Bonham Police Chief, Andrew Hawkes stated, “If we have a 911 call to a residence and we cannot get in, the only option we have is to go through a window or break down a door. This is a costly expense to the resident. The new Senior Lock Box Program will enable us to protect our senior citizens with no damage to their homes. Bonham PD will install the lock box free of charge. The senior homeowner just provides us with a spare key. This is a small price to pay to ensure that the senior population is being taken care of and looked after and we are happy to serve them with this new program.” Starting Monday, July 1st Bonham homeowners aged 65+ will be eligible to apply to have a lock box installed by the Bonham Police Department. Please note that a resident younger than 65 years of age with a major medical issue that could render them incapacitated or unconscious may also be considered. FC Commissioners Court - The Search is on for a County Clerk

Tuesday, June 11, 2024, Fannin County Judge Newt Cunningham called to order at 8:40 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. A Public Hearing proceeded for the following:

2. Hear comments regarding adding LC, Lake Commercial, to the zoning districts in the Bois d’Arc Lake Zoning Regulations: After reading this agenda item, Judge Cunningham asked if there was any present wishing to make comments on this. There were none.

3. Hear comments regarding a change in zoning application for two lots on County Road 2670 in Telephone, Property ID# 82622; from A&R, Agriculture and Ranching District to RE, Rural Estate Single-Family District: Same as item 2.

4. Hear comments regarding a change in zoning application on FM 897 in Dodd City, Property ID# 131451; from RE, Rural Estate Single-Family District to LC, Lake Commercial: Same as item 2.

5. Hear comments regarding Special Exception application on County Road 2900 in Dodd City, Property ID#s 110544 and 126177; reduce road frontage from 100’ to a minimum of 40’ on cul-de-sacs and curved roads: Same as item 2.

On the same day, after noting that Quorum was established, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. An Invocation was led by Pastor Ricky Granstaff of Ravenna Baptist Church. Pledges were led by Major James Manis, Retired.

4. Introductions: Judge Cunningham welcomed Republican Chairperson Melanie Grammar to the court who in turn recognized Republican Precinct 4 Chair Karen Butler, Precinct 5 Chair Diana Young, Party Secretary Debbie Gove, Vice Chair Darren York and Precinct 19 Chair Violet Spell.

5. Public Forum: Melanie Grammar then spoke to address questions from constituents who have been calling her to inquire as to when recently elected officials would be taking office. Citing the government election code, she explained why those candidates who won their respective races would be taking their office seats on January 1st of the year following the general election for state and county offices.

6. Approve payment of bills – County Auditor: Fannin County Assistant Auditor Sherry Zindars noted the bills were $303,405.89 with payroll being $383,162.08. A motion to approve was made by Commissioner Magness with Commissioner McQueen seconding the motion which passed.

7. Approve minutes from 03/26/2024 (R) and 04/09/2024 (R) – County Clerk: A motion to approve was made by Commissioner Magness, seconded by Commissioner Kopf and the motion passed.

Discussion regarding NTMWD / County Community Park at Bois d’Arc Lake – County Judge: Judge Cunningham led a discussion on a discussion he had with Billy George of North Texas Municipal Water District regarding a promise made for a recreational park at Bois d’Ark Lake. He noted those plans are being discussed and it is something the county will be pushing for. DISCUSSION, CONSIDERATION AND ACTION ITEMS:

Approve releasing the following Securities with Legend Bank – County Treasurer: After Comments from Fannin County Treasurer David Woodson on how this is pertaining to the previous decision to move around county money (interest revenue) and a brief discussion ensued, a motion was made by Commissioner Magness to approve with Commissioner Self seconding the motion which passed.

15. Approve payment source for temporary seasonal worker under Facilities Coordinator –County Auditor: Fannin County Assistant Auditor Sherry Zindars explained this was just a matter of approving payment from professional services account for this previously approved personnel decision. A motion was made by Commissioner Magness to approve with Commissioner McQueen seconding the motion which passed.

16. Approve payment source for Independent Contractor approved to perform reviews on OSSF septic designs for Authorization to Construct (ATC) permits – County Auditor: Ms. Zindars explained how this was like the previous item with the need to move money out of contingency to professional services for payment. A discussion ensued that included statements on how fees paid in to the Developmental/Environmental departments should be going towards replenishing budget monies paid for this position. A motion was then made by Commissioner Self to approve with a line added in the budget for the payment. A brief discussion ensued for clarification purposes with Commissioner McQueen seconding the motion which passed.

