BONHAM, TEXAS - Relay For Life of4/30/19 Fannin County celebrated their 20th Relay Anniversary event with cancer survivors, caregivers and the efforts of fundraising
teams who partnered with the organization in Bonham on Saturday. The Relay For Life event is the culmination of a year of planning and working together as a

I’ve been asked several times for my chicken and dumplings recipe, but I’ve never written it down on paper. It’s just a version of my mother’s way of making them. Every cook has their own way of making chicken and dumplings, and there are a lot of ways to make them. I’m going to attempt to put down on paper how I make this recipe. It’s kind of fun to make.
Flour 2-3 boxes of chicken broth Evaporated milk Corn starch
Boil chicken in a large pot of water with salt & pepper. When cooked, remove from pot, and set aside, covered. On wax paper with lots of flour, roll out the biscuits to about 3 to 4 inches in diameter. Cut the biscuits into 4 strips per biscuit. Add the boxed chicken broth to the chicken broth in the pot from cooking the chicken. Bring the chicken broths to a rolling boil. Drop the biscuit strips into the boiling broth one at a time. Bring back to a full boil and cook for about 10-15 minutes, or until dumplings are cooked. DO NOT COVER WHILE YOU COOK THE DUMPLINGS! With a coffee mug, I mix about ½ to ¾ cup of the evaporated milk with approximately 1 – 2 tablespoons of corn starch, stirring briskly until

it is smooth. Add this to the dumplings stirring constantly. 6/20/17 I use kitchen scissors to cut the chicken into bite size pieces. Then I add the chicken to the dumplings. I like to let it set for a while before serving. It’s even better if you serve it the next day. I hope I haven’t detailed this to pieces. Apparently it

Red River Art Fest Supports Creative Arts 11/14/17 3-26-19 Center’s Summer Camps
The upcoming Red River, Art, Wine & Music Fest on Saturday, May 11 from 9 AM to 6 PM is the Creative Arts Center’s biggest fundraiser of the year. With music, wine tasting, artist vendors, a Silent Auction, an Art Walk, children’s arts and crafts activities, classes, a Youth Art Contest, an art exhibition and more, this festival helps keep the many programs at the arts center going. Admission is free and the festival has been called “the best little festival in North
Texas.” One of the most popular programs the Art Fest funds is Summer Camp for children. This year, Summer Camp weeks are June 10-14 and 17-21 and July15-19 and July 29-August 2. Both art and theater will be offered, as in past years with theater in the morning from 10 to noon and art in the afternoon from 12:302:30. Either a morning or afternoon session is $60 for the week and for both sessions, the cost is $100 for the week. The CAC

will once again offer $10 off a sibling enrollment and scholarships are available.The July camps will be taught by Eric Vest and the center is seeking a theater instructor for the June camp dates. Art in June dates will be taught by Di Hopkins. Camps are for children from 6 to 16 and no experience is necessary. Art is a great way for children to express themselves without judgement or a grade and students are encouraged to put their own unique spin on their art. Theater arts are a great way for children to learn how to speak in front of a group; students also
present a performance at the close of the week on Friday. Putting a performance together teaches teamwork and responsibility and children make friends they might not otherwise meet. Enrollment begins in May. For children who participate in both theater and art, they are requested to bring a sack lunch. A lunch break will be from noon to 12:30. For more information on Summer Camp, Art in the Park, Art in the Afternoon classes or any other children’s program, call the Creative Arts Center at 903-640-2196. Commissioners Hear About the Need for New Voting Machines

