Shelter is excited to announce that residents will be accepted starting June 8, 2020. Those in need of shelter must call 903-5053369 to set up an appointment for admission paper work to be completed. Admission intake will take place at the shelter from 3 p.m. to 5 p.m. Monday through Friday beginning on Monday, June 8. Open Arms is an overnight shelter that will house homeless from 6 p.m. in the evening until 9 a.m. in the morning seven days a week. Intake of new residents will be from 3 p.m. to 5 p.m. on Monday through Friday.

Nationwide shutdowns trying to minimize the spread of Covid-19 have impacted many such businesses, forcing some to close their doors forever. That’s why for the next few weeks, the Fannin County Leader would like to recognize some of the businesses that make Fannin County one of a kind. We’ve asked some local business owners and managers to talk about how Covid-19 has affected their company, and about creative measures they have taken to beat the virus. service, owner Bill McCain hasn’t seen much decline in his usual business volume due to Covid-19. Some days are busier than others, but that isn’t out of the ordinary. What changes did you make to your business? Because he has minimal contact with the public, his business hasn’t seen any alterations from the pandemic. Can you name something good that has come from the shutdowns? Bill noticed that people are more polite, and seem to have learned to not take things for granted. Advantage Sales 1521 N. 2007, is family owned and operated and retails a variety of outdoor power equipment. 5/7/19 The repair service has had excellent traffic, and Matt noticed customers during the pandemic seem more interested in repairing their older mowers rather than buying new equipment, though the business has already sold 175 mowers this season. Matt said how grateful he is for expanding into another new store in Durant, Oklahoma, and encouraged customers new and familiar to stop by either store to see the wide variety of outdoor power products and friendly, knowledgeable staff.

For the Memorial Day weekend Board members of the Dial Cemetery Association and friends placed flags at the gravesites of all military veterans who are interred there. There are veterans of all branches of our military services and who fought in all of our major conflicts throughout history beginning with the Civil War (4), WWI (6), WWII (5), the Korean conflict (1) and the Vietnam War (1). Reliving the Day veterans and their families is a holiday filled with tremendous meaning. Especially is this true when someone close to the heart has made the supreme sacrifice. I like the wording that describes our veterans: “All gave some, some gave all.” Since 1945, I have
never observed Memorial Day without reliving the most memorable experience in my military time. It was on September 5, 1944 that four members of our crew of eleven were killed by enemy action. Our plane was shot down by antiaircraft fire. We were
flying our 17th combat mission – targeting the railways at Karlsruhe, Germany. Six of us became prisoners of war for the duration of the conflict in Europe. One eluded capture after by being taken in by the French underground. One whose body, Lt. Charles Davis, was recovered in the wreckage was my roommate. When I look at the picture of our plane
Commissioners Implement County-Wide Payroll Conversion
By Gabrielle DeMay The regular meeting of the Fannin County Commissioners Court was called to order at 9:01 a.m. on Tuesday, May 26, 2020, by Commissioner Gary Whitlock, via teleconference. Commissioner Whitlock established quorum; Judge Randy Moore and Commissioner Jerry Magness were absent, and a quorum was made up of Commissioners A. J. Self and Dean Lackey, with Commissioner Whitlock leading the meeting in place of the County Judge. The invocation was given by County Treasurer David Woodson. The pledges were led by Major James Manis. 4 Commissioner Whitlock recommended replacing in the Fannin County Declaration of Disaster Proclamation for Covid-19 Executive Order GA20 with GA-24, which lifts all travel-related restrictions and quarantines imposed by GA-20, and adding GA-25, which closes county and municipal jails to in-person visitation for the duration of Covid-19. A motion to accept these changes and extend the dates in the Declaration to June 2, 2020, passed. 5 Commissioner Whitlock announced the addition of The Office of Court Administration guidelines for all court proceedings during the Covid-19 pandemic, beginning June 1, to the Covid-19 Response and Continuity of Operations Plan for Fannin County. The Plan will also be updated with the Executive Orders GA-24 and GA-25 and extended one week to June 2. A motion to accept these changes passed. 6 A motion to approve minutes from a regular meeting on 05/19/2020 and a special meeting on 05/14/2020 passed. 7 Commissioner Whitlock suggested passing on item 7, which was to approve a resolution to accept grant funding from the CARES Act-Help America Vote Act and agree to comply with grant assurances, acknowledging a 20% match by the County to be used for ballots by mail, COVID-19 mitigation, and extra election workers, until the next regular meeting. 8 County Treasurer David Woodson gave the Treasurer’s Report for April 2020 and commented that Covid-19 has affected the County’s receipts, which total $377,448.49 for that month. Comparing this total to last year, Mr. Woodson noted that this is down nearly $230,000 from April of 2019. Commissioner Lackey asked what area specifically accounts
for the lower income. Mr. Woodson noted that though all areas except bond supervision are down, the Tax Assessor/ Collector’s office is closed due to Covid-19 has had the greatest effect on the total. The Treasurer’s Report for April 2020 was approved. 9 County Treasurer Woodson read the Treasurer’s Investment Report for April 2020. Interest rates are also down due to Covid-19. The Treasurer’s Investment Report for April 2020 was approved. 10 Commissioner Lackey addressed the topic of a Public Hearing regarding the proposed Fannin County Road Naming Policy, by noting he had discussed with Alan Hendrix of Freese and Nichols the Texas Transportation Code and the growing need to establish a Road Naming Policy in a county with development possibilities. As a small county that doesn’t usually adopt new roads into the system, Fannin County has never needed this kind of policy before, but with subdivisions developing along the border with Collin County, and the new reservoir being built, there will be plenty of new roads that will need to be named. Instituting a Road Naming Policy would prevent each new road from requiring its own separate Public Hearing. A motion to hold a Public Hearing on June 9, 2020, at 8:45 a.m. to consider this policy passed. 11 Commissioner Whitlock suggested passing on items 11 and 12, which both reference the selection of the Salary Grievance Committee for the fiscal year 2020-2021, until the

