the pandemic has taught the importance of preparation and advanced action. For that reason, the Texoma Council of Governments is developing an Economic Disaster Mitigation Plan for the tri-county region. The purpose of the plan is to: 1. Understand the potential worst-case economic scenario for the area of Cooke, Fannin, and Grayson counties (based upon the pandemic and additional circumstances). 2. Prepare a program that is unique to the area and builds resilience against economic shocks, including the worstcase scenario so that: o In a best-case situation, the region will be able to avoid the worst-case scenario economic shock o If it cannot, then allow the region to have the adaptability and strength to endure during economic shock o The local economy can recover in a way that is as robust or better than before shock occurred 3. Recognize the role that TCOG can play in building local resilience before, during, and after an economic shock has taken place.

Meals on Wheels Texoma Announces Re-Opening Plans Congregate Nutrition Program to Resume Normal Operations
Denison— 5/26/2021 — Meals on Wheels Texoma announced its plans to reopen congregate dining facilities on June 1st, 2021. The organization was forced to shut down on-site dining programs in March of 2020 due to the growing pandemic. “I am excited to announce that we will resume our congregate meal program on Tuesday, June 1st,” said Greg Pittman, CEO for Meals on Wheels Texoma in a written statement. “I am proud of our program’s performance over the past 15 months. While other programs like ours around the state were forced to reduce frequency of delivery, we did not miss a single meal throughout the pandemic. This is a testament to our 650 unpaid volunteers, our staff, and our generous supporters who never batted an eye and who were always happy to help.” Meals on Wheels Texoma is the senior nutrition provider for Cooke, Fannin and Grayson County providing a host of services including homedelivered and congregate meals, emergency food, and
other supportive services designed to support elders’ ability to live independently. The congregate meal program is offered at senior centers throughout the tri-county region, including: • Grayson County – Bells, Denison, Pottsboro, Sherman, Van Alstyne, Whitewright, and Whitesboro • Fannin County – Bonham Senior Center • Cooke County – Gainesville, Callisburg, Valley View and Muenster 2 The congregate meal program provides socialization, a free lunch, and activities (which vary by location) for anyone age 60 or over. There are no eligibility requirements apart from the requirement that the no-cost lunch is for those 60 and over. Reservations are strongly encouraged. Lunch is served between 11:30 a.m. and noon. The home-delivered meal program is available for homebound elderly and disabled and requires certain eligibility requirements be met. Participants of the program report feeling more secure
living on their own knowing that someone will be checking in on them daily. These daily deliveries provide a few moments of socialization – often the volunteer delivering their meal being the only human interaction they will have – and allow volunteers to perform a quick safety a wellness check. It is this safety and wellness check, according to the organization, that makes such a difference. “Thank you for delivering our meals for the past two years,” wrote one of Meals on Wheels’ clients. “My husband was about to be moved to an assisted living facility when a friend told us about Meals on Wheels. Thanks to your faithful assistance I was able to extend my husband’s time at home by two years. What a blessing! The meals were well-planned and made fresh and delivered hot. But the volunteers are even more amazing. Thank you again for the meals and for the sweet people who so kindly delivered them. God bless you for taking care of others.”

There are currently 5 active cases in the prisons, 3,450 recovered with 408 fatalities and a hospitalization rate of 2.69%. He also mentioned that verbiage at the end of page 2 of the Proclamation regarding the mask mandate was to be removed per Governor Abbott’s recent action. The motion was made, seconded and passed to extend Proclamation one week. 7. Discussion, consideration and action regarding Covid-19 Response and Continuity of Operations Plan for Fannin County:
Commissioner Magness stated the only change to the plan was to add on pg. 3 that on May 25, 2021, the Commissioners Court voted to allow Governor Abbott’s executive order which prohibits mandating the use of face coverings. For the past seventy seven years, remembering the four fellow crew members who lost their lives in the flaming crash of our B-24 as a result of a bombing raid on Karlsruhe, Germany in 1944 has been a memory of memories on Memorial Day. One of them was my roommate, who was our bombardier. He was like a brother to me and we had spent a lot of time together. His memory remains very fresh to me. He is the one that made sure every one was out of the plane. For some reason his parachute failed to open when he jumped.

