RAVENNA, TX—The Texas Historical Commission (THC) has recognized UNION CEMETERY ) as a significant part of Texas history by awarding it an Official Texas Historical Marker. The designation honors UNION CEMETERY as an important and educational part of local history. A dedication ceremony to commemorate the event will be held on MAY 26, 2019 3:00 PM at the Cemetery, approximately 4 miles North of Ravenna, Texas. Speakers for the afternoon will include Vera Ross, former resident of the community, Gregory Hall, local Historian as well as representatives from state and federal offices. The Fannin County Historical Commission welcomes the public to share in and witness this exciting historical event. “The Official Texas Historical Marker program helps bring attention to community treasures and the importance of their preservation,” said Mark Wolfe, executive director of the THC. “Awareness and education are among the best ways to guarantee the preservation of our state’s history. This designation is a tool that will increase public awareness of important cultural resources,” Wolfe said. A subject qualifies for a marker if two basic criteria are met: historical significance and age. Historical significance is established by reviewing its role and importance in local history, and the age requirement depends on the topic. The THC’s Official Texas Marker Policies are outlined in the Official Texas Historical Marker Procedures, which may be obtained by contacting the History Programs Division, Texas Historical Commission, at 512/463-

5853 or visiting the web site at www.thc.state.tx.us. Union Cemetery dates back to the earliest grave in 1861 being that of a black slave from the Smith Plantation. The earliest documented grave is 1881 which is that of Harriett Pool. There are many veterans buried at the cemetery including World War I, World War II, Viet Nam and Korean . These veterans are honored with their service to our Country. The Cemetery was first known as Siloam Cemetery where there was also the Siloam Church located at the property. The cemetery is still in use today and is maintained through donations. The main fundraising is the May day celebration on first Sunday in May with a bar-b-que . The Union Cemetery obtained the Texas Historical Cemetery Designation in 2017.Once approved as Historical Cemetery the Historical Marker application was submittd and approved this year. The community is honored to have the Cemetery designated as

a Historical Cemetery . “It is vital that as we move forward, we do not forget our past. Not only will the Texas Historical Marker provide awareness in the community of our fascinating history, but it will become a building

Texas Historical Markers. Subject markers are posted solely for public education awareness and awarded more frequently than the Recorded Texas Historic Landmark (RTHL), which is a legal designation for historic structures and comes with a

measure of protection. Unlike subject markers, the RTHL must also meet a third criterion--architectural integrity. Historic Texas Cemetery (HTC) markers identify cemeteries which have obtained the HTC designation and whose histories have been researched in detail. Texas has the largest marker program in the United States with approximately 15,000 markers. Seven-

teen states have used the Texas program as a model; the THC reviews more than 300 marker applications each year. The Texas Historical Commission is the state agency for historic preservation. The agency administers a variety of programs to preserve the archeological, historical and cultural resources of Texas. www. thc.state.tx.us

The Blessings of Giving

By Bro. Bill Beasley Acts 20:35 (NKJV) My last student pastorate was with the New Hope Baptist Church near Mount Vernon, Texas in Franklin County. This was in 1950-1952. As I evaluate my ministry there, the one thing I remember above all was my challenge to the congregation to begin services to the community on an every weekend basis. God had blessed the community with the discovery of oil and the development of the Tidewater Oil Field. The people were learning how to live with their new found wealth. I had a deep conviction since God had

so richly blessed them that they needed to acknowledge His goodness by becoming more faithful in their giving. This in turn would enable the church to become a full-time pastorate. Material blessings are only one way that God has given to us. The joy of family, the helpfulness of friends, the Bible! That comforts us, His son that saves, and the church that provides worship opportunities - all of these and countless others ring out the blessings of His giving. Add to them the blessings that we receive when we give back to Him. We are truly a blessed people.

Most of the words of Jesus are found in the four Gospels, but there is one sentence from the lips of Jesus that appears in Acts 20:35 “it is more blessed to give than to receive.” Why is it more blessed to give than to receive? Dr. Allen Reed makes his comment “When we receive, we are acting like ourselves; but when we give, we are acting like God. Receiving is us-like. Giving is Christ-like.” There are many Beatitudes in the Bible, but this is the only one that uses the phrase “more blessed”. Don’t let this be a forgotten Beatitude in your life.