17. Discussion and possible action regarding Belle Vie Phase I in Honey Grove; alternative sewer option while waiting on the final TCEQ permit to be approved – County Judge: President and Founding Member/Engineer of reUse Innovations, Randall Nelson, attempted to convince the court to approve the temporary alternative sewer option of “pump & haul” while developers of the Belle Vie Phase I, Josh & Ashley Eckel wait for the TCEQ permit for the high tech waste water treatment system designed by his company. After going over the history & qualifications of his company, Mr. Nelson described the concept of the system and explained why he was confident that TCEQ will be issuing the permit for the system. Until that time however, he noted they would like to use the alternative option of having sewage pumped into a septic tank truck and hauled to a facility in Greeneville with whom they have an agreement in place to receive the sewage. A lengthy discussion ensued then between Judge Cunningham, the Commissioners, Mr. Nelson, Josh & Ashley Eckel, Civil Engineer for Belle Vie David Gregory and Fannin County Development Services Director Di Hopkins. Two county residents made comments with Citizen Carolyn Rogers first noting that her expertise in real estate would require her to advise any client of hers to not purchase a lot until a permanent, approved sewage system was in place and with Citizen Diana Young suggesting a buyer fully informed of the existing situation, should be able to assess the risk for themselves. The discussion concluded with Judge Cunningham explaining that the developers were welcome to start putting in infrastructure but without an approval coming from the county’s consultant, Alan Hendrix with Freese & Nichols, he would not be in favor of the sale of the much less than an acre lots, to be allowed until a TCEQ permitted waste system was in place. To enable more research and discussion on this before any action is taken, Commissioner Magness made the motion to table this for a week with Commissioner Self seconding the motion which passed.

18. Discussion and possible action regarding the appointment of a Fannin County Clerk – County Judge: Judge Cunningham explained that chairpersons from the two political parties would be involved in the selection of the person who would temporarily fill the position of Fannin County Clerk in order for that person to be placed on the ballot for the November election and thus stand the chance of being voted to continue in office, in the interest of continuum. Melanie Grammar came to the podium and explained how she, Judge Cunningham and Democratic Chairperson Bill Roberts met to discuss how to proceed. She expounded on the complexities of the law involving elections and the duties expected of a County Clerk as well as duties that can be covered by an Election Supervisor (currently Gaylon Bennet) before including him in the conversation. Judge Cunningham discussed the sensibility of there being a separate Elections Administrator with Ms. Grammar agreeing with him. At the conclusion of their discussion, a motion was made by Commissioner Self to allow the County Chairs to interview candidates for the temporary position of County Clerk and present to the court, the top four candidates they would like to be on the ballot for the court to appoint from, and to split the position of County Clerk and create a position of Elections Administrator. Commissioner McQueen seconded the motion which passed.

Lawsuit Against Landowner and Wind Turbine Company Proceeds

Lease signing landowner sued by neighbor

For immediate release-Stop Fannin-Lamar Wind— June 10th, 2024 — On Thursday, the 6th of June, the first lawsuit filed in the 336th District Court against one of the landowners signing a wind lease-and the wind landman, Cielo Wind, received its first hearing.

The plaintiffs bringing the suit for destruction to property value and loss of livelihood under Texas’ nuisance law successfully defeated the motion to dismiss brought by defendant’s counsel; clearing the case to be added to the trial calendar.

This is an important first step to hold landowners personally responsible for the effects of bringing offshore-size, 800 foot high Industrial Wind Turbines into Fannin and Lamar county communities and in close proximity to homes and businesses. “Nobody has a right to deprive their neighbors of a substantial proportion of the value of their home and property, or of their business, by any action-and certainly not under cover of ‘property rights’.”, said Chris Wilson, Fannin County landowner and member of a local group working to raise awareness of the runaway, so-called “green” development being fueled by subsidies from Washington, D.C. “It is a fact that American homeowners have an average of 45% of their net worth tied up in their primary residence, and that these same landowners stand to lose 25-30% of this property value with turbines being sited next door. In this case the plaintiffs would suffer from the double whammy effect of also losing their established aviation electrical maintenance business that is operated from an airfield on their property. With these companies unwilling to work with residents who don’t want them nearby, and our elected officials working too slowly to help us here, their only possible path was to go to the courts for relief to protect their own property rights.” Local Group Responds

The group formed 2 years ago to fight this proposed development, Stop Fannin-Lamar Wind (www.0windfarms.com), and numbering 1000+ local residents provided this further statement:

“We were heartened to see this motion to dismiss denied, as we believe that once a jury gets to hear this and the other cases being filed-the landowners that contemplate signing leases will see that this is not “free money”. The impacts to residents being taken advantage are devastating-all so that just a very few local landowners and foreign developers can make some money as they continue to colonize Texas with these projects. We believe that any jury will side with those most affected, and uncompensated. Property rights are also equally held by people such as this business owner, and courts have long stepped in when the activity of one landowner has this much impact to their neighbor. We look forward to the success of this lawsuit-and the others coming from other landowners and businesses that will be affected.”