1. Call to Order / Establish Quorum: The regular Commissioners Court was called to order by Judge Moore on Tuesday, April 30, 2019. A quorum was established as commissioners and the judge were present. 2. Invocation was given by Josh Lott of Ivanhoe Baptist Church. 3. Pledges – Pledges to the U.S. and Texas flag were led by Danny Loyd, retired USS Navy. 4. Public Forum: • Jannie Bellows encouraged the Commissioners Court to look at purchasing new voting machines. Ms. Bellows stated, “If you have ever worked in elections lately, you would know that we hold our breath each and every time. We really do need some new voting machines.” • Dale McQueen with Bonham Chamber of Commerce informed the court of a free Property Tax Protest Seminar, to be held this May 2 at 6:00pm at the Multi-Purpose Complex. 5. Introductions – David Keene presented Former Judge Carter with a revised Lake Fannin Saved book and a Bois D’ Arc pen, for all his work on Lake Fannin. 6. Discussion, Consideration and Action to approve Minutes for 04/23/2019 (R) –County Judge for County Clerk –Commissioner Whitlock made the motion to approve. Commissioner Self seconded. Motion carried. 7. Discussion regarding potential mandate for new electronic voting system, per Senate Bill 9 §129.003, requirement for electronic voting system that uses, creates or displays a paper record that may be read by the voter–County Judge for County Clerk – Tammy Biggers informed the court that the county will need to buy new voting machines if this bill is passed, to ensure that the voters receive the paper record. It will cost $667,000 to replace the 75 voting machines the county currently has. The court has this information for budget planning. Ms. Biggers explained to the commissioners that the voting machines the county has now could fail at any time. 8. Discussion, Consideration and Action to approve Proclamation stating May 2019 as Red River Art Fest Month in Fannin County and authorize County Judge to sign Proclamation on behalf of Fannin County –County Judge for the Creative Arts Center – Commissioner Whitlock made a motion to approve. Commissioner Self seconded. Motion carried and Judge Moore signed the proclamation. 9. Discussion, Consideration and Action to approve the Order signed by 336th Judicial District Judge Laurine Blake to set the salary of the Official Court Reporter to $84,383.26 for budget year 2019-2020–County Judge for District Clerk – Nancy Young read the order to the court. No action was needed. 10. Discussion, Consideration and Action to approve the Order signed by 336th Judicial District Judge Laurine Blake to set the sal-
ary of the County Auditor to $74,658.07 for budget year 2019-2020 –County Judge for District Clerk – Nancy Young read the order to the court. No action was needed. 11. Discussion, Consideration and Action to approve the Order signed by 336th Judicial District Judge Laurine Blake to set the salary of the County Auditor’s assistants to $55,414.83, $42,117.30 and $35,017.37 for budget year 2019-2020 –County Judge for District Clerk – Nancy Young read the order to the court. No action was needed. 12. Discussion, Consideration and Action regarding entering into an Interlocal Agreement for implementing Vehicle Registration Blocks with North Texas Tollway Authority (NTTA) and for the County Judge to sign on behalf of Fannin County –County Judge for County Tax Assessor – Gail Young presented the information. Commissioner Magness made a motion to approve. Commissioner Whitlock seconded. Motion carried. 13. Discussion, Consideration and Action to award or decline bids for Asphalt,
Emulsions and Road Oil to various bidders –County Judge for County Purchasing Agent – Michelle Case recommended to award all bids so there would be plenty product available at all times. Commissioner Whitlock made a motion to award all bidders. Commissioner Magness seconded. Motion carried. 14. Discussion, Consideration and Action to add internet capacity to the existing internet at the Wire and Plastics Building –County Judge for County Purchasing Agent – Commissioner Whitlock made a motion to approve. Commissioner Self seconded. Motion carried. 15. EXECUTIVE SESSION: Consultation with Attorney, a closed meeting will be held pursuant to Section 551.071 of the Government Code regarding consultation with attorney to seek advice on pending and contemplated litigation, settlements, and other matters, which are confidential under the Disciplinary Rules of the State Bar, on which the duty of the attorney of the County under the Texas Disciplinary Rules of Professional Con-
duct clearly conflicts with the Open Meetings Act, regarding current litigation -County Judge 16. Discussion, Consideration and Action regarding ongoing litigation –County Judge – After returning from Executive Session, Commissioner Lackey moved to discontinue litigation that Allison, Bass and associates are doing for the County involving Attenus Bonham, Bonham Hospital Management and Fannin Management LLC. Commissioner Whitlock seconded. Motion carried. 17. Consideration and Action to approve payment of bills –County Judge for County Auditor – Commissioner Lackey made a motion to pay the bills. Commissioner Self seconded. Motion carried. 18. Comments: • Commissioner Whitlock – No comments • Commissioner Self thanked everyone for attending today. • Commissioner Magness encouraged everyone to go out and see Lake Fannin. The celebration this past weekend was a good time.
• Commissioner Lackey stated that he believes Lake Fannin is a good thing. The asphalt plant had a lot of opposition on Pecan Street location. He still believes an asphalt plant would be good for the county, but at a different location. He said the commissioners did not look at it as a done deal. He said, “Commissioners Court wants to represent the citizens and we do a good job of that.” He appreciates Austin Bridge and Road & Mr. McCraw deciding to move the plant to a different location after hearing from citizens. • Judge Moore informed everyone of the Lake Fannin Planning meeting today at 1:00pm at the lodge. It is Commissioner Lackey’s birthday tomorrow.

