Many wars have been fought since to protect and preserve this great heritage. In the midst of her many positive things are some ugly flaws that cause deep concern. America is not a perfect Nation. Our beloved country is afflicted with glaring needs. My thought for this week is “What is our greatest need today?” This is my opinion – our greatest need is to experience a spiritual renewal in every facet of our daily life. We declared and gained our independence from England. We must re-declare

our dependence upon Mighty God. We must reestablish our homes on and in God’s Word. The Bible must once again become the manual of Christian growth. We must have church centered communities and we must become again a nation of prayer. We must return in faith to trust Gods power to renew. He built us once. We must call on Him to do it again. We proudly sing “God Bless America”. He can and He wants to! But we must be blessable!!! A spiritual renewal will be enjoyed when and if we resolve one by one to make sure it happens in us!!

This week’s recipe is not a summer recipe, but can be made any time. I am printing this recipe for John Burnett who says he likes anything with apricots in it. I’m thinking you can substitute pecans for walnuts. That’s probably what I will do. APRICOT BARS ¾ cup butter 1 cup granulated sugar 1 egg 2 cups flour ¼ tsp. baking powder 1 1/3 cups coconut ½ cup walnuts, chopped ½ tsp. vanilla 1 (16 oz.) jar apricot preserves Preheat oven to 350°. Grease a 9”x13”x2” baking pan and set aside. In a large mixing bowl, cream together butter, sugar and eggs until well blended. In a separate bowl, combine flour and baking powder. Gradually add flour mixture to butter mixture. Add coconut, walnuts and vanilla. Mix thoroughly. Press 2/3 of dough into prepared pan. Spread preserves evenly over top of dough. Crumble remaining dough over preserves and bake 3035 minutes or until golden brown. Cool in pan on wire rack. Cut into squares. Makes 36 servings. The children can touch, climb on the vehicles, and ask any questions about the vehicles.

Kathy Johnson addressed Commissioners Court in Public Forum on Tuesday, June 11th. “Good morning, my name is Kathy Johnson and I live in Fannin County, Precinct 1 and pay property taxes in Fannin County. I am also proudly married to Fannin County Sheriff, Mark Johnson. I am here to speak to two things. The recent cattle fiasco where the commissioners court became law enforce-

ment officers and slapped the deputies in the face, has opened the eyes to the public on several levels with one being that the Sheriff’s deputies could benefit from binoculars to make seeing ear tags easier. Since you used my tax money to pay the cattle owner hush money, I now ask that each of you 5 members of the commissioners court along with the cattle owner, each purchase a set of binoculars with your own money and donate them to the Sheriff’s office. By Sandy Hood On June 6th, the Bois D’ Arc Lake Zoning Commission held a Public Hearing for the purpose of receiving public comments in regards to the zoning change request made by Jason Weisz and his mother. According to the commission, all land owners surrounding Jason were notified by mail of his request. There was no opposition during the hearing. There was one person that spoke, with a few questions. The Lake Zoning Commissioner approved the recommendation of the change in zoning and referred the matter to Commissioners Court for the final decision. On June 11th, Commissioners Court held a Public

Hearing to hear comments regarding the Change in Zoning Application from the Weisz family. As for the policy manual for county employees that you will be considering today, I offer the following. First I would like to ask that you implement a policy that requires all county employees who will be operating county vehicles to maintain a valid driver’s license. Former Sheriff Foster, which Commissioner Whitlock has praised so highly, had a deputy under his reign with a suspended driver’s license on two occasions. I would also like to ask that you consider a policy that forbids the hiring of felons and especially forbids the hiring of registered sex offenders. From October 2017 until today, the Fannin County Sheriff’s Office has worked 11 cases involving sexual assault of a child, 10 cases of indecency with a child by sexual contact, 12 cases of aggravated assault and 3 cases of child pornography. There was recently a public outcry in the small town of Savoy when a registered sex offender legally moved across the street from the elementary school and I would have felt the same way if I lived there. I grew up on CR 4425 in Fannin County and spent many days playing up and down that road. I rode my