Dismissal Motion

The law firm for the landowner and landman answered the lawsuit filing with a request to throw out the suit, asserting that nuisance lawsuits in Texas are supposedly not actionable, and that because the project isn’t being built yet-that no damage has occurred. Plaintiff’s counsel successfully made the points that the mere threat to build, being publicly advertised, was already having an affect on property values and the plaintiff’s business that needed to be stopped-and that indeed these types of claims have a basis in Texas case law. The motion was denied, and this case now will go to trial.

pan and set aside. Cut the sliders or buns in half and set the tops aside. Place the bottom half of the rolls in prepared pan and spread with pasta sauce. Top each roll with the pepperoni slices using as many as desired. Slice the fresh mozzarella into 12 slices and place a slice on each roll. Place top half of rolls back on top. In a small bowl combine the Parmesan, melted butter, garlic powder, basil and oregano. Spread over the tops of the rolls. Cover with foil and bake for 20-25 minutes. Remove foil and bake for an additional 5 minutes. Serve immediately.

Discussion and possible action regarding adding LC, Lake Commercial, to the zoning districts in the Bois d’Arc Lake Zoning Regulations – Development Services Director: After Judge Cunningham and Di Hopkins explained what this entails and that the Bois d’Arc Lake Zoning Commission recommends approval, a motion was made by Commissioner Magness to approve the addition with Commissioner Kopf seconding the motion which passed.

Ham Radio Operators “Getting Radio Active” On The Air

Press Release - Ham radio operators from the Fannin County Amateur Radio Club K5FRC in Fannin County will be participating in a national amateur radio exercise from 12:00 pm on Saturday until 1:00 pm on Sunday, June 22 – 23. The event is the American Radio Relay League (ARRL) Field Day (www.arrl.org/ FieldDay), an annual event organized since 1933 by ARRL, the National Association of Amateur Radio in the United States. Fannin County ARC will be at the Bois d’Arc Creek Cowboy Church for Field Day this year. The address is 3301 SH 121, Bonham TX 75418. “Hams” from across North America ordinarily participate in Field Day by establishing temporary ham radio stations in public locations to demonstrate their skill and service. Their use

of radio signals, which reach beyond borders, bring people together while providing essential communication in the service of communities.

Field Day highlights ham radio’s ability to work reliably under any conditions from almost any location and create an independent wireless communications network. Some hams from North Texas will also use the radio stations set up in their

homes or taken to their backyards and other locations to operate individually or with their families. Fannin Co. ARC will have three (3) radios set up for communications, and a “Get On The Air” designated radio for you to try. Some portable energy sources will be demonstrated as well. Testing our equipment and practicing skills in a non-emergency setting lets us be ready when storms need Skywarn Net and weather watchers, events such as the Autumn In Bonham Bike Rally need communications, and just have fun as well. According to The Texas State Comptroller, benefits derived from effective use of this tool include:

• Reducing unemployment.

A new business creates jobs.

People employed by the business may use their income to build homes and buy goods and services, cars and other personal necessities.

•Strengthening other businesses

Established businesses benefit when a new business opens. The increase in patrons allows other businesses to grow by investing in capital improvements and hiring new employees.

• Increasing tax revenue. When an abatement is offered, the community still benefits from increased tax revenues.

Employees of a new business spend their money at local stores (which boosts sales tax receipts) and often build new homes (which increases property tax receipts). These things occur without the need to increase tax rates.

• Tax receipts continue to grow long term after the abatement expires. Once a business is well-established within a community, the improvements and facilities

that are added can be taxed. The tax rate and revenue from developed property is higher than on undeveloped property. This creates a long-term source of revenue for local government entities.

Fannin County has offered and provided investors tax abatements in the past. How effective have these abatements been in attracting desirable development? The results have been mixed. While some abatements granted by the County have fostered desirable development, improved our community, providing our citizens with good jobs and added services, others have fallen woefully short. In recent years, the County has awarded virtual “tax free” status to solar farms. Eight-year abatements at 100%. These solar farms were able to avoid paying millions of dollars in property taxes and were surprisingly not required to enter into PILOT agreements. The question is why? Fannin County

taxpayers have been making up the difference. Adjoining property values have been adversely effected.

The County has recently been asked to provide abatements to wind farms and battery plants. Are green energy plantations desirable development? Do they create local jobs, do they add to tax revenue, will they have taxable value after the abatements expire? Solar panels depreciate very rapidly. Views on the benefit and dependability of green energy have changed drastically after the spike in energy prices following the “snowvid” of 2021-2022. At that time in a matter of days, energy speculators using battery farms made billions of dollars at the consumers' expense.

Green energy developers are now offering to enter into PILOT agreements in return for Fannin County accommodating wind farms, with 800 foot windmills, solar farms, and battery farms. A

PILOT agreement generally provides for payment of a specific amount of money to be paid to a governmental entity over a specific period of time, generally the time an abatement is in place. PILOT agreements do not directly affect tax rates. Why do the developers ask for PILOTs? Will they go else where if we don’t grant them?

All said and done, the questions remain. First, what type of development do we as citizens of Fannin County want to attract, encourage and promote? How about a TI plant employing hundreds of our citizens? Second, how do we use tax abatements and PILOT agreements to attract, encourage and promote desired development?