COOKING 1 medium head of cabbage, roughly IN FANNIN chopped diced COUNTY 10/4/1612 largelargeonion, jalapenos,

by Tommie Sue Turner

This week’s recipe is also unique. It’s fried cabbage with a couple of jalapeno peppers for a little “WOW” taste. If you don’t like the hot flavor, just do this recipe without the peppers. This is good with a big chunk of cornbread!

deseeded, diced 1 pkg. bacon Salt and pepper to taste Fry bacon crisp and put on paper towel to drain. Remove most of the bacon grease from skillet, leaving a couple of teaspoons for cooking. Put cabbage, onion and jalapeno mix in skillet, stirring occasionally. Cooking time depends on how crisp or soft you like cabbage. Remove cabbage and crumble bacon on top. Salt and pepper to taste. Please send me your favorite or unique recipes to 300 E. Russell Ave., Bonham, TX 75418, or take them by the Leader’s office at 224 N. Main St. in Bonham.

What started out to be a speeding violation, turned into a bust by the Fannin County Sheriff’s Office of over 100 pounds of marijuana. Kraig Alec Benson was pulled over for speeding and then the Sheriff’s Drug Dogs discovered drugs in the car. The huge amount of marijuana could not be smelled by the human nose because it was heavily shrink wrapped. There were several large duffle bags that held the marijuana. Also found in the vehicle was liquid THC and edibles (food with drugs baked into them). Kraig Benson is 52 years old and from Oregon.

Benson is currently in the Fannin County Jail being held on charges of Possession of Marijuana over 50 pounds but under 200 pounds and Possession of a Controlled Substance over 4 grams but under 400 grams. As you can see in the picture, there are many bags of shrink wrapped marijuana. The bags of marijuana were labeled with a variety of flavors such as; Dr. Who, Blackberry Kush, Mango Tango, Bubba, Purple Pebbles, B-Day Cake, LSD, Candy Kush and more.

Fannin County has a spending problem – not an income problem Contrary to popular belief, Fannin County has a spending problem and not an income problem if you look at the past eight approved county budgets for the general fund. The county will have collected almost $5 million dollars more than they budgeted to collect by the end of the 2019 fiscal year. If we still had this unexpected money, we could pay cash for the proposed new justice center rather than borrowing even more money that future taxpayers are responsible for. At the end of 2019, the county general fund will only have about $700,000 more in it than it had at the end of

the 2011 fiscal year. Where did the other $4.3 million go? With no off-setting income, the county paid off principal for the jail south of town in 2012 and 2014 using $1.31 million dollars out of the general fund (they did save $198,641 in interest cost by paying off four years early). The other $3 million dollars of unexpected income paid the salaries and expenses for the employees and departments associated with the general fund. Just like your personal budget, spending all your unexpectStephen Castle, ed income on normal bills is Broker Associate 1 (253) 365-7868 one sure way to guarantee you don’t save anything for the future. The commissioners are elected to be financial stew-

ards of the hard-earned money paid by you as taxes to the county. Spending, instead of being able to save that $5 million extra dollars of unexpected income is just one more example of not having a balanced budget for at least the past eight years. A balanced budget is a budget in which revenues are equal to expenditures without using savings.

In a fee-based account, clients pay a quarterly fee, based on the level of assets in the account, for the services of a financial advisor as part of an advisory relationship. In deciding to pay a fee rather than commissions, client should understand that the fee may be higher than a commission alternative during periods of lower trading. Advisory fees are in addition to the internal expenses charged by mutual funds and other investment company securities. To the extent that clients intend to hold these securities, the internal expenses should be included when evaluating the costs of a fee-based account. Clients should periodically re-evaluate whether the use of an asset-based fee continues to be appropriate in servicing their needs. These additional considerations, as well as the fee schedule, are listed more fully in the Client Agreement and the firm’s Wrap Fee Program Brochure & Brochure Supplement for Ambassador or the firm’s Form ADV Part 2A & Brochure Supplement for Passport.

Chamber of Commerce Banquet By Malinda Allison A lovely evening was enjoyed on Saturday, May 11 by those attending the Honey Grove Chamber of Commerce annual banquet. The high school cafeteria was beautifully decorated and

a delicious meal was served. The 2018 Citizen of the Year Award went to Deidra Jackson. The Honey Grove Library and Learning Center was awarded the Business of the Year for its work in restoring its building. Lore Lane presented the President’s

The Chamber especially appreciated all the Fannin County elected officials who attended, as well as Dale McQueen from the Bonham Chamber of Commerce.