1 Call to Order / Establish Quorum – The regular Commissioners Court was called to order by Judge Moore on Tuesday June 11, 2019. A quorum was established as all commissioners and the judge were present. 2 Invocation – Invocation was given by Rex Jackson, Associate Pastor of Music and Discipleship at Boyd Baptist Church. 3 Pledges – Pledges to the U.S. and Texas flag were led by Rex Jackson. 4 Public Forum: • Mike Nejtek –Stated the following, “3 weeks ago Commissioner Lackey informed the courtroom that commissioners can’t answer questions asked in Public Forum. Commissioner Lackey also informed the courtroom on the proper procedure for initiating dialog. That procedure is to be placed on the Court Agenda. 2 weeks ago, I was on the court agenda and addressed several issues with Commissioner Lackey. Last week, I submitted the appropriate form, on time, to be placed on the agenda for today. As you can see, I’m not on the agenda today. Based on the fact that I’m not on the agenda, I’ve come to the following conclusions. Commissioner Lackey doesn’t want me to ask questions. Commissioner Lackey doesn’t represent the citizens of Precinct 4. Commissioner Lackey represents his own agenda. These conclusions are somewhat validated when, 2 weeks ago, Commissioner Lackey stated a quote we are all too familiar with, ‘At the end of the day, the commissioners have to make the decision.’” • Walt Goodwater spoke about agenda item # 12 from last week (reimbursement of Estray fees to a Fannin County resident) and stated that he thought that the court did the right thing. He commended the court for listening to a citizen and helping her out. He went on to say that he believes that the deputy, the sheriff and the wrangler were all doing their duty, as he believes the court was doing also. Motion carried. 10 Discussion, Consideration and Action to approve Bar D Ranch Estates Final Plat – Commissioner Precinct 2 – Commissioner Self made a motion to approve, excluding the roads, until 1 year after they are built to make sure they are up to par. Commissioner Magness seconded. Motion carried. Commissioner Self added that this is between 1553 and Highway 78, on the northeast side of Leonard. This is another subdivision going in. 11 Discussion, Consideration and Action to approve the updated Fannin County Employee Handbook, final revisions made on 05/30/2019 after Commissioners Work Session – County Judge – Commissioner Magness made a motion to approve. Commissioner Self seconded. Motion carried. Commissioner Lackey added that this handbook is just guide-

lines. Elected officials do not have to follow it to a tee. They can make it more or less strict. The only time they have to follow the rules, is if it costs the county money. 12 Consideration and action to approve Fannin County Auditor’s monthly reports for May 2019 County Judge for County Auditor – Alicia Whipple reported that as of May 31, 2019; Income received has been $15,195,791.23 which is 55% of budgeted revenue received and Expenses have been $11,630,384.04 which is 45% of budgeted expenses. Commissioner Lackey made a motion to approve the report. Commissioner Self Seconded. Motion carried. 13 Consideration and Action to approve payment of bills – County Judge for County Auditor – Commissioner Whitlock made a motion to pay the bills. Commissioner Magness seconded. Motion carried. 14 Comments by County Commissioners and County Judge: • Commissioner Whitlock stated that his name has been brought up in court the last 2-3 weeks and he said that he was going to stand up for himself, the other commissioners and Suzanne Stowe. He stated that people come up in public forum and smear their names and call them out in court and then they cannot comment. He then referred to a video that is floating around about Sheriff Johnson and Suzanne Stowe. • Commissioner Self thanked everyone for being presen. He enjoyed seeing the crowd and seeing that people care. He stated that they want to do what is best for the county, do what is right and build each other up. “Let’s work together and make this county the best that we can.” • Commissioner Magness agreed with Commissioner Self, that we all have to work together. He stated that all the commissioners try to see everyone’s view point as well as their own. They are elected to serve the people and that is what they do. • Commissioner Lackey thanked everyone for being present and reminded everyone about the courthouse ground breaking ceremony at 11:00am. People will be allowed to tour the inside today. It looks like a disaster right now, but there will be a huge difference when it is completed. He was over in Turner Construction’s office in Bonham yesterday and they have

more administration there now, they are really trying to put forth the effort to get this done (actually get it back on schedule and they are confident that they can). The cleaning is really taking off and it is going to come clean. They will take toothbrushes and other things to get the really fine, fine stuff off. Frontier thinks things are going well, better than expected. The 90 some bids are being weeded through. The concrete band around the top of the courthouse has to come off. Fences are going to be moved back out to the streets so there will be a larger work area. Lackey then thanked everyone for attending. He said that all the decisions that they make are not going to satisfy everyone and it is just the way it is. • Judge Moore referred to scripture; Psalms 133: We need unity. We are not going to have unity as long as we are speaking against each other. We have to learn how to treat each other just like we want to be treated. He shared his appreciation for everyone who attended.

