Motion to approve changes passed. 8 Minutes from 06/02/2020 and 03/10/2020 were approved. 9 Judge Moore invited Reservoir Project Manager Steve Long of NTMWD to present an update of the Bois D’ Arc Lake construction project. Judge Moore commented that participants in the meeting could view the presentation slides on the County website. Mr. Long explained that there are four major construction areas: the dam, the Leonard Water Treatment Plant, the roads and bridges, and the Garney construction. The dam contractor has been impacted by the poor weather, but the concrete contractor has the embankment to nearly 60% completion. The

A regular meeting of the Fannin County Commissioners Court was called to order Tuesday, June 9, 2020, at 9:00 a.m. by County Judge Randy Moore, at Bonham City Hall, and over teleconference. Judge Moore established quorum; all Commissioners were present. The invocation was given by Reverend Henry Shelton of Trinity Baptist Church in Bonham. Major James Manis led the pledges. 5 Public Forum: Vickie and David Stanley of Precinct 4 on Highway 78 explained their land and that of their immediate neighbor, Travis Carter, back up against CR 3701, and that Mr. Carter has fenced his property for cattle. The Stanley’s are concerned because Mr. Carter installed his fence in the middle of the county road, blocking their only access to the back of their property as well as the easement for the

They shared their concerns with their neighbor last year when he began to place fence posts, but instead of a peaceful resolution, Mr. Carter brought the Stanley’s to court over the dispute. Vickie requested the fence be removed, the road sign returned, the road regraded and the trees cut back. She thanked Commissioner Magness for his quick response in cutting down trees that blocked access to their property. The Stanley’s provided pictures of the infraction. I hope you are all doing well and are as excited as I am about what’s coming up in the weeks ahead. As our State slowly comes out of this quarantine it’s time we roll up our sleeves and go to work getting our community back on track and pushing forward. First, I want to thank EVERYONE who came out to vote in the Republican Primary in March. I was truly HONORED as the numbers came in showing Precinct 1 voters overwhelmingly supported me with 46½ % of their votes! Now, there must be a runoff, but we’re ALMOST there!! The message was LOUD & CLEAR. The people of Fannin County are demanding more from those we chose to represent our interests, and they’re pouring into the polls to ensure it happens. Not only in my race did we see this, but also last election when 75% of Republican voters elected Randy Moore to be our new County Judge! We can DO this! Due to the quarantine, Governor Abbott has pushed my runoff election to July 14th with Early Voting beginning June 29th. That’s only 2 weeks away!

Leaping Into The Unknown

Flying combat missions into Germany during World War II brought many fearfilled moments. Two of the most frightening experiences came in connection with our
seventeenth mission. On the morning of September 5, 1944 while bombing the rail yards in Karlsruhe, Germany, our plane had become severely damaged from enemy fire. An engine was on fire and we were forced to drop out of formation. Efforts to stay aloft failed and orders came to take our stations in preparation to parachute to safety. I called my first and only jump “Leaping into the unknown.” The first was the fear of an unopened chute and the fear of being in the hands of the enemy. The second was the fear of being on the receiving end of a bombing raid three days later. The fear of gathered nooses of angry German
citizens while being led by our captors through the streets and exploding bombs all combined to create a helpless moment. Only by the protective grace of God those of us who had been captured had our lives spared. My verse for today was a source of comforting strength to me. At least one of our crew joined with me in prayer unashamedly for deliverance and peace. Psalm 56:3 has become a standby scripture for me when I am facing a difficult moment. I recommend the exercising of your faith in our living, loving Lord. We walk by faith, not by sight. 2 Corinthians 5:7
Commissioners Set Road Naming Policy

