Fannin County Commissioners Court – Rising to the Challenges

Tuesday, April 30, 2024, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of

the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. The Invocation was led by Pastor George

There are 132 Historical Markers in Fannin County according to the Texas Historical Commission (THC) website. Each week I will search the County and post a pic along with the Marker location and the Marker text. Bonham Streetcar

Location: 10th & North Main Street, Bonham Marker Text: In Bonham - as in most Texas towns that became busy trading, ranching, or agricultural centers in the late 1800s - streetcars or trolleys were used in local transit. Bonham’s steam-powered streetcar line, built about 1890, extended 2.5 miles from Russell Heights to the Texas & Pacific Railroad Station. Cars ran every 30 minutes. Fare was 5 cents; or 10 cents round-trip. The route avoided the business district, as streetcars frightened horses and disrupted trading. Other towns of sprawling growth had muledrawn streetcars as early at 1875. These early cars were susceptible to track-jumping, collision, and other accidents, but were nevertheless welcomed for their services. Convenient streetcar rides attracted not only townspeople, but saddle-sore cowboys as well. By 1890, when Bonham acquired the steam-car line, mule-drawn cars were being replaced all over Texas.

4. Introductions: Judge Cunningham welcomed Candidate Elect for Commissioner Precinct 1 Troy Waggoner.

5. Public Forum: Fannin County Auditor Alicia Whipple spoke regarding the county’s governmental search & rescue team. Noting that the team is comprised solely of volunteers and her thankfulness for being a part of the team, she read a letter of appreciation from Phillip and Crystal White who benefited from their services by a missing family member being found. Fannin County Emergency Services Coordinator, Troy Hudson then spoke to explain details of the search before noting a donation of $5,000.00 by the Whites to assist with future services of the team. Mr. Hudson then read a letter he had comprised of thanks to the family for their generous contribution to the search & rescue task force.

County resident Sarah Richardson spoke next to relay her thanks to Commissioner Magness and Corey White for the clearing of a huge tree Sunday

from the path leading to her church.

County resident Troy Waggoner was last to speak and noted that he had done some research on BESS systems since hearing the presentation made in the last commissioners court (April 23, 2024, agenda item 14) of such a system being located off Rec Road 3 in Bonham. Mr. Waggoner noted that though the tax money the county could receive from the project is significant, in the interest of public safety, he believes more research needs to be done on this matter before votes are cast by the commissioner’s court on it. He then went on to note that in 2018/2019 there had been approximately 23 failures with fires reported at similar facilities and 30 failures that occurred globally in 2021. Citing an incident in Arizona that occurred in 2019, he expressed a desire for the court to learn more about what the clean-up of that incident involved.

ROUTINE ITEMS:

6. Approve payment of bills – County Auditor: After Ms. Whipple noted the bills were $75,503.81 with the payroll being $378,328.05, a motion

was made by Commissioner Magness to approve payment with Commissioner Kopf seconding the motion which passed.

7. Emergency Medical Services report for March 2024 – Scott Ridling, Fire Chief: Bonham’s Fire Chief Scott Ridling reported March had been a slow month with there being 253 transports that resulted from the 360 calls the department received. He explained that many calls they respond to, do not necessitate transport to a medical facility but only require assistance that is not billable. He concluded his report noting there is currently one position open on his team. Some discussion ensued in response to a question involving the department’s budget and the ongoing effort to recover from the action taken by Medicare a few years ago to take money back they noted was overpaid to the department. Also included in the discussion of the budget was the difficulties of dealing with recent cost increases of just about everything.

8. Approve Treasurer’s Financial report for March 2024 – County Treasurer: Fannin County Treasurer David Woodson reported revenues of $1,594,085.67 with property tax coming in at $442,262.32 before noting the sales tax for March included the amount missing from his February report given at the Commissioners Court of March 26th that totaled $358,052.40. A motion was made by Commissioner Self to approve with Commissioner Magness seconding the report which passed.

9. Approve Treasurer’s Investment report for March 2024 – County Treasurer: Mr. Woodson noted the interest from the TexPool accounts was $46,403.12 on a balance of $10,240,381.33. Interest on the 2022 Bond (Justice Center funds) was $18,195.36 on a balance of $10,385,434.79 ($800,806.44 withdrawn for expenses on Justice Center).

The interest on the Operating Business Fund was $155.02 on a balance of $131,106.46.