Photography Exhibit Entry is Open to All

Each year, the Creative Arts Center sponsors a Photography Exhibit, usually in the month of June. This year is no exception and entries are now open for the exhibit. Anyone may enter - membership in the Creative Arts Center is not required, though members may enter at no charge and non-members must pay a fee of $25 per person. Up to three photographs may be entered and all entries must mounted or framed and be wired for hanging. Entries close at noon on Thursday, June 20. There is no theme to this exhibit and no size minimum or maximum, though Creative Arts Center Executive Director Lisa Avila points out that sometimes bigger is better. “Larger photographs, if they are clear, colorful and well presented, often have a greater impact on the viewer for many reasons, not the least of which is that the photo is easier to see,” Lisa said. “Though

matting and framing is advised, even dry mounting a photo on board or foam core can still be an attractive way to present a photograph and is easier for those on a budget.” Youth entries are always encouraged and there is no charge for youth and students to enter any exhibit at the arts center. Entry forms can be found online or picked up at the center, located at 200 W. 5th Street - one block west of the Bonham Square. Any photograph may be offered for sale and the gallery commission is only 20%. There will also be a “People’s Choice” award during the official opening for the exhibit June 21 at 6 PM during the Tapas Dinner, Concert and Wine Down. The winner of the People’s Choice wins a cash prize. Tickets for that event are $15. The Photography Exhibit runs from June 21 through July 27. Funeral Services for Verdell (Dell) Chaney, age 91 of Bonham, TX were held on Wednesday, June 12, 2019 at Bois D’Arc Creek Cowboy Church, 3301 TX-121, Bonham, TX, under the direction of Wise Funeral Home. Pastor Kevin Lane officiated. Interment followed at Arledge Ridge Cemetery in Bonham, TX. Verdell passed away on June 10, 2019. She was born August 26, 1927 in Cooper, TX to Elijah Alfred Jones

and Cordie Lee Akard Jones. Dell married Arthur Tobias (A.T.) Chaney, Jr. on June 18, 1948 in Bonham, TX. After graduating high school in Gober she worked at Reeves Printing Company as a proofreader, as a secretary for First Methodist Church, and later Dell worked as an Aide at Bailey-English school in the 90s, where she started and ran the computer lab there. One of her greatest loves was to cook for her family and friends. She always made sure she attended her kids and grandkids events over the years. She was affectionately known as “Giggy” to those who loved her most. Verdell was preceded in death by her parents, Elijah Alfred Jones and Cordie Lee Akard Jones; sisters, Mozelle McBrayer, Lillian Hawkins and Lucille Carver; brother, Caldwell Jones; daughter-in-law, Marilyn Chaney. Surviving are her husband of 70 years, A.T. Chaney, Jr.; three sons, Arthur Chaney, Robert Chaney and Reba Dawson and Jerry Don Chaney; six grandchildren, Brandon and Cole, David Flippo, Kristie Flippo, Beth, Jessica, Josh, Ashey, Brittany and Nathan; several great-grandchildren; a number of great-great grandchildren; three sisters, Inell Donohoe, Elizabeth Vleck and Helen Marchant; and a host of nieces and nephews. Red River Hoops Student Athletes Receive College Scholarships 5/21/19