Second, he has been visiting with people who have abandoned vehicles and encouraged them to remove the vehicles prior to enforcement. This is paying benefits. By Malinda Allison For many years I, along with many of you, have been discouraged about the condition of many structures in Honey Grove which are beyond repair and need to be torn down, and with trash and abandoned vehicles. Over the years the City made some progress, but everyone knows it was not enough Part of the problem was a poor enforcement ordinance, part was the lack of money and part was the lack of attention because Honey Grove does not have a Code Enforcement Officer. to the Council photos of 17 properties which are not up to code. He sought the Council’s support to move toward enforcement on these properties by contacting the property owners to take action, and, if that did not happen, to condemn and demolish the properties. He explained that if he initiates enforcement then the City will incur costs for demolition, and he wanted to ensure that if he took action then the City would follow through with the funds needed. The Council expressed support on a phased basis, and Chief Dixon will begin with 3-5 properties, and once those have been resolved move on to the rest. There will be costs to the City, but the Council is supporting the process. I think this is really good news, and I hope that those of you who agree will let your City Council members know as they will shortly begin the budget process for the next fiscal year.

Bonham City Council Hears Concerns About Possible Contamination of Lake Bonham

By Sandy Hood The Bonham City Council met on May 13, 2019. The highlights of that meeting are as follows: • Brad Nichols, Director of Human Relations for the City of Bonham, honored Yadira Solano as employee of the month. She is the Assistant County Clerk for the Municipal Court. Yadira will do whatever she can to help her co-workers, weather it is translating for any department that needs it or assisting the Police Dept. or Utility Dept. with billing. She always has a smile and is a great asset to the City of

Bonham. Each employee that receives employee of the month receives some paid time off and a $50 gift card. • Dave Struchtemeyer, Director of Finance for the City of Bonham, explained that everything is on track with the city budget and that there is no reason to expect any shortfalls. Progress continues to be made with the new billing system. The finance department will start working with other departments on the 2020 budget. • Emily Porter thanked everyone for their help in making Heritage Days a huge success.

• David Keene blessed new councilman, Bill Chapman, with a pen he made of Bois D’ Arc wood. • Robert Lee addressed the City Council in regards to Wolf Creek, which is a part of Lake Bonham. He believes the Wolf Creek area is being contaminated from the Wolf Creek Sand Plant in Ravenna. Robert believes that silt washes down into Wolf Creek from the plant when we have rain. He stated that Lance Capehart (Director of Public Utilities for the City of Bonham) and TCEQ (Texas Commission on Environmental Quality) have been contacted

and are looking into this matter. TCEQ has identified a breach in the containment system. Mr. Lee is expecting a report back from TCEQ any day in regards to their complete findings. The sand has accumulated not in inches, but in feet. The color of Lake Bonham in this area is brown due to the sand. Texas Parks and Wildlife and NTMWD (North Texas Municipal Water District) have also been notified. “What are we going to do about this,” Mr. Lee asked of the City Council. He went on to say that some of his neighbors would sometimes put sand in their yards and sometimes the rain caused the sand to run into the lake. His neighbors were forced to get a tractor and remove the sand from the water. Mr. Lee stated, “I expect the same from the sand plant. I expect them to come down and remove the sand from Wolf Creek Cove.” Lance Capehart told the City Council that he has spoken with TCEQ and is wait-

ing on their report. • Rayleen Bingham is the Section 8 Program Director for TCOG. Rayleen encouraged the City Council to create a Rental Property Ordinance. She said that this would protect the vitality and integrity of the city by ensuring that rental properties are safe, healthy and decent. Enforcement codes and ordinances would also ensure that tenants are living in homes that meet minimum fire, building and health standards. Rayleen did some research and found that most cities she looked into, established a Rental Registration Program. This program requires all landlords of single family dwellings and duplexes to register the rental property and pay certain fees. The property would be inspected by the city to ensure code compliance at the change of tenancy. Fees collected should sustain the program. • Rayleen also shared information about The Housing Choice Voucher Program. This program is designed to help people locate and rent affordable housing. It is funded by HUD and administers over 500

Salutatorian Jacey Horton housing vouchers in Fannin and Grayson County. There is currently a waiting list of about 180 households. TCOG is hoping to schedule appointments in the next 4 months for that 180 and get then into housing They can then open the program for new applications. The demand for this program is high and the wait can sometimes be anywhere from 6 months to 2 years. Requirements for eligibility include; income level, criminal history and previous assistance with a housing program. There are also sub-programs and special purpose programs such as; Family Self-Sufficiency, Homeownership, Family Reunification and The Mainstream Program (offers assistance for those with disabilities). There is the Mainstream Program for those coming out of a nursing home and back into the community. Then there is the VASH Program (Veteran Affairs Supportive Housing) that provides assistance to homeless veterans. Continued See