Discussion, consideration and action regarding Courthouse Restoration: Commissioner Magness read the update as follows: Exterior – Install revised stone windowsills; Roof and Cornice install delayed this week due to rain; Install Cast Iron stair stringers at entries; Lightning protection installed at chimneys; Installing foundation for a sign. Interior – Plaster finish on 1st level; Stone patching and fill for plaster on 2nd and 3rd level; Electrical wall and ceiling rough on 3rd level; Fire Sprinkler install on 1st and 2nd level; Elevator install is complete; Frame ceilings in the courtroom. After reading the update Commissioner Magness asked Commissioner Lackey for additional information. Commissioner Lackey added that the Southside entrance steps had been poured and work had been done on the parking area but the rain had hindered a lot of the exterior work. Also, he said the clock tower has been pushed to midJuly due to the rain and additional work had been needed on the windows. A motion was made, seconded and passed to approve the update. 11. Discussion with cost estimator regarding the vision for the Fannin County Justice Center: Commissioner Magness tabled this item. 12. Discussion, consideration and action to approve minutes from 05/19/2021 (S), 05/18/2021 (S), 05/18/2021 (R), 04/20/2021 (R) and 2/22/2021 (S): Commissioner Lane made a motion to approve minutes with some corrections. Commissioner
Self seconded and the motion passed. 13. Discussion, consideration and action to amend revenue budget for Fund 413 to accept CARES Act money in the amount of $751,476.00: County Auditor Alicia explained that this was the balance of the Cares Act money that was received. Commissioner Self made a motion to approve with Commissioner Lane seconding, and the motion passed. 14. Discussion, consideration and action to amend revenue budget for Fund 415 to accept American Recovery Program money in the amount of $3,449,089.00: Alicia Whipple explained how this was Federal money coming from the Treasury and this was the first installment that the County would receive. 15. Discussion, consideration and action to place funds from the American Rescue Plan Act into INTRAFI-CDARS option to draw interest until guidance is received from the U.S. Treasury on appropriate use and approved by Commissioners Court: David Woodson explained that when it was found out that the county would be getting this money, they had to learn what they could do with the money and was advised by the bank depository about this CDARS option. The money would need to stay in there for 13 weeks and has an interest rate of .02. The other half of the money coming from this Act should be received sometime in May 2022. While the money is in the CDARs it would give time for concrete information to be obtained from the Feds as to what the money can be used for. Alicia added that
they have received a 152-page document detailing what the money can and cannot be used for and she will need some time to decipher that information. A motion was made by Commissioner Lane to approve, seconded by Commissioner Self and passed. 16. Observance of Order signed by 336th Judicial District Judge Laurine Blake to set the salary of the County Auditor to $75,991.72 for the budget year 2021-2022: District Clerk Nancy Young spoke on this item and Commissioner Magness noted this was for observance only as the Commissioners Court does not have a say in these salaries. No action needed. 17. Observance of Order signed by 336th Judicial District Judge Laurine Blake to set the salary of the County Auditor’s Assistants to $59,332.17, $45,369.77 and $52,964.10 for the budget year 20212022: Nancy Young spoke on this item and said this was accepted by Judge Blake and should be entered into the minutes. 18. Observance of Order signed by 336th Judicial District Judge Laurine Blake to set the salary of the Official Court Reporter to $97,462.66 for budget year 2021-2022: Nancy Young spoke on this and Commissioner Magness reminded everyone this was observance on the part of the Court only. 19. Discussion, consideration and action to add members to the Lake Ralph Hall Zoning Committee and to set terms for each member: After some discussion; the members nominated and their terms
were: Walter Goodwater - 3 yrs., John H. Shinpaugh - 4 yrs., Jaylen Wallace - 4 yrs., Kyle Griffin - 2 yrs., Mayor Jan Cooper - 2 yrs., Ricky Roberts - 3 yrs. and Commissioner Magness - 2 yrs. to serve as Chair of the Committee. A motion was made to nominate members with stated terms by Commissioner Lackey, seconded by Commissioner Self and passed. 20. Discussion regard-
ing land separation at the Multi-Purpose Complex: Commissioner Lackey started the conversation regarding approximately 140 acres as businesses have shown interest in the property. He said what was needed was property ownership clarification. Commissioner Magness asked Dale McQueen with the City of Bonham if he could shed some light on this issue. A discussion ensued between
Mr. McQueen, Commissioner Magness, Tom Turner, John Burnett and others. After much discussion, it was decided that this was just a discussion item and that all those involved with the property could get together to discuss this further later. Continued

Discussion, consideration and action to choose method of selecting the Salary Grievance Committee for fiscal year 2021/2022: Motion was made by Commissioner Lackey to use the same method they have used in the past, and a motion was seconded by Commissioner Self and passed. 23. The Center was closed during the COVID-19 pandemic. It will reopen on June 1st to serve lunch between 11:30 and Noon to Seniors age 60 and older and those who are disabled. speak on the Multi-Purpose Complex, those in attendance and echoed the previous statement made about repairing roads before wishing all a good week. Commissioner Lackey addressed the public concern that the dam is leaking. He assured those who called him, that the dam is not leaking. And regarding needed repairs on roads, he said that it will do no good to repair potholes until after it stops raining. He thanked all for coming and expressed his appreciation for being able to work for the County. Commissioner Magness agreed that the road crews need to wait till it dries out a bit before repairs can be done to the roads. He thanked Tom Turner, John Burnett, and all who came to give their opinion on the Multi-Purpose Complex and said he believes they can get something worked out that will satisfy everyone. He thanked Mr. Woodson for leading the Invocation and directed a comment to Attorney Moss that he did contact his Representatives by e-mail and phone calls regarding bills and thanked all for coming. 31. By Linda Brinlee Acting Interpreter Bonham State Park Bonham State Park is proud to host the Buffalo Soldiers Friday June 4th and Saturday June 5th as part of the park’s Welcome Summer 2021! Event. Other events are scheduled at the park on Saturday June 5th, including Family Fishing (no license needed) from 2 pm to 3 pm at the pier. In 1866, the U.S. Congress authorized the formation of six African American regiments. The
nickname “Buffalo Soldiers” was given by the American Indians. Because the bison were so important to the Native Americans, the Buffalo Soldiers were proud to use the name of such high respect and even featured the bison on their regimental crest. These soldiers worked across the state repairing and building forts, mapping and surveying, stringing telegraph wire, and escorting wagon trains, cattle herds, railroad crews, stagecoaches, and more. Public meeting on June 9 to address protection of water quality in lake watershed
Wylie-Texas, May 26, 2021: The North Texas Municipal Water District (NTMWD) and Texas A&M AgriLife Texas Water Resources Institute are collaborating with local stakeholders, business owners and residents to help protect and improve water quality in Bois d’Arc Lake through the development of a watershed protection plan (WPP). Watershed protection plans are a voluntary, non-regulatory approach for addressing water quality issues, and have been developed in a number of watersheds throughout the state. Bois d’Arc Lake is the first major reservoir constructed in Texas in nearly 30 years. The 16,641-acre reservoir will help meet the water demands for our growing region of 1.8 million people and provide recreation and economic opportunities for years to come “Our goal is to protect water quality in the lake through development of a watershed protection plan with input from local
communities,” said David Cowan, NTMWD Watershed Manager and coordinator for the Bois d’Arc Lake WPP project. The public is invited to join the Bois d’Arc Lake Watershed Partnership and attend the WPP kickoff meeting on Wednesday, June 9 from 9:30-11:00 a.m. The meeting will be held at Bonham City Hall located at 514 Chestnut Street Bonham, Texas 75418. Attendees can find more information on the WPP at https://boisdarclake.org/ construction/the-bois-darclake-watershed. This meeting will inform participants about background conditions in the
Bois d’Arc Lake watershed and describe how a WPP can help protect this important water resource. Anyone can join the Bois d’Arc Lake Watershed Partnership, participate in all the future meetings and provide input on the Bois d’Arc Lake WPP. Through the planning process, local stakeholders, business owners and residents can help NTMWD to identify potential sources of water pollution and shape efforts to improve water quality. The ultimate goal of the WPP is to improve and protect water resources now and into the future.