A special meeting of the Fannin County Commissioners Court was called to order Tuesday, June 9, 2020, at 8:45 a.m. for a public hearing regarding the adoption of a road naming policy. All Commissioners and County Judge was present. Judge Moore noted that most of the roads that will need to be renamed and which prompted discussion of this policy are found in Precincts 3 and 4. In the past, a 9-1-1 officer from TCOG facilitated the naming or renaming of roads. Alan Hendrix of Freese and Nichols spoke with TCOG a few months ago to discuss renaming as roads and bridges were cut in half by the new FM 897, and together they have coordinated with the U. S.
Postal Service for approval of the proposed changes. Mr. Hendrix estimated as many as eleven roads will need renamed or renumbered, and having a road naming policy in place will circumvent the requirement to hold a public hearing for every change in a road name. Mr. Hendrix sent a draft of the policy to TCOG and has received comments from them, and the Post Service representative supplied the proper terminology for the policy. Sections of the policy discuss the process of road name assignment, avoiding duplication of road names, situations regarding the naming of private roads, general rules for numbering, requests for address assignment (which go through TCOG), how and where to post signs, a process for changing

Texas Association of Counties (TAC) confirmed that many smaller counties do not have road naming policies since they also have little change, but larger areas with a lot of growth have policies, and Commissioner Lackey expects this will be a good change for Fannin County. There were no further comments, and the hearing adjourned at 8:59 a.m.

Trash Dumped 4/21/15 at Historic Fannin County Cemetery

This historic cemetery is one of the historic cemeteries that is actually maintained and cared for by local residents. It will be cleaned up. The incident has been turned over to local law enforcement, and it is likely the person who did it will be located because numerous pieces of identifying information (mail etc.) was part of the trash. Richard Glaser, Fannin County Criminal District Attorney, said that he will vigorously pursue remedies against anyone who desecrates a Fannin
Recently some individual decided that the best place to “dispose” of about two weeks of household trash was to drive to an historic Fannin County cemetery, the Bledsoe Cemetery in far southeast Fannin County, and dump it there. The Bledsoe Cemetery is the final resting place of some of the earliest Fannin County settlers, including those from the Bledsoe family, the Lyday family and the Crowson family. These families came to Fannin County during the Republic of Texas days. Moses Bledsoe served as Sheriff of Fannin County from 1869 to 1872.

FRESH CREAMED CORN About 7 ears of corn 1 stick butter 2 tablespoons bacon drippings ½ - ¾ cup cream or half & half 1 tablespoon sugar Strip corn of shuck (leaves) & remove all silks. Cut corn off cob. In medium skillet (I prefer non-stick), add butter, bacon drippings & corn. Cook on medium temperature for 30 minutes. Add cream or half & half and sugar. Continue to cook at a lower temperature for an additional 20-30 minutes, stirring frequently. Great with peas, tomatoes, onion and cornbread.