On April 30, 2019, Fannin County Commissioners Court approved an Interlocal Agreement between Fannin County, Fannin County Tax Assessor-Collector and North Texas Tollway Authority (NTTA). This agreement allows NTTA to place a block on vehicle registrations for those using tollways, but not paying their bill. A habitual violator is one who has accrued 100 or more unpaid tolls and who has been issued two notices of nonpayment in a year. Once a person has been determined to be a habitual violator, the vehicle’s registration information will be transmitted to the county in
which it is registered and the Department of Motor Vehicles for refusal of registration. The registration block will remain in effect until all tolls and fees have been paid or a payment plan has been arranged with NTTA, or until you have been determined not to be a habitual violator. How can I settle my bill so I can register my vehicle? You can call NTTA Customer Service Center at 972-8186882 and pay by phone. You can pay in person at 5900 West Plano Parkway, Plano, Texas (hours of operation: Mon-Fri: 7am to 7pm and Saturday 9am to 5:30pm). A payment plan may be available with the opening of a Toll Tag Account. You can

also pick up instructions at the County Tax Collector’s office. You can pay outstanding fees with cash, credit card or a money order. Once you have entered into an agreement with NTTA they can fax or email you and the tax office a receipt authorizing the removal of the block. If you pay in person, you will receive a NTTA stamped registration release. You cannot pay your NTTA bill at the County Tax Office. In 2018, Fannin County had 14,331 residents with active toll tags. In 2018 Fannin County had 234 habitual violators. This new block of registration will not take effect until Fannin County receives the signed papers from NTTA.

Children’s Center Needs Volunteers By Sandy Barber The Fannin County Children’s Center is looking for a few good men and women who are willing to volunteer to help children from hard places. There will be an informational session on Tuesday, May 14 from 5:30 – 6:30 pm at the center at 112 West Fifth Street in Bonham. Community Development Director Andrea Lappin and CASA Program Director Amanda McDonald will present information about all the volunteer opportunities available at the center, as well as information about the application process and training requirements. Attendance at the information session is not a requirement to become a volunteer, however, it is a helpful step to learning more about what it takes to be a volunteer. Attending the session will also not obligate anyone to become a volunteer. CASA, which stands for Court Appointed Special Advocates, is one of several programs offered by the Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care. In that role, CASA volunteers regularly visit their assigned child or sibling group and gather information from parents, other
family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. The Children’s Advocacy Center is another program of the Children’s Center. Volunteers are needed to provide child care while parents and siblings are in groups and to sit with families who are at the center for interviews or counseling. Other volunteers are needed for tasks not directly working with children, such as organizing clothes in the Rainbow Room, preparing newsletters for mailing, getting school supplies ready to give away and other office jobs. The next training sessions for CASA volunteers will start on June 11. Participants will gain knowledge and learn skills needed to become an advocate for abused children in foster care. Participants will also be reading and completing activities on their own time. At least 2 hours of court room observation will also be required. All who successfully complete the training will take the CASA oath in the Fannin County District Courtroom. Applications are now being accepted for both CASA and CAC volunteers. Art Walk May 11 Shows Off 3/7/17 Bonham; Wineries Visit the Creative Arts Center That Day By Lisa Avila The Red River Art Fest on Saturday, May 11 from 9 AM to 6 PM includes an Art Walk to businesses in and around the Bonham Square. Even residents enjoy this chance to visit a business they might not otherwise walk into. The Art Walk is a popular aspect to the festival each year and participants can win a prize and instantly receive a goody bag. “The principal of the Art Walk is a little like a scavenger hunt,” says Creative Arts Center Executive Director Lisa Avila. “Families enjoy searching for the artwork that is displayed in the businesses which participate. Each Art Fest guest who wants to join the Walk receives a small book called a “Passport” that includes the names of the businesses where we have placed art and a map of their locations. There is also a form in the Passport where the titles of the art should be filled in. Sometimes, we place art so you get a tour of store. You might even find something you’d like to purchase there while you search.” When guests return to the festival with the titles filled in, they may drop their forms in the entry box and a drawing for a lovely gift basket donated by Bonham Floral and Greenhouse is at the conclusion of the festival. This year’s Art Walk businesses are The Commisary, the Breakfast Stop, Main Street Title, E.L. Finney’s General Store, Blessings and Butterflies Kid Couture, The Village Antiques
& Uniques and the Bonham Visitor’s Center. Businesses that are not open during the festival will have artwork displayed in a window where the titles of the art will be clearly visible. Wineries are a central part of the festival as well and include local favorite Homestead Winery and Cooley Bay Winery of Van Alstyne, Seifert Cellars of Millersview and Blue Duck Winery of Albany. Each winery offers a wide selection of great wines. Tasting, glasses and bottles will be available for sale. Admission to the wine event is $10 and participants receive an Art Fest wine glass and wine bag. Watercolor is a medium popular among both artists and art lovers alike. The oftentransparent colors can depict on the one hand a vivid scene, full of bright colors, or a pastoral one with mere suggestions of landscape e l e m e n t s . Watercolor is not always an easy method to master, so the Creative Arts Center is offering a workshop with local artist Kay Carrel from 10 AM to 3 PM on Thursday, May 16. All experience levels are welcome and there is a supply list. Kay is an accomplished watercolorist who has studied with many teachers, including Steve Quiller in Colorado and Deanna Thibault in Granbury. Quiller is an internationally renowned painter whose Quiller