By, Emma Thornton of Wolfe City high school, varsity starting center of Elite Sports Exposure girls basketball team. Red River Hoops Association is a non-profit organization based in Windom, TX. We offer basketball for kids all over the tri-county area at no cost. We hold Angels Basketball every Sunday for special needs children, preparing them for Special Olympics. We have hosted over 200 free basketball clinics this year along with many organized games for our student athletes. We also mentor our athletes, assist in academic tutoring and much more, all in a safe environment. Red River Hoops receives no grant monies or government funding to sustain our operation. We operate solely on donations received from sponsors, local businesses, fundraisers and caring individuals in and around our community who believe in the value of the program and the benefit it provides to young, aspiring athletes. No one in our organization is a paid staff member and all programs are overseen and staffed by volunteers. Since

2017, nine athletes, who have been members of Red River Hoops, have received offers from various colleges to play basketball. All of our athletes, who have aspired to play college basketball, have been offered at least one college scholarship to play basketball. In 2017 and 2018, athletes who signed with colleges are Tobi Jones (Crowley’s Ridge College in Arkansas), Paige Granstaff (Cowley College in Kansas), Wyatt Dolberry (University of Colorado in Colorado Springs) and Diavian Shaw (Cowley College in Kansas). This year’s 2019 graduates are Josh Ukpe, who has signed with Southern Arkansas University, Melanee Lewis, who is scheduled to sign with Oklahoma Wesleyan University, Jordan Brakes, who will be signing with Hesston College in Kansas, Jaden Stevens, who is scheduled to sign with McPherson College in Kansas and Bobby Marshall, who has received an offer from McPherson College but is currently undecided. Jeffrey Lynn Smith, 58, of Oak Ridge, Texas died on Sunday, June 9, 2019 in Paris, Texas. Robert Milton officiated, Clint Norwood served as eulogist, and Tom Wishard and Ryan Turner led congregational singing. Interment followed in the Oak Ridge Cemetery. Jeff was born on October 5, 1960, the son of John Arthur and Carol Rattan Smith of Oak Ridge. He graduated from Fannindel High School in 1979 where he participated in FFA and played football. He attended Grayson Junior College and Paris Junior College. Jeff was a lifelong resident of Oak Ridge, a faithful member of the Oak Ridge Church of Christ, and a former member of the Windom Lion’s Club. In addition to his parents, Jeff is survived by his sisters, brother, sister-in-law, and brother-in-law, Jackie Shelton of Waxahachie, Michele Smith of Sulphur Springs, Cindy and Marty Kueckelhan of Bonham, Stan Smith of Dallas, and Leasa Baxter of Oak Ridge. He is also survived by his nieces, nephews, and spouses, Blair Shelton, Jared Shelton, Shannon and Jackie Thomas, Jennifer and Colt Compton, Quincy Kueckelhan, Brad and Kaylea Baxter, and Brian and Krista Baxter; great-nieces and great-nephews Grady Compton, Conley Compton, Bryce Baxter, Lane Thomas, Aubrey Thomas, and Haynzli Kueckelhan; and special friends Penny Holloway Muecke and Albert White. It was the first formal letter written to King George III asserting that the 56 delegates to the Second Continental Congress representing the 13 colonies had declared themselves the “United States of America”. Congress endorsed and approved the Declaration of Independence on July 4, 1776. The Declaration of Independence proclaimed that the 13 colonies were now a sovereign, independent nation and was no longer under the rule of the British Empire. The Continental Congress rejected the right of the Parliament of Great Britain to govern them without representation among other issues. The “declaration” appeared to be of little concern to King George and our British “cousins” but our forefathers made believers of them………the American Revolution War lasted for 7 (+/-) years (1775-1783/4). Our forefather’s gave-up life and property to sustain the beginning of the greatest nation of democracy known to mankind. Now 243 years removed modern day America is plagued with chaos controlled by misguided dissidence. However, people are returning to the culmination

of political principles that made America great, the very foundation from which it stands, ”one nation under God” sustaining the “laws of nature” as they were intended. As a reminder: “When, in the course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume, among the powers of the Earth, the separate and equal station to which the laws of nature and of nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation. We hold these truths to be self-evident: that all men are created equal; that they are endowed by their creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness; that, to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed; that whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to affect their safety and happiness.” So it was written…….. so it shall be done…….. and so it shall continue…….……… GOD BLESS, AMERICA.