Alan Hendrix read the Order suggesting the old section of FM 897 be renamed Lannius Road. CR 2915, which has been cut in half by the new FM 897, should become CR 2918. Commissioner Magness suggested changing FM 1396 to Old FM 1396 S. for the southern portion, and FM 1396 N. for the part of the road on the north side. CR 2655, also split, would have the west section named CR 2654. CR 2730, which was changed on May 5, will be changed back from CR 2725 due to the objections of a resident. A motion to approve the Order renaming the indicated roads passed. 12 Judge Moore invited IT Specialist Dustin Morrow to discuss certifying Fannin County as up-to-date with Cybersecurity Training for employees and officials, as mandated by the Government Code 2054.5191. Mr. Morrow explained in the 85th legislature a bill was introduced to mandate local governments must implement a cybersecurity awareness training program. He noted that the County certification must be submitted by Judge Moore to the State no later than June 15. Everyone who has been registered for the course has completed on time; however, new employees have not yet had the chance to complete the program. Judge Moore asked Mr. Morrow to register new employees with the course, but the certification will still stand. Judge Moore stated the cybersecurity training will recur annually. A motion to certify Fannin County according to the Government Code, and to have Judge Moore sign the certification, passed. 13 Commissioner Lackey requested the one-month lease of a Wirtgen WR200XLI Soil Stabilizer/Recycler for $16,736.26 for Precinct 4. The equipment recycles all sand, chip, and seal, or gravel roads, up to a mile per day, and Commissioner Lackey proposed paying the lease out of the road damage fund from NTMWD. The court may consider purchasing one of these machines
in the future. A motion to approve the lease passed. 14 Development Service Di6/11/19 rector Lite Huffman spoke on the recommended changes to the Fannin County Subdivision Regulations Manual, which adds road specifications for concrete and asphalt, and replaces the restriction of 7% lime soil stabilizer with a broader rule giving developers stabilizer options according to the soil sample compacted to 95%, as per the construction standard. A motion to accept the recommended changes passed. 15 Lita Huffman explained that the recommendation from the Subdivision Committee to add Sections 4.4.5, Private Subdivisions, and 4.5.4 Homeowners Association Requirements to the Fannin County Subdivision Regulations Manual OR have a Private Road Agreement, was to give developers an option for a private road other than by establishing a Home Owners Association (HOA). Commissioner Lackey suggested a change in the wording, which divided Section 4.5.4 into two parts. A motion to add the Sections to the Manual with adjusted wording passed. 16 Lita Huffman spoke on approving a Short Plat for McIlrath Addition, which includes 5 lots and a private road maintenance agreement in Leonard. Commissioners discussed enforcement of maintenance, but County will have no jurisdiction in maintaining the road, even for emergency response purposes. If the private road is brought up to County specifications, the road may be adopted by the County in order to receive the benefit of County maintenance; otherwise, an appointed leader among the landowners must be responsible for the state of the road. A motion to approve the Plat passed. 17 Sally Fife, Chief Deputy of the District Clerk represented District Clerk Nancy Young in presenting for observation the certified Order signed by the 336th Judicial District Judge Laurine Blake to set the salary of the County Auditor to $74,723.54 for the budget year 2020-2021, which is an increase of 2%.

The solicitation was approved. 21 County Auditor Alicia Whipple presented the monthly report for May 2020, noting that for the total budget including all funds, the income is at 93%, and expenses are down to 66% due to Covid-19. Although this week’s recipe is called “Fresh Creamed Corn”, my family used to call it “Fresh Roastin’ Ears”, I have no idea why, but that’s just what it was called. You can make this recipe in many ways, but I’ve found this one to be my favorite. It has cream or half & half in it, but when I don’t have either one, I just use plain milk, 2% or whole. Also, when I cut the corn off the cob, I go back over the shuck backwards to get more corn and juice. The recipe doesn’t say to do this, but that’s the way my mother used to do it. It takes more preparation than I like, but the result is worth the work.

Commissioners Consider Purchasing Election Equipment By Gabrielle DeMay
The Fannin County Commissioners Court met Monday, June 8, 2020, at 9:00 a.m. for a special meeting to hear budget requests for the fiscal year 2020-2021. Public Forum: Walter Goodwater has worked with County Clerk Tammy Biggar for the last three elections, and supports her budget request to allow for new voting equipment. There is no backup for the machine holding the software, which is years overdue for replacement, so if that one crashes, the County is entirely without usable equipment. County Clerk Tammy Biggar, in charge of several funds, began by requesting an increase to allow for her parttime probate worker to go full-time, a cost to be offset by decreases in travel expenses as well
as other budget cuts. She requested a blackand-white printer and a color copier to replace failing equipment in her office. In the Voting Funds Clerk, Biggar requested only one change: the purchase of electronic voting equipment for the County. This is a necessary expense the County has needed to make for years. She recommended two different systems. The first was Duo, which combines a touch screen with a paper ballot system, and could align with a national trend toward paper ballots. The second, cheaper option, Touch Writer, is a more traditional paper ballot system with a scanner to digitize the votes but does not allow for County-wide voting, and a greater risk of human error could nullify votes. With Fed-
eral grant funding, the County has the opportunity for a match program to purchase one of these two systems, and Clerk Biggar is willing to make that match from her dedicated funds. Clerk Biggar invited representatives from cities and schools to share their thoughts on the subject. Mayor Jan Cooper of Ladonia sup-
ports the replacement of election equipment. Fannin County Republican Chair Melanie Grammar noted elections are growing with the County population, and paper ballots not only follow expected election equipment requirements for the future but inspire voter confidence that their vote really counts.

