A motion was made, seconded and passed to extend the Plan till May 25, 2021. 8. Discussion, consideration and action regarding Covid-19 update and needs for supplies or personnel: Judge Moore stated there was nothing needed on this item and with the vaccination clinics being shut down; if any citizen is wanting a vaccine, one can be obtained at Wal-Mart, Brookshires, Puckett Clinic or any of the pharmacies administering them. 9. Discussion regarding Profit and Loss Statement for April 2021 EMS Services: Bonham Fire Chief Scott Ridley reported 363 calls for the month. Hospitalizations are down but the four ambulances are staying busy. After his report, Judge Moore extended thanks to him and all the EMS staff for their service. Mr. Ridley stated he was grateful for all the public support they receive. 11. Discussion, consideration and action to award bid for County Landscaping Services: Fannin County Purchasing Agent Michelle Case reported 8 bids received and recommended accepting the lowest bid under the condition they do all that is required. That company is A1 Texas Lawn Care, and the winning bid was $9,230 for 26 weeks of service. Two references were contacted. Commissioner Self made the motion to table item till next week to allow time for Commissioner Magness to have an employee meet and speak with the company and Commissioner Lane seconded the motion. Motion passed. 17. Discussion and report of monies collected by the Justice of the Peace, Precinct 2 office for April 2021: Judge Moore read the report of $1,265 received from JP2. 18. Discussion, consideration and action to approve a contract extension for one year to JBI (Justice Benefits Incorporated) on the Title IV-E Legal Program and have the County Judge sign on behalf of the county: County Auditor Alicia Whipple explained how this company would be recouping cost for indigent defense which is anticipated to be a little over $52,000 for next fiscal year. She stated she had a question from a Trenton resident asking if the county has explored if any other cost recovery firms may charge less than the 22% fee JBI

charged from their previous contract. Ms. Whipple stated they had not, and discussion ensued leading to the decision to table this item for one week to allow her time to see if any companies would charge a lesser fee. Commissioner Self also thanked all for their attendance and echoed the request for patience with the drainage issues on the roads and wished all a good week. Commissioner Magness asked citizens seeing anyone taking down a road sign to ask them why they would want that road sign as the removal of those signs is a deterrent for EMS and expensive for the County. Commissioner Lackey urged caution on the new 897 bridge north of Bonham in Lannius as people are driving over it and paying more attention to the lake and then making uturns that can be dangerous

to other drivers. He also said those people who are crossing fences and cables and disregarding the No Trespassing signs to take pictures are putting themselves at risk. He thanked everyone for coming and allowing him to serve and gave a shout-out to paramedics for their service. County Judge Moore stated that regarding the comment during Public Forum about the good results of how Covid was handled, that it was due to the county being blessed and the unified efforts of many people. He also called attention to the Getting Ahead Program at the DA’s office that is helping underprivileged people to make positive choices. He then reminded all about needing people for the Lake Ralph Hall Committee and solicited suggestions via email. He commended Em-

ily Porter for the work she has done for the County. 21. Adjourn: Motion was made, seconded and passed to adjourn at 9:37 a.m.

3/30/21 Tuesday, May 18, 2021, County Judge Randy Moore called to order a Special Meeting of the Fannin County Commissioners Court at 8:50 a.m. A quorum was established as all County Commissioners and County Judge were present. 2. Hold and Attend a PUBLIC HEARING to hear comments regarding the proposal to establish a speed limit of 30 m.p.h. on County Road 2610 in Precinct 3: Judge Moore asked if there was anyone who wanted to speak on this action. A citizen residing on CR 2610 spoke on how young people have been using this road to drift turns and have been known to lose control as well as others driving quite fast. He thinks 30 or 35 is about as fast as anyone needs to go. Another resident of CR 2610 got up to speak about how he believes the posting of a reduced speed limit might help to deter speeders on a road that has families with small kids. After he spoke, Judge Moore asked if there was anyone else and when no one came forward, he asked for a motion to adjourn. 3. Adjourn: Motion was made, seconded and passed to adjourn at 8:57 a.m. On the same day at 9:00 a.m., County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court. Noting that Quorum had been established, Judge Moore called on Pastor Mark Posey of the Congregational Methodist Church in Bonham to lead the Invocation. Major James Manis Retired led the Pledges. 4. Public Forum: A citizen residing on CR 2980 spoke to commend Judge Moore on minimizing the effect of Covid-19 in Fannin County by taking the right steps at the right time for the right reason and to express his thankfulness for his being our County Judge. 5. Introductions: There were no introductions. 6. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated that as of 3:20 p.m. yesterday, there were 2,603 confirmed cases and 875 probable cases bringing the total number of Covid cases to date as 3,478. He continued, saying that currently there are 3 active cases with 1 of those in the prisons, 108 fatalities and a hospitalization rate of 2.96%. A motion was made, seconded and passed to extend the Proclamation to May 25, 2021. 7. Discussion, consideration and action regarding the Covid-19 Response

