Thursday, May 6, 2021, County Judge Randy Moore called to order a Public Hearing to hear Comments Regarding Zoning Text Amendments at 8:01 a.m. 1. Changes, corrections & additions including amendment log, definitions, charts, masonry requirements &
conflicts with other laws in the Lake Zoning Regulations: Fannin County Development Service Director Di Hopkins spoke about the conflict regarding building requirements listed in the Zoning Regulations Manual and the State Law HB 2439 which prohibits counties from regulating building materials. She also spoke on the Special Use
Permit for RV Parks; addition of an Amendment Log and Zoning Conflicts between Lake Bonham housing and those in the Buffer Zone. Attorney Cunningham addressed the masonry regulation situation and after some discussion it was decided that the Commission should wait for possible legislation to happen within the month to a month and a

half, that might address the building materials law before any decision is made regarding their regulation manual and any attempt to enforce that regulation. Mr. Cunningham also spoke on the issue of the double zoning situation involved with the homes in the Lake Bonham Buffer Zone. After Mr. Cunningham spoke, there were no other speakers and County Judge Moore called the hearing adjourned at 8:40 a.m. On the same day at 8:40 a.m., County Judge Randy Moore Called to Order the Regular Meeting of the Bois D’Arc Lake Zoning Commission. Quorum was established as four Commission members were present with Gary Fernandes absent. 2. Public Forum: A North
Texas developer spoke on requests he and his associates have regarding building homes on the 300 acres they have obtained on the South side of Bois D’Arc Lake. His requests were: regulation change from requiring 1 acre lots for a septic system to ½ acre lots; minimum side setbacks to 10ft instead of 25ft; roads inside of a community be 24 ft wide instead of 34 ft; width of a lot at the road on a cul-de-sac that creates a pie shape, be 30 ft instead of the current 100 ft requirement. Next to speak in Public Forum was a member of the Fannin County Historical Commission who spoke about a map that was presented 2 years ago to the then Bois D’Arc Lake Commission (though the members have changed,) showing

where 22 very old cemeteries are located within the 5,000’ Buffer Zone, that need to be protected. He would like the cemeteries to be represented on the Lake map and the map to be used in playing a role in adopting zoning and would like them to be viewable on the interactive map. Another member of the Historical Commission requested that when someone requests a zoning change regarding land with one of those cemeteries contained therein, that the Historical Commission be notified. 3. Approve meeting minutes from 04/01/2021 Public Hearing and 04/01/2021 Regular Meeting: Motion was made & passed to approve. 4. Discussion, consideration and action regarding masonry requirements in the Lake Zoning Regulations and recommendation to Commissioners Court: Di Hopkins spoke about possibly adding verbiage to the application regarding the masonry requirements stating the masonry requirements cannot be enforced.

Mark Kinnaird began by saying that after speaking to members of the Commissioners Court, he believes everyone’s end game is to get to where there are no double zoned properties within the 5,000’ Buffer Zone and that he has heard from several property owners within the Buffer Zone who want only one governing body to oversee the zoning in these areas. He then gave the discussion over to Attorney Christina Tillett and Attorney Cunningham. After much back and forth about the Statute involving double zoning and the complexities of delegating au-
thority, the possibility of Bois D’Arc Zoning Commission not having zoning in the 5,000’ Buffer Zone was discussed. However, opposition to the possible solutions kept being voiced with the issue of having a pig pen next to a luxury home continually brought up. At one point Mr. Kinnaird asked if what he was hearing was, there was still a dual zoning issue with the properties? More discussion ensued with possible problematic scenarios developing if Bois D’Arc and the County release their authority and a discussion ensued regarding the handling of ETJ (extra territorial jurisdiction.) With no clear solution, it was decided to table this item to the next meeting so that the attorneys could research the issues,
consult with Daniel Harrison of Freese and Nichols and get on the same page to avoid unlawful actions that could bring about lawsuits. A motion was made, seconded and passed to table this item till they hear back from the City Attorney. 8. Discussion, consideration and action regarding changes and/or modifications by landowners: Judge Moore addressed the requests voiced during Public Forum by the landowner developer. The request to reduce the requirement of 1 acre to a half-acre for a septic system, was discouraged. The request to reduce setbacks and reduce the width of roads inside a community was discussed along with the pie-shaped lots and the possibilities of special exemptions