‘Bonham Manufacturers’ Roundtable #14 “The Revival” - A Rousing Success!
Press Release - For the first time since October 2019 Bonham’s manufacturers once again came together Thursday (5/20/21) for the 14th iteration of their ‘Bonham Mfgs.’ Roundtable’ where BEDCo and city staff help facilitate this lunchtime venue for them to meet new, owners, plant managers, and various supporting workforce, training, and technical resource representatives available from across our region. Jason Royse of Renlita Custom Opening Solutions served as both site host and master of ceremonies. As participates enjoyed a hearty lunch catered by Roma Italian Restaurant, Jason recapped an overview of the recent and near-term economic outlook that most Bonham Mfgs’ have weather surprisingly well thanks to their organizations’ overall flexibility in responding to unprecedented changes and challenges in market demands, material and transportation costs and swiftly adjusting product mix in the global pandemic environment and economy. Workforce: availability, housing and employee training continue to top the list of their shared concerns, along with logistics and transportation related cost and supply chain disruptions and/or delays. ASF-Modular, and Lugarti Inc. were welcomed as new Roundtable participant firms. Melissia Maxwell was greeted as Bonham’s new Marketing & Tourism Director. Joel Richardson in his first week on the job as Caddo Mills EDC Executive Director attended as an event observer and special guest of Bonham’s EDC. David Hamrick – Contract Training Coordinator, Grayson College – Center for Workplace Learning was also greeted as a ‘firsttimer’ and as a presenter on the Roundtable Revival’s program that oriented participants on workforce training consortia - TWC training grants being formulated for Bonham-Fannin County manufacturers potential worth an estimated $600,000 in Texas Workforce Commission administered Texas Skills Development fund grants for local skills training! TMAC’s Lynn Tomaszewski nicely complimented David’s presentation by outlining additional manufacturers’ assistance grants funds now available in coordination with ‘TMAC’. Lynn has been an absolute stalwart attendee of these Bonham’s Mfgs’ Roundtable from their very inception back in September 2014! In addition to our ‘firsttimers’ mentioned above Bonham firms represented