TCOG to Host Criminal Justice Grant Workshop

SHERMAN, MAY 6 – Officials with Texoma Council of Governments have announced an appointment-only Household Hazardous Waste (HHW) collection event on Saturday, June 5, 2021 that will take place in Bonham at the Fannin County Multipurpose Center. Collection will begin at 9:00 am and end at 1:00 pm. Although there are no year-round HHW collection facilities in Texoma, TCOG is the recipient of grant funds from the Texas Commission on Environmental Quality (TCEQ) which allows the organization to offer regular collection events throughout the region. “Historically, we have held these collection events simultaneously in all three counties every other year,” stated Sean Norton, Public Information & Media Manager for TCOG. “After careful consideration and deliberation by the Natural Resources Advisory Committee, we determined that by shifting our focus to smaller collection events we can reduce

explained Catherine Krantz, TCOG’s Munici5/26/20 pal Solid Waste program planner. “We have already collected 8,870 lbs. this year so far. If you have any latex paint to dispose of, be sure to bring it to Bonham on June 5th.” Other acceptable items collected at the event include limited quantities of household hazardous waste (pesticides, household chemicals, motor oil, oil paint, etc.) and electronics (computers, printers, TVs, phones, appliances, etc.). A complete list of acceptable and restricted items is available on TCOG’s website. Any Texoma resident can participate in the event at no cost, but preregistration is required. By scheduling an appointment, participants won’t have to wait in line more than a few minutes at a time that is convenient to them. To schedule an appointment, visit TCOG’s website at www.tcog. com/msw. “If Bonham is too far of a drive, we plan to have another HHW collection event in Grayson County in October of this year.” For questions and additional information about household hazardous waste or additional disposal options in the region, contact Catherine Krantz at (903) 893-2161 ext. 3565. costs & wait time, and increase value by offering them more frequently We have already held two events this year; one in Cooke County and one in Grayson County.” HHW is defined by the EPA as leftover household products that are toxic, corrosive, or can catch fire, react, or explode. Products such as paints, cleaners, oils, batteries, and pesticides can contain hazardous ingredients that require special care when storing and disposing. If stored or disposed of improperly, these products can present health risks to children, pets, the general public, and the environment. Certain types of HHW have the potential to cause physical injury to sanitation workers or damage landfill liners, septic tanks, and wastewater treatment systems. “Our program planner also identified an increased demand for paint disposal,” Norton said. “So we have created and incorporated a latex paint recycling program into the HHW collection events.” Up to twenty gallons of latex paint per participant will be accepted. This added service will require participants to separate oil and latex paints before dropping off. “During our event in 2019, we collected over 38,000 lbs. of latex paint,”

Discussion, consideration and action regarding Executive Session: Judge Moore explained how the start of the budget process can be tedious and discrepancy is needed in certain areas of personnel matters. He noted how in some counties it is the County Judge who comes up with the budget and then presents it to the Commissioners for a vote without any input from the Commissioners. However, Judge Moore said, though he realizes

needs to get as much insight as he can from the Commissioners to fully know what the needs are for the County. He expressed his appreciation for all the Commissioners insight and the work they do to make things work for the County. He stated they are looking at several things regarding personnel actions that they hope to be beneficial for the County. 5. He stated there is currently a balance of $821,810. Judge Moore said though there are a lot of expenses the

they are currently looking at several ways it can best be used. In the coming days, the Commissioners Court will need to deal with requests for added employees in some areas as well as the potential for Legislative Bills being passed that will be costly for the County. Commissioner Self said this is the start of a long process. Judge Moore concurred, stating this is the first meeting of many meetings and workshops like this where they will be discussing budget and the needs of the County. He stated that if any citizen believes there is something that needs to be addressed, to let him or their respective Commissioner know, so it can be looked at. 6. If we shouldn’t eat at night, why is there a light in the fridge?