Receive presentation by Dale McQueen regarding the number of visitors the Multi-Purpose Complex brings to Bonham each year as well as the use by local entities for their events: Dale McQueen who manages the Multi-Purpose Complex, gave a report on who uses the Complex, how many visitors used the Complex last year and how that number was about a third of the amount from those who have visited in times past. He does expect an increase this year with Covid restrictions easing. He explained how visitors have been known to come from as far away as Plano, Greenville, Sherman and Paris and how their visit impacts the local economy. He explained that with events, 700 people can fit into the facility and how a future goal of the his is to build a smaller facility that can host smaller groups in the range of a hundred people. He also hopes to hire a fulltime employee and ended his report on the positive note that even with the reduction of visitors last year, they still made a profit. After his presentation he was asked of the possibility of asphalt being lain down in place of gravel walkways. Mr. McQueen responded that he did not believe the money to do that is available. A discussion also ensued about the maintenance of the RV sites at the facility. 9. Hold public hearing and consider and take action on an ordinance amending ordinance 1105 to adopt various International Codes relating to model building, health and safety and inspection activities as they pertain to construction, property maintenance and enforcement of said codes: Mayor H Compton called a public hearing at 5:55 p.m. and asked Code Enforcement Officer Mark Posey of the Bonham P.D. to address this item. Officer Posey explained why it would be better to add the Texas Health and Safety Code as opposed to using the International Property and Maintenance Code. With the Texas Health and Safety Code the Bonham Police could handle a situation needing immediate attention, immediately. Continued

Press Release - Universal Limited Art Editions is an acclaimed printmaking studio located on Long Island in Bay Shore, New York. It boasts a rich history of collaborating with artists such as Robert Rauschenberg, Jasper Johns, Kiki Smith, and many other influential artists of our time. Bill Goldston, OSU alumnus and current owner of ULAE, has been affording all-expenses-paid internships for three students in the OSU Art Department every year since 1987. He is passionate about providing a platform for students to be immersed in a new environment and take advantage of everything New York City has to offer. Next fall, It will be one of Fannin County’s own, Will Lacy, making the journey from Oklahoma State University in Stillwater to New York for the fall semester. Will is a Senior Graphic Design Major at Oklahoma State. This past spring, he applied for department level scholarships and received not one, but two prestigious scholarships, the ULAE scholarship as well as the Carson Scott.He also received an Honorable Mention in the 40th Annual Student Juried Exhibition in April. Will, also a McKnight Leadership Scholar at OSU is looking forward to the challenge and excitement of the Big Apple. Will is the son of Rory Hilliard of Dodd City and Brad Lacy of Savoy. He is also the grandson of Roy and Lynda Floyd.“At this point it seems surreal that next fall I will be in New York meeting world famous artists and visiting every museum I have ever dreamed about seeing.” Mr. Lacy is ready for the adventure to begin!