A Tax Abatement Agreement with PHC Development was announced that the Honey Grove City Council’s June 10 meeting. PHC Development is the company that is constructing the boat storage and RV park east of Honey Grove. Under the Agreement, PHC Development will receive City property tax abatement for 6 years - 100% for the first 2 years, beginning with the 2019 tax year, and for the next 4 years 80%, 60%,

40% and 20%. This agreement does not apply to Honey Grove ISD or Fannin County property taxes. It was remarked that the development is way behind schedule because of the rains. Although the dollar amount of the tax abatement will depend on the property appraisal by the Fannin County Appraisal District, at the meeting Alderman Thad Weems calculated that amount over the 6 year period as around $42,000.

WINNERS OF THE CONSERVATION Texas NRCS Program Sign-up Available in 30 Counties to aid Bird and Wildlife Conservation Efforts on Grassland Prairies

The Fannin SWCD is proud to announce the winners of the Essay and Poster Contest for 2019. Our theme for the contest this year was “Life in the Soil”, dig deeper! Alondra Barco placed 1st in the district senior essay contest and 1st in the Area V district. Alondra is a student in Dodd City ISD in Mr. Melton’s Biology class. She lives with her parents and one brother and three sisters. She likes to help on the ranch and really likes animals and likes to travel. 2nd place winner was Chase Lyde and 3rd went to Sonora Wild. Alondra Barco receives her Area V plaque from Fannin Soil and Water Conservation District Secretary Mary Jane Godwin. Her essay will compete in the state essay contest and the winner of that contest will be able to attend the State Directors Meeting in October and receive the state award. In the junior division of the essay contest, the winners were; 1st place, Christina Tran, 2nd place, Breezy Jenkins and third place went to Cash Crossland.

The poster contest was won by Caylee Mills, 2nd place, Breezy Jenkins and 3rd was Christina Tran. They are also in Dodd City ISD. The essays and posters were out-standing this year and we look forward in the future to see more good work from the students of Fannin County. They all received a monetary prize and everyone received a Shurmard Oak Tree seedling and a participation certificate.

Area V Conservation Winners

The Fannin Soil and Water Conservation District was honored to have Two First Place winners in the Area V Conservation Awards for 2019. The winners of the local conservation contests are entered into the Area V Awards contests, which includes 41 conservation districts. The first place winners in the area are then entered into the state awards contests. The Brandt Family Ranch placed first for Wildlife Conservationist. David Brandt receives his plaque From J.C. Matthews, board member of the Association of Texas Soil and Water Conservation Districts.

Our District Essay contest winner for the senior division, Alondra Barco, Dodd City ISD took first place in The Area V contest. She and her family was not able to attend the ceremony. Attending the Area V Awards Banquet in Dublin, from Fannin County was David Brandt and his wife Pam, Vice Chairman Ronny Hart and his wife Marilyn, District Secretary Mary Jane Godwin her sister, Judy Price and Kalissa Garland with the NRCS.

Hagerman Refuge Wildlife Tour

The Fannin Soil and Water Conservation District, USDA-NRCS sponsored a tour of the Hagerman Wildlife Refuge last November thanks to the Lennox Foundation Grant. It was a very successful and educational tour.

We learned about the history and operation of the refuge, it was established in 1946 on the Big Mineral arm of Lake Texoma. It consists of about 12,000 acres, it is home to wildlife and birds, wildflowers and prairie grasses. We took a bus tour of the refuge and saw lots of water fowl wintering at the refuge, beautiful geese, ducks and a bald eagle. We toured the Pollinator Garden after the program on pollinators and receive lots of tip on what to plant in our yards to help out the all-important pollinators. We also enjoyed a presentation by Marion Heffley about her experience attending the Bobwhite Brigade Camp last summer, it is a wonderful program for young people who are interested in learning more about wildlife. The refuge offers many educational programs, and a wonderful opportunity for photography, fishing, hunting and hiking. If you have not been to the refuge, it is one of the treasures of north-central Texas, please take a day and go visit. You will definitely want to return.