Press Release - The Leonard Car and Jeep Show is set for Saturday, July 18 at Leonard City Park It is a fun, new feature of the 141st Annual Leonard Picnic and Parade. All cars, trucks, jeeps and jeep wranglers welcome. The Jeep/Car show will begin at 11:00am at the Leonard City Park immediately following the Leonard Picnic Parade. The parade will start at 10:00 am. Participants are welcome to decorate their cars and jeeps for the parade. Participants can choose to be in the parade only or the car show only or both
events. There is no entry fee for the parade. Entry fee for the car show is $15 per vehicle. All proceeds will go to the Fannin County Children’s Center, a local non-profit that serves children who have been abused and neglected. A grand total of $1,000 in cash prizes will be provided for the car show. The Jeep Club with the most participation will win the grand prize of $400. Prizes of $100 will be given to best of show winners in several different categories. There will also be lots of raffles. The Leonard Picnic is a fam-

Cooper GOOD. Water lightly stained; 85 degrees; 0.15’ high. Largemouth bass are fair on Texas rigged plastic craws, crankbaits, and jigs in 7-18’. The white bass are excellent in 12-30’ with slabs, jigs and jigging spoons over humps and flats. Crappie are good with minnows in standing timber and brush piles. Catfish are good on live and cut bait in 4-16’. Tawakoni EXCELLENT. Water lightly stained; 81-84 degrees; 0.59’ high. Catfish are excellent on live bait, blood bait and cut bait 3-12’ along brushy shorelines and rip-rap. Largemouth bass are good on spinnerbaits, plastic worms, and crankbaits in 6-12’. White bass and hybrid stripers are excellent on swimbaits and slabs. Watch for diving birds to mark feeding schools or use sonar to locate

Courtesy photo By Rich Hilliard IVANHOE -- Even as Sam Rayburn struggled again last season in boys basketball, Justin Tice saw reason for hope. The then Celeste assistant made an observation. “Last year, we played them in predistrict,” said Tice. “I saw a team that I thought athletically looked great, but the execution wasn’t there. “When I saw the opening [at Sam Rayburn],” he said, “I thought it would be an opportunity to take players on a good team and help them along the way. “...to build a championship mentality.” In May, Tice became Sam Rayburn’s new head boys basketball coach -- the Rebels’ third in as many seasons. He filled the opening caused by the departure of Travis Jones who will now pursue a master’s degree and still teach sans coaching. Tice will also serve as Sam
Rayburn’s head cross country coach and assist with baseball. At Celeste, he worked on the same athletic staff with and became aware of Sam Rayburn’s cross country milestones achieved during the last decade under former coach David Guadiano whose time in Ivanhoe included: the school’s first district team championship, State qualifier, repeat State qualifier, first boy to advance to Round Rock and first team to get there in the sport. Before his year at Celeste, the California State UniversityChico graduate coached basketball at the Pegasus School of Liberal Arts & Sciences in Dallas for two years. Three earlier years, he guided the SMA Trojans in basketball. At Sam Rayburn, he takes over a boys varsity basketball team which last February during Jones’ lone season finished winless for a secondconsecutive year in District 12-2A play -- still rebuilding

Campbell will also join the district after a brief stint as a 2A school. District volleyball for Savoy for the next two seasons will include 2A’s Collinsville, varsity-newcomer Sam Rayburn, Tioga, Tom Bean, Trenton and Wolfe City and 1A Dodd City in the new 16-2A.

