BEDCO Board of Directors Meeting

Monday, May 15, 2023, Bedco’s President Alan McDonald led an Invocation before calling the meeting to order at 5:30 p.m. He noted Quorum established (all members were present except for Vice President Kelly Royse.) Before continuing with the scheduled agenda items, Mr. McDonald noted there would first be a check presentation (part of the downtown grant program.) Presented with a $25,000 check, was Jesse Crook of Crook’s Classic LLC. Mr. Crook’s business is located at 503 N. Main Street and will specialize in vintage board games and video games.

2. Consideration and possible action to approve the Minutes of the Regular Meeting held on April 17th, 2023: A motion was made by Board member Wayne Moore to approve the minutes which was seconded by Board member Ernie Quintana. The motion passed.

3. Consideration & possible action acknowledging the monthly financial reports for April 2023: Bonham’s Finance Supervisor Michelle Burnette first referred the Board to information she provided them regarding expenditures before noting that April’s sales tax has consistently tracked with the budget. A discussion ensued regarding streetlamps before the motion to accept the report was made by Wayne Moore, seconded by Ernie Quintana and passed unanimously.

4. Citizens Opportunity to Speak: [The Board of Directors of the Bonham Economic Development Corporation invites persons with comments or observation to briefly address the Board for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the Board of Directors from considering deliberations on any item not listed on the posted Board of Directors Agenda.]: A two-year resident of Bonham noted that being in the airport hangar construction business, he is looking forward to helping Bonham grow and appreciates all the work that has been done so far at the airport. A resident of Star St. in Bonham spoke about property on 3rd St that was bought by Bedco for a parking lot some time ago. He asked the Board to consider revisiting those plans and incrementally add to them as he believes it would help the area greatly. A resident of McMahon St. spoke to add his commendations on the work done at the airport and thank the board for that work.

5. Consideration and possible action regarding the creation and paving of a section of roadway at the airport at a cost of approximately $200,000: Bedco’s Executive Director Gayle Cooper spoke on how Bedco is looking into paving a parking lot for the airport and the actual bid for the parking lot is $94,000 with the roadway leading to the hangars being at $35,000. She explained the reason for the cost difference and noted that the cost of both should be under $135,000 and that Area Wide Paving had made the lowest bid. City Manager Sean Pate added there were three other pavers that submitted bids with Area Wide Paving. A discussion ensued after which Wayne Moore made the motion to approve with Board member Glenn Taylor seconding the motion which passed unanimously.

6. Consideration and possible action to ratify a contract with Rick Chaffin as consultant for Downtown Planning at an hourly rate of $75.00 not to exceed $6000.00 per month: Ms. Cooper introduced Rick Chaffin as an accomplished city manager who will be a consultant for the downtown planning and will be working with the downtown advisory group who will report to Ms. Cooper who in turn reports to City Manager Sean Pate. Mr. Pate added that Mr. Chaffin had been a lead consultant with Mark Sanchez a few years back before having taken on a city manager’s job in a different area and believes he will do a great job with the downtown planning. After a statement from Mr. Chaffin who thanked the Board for the opportunity to work on the downtown master plan, a motion was made by Board member Allen Sanderson to approve the contract that was seconded by Ernie Quintana and passed unanimously.

7. Executive Director’s Report: Gayle Cooper handed out information to the board showing how wages are consistently improving within the city’s zip code. She then described her experience of a tour she took of the Associated Steel Fabricators facility and recounted her attendance at a manufacturer’s reception held May 11th where seven of the twelve manufacturers from the Bonham area were represented. She commented on the downtown grant programs and noted that with the continuance of applications coming in, she was glad the funding was increased. She noted payment on one of two SBA loans had been behind but was brought up to date today and concluded her report noting she will be attending the TEDC (Texas Economic Development Corporation) conference in mid-June in Allen before reminding the board of the joint City Council/BEDCO meeting being held June 26 at 5:30 p.m.

8. Adjourn: Meeting adjourned at 5:51 p.m.

Homeade Lemon Curd is a tart and lemony spread, filling or topping made from just a few simple ingredients. It has a thick and creamy consistency that adds a burst of citrus flavor to many treats and desserts!