TEMPLE, Texas, July 23, 2018—The USDA Natural Resources Conservation Service (NRCS) is accepting Environmental Quality Incentives Program (EQIP) applications as part of the Regional Conservation Partnership Program (RCPP) efforts supported by the Oaks and Prairies Joint Venture (OPJV) – Grassland Restoration Incentives Program (GRIP) Partnership. This special RCPP-GRIP EQIP initiative is open to production acreage applicants in 30 approved Texas counties that represent high priority opportunity areas for bird and other wildlife conservation efforts. The counties are: Archer, Austin, Baylor, Callahan, Clay, Colorado, Delta, Dewitt, Edwards, Ellis, Fayette, Fannin, Gonzales, Hunt, Karnes, Kinney, Lamar, Lavaca, Montague, Navarro, Real, Red River, Shackelford, Stephens, Throckmorton, Uvalde, Val Verde, Washington, Wilson, and Wise counties. The application deadline is August 24, 2018. All applications must be received by NRCS field offices by the deadline date to be considered for this funding cycle. The EQIP assists landowners and producers who voluntarily implement conservation and management practices aimed at improving the conservation elements of their agriculture and grazing lands. “This RCPP offers a valuable opportunity to work with our partners on the ground across vital grasslands wildlife habitat,” said Texas NRCS State Conservationist Salvador Salinas. “Through this national initiative, approved agricultural producers and forest landowners can receive financial assistance for actively managing, maintaining, and expanding conservation activities like brush management, herbaceous weed control, and pollinator habitat – all while maintaining active agriculture production on their land.” Jim Giocomo, coordinator of the OPJV, said: “We are excited to be working closely with Texas NRCS and our many OPJV partners to address the decline of grassland bird populations. Restoring and managing our grasslands in a healthy manner is not only beneficial for birds and many other wildlife species, it often is vital for keeping the land productive and profitable.” All interested and eligible producers in the focal counties are encouraged to apply. Conservation All Year Long

The Fannin Soil and Water Conservation District is busy all year long, getting Conservation information to the public. In October we start our tree sales fundraiser in conjunction with the Fannin 4-H Clubs and the Bois D’ Arc Master Gardeners. We start taking orders in October through December. This year was a very good year for our tree sales, we sold more trees than normal. The proceeds from this sale funds educational programs for the citizens of Fannin County. The last week of October is always the State Directors meeting, this past year it was held in Fort Worth. New board member A.W. Cunningham, District Secretary Mary Jane Godwin and daughter Kathi attended the convention. We always learn about new programs and changes in the programs, celebrate the Conservation Award Winners and look forward to the State FFA Speech Contest winner give their speech. March 5 the SWCD and NRCS held a Local Work Group Meeting to canvass producers about the concerns that they have that need priorty funding.There was 25 present. On April 26, 2019, in conjunction with the National Resource Conservation Service, the Agri-Life Extension office and the Fannin SWCD a Brush Management Seminar was held at Fannin Lake in the meeting lodge. A large crowd showed up to learn about native plants, good and bad. Manageing ecosystems and a demonstration for brush mulching. The lunch was furnished by a grant from the Lennox Foundation to the Fannin Soil and Water Conservation District. Everyone was so pleased to be able to utilize the Lake Fannin area. Historical Courthouse Groundbreaking Ceremony

By Sandy Hood Tom Thornton with the Fannin County Historical Commissioner (FCHC) led the ceremony and introduced speakers. He shared how Malinda Allison and Larry Standlee were responsible for putting the entire program together. Judge Moore welcomed the crowd and stated that it has taken many people with a dream to make the restoration project a reality. The Fannin County Historical Commission has done an outstanding job at keeping the project on the front burner. Dana Coker, Senior Pastor of the First United Methodist Church of Bonham blessed attendees with the invocation. With strength in her voice, she prayed that the building be more than just a building,

that it be a place of justice, a blessing to the community and a place that will glorify God. Commissioner Lackey introduced important people that were present. He stated that this project was in the works back when Judge Henderson was in office and he acknowledged former and present judges and commissioners that had the foresight and knowledge about filling the paperwork out and performing tasks that got the project started. Tom Thornton spoke about how the restoration process did not start with the bond election. He said that it started 12 years ago and that there is one person that has lived every moment of these 12 years, and knows more about the courthouse than anyone in the crowd, that person is Barbara Mc-