Total interest for March was $64,753.50. After questions, a motion was made by Commissioner Magness to approve the report with Commissioner Self seconding the motion which passed.

10. Report of monies received by the Justice of the Peace Precinct 2 office for March 2024; $1,760.00 –County Judge (for JP 2): Informational only.

DISCUSSION, CONSIDERATION AND ACTION ITEMS:

11. Approve annual financial report from Rutledge Crain & Company, PC for fiscal year 2023 – County Judge for Lewis Crain of Rutledge Crain & Company, PC: External Auditor from Rutledge Crain & Company, PC, Lewis Crain, first complimented the county on its impressive courthouse before referring the court to pages 5, 18, 44 and 41 of his report that highlighted his favorable findings of the county’s financial condition with the most notable being the county having a surplus of $552,000 even after the setback news from the Fannin County Appraisal’s District of their having overstated the anticipated county tax revenue by approximately a million dollars. Judge Cunningham responded by noting his appreciation for the county’s department heads who rose to the task of keeping their budgets to a minimum to make up for the unexpected revenue shortfall. Before concluding his report, Mr. Lewis commented on the new software implemented by the county and advised the county to expect more rules to be coming from the government that will increase in complexity. A motion was made by Commissioner Magness to approve the report with Commissioner Kopf seconding the motion which passed.

12. Approve additional night’s hotel stay to allow JP 1 Criminal Clerk to arrive the evening of May 12th for a training conference May 13th – May 15th in San Marcos; amount not to exceed $150.00 – JP 1: Ms. Whipple explained how this request goes against policy which allows payment of overtime for trips of this length (4hrs 17min). Judge Louise Goodwater of Precinct 1 then spoke to note her concern for her employee’s safety is behind this request as the lengthy trip from Wolf Creek to San Marcos would only take the hours allowed by county policy under optimal traffic conditions and does not allow consideration for needed stops. After much discussion that included some differing viewpoints as well as the clarification that the money to pay for this was available in Judge Goodwater’s department budget, a motion was made by Commissioner Self to approve the request with Commissioner Kopf seconding the motion which passed with votes of nay from Commissioner McQueen and Commissioner Magness.

Pasta Salad is always a favorite and there is several different ways to make it. Here is one that is really good! Rotini pasta coated in a creamy Ranch dressing, bacon and lots of other goodies.

RANCH PASTA SALAD

1 (12 oz.) pkg. tri-color Rontini pasta

½ c. mayonnaise

½ c. sour cream

1 pkg. (1 oz.) dry ranch

½ tsp. garlic powder

½ c. milk

8 slices of cooked bacon, chopped

1 large tomato, diced or cherry tomatoes cut in half

1 can (4.25 0z.) sliced black olives, drained

1 c. shredded cheddar cheese

Bring a large pot of water to a boil. Add Rotini pasta and cook until al dente, about 8 minutes. Drain water. Rinse pasta with cold water to cool. Set aside. In a large bowl, whisk together the mayonnaise, sour cream, dry ranch, garlic powder and milk. Add pasta, cooked bacon pieces, tomato, olives and cheese to the bowl. Gently toss to combine everything. Cover and chill in refrigerator at least 2 hours before serving. This recipe doesn't say to add salt because with the ranch pkg. it

would be too salty.

Paris District Road Report for April 29, 2024 Paris -- Here’s a look at work planned in Fannin and Grayson Counties for the week starting April 22, 2024. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues.

Fannin County: FM 274, from SH 78 to FM 1753. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway to an overall width of 26 feet. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. During the project there will be road closures at the Cottonwood Creek bridge and the Sandy Creek bridge as the contractor replaces the existing bridge. Message boards will be placed in advance of the road closures to alert local traffic of the upcoming closure.

CR 4020 at Caney Creek. CR 4020 at Caney Creek is closed to through traffic to allow for replacement of the bridge. During the closure traffic is asked to use CR 4025 as a detour.

FM 68, from SH 78 to FM 271. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway to an overall width of 28 feet. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

SH 78, from US 82 to the Oklahoma State line. Watch for daytime shoulder closures and occasional lane closures as workers install sloped-end treatments on drainage structures and replace bridge rail and guardrail.