LEMON CURD

3 medium lemons

¼ c. or ½ stick unsalted butter, room temperature

1 c. granulated sugar

2 large eggs, room temperature

Grate zest from the lemons. You will need 1 Tbsp. of zest. After zesting, cut the lemons in half and squeeze out the juice into a measuring cup. You should have about ½ cup of lemon juice. With a mixer, beat butter and sugar at medium speed until well blended. Add eggs to the mixture, one at a time, beating each egg until it's blended before adding the next. Gradually add the lemon juice to the butter mixture, beating at low speed just until blended. Remove the bowl from the mixture and stir in the lemon zest by hand. The mixture might look curdled at this point, but that's okay! Transfer the mixture to a small heavy-bottomed stainless steel sauce pan. Cook over medium heat, whisking constantly, for 14 to 16 minutes. While the mixture is still warm, place plastic wrap directly on top to prevent a film forming on the surface. Chill lemon curd in the refrigerator for at least 2 hours, or until firm. This Lemon Curd can last one month in the refrigerator. There is several ways to use this yummy curd! Use as a filling for cupcakes and cakes. Brush on top of baked goods as a glaze or fold in whipped cream, etc.....

ENJOY!!

Leonard s'ball trio earns spots on spring academic all-state teams

Three Leonard softball players led student athletes from Fannin County high schools on the Texas High School Coaches Association academic all-state teams for spring sports.

Those Leonard softball recipients included: Abby Cavender, first team; Savannah Ware, second team; Jacey Fos-

ter, second team. Savoy boys' track had two recipients -- Matthew Catchings, second team, and Fernando Soto, honorable mention -- as did Trenton track -- Emory Williams, second team, and Mariana Caro, honorable mention. Meanwhile, Bonham baseball's Connor Alley also received an honorable mention.

Honey Grove freshman Ryelan Morris finished fifth amongst nine competitors on May 12 in the Class 2A State boys' 100-meter dash in 10.85 seconds.

Leonard s'ball alumna Ware on 2023 Big South top team

Leonard alumna Claudia

Ware has been named to the Big South first team for her fifth and final season of conference softball at Campbell University.

Through May 10, Ware, a senior outfielder, had a teambest .359 batting average.

Of her 52 hits, 18 equated doubles -- good for fifth nationally, in the extra-base category as of May 10. She had had 17 games with multiple hits and has already become the 11th player in Campbell softball history to garner 200 career hits.

Ware, Campbell's only every-game starter during

the 2023 regular season, also had during the same time a Big South-leading 30 walks and .481 on-base percentage, to go with 31 runs scored and 25 RBI.

Ware graduated in 2018 from Leonard, which, that year -- led by her -- won its first district softball title to garner its second-straight and third-overall postseason trip in the sport.

Note: Ware additionally afterward earned the most valuable player award for her play in the Big South Tournament, as Campbell University won its third-straight conference title and advanced again to the NCAA Tournament.

Dodd City first baseman Lindsey Skipper (18) catches a ground out throw at her bag on April 4 during District 15-2A softball at Dodd City.

Dodd City's Logan Lackey (11) beats the ball to the plate to score on May 5 during Game 1 of the host Hornets" doubleheader sweep of Savoy in Region II-1A bi-district baseball.

Bonhi-exes Mallory, Hemby net '23 SCAC

Two Bonham alumni have earned honorable mention notoriety from the Southern Collegiate Athletic Conference for their sophomore efforts

diamond props

for Austin College during the 2023 diamond seasons.

Trystan Mallory struck out 53 batters in 55.2 innings, averaged 8.57 strikeouts per nine innings and, as a starter, allowed only 62 hits in 12 appearances overall -- all placing him amongst the best this season in SCAC baseball.

The southpaw also this season garnered his first two collegiate wins.

Chyrsi Hemby had a team-best .376 batting average, 22 runs batted in, 17 runs scored and 13 doubles -- the two-base hits being good for third in SCAC softball. The sophomore second baseman,

also posted a .436 on-base percentage and .565 slugging percentage, swiped eight bases and homered once.

Each equates a 2021 Bonham High School graduate.

Four Fannin County diamond squads remained in the 2023 postseasons, through mid May. From District 15-2A softball, top seeds Trenton and Dodd City continued to vie, respectively, in the 2A and 1A postseasons.