Press Release - The Glaser Family Charitable Foundation has awarded scholarships totaling $32,250 to area students for the Fall 2021 semester. The foundation seeks to identify and support students who combine academic promise with character and commitment to their community. The GFCF scholarship grants are awarded during the fall and spring semesters to students pursuing higher education, with the majority of the scholarships designated for Fannin County residents. All Scripture is given by God and is useful for instruction, for conviction, for correction, and for training in righteousness, so that the man of God may be complete, fully equipped for every good work. II Timothy 3:16 Israel and their King, Jehoahaz were surrounded by the enemy. Bands of thieves and murderers were oppressing Israel under the command of the Aramean King, Hazael. King Hazael had decimated Israel’s military forces to a mere skeleton of its former strength and glory under King Solomon. Their numbers had dwindled and, from peasant to King, the people were afraid of what was happening to their land. What happened to the Glorious Land of King David and King Solomon, those mighty leaders? Israel was famous for YHWH, their God. In former times, the enemies of Israel shuddered at the mention of the God of Israel, for they knew that Israel’s God fought for His people. Had God gone deaf? Had He grown old? Was His vision impaired? Could he no longer hear? Had he lost His ability to intercede for the people who had been called by His Name? (read II Kings 13:1-7). The truth is, God was listening, but no one was talking to Him, and no one was listening for His voice. The land had settled into a lifestyle where God was an afterthought, not their first thought. As circumstances worsened, King Jehoahaz sought God. “Then Jehoahaz sought God’s face, so God listened to him, for God saw the oppression in Israel.” (II Kings 13:4) When Jehoahaz prayed, God was listening and, “God gave Israel a deliverer so that they escaped from under the oppressive hand of the Arameans, and the families of Israel lived in their homes as they had before.” (II King 13:5) AHHH – Peace and Prosperity once more. All is right in the world. But was it? Peace without repentance is short lived.

King Jehoahaz and those that suffered under his leadership had nothing to show for their brief encounter with God. God was listening; His ears were attentive to His people, but the people were not listening to their God. Their attention quickly turned to other matters when the imminent danger was past.

Press Release - In just under one year of operations, the Open Arms Shelter, at 1205 Albert Broadfoot St, Bonham, has helped over 95 people in the local community with food and shelter; with many former residents going on to find permanent housing and employment. One of the challenges that the shelter is facing is finding adequate volunteers to assist with the day to day running of the shelter. Shelter Director, Melody McKibbin states “We need volunteers to cover all shifts, particularly weekend evening and morning shifts. McKibbin went on to say “Volunteers are fully trained and will be provided on the job training and support.” Volunteering can be a very rewarding experience, and can be an asset when building a resume, building your network and making friends, but most of all you will be giving back to your local community. Only months ago, during the pandemic that has stifled our nation, I heard a top leader in our country address a large church congregation. He quoted a well-known verse, “If my people, who are called by My name will humble themselves and pray and seek My face…then I will hear from heaven and heal their land.” II Chronicles 7:14. The “amens” were profuse, and the accolades for these words of wisdom formidable. I wondered if anyone noticed that an entire portion of the quoted verse had been omitted. Have we struck “repentance” from our vocabulary? The verse says, “IF MY PEOPLE, WHO ARE CALLED BY MY NAME WILL HUMBLE THEMSELVES AND PRAY AND SEEK MY FACE AND TURN FROM THEIR EVIL WAYS [aka REPENTANCE], THEN I WILL HEAR FROM HEAVEN AND HEAL THEIR LAND.” Would we really ask our Creator to help us, to deliver us from oppression without repenting (changing) our ways to agree with Him? This nation has been doing just that for a long time. Our God is kind and merciful. He is always listening to hear the voice of His People because He loves us. In his prayer to God in Psalms 51:17, King David is crying out to God for forgiveness. He knew he could make no sacrifice that would please God except to offer Him a “broken and contrite heart.” What is the definition of this sacrifice that pleases God? A contrite heart or spirit is when a person’s inner person has been broken so they no longer run after what they want but surrenders to what God wants. A person no longer seeks only God’s hand of provision, but desires to enter into an intimacy with God – to know Him, Face to face. It is a Love Relationship that our God seeks. Under King Jehoahaz, things did not turn out so well for Israel. Their dedication to the true God was brief and lasted only as long as relief from the present crisis was realized. They never took down the idols of everyday life, so they quickly slid back into their old lifestyle. They wanted the benefits of marriage, community property and a lasting inheritance, but they did not want to tie the knot with God to the exclusion of all others. They had no desire to give up their name and lifestyle for a commitment that would involve self-sacrifice. They wanted to live in the shadow of God’s glory and provision, but they wanted to come and go as they pleased. Is this the American way? I think so. Until the altars of our churches are filled with men and women with a broken and contrite heart, our immediate relief will not bring about lasting health. Until we are willing to stand at the altar and give up our dreams for His, we will not realize the lasting inheritance of His Peace. God is listening to us, but are we listening to Him? Jesus said, “He who has ears to hear, let him hear.” Matthew 11:15. Lord Jesus, break my heart. Give me a broken and contrite spirit that pleases You.