FM 100, from SH 56 to FM 2216. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

FM 271, from SH 78 to FM 68. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

Business SH 121, in Randolph from SH 11 to SH 121. Watch for daytime lane closures as maintenance crews perform blade leveling on the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

Approve waiver of Section 5.1(d) of the Fannin County Subdivision Regulations, Streets and Roads, to allow a single access point from CR 2945 in Dodd City; Property ID# 75376, 54 lot proposed subdivision – Development Services Director: Fannin County Development Services Director Di Hopkins led a discussion why this waiver made sense and noted that this request was discussed during Bois d’Arc Lake Zoning Commission’s meeting last Thursday and was recommended for approval by that Committee. A discussion ensued which included comments from Matt Logue representing North Texas Acquisition (The Peninsula and The Shores at the Peninsula) and Fannin County Attorney Paul Ivy who stressed exceptions shouldn’t be made easily available. After the exchange of viewpoints, a motion was

made by Commissioner Magness to approve the waiver with Commissioner Kopf seconding the motion which passed.

14. Approve additions to Fannin County Subdivision Regulations; Section 2, Definitions, Section 4.1.2, Preliminary Plat Application Submittal and Section 4.1.3, Action by the County Staff and Development Committee – County Judge: Ms. Hopkins and Judge Cunningham clarified the amendments by noting that basically more responsibility will be added to developers to cover the cost for needed increased infrastructure to accommodate additional developments in the county. Commissioner Self made the motion to approve the additions with Commissioner Magness seconding the motion which passed.

15. Approve Interlocal Agreement between Fannin County and the City of Bonham regarding maintenance – Commissioner Precinct 1: Judge Cunningham and Com-

missioner McQueen noted this agreement was similar to previous agreements. After some discussion, a motion was made by Commissioner McQueen to approve with Commissioner Magness seconding the motion which passed.

16. Approve supplementing $156.87 for Fund 100404-3100, Election Office Supplies, from Contingency Fund 100-509-4750 – County Clerk: This item was passed on.

17. Approve contract renewal with Vested Networks phone services for $3,259.50 per month for 60 months – Purchasing Agent: Fannin County Purchasing Agent Edwina Lane noted negotiations did bring about an approved upon agreement by Vested Networks and Attorney Andy Garner but there was a follow-up e-mail that did not implement all the provisions requested by the county. Judge Cunningham explained the problem with the parties involved not being in agreement regarding ownership of

certain equipment. After some discussion a motion was made by Commissioner Magness to approve the contract with the provision Vested Networks accept the appendix attached to the agreement by the county. The motion was seconded by Commissioner Kopf and the motion passed.

Approve the contract with CovertTrack for the Sheriff's Office for $1,722.84 for one year – Purchasing Agent: Ms. Lane explained a problem that had existed with the contract from CovertTrack having the notation that terms & conditions could be changed at any time. After Judge Cunningham led a discussion about the need for caution to be exercised before entering any contract, Ms. Lane noted the contract, with red-lined provisions added by Judge Cunningham, had been sent to CovertTrack and they had agreed with the provisions added. 21. Subdivision Committee and Subdivision Policy – County Judge: Judge Cunningham commented on the possibility of enforcement issues coming about which may be resulting in a trip to the courthouse for those who do not comply with the subdivision regulations.

22. Courthouse repairs and litigation – County Judge: Judge Cunningham noted there would a discovery hearing on May 24th with a visiting judge presiding over the court.

23. Justice Center – County Judge: Judge Cunningham commented on a recent meeting and noted that he would need to be signing a civil parking lot drawing that will be taken to the city. He noted how the asphalt parking lot would be saving close to $750,000 over the initial concrete design.

24. County budget and revenue sources – County Judge: Ms. Whipple noted that the only monies received was a check from TX Parks and Wildlife for $1,964.00 and that she has not received any call backs from the hot tax people though she has called them several times.

The Sam Rayburn House State Historic Site invites visitors to three programs this May. Join us on May 11th from 1:00 – 3:00 p.m. to learn how to play “42,” the State Domino Game of Texas. The inventors of “42,” W.A. Thomas and Walter Earle, moved to Fannin County after they invented the game.

W.A. Thomas eventually married Katherine Rayburn and became the brother-inlaw of Sam Rayburn, and we’re honoring this domino

connection every other month this year. This event is free for visitors to attend.