Funeral Services for Boyd Griffin, age 63, of Bonham, Texas were held at 11:00 a.m. Saturday, June 13, 2020 at Boyd Baptist Church under the direction of Wise Funeral Home. Rev. Mike Allred officiated. Burial followed later the same day at 3:00 p.m. at Bogata Cemetery in Bogata, Texas . Boyd passed away Wednesday morning, June 10, 2020 lovingly surrounded by family. Boyd was born on June 29, 1956 in Haskell County, Texas, the son of David Oscar Griffin and Jessie Olivia Simmons Griffin. He was a graduate of Cy-Fair Highschool in Houston, Texas and earned his associate degree from TSTI in Waco, Texas for drafting and free-hand illustration. Boyd married Kay Moore on August 13, 1977. They were married for 40 years before her passing on June 14, 2018. Boyd was a masonic member of the Rosalie Lodge #527 in Bogata, Texas and a member of Boyd Baptist church in Bonham, Texas. He married his friend, Sandra Spencer, on June 5, 2020. He was a simple man who enjoyed fishing and spending time with family. He will be greatly missed. Boyd is preceded in death by his parents and wife, Kay. Jackie David Maroney Sr. died on June 9, 2020 at his home. He was born on December 7, 1944 to Haskell Z. Maroney and Francis Pauline Maroney in Honey Grove, TX. In his younger days most people knew him as the local hay hauler. He spent most of his years as a truck driver. Once he retired, he “worked for no man.” Jackie’s highlight of his days was playing skip-bo with his wife, Glenda and visiting his friends around town. Jackie and Glenda married on January 31, 1970 in Madill, Oklahoma. He was very proud of his grandkids and greatgrandkids. He loved to spend time with them. He spent some of his last day riding his new lawn mower with Josey Drue. Jackie is survived by his wife, Glenda Lou Maroney. He is also survived by his children; son, Jackie David Maroney Jr. of Tulsa, Oklahoma; daughter Sherri Maroney Bell of Durant, Oklahoma; son, Damen Lynn Pevey and wife Carrie Pevey of Paris, TX; son, Jimmy Dwayne Maroney and his wife Heather Maroney of Lamar Co, TX. Bonham - Shirley C. Manhart was born April 13, 1936 to Hulen and Ann (Gibbs) Chandler in Windom, Texas. She passed away Monday, June 8, 2020 at Seven Oaks Care Center in Bonham, TX. Graveside services were held at 10:00 am on Friday, June 12, 2020 at Windom Cemetery. Bro. Mickey Lyles and Bro. Mitchell Martin officiated. Shirley graduated from Windom High School and attended Draughn Business College in Fort Worth, Texas. Over the years, Shirley was employed by several companies including: Amerada Hess Oil Company, The Washington Post and Seminole Public Schools. She was the Financial Secretary for the Bonham Public Schools for 28 years. If you wanted to know anything about school finances, you asked Shirley; she knew. She was also a master in the use of common sense. Shirley was a member of the First Baptist Church and served on the records keeping team for 40 plus years. On December 30, 1956, Shirley married Don Manhart in Bonham, Texas. Shirley and Don were blessed with 2 children, Katherine Ann Manhart Webster and Richard Don Manhart, and later a grandson, Jordan Lee Manhart, Richard’s son. Jordan was raised by Shirley and Don. Shirley loved her family, especially, her 6 sisters and 3 brothers. She worked hard all her life.
Over the years, she picked cotton, and pecans, grew and harvested many fruits and vegetables, canned them and gave them to neighbors, friends, and family alike. Shirley was a very talented quilter and her quilts were highly prized. She made quilts for every family member, adults and children alike. Shirley is survived by her husband, Don Manhart; daughter, Katherine Ann Webster and grandson, Jordon Lee Manhart; sisters, Mary Ann Hacker, Jackie Moorehead, Saundra Barnett and husband, Monty, Andrea Williams, Bobby Gail King and husband, Don, and brother, Larry Chandler, and many nieces and nephews. Carla Jean V i n s o n was born December 1, 1956 to Elmer Franklin Vinson and Dorothy Jean (Pyles) in Bonham Texas. She passed away Wednesday, June 3 at her home. She attended school in Bailey, Texas then later transferred to Bonham where she graduated BHS Class of 1974. Carla was employed by Blue Cross & Blue Shield of TX for almost 20 years. She worked as an instructor in Bonham, Richardson and Maryland for most of those years. She fondly talked about the people she knew and grew to love at this job and called them all “Her Kids”. She was well respected in her profession. She was of the Christian faith. She loved the Lord and would share her testimony with everyone. She was saved and baptized at the Bailey Baptist Church and was heavily involved there singing in the choir and brought many specials with her beautiful voice. Carla loved unconditionally and with all of her heart. She never missed a chance to support