Cutcheon. Barbara said, “It has been a long road to get here.” As with most things, she said it all began with a conversation. She and Allen Rich were talking about the courthouse needing a lot of help and he suggested that she go to Commissioners Court and ask if they could apply for the Texas Historical Commission’s Courthouse Restoration Grant. She said that in 2007, with all the support of all Fannin County communities, they applied for the grant and received emergency funding to have plans and specifications completed. Barbara went on to say, “Fast forward to July 2016, the Texas Historical Commission provided funding of more than 5 million dollars. The county judge and commissioners believed that the citizens of Fannin County should be included in the decision to restore the courthouse. Another $12.5 million in bonds was needed and the goal was reached without raising taxes. Continued See Groundbreaking on page 16

He presented a certificate to Judge Moore. Judge Moore closed the ceremony stating that the courthouse is more than stone and concrete, and the county has so much more to offer. He encouraged everyone to quote a scripture with him; John 3:16 – For God so love the world that he gave his only begotten son, that who so ever believes in Him should not parish but have eternal life. He then went on to talk about the last word in that scripture; life. There is no life in concrete or stone, but there is life right here in front of me. Referring to another scripture, he encouraged everyone to live their life wisely and asked, “What are you doing that is wise in God’s eyes?” He shared that he will be excited to see the courthouse finished, but he will be more excited to see what life goes on inside it. “How are we in helping and ministering to people? Not just in the courthouse, but in the whole county.” He thanked everyone for being present to support the project, but told them it was more than that; it’s the people around you. In a final closing moment, we all joined hands as Judge Moore prayed over everyone who attended and the courthouse. Reps. Ratcliffe, Himes Introduce Bill To Punish Election Interference

WASHINGTON – Reps. John Ratcliffe (R-Texas) and Jim Himes (D-Conn.) introduced a bipartisan bill today to establish election interference as a federal crime. The Defending the Integrity of Voting Systems Act would make it a federal crime to hack any voting systems used in a federal election. According to the Justice Department, current federal law doesn’t directly apply punishments for hacking voting machines that aren’t connected to the internet. “It’s not enough to speak out against hacking our voting systems, but then do nothing to actively deter it. We must ensure that those who attempt to interfere in

our elections will face strict punishment for their actions. This isn’t a partisan issue. It’s about protecting each American’s right to vote and have their vote count,” said Ratcliffe. “I’m grateful to be working across the aisle with Representative Himes on legislation that will help us protect our country from the threat of future attacks on our electorate.” “Every day, our geopolitical rivals are working to infiltrate and interfere with our electoral process,” said Himes. “If we’re not thinking of ways to protect our systems and deter attacks five, ten, fifteen years in the future, we risk falling behind and losing our substantial

technological advantage. This bill will expand the Computer Fraud and Abuse Act, a move the Department of Justice Cyber Task Force has identified as a priority, to prohibit hacking of voting machines. The Bonham Economic Development Corporation (BEDCO) followed in the footsteps of Bonham’s largest private manufacturing employer – Clayton Bonham - in matching Clayton’s earlier $300 contribution to the Bonham Public Library (BPL) for the 2019 Summer Reading Program. In a Thursday afternoon check presentation fittingly held at the entrance to the Children’s Area of BPL BEDCO’s Board President Emily Porter presented a check in the amount of $300 to Library Director John Hayden. Porter observed “with record unemployment

of just 2.3% in Fannin County it is essential that BEDCO join with our existing employers in investing in a variety of workforce sources for both the near and longterm economic vitality of Bonham and central Fannin County.” BEDCO’s check matches an earlier contribution by Clayton Bonham. Hayden thanked Ms. Porter for BEDCO’s investment in our “Future Workforce” and support of the Bonham Public Library’s 2019 Summer Reading Program. Game Warden Field Notes