At 2:00 p.m. on Wednesday, May 15th and Saturday, May 18th, we will provide a special fully guided tour of the Rayburn house and outbuildings in celebration of the women who lived and worked here, just in time for Mother’s Day. These tours will cost regular admission. Reservations are encouraged, but not required, to take these tours. Visit us at 890 W. 31. Comments by County Commissioners and County Judge: Commissioner McQueen commented on the excess of visitors and the hundreds of lots at the new Bois d’Arc Lake and advised all to embrace the growth that is here.

Commissioner Self mused how commissioners are sometimes blamed for all the growth occurring but noted how they can’t actually control growth, only “structure the growth.”

Where once only 50 members could fill the sanctuary, over 100 seats were filled for the dedication weekend.

DODD CITY -- Consider senior Ethan Barnard as a predictor.

His effort as the first leg of Dodd City's 4X400m boys' relay can foreshadow the Hornets posting a good time in the event at a meet.

His envisioning about where Dodd City could reach in the event this season encouraged him and another to return to the sport.

"Last year, we didn't do [boys'] relays," said Barnard, also the first leg on the Hornets' 2022 State 4X100 qualifier as a sophomore.

"I wasn't going to do track this year," he said, "but I told Coach (Chad) Crossland that I thought we had a shot [at State] in the 4X400."

When one is baptized, they are to serve God. Ananias told Saul to “arise, and be baptized, and wash away thy sins” (Acts 22:16). Peter reminds us of the importance of baptism when he wrote, “baptism doth also now save us” (1 Peter 3:21). God does not want us to continue in sin, but to be changed in our service. Paul writes that “we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life” (Romans 6:4). Paul asks three questions in Romans 6:1-2. The first,

“What shall we say then?” We must understand what God desires of us. The second, “Shall we continue in sin, that grace may abound?” Is it ok to continue in sin? The answer is

“God forbid!” The third question, “How shall we, that are dead to sin, live any longer therein?”

God desires us to be RIGHT. That is, to serve righteousness. Paul reminds Christians that “Being then made free from sin, ye became the servants of righteousness” (Romans 6:18). Paul goes on to ask “What fruit had ye then in those things whereof ye are now ashamed? for the end of those things is death” (Romans 6:21). The result of serving God is that “being made free from sin, and be-

We must follow the way of God because, “There is a way which seemeth right unto a man, but the end thereof are the ways of death” (Proverbs 14:12). We are encouraged by Paul, “Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap. For he that soweth to his flesh shall of the flesh reap corruption; but he that soweth to the Spirit shall of the Spirit reap life everlasting” (Galatians 6:7-8).

The Bible tells us in Psalm 46:1-3, “God is our refuge and strength, a very present help in trouble. Therefore will not we fear, though the earth be removed, and though the mountains be carried into the midst of the sea; though the waters thereof roar and be troubled, though the mountains shake with the swelling thereof. Selah.” Psalm 46 encourages us to put our hope and our trust in God; in His power, and His presence in our lives when we are at our worst and lowest times. We cannot desire a better help, nor can we find

such help as His in anyone or anything else. If God is our strength, and our Rock, then there is no reason for us to fear, even when we go through the worst of circumstances.

One of the most well-known hymn writers in music history is Isaac Watts (1674-1748).

Among the many hymns he has written are, “We’re Marching to Zion,” “At the Cross,” and “When I Survey the Wondrous Cross.” He wrote this classic hymn in 1719.

Glynell Sewell, 83, of Bonham, TX was born Opal Glynell Crelia in Leonard, TX on January 30,1941. She entered into her Heavenly Home on April 29, 2024. Arrangements are under the direction of Wise Funeral Home, Bonham, TX.

Glynell was born the youngest of 5 children to parents William Edgar and Opal (Nance) Crelia. Her father was Bonham High School’s first Band Director. Her mother was a Sunday school teacher. Growing up, Glynell enjoyed listening to her father’s band students practice on Main Street every Thursday night. Her father taught her to twirl a baton, and as a little girl, she would get pulled out of elementary school class for an hour at a time to give the high school twirlers lessons on the fundamentals of baton twirling. Young Glynell could also be found playing in pastures, climbing trees, and talking for hours with her best friend, Beverly. In High School, Glynell joined her father’s marching band playing the Clarinet at first, then the Tenor Sax. It was not long before she earned the title of Majorette, the head baton twirler. With childhood dreams of being a secretary for the Pentagon in Washington, D.C., Glynell won the Interscholastic shorthand contest in school and was recommended for a position as secretary to County Judge Choice Moore when she graduated from Bonham High School in 1959.