The Lady Tigers, the undefeated district champion, played in a regional semifinal best-of-three series against Muenster and vied for a trip to the Region II-2A final -- both rounds previously not reached by Trenton in the sport since its 2016 postseason run.

The Lady Hornets played against Blum in the Region II-

1A final, vying for their fifth trip to the 1A State Tournament in the last six complete seasons in the sport.

Meanwhile, Dodd City and Ector met again in the baseball regional semifinals, for a trip to the Region II-1A final -- a potential fifth-consecutive for the Hornets or first in the sport for the Eagles.

Bonham s'ball alumna Vaught all-conference HM at Hendrix

Bonham alumna Paizley Vaught earned an all-conference honorable mention from the Southern Athletic Association for her freshman softball season at Hendrix College (Ark.).

Vaught, a catcher and infielder, posted a team-best .385 batting average, as she started 25 of 28 games in which she played. She had 30 hits, including eight for extra bases: six doubles, a triple and a home run. Fishin’ Report TAKE A KID FISHING

Rohan Singhal caught this smallmouth bass on Lake Grapevine on January 15, 2023 using a rod and reel. He earned a Big Fish Award, Junior Water Body Record, Water Body Record, Water Body Catch and Release Record, Junior Water Body Catch and Release Record, and Junior State Record for this catch. Way to go Rohan! (TPWD)

Week of May 17, 2023

Cooper GOOD. Water lightly stained; 74 degrees. Catfish are good on cut shad. Crappie have peaked and are fishing fair with jigs and minnows. Lake is slightly turbid.

Fork GOOD. Water Stained; 70-77 degrees; 0.71 feet below pool. Bass bite has improved on the backside of the full moon. Bass have been feeding on crawfish in the shallows during this phase, so crawfish colored chatterbaits or chartreuse/white colors are good out to three feet on windy banks with grass.

Topwaters, like whopper floppers and yellow magics, are good along the grass lines. Colors have not mattered with these baits. Carolina rigs are still working in 5-8 feet of water on points with flukes in watermelon red and watermelon candy.

Lavon GOOD. Water lightly stained; 72 degrees; 0.38 feet below pool. Fishing patterns are holding steady. Look for this bite to change in the coming weeks. Crappie are in 5-10 feet of water in standing timber in the morning. Midday move to 1020 feet on deeper timber and brush piles or condos. White bass are feeding shallow in 1-4 feet of water early in the morning during the shad spawn. Once this bite ends, fish move to 20 feet of water on shelves and main lake points. In the morning cast swimbaits switch to one ounce white or chartreuse slabs for the deeper fish.

Ray Roberts GOOD. Water is stained; 72 degrees; 0.16 feet above pool. White bass are good the first hour of daylight in 1-6 feet of water using ⅛ ounce jighead and three inch paddle tail swimbait. When that bite tapers move to 20-25 feet of water with slabs. Blue catfish are starting to mix in with the sandies. Bass are good in shallow water with topwaters early in the morning, then small swimbaits the rest of the day. Crappie are good with many undersized catches on brush piles in 15-29 feet of water.

Tawakoni GOOD. Water lightly stained; 70 degrees; 0.21 feet above pool. Lake Tawakoni is full of water and the fishing has been great! Hybrid Striper and white bass have been good. Fishing for them has been steady early morning and late evening. We are coming off a full moon and I expect the morning bite to get better. Fish are feeding on big schools of threadfin shad in shallow water. Swimbaits and slabs are catching fish in 2-14 feet. Eater sized blue and channel catfish bite is wide open. The blues are feeding in 2-4 feet, especially on windy days. Cut shad is the preference.

Texoma GOOD. Water stained; 65 degrees; 2.36 feet below pool. Striped bass are good with big fish coming on topwaters early in the morning. Switching to swimbaits in deeper water later in the day for catches of stripers and sand bass. Some fish are still spawning. Striped bass are great on live shad anchoring on ledges in 30-45 feet of water two reels off the bottom. The shad spawn is still on so look for egrets along the banks and fish top waters and swim baits early in the morning along rocky banks. Crappie are fair on jigs fishing brush piles set in 10-15 feet of water, but seeing a lot of smaller fish. There should still be big crappie up shallow in creeks and along stumpy banks.