Galen Bennett MS, Fannin County Master Gardner April 26, 2021

Many folks are like me, we want some degree of control of the happenings in our life. Being subjected to rolling black outs, at least for me, were maddening. Since we have no control over the wrath of mother nature, we may as well begin addressing follow up actions to giving our landscapes the best fighting chance of recovery. The frustrating part of this is there is little we can do except wait. Our lawns, trees, woody ornamentals and perennials will need time to overcome the shock treatment our subzero temperatures brought. Plantings will need warm days and evenings and longer day lengths to begin their normal spring regrowth. This is when we will be best able to determine the extent of the cold damage. Freeze damage can be difficult to identify and may not show up until well into the growing season. Look for split bark, brown leaves and mushy crowns on perennials. We will likely see much less in the way of blooms this spring, bulbs, roses, azaleas will all have suffered some effect and their usual show will be reduced. As I have listened and

s well. We will have to wait and see. Eventually, if any damage at all, will show areas of the bark popping off much like it did in the 80’s freeze. We will not know the extent of their damage for weeks to come on other woody plants like crapemyrtles, hollies and flowering shrubs, again the best thing to do here is wait. If there is obvious, beyond a doubt, dead and severely damaged portions of the plant it is ok to go ahead to remove those area. Some plants will die to the ground and have new shoots come up from the crow of the root system. Crapes are good about this. Many of our roses will soon show begin to show if they sustained damage. Newer verities such as the Knockouts will fare better. Once they have started growing a shot of fertilizer will have them back in the fall looking nice. Most of our fruit tree will be OK, however we will see damage to our figs, olives citrus and pomegranates. Again, do nothing until we see where the plants regrow from. Expect a diminished production for most fruit trees. One exception is the blackberry, it thrives in the colder regions and should be fine. I had a college professor who would come in on exam day singing “its all over but the crying”. Well, it is over but it may not be all lost. Patience and after care will serve the recovery efforts of our landscapes. Be cautious, don’t rush to prune, practice restrained use of chemical control products and facilitate healthy regrowth with soil testing and recommended fertilization this coming growing season Additional information on dealing with freeze damage and specific information can be found at: https://www.youtube.com/pla ylist?list=PLCDoXRJzsMPE EMqKfhDP-lznPNq2yEc6Q (Backyard Winter Storm Recovery) http://soiltesting.tamu.edu/ files/urbansoil.pdf Grand-Dad Used To Say....

read from the experts, I am reminded of some important Do’s and Don’ts for our lawns. Expect some damage to your lawns especially if you have St Augustine or Centipede. These being a southern grass it is more susceptible to severe cold. At this point even the sod growers do not fully know what they will have available for resale as it is just too early to tell. If you were lucky and had a good snow cover that acted as an insulator your lawn may not suffer as bad. Weed control products should be utilized with care. Refrain from applying pre-emergent weed control as these products can damage or delay the development of the root system. Delay the applications of post emergent weed control products so that regrowth is not hindered, wait until turf is growing vigorously. Hold fertilization until after the second mowing, this is when the root systems have begun to push thru the soil and can utilize available nutrients. If you have not completed a soil test in the past year or so this is a very good time to complete this task. With the weakened condition of the turf, care should be given not to over water, as funguses tend to spread in wet conditions. As always keep your mower blades sharp to provide less stress to the plant. This is a good time to make sure your irrigation systems are not damaged. Freeze damage to piping will not be evident until we turn the systems on in the spring, best not to wait until it is needed. Will our trees make it, yes mostly? Conifers and evergreens will fare best. Live oaks may have some damage but most will come thru. Expect them all to lose their leaves, not a worry as they drop completely in the spring each year anyway. Genetics will play a role in how well the live oaks come thru this. As coastal plants live oaks from norther areas like Virginia will fare better, those with a southern heritage maybe not a

Toyota ShareLunker Program Enjoys Banner Season ATHENS – The 20211/1/19 Toyota ShareLunker collection season will go in the books as one of the best in the history of the program. Anglers landed 23 ShareLunkers at 10 different lakes across the state, the most during a January through March timespan since the 1995 season which produced 27. Five new lake records were established, four lakes made their mark on the program with a first ever entry, and milestone ShareLunker 600 was caught in this year’s group. “This Toyota ShareLunker collection season was simply historic in so many ways, we live for seasons like this,” said Tom Lang, Director of the Texas Freshwater Fisheries Center. “We’re grateful that so many anglers caught their fish of a lifetime this season and then decided to share their lunker with us so we can make more of these bigger better bass for future generations of anglers.” It didn’t take long for the action to start thanks to angler Travis Moore, who reeled in the 13.44-pound ShareLunker 586 out of Sam Rayburn Lake January 9. Three more January Legacy Lunkers followed beginning with CJ Oates’ 13.02-pound fish from Lake Austin January 15, the first entry for the lake since 2014. On January 29, Derek Mundy brought in ShareLunker 588 weighing 13.62 pounds from Sam Rayburn, then angler Daniel Ramsey reeled in ShareLunker 589 with a weight of 13.07-pounds from Lake Palestine.