1/1/19 Live Feed Leads to Poaching Arrests A Liberty County landowner alerted game wardens of evidence someone had been poaching on his property near Dayton. The wardens set up a live feed, motion detection security camera at the location so they could receive real time cell phone notifications should the suspects return. Within a week, wardens got an alert and via the live video feed observed two individuals on the property carrying rifles. The wardens drove to the scene and arrested both subjects, who admitted to hunting hogs and rabbits on the property without landowner consent. Both were arrested and transported to the Liberty County Jail for booking. And Space for 15 Webb County game wardens were on patrol when they spotted a late model Ford Expedition that failed to maintain a single lane of travel and appeared to be loaded down in the rear of the vehicle. The wardens followed the vehicle and conducted a traffic stop at which time approximately 15 people bailed out and started running. The wardens were able to apprehend the driver and six subjects. agents arrived on scene and were able to track down three more individuals who. The driver admitted to being paid $200 to drive the individuals to San Antonio. All subjects were turned over to Border Patrol and the driver was arrested on third degree felony human smuggling charges. No Cell Signal On the evening of May 4, a Williamson County game warden was patrolling near the Lake Granger spillway when from a distance he observed a couple taking turns using a cast net in the San Gabriel River. The male pulled out three catfish and put them in a white ice chest. When the warden saw the female walk toward the parking lot, he drove down to the spillway and made contact. Upon seeing the warden approaching, the female immediately tried calling someone on her cell phone but was unsuccessful due to poor reception. Asked if she was fishing, she said no, just walking her dog. After letting her know he had seen her and her male companion in the middle of the river using a cast net, she confessed. The warden also asked if she was attempting to tip off her friend, and she confirmed that as well. They were both cited for no fishing license and for illegal fishing means and methods. Civil restitution is pending. Something Very Fishy Here On April 7, a Delta County game warden received a phone call stating five men were using two cast nets to catch game fish at the Cooper Lake Spillway. The suspects’ vehicle was located by a State Parks peace officer at a gas station in Cooper. Upon arrival, the game warden found the suspects to be in possession of 197 game fish. Species included hybrid striped bass, white bass, crappie, and catfish; 29 fish were undersized and only one of the five men had a valid fishing license. The suspects were in possession of two cast nets and three fishing poles but no hooks or tackle. Charges pending.

Frognot Water Supply Corporation (Petitioner) filed an application with the Texas Commission on Environmental Quality (TCEQ) to convert Frognot Water Supply Corporation to Frognot Special Utility District of Collin, Fannin, and Hunt Counties. DC baseball puts four on 12-2A’s first squad

First-team selections included sophomore Brayden Vaught at pitcher, junior Zayne Kennon in the infield, junior Alec Simpson in the outfield and sophomore Aaron Munger as a utility player/designated hitter, after the Hornets finished as the 12-2A runner-up, adBy Rich Hilliard WINDOM -- In some ways, Jaden Stevens has made The Woodshed in Windom his second home. The 2019 Dodd City graduate chose to spend many of his free hours while in high school there -- once the home basketball gym for now-closed Windom ISD. “You hear stories about the work ethic of Michael Jordan and Kobe Bryant,” said Michael Granstaff. “Jaden would start [practicing] at 4 a.m. here and stay until 7 a.m., and come back after his [high school] practice and work here until 10 p.m., for four years.” Granstaff recounted the observation after serving as Stevens’ Elite Sports Exposure basketball coach since eighth grade. Additionally, he also

Fittingly, the gym served as the site for Stevens’ June 10 announcement regarding where he will extend his basketball career for the next four years -- Kansas’ McPherson College of the National Association of Intercollegiate Athletics -with his coaches, family and friends on hand. “It feels amazing,” said Stevens. “I did some research and found that only three percent get to play in college. “I am blessed and honored to get to play,” he said. “Out of all of my visits [to colleges], McPherson

made me feel most welcome and welcomed me with open arms. “I felt like part of their family already.” The extension continues a basketball career for Stevens which at Dodd City ended last February with the Hornets’ first boys basketball district title since 2011 as well as their thirdconsecutive postseason and area-round advance. Stevens led Dodd City last winter to a 14-game undefeated 23-1A title, garnering the district most valuable player award and all-region notoriety from the Texas Association of Basketball Coaches. As a junior, Stevens received the defensive superlative in the previous district alignment for Dodd City.