next regular meeting. 13 Development Services Director Lita Huffman addressed the question of approving a Short Plat for McIlrath Estates into five lots on Hwy 78 by noting the fees and taxes are paid, and everything is in order. Commissioner Lackey asked about the status of the shared private driveway included on the Short Plat request, and whether that will require a Home Owners Association (HOA) for upkeep. Director Huffman stated that an HOA is only required for private roads, but since this is a private driveway, it shouldn’t need that distinction. Commissioner Self commented that if the private drive serves multiple residences, it becomes a road, and if it is to remain private it must have an HOA. Commissioners agreed to table this item until the next regular meeting to allow time for proper research into the matter. 14 Director Huffman introduced the One-Time Severance of 1.67 acres from a 67.114-acre tract on CR 2500 in Bonham by explaining that the owner only wishes to sell the home on the property, while retaining the farmland. The requested severance was approved. 15 Commissioner Self requested permission to auction off a generator taken from the old county jail and stored in Precinct 2’s barn since before his term. He has been told it works and doesn’t want to see the equipment go to waste, as he doesn’t expect the county to use such old equipment. Commissioner Lackey asked if the revenue from the sale would be returned into General Funds,

The request to include the generator in the auction sale was approved. 16 Commissioner Self began listing equipment by precinct to be sold with Auctioneer Express by thanking Commissioner Magness for extending this motion a week to allow other precincts to join in. He then listed for the county: the generator from the old county jail; and Precinct 2: a 16-foot light-duty trailer, a 1994 Aeromax L9000 haul truck, a 1995 GMC bucket truck, a Case 865 DHP grader, and a BOMAG recycler MPH100. 17 Commissioner Whitlock opened discussion regarding location and format of Commissioners Court meetings by asking if the Commissioners would like to risk returning to City Hall to hold Court while continuing to provide Zoom teleconferences for citizens who cannot attend or to continue with only the teleconference sessions for a while longer. He pointed out that social distancing must still be maintained in the City Hall setting. Commissioner Lackey asked how the Court can limit attendees if more show up than are allowed in the meeting. Commissioner Self suggested instituting a first-come, firstserve basis. Administrative Assistant Lisa Loiselle noted that according to Paul Miles from the Texas Association of Counties, the County has the right to enforce social distancing guidelines and to ask attend-
ees who violate the occupancy requirements to attend instead of over teleconference. Commissioner Whitlock expressed his preference in maintaining the teleconference meetings until the pandemic is more under control. Commissioner Lackey brought up concern over the upcoming public hearings, which would be difficult to hold over teleconference. Commissioner Self agreed that he was in favor of returning to in-person meetings at least a week before the hearings take place. Director Huffman clarified the dates for upcoming public hearings. Commissioner Self made the motion to return to City Hall for the next regular meeting while encouraging attendees to use Zoom to interact with the Court. Commissioner Lackey commented that this can be tested one week at a time to see what works and that there is always the option of returning to teleconference only if the need arises. Motion passed. 18 Commissioner Whitlock asked Purchasing Agent Mi-
chelle Case to speak on awarding bid proposals for Asphalt, Road Oil, and Emulsions. 6/11/19 Purchasing Agent Case noted that she received 9 bids, and as each bidder could offer different services, and as projects sometimes require different availability and locations, she recommends accepting all bid proposals. A motion to accept all 9 bid proposals passed. 19 Purchasing Agent Case explained that she sent out 27 personal invitations for bid proposals for Minor Vehicle Repairs to auto companies in the county, and received 3 responses, with the best pricing coming from Triple Star in Leonard, who the County has used in the past. She recommends accepting them again. A motion to accept all 3 bid proposals passed. 20 Purchasing Agent Case noted that the same situation for the Minor Vehicle Repairs applied to the bids for Major Vehicle Repairs, and a motion to accept all 3 bid proposals passed. 21 Purchasing Agent Case ex-