Generally, granting an abatement requires the county to follow a six-step process. The process can be summarized as follows:

1. A county is required to create guidelines and criteria regarding how local tax abatement agreements will be decided for both new and

existing facilities/structures.

2. A county may designate an area as a reinvestment zone after the guidelines and criteria have been approved and a public hearing has been held.

3. A county may not enter into an abatement agreement until it adopts a resolution stating that the taxing unit elects to become eligible to participate in a tax abatement (Section 312.002 (a), Texas Tax Code).

4. A county must provide public notice and conduct a public hearing prior to approving a tax abatement agreement.

5. A county may approve the tax abatement agreement at a public hearing by a majority vote.

6. A county must make appropriate filings with The Texas State Comptroller. Obviously, we cannot grant tax breaks to everyone. For me, the question is who deserves one? It’s time to PLAN.

Press Release - Heard Natural Science Museum & Wildlife Sanctuary in McKinney, Texas, is excited to announce extended summer hours from June 1 to August 5, 2024. Doing Good Unto All Men

God desires that all men would love their neighbors. Jesus said the first and greatest commandment was to “love the Lord thy God with all thy heart, and will all thy soul, and with all thy mind” and that the second was to “love thy neighbour as thyself” (Matt 22:3739). The Holy Spirit, through the pen of Paul, continues this thought with the message that “as we have therefore opportunity, let us do good unto all men, especially unto those that are of the household of faith” (Galatians 6:10).

Jehovah wants us to ‘do good unto’ the poor. David of old wrote, “Blessed is he that considereth the poor: the Lord will deliver him in time of trouble” (Psalm 41:1). To the elders of the congregation in Ephesus,

Paul said that he had showed them all things, “how that so labouring ye ought to support the weak, and to remember the words of the Lord Jesus, how he said, It is more blessed to give than to receive” (Acts 20:35). We find in the book of James that “pure religion and undefiled before God and the Father is this, to visit the fatherless and widows in their affliction, and to himself unspotted from the world” (James 1:27).

The Creator demands of Christians to ‘do good unto’ all the saints. We are to “be kindly affectioned one to another with brotherly love; in honour preferring one another” (Romans 12:10). We are to “let brotherly love continue” (Hebrews 13:1) and to “love one another with a pure heart fervantly” (1 Peter 1:22). We are also to, “be ye all of one mind, having compassion one

of another, love as brethren, be pitiful, be courteous” (1 Peter 3:8). We are to pray for the saints (Ephesians 6:18).

The Savior wants us to ‘do good unto’ all those that are lost. Jesus came “to seek and to save that which was lost” (Luke 19:10). We find the importance of teaching ‘the word’ in Acts 8:4, where we see after a great persecution upon the church that “they that were scattered abroad went everywhere preaching the word.” Paul reminds the Corinthian Christians that “if our gospel be hid, it is hid to them that are lost” (2 Corinthians 4:3). The saints in Rome we encouraged to “not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth” (Romans 1:16). Let us be mindful to ‘DO GOOD UNTO ALL MEN!

“Not What These Hands Have Done”

Hello everyone!

This week my focus is on Ephesians chapter 2. This chapter puts an emphasis on our salvation by grace, through faith in Jesus Christ. In verses 1-10, the apostle Paul describes this process to the church at Ephesus. We are reminded in verses 8 and 9 that our salvation does not come through our good works, and that it is only by His grace and His mercy. We must also remember that God’s mercy is not owed to us, but He extends it to us even though we don’t deserve it. He also calls us to extend mercy lovingly, as He does. Secondly, in verses 1122, Paul focuses on unity in Christ. The Bible tells us in Romans 10:12-13, “For there is no difference between the

Jew and the Greek: for the same Lord over all is rich unto all that call upon Him. For whosoever shall call upon the name of the Lord shall be saved.” No matter what nationality or race we are, the gospel is open to all, and that we, as Christians, are all one spiritual family.

In 1864, Horatius Bonar wrote a classic hymn that fits perfectly with the message in this passage.

“Not what these hands have done can save this guilty soul; not what this toiling flesh has borne can make my spirit whole. Not what I feel or do can give me peace with God; not all my prayers and sighs and tears can bear my awful load. Thy work alone, O Christ, can ease this weight

Happy Father’s Day! Last Sunday we celebrated the importance of the role of a father. One of the great plights of our culture is fatherlessness. Children from fatherless homes are:

• 15 times more likely to have behavioral disorders.

• 7 times more likely to become teenaged mothers.

• 7 times more likely to drop out of school.

90% of all homeless and runaway children are from fatherless homes. These statistics were published some time ago by the Federal Government’s Department of Health and Human Services! Even our pagan culture recognizes the great need to have a father

present in the home! Fathers, it is so important to realize the incredible difference you are making in your home. It is also extremely important to realize the most important thing you can do for your family is to teach them what it looks like to be a true disciple of Jesus Christ – to walk by faith, to be filled with the Holy Spirit, to be a student of the Word of God, to be a prayer warrior. The greatest gift you can give your children is not material in nature, but spiritual. My prayer is taken from the old hymn of the faith: “God, Give Us Christian Homes!”