Glynell met the love of her life, Juan Sewell, Sr., as a Junior in High School. She was married to her soulmate on July 17, 1959 in Bonham. One year later, the local bank President called and offered Glynell a job as a bookkeeper. Thus, embarking upon her 47-year career in the banking industry. From bookkeeper to Senior Vice President of Bonham State Bank, Glynell touched many lives along the way. As an Army National Guard family in the early years of their marriage, Glynell stood by Juan through many out of state assignments, conversing with one another only through Telegram. Juan still proudly boasts about the time Glynell won The Army National Guard Sweetheart beauty pageant.

Juan and Glynell had three children whom she adored. She once said of motherhood, “I have loved every minute of it.”

Glynell was known for her piercing blue eyes, rich brunette hair, and signature hot pink, or red, lipstick. Being no stranger to fashion, you might even catch her dressed in her Sunday best, jewelry and heels included, while helping her cowboy fix fence, take care of the livestock, and tend to chores around Sewell Ranch; initially in Randolph, then later establishing their ranch in Bonham. Calling Fannin County “home” her entire life. She was undoubtedly the best wife and ranch hand Juan could have asked for. Maybe it was her unwavering love and loyalty that made her irreplaceable, or maybe it was her ability to throw together the best tasting picnic lunches this side of the Red River; made up of ham or pimiento cheese sandwiches, Lays potato chips, and ice-cold Dr. Pepper; for those long, hot days working on the ranch. Glynell thoroughly enjoyed her horse racing days at Juan’s side, even winning The Yellow Rose of Texas race in Lubbock, TX in the 1970’s.

Active in her community, Glynell was a member of Bonham’s Business and Professional Women’s (BPW) club, now known as Texas Business Women of Bonham. Glynell was one of the guiding forces behind the development of the local chapter of the statewide organization that empowers women to succeed professionally, as well as, on a personal level. She was elected President of the club in 1981. At a convention held in Houston, TX in 1985, Glynell was elected the top BPW President for all clubs in the State of Texas. That same year, Glynell became a grandmother, more affectionately known as Meemaw, and wore that title proudly for nearly 39 years. In 1992, she obtained her Associate of Applied Science degree from Grayson County College. She was a member of the 2002-2003 Grayson County College Business & Management Advisory Committee, and was nominated for the 2003 Bonham BPW club “Boss of the Year” award. Having known former Speaker of the U.S. House of Representatives, Mr. Sam Rayburn, himself, Glynell also enjoyed her years as a member of The Friends of Sam Rayburn, a non-profit organization that supports the Sam Rayburn House Historic Site and the Sam Rayburn Museum. Retiring from Bonham State Bank as Senior Vice President in 2006, Glynell went on to win the “Woman of the Year” award from the Bonham BPW club in 2007, which came as no surprise to those who knew her, as she was frequently referred to as an incredible friend and mentor throughout the community.

Glynell eventually came out of retirement and spent seven years working for the Bonham Independent School District before finally “hanging up her heels” one last time, in exchange for slower days on the ranch watching her grandbabies grow. She held membership status at just three churches throughout her lifetime; First Baptist Church Bonham as a child, First Baptist Church Randolph in her early to mid-adult years, and most notably the last 19 years with her beloved Boyd Baptist Church. The only thing stronger than Glynell’s love for others, was her Faith in God.

Throughout her life, Glynell enjoyed singing in the church, riding horses, going dancing on New Years Eve, playing dominoes aka “bones”, taking clogging classes, the bowling league, joining Silver Sneakers at Curves gym, and following her precious grandchildren around to all of their rodeos and sporting events. Glynell was kind and generous in helping those in need. She had a profound love for her children and grandchildren that no one could measure. She was the best wife, mother, grandmother, great-grandmother, sister, aunt, cousin, and friend that anyone could have ever been blessed with.

Glynell is preceded in death by her parents; brothers Cramer Crelia; Edward “Ed” Crelia sisters Joretta Crelia and Erlanna Hall; and grandson Dustan Sewell.