From the Mouths of Babes Three Williamson County game wardens were checking night fisherman at Lake Granger and the San Gabriel River when one of the wardens spotted a man and child using a cast net along the bank of the Wilson Fox Fishing Pier. The wardens contacted the individuals and the child said they had several fish in a bucket and
one was a really big fish. The warden inspected the fish and pulled out a largemouth bass measuring 14 inches and asked the child if he caught the big fish. The child replied, “No, my brother caught it with the cast net.” When confronted, the adult admitted to catching one largemouth bass and a crappie. Citations and civil restitution were filed.

Commissioners Court – Lake Ralph Hall, Hazardous Waste Day, Fiscal Reports

Tuesday, May 11, 2021, County Judge Randy Moore called to order at 8:41 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was established as all Commissioners and County Judge Randy Moore were present. 2. Hold and Attend a PUBLIC HEARING to hear comments regarding partial closure of County Roads 3375, 3640 and 3645 and full closure of County Roads 3605 and 3610 in Ladonia, Texas: Judge Moore asked if there was anyone who would like to speak regarding these road closures. He explained how holding a Public Hearing was the procedure in closing roads and these road closures are necessary in the construction of the lake. After waiting a few minutes for any to respond, Judge Moore asked for a motion to adjourn. 3. Adjourn: Motion was made, seconded and passed to adjourn at 8:45 a.m. On the same day at 8:50 a.m., County Judge Randy Moore called to order another Special Meeting of the Commissioners Court and noted that Quorum was established. 2. Hold and Attend PUBLIC HEARING to hear comments regarding partial closure of County Road 3815 in Leonard, Texas: Judge Moore asked if anyone had any comments regarding the partial closure of CR 3815 in Leonard, Texas. There were no comments. 3. Hold and Attend PUBLIC HEARING to hear comments regarding changes, correction & additions including amendment log, definitions, charts, masonry requirements & conflicts with other laws in the Lake Zoning Regulations: Judge Moore explained these items had to do with Bois D’Arc Lake and asked for any comments on this agenda item. There were no comments. 4. Adjourn: Motion to adjourn at 8:55 a.m. was made, seconded and passed. On the same day at 9:00 a.m., County Judge Randy Moore called to order the Regular Meeting of the Commissioners Court and noted that Quorum was established. Commissioner Lackey introduced Pastor Kenneth Ussery of the First Baptist Church in Bonham to lead the Invocation. Pledges were led by Major James Manis. 4. Public Forum: A citizen of Bonham spoke regarding unfunded mandates and expressed his appreciation for
Judge Moore’s stand against them and his disappointment of Senator Hall’s approval of said mandates. Such was his disapproval for Senator Hall’s position, that he pledged a thousand dollars to the campaign fund of anyone challenging Senator Hall in the next Republican Primary. 5. Introductions: There were no introductions. 6. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated that as of 2:00 p.m. yesterday, there were 2,601 confirmed cases, 874 probable cases, 3,475 total cases. Currently there is 3 active cases with one of those cases in the prison. There has been 108 fatalities and the hospitalization rate is 3.13%. Motion was made, seconded and passed to extend Proclamation one week. 7. Discussion, consideration and action regarding the Response and Continuity of Operations Plan for Fannin County: Judge Moore stated there have been two changes to the Covid Manual which can be found on page 6, section 3. 