The cold snap in February didn’t slow down the Lunkers when angler Joe McKay of Bussey, Iowa kicked off an incredible hot streak at O.H. Ivie Friday night Feb. 19 with the massive 16.40-pound ShareLunker 590. It would prove to be the largest Legacy Lunker of the season, a new lake record, and the 16th biggest largemouth bass in state history. The catch began a run of eight Lunkers in eight days, with six coming from O.H. Ivie. Angler Josh Jones of Sapulpa, Oklahoma reeled in ShareLunker 591 and 596, Donald Burks logged ShareLunker 592, Brett Cannon of Willis, Texas caught ShareLunker 593, and Casey Sobczak from The Woodlands, Texas produced ShareLunker 594 to account for O.H. Ivie’s six during the span. Scott Stephens secured ShareLunker 595 from Lake Conroe and Trace Jansen of Buda, Texas wrapped up the month with the record setting 15.32-pound ShareLunker 597 from Lake Travis. The month of March brought in 10 more Lunkers to close out the 2021 collection season. Lake Fork was the site for ShareLunker 598, which was reeled in by Stan Tencza of Yantis, Texas. Angler Travis Gill of Amarillo, Texas recorded ShareLunker 599 at O.H. Ivie, and Jason Gaston from San Angelo, Texas had the honor of pulling in the milestone ShareLunker 600 at O.H. Ivie. ShareLunker 601 followed shortly when it reached the boat of Jim Smith of Weatherford, Texas

out at O.H. Ivie. C.R. Stevenson III of Clyde, Texas established a new Coleman City Lake record with ShareLunker 602 at 14.83 pounds. Jimmy Faulkner of Carlsbad, New Mexico and James Crawford of Whitehouse, Texas were the next anglers to join the program in 2021 with a Legacy Lunker. Faulkner caught the 10th fish of the season out of O.H. Ivie which went in the books as ShareLunker 603. Crawford put Lake Tyler on the board with the lake’s first ever Legacy Lunker. ShareLunker 604 weighed 15.44-pounds and created a new lake record. It was also the second largest Lunker of the season. The 2021 collection season closed out in style with another run of four Lunkers. Anglers Jeff Windham and Greg Denison of Brownwood, Texas along with angler Donald Moore of Rhome, Texas combined forces to produce the second triple Lunker day of the season. Windham (ShareLunker 605) and Denison (ShareLunker 606) landed their fish at O.H. Ivie while Moore (ShareLunker 607) reeled in an Eagle Mountain Lake record at 13.08-pounds, the first Legacy fish to come from the lake. Then on that Sunday, Tanner Spurgin of McKinney, Texas capped the 2021 season with the second catch of the year from Lake Fork. ShareLunker 608 tipped the scales at 15.27-pounds and in addition to being the fifth fish over 15 pounds this year, became the 23rd overall in the 2021 season.

The man said, “Yes, we do but one might be small.” The warden opened the ice chest and found two undersized crappies measuring nine inches. Citations and civil restitution were filed.

Transitioning and Triumphing: Extended softball campaign in ‘21 continues overlap of Lady Hornets’ successful seasons

BONHAM -- Dodd City junior Tori Dotson on May 14 took the circle to close out a Region II-1A semifinals softball sweep, in relief of sophomore Lindsey Mauppin. Dotson shouldered the whole pitching load in 2019 when the Lady Hornets made their previous deep run into the softball postseason: a second trip

Austin’s State of Mind: Weeks hopes his inaugural advance increases DC’s numbers playing tennis