Equine Herpes Virus Alert

Hayes Equine NewsletterMay 2023 - The Texas Animal Health Commission (TAHC) officials have confirmed 1 case of Equine Herpes Virus

EHV1 Neurologic form on a Grayson County premise on April 27, 2023. The exposed horses have been quarantined and will not be released until TAHC requirements are met. The TAHC staff are working closely with the premise and local veterinarians to monitor potentially exposed horses and implement biosecurity measures.

Dr. Hayes has not seen the case or has heard of its whereabouts. Keep in mind Whitesboro and Collinsville are in Grayson County so it maybe a competition horse from that side of the county. Because of this EHV1 neurologic case, the racetracks can refuse horses from Grayson County until 14 days from the last known positive case from the affected area. Each horse will be required to have a new health certificate demonstrating a normal temperature and may have to have a negative EHV1 test. We don’t know if horse shows or other competitions are requiring the same protocol.

The following is from the Equine Disease Communication website: What is Equine Herpesvirus?

Equine herpesvirus (EHV) is a family of equine viruses named by numbers including EHV-1, 2, 3, 4 and 5 with EHV-1,3,4 posing the most risk for domestic horses. EHV is a common DNA virus that occurs in horse populations worldwide. The two most common species are EHV-1 and EHV-4.

Tadpole’s Marine

EHV-1 and EHV-4 most often cause a respiratory disease which is usually mild and selflimiting, and both can cause abortion. EHV-1 andEHV-4 (very rare) can cause the neurologic form of the disease (equine herpes virus myeloencephalopathy (EHM)) which creates damage to the spinal cord and can be fatal. EHV3 causes coital exanthema, a venereal disease which affects the external genitalia. Horses can be carriers of EHV with no clinical signs and can spread the disease to other horses. Testing and quarantining affected horses in isolation is the primary way to control the disease. Vaccines are available but do not completely prevent any form of the disease.

Diagnosis: EHV-1 and EHV4 are diagnosed through PCR testing by nasal swab, buffy coat sample (centrifuged blood), virus isolation from blood, or a significant increase in antibody titer in serum samples collected 2-3 weeks apart.

Treatment: Supportive care and rest are the chief treatments. Non-steroidal anti-inflammatory medications, such as phenylbutazone (Bute) or flunixin meglumine (Banamine) are used to control fever, pain, and inflammation. In some cases, antivirals and heparin are used.

your property and to follow correct biosecurity protocol when bringing new horses onto your premises or when travelling with your horse.

Biosecurity: EHV is spread via aerosol particles from nasal discharge or from contaminated surfaces including people, clothing, feed and water, implements, and stalls; isolation is critical to preventing spread of the virus. Proper biosecurity measures include extensive disinfection of surfaces and equipment that come in contact with affected horses.

Prevention: Vaccinations are available to help prevent the respiratory and abortive form of EHV-1 and EHV-4; there is currently no vaccine labeled for the prevention of the neurologic form of EHV-1(EHM).

The best method of protection is always to maintain current vaccinations on all horses on

DONALD WAYNE PHILLIPS

Donald Wayne Phillips went to live with Jesus on May 13, 2023. Don was born on February 9, 1939 in Dodd City, Texas to parents Pearl Hopkins and Harless Phillips. He graduated from Bonham High School in 1958 and went on to marry his high school sweetheart Pam Ware on July 22, 1960. Hard work and determination was at the core of Don. His first job was at the age of 6 delivering newspapers. As a young man, his love for cars turned into a career where ultimately he became president and managing partner of his very own Chevrolet - Buick dealership. Don also took great pride serving on the Chevrolet Dealers council board. With a servants heart Don enjoyed being on the Chamber of Commerce, Master Mason for over 60 years, president of the Kawana’s Club, Jaycee member, and being on the finance committee at 7th and Main Baptist Church. He also volunteered with the Bonham Heart Association and Special Olympics. He championed the creation of Bonham Trade Days which is thriving and still in existence today. Don’s passion for flying led to him getting his pilot’s license. Bright and early on weekend mornings you would find him taking to the sky. When he wasn’t in the air he was on his tractor or enjoying his small herd of Brangus cattle. Don never met a stranger and loved everyone he met. Some of his favorite times were spent telling stories or jokes with his Coffee Club friends. Don will be forever loved and missed by all who knew him.