1. If an employee has come into close contact with someone who is symptomatic or tested positive for Covid-19 and the employee has not been vaccinated, what should they do? The CDC guideline says they must stay at home for 10 days or if they get a test, 7 days. 2. If masked PP was worn or employee was vaccinated, the employee may continue working while monitoring symptoms daily. Judge Moore asked if you are ill, do not come to work. Motion was made by Commissioner Self to approve continuity of Plan with the amendment and extend it to May 18, 2021. Motion was seconded by Commissioner Magness and passed.
8. Discussion, consideration and action regarding Covid-19 update and needs for supplies or personnel: Fannin County Purchasing Agent Michelle Case requested approval of paying $2,000 for the plexiglass partition wall for the District Court. Motion was made, seconded and passed to approve purchase. 9. Discussion, consideration and action regarding Courthouse Restoration: Judge Moore read the update as follows: Exterior: South columns installed except for final cap; Install stone quoins and capitol pieces on South side; 2nd level windowsills being reworked; Preparing to set steel stringers for Cast iron stairs; Install Cornice and roofing shingles. Interior: Spray plaster on walls on 1st level; Prep walls for plaster on 2nd level; Elevator install 75%; Core drilling walls and installing fire sprinklers; Electrical lighting rough-in; Completing electrical panels in building; Ductwork rough-in in attic. 10. Discussion, consideration and action to approve the Annual Financial Report from Rutledge Crain & Co., PC for Fiscal year 2020: Lewis Crain, partner with Rutledge Crain & Company gave a detailed annual financial report for the County of Fannin. He commended the job done with the pension account by the trustee TCDRS (Texas County & District Retirement System). He spoke of the General Fund and how they are ahead with revenues by taking in more than what they budgeted. All in all, he gave a positive report for Fiscal year 2020. Motion was made, seconded and passed to approve the Annual Financial Report. 11. Discussion regarding Household Hazardous Waste Collection Event in Bonham: Catherine Krantz, Community
Economic Development Municipal Solid Waste Planner of TCOG (Texoma Council of Governments) gave a presentation explaining the services made available by TCOG including utility assistance to low-income populations and assistance programs to the disabled and seniors over the age of 65. She gave the website of TCOG.COM to find out more of what is available to those in Cooke, Fannin and Grayson counties. Her primary job is the implementation of events involving household hazardous wastes. The waste collection day will be June 5th to be held at the Multi-Purpose Center from 9:00 a.m. to 1:00 p.m. There will be 3 stations; one for latex paint, another for household hazardous wastes and another for electronics (computers, printers, hairdryers, televisions that do not have tubes, etc.) She directed those interested to the website of tcog.com/msw for appointments or if they must call, the number to call is: 903-8932161 Ext 3565. An information flyer will be posted on the Fannin County website. 12. Discussion, consideration and action to approve minutes from 02/09/2021 (R): Motion was made, seconded and passed to approve minutes. 13. Patterson, P.E., began his presentation by introducing Edward M. Motley, Program Manager for Lake Ralph Hall and Doug Janeway, Manager of Property Services for Upper Trinity Regional Water District. He mentioned a fact sheet provided to the Court