To find more information, you can visit the Team Center at 806 West 16th Street in Bonham on Tuesday from 9:00am to 12:00pm or visit the website at www. tcog.com . • Oncor Electric Delivery Company, LLC filed a petition and statement of intent for authority to increase rates. The City Council denied the petition for a rate increase. • Chief Bankston of the Bonham Police Department, presented information regarding the enforcement of Ordinance 744, Junk Vehicles. He said that there is currently about 150-200 vehicles in violation of the ordinance. Code Enforcement is getting constant complaints about abandoned vehicles. Citations are being issued to owners of the junk vehicles, to appear in court if they have not taken care of the problem within 10 days of notification. If the problem continues to exist, then the owner may have to appear in court every day until the problem is taken care of. A fine of $200 per vehicle, per day could be issued until the problem is taken care of. • St. Elizabeth Catholic Parish, in Bonham, wrote a nice letter to the City Council thanking them for the use of the Armory in order to celebrate Paschal Meal.

Important Information About Your Livestock and Estrays

By Sandy Hood

This article is an effort to inform Fannin County residents what the procedures are in our county for estrays. “Estray” means; stray livestock, stray exotic livestock, stray bison or stray exotic fowl. Generally, if an estray is loose and located, the Fannin County Sheriff’s Office will make every effort to locate the owner. If the owner cannot be located or the estray is a danger to the public, the Sheriff’s Office will notify the Estray Wrangler, contracted with the County, to pick the estray up. If animals are impounded by the Estray Wrangler, the Fannin County Sheriff’s Office will make an information report. The report will include photographs of the animals, location where the animals were found and attempts made to notify owners. Information regarding estray animals impounded will be posted on the Fannin County website at http://www.co.fannin.tx.us/ within 24 hours. If estray animals have not been claimed after 18 days, the animals may be sent to auction. Proceeds from the auction go to pay the wrangler for his services, if any money is left over it goes to the jury fund, the Sheriff’s Office is only allowed to keep $25 of the proceeds, which is transferred back to the general fund at the end of the fiscal year. Calling an Estray Wrangler is last resort. The Sheriff’s Office will do everything they can to locate an owner before calling the wrangler. The Estray Wrangler’s fees are as follows: • $150 Service Call per incident • $50 for each animal loaded • $100 for each animal that needs to be sedated or roped ($100 per loop) • $100 per man for extra help • $15 per day, per animal for boarding • $2 a mile to transport a load to auction In addition to the above fees, the Fannin County Sheriff’s Office has a fee of $25 per animal. The Sheriff’s Office encourages everyone who owns livestock in Fannin County to call them and report what kind of animals you have, where are they located and what is a good number to reach you in case your animals happen to get out. The Sheriff’s Office keeps a catalog of this information to better serve you. Please take the time to register your livestock with the Sheriff’s office. This will ensure a quicker response to you as an owner and hopefully save you and your animals the trouble of having them impounded. Call Deputy C. Lemonds at the Fannin County Sheriff’s Office at 903-583-2143, extension 2012 Fannin County is currently contracting with an Estray Wrangler out of Greenville, because a wrangler in Fannin County has not been obtained. Fannin County is very interested in contracting with local wranglers. See page 14 of Section A for the Estray employment ad.

Local Group Quilts for Charity, Holds Annual Garage Sale

Every Tuesday a group of women from Leonard, Trenton, Van Alstyne, and “the County” get together in an old-fashioned “calling” of a quilting bee. They have been quilting together for about the last 20 years, using fabric that has been mostly donated to them. They “tie” about three quilts a week, depending on the size of the quilt and the size of the group. They talk about a little of everything, and are

convinced if needed, they could settle the problems of the world. In 2017, the group decided they would make a lap quilt for each of the veterans in Bonham’s Clyde Cosper Nursing Home. So in less than three months, they did. Mind you this was basically five women doing the vast majority of the work, although they would never ask for the credit. The group quilts for

agencies such as C.A.S.A., the American Red Cross, the Pregnancy Center, Fannin County Family Crisis Center, and more. On Saturday, May 25th they will be holding their annual garage sale to earn money to purchase batting, thread, and other quilting supplies. Please consider coming out and supporting this group. The sale will be held at 305 E. Fannin St. Leonard, Texas 75452