Kay began using watercolors to paint horses in 1982 and has since incorporated many other themes into her work. Her paintings adorn the walls of many homes in Fannin County and beyond. Over 60 agencies and businesses came together at the MultiPurpose Complex to share how they help community members in need. This year’s Resource Fair was held on April 25th and had about 110 attendees. It was bigger and better than ever! There were so many people under one roof with a passion to help and serve those around them. It does not get much better than this. TX Dot had the RollOver Convincer exhibit and demonstrated for children and adults the
effects of not wearing a seatbelt in a rollover car accident. The Cosmetology Class from Grayson College gave about 30 free haircuts. North Texas Food Bank gave free food to about 100 people. Moncrief Cancer Institute was present with a mobile unit and preformed free cancer testing. Health screenings were provided by TMC. There were tables for homeless people, those needing a GED, Poison Control, Home Hospice and so much more. If you are in need and do not know where to turn to find a resource to help you, CALL 211. John Ratcliffe (R-Texas) attended a celebration Saturday to commend President Trump’s signing of his bill to restore the local control of 2,025 acres of Fannin County land. He was joined at The Lodge at Lake Fannin by a handful of state and local officials who worked with him and his staff over the past few years ensure the bill was signed into law, as well as more than 100 attendees
from the local community. The recipients are Madelyn Butler (Leonard High School), Juliann Kelley (Whitewright High School), Aaron Nelson (Honey Grove High School), Katherine Thern (Leonard High School), and Alexis Tillett (Whitewright High School). The scholarship is available to students who submit an application/essay regarding their high school achievements, reside in Fannin County, and have been accepted to attend
Texas A&M University, College Station. Madelyn Butler plans to study environmental design on her way to a career in architecture. While attending Leonard High School, Madelyn was involved in sports, band, cheer, and has served as senior class president. Juliann Kelley aspires to be a pediatric physical therapist and will major in kinesiology. This path was shaped through her sports activity as a state tennis competitor and Whitewright High School volleyball captain. While attending Honey Grove High School, Aaron Nelson was active in sports, academic UIL, FCA, One
Act Play, and held the Beta Club vice-president position for the state of Texas. Aaron plans to study economics while at Texas A&M. Katherine Thern currently serves in the Texas Army National Gard and has signed up to enter the Texas A&M Corps of Cadets while studying finance at the Texas A&M Mays Business School. Katherine has over 400 hours of volunteer community service and was a member of the 2017 Leonard High School State Champion 1600m relay track team. With the dream of becoming a veterinarian, Alexis Tillett will pursue a degree in animal science. During her time at Whitewright High School, Alexis has been involved in FFA/4H, student government, cheer captain, golf, and volunteers with organizations including Special Olympics and Showing with Heart. Family’s Long-time Ordeal Ends 2/5/19 in Three Life Sentences (Bonham, Texas – April 29, 2019) It took only 13 minutes for a Fannin County jury to convict Willie Dee Price of three counts of Aggravated Sexual Assault of a Child last week. Price, 72, of Hugo, Oklahoma, was sentenced to serve a life sentence in each case. The case was tried in the 336th District Court of Fannin County; the Hon. Laurine Blake presided. The trial marked the culmination of a family’s ongoing struggle to come to terms with years of sexual abuse. For over 40 years, Price molested several members of his family, both male and female, some no older than two years old. The named victim in the cases was his granddaughter, who came forward with allegations against him in late 2017. The victim, now an adult, disclosed that Price molested her several times when she was between the ages of 5 and 10. Only after her accusations came to light did others in the family come forward as well. Altogether, the jury heard from five former children who suffered abuse at Price’s hands. “The sentence Mr. Price received will ensure that he is not a danger to our community or any other Texas community for a very long time,” said Fannin County Criminal District Attorney, Richard Glaser. “Obviously, what has happened can never be changed, but I sincerely hope the result of this trial can be of some solace to this family and serve as a start for the recovery it deserves.” Under Texas law, Price must serve at least 30 years before becoming eligible for parole, a milestone he is not likely to reach given his age. However, Glaser noted that even if Price was younger the Criminal District Attorney’s office “would strenu-
ously oppose any early release for this violent man.” “Cases like this, especially involving young children, are simply heartbreaking,” said Glaser, “but it’s my office’s responsibility to see that justice is done and that the victims are protected. In addition to prosecuting those who commit the crime, my office works closely with the Fannin County Children’s Center and the Fannin County Crisis Center to ensure the safety and stability of the victims. We also have a victim’s assistance coordinator on our staff to help victims with such things as protective orders, counseling, and victim’s compensation. Our job is now done with respect to Mr. Price’s day in court. Now we’ll focus on those he’s left behind and try to see to it that they’re able to move on with their lives.”