By Rich Hilliard BONHAM -- Just days before competing in his first State tennis action, sophomore Austin Weeks admitted to not knowing much about his competition. “I’m going into this blind,” he said on May 17. However, Weeks has considered what his trip could do for others. “I hope that more people will start playing tennis at school,” he said. Weeks has classmates against whom he can play the sport: Layton and Brayden Vaught, for example. “Both are good players,” he said, “but they play baseball and chose that.” Unlike the fall semester, spring includes a plethora of sports vying for the skills -- and time -- of high school athletes. Weeks, who was Dodd City’s lone entrant in the District 23-1A Tennis Tournament on April 14, chooses tennis. Last month, he won the boys singles division at district and the Region III-1A Tournament -- the latter to qualify for State play. Always finishing in the Top 3 in the high school tournaments in which he has played, Weeks has

Dodd City’s Austin Weeks serves on April 14 during the District 23-1A Tennis Tournament at Bonham High School. Photo by Rich Hilliard additionally honed his skills -- to now become a State qualifier -- via outside sources. Weeks said he has “probably been helped the most” by tennis pro Nurudeen Isa. “He does personal training in McKinney,” said Weeks. “He teaches me how to serve and

works on my forehand. I try to go once a week.” Weeks also competes in Universal Tennis Ranking events -- for him, requiring travel to Sulphur Spring. There, he faces a variety of competition -where, he, additionally, can catch the attention of colleges. “Colleges look at UTR and pick the best players (1-16),” said Weeks, recalling playing a 20year old and a three-time State qualifier at the events. While baseball may have been a part of the lives of players since T-ball or coach-pitch leagues, Weeks has only recently been introduced to tennis. “I got a racket two years ago, but only have seven months of playing competitive tennis,” said Weeks. “Two Christmases ago, my dad bought three rackets and a couple of tennis balls. “We went to the courts to goof around and I liked it,” he said. “I then started going with a buddy. “They were the people who I played with the most and taught me how to keep score,” he said. “I went to the courts a lot. My addiction just started growing.”

to the Class 1A State semifinals in a three-year span. She hasn’t minded having company this season on Dodd City’s pitching staff. “Yes, it’s been less stressful,” said Dotson. “I know I can come out [of a game] and we are still good.” “It’s been the way we’ve done it all year,” said Dodd City softball manager Bruce Mauppin. “We’ve alternated: one would

start; the other would close. “It’s nice to have two pitchers,” he said. “I feel they complement each other.” Lindsey Mauppin moved to shortstop for the remainder of the game, as Dodson does when the sophomore is in City’s in- the circle. It’s transitioning on the field during a game -and what happens seasonally at small schools where many of the athletes play more than one sport. Reaching the regional finals in volleyball for the first time since 2001, winning a girls basketball State title for the first time and now reaching at least the regional finals (as of May 14) in softball: it’s made quick changes even more necessary this athletic year at Dodd City.

si Hemby, an Austin College signee, earned the offensive most valuable player award to lead Bonham in the All-District 11-3A softball awards for 2021. Senior shortstop Joli Kirkpatrick, also an Austin College signee, joined junior catcher Paizley Vaught on the first team for Bonham, which with a bi-district appearance made its 12th-consecutive postsea-

son trip. Second-team selections included senior centerfielder Brynn White, freshman left fielder Lily Englutt, junior pitcher Cameron Person, sophomore first baseman Sarah Wrape and freshman third baseman Reyleigh Shockley for Bonham, which won a play-in and advanced as the district’s third-place postseason qualifier. Honorable mentions included sophomore third baseman/ outfielder Aisly Andrew and sophomore right fielder Aubri Pendergrass of Bonham. Academic all-district selections from Bonham were Hemby, Kirkpatrick, Pendergrass, Shockley, Vaught, Person and White.

“We have definitely progressed a lot since just coming off basketball,” said senior second baseman Dulaney Chapman. “It’s been a big change. Our fielding and hitting have been getting better.” Overlapping seasons she watched from the stands previously have become reality during Addyson Chaney’s freshman year of athletics. She played libero during varsity volleyball, came off the bench during the championship basketball season and starts at third base in softball. “It’s been tough, but sometimes you have to do what it takes and take the roles you are given” said Chaney. “Be a team player and do what the team needs.” Said Bruce Mauppin of the Lady Hornets: “They are good athletes that can make fast transitions.”

DC’s Dani Baccus garners 1A TABC girls hoops POY

Dodd City senior Dani Baccus has been named as the Texas Association of Basketball Coaches Class 1A girls player of the year for the 2020-21 season. Baccus helped the No. 1-ranked Lady Hornets win the 1A girls State basketball title on March 10 -- a 32-0 champion. She will continue her basketball career at Hardin-Simmons University.