She is survived by her husband and best friend of 64 years, Juan Russell Sewell, Sr.; her children, Juan Sewell Jr. (Cathy Moncier), Michele Renea Sewell, and Delno (Amber) Sewell; her grandchildren, Courtney Sewell-Adams, Ava Jarratt, Blair Sewell, Tanner Sewell, Kylee Sewell, and Ryner Sewell; her great-grandchildren, Ridge Adams, Cambria Wright, Arielle Wright, Emory Wright, Paisley Wright, Chase Collinsworth; and a host of other family and friends.

Pallbearers: Blair Sewell, Tanner Sewell, Kim Hayes, Jerry Wayne Sewell, Jason Sewell, Allen Adams, Fredy Chandler, and Eli Long. Honorary Pallbearer: Kevin Hayes. Family Night is Sunday, 05/05/2024 from 6 to 8pm at Wise Valley Chapel in Bonham. Funeral Services will be held Monday, 05/06/2024 at 12pm in the Wise Valley Chapel at Wise Funeral Home. Interment will follow at Willow Wild Cemetery in Bonham. The family would like to extend sincere appreciation for the entire care team at Hospice Plus. Special appreciation to Becky Davis, RN Clinical Manager, Katie Oates, MSW, Kristen Fogelberg, RN, Caitlyn Robinson, RN and Jayna Flowers, CNA for loving our Southern Belle so well during the final months of her journey home.

Honey Grove- Lisa Ann Broce, 60, of Allen, Texas gained her wings on Sunday, April 21, 2024, after a long and courageous battle with cancer. All who know Lisa, understand her strength, her determination, her giving nature and her love. A celebration of her life was held Thursday, April 25, 2024, at 3:00 pm at the First Baptist Church in Allen, TX. Visitation was held one hour prior to service with burial held in the Allen Cemetery immediately following. Officiating Lisa’s service were Dr. Brian Everett and Pastor Jimmy Smith. Pallbearers were Travis Lloyd, Emilio Galvan, Darrin Stewart, Evan Stewart, Caden Broce and Lynn Jones.

Lisa was born on August 21, 1963, in Clarksville, TX to Jimmie Stewart and Mary (Bell) Stewart. She blessed the lives of all who knew her. Lisa and her family moved to Allen in 1976 and she remained there the rest of her life. She married, Kevin Broce on April 16, 1983, at the First Baptist Church. They just celebrated their 41st wedding anniversary. Lisa was a graduate of Allen High School and Texas A&M Commerce where she earned her degree in Elementary Education. Lisa’s passion was serving others. She loved her many roles at Discovery Days, where she got to know children, parents, coworkers and where many friendships developed.

Lisa loved God and her family first and foremost. Left to cherish her memory is her husband, Kevin of Allen, their daughters and sons-in-law, Joanna and Travis Lloyd of McKinney and Marlana and Emilio Galvan of Allen. Lisa (or Eah (EE-Ah) as her grandkids called her) was blessed with four grandchildren; Caden Broce, Annabeth Lloyd, Dean Galvan and Jensen Lloyd. Lisa also is survived by her parents, Jim and Mary Stewart of Allen, a Sister and Brother-in-law, Rita and Lynn Jones of Honey Grove; Brother and Sister-in-law, Darrin and Shannon Stewart of Melissa along with niece, Macy Stewart of Ottowa, KS and nephew, Evan Stewart of Melissa. She is also survived by her In-laws: Max and Pat Broce of Ponca City, OK; Kristy and Darryl LaRoe of Georgia, and Keith and Tina Broce of Allen. Lisa’s grandmother, Thelma Anderson along with a host of other family and friends too numerous to list.

Lisa loved cooking by scratch, giving gifts and always wrapped them with her handmade bows. Lisa was said to have a problem with shoe-buying in abundance and she always got a bargain and had a coupon! Her grandkids loved making Sam’s trips with Eah which always included a trip to the food court. Lisa was a caregiver who thrived on putting others first.

Cooper GOOD. Water stained; 68 degrees: 1.00 feet below pool. Catfish are good on cut shad. Fork GOOD. Water Stained; 60 degrees; 0.67 feet above pool. Lake Fork flood gates are open which can make the bite tough. The best bite has been on shaky heads and Carolina rigs on main lake points and secondary points in 5-8 feet of water. Squarebill crankbaits are catching a few in the same areas. Frog bite is slow over flooded grass. Yum dingers are fair at the edge of the grass 2-4 feet.

