 200m dash and in 45.73 while anchoring the Hornets’ 4X100 which also included junior Ashton Balvin, sophomore Ethan Barnard and freshman Colton Rodriguez. “It’s great. It’s a blessing to be there [at State],” said Colton Rodriguez, the second leg of the relay. “It’s exciting.” “It is our first year of track:

Contreal’s Championship Charge: Fannindel’s Judkins’ State dash follows ‘W’ streak in 100m in ‘22 By Rich Hilliard LADONIA -- Qualifying for State track competition this month didn’t surprise Fannindel senior Contreal Judkins. “I knew I could do it -- I knew I could make State,” said Judkins on May 6. “I just believed in myself.” His previous finishes this season in the 100m dash supported his confidence. Judkins’ Region II-1A championship on April 30 in the event added another medal -- all gold, save a silver in the season-opening meet at Quinlan -- to the collection he’s garnered this season -- year four of his high school track career. His triumph at the regional meet in Whitney -- in 11.23 seconds -earned him another chance to compete in high school May 14 before he extends his athletic career -- vying in 100m and 200m and playing free safety and running back for Lamar University in Beaumont, Texas. Said Judkins: “I’m super-blessed and excited [to compete at State].”

skills in their events, hoping to perform at the pinnacle of the spring sport’s season: Austin. For Honey Grove senior Jarvis Hill, he’s only had two years. “People asked me to run -- see if I was fast enough,” said Hill of how he came to compete in track and field. “I wanted to try the hurdles,” he said, “being my senior year.” Hill did more than try this year -- he succeeded. Hill won in the 110m and 300m hurdles at the district and area meets in April at Wolfe City -- in the latter event, having only competed since the Farmersville Meet on March 31. Hill followed on April 30 with runner-up finishes in each event -- in 15.81 seconds in the 110m hurdles and in 40.99 in the 300 meter hurdles -- at the Region II2A Boys’ Meet at Springtown -assuring two chances for himself to compete at State on May 13. “I want to have fun,” said Hill, “and try my best.” “He’s a special talent,” said Honey Grove boys’ track and field coach Colten Lennon. “He’s one of those kids who you can put in anything you want,” said Lennon, “and he’ll be successful.”