EPHESUS - LOVELESS WORKS
JESUS has left the earth, established His Believers, His Church, as His Living Body on this earth and empowered them with the Holy Spirit as He said He would. ACTS 1-2. The Mission: “GO INTO ALL THE WORLD AND PREACH THE GOOD NEWS TO ALL OF CREATION.” Mark 16:15. No longer do you have to fear death, for I, Jesus said, “I AM the Living One; I was dead, and now look, I AM alive for ever and ever! And I hold the keys of death.” Revelation 1:18 The handful of Christ Followers (Christians) had gone, in the power of His Spirit, and did as they were commanded. They were a New Bride, carrying His Name and His message to the end of the earth. Jesus had gone from their physical presence, but they had the assurance of His return and a message to carry to the known world. They had the Power of His Spirit, His Love and His witness to them that He indeed is alive and that He would return for them. This was Good News, not only for them, but for all that would come after them. These followers were dispersed throughout the known world and established other bodies of believers (churches) that would grow, spread the Good News of Life in Him, and would bear children to carry on His Mission until His imminent return. It is no surprise that Jesus would choose to write letters to those who had been established as His Body, those who represented His Presence and bore His Name. He wrote to encourage them and to offer a report card, of sorts, on their progress. Their ability to carry out His work by the power of the Holy Spirit they received had eternal consequences for all people. In approximately 90 AD, some sixty years after Jesus’ departure from the earth and the outpouring of the Holy Spirit, Jesus visited John, one of His first disciples who had been imprisoned for following Jesus’ instructions. Jesus said, “WRITE A LETTER” to the churches that have been established. These were physical churches with actual addresses in known cities in Asia. But as we see in the closing of each letter, these instructions and warnings would apply to all churches throughout the ages to come. “To the angel of the church of Ephesus write, ‘These things say He who holds the seven stars in His right hand, who walks in the midst of the seven golden lampstands: 2 “I know your works, your labor, your patience, and that you cannot bear those who are evil. And you have tested those who say they are apostles and are not and have found them liars; 3 and you have persevered and have patience and have labored for My name’s sake and have not become weary. 4 Nevertheless I have this against you, that you have left your first love. 5 Remember therefore from where you have fallen; repent and do the first works, or else I will come to you quickly and remove your lampstand from its place—unless you repent. 6 But this you have, that you hate the deeds of the Nicolaitans, which I also hate. 7 “He who has an ear, let him hear what the Spirit says to the churches. To him who overcomes I will give to eat from the Tree of Life, which is in the midst of the Paradise of God.”’ Revelation 2:1-7 Ephesus was one of the largest and most powerful cities in the Roman Empire during Jesus’ time on earth and after. Known for its impressive harbor and thriving trade, it was also known for its devotion to the worship of idols and the government leaders, of which the Roman Emperor was considered a god. When the citizens of Ephesus heard the Good News of Jesus Christ preached by Paul by the power of the Holy Spirit, they received His message with great joy that God had included the non-Jews in this gift of Salvation (JESUS). They would give up their idols and the worship of the Emperor to follow Jesus knowing that they were receiving this great gift with the likelihood of persecution and to the exclusion of those things they once held dear. In Jesus’ letter, He commended the Ephesians for their good judgment and discernment – they knew the difference between true teachers of the Good News of Jesus Christ and those who were not. (Today we might call them “charlatans” or frauds.) They had been tireless in their defense of the true message of their Savior and had indeed suffered abuse and persecution because of it. Ephesus had all “A’s” to this point. “But I have this against you: You have abandoned the LOVE YOU HAD [FOR ME] AT THE FIRST.” Jesus recognized that the covenant love that had bound them in the beginning was lacking. What a heartbreaker? Several years ago, on a morning like other mornings, I was sitting on the couch with my Bible and daily devotional. It was my alone time with God. Sounds good – right? The Lord spoke to me that morning with a voice that I would have thought everyone in the house could hear, but surely it was HIS VOICE in my spirit – “You look like the world!” With those words, I fell face-down on the couch, unable to move. He had seen my “good works”, but my heart was sick. I had left my Love relationship with Him and exchanged it for mundane tasks that looked good to others but not to Him. I had taken HIS LOVE FOR GRANTED! I was preoccupied with the things of this world – its news, its schedules, its demands, it rewards. I was broken hearted. I had hurt HIM. I needed His power to change me. “Please forgive me!” I cried, “Put Your Love in me and teach me how to love You.” I was unable on my own to fulfill His first and greatest command, “Love the Lord your God with ALL your heart and with ALL your mind and with ALL your strength. Luke 10:27; Deuteronomy 6:5. In Jesus faithfulness to HIS first love, HIS BRIDE who bears His Name and for whom He will return, He is calling us to consider how far we have fallen from the Love relationship we had with Him in the beginning. spread of the RRD. Most of my roses were obtained as healthy cuttings that I propagat Rose Rosette Disease was first described in the 1940’s and the mite was discovered in 1968. The viral cause of the disease was not identified until 2011. Ioannis Tzanetakis identified the virus transmitted by the mite while he worked at the University of Arkansas He discovered the virus was transmitted by the eriophyid mite when it injects the virus into a cell of a rose plant. The virus is specific to roses. It takes over and becomes systemic, spreading into the root system. Many experts are working to develop a cure or to develop resistant roses. Sadly, this has not happened yet. Current management recommendations include: avoid planting roses close enough for the mite to walk from one rose bush to another; monitor all roses at least weekly for signs of disease; remove the entire infected plant promptly, including roots, to prevent the spread of RRD. Bag the plant so the mite does not blow in the wind to other rose bushes. Dragging the bush across the yard will disperse the mite and spread the disease. Do not compost the infected bush, burn the plant if possible. Act quickly when RRD is identified.

I attended seminars several years ago to learn more information from Texas A&M and other experts in the disease. I have spotted the disease on several roses in Sherman & Denison, especially Knockout roses that were widely planted because of their ease of management. I asked my son, Jeremiah Davis, to evaluate my rose bush and he confirmed my suspicion. Roses are a favorite of mine and I have grown them for 20 years. I learned the importance of avoiding a monoculture garden and worked to produce a pollinator garden when I moved to Bonham. Mike Shoup, owner of the Antique Rose Emporium, recommends planting “a garden with roses, not a rose garden.” This is what I have done, fortunately, as there is no way to treat or prevent the