Berniclee (Silvers) Westbrook was born in Elwood, TX on December 5, 1933 to Thurman and Ruby (Simer) Silvers. Berniclee married Morris Westbrook on December 22, 1950 in Rockwall, TX; he preceded her in death on March 23, 2017. Bea was a retired secretary with the insurance business, and a beloved member of the Elwood Baptist Church. She loved to play bridge and admire nature especially birds and flowers in the garden, but most of all she loved her family. She is survived by her children, Lee Westbrook of Elwood, TX; Robert Westbrook and wife Debora of Burleson, TX; Michael Westbrook of Cozumel, MX; and daughter, Sandra Daniels and husband Rev. By Rich Hilliard HONEY GROVE -- Not surprisingly, alumna Diavian Shaw’s absence has shown the last several months at Honey Grove. In basketball, her graduation last spring meant the Lady Warriors had to find other options this past season for offensive -something Shaw provided during four varsity years to the tune of 1,989 career points. Shaw’s departure also left a void on the girls track and field team -- where last year she ran the first leg
for the 4X100 and 4X200 relays and competed individually in the triple jump at the Class 2A state meet. “Diavian is irreplaceable,” said Lance Smith, second-year Honey Grove head girls track and field coach and girls basketball assistant. “She was an elite above-average kid.” Enter sophomore Shakira Cooper to fill the first-leg role on the relays, which again this season each qualified for the State girls meet as the 4X200 champion and 4X100 runner-up from Region II-2A. “I was nervous [at first]
but got used to it,” said Shakira Cooper of her new role. Besides previously being a relays alternate, Shakira Cooper had another connection to the 2018 State qualifier teams: Older sister Tionna remained as the anchor for both relays. “I feel a lot better having my sister and someone I know as the first leg,” said junior Tionna Cooper, who also qualified again individually for State in the 200m dash -- this time as the Region II-2A champion. “We have arguments,”
said Shakira Cooper, “but still like to work together.” Smith called Shakira Cooper “wise beyond her years.” “She stepped into a role and situation where a lot would have been nervous,” said Smith. “She was completely comfortable. She was great out of the block. “She’s a go-getter. She likes to run people down. She fit the role perfectly.” Also assuring a return trip to State for the relays have been a couple more 2018 holdovers: Azia Brigham, a sophomore, and Za’Naysha Houston, a junior. “I’m not as nervous this year. I feel like we are a lot faster,” said Brigham. “The coaches and my teammates have pushed me to be faster and always finish.” “I’m glad we have stayed together and improved,” said Houston. “We have kept our bond and acted like sisters -- whether on the field or not. We know when to come through.” Said Tionna Cooper: “I’m going back to State with people I love.”

HONEY GROVE -For the senior members, advancing to State in the 4X200 boys relay will cap their high school athletics careers at Honey Grove. For sophomore Andrew Campbell, it has meant overcoming a surgery. “I could tell a difference when running long distance,” said Campbell who ran a leg for the
Region II-2A champion Warriors on April 27 -10 days after having an appendectomy which sidelined him for the area-round meet. “I tried as hard as I could,” he said. Having overcome the surgery to help Honey Grove advance, Campbell on April 30 mirrored the happiness expressed by his relay teammates.
“It’s very fun and good times,” said Campbell. “It means a lot to do it in track,” said junior Trel Pruitt. “I think we have worked harder this season and have good seniors and good conditioning.” “It’s a pretty good accomplishment,” said senior Aaron Nelson. “It’s nice to accomplish something for which you had set a goal.”
“It’s crazy ... We’ve never been to State in anything,” said senior Devin Fulbright “We just worked hard and stayed out here and listened to what our coaches say.” Note: Honey Grove’s boys 4X100 relay finished as a State alternate, as did junior Kentavion Smith in the high jump.