and encourage everyone who knew her. She just simply loved and gave so much of herself to so many. She could walk in a room and light it up with her beautiful smile and presence. You were always happy and excited to see her coming. Carla was in a very special relationship with Jeff Becker, who was the love of her life. She was a loving daughter, mother, sister, aunt and friend. She enjoyed singing, loved music, family gatherings and her bike rides with Jeff. She is survived by Jeff Becker of Hickory Creek, her two children, Cody Couzens and Casi (Couzens) Norton and husband Chad Norton of Sherman. Two grandchildren, Faith Norton and Ayden Norton. JAMES ODELL BURDEN James Odell Burden, 71, of Leonard, died at his home on May 27, 2020. James was born on September 3, 1948, in Leonard, TX, to Clarence & Bonnie Mae (Hopper) Burden. He was the youngest of 10 kids born to Clarence and Bonnie. He attended Trenton schools and graduated from Trenton High School in 1967. He served in the United States Air Force during the Vietnam War from 1968-1972. After the war, he worked for Austin Paving and then went to work for the City of Sherman in 1974. He began as a laborer, then sewer truck operator, meter shop, lift station maintenance, then the Utilities Maintenance Superintendent. James married Linda Joyce (Darst) Burden on July 6, 1976. They had two children: son Sean and daughter Christy. He graduated from Grayson County College in 1977 with an Associates Degree in Drafting. He served as President of the Texoma Land Water Utilities Association and was voted Person of the Year in 1988. James retired from the City of Sherman in 1995 and moved to Pottsboro to begin a new adventure as a Striper Guide on Lake Texoma. He also worked as an equipment operator installing septic systems. In 2006, he moved to Leonard to live with his son in law and daughter.
He loved to hunt and fish and would not pass up a chance to be outdoors. He and his best friend, George Kalmon, enjoyed going fishing every chance they had. James loved his wife and kids very much, but his greatest joy was becoming a grandfather. His two grandsons, JT Flanagan & Koen Burden love their “papa”. James was preceded in death by his parents Clarence and Bonnie Burden and five of his siblings: Paula Jean Johnson, CB Burden, William Henry Burden, Dollie Rae Hall, and Alma Ruth Boles. He is survived by his wife, Linda (Darst) Burden of Leonard, his son and daughter in law Sean & Denise Burden of Denison, his son in law and daughter Craig & Christy Flanagan of Leonard, two grandsons JT Flanagan of Leonard and Koen Burden of Denison, brother Bobby Burden of Little Rock, sister Mary Jernigan of Goldthwaite, sister Julia Shaw of Honey Grove, and brother in law and sister Blanton and Martha Hancock of Leonard and many nieces, nephews and cousins. LAURA VAN PELT Laura Van Pelt, 61, beloved sister and mother, was called to her eternal resting place on June 4, 2020. She e n t e r e d this world on January 16, 1959, in San Antonio, TX, born to Derral and Nancy Van Pelt. She is survived by her sister Debra Gordon; brother Derral Van Pelt, Jr; brother David Van Pelt; son Brian Van Pelt; daughter Jennifur Davis; nephew Daniel Van Pelt and four grandchildren and one great nephew. They raised 3 sons together and were married for 35 years before his passing. Bryant enjoyed riding his Harley and enjoyed dirt track racing in his 30’s. He also enjoyed hunting and fishing. He was a jack of all trades and often found enjoyment in fixing things. Bryant will be sorely missed by many. I am paraphrasing a speech by Abraham Lincoln in 1838 when he was 28 years old. His speech was re-visited by Stephen Flurry in 2012 for a magazine article. Lincoln wrote, “We have a God-given nation of all the richness, great beauty, soil, and climate. We have a debt to our forefathers in gratitude to our patriots of seventy-six and the framers of the Constitution to build a powerful nation and establish laws that will keep this nation intact forever, but we have danger from the lawless spirit that is spreading from within. If the rebellious element isn’t stamped out, the hostility toward the rule of law would spread and eventually divide the nation and threaten its existence.” Sound familiar? There are good and bad laws and the bad should be repealed, and every American citizen and our leaders alike are duty-bound to obey the laws of the land. Listen people and leaders! Where is America today, that we find reverent respect for the rule of law? The leaders of 2020 see our founding fathers as obstacles in the way of their progressive agenda. Midwestern State University Spring Honors WICHITA FALLS, Texas (June 11, 2020) - Midwestern State University recognized 1,284 honor students for the Spring 2020 semester. Volunteer Fire Chiefs Seek Commissioner Support