Experts recommend being vigilant when RRD is identified. I showed my diseased rose to my neighbor. She said she had roses that looked the same. We walked to her house and found several mutant, thorny branches on her Knockout roses. She said she had a malformed rose removed from her back yard that looked like the roses we were inspecting. I asked Jeremiah once again to evaluate the suspect roses. Sadly, he confirmed that the Knockout roses were infected. All rose species are susceptible to RRD, not just Knockout roses. My neighbor identified RRD on another neighbor’s roses. I encourage everyone that grows roses to inspect them for signs of this disease and take action if RRD is found. Roses with RRD develop red pigmentation of the leaves followed by rapid growth of the shoot. The leaves become deformed and brittle, called witches broom. There is a proliferation of thorns, like a bristle brush. There is information available on the internet. I recommend beginning with Texas A&M AgriLife Extension Service. 2020 Boating Accidents at 30-Year High; Water Safety Urged for National Safe Boating Week Ahead of 2021 Boating Season 1/1/19 AUSTIN – In conjunction with National Safe Boating Week set for May 22-28, the Texas Parks and Wildlife Department (TPWD) reminds Texans to be safe and vigilant this upcoming Memorial Day weekend and all summer long by following the law and taking basic safety precautions while on the water. The guidance comes at a critical moment: in 2020, boating accidents were at a 30-year alltime high. Fatalities on Texas waterways increased 45 percent in 2020 from 2019, while fatal accidents on the water rose by 61 percent. Overall, accidents on the water were up 67 percent, and injuries were up by 64 percent. More than 70 percent of boating accidents that occurred in 2020 were on open motorboats or personal watercraft. The months of May through August traditionally have the highest numbers of injuries and fatalities statewide, with weekends seeing the peak figures. This year alone — from January through April 2021 — Texas experienced a 40 percent increase in open water-oriented fatalities, including boating and swimming incidents, compared to the same period in 2020. Overall, in 2020, 55 boating fatalities and multiple boat accidents and injuries occurred on Texas waters. “Texas Game Wardens will be out in full force Memorial Day weekend to ensure the public enjoys their time on the water responsibly, however, we need boaters to ensure they
are taking safety seriously, too,” said Cody Jones, Assistant Commander for Marine Enforcement at TPWD. “Most of the deaths and serious injuries that occurred in Texas waters last year were preventable by following a few simple, important steps – including using the safety ignition cut-off switch (ECOS) and wearing life jackets.” “Summer has arrived for many and with it comes the need to remember to wear their life vest,” said Kimberly Sorensen, TPWD Boating Education manager. “According to Texas state law, a life jacket must be available for each occupant of a boat or paddle craft. Children who are under the age of 13 are required to wear a life vest while on the boat or when the paddle craft is underway or drifting.” In 2020, Texas game wardens issued 641 citations for children not wearing a life jacket, up 11 percent from the previous year. 1,821 citations were issued for insufficient life jackets onboard, up 26 percent from 2019. “Drowning is the highest reported cause of death in boating fatalities,” said Sorensen. “Most victims are found not wearing a lifejacket. Simply stowing your life jacket on the boat is inadequate. Accidents on the water can happen quickly leaving insufficient time to put on a life jacket when most needed. For everyone’s safety, wear your life jacket and ensure others wear theirs at all times when on the water.”
Law enforcement will also be on the lookout for those violating boating under the influence laws. Operating a boat under the influence of drugs or alcohol is an offense that can lead to fines, the loss of a driver’s license and an increased risk of accidents or fatalities on the water. Boater education is key to helping reduce accidents and fatalities. Of the fatalities and accidents in 2020, more than 60 percent of boat operators had not completed the statemandated boater safety course. In order to operate a personal watercraft or a boat with a 15-horsepower rating or more, anyone born on or after Sept. 1, 1993 must complete a boater education course. Boaters can find a selection of online boater courses that can be taken anytime on TPWD’s boater education web page. In-person courses are available. Paddlers can also access a free paddling safety course online. Other important safety precautions include checking the weather before heading to the water, learning to swim, checking your equipment, ensuring sufficient backup and waterproof communication devices, wearing life vest, using the safety engine cut-off switch (ECOS) and knowing the rules of the waterway before launching on the lake. The public is encouraged to check with managing authority of the waterbody they intend to visit for any local ordinances in place. All boating laws are still in effect.

Whoops A Bexar County game warden was patrolling the southside of San Antonio when they saw vehicle tire tracks entering a water treatment facility. The warden entered the property to search for trespassers when he saw a man on a kayak along the banks of the private lake. The suspect caught
a five-pound bass, weighed it, took a picture with his cell phone and then put the bass in to his kayak. When the man saw the game warden truck, he said “Hi.” The man told the warden he drove his vehicle around the gate and fence to enter the property. Water treatment security arrived at the scene to sign a non-consent form. The suspect was arrested and booked. The case is pending.

Striped bass are good on live bait in the river channel and tributaries. White bass are good on slabs and jigging spoons. Largemouth bass are fair fishing flipping jigs, crankbaits, frogs, and bladed spinnerbaits in water ranging 3-18 feet. Crappie are fair on minnows and jigs near boathouses, timber near a channel, and brush piles. Catfish are good on punch bait, chicken liver, and cut bait. Gulf Coast Region Trinity Bay GOOD. 76 degrees. Redfish and speckled trout can be found by following the birds, working structures, and wading the flats. The best place to wade is along the northwestern and eastern sides of the bay. Flounder are fair on minnow around the rocks. East Galveston Bay GOOD. 77 degrees. Speckled trout can be found around reefs using topwater lures or shrimp. Redfish will be found in the surf and around the jetties and are best on shrimp. Sheepshead are fair and will be found primarily around rocks on shrimp. West Galveston Bay GOOD. 77 degrees. Redfish and speckled trout will be found over a hard, sandy bottom with scattered shell and are best on shrimp or topwater lures. Sheepshead are fair and will be found primarily around the rocks on shrimp.