U.S. Postal Service Releases Dog Bite Rankings for Texas

State Makes List of Top Three for Dog Bites

DALLAS–FORT WORTH — The DallasFort Worth region is among the most treacherous in Texas for USPS employees when it comes to dog attacks. In 2023, there were 39 canine attacks on mail carriers in Dallas, while 23 Fort Worth employees suffered bites – putting the cities at No. 2 and No. 4, respectively, in the state for number of attacks.

Incidents involving dog attacks on Postal Service employees rose to more than 5,800 cases nationwide last year. As part of the USPS 2024 National Dog Bite Awareness Campaign, the organization is offering crucial information on how dog owners can be good stewards for safe mail delivery and ensure the safety of our employees.

The campaign begins Sunday, June 2, and runs through Sunday, June 9. This year’s theme is “Don’t let your dog bite the hand that serves you.” Spread the news of the campaign with the hashtag #dogbiteawareness.

“Letter carriers are exposed to potential hazards every day, none more prevalent than a canine encounter. All it takes is one interaction for a letter carrier to possibly suffer an injury,” said

Leeann Theriault, USPS Manager, Employee Safety and Health Awareness. “The U.S. Postal Service consistently encourages responsible pet ownership. The national dog bite campaign is an effort to promote dog bite awareness to keep our customers, their dogs, and letter carriers safe while delivering the mail.”

Dog Owners Can Help With Safe Mail Delivery

Letter carriers know all dogs can bite, even those perceived as nonaggressive. Dogs are generally protective of their turf and dog owners have an important responsibility to control them to ensure safe mail delivery.

Most people know the approximate time their letter carrier arrives every day. Securing your dog before the carrier approaches your property will minimize any potentially dangerous interactions.

When a letter carrier comes to your home, keep dogs:

Inside the house or behind a fence;

Away from the door or in another room; or On a leash.

Pet owners also should remind children not to take mail directly from a letter carrier as the dog may view the carrier as a threat to the child. Stay Informed, See the Mail Before It Arrives

Honey Grove- Byrle Anthony Whipple age 60 of Valley View, Texas, formerly of Bonham, TX, was born July 26, 1963, to parents Eddie and Mary Whipple. Byrle received his Angel Wings, Thursday June 6, 2024, surrounded by his family after a long fight with prostate cancer, at North Texas Medical Center in Gainesville, TX.

Services for Mr. Whipple were held on Monday June 10, 2024, at 11:00 AM, at Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Mr. Kenneth Wolfe presided. Interment followed at Shiloh Cemetery. Serving as pallbearers were Dyrle Whipple, Jerry Newhouse, Jeremy Sutton, Darren Neufeld, Tony Whipple, and Wade Whipple. Byrle was a graduate of Bonham High School. He was an avid deer hunter, had a love for nature and being in the country living the life of a cowboy. Byrle kept a positive attitude no matter the pain he endured with the faith of God.

Mr. Whipple is survived by Lisa Barnes of the home, daughter Britt and boys, son Wade Whipple and Tabitha, granddaughter and star of his life Haven (Byrle loved her dearly), Mother Mary Whipple, brother Dyrle Whipple, nephew Tony Whipple, Brittany Whipple, Adleigh Whipple, Halen Whipple, niece Katrina Hendrix, Oscar Hendrix, Jayce McBrayer, Alex Hendrix, niece Nikki Neufeld, Darren Neufeld, Marlee Harbor, Uncle Harvey Sutton, cousin Joletta Sutton, and cousin Jerry Newhouse, along with a long list of other cousins and friends.

Consequences of a Dog Attack

According to the most recent information available from the Insurance Information Institute, the average cost per insurance claim for a dog bite is $64,555. When a postal employee suffers an injury, the owner could be responsible for medical bills, lost wages, uniform replacement costs, and pain and suffering for the employee.

Staying Focused on Delivering

Letter carriers are trained to observe an area where they know dogs may be present. They are taught to be alert for potentially dangerous conditions and to respect a dog’s territory.

Letter carriers are trained to: Make a non-threatening noise or rattle a fence to alert a dog if entering a yard; Never startle a dog; Keep their eyes on any dog; Never assume a dog will not bite; Never attempt to pet or feed a dog; and Place their foot against an outward swinging door to prevent a dog from escaping.

If a dog attacks, carriers are also trained to stand their ground and protect their body by

placing something between them and the dog — such as a mail satchel — and to use dog repellent, if necessary.

“Even though a customer’s dog is friendly to most people, it can always have a bad day,” said letter carrier Tara Snyder. “I know, from experience, even when a dog is in the house, customers need to make sure their door is secure so their dog can’t push it open and bite the letter carrier.”