Joe Moss (l), Ron Nippert (r). Photo by: Lauri Blake By Mary-k Ashley Wilson Joe Moss, raconteur extraordinaire, told a story of the early 1950s when Bonham was rife with bootleggers. Tibby Wright was the County Attorney at that time. The preachers and some of the deacons of the Baptist churches got if a special grand jury could be appointed to investigate the bootleggers. The County Attorney appointed all Baptists from different churches around Fannin County to serve on that grand jury. There was one bootlegger they were really interested in who lived at the end of a private road off the highway. Right at the corner of this private road and the highway lived a farmer who was

a teetotaler. When this farmer’s chores were done, he liked to sit on his front porch with a glass of iced tea. Everyone who was headed for the bootlegger’s house would stop and talk to him. The farmer was called to testify before the grand jury as to who was going to the bootlegger’s house. The man was questioned in front of the grand jury for over an hour, but the man did not seem know anything. Exasperated, Tibby Wright said to the man, “You mean you can’t tell me a single person who went down to the bootlegger’s house?” The man, getting tired of the questioning, turned to the grand jury, pointed, and said, “That fellow, that fellow, that fellow, and that old fat boy on the end is down there every other night!” Steve Mohundro, one of the most respected CPAs in our area, and who has been with McClanahan and Holmes, L.L.P. for forty years, gave the members

Mohundro told about how the income brackets for individuals will be adjusted, about long-term capital gains and qualified dividends rates, and standard deduction and exemptions. He also told members that the new law increases the income-based percentage limit for charitable contributions of cash to public charities to sixty per cent. Mohundro answered questions about new income tax changes for members. Judge Randy Moore said that it is his hope that the political parties will come together for the betterment of Fannin County, and in fact, that all people in Fannin

County can work together to make Fannin County a better place to live and work. Judge Moore is planning to hold soon a Town Hall Meeting where he hopes that people will shed their affiliations at the door and enter only as residents of Fannin County. Moore really wants county employees to enjoy their jobs. He said that things are changing in the county; there is one new commissioner now and another one will be coming in eighteen months. Moore stated that they are trying to get the courthouse clean and that it might take up to two months to get all the “black stuff” off the building. The courthouse is the main challenge right now; still must get through the details. THC can look back and see how the courthouse looked in 1888. Moore reported of going to the Veterans’ Court and the court’s success. He felt it was very heartwarming. Ron Nippert told members of the club how frustrating unsolicited calls, scam call, and robocalls are. Nippert said that our privacy rights are being invaded by these rude callers. Nippert values his personal time as much as anyone does and resents these invasions. Nippert stated that spam calls cost $350,000,000 a year. He believes that time is money and when you set a dollar value on our time, whatever you do costs you that much money. Imagine the time we spend answering robocalls or other spam calls. In 2018, there were 25 billion robocalls. In March 2019, there were 3.15 billion robocalls. The fact that the government can identify robocalls as robocalls tells us that the government does try to shut down illegal telemarketing activities; they are just not very good it. Nippert gave these tips for stopping robocalls: Ignore any number that you do not recognize; if you do pick up, hang up immediately; download the app, Mr. Number, for both iPhone and Android phones; check wireless carrier tools; sign up for National “Do Not Call” registry; block repeated calls on your phone; and file complaints with FCC. Also, go to “action.consumerreports.org” and sign up. We deserve our privacy.

It was a bright morning, and we had finished off the coffee and conversation at the Mule Barn truck stop, and we couldn’t think of anything much to do because we were still full from breakfast and it was too early for lunch, and the political problems and Hollywood gossip tanks had been thoroughly topped off. So we went over to Doc’s house to look at his mare in the back yard. She had, he said, a quarter crack in a front hoof. So there we were, in a half circle around the little mare, staring at that slight crack as though focusing would bring a welded solution to the problem, but we all knew we just needed to drink Doc’s coffee and change the scene. “I see you have a block of salt,” Bert said. Doc nodded. Bert said, “Speaking of salt …” We really hadn’t been, but smooth transitions aren’t always easy. “…. puts me in mind of the time I stopped in that little store,” Bert said. “Few years back now, I guess. Well, it was about the last time Milly had pups, because I think I’d left her home to have them. Of course, she waited until I got home ….” Doc and Steve stared at him encouragingly. “And?” “Oh … well, there’s this little store up north … out in the middle of about flat nothing … and it was hot and I was thinking of a nice cold cocola right about then, so I stopped.” Bert looked around. “Dang store was about full of salt.” “Salt?” “Everywhere. This guy had ice cream salt. Bags of it. Salt blocks for horses, sheep, cows, rabbits and even danged guinea pigs. He had regular salt. He had huge bags of bulk salt for putting on the ice. “So I went to pay for my drink and I says to the guy, ‘You must sell a lot of salt.’ And he says to me, ‘No, but that salesman who calls on me sure does.’”