Bonham-Joseph Edward Culling, born August 28, 1937, in Chillicothe, Missouri, passed away on Tuesday, May 18, 2021, in Sherman, Texas. He was a devoted husband of 62 years to his love Betty. He was a loving father of five children, Deborah Culling King, Monica Culling Woodson, Patti Culling Woodruff, Julia Culling Crook, and Joe Culling. Joseph was a doting grandfather (Paw-Paw) of ten grandchildren, Patrick Woodruff, Andrew King, Rebekah King Heatley, John David Woodruff, Sadie Woodruff McWilliams, John Woodson, Claire Crook, Benjamin Woodruff, Gabriel Crook, Mary Culling, Maggie Culling, James Titus Culling, and two great grandchildren, Bronc Joe and Joseph Heatley. His children, grandchildren, and great grandchildren were the light of his life. He is proceeded in death by his father, Laurence Joseph Culling, his mother, Imogene Culling, his sisters Teresa Culling and Mary Anne Culling Cavitt, his daughter Deborah Culling King, and his grandsons John David Woodruff, and James Titus Culling. Joe was ordained as a deacon in the Roman Catholic Church in 1979. He faithfully served and ministered to the parishioners of St. Elizabeth Catholic Church in Bonham, Texas, for forty years. He retired from the Texas Department of Transportation, and has spent his retirement working his land, ministering to his parishioners and other Diocesan work, and loving his family. A Vigil Service was held on Sunday, May 23, 2021, beginning at 4 pm at St. Elizabeth Catholic Church at 916 Maple Street in Bonham, Texas. The Funeral Mass was held on Monday, May 24, 2021, at 10 am at St. Elizabeth. The family will have a private burial at a later date. Alice Jane Edelhauser was born in Tyler, TX on September 16, 1944 the daughter of James Calvin Mayo and Vernia Odell Massey. Alice was the activity director at The Honey Grove Nursing Home for 5 years before becoming their Administrator. She worked there many years before she moved on to other nursing homes throughout the East Texas area until her retirement in 1999.
She loved to cook, bake, and work outside in her flower beds and gardens. She also enjoyed riding her motorcycle. Most of all she loved being with her family and being surrounded by her children, grandchildren, and great grandchildren. Jimmy Dale Bostwick passed away on May 21 at the Bonham VA Community Living Center, Bonham, Texas. Jimmy was born on October 14, 1942 in San Angelo, Texas. He was preceded in death by his parents, Nathaniel Earl and Geraldine Bostwick. Bostwick attended Sherman High School where he was a member of the Boxing Team. After graduation in 1961 he entered the Navy. He attended the Navy Language School in Monterey, California and became proficient in Mandarin Chinese. Upon graduation he was deployed to Taiwan where he served as a Chinese translator for 18 months. He later served on the Navel vessel Kitty Hawk in Vietnam. Bostwick is survived by his son, Jeffery Scott Bostwick of Jay, Florida, granddaughter Samantha Bostwick of San Antonio and three great grandchildren. He is also survived by his brother Ron Bostwick and his wife, Martha of Denison, Texas plus nieces and one nephew and numerous aunts, uncles, and cousins. Graveside services were conducted by his cousin, Gary Milton at 10:30 am Tuesday, June 1, 2021 at McCraw’s Chapel Cemetery in Honey Grove, Texas. A Visitation for Robert Lewis Allen, age 66, of Ector, Texas was held on Friday, May 28, 2021 from 5:00 p.m. till 8:00 p.m. at Wise Funeral Home. Cremation arrangements will follow. Robert passed away on Saturday, May 22, 2021 at Texoma Medical Center in Bonham, Texas. Robert was born on July 19, 1954 in Brownsville, Texas, the son of Ravon Lewis Allen and Jimmy Waters Allen Wheaton. He was a member of the Church of Christ. Robert was an inspiration to his family. He was unable to finish school but that did not hold him back. He did more than he imagined he could. Robert worked in the oil field and as a foreman for an electric company. Some of his favorite pastimes were fishing at the lake and working on vehicles in his workshop; but his fondest pastime was spending time at the park with his grandkids. Robert wishes for his family to remember his stubbornness, his love for his family, and his unconditional love for his wife of 46 years, Jerri. His final message to his family and friends is that he will love you always. Robert will be greatly missed. He is preceded in death by his parents. FCC launches temporary Emergency Broadband Benefit Program
SHERMAN, MAY 13, 2021 – Officials with Texoma Council of Governments announced it is working to help build consumer awareness about the Emergency Broadband Benefit, a new Federal Communications Commission (FCC) program. The temporary benefit will help to lower the cost of broadband service for eligible households during the ongoing COVID-19 pandemic. The $3.2B Emergency Broadband Benefit program provides a discount of up to $50 per month toward broadband service for eligible households and up to $75 per month for qualifying households on qualifying Tribal lands. The benefit also provides up to a $100 per household discount toward a one-time purchase of a computer, laptop, or tablet if the household contributes more than $10 and less than $50 toward the purchase through a participating broadband provider. A household is eligible if one member of the household meets at least one of the criteria below: • Has an income that is at or below 135% of the Federal Poverty Guidelines or participates in certain assistance programs, such as SNAP, Medicaid, or the FCC’s Lifeline program; • Approved to receive benefits under the free and reducedprice school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision, in the 2019-2020 or 2020-2021 school year; • Received a Federal Pell Grant during the current award year; • Experienced a substantial
loss of income through job loss or furlough since February 29, 2020, and the household had a total income in 2020 at or below $99,000 for single filers and $198,000 for joint filers; or • Meets the eligibility criteria for a participating provider’s existing low-income or COVID-19 program. Emergency Broadband Benefit enrollment opened on May 12, 2021. Eligible households can enroll through a participating broadband provider or directly with the Universal Service Administrative Company (USAC) using an online or mail-in application. Additional information about the Emergency Broadband Benefit is available at www. fcc.gov/broadbandbenefit, or by calling 833-511-0311 between 9 a.m. and 9 p.m. any day of the week. The Texoma Council of Governments is a voluntary association of the local governments in Cooke, Fannin, and Grayson counties. Established in 1968, Texoma Council of Governments promotes economy and efficiency in the coordinated planning and development of the tri-county region through its community and economic development activities. Both directly and through contractors, the Council provides housing, utility assistance, and weatherization services for low-income citizens in the region and assists the elderly through a variety of Area Agency on Aging programs. By twins, Hez and Rex Ray Our father, Dave Ray, was in World War I and felt called to be a Chaplin in World War II. The head guy in Washington turned him down because of his age. Dave was friends with Sam Rayburn (speaker of the House), so he appealed to him. Rayburn said: “Go back tomorrow and if he doesn’t accept you, we’ll give him the ‘Axe’.” He was in Patton’s 4th Armored Division that landed three days after D-day. Friends of Dad wanted him to write a book, (which he did) and put donations of $1,500 in a bank. Dad left the front to attend a mandatory meeting of all chaplains. A Catholic General, “X”, ordered all chaplains to stay 50 miles behind the front. Dad started to leave, and “X” shouted, “Where you going?” “Back to the front; I take my orders from God; not you!” Catholic soldiers began to ask why their chaplains were not on the front, which made “X” angry. He promoted Dad from Captain to Major, but Dad turned it down. (Chaplain Majors were not allowed on the front.) Later Dad received orders from Patton ordering him to the rear, but Patton’s secretary said Patton’s name was a forgery. “X” sent the $1,500 to our Mother. Dad didn’t know about it until she wrote him. She had finished paying the bank loan that Dad had borrowed to buy a farm. When the war ended, the 4th was stationed at Rothenburg. He and others made friends by playing soccer with