Letter carriers have tools to alert them to dogs on their routes. A dog alert feature on carriers’ handheld scanners can remind them of a possible dog hazard, and dog warning cards must be used during mail sorting to alert carriers to addresses where a dog may interfere with delivery. Holding the Mail

When a carrier feels unsafe, mail service can be stopped. Until the carrier feels safe enough to restart delivery, the mail will have to be picked up at the dog owner’s local Post Office. If a carrier feels a house or neighborhood is unsafe to deliver the mail and there is no way to inform residents their mail service has been suspended, the residents would have to contact the supervisor at their local Post Office for more information. The residents would also have to pick up their mail at the Post Office until it is safe to resume delivery. If a dangerous dog issue is not resolved, owners can be required to rent a Post Office box to receive mail.

Bois d’Arc stained; 85 degrees; 1.28 feet above pool. It has been an interesting week with lots of high waters. Buzz baits are fair around points with mostly grass. Texas rigs are best around green bushes 3-5 feet, and some tree lines working as well. Flukes and Yum Dingers good 2-5 feet. Report by Marc Mitchell, Lake Fork Guide Service.

Cooper GOOD. Water stained; 75 degrees: 1.00 feet below pool. Water continues to be released at the spillway. Anglers are reporting good catches of sand bass and catfish.

Fork GOOD. Water Stained; 76 degrees; 0.36 feet above pool. Bass fishing has been slower this week than last week. Topwaters frogs, Yellow Magics, and spook type baits are fair in and around flooded grass or weeds. Texas rigs and shaky heads flipped at the edge of grass in 2-5 feet are good with creature type baits and beavers. Chatterbaits are good also in front of the shallow grass. Sunny days you can catch fish out to the first break line. Cloudy days fish are best to fish tight to the grass edges. Report by Marc Mitchell, Lake Fork Guide Service.

Lavon GOOD. Water lightly stained; 76 degrees; 10.56 feet above pool. Fishing patterns remain similar. White bass are out on the main lake humps 35-40 feet deep with a chartreuse or white slab 1-2 ounce slab with a jig tied 18 inches above for a two banger. Once you get on them, you should be able to limit them within an hour. Early in the morning fish will run in 15 feet of water on shallow points and then regroup in the deep water humps. Not a lot of surface action, but be ready to throw a 3-4.5 inch paddle tail swimbait or 3-6 inch topwater when you find some brief action.

Ray Roberts GOOD. Water slightly stained; 75 degrees; 7.14 feet above pool. Due to flooding and storm damage all boat ramps are closed.

Tawakoni GREAT. Water lightly stained; 80 degrees; 2.05 feet above pool. Lake Tawakoni continues to settle in a solid summer pattern and is fishing very well. The hybrid and white bass bite is good. These fish are settling into a deeper pattern as most fish are being caught 20-30 feet on the edges of ledges and humps are best right now. Live bait and slabs are working well. The eating size catfish bite is as good as it gets. Prepared baits such as punch bait and dip bait are working in 18-25 feet. The crappie have been fair on brush tops in 16 feet have been the ticket. Both minnows and jigs are fishing equally good. You can’t rule out bridge pylons in daylight. Largemouth bass have been good at day light on frogs. As the sun comes up shallow water crank bait on dock pylons and riprap have been good. Captain Michael Littlejohn, Texoma GOOD. Water stained; 75 degrees; 4.70 feet above pool. Striped bass fishing is great using live bait fishing shallow humps and ledges in 25 feet of water or drifting main lake flats watching for schooling fish on top. Topwaters early right place right time or swim baits on shallow humps near creeks. Crappie fishing is fair on brush piles in 15-20 feet of water near creeks and inflow. Use minnows on shallow rocky banks for black crappie. Catfish are good on shallow flats 10-20 feet of water for channel catfish using cut shad or prepared baits. Blue catfish are in 40-50 feet of water on ledges and deep flats. Bass fishing is fair fishing top waters early in the banks of creeks and along the edges of main lake points. Downsize baits for the shad fry that are 1-2 inch long right now and very thick throughout marinas and docks. Fish a crankbait near shaded docks late in the day. Balancing a New Project: Providing Additional Water Storage

Press Release - Upper Trinity has initiated work at the site of a future balancing reservoir for the Lake Ralph Hall project. This two-sided reservoir will be located 27 miles from the lake along the pipeline. It will sit at the highest point of the pipeline route, to separate the first section of pipe that pumps water uphill and the second section that uses gravity to carry the water downhill the re-

maining four miles to the Chapman Lake pipeline, an existing part of Upper Trinity’s system.

The balancing reservoir will have two sides, similar to a double-sided sink, each able to hold around 15 million gallons of water.

Garney and subcontractor Thalle Construction are now moving dirt at the site. Crews will begin excavating thousands of cubic yards of dirt

before using even more cubic yards of native clay to build the reservoir embankment. The reservoir’s interior sides and floor will be lined with rollercompacted concrete.