He is preceded in death by parents, Pearl Evans and Harless Phillips, sister, Ginger Powell and great grandson Dawson Sewell. Don is survived by wife, Pam Phillips of 63 years, daughters, Donna Thomas and husband Terry, Kelly Swayne and husband David, grandchildren, Taylor Sewell and husband Clay, Zach Thomas, Tanner Swayne and wife Krys, Garrett Swayne and wife Sydney, six great grandchildren, sisters, Judy Phillips and husband Rocky, Patti Stone and husband Talmadge, brother, Larry Phillips and wife Deborah, along with many nieces, nephews and cousins. The family was joined on May 18, 2023 for a graveside service at Carson Cemetery starting at 10:00am.

COLTON CHAD HAMILTON

Colton Chad Hamilton passed away unexpectedly on May 14, 2023. The only thing that brings great comfort during this time is knowing that Colton was on the lake doing exactly what he loved - fishing with friends.

Colton Chad Hamilton was born on December 30, 1994 to Philip Hamilton and Cynthia Booth in Denison, Texas. Colton was larger than life. He rarely met a stranger and he would give the shirt off his back to anyone in need. Colton had a passion for the great outdoors. He could always be found with a rod in his hand or under the hood of a car. Just knowing Colton made you a better person. He was the light in the darkness, the sun breaking through the storm, the giver of hope. Colton was a man that left his mark on the world. He touched the lives of everyone he met and has left a beautiful legacy for his three children to carry on. Our hearts will never be the same without our rock-solid husband, father, son and friend. To know Colton was to love him. So if you see a 1983 Chevy square body going down the road know Colton is smiling from above.

Colton is preceded in death by a son, Xadryan Ernst, grandparents, Tommy and Wanda Harrison, Harold Hamilton, Randy Booth Sr., uncles, Steve Hamilton and Randy Booth Jr. Those left to carry on his legacy, wife, Cariann Hamilton, sons, Xadyn Ernst and Kamdyn Trunzler, daughter, Amiliya Hamilton, father, Philip Hamilton, mother, Cynthia McEuen and husband Bobby, brothers, Aaron Hamilton, Dylan Hamilton and wife Sylvia, Tatum Creed, sister, Payton Foreman and husband Jared, uncle CoCo, along with numerous aunts, uncles and cousins. The family was joined on May 19, 2023 at 2:00pm in the chapel of Wise Funeral Home to celebrate and honour the life of Colton. Visitation was prior to service starting at 12:00pm.

The Majority Does Not Rule

We live in a society where the majority rules. We call it a democracy. Many feel that the popular opinion gets to decide on salvation, morality, and religion. Jesus said “Enter ye in at the strait gate: for wide is the gate, and broad is the way, that leadeth to destruction, and many there be which go in thereat: Because strait is the gate, and narrow is the way, which leadeth unto life, and few there be that find it” (Matthew 7:13-14). The numbers of the Bible should teach us an important lesson.

Satan uses numbers against us. God, through Moses, gives the Israelites a powerful warning by proclaiming “Thou shalt not follow a multitude to do evil” (Exodus 23:2). In the New Testament, It is declared that “we dare not make ourselves of the number, or compare ourselves with some

that commend themselves: but they measuring themselves by themselves, and comparing themselves among themselves, are not wise” (2 Corinthians 10:12).

Noah followed God. Moses declared “Thus did Noah; according to all that God commanded him, so did he” (Genesis 6:22). It was not popular, but Noah “moved with fear, prepared an ark to the saving of his house” (Hebrews 11:7).

All of humanity turned their back on the teaching of Noah, though he was “a preacher of righteousness” (2 Peter 2:5). Only “eight souls were saved by water” (1 Peter 3:20).

Lot, Abraham’s nephew, stood against wickedness and “the men of the city, even the men of Sodom, compassed the house round, both old and young, all the people from every quarter” (Genesis 19:4). Though the Sodomites yelled “we deal worse with thee, than with them,” purposed to “to break the door,” (Genesis

Fannin County

19:9), and were in the majority, they were unrighteous. Solomon pinned the message “Though hand join in hand, the wicked shall not be unpunished” (Proverbs 11:21).