Lavon GOOD. Water lightly stained; 55 degrees; 1.98 feet above pool. Rainy weekend forecast, but the fishing patterns are holding steady. Crappie are in 3-15 feet of water in the middle of the spawn. Prespawn fish are roaming on brush in 5-15 feet biting jigs and minnows. Fish minnows under a bobber 1-3 feet above rocks and boulders, or vertical jig by getting in the water with waders hit all the structure in knee-deep water, such as button willows, reeds, twigs, and timber. Fish any structure you can possibly see, don’t assume there is nothing on a piece of structure until you fish it. If you’re fishing, a cove with button willows, and you catch a fish at the base of the button, willow, tie a piece of cotton yarn to that tree on a little twig that you can see. So next time you come into the cove, you can hit all the threaded trees because a male Crappie will replace the one you caught in the previous day.

Ray Roberts GOOD. Water slightly stained; 60 degrees; 1.41 feet above pool. White bass are on the banks chasing shad early biting swimbaits or topwaters. Look for birds on the bank. Then fish in 25-35 feet of water later in the day with slabs. Catfish are in the main lake in 15-25 feet of water using cut bait. Lots of catfish being caught in the creeks as well after the rain. Crappie are good in 10-20 feet of water on minnows or blue and white jigs. Report by Justin Wilson, Wilson Outdoor Connection. Tawakoni GREAT. Water lightly stained; 68 degrees; 1.95 feet above pool. Lake Tawakoni continues to warm despite high water levels and fishing also continues to be great. Hybrid striper & white bass are finishing up their spawning this week and we are seeing many fish without eggs anymore. Fish are being caught on humps and points in 15-25 feet on slabs and swimbaits. Eating sized blue catfish are really good on wind blown banks in 1-5 feet on fresh cut bait. Channel catfish are wide open under bobbers or straight down on punch bait in 1-5 feet or 18-22 feet. Crappie are good around docks and shallow brush.

Texoma GOOD. Water normal stain; 67 degrees; 0.33 feet below pool. Striped bass fishing is great on top waters early along rocky shorelines and sandy flats around coves. Watch for birds on the banks and fish the direction the birds are moving up and down the rocks. Live bait is still very effective fishing ledges and humps near the river channels in 35-45 feet of water. The shad spawn is on and catching will only get better. Crappie fishing is good near boat docks and on structure also using electronics to locate roaming fish in 12-15 feet of water. Glo and milk are colors of choice with a crappie nibble tip. Seeing females in the creeks 2-5 feet of water as well. Catfishing is getting better on cut shad and prepared baits anchored on ledges in 40-50 feet of water a few reels off the bottom near rocky banks. Slip cork with a cut shad down the bluffs are producing channel cats preparing to spawn as well. Bass fishing is

MRI (Magnetic Resonance Imaging)

The MRI uses magnetic fields and radio waves to generate images of organs, soft tissue, tendons and bones. During the MRI, the horse spends a considerable amount of time in a noisy magnetic tube.

-The high field MRI

This is done under general anesthesia, using a human MRI. The hock, knee(carpus), fetlock, and head (parts that can fit into the machine) can be imaged showing details of soft tissue and bone.

-The low MRI

With the horse standing under sedation, the low MRI uses a small tube that surrounds the

lower limbs. It provides detailed images of soft tissue and bone of the foot, pastern, and fetlock. It identifies tendon and ligament inflammation and injuries, arthritis, degenerative diseases of joints, fractures, inflammation of the joints and synovial structures.

BONE SCAN

After a horse is injected with a radioactive nucleotide, a special gamma camera is used to scan the legs to detect the gamma rays. The radio isotope is absorbed in increased amounts in areas of the body/bone that is stressed or repairing itself and undergoing remodeling process from injury. The isotope shows up as a hot spot on the gamma camera. The horse is kept for 2 days after the scan so that all of the radioactive marker has de-

CT SCAN (Computed Tomography)

This is a 3-dimensional XRay exam. The X-Ray beam makes a circle around a certain part of the body, then generates a 3D image. It provides more information and greater detailed images than X-Rays. Now, CT Scanners have been developed to do a horse’s leg while the horse is standing with sedation. CT scans of the horse’s head and neck require that the horse be put under general anesthesia.