that explains how they have served Denton and Collin Counties and, in the future, will be serving a part of Wise and Cooke Counties, then proceeded with a slideshow presentation showing where they are today with Lake Ralph Hall. He explained how because the state requires a longrange plan of fifty years, back in 2000 when they were invited by NTMWD and the City of Ladonia to come up with a plan for Lake Ralph Hall, they decided to jump in. 5/11/21 OBITUARIES HOPE ELISABETH BROOKS WILCOX
Hope Elisabeth Brooks Wilcox passed away Sunday May 2, 2021 at age 41 in Dallas Texas. Hope was Born February 26th, 1980 to Troy and Beth Brooks and raised in Plano Texas. She served a faithful mission to the Boise Idaho mission after which she attended the University of North Texas earning her Masters in Speech and Language pathology. Her most beloved “achievement” was becoming a mother to her own and her bonus children. She is survived by her parents Troy and Beth and Hope’s 8 siblings – Christopher and wife Emily with their 4 children. Lauren and husband Stephen with their 2 children. Adam and wife Zoe with their 4 children. Ben his son. Jacob, and wife Miranda with their 3 children. Aubrey, and husband Cole and their 3 children. Seth and Jared. She leaves behind her daughter Suzie and son Owen with her two bonus children Izaiah and Jaxon with their father Glynn and her beloved puppy Penny. Hope was preceded in death by her daughter Elisabeth and son Finn who she is now reunited with. To know Hope was to know “your person” she was unfailingly kind with a wicked sharp wit. Hope loved with her whole heart and you felt it in every hug. Her smile was illuminating and filled any room. Hope was a loving and caring person, and she was our own personal Wonder Woman; with her passing we all have lost some of the magic in the world.