children. One girl, Monika Beyer, about five troubled Dave: “When is my daddy coming home?” Her father, John Beyer, was the town’s best doctor. In 1942, he was in the battle at Stalingrad which started the end for Hitler. Germans had 85% casualties of a million men. 90,000 were captured, and because of food shortage and harsh treatment, only 5,000 survived. The chance of her father being alive was not good. He always answered Monika’s question: “Your daddy is coming home real soon. You will see him in the big meadow by the oak tree with the rope swing. He will be calling your name.” Her face would light up and she kept telling her family Chaplain Ray’s good news. It wasn’t long until Monika’s mother, Helen Beyer, spoke to him. “I’ve accepted my husband’s death. All my children with the exception of Monika have also. I must ask you, Chaplain, never again say her father is coming home. You’re going to break my little girl’s heart!” Dave told her about his brother being reported killed in World War I. His mother had eight young children when her husband died and she remained a widow 38 years. She believed God would save her son. After the war, he was in the barn’s hayloft and saw a man walking on the road to their house. His brother was coming home. The army lost track of him when he was hospitalized from Mustard gas. With tears down her face, Helen asked, “Oh Chaplain Ray, what am I to do? I’ve never heard a single word from my husband in three years. If he were alive, he would move heaven and earth to find us. I remain here, alone, and without hope.” “If he’s alive, I’ll find your husband.” Her tears began anew, “I don’t think I can do this. The children will be torn apart, our hopes dashed once more.” Catching her hands, he prayed. “But where will you go? If my husband can’t find us, and he knows where to look, how can you possibly find him? “I’ll search the four sectors of prisoners that Allies have in Berlin.” “Before you go, I want you to have something.” She returned with a picture of her husband and a lock of hair. “The last night we said our goodbyes our baby was asleep. This is some of her hair
and my husband said he would carry the other always. If you find a man that claims to be my husband, ask him for Monika’s hair. The children and I will pray for you every day.” It was 340 miles to Berlin. He searched the Russian, French, British, and American prison camps with millions of POWs in large open fields with barbwire without success. The American camp was last and as he was driving away disappointed, he heard a GI yell, “Wait!” A GI was running after him. He asked if he wanted a ride. “No Sir, but I may know something. I overheard your story to the Captain. I have a friend in the British Sector that knows about a German surgeon that’s extremely talented. He doesn’t know his name but the British kidnapped him from the Russians to save a British soldier near death. Since then, they’ve kept him hidden.” Returning to the British prison camp with renewed hope, he told the guard he had orders to find Dr. John Beyer. He retraced his steps with an interpreter, but no luck. “What’s that small building way over there?” “That’s a destroyed jail. It’s deserted and is going to be torn down.” “Let’s take a look anyway.” One undamaged cell had four men on their knees. They looked like they were gambling, but they were praying. None looked like the picture, but the interpreter hoped they might know something. “The American Chaplain is looking for Dr. John Beyer. He has good news. Do you know where he can be found?” Slowly, a tall man stood and spoke in perfect English. “I’m John Beyer. My family and village are lost. I’ve been a prisoner three years. What possible good news could an American have for me?” “You’re too old for me to believe you unless you can match this lock of hair.” Producing a lock of hair, he grabbed Dave through the bars. “Does my family live?” Loud praises to God drowned his reply because his smile was their answer. Hearing there were God’s orders to take him home, there were more praises. The British Commander said Dr. Beyer was needed and denied his release, but they could talk more after lunch. “You go ahead. I’m going to stay here and pray.” “If that’s the way you feel, you can take him home.” Our father was always a fast driver and had many wrecks. He slowed down when Dr. Beyer said, “I don’t think God saved me from prison to die in a jeep wreck.” At Rothenburg, they stopped at the meadow. “We’ll talk again, but your daughter comes here every afternoon to see if
this will be the day her daddy comes home,” Not trusting himself to speak, Dr. Beyer shook hands and turned toward the meadow where a little girl was swinging. He ran towards the big oak. “Monika! Monika! I’m your daddy!” There was fantastic joy when he arrived home with Monika on his shoulders. German prisoners were not allowed to return home but were used as forced labor to repair war damage in Russia, France, and England. Two years after the war, one million had died, and four million were still prisoners. But at Rothenburg, the town had a large celebration for their doctor where Monika’s mother said, “I’m going to kiss the Chaplain”, and her husband said, “If you don’t, I am!” Later “X” transferred Dad to France and tried to have him court-martialed. When that failed, “X” told him he’d stay there until he paid the army $1,500 and take a colored discharge. Dad said, “Sir,

Eisenhower replied June 21, 1946: “Mr. Damon. I’ve received a report from the overseas commander concerning Chaplain David
Ray. You will be pleased to know Chaplain Ray has returned to the U.S…I appreciate your interest in this case…” (“X” fearing court-martial, put himself in a hospital.) His discharge of July 24, 1946 stated: “David Ray was one of nine Chaplains in the U.S. Army who was awarded a Cluster to the Bronze Star Medal for Heroic Action.”