A CT scan of the horse’s skull can show sinus infections, fractures of the skull or facial bones, teeth problems, inner ear, soft tissue problems and tumors. A CT scan of the neck can assist in diagnosing neurologic problems such as Wobbler (which is a narrowing of the cervical vertebra impinging on the spinal cord, neck arthritis, and neck fractures). Orthopedic CT scans has enabled veterinarians to take images of previously inaccessible body parts such as elbow, back and pelvis. The new standing CT scanners allow vets to visualize and diagnose subtle bone injuries of the lower leg such as bone bruising or hairline

fractures that are not detectable by regular X-rays. This is huge. A horse could be scanned to identify horses at risk and detect for early signs of injury to bones. This knowledge can prevent catastrophic injury, especially in race/performance horses. PET SCANS

(Positron Emission Tomography)

PET is an emerging technology for horses also. The horse is injected with a solution of radiographic tracers that localize in the area of bone remodeling which shows up on the image. It provides information about the location of active injuries, but not in detail. A CT scan is done to identify the problem and exact location. The PET and CT scan can find a bone problem early, before it is detectable by Xray, therefore reducing injury rates.

USDA Reminds Producers of Climate-Smart Opportunities Using Farm Loan Programs

Washington, DC, April 30, 2024 – The U.S. Department of Agriculture’s Farm Service Agency (FSA) reminds agricultural producers that Farm Loan Programs can be used to support a variety of climatesmart agriculture practices, which build on many practices that farmers and ranchers already use, like cover cropping, nutrient management and conservation tillage.

“Farmers and ranchers are already doing their part to be stewards of our land, but some may lack the financial resources to take their efforts to the next level,” said FSA Administrator Zach Ducheneaux. “USDA’s Farm Service Agency offers a variety of loans that can help those who would like to explore opportunities in their operations to make them more efficient and make a positive impact on our environment.”

Climate-smart agricultural practices generate significant environmental benefits by capturing and sequestering carbon, improving water management, restoring soil health and more. Farm loan funding complements other tools to

help producers adopt climatesmart practices, such as FSA’s Conservation Reserve Program, crop insurance options that support conservation, and conservation programs offered by USDA’s Natural Resources Conservation Service (NRCS).

FSA offers multiple types of loans to help farmers and ranchers start, expand or maintain a family agricultural operation. These loans can provide the capital needed to invest in climate-smart practices and equipment including the establishment of rotational grazing systems, precision agriculture equipment or machinery for conversion to no-till residue management. Additionally, for programs like Conservation Reserve Program and NRCS conservation programs where USDA and the producer share the implementation cost, a farm loan could be used for the producer’s share, if consistent with the authorized loan purpose.

Some additional ways farm loans can be leveraged to invest in climate-smart agriculture practices or equipment include:

•Precision Agriculture

Equipment - Eligible producers could use a Term Operating Loan to purchase equipment like GPS globes, monitors, or strip till fertilizer equipment.

• Cover Crops - Eligible producers could use an Annual Operating Loan for seed costs.

• No/Reduced Till - Eligible producers could use a Term Operating Loan to purchase equipment.

• Livestock Facility Air Scrubber or Waste Treatment

- Eligible producers could use a Farm Ownership Loan for capital improvements to livestock facilities.

• Cross Fencing - Eligible producers could use an Annual or Term Operating Loan to purchase fencing and installation equipment.

“There are a multitude of ways our portfolio of loans can be used to support climate-smart practices,” Ducheneaux said. “In some cases, this may even result in lower input costs, higher yields and a positive impact to the producers’ bottom line as well as our natural resources.”

Farm Loan Improvement Efforts

USDA’s Farm Service Agency has a significant initiative underway to streamline and automate Farm Loan Program customer-facing business processes. For the over 26,000 producers who submit a Direct Loan application to FSA annually, and its 85,000 Direct Loan borrowers, FSA has made many improvements, including:

• The Loan Assistance Tool on farmers.gov that provides

customers with an interactive online, step-by-step guide to identifying the Direct Loan products that may be a fit for their business needs and to understanding the application process.

• An Online Loan Application that is paperless and provides helpful features including an electronic signature option, the ability to attach supporting documents such as tax returns, complete a balance sheet and build a farm operating plan.

• An online direct loan repayment feature that relieves borrowers from the necessity of calling, mailing, or visiting a local USDA Service Center to pay a loan installment.

• A simplified direct loan paper application, reduced from 29 pages to 13 pages.