On mount Carmel, Elijah challenged the children of Israel to choose between the Lord and Baal, a false god. “Elijah unto the people, I, even I only, remain a prophet of the LORD; but Baal's prophets are four hundred and fifty men” (1 Kings 8:22). Elijah prayed “that this people may know that thou art the LORD God, and that thou hast turned their heart back again” (1 Kings 18:37). Elijah was outnumbered four hundred and fifty to one. But God said yes to the one.

It is never about being popular or having the crowd on your side. It is about being on the side of right and truth. It is about being on the Lord’s side. Paul emphasized “WHAT SHALL WE THEN SAY TO THESE THINGS? IF GOD BE FOR US, WHO CAN BE AGAINST US?” (Romans 8:31).

Sunday Morning Retake

“For the Praying Mother”

Hello everyone!

Are You A Christian?

The Bible tells us in Proverbs 22:6, “Train up a child in the way he should go: and when he is old, he will not depart from it.” I am very thankful that my mother took this to heart with my sisters and I. She would pray for us day in and day out. She went home to be with the Lord in May of 2008, and not a day goes by that I don’t think about her. In the years leading up to her passing, she did home health for several people, and she loved each of her clients like they were her own family. That kind of love should never be taken for granted.

Do you serve God?

Proverbs 27:17 - Iron sharpeneth iron; so a man sharpeneth the countenance of his friend.

I feel led to go in a different direction this week. One of my favorite songwriters is Squire Parsons. He wrote this song in the early 1980s about a childhood friend that he grew up with. This young man was part of a good Christian home, and his mother constantly prayed for him. Sadly, he got upset with hearing her

Romans 3:23 - For all have sinned, and come short of the glory of God;

prayers and left home. He got on his motorcycle and rode as far away as he could. Along the way he kept hearing her prayers in his head. He knew then what he had to do. He pulled over on the side of the road, and accepted Jesus as his Savior that night. He rode to the nearest phone he could get to, and this is what he said.

days are over now, those sleepless nights are past. All those prayers that you have prayed so long are answered now at last. For I’m not the boy that I used to be. Mama, you can sleep tonight, for I’ve found Jesus. Now everything’s alright.”

Romans 12:18 recognizes that while we can’t control everything, we should try our best to seek peace. For instance, you can’t control someone else’s anger or vitriol, but you can control yourself. By controlling our words, our actions, and our conduct, we can encourage peace rather than discord. For example, as believers, we should purposely avoid provoking strife or fighting. Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

To: All interested Agencies, Groups and Individuals on 5/23/2023: This is to give notice that the City of Bonham has determined that the following proposed action under the Community Development Block Grant Program administered by the Texas Department of Agriculture (TDA) City of Bonham CDV21-0035 Waste Water Treatment Plant (WWTP) Rehabilitation project, is located in the 100-year floodplain, and the City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Bonham proposes a WWTP Rehabilitation project, including Administrative and Engineering fees and services, to install sludge handling equipment and foundations; UV System bulbs, quartz sleeves, and wiper seals replacement; two (2) new eight-inch (8 “) gate valves; two (2) new eight-inch (8”) check valves; yard piping adjustments; improve the roads to all-weather access roads, and all other associated appurtenances. All proposed activities will occur at the City of Bonham WWTP located at the City’s western edge on the north side of Seven Oaks Road in Bonham, Fannin County, Texas. According to FEMA Panel No. 48147C0360C effective date 2/18/2011, the project shall include activities within approximately 5.0 acres of the 100-year floodplain (Zone A). The natural and beneficial functions and values of the floodplain potentially affected by the proposed activity include floodwater storage and conveyance, groundwater recharge, erosion control, surface water quality maintenance, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational, educational, scientific, historic, and cultural opportunities. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Written comments must be received on or before 6/8/2023 by the City of Bonham at 514 Chestnut Street, Bonham, TX 75418, (903) 583-7555. Attention: H. L. Compton, Mayor. A full description of the project may also be reviewed during regular business hours at the same address. Comments may also be submitted via email to h.stockton@cityofbonham.org CC: sean.martineau@grantworks.net.