She wants to avoid contracting energy with offices that will eventually be empty. The new contract was approved. 22 Commissioner Whitlock opened discussion on implementing direct payroll deposit for all county employees, per Section 2A-8 of the Adopted Employee manual, to be in place no later than July 17, 2020, to coincide with the accounting software conversion. The nine-county employees who still receive paper checks need to send County Auditor Alicia Whipple a voided check or deposit slip to make the change. The payroll conversion will take place in August, after bugs with the direct deposit have been worked out, and will make the process entirely paperless. A motion to implement direct payroll for all

Bonham, Texas – Kiwanis Club President Brad Nichols and Trade Days Chairman Ron Nippert announced that Bonham Trade Days will resume business on Thursday, June 4th - Sunday, June 7th in conjunction with the Highway 82 Garage Sale sponsored by local businesses in the Hwy. 82 corridor from Clarksville to Muenster, TX the same weekend. COVID-19 restrictions resulted in the first closure of Bonham Trade Days in over 40 years. Proceeds from Trade Days have been used to benefit local children and graduates of Fannin County ever since. LONNIE JOHN JAYNES
Bonham, Texas - A private burial service was held on Friday, May 22, 2020, for Lonnie John Jaynes, 84, of Bonham, at Duplex Cemetery. Lonnie passed away at Faith Presbyterian Hospice in Dallas, on Thursday, May 21, 2020. Lonnie was born on April 14, 1936 in Tulip, Texas, to William Foster and Johnnie Margaret (Fanning) Jaynes. After graduating from Bonham High School in 1954, Lonnie joined the United States Navy. He married his lifelong sweetheart, Betty Jo Nevill, in Durant Ok., on January 12, 1957. They were married sixty-three years and were blessed with two children. Lonnie’s Navy career provided a fun and exciting life for his family. After retiring as a Senior Chief Petty Officer in 1976, he and Betty returned to Bonham where he established his business known as Fannin County Heat and Air from which he retired in 2008. Lonnie always had a keen interest in sports, from umpiring little league baseball games to commercial fishing, when he was stationed on the coast. Additionally, he was a huge football fan from college to professional, he never missed watching a game as his brother William would call and provide the daily lineup. Lonnie and Betty enjoyed traveling extensively with friends and visiting relatives along the way. Lonnie always had an endearing smile on his face and the biggest, most generous heart, willing to help anyone in need. Lonnie loved his family and his friends dearly and had a special place in his heart for his grandchildren. To know Lonnie was to be his friend, he never met a stranger. He is survived by his loving wife, Betty Jo, daughter, Karen Wright and husband, David of Bonham, brother William Jaynes and wife, Sharon of Mabank, granddaughter, Danielle Rollins and husband, Matthew of Las Vegas, Nevada, granddaughter, Abigail Cole and husband, Cody of Bonham, grandson, John Garrett Jaynes of Bonham, step-grandson Ashley Wright of Dallas, Step-granddaughter,
Allison Mosley of Pottsboro, great grandchildren, Noah Cerda, Conner Cole, Caden Cole, Cai Cole, Crystal Cole, Taylor Mosley, Emma Mosley and numerous cousins, nieces, and nephews. Lonnie was preceded in death by his son, Lonnie Kevin Jaynes, brothers, Darrell Dean, Foster Don, and sister Dorothy JaynesStarry. at the age 67. Born on April 21, 1953. Dusty was the son of Horace Clyde & Jewell Christine (Box) Eaton. Dusty married his soulmate Paula Rhea Stathakos on April 12, 1970 and was married for 50 years. Dusty is survived by his wife, Paula Eaton; children; Kristina (Eaton) Smith and husband Shawn Smith; Dee Dee (Eaton) Fleming and Jacob Eaton; brothers, Theron “Butch” Stewart, Ernest Clyde “Rusty” Eaton; sister, Joan Eaton. Grandchildren; Dalton, Cade, Carter Smith, Montasia and Gracie Fleming. He also has numerous nephews and nieces, all of whom he loved very much. Dusty was preceded in death by his parents Horace Clyde and Jewell Christine Eaton, grandmother Gracie Bell Box, and sister Addie Grace (Eaton) Baker. Per Dusty’s request there will be no service. He said “You can think of me nicely or not at all.”