Bonham- Stephen Dale Locke, age 64, was born on August 29, 1956 in Bonham, TX to Charles Darrell and JoAnn (Mason) Locke. Stephen passed away on Saturday, May 8, 2021 of a terminal illness at home peacefully among his family and loved ones. He will truly be deeply missed. Stephen will be remembered by all the people he touched throughout his life as a caring
and very generous soul; always putting others before himself. He was a trained LVN and health care provider. Stephen served as a board member and advocate on the Ryan White Board to be the voice of the Voiceless. He was funny and always made people smile just with his presence. Stephen is survived by, his partner of 8 years, Stan; mother, JoAnn; brother, John; as well as an extensive family of aunts, uncles, nieces, and nephews. He was preceded in death by his father, Charles Darrell Locke in 2006. Graveside services were held at 2:00 pm on Thursday, May 13, 2021 at Carson Cemetery. Rev. Max Chandler officiated. Bonham- Pamela Charlene (Fratilla) Lewis, age 77, of Bailey, TX was born on January 7, 1944 in California to John Fratilla and Doris Loretta (Bradley) Cowart. She gained her wings and joined our heavenly father in her eternal home on Tuesday, May 11, 2021 while at Texoma Medical Center Denison, TX. Pamela married James Melvin Lewis in Las Vegas, NV; he preceded her in death on June 15, 1979. Pam was a selfemployed bartender and waitress. Growing up she enjoyed the outdoors and camping. She was a very crafty woman and enjoyed sewing. Pam loved her children and grandchildren and was an excellent cook. She enjoyed gambling at the casino with family and loved spending as much time with them as she could. Pam was a wonderful wife, mother, and nana. She is of the Baptist faith and will be dearly missed. Lake Ralph Hall is only half of the size of Bois d’Arc and generates only a third of the water, it was the right size for their needs. He then proceeded with the slideshow presentation showing: The qualities of Lake Ralph Hall’s site; A map of the path of the pipeline from the lake to the reservoir site and then to Lake Lewisville; A map of Roadway Relocations; A projected drawing of the North Sulphur River Bridge on SH 34 that will be 1.1 miles long, 59 ft wide, with construction scheduled to begin this June; The Ladonia NSR Fossil Park and where it is to be relocated; The projected Leon Hurse Dam with construction to begin in June; An overview of the Lake Ralph Hall Development Agreement that was executed in 2008; And the next steps for the lake that has a goal of water delivery by 2025. After the presentation, a question about cemeteries was asked by Judge Moore with a suggestion for them to work with Larry Standlee in identifying historical cemeteries around the lake. Mr. Standlee offered to work with the Upper Trinity in that regard. Judge Moore asked about the police protection on the lake and if there would be any compensation coming from Upper Trinity or would that be expected to be funded by the County. He was told that there was no specific compensation for that task, however the district made a commitment for ten years to make payment to the County and to the school district and to the City of Ladonia that began four years ago. He said, that since that was done a long time ago (the agreement) and they know more about what the requirements and deeds are today, that’s an item that should be addressed and re-evaluated
with the county so everyone feels they are being treated fairly. Some discussion ensued and then a citizen of Fannin County asked how would Fannin County get the water it needs ten years from now as neither pipeline from Bois d’Arc or Lake Ralph Hall had treated water coming back into Fannin County? Judge Moore stated there were some things in the works and Mr. Patterson stated the general response was that Ladonia would receive up to a million and a half gallons free and up to 10 percent of the lake could be provided for that area at a cost. He further explained that developers would pay for those internal facilities necessary to support their developments. 17. Discussion, consideration and action regarding partial closure of County Roads 3375, 3640 and 3645 and full closure of County Roads 3605 and 3610 in Ladonia, Texas: Motion was made, seconded and passed to approve. 18. Discussion, consideration and action to select members for the Lake Ralph Hall Zoning Committee: After some discussion Judge Moore made a motion to establish the Lake Ralph Hall Zoning Committee to consist of Commissioner Magness as chair of the Committee; with two people from the City of Ladonia, John S Schenthal for Precinct 3 with an alternate of Robert Milton; Precinct 4 - Kyle Griffen with an alternate of Jaylen Wallace; and to allow a week or two for Precinct 1 & 2 to find someone in their precinct to represent them. Commissioner Magness seconded the motion. Mr. Patterson made the point that the first meeting was programmed to be June 8 and there would be 16 public meetings. With no more questions or discussions,
the vote was taken to pass the motion. 19. Discussion, consideration and action to address driveways without culverts, driveways where culverts have been removed and the effect of flooding on county roads: Commissioner Lane gave a report of culverts missing from driveways that are causing flooding problems and a lengthy discussion ensued about a solution that would be uniform in all precincts. It was suggested a standard letter be composed to send to those property owners who need to add or have a culvert repaired. A citizen of Fannin County spoke of the poor performance by the former commissioner of Precinct 1 and the problems he has encountered with culvert issues. He mentioned the Texas Codes chapter 254 and a water plan that he does not believe has ever been created or implemented in Fannin County. Commissioner Lane said she could not speak to the actions of a former Commissioner but that she is trying to get things corrected. No action taken. 20. Discussion consideration and action to select Project Leader(s) for the Carteograph software implementation: Fannin County Network Administrator Dustin Morrow spoke to this item and the need to designate a couple of commissioners to be leaders for this project who can be top level decision makers. Commissioner Lackey made a motion to select Commissioner Lane and Commissioner Magness. Motion was seconded by Commissioner Self and passed. Continued