The Fannin County Commissioners Court met Wednesday, June 10, 2020 at 9:00 a.m. for a special meeting to hear budget requests for fiscal year 2020-2021. Criminal District Attorney Richard Glaser presented his proposed budget with an increase in dues for his team of 5 lawyers, and a decrease in witness expenses, court reporter transcripts, and travel allowances. He requested an increase also to give more hours to the two paid assistants scanning and converting old files from the Windom Bank Building, and noted the County and District Clerks may like to use their services when they have finished with his project. Mr. Glaser also brought up his concern over the cost associated with inmate overcrowding at the jail. He would like to streamline the process of moving files directly from law enforcement into the e-filing program Odyssey, and would like to clear out old outstanding warrants earlier than 2010. Mark Briley, Assistant Criminal District Attorney, reviewed for the Court two newer e-filing systems, recommending a contract with Document Logistix. Commissioners Self and Lackey
were skeptical, and asked to be shown direct projected savings the newer program would bring to Fannin County. County Tax Assessor/Collector Gail Young requested moving one part-time employee into a full-time position to combat the increase in boat registrations and titling from the new lake construction. Volunteer Fire Department Chiefs Andy Walker of Ravenna, Michael McComas of Telephone, and C. J. Fillingham of Trenton represented their districts in sharing their appreciation for any funds sent their way, and in sharing their concern that the failure of the County and the Sheriff’s Office to properly cite and otherwise reprimand residents setting illegal fires has set a dangerous precedent, resulting in higher call volume for local departments. The unchecked burning has resulted in higher expenses for the VFDs, which is money they don’t have. Judge Moore read a statement by Indigent Health Care Coordinator Mark DeMay stating his progress one week into his position, and his goals for his department. Mr. DeMay noted there is room in his budget due to his new position’s recent shift
from full- to part-time, and expects a decrease in postage costs as he shifts the system to electronic downloadable forms. He requested a scanner for the office, and business cards. Judge Moore noted a decrease in office equipment as the only change to his budget. Amanda Watkins of the Environmental Development Department requested an increase for office supplies for the Nuisance Abatement and Trash program, and an increase for publishing public notices in the Fannin County Leader. She also requested an increase in her training budget to allow her to maintain and expand her certifications. Bond Supervisor Donna Lester requested a part-time assistant, and a large allowance to accommodate Judge Laurine Blake’s new standard of bimonthly drug testing for those in her office under bond supervision, which at this time totals 85 people. Supervisor Lester rescinded a request for in-house SASSI testing, because she doesn’t feel comfortable or qualified to administer the test. Judge Moore read for Precinct 2 Constable Jimmy Helms, who had no changes to his budget, and Precinct 3 Constable Kevin Mayberry,