Next crews will pour structural concrete for the weir inlet that allows water to flow from the first part of pipeline into either side of the reservoir, and the outlets that release water back into the second part of pipeline.

The inlet structure is designed so that water fills both sides of the reservoir evenly, unless one side is shut down temporarily. Having two, isolated sides will allow for regular and flexible maintenance. To maintain the best water quality, the balancing reservoir will be kept at a set water level.

The balancing reservoir is scheduled to be completed summer of 2025.

Piping Water Uphill: Pump Station Construction

to help convey lake water back to UTRWD’s service area. A year into construction, the contractor has completed all foundations and belowgrade walls, and the crew is

currently installing structural steel and precast panel walls.

Crews are placing 530,000 tons of steel frame to house the station’s several, 20,000 lb. pumps. They also recently installed a suction pipe that

will move lake water from the intake structure at the dam to the pump station. The pumps should begin to arrive onsite for installation this fall.

Diamond districts for Bonhi to differ from v'ball, hoops

Bonham's diamond sports districts will differ in 2025 and 2026 from its groupings for volleyball and basketball, per a University Interscholastic League revision on May 8.

The Lady Warriors and Warriors will compete in softball and baseball in 9-4A during the next two seasons against Celina, Gainesville, Sanger and Van Alstyne.

Contrast the diamond districts with its grouping for volleyball and basketball in 14-4A: Bonham, Paris, North Lamar, Pittsburg, Sulphur Springs, Texarkana

Pleasant Grove. The difference -- five-team versus six-team districts -will make it easier to qualify for the postseason: The top four teams per district advance to the playoffs.

The diamond districts will more closely resembles Bonham's 5-4A-II football grouping for the next two seasons: Caddo Mills, Farmersville, Gainesville, Krum, Sanger, Van Alstyne.

DC softball ties with four for fifth, HMs for Trenton, HG in last polls

Dodd City finished in a four-way tie for No. 5 in the final Class 1A softball rankings for 2024 on June 4 by the Texas Girls Coaches Association.

The Lady Hornets joined Moulton, Brookeland and Gail Borden County in the deadlock in the poll.

Last month, Dodd City, the District 15-2A top seed again to the 1A playoffs, reached its fifth regional final round in the last seven complete softball seasons. Champion Jonesboro

headed the 1A poll, edging the Lady Hornets, 8-7, in the Region II-1A final to advance to State and eventually win its first title in sport.

Meanwhile, Trenton and Honey Grove each received an honorable mention in the final 2A poll, which was led by champion Shiner.

The Lady Tigers reached the area round in their 11th-straight postseason.

The Lady Warriors, the No. 2 seed from 15-2A to the 2A playoffs, reached the bi-district round in their eighth-consecutive postseason.

Challenge Accepted: New SR Lady Rebs' softball manager aims to hang more playoffs banners

IVANHOE -- Duncan Hud-

son took over the Sam Rayburn boys' basketball program in 2022 with the intent of the Rebels making yearly deep runs into the playoffs.

An occasional postseason trip wouldn't do.

Erin Hudson, who is married to him, will have a different challenge.

She will be the new softball manager of the Lady Rebels who have only missed the postseason in the sport -- four times since 1998.

"I have seen the banners for previous softball seasons [here] and look forward to hanging some new ones," said Erin Hudson. "There have been some very successful playoff runs and I strive to bring back playoff wins."

She fills the role handled the last eight seasons (2017-24) at Sam Rayburn by alum Kevin Foreman. The 1984 graduate guided his alma mater to five postseasons during the seven complete campaigns during that span -COVID-19 having truncated the 2020 season, just as district play had begun.

Foreman then assisted manager Phillip Mathis for three years, before taking program's helm. The duo coached the team to the regional quarterfinals in 2014 and area round in 2016.

While the Sam Rayburn softball position will be her first junior high/high school coaching job, Erin Hudson said she has "been involved and around sports my entire life."

That includes playing softball at Simpson College in Iowa.

She expressed "excitement" about taking over the Sam Rayburn softball program. "I'm ready to help the girls grow as softball players and young adults," she said. "We have a good returning roster, and I am excited about our upcoming players."

Presentation of plaque to Employee of the Quarter: Bonham’s Human Resource Director Brad Nichols noted the current recipient of Employee of the Quarter is Matthew Grissom who works as an Equipment Operator for the City’s Water Department and is known as someone who “is a good guy who goes the extra mile.” After relaying a recent incident where Mr. Grissom was called in on a weekend to handle an urgent situation and went above and beyond what was necessary, Mr. Nichols congratulated Matthew and presented him with the “Employee of the Quarter” award.

Presentation of life saving award by Chief Hawkes: Bonham’s Police Chief Andrew Hawkes took to the podium once more to commend and recognize Corporal Blake Garcia for his calm and competent handling in a life/death situation when responding to a call on Thursday, May 23rd. Corporal Garcia’s application of medical aid to a person suffering from excessive bleeding, slowed the bleeding enough to allow the injured woman time enough to receive additional medical assistance which potentially saved her life. After noting that “this is not the first time Corporal Garcia has exhibited the ability to stay calm in a stressful environment,” Chief Hawkes presented Corporal Garcia with a Life Saving Commendation and a Life Saving Commendation Bar.