Discussion, consideration and action to approve addition of Amendment Log to the Lake Zoning Regulations for Bois d’Arc Lake: After some discussion, motion was made, seconded and passed to approve addition. 23. Discussion, consideration and action to approve amendment regarding the definition of an RV Park under Section 10.18R, 203 of the Lake Zoning Regulations for Bois d’Arc Lake: Fannin County Development Service Director Di Hopkins read the definition and there was discussion about already established RV parks having grandfathered in rights for long stay as long as the park does not change their zoning to commercial for extensions made to the park after this amendment goes into effect. Motion was made by Commissioner Self, seconded by Commissioner Lane and passed to approve the definition. 24. Discussion, consideration and action to approve the addition of Section 10.18R, 204 Recreational Vehicle to the Lake Zoning Regulations for Bois d’Arc Lake: Di Hopkins spoke on this item. Commissioner Lackey made the motion that the total square footage of a Recreational Vehicle be less than 400 sq feet excluding slide-outs. Motion was seconded by Commissioner Self and passed. 25. Discussion, consideration and action to require a Special Use Permit for RV Parks in Commercial areas, Section 3.03, Use Chart for the Lake Zoning Regulations for Bois d’Arc Lake: Di Hopkins and Judge Moore explained how anyone wanting to put in an RV Park in land zoned commercial, would have to come before the Commissioners Court for a Special Use Permit. Motion was made by Commissioner Magness, seconded by Commissioner Lane and passed. 26. Discussion, consideration and action to correct the public hearing requirements for Special Exception Permits, Section 8.02, Charts B & D to comply with Section 9 in the Lake Zoning Regulations for Bois d’Arc Lake: Judge Moore explained how Di Hopkins caught a discrepancy that needed to be corrected. Commissioner Lane made the motion to correct, Commissioner Magness seconded the motion and motion passed. 27. Discussion, consideration and action to approve Auditor monthly reports for April 2021: County Auditor Alicia
Whipple expounded on the April reports and after a question from Commissioner Lackey, motion was made, seconded and passed to approve the report. 28. Discussion, consideration and action to approve purchase of a new air conditioning unit and repair of the existing unit at the South Jail; price not to exceed $7,500.00: Michelle Case gave a brief report on this item and the motion was made, seconded and passed to approve purchase. 30. Comments by County Commissioners and County Judge: Commissioner Lane stated the State came out at the end of last week and closed indefinitely, a bridge on CR 4020 in Savoy that is just south of Hwy 56. She extended thanks to residents who helped clear trees from roads and to the Precinct employees who worked long hours clearing roads. Also, this being National Police Week and her being a 20-year wife to a police officer, she appreciates and prays for all the officers every day. She thanked everyone for attending the meeting and wished all a good week. Commissioner Self thanked everyone for coming to this long meeting. He and his crew are doing their best to take care of the roads. Commissioner Magness spoke regarding the comments about unfunded mandates and wants it known that he is against unfunded mandates and plans to address that through e-mail. He thanked the auditors for their hard work and wants it known that the lake is not open for use. He appreciated all the presentations and those who attended the meeting. Commissioner Lackey echoed appreciation for the auditors and said Fannin County is growing and changing whether we like it or not. Mentioned possible 300 new homes on south side of lake and stated taxes will be skyrocketing as property values go up. He stated there is a need for the Commissioners Court to figure out how to get tax rate down and that he too is against unfunded mandates. He expressed his appreciation for being able to work for the county and promised to do his best. Judge Moore encouraged all to support the Police and possibly reach out and pay for their meal if you see them in a restaurant. Reiterated what Commissioner Magness said about the lake not being open and thanked the citizen who praised him for his stand on unfunded mandates but said the letters he sends is in the name of all the Commissioners. 31. ing where he believes he fits best, athletically. “That started my sophomore year after I hit the game-winning kick at Pottsboro,” said Rhinehart of choosing kicking. “(My recruitment) picked up after that kick,” he said, “and after my junior year when I came back from an ACL injury.” The game-winning kick and later regular-season-ending injury came during his sophomore season in 2018, when Bonham finished 8-3 overall -- its most wins in a single football regular season since 2001 -- and made its second postseason appearance in a three-year span. For his efforts, Rhinehart garnered the newcomer of the year superlative in the Purple Warriors’ district in 2018, after earning second-team notoriety as a freshman in the previous grouping. During his comeback season as a junior, he earned firstteam recognition at kicker and as a receiver.
Last fall, Rhinehart had a team-leading 37 receptions and six touchdowns, hit a game-winning field goal against Howe and was 8-of12 on successful onside kicks. “It’s the way he puts hop on the ball that gives his teammates a chance to (recover) it,” said Dezern. Rhinehart, who also holds the school record for scored soccer goals, will now reprise both roles as a part of the Grinnell College football team. “When I came here, I knew he was a great kicker and good receiver,” said Dezern. “I’m excited I got to coach [him]. “A small percentage [get to] play college sports,” he said. “(Nick’s) grades helped out a lot. “His work ethic is unmatched -- he will be missed. He created a legacy here and won’t be forgotten.”

selection last season, after being an honorable mention as a junior -- transformed himself into a college basketball signee, having the ceremony in the competition gymnasium was appropriate, according to the coach. “(Jerry) came off the bench and scored two points a game as a junior,” said Hicks. “He dedicated himself after that -- all spring and summer -to come to workouts any way he could,” said the coach. “He turned himself into probably the best post in the district. “It shows what hard work can turn into.”

District rivals Ector, DC meet in softball postseason again

For the fourth consecutive complete softball season, either Ector or Dodd City will play in the Region II-1A Final later this month. The District 15-2A rivals clashed in a regional semifinals bestof-three series late last week at Bonham High School. The series concluded after the deadline for the May 18 edition of the Fannin County Leader. The winner will play either Blum or Graford by May 22 -- for a chance to advance to
State. During the last three complete seasons, the winner of the postseason clashes between the two has eventually reached the Class 1A State Tournament. In 2017 and 2019, Dodd City reached the State semifinals. In between, Ector advanced to the State championship game.