Commissioners Hear Budget Requests for Community Support

The Fannin County Commissioners Court met Thursday, June 11, 2020, at 9:02 a.m. for a special meeting to hear budget requests for the fiscal year 2020-2021. Purchasing Agent Michelle Case’s budget requested an increase for a bond but showed a decrease in office supplies and equipment, software maintenance, and printing costs. Larry Standlee, Chair of the Fannin County Historical Commission, reported no change to his budget. Carol Pillars, Executive Director of the Fannin County Family Crisis Center, requested $5,000 to serve victims of crime and abuse. Though the Crisis Center received a generous donation from Dr. Spies’ will, that money is designated for investment, and the Crisis Center is still in need of daily operational funds. Judge Moore read for Paul Chandler of the Veterans Service Office, which showed some decreases but no other changes. Brenda Jeter, the Administrative Assistant of the Fannin County Community Ministries Food Pantry, thanked the Commissioners for their previous support and requested the same funds they received last year. The spread of Covid-19 has left many out of work, and the Food Pantry has seen many new faces, but a little money goes a long way. Greg Pittman, Executive Director of the Texoma branch of Meals on Wheels serving Fannin, Grayson, and Cooke Counties, noted that the amount of funding he receives from the Court has been sufficient to be used as matching funds for programs such as the Texas Department of Agriculture’s Texans Feeding Texans. For every two meals funded by various programs, Mealson-Wheels Texoma funds the third. Mr. Pittman gave an update on operations; though inside dining has not been allowed, a “grab-andgo” program still provides families with food, and the home delivery program is going strong. Mr. Pittman estimated as many as 1 out of 10 seniors in Fannin County has applied for and receives Meals-on-Wheels. Diana Cantu, CEO, and Dale Jackson, CFO, of the Texoma Community Center, announced that this week they were sanctioned as a Certified Community Behavioral Health Clinic, a national accreditation sponsored by SAMHSA, which, Diana Cantu explained, “provides a more integrated model of care,” among other updates. This newer and bigger model will need support from County funds.
Dale Jackson noted that in the past, the Board of Trustees designated a $2 per person asking rate for funding, and though compensation from Fannin County is usually only able to provide a third of this total, the Center is appreciative of any funds they receive. Due to Covid-19, the Center did receive some funding from the Crisis Counseling Program, which can be used exclusively for marketing and some counseling. However, the pandemic has pushed the Center to be more innovative, and develop ways of helping the community through TeleHealth and online. Extension Agents Bethany Aries, Cody Maxwell, and Jessica Richards of the Fannin County AgriLife Extension Office thanked the Commissioners for their financial support and reported no changes to their budget. The office is open, but they are limiting volunteer activity to practice social distancing. More programs should open up through July and August, but for now, local 4-H activity has been greatly impacted by the virus. Network Administrator Dustin Morrow requested a contracted or part-time employee to train as a secondary IT administrator in his department. He noted his travel expenses budget is only enough for very local conferences, but that as many conferences and training programs this year have been shifted to online and teleconference, this may not pose a problem. Mr. Morrow showed 25 requests for new computers throughout County offices, which were left out of the budget last year and which would require a massive increase for this fiscal year. He also requested an increase in dues, which will save money on annual training. Board President Larry White introduced Jennifer Burgess as the new Director of the Open Arms Homeless Shelter in Bonham. Director Burgess announced the Shelter’s opening on Monday, and that there are already 3 residents in the Shelter. She appreciates any funding the Commissioners can assign her. A Shelter is a place where people can find a hot meal, a shower, and a place to wash their clothes. Residents are given background checks and drug tests and are assessed weekly for progress, as the goal is to get them on their feet and moving toward a better lifestyle.