After his presentation, Mayor Compton invited comments and questions from the council and attendees. Questions and comments ranged from would there be restrictions on car washes during a severe drought, to whether NTMWD has the right to drain the water out of Lake Bonham, to the inaccuracy of 1940 being noted as the year Lake Bonham was created.

Consider and take action on the approval of LOGIC Investment Pool as an authorized investment: Administrative Assistant Sarah Osburn explained how this is similar to TexPool and basically gives the city more options as to where they can put the City’s money for short-term investing with it currently paying a 5.4% interest rate. Consider and take action on the approval of amending resolution to updated authorized representatives for TexStar: Ms. Osburn referenced her previous explanation with the only difference being TexStar paying 5.3% interest and requiring a resolution be in place for the business arrangement. A motion was made by Wayne Moore to approve with Ernie Quintana seconding the motion which passed with John Burnett abstaining from the vote.

9. Consider and take action to adopt a Public Improvement District (PID) Policy and establish guidelines and criteria: BEDCO Executive Director Joey Grisham explained how most current housing developments are done as a PID to facilitate the cost of infrastructure and detailed the various aspects of the agreement and how fees involved are applied only to those within the development and does not affect the city. After his explanation of the workings of a PID, he noted the BEDCO Board did recommend approval. A motion was then made by John Burnett to approve with Wayne Moore seconding the motion which passed.

10. Consider and take action to ratify and authorize the Bonham Economic Development Corporation to enter into a Performance Agreement with CONTRERAS & PORTO REINVESTMENTS, LLC: Mr. Grisham explained BEDCO Board approved this agreement 5/30/2024 and noted it includes a $40,279 grant for the con

struction of a Little Caesar’s Pizza, Jimmy Johns Restaurant and Scooter’s Coffee (just south of Sonic on US Hwy 121) with the developer planning additional buildings in the rear portion of the property. He noted a certificate of occupancy is required by April 30, 2025, to receive the grant from BEDCO. A motion to approve was made by Wayne Moore and seconded by Ernie Grisham.

11. Consider and take action to appoint or re-appoint individuals to the following boards and commissions:

a) Planning and Zoning Commission: Wayne Moore made the motion to appoint/reappoint 2-year terms to Rusty Deets, Bryan Frazier and Warren Jamieson with Kevin Hayes seconding the motion which passed. John Burnett made the motion to appoint Justina Silwood to a 1-year term which was seconded by Wayne Moore and passed.

b) Texoma Area Para-transit Board of Directors: A motion was made by Wayne Moore for John Burnett to serve in place of Mayor Compton on the board with Councilman Timothy LaVergne II seconding the motion which passed.

c) Tri-County Senior Nutrition Project, Inc.: A motion was made by Wayne Moore for Kevin Hayes to serve in place of Mayor Compton. The motion was seconded by Ernie Quintana and the motion passed.

d) Zoning Board of Adjustments and Appeals: City Manager Sean Pate explained Joe Dale, Jerry Hopson and Edward Ray had been appointed last month and recommended Jerry Christopher (who recently informed the council of his desire to continue serving) be re-appointed with John Burnett being appointed as an alternate. A motion was made to approve that recommendation by Wayne Moore, seconded by Ernie Quintana and the motion passed.

e) Bonham Economic Development Corporation Board of Directors: A motion was made by Wayne Moore for Ernie Quintana to continue to serve with Kevin Hayes seconding the motion which passed. Wayne Moore made a motion for Warren Jamieson to serve in his place with Timothy LaVergne II seconding the motion which passed. John Burnett made the motion for Justina Silwood to be appointed to the board with Wayne Moore seconding the motion which passed.

12. Recess into closed executive session for attorney client consultation to seek legal advice on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter as it relates to ETJ litigation in Cause No. D-1-GN-23-007785, City of Grand Prairie et al v. State of Texas and current contracts with Fannin County, Texas including but not limited to the Interlocal Contract for Ambulance Services, and as permitted by Texas Government Code §551.071(2): The City Council entered into Executive Session at 6:16 p.m.

13. Reconvene in open public session and take action on items discussed in closed session including but not limited to renewal or termination of Interlocal Contract for Ambulance Services: The Council reconvened into Regular Session at 6:54 p.m. No action on this at this time.

14. Consider and take action on Resolution concerning Petition for Release of an Area from a Municipality’s Extraterritorial Jurisdiction filed by Horizon Business Park, LLC concerning 10.275 acres (Fannin CAD Property ID:78055): A motion was made by John Burnett to approve the resolution that the City of Bonham rejecting as insufficient the petition for removal of property from the ETJ of the City of Bonham. The motion was seconded by Kevin Hayes and the motion passed.