Texas Crop and Weather Report Rainfall events deliver mixed conditions
Rainfall events over the last 30 days improved soil moisture levels for droughtstricken parts of the state but also left standing water and soggy, saturated soil conditions in others, according to Texas A&M AgriLife Extension Service reports. (Texas A&M AgriLife photo by Celeste Tamez) Much of the state has received multiple inches of precipitation from multiple storm systems since late April. Those storms delivered much-needed rainfall and subsequently improved soil moisture indexes in drought-stricken areas. But the deluge has delayed plantings and harvests in other parts of the state, as well as causing flooding and a range of other problems and potential problems for producers. Drought was a major concern for growers in western parts of the state, including the South Plains and Panhandle. Winter wheat and other cool-season grain and forage crops performed poorly for the most part, and the outlook for warm-season crops like corn, sorghum and cotton were not positive into spring. Many acres in those areas were dry planted. Plants emerged in some acres and were progressing slowly due to lack of rain and coolerthan-normal temperatures. Other seed failed to germinate with the lack of moisture. Rainy weather over the past several weeks has changed soil moisture conditions and crop outlooks, at least in the short term, said Reagan Noland, Ph.D., AgriLife Extension agronomist, San Angelo. “Everyone is reacting to the moisture we’ve received over the past two weeks,” he said. “Everyone wants to plant, and it’s drying up enough now to plant, so a lot of producers are scrambling. Earlier in April, it looked pretty bleak, and everyone was discouraged about getting a crop started, but they’re more optimistic now.” While the rains helped the soil moisture index, Noland said additional timely rains will be necessary to carry crops to the finish line. Much of Texas croplands rely on fall and spring storms to replenish soil moisture levels lost to evapotranspiration by plants and evaporation by summer temperatures, sun and wind. But seasonal storms are especially important to producers in western parts of Texas. Those storms not only fuel crops, but they fill ponds and water tanks and restore native rangelands for livestock and wildlife.

Throughout our nation’s history, brave Americans have clothed themselves in the uniform of America’s military to defend our freedom, fight for our democracy, uphold our values and protect the American way of life. We have learned that freedom comes with a price. On this Memorial Day, old Veterans and family members will gather at various memorials and National cemeteries across America and Washington D.C. to stand in quiet vigil at the grave of a fallen buddy or family member who gave the ultimate sacrifice
for our country. Special services will be held at the Tomb of the Unknown Soldier in the Arlington National Cemetery. As a Veteran you served in your time for your generation and today stand watch over the memories of great events from your past. Not every Veteran knows the full fury of battle, but most have defining experiences during their military service. A Veteran is someone who at one time in their life wrote a blank check made payable to the United States of America in the amount of and up to and
the best in them, instilling high standards, discipline and loyalty. Whether drafted or enlisted, commissioned or noncommissioned, each took an

Many Veterans have endured the worst that war can offer: the greatest fears, massive casualties, merciless enemy and brutal captivity. No matter how “hightech” war may become, it all comes down to the men and women who fly the planes, man the ships, drive the tanks and carry the rifles. It is those people who wear the uniform who we hold in high esteem for their dedication and devotion to duty.
What manner of men are these who lay down their lives on the altar of our country’s needs? These citizen soldiers, these comrades in arms; men who know the call of the bugle at reveille and taps at the end of the day, men who go into battle and hear the whine of the bullet, the ceaseless rattle of the machine gun, and the distant cry of a fallen buddy. What manner of men are these, these common men with uncommon valor? Men who force-march by day and stay in foxholes or trenches at night? On they go ‘til they stop and die. They burn out in minutes all that life owes them in tranquil years. They grow old in their youth; they die in the prime of life. What manner of men are these who march to unknown fame where today a white cross or a government marker marks
the place of their memory? Let us not forget their families that carry a burden of grief that time will lighten but never lift. As we celebrate this Memorial Day, we may not know the dignity of their birth, the joys or sorrow of their lives, but we should always remember their years of service and the sacrifice of those who gave their lives. Old Veterans have paid with their lives the cost of America’s freedom and today young Veterans stand watch over America’s peace. On this Memorial Day, let us also remember and pay tribute to the POW/MIA and their families. This country must continue to make an effort to give an accounting for those who are unaccounted for, be they Missing in Action or held as Prisoners of War. To our Veterans, Thank You for your service.

Lady Hornets softball State-bound again

Dodd City’s Lady Hornets have advanced to the Class 1A State softball tournament for the third time in their last four opportunities and fourth time overall. The 1A State semifinals and championship will occur on June 1 and 2, re-
spectively, at the Red & Charline McCombs Field at the University of Texas
at Austin. Dodd City’s semifinal game time and opponent remained undermined on May 25 -- to be announced on Saturday, May 29, according to manager Bruce Mauppin.
In 2019, eventual-State-champion D’Hanis, a 1A State tournament qualifier again this year, edged the Lady Hornets, 2-1, in the semifinals round. A Region II-1A Final sweep of Graford -- 6-0 and 11-2 -- advanced Dodd City (15-3) again to State. It continued a mostly dominating run this month through the playoffs by the Lady Hornets. Starting softball season again with district play due to another extended run into the girls basketball postseason -- an undefeated State championship, this time -- Dodd City earned the No. 1 seed from 15-2A to the 1A playoffs and a bi-district bye. The Lady Hornets defeated Abbott, 14-4, in the regional quarterfinals. Dodd City followed with a regional semifinals sweep of district-rival Ector, 13-3 and 6-4, to advance to the Region II-1A final series.
Leonard’s Kelley ends prep career with second bronze in State tennis
Kelley finished her high school tennis career with a second State bronze medal. Verde To Vie Again: Trenton quarterback to extend career at AC despite 2020-ending ACL injury
By Rich Hilliard TRENTON -- An injury last November in the bi-district round did more than just prematurely end senior quarterback Christian Verde’s football career at Trenton. His anterior cruciate ligament tear did something else: cast doubt on his dream of playing the sport in college. “I felt like I failed,” said Verde. “The big thing was tearing an ACL in the playoff game and with his recovery -- that scared off some schools,” said second-year Trenton head football coach Josh Shipman. Six months later, Verde will get his chance after all. Verde will extend his football days at Austin College in Sherman, as announced in a ceremony held in the Trenton High School library on May 20 with