Virginia was a homemaker, a loving wife, mother, grandmother, sister and friend. She was a member of Telephone Baptist Church. Virginia is survived by her husband, Raymond Martin; daughters, Kim Saenz and husband Steve and Kendra McCraw and husband Bryan; grandchildren, Jordan Saenz and Emily Saenz, Coleman McCraw, Clayton McCraw, and Ally McCraw; her step sons, Jimmy Martin and wife Deanna and Raymond D. Martin and wife Shelly; numerous grandchildren and great grandchildren; sister, Wanda Norris; sister, Jewell Boyd and brother, Roger Ball. Photo by Rich Hilliard By Rich Hilliard ECTOR -- Like many small school athletes, Kenny Nelms has been ubiquitous around Class 1A Ector’s athletics program while in high school. He helped Ector remain a postseason fixture in boys basketball the last three years -- capped in March with a trip to the regional quarterfinals following a second district championship during that span. As a junior, Nelms ad-
vanced to State in tennis in boys singles -- possibly, the first of two straight trips during his four years of playing the sport, if not this spring for COVID-19. He even competed in cross country for a season. However, the unmentioned sport in which Nelms will extend his athletic career did not surprise him. “Baseball has always been my main sport,” he said. “It was always the sport I looked to play at the next level.”
During the last few seasons, Reeves helped Bonham quickly rebuild into relevance in volleyball following a brief -and unusual -- dip this century into obscurity. Last season, the Lady Warriors reached the regional quarterfinals for the first time since 2008. Reeves again earned the District 10-3A hitter superlative, recording 502 kills, 440 digs, 69 aces, 36 assists and 15 blocks during the overall season. Only a narrow five-game third-round defeat by Gunter -- 25-13, 21-25, 25-20, 23-25, 15-9 -- stopped Bonham from making its first regional tournament appearance since 2006. The advance equated the Lady Warriors’ longest volleyball postseason since a then third-consecutive area-round trip in 2014. Bonham qualified for the postseason as the District 103A runner-up to 2019 statefinalist Van Alstyne -- which defeated Gunter en route to the title match. In 2018, it also took championship caliber competition in the bi-district round to cut short Bonham’s postseason return: Callisburg -- the 3A title winner that season and recent state tournament veteran.

After deciding on where early in April, the 2020 senior’s public signing with Crowley’s Ridge College baseball in Paragould, Ark., occurred on May 26 in a signing ceremony held in Ector’s Billie Finnell Gymnasium. “My best friends, Zayne Kennon and Caleb Brian (of Dodd City), are going with me there,” said Nelms. “It’s a small community like Ector,” he said. “It’s not that big of a change for me.” An all-district honorable mention at catcher, Nelms has also played at shortstop and pitched while a part of Ector’s baseball team the last four years. During Nelms’ high school days, Blake Turner has served as Ector’s baseball manager and head boys basketball coach. “He has earned what he has got,” said Turner, who praised Nelms for being a “hard worker” and his “leadership.” “...[Kenny] is the first there and the last to leave,” he said. “I’m going to miss him so much next year.”

Photo by Rich Hilliard By Rich Hilliard IVANHOE -- Stewart Richards will add athletic director to his coaching duties and have four new coaches as a part of his first athletic staff at Sam Rayburn ISD for the 2020-21 school year. “He is one of the best motivators I have ever been around and strives to help each athlete reach their full potential,” said Dr. Cole McClendon, Sam Rayburn ISD superintendent. “He strikes a unique balance of having high expectations,” said McClendon, “but building positive relationships as well. “He is definitely a positive influence on our students and staff.” During his first year at Sam Rayburn, Richards coached the Lady Rebels in February to their second-straight bi-district girls basketball appearance after repeating as District 12-2A’s third-place postseason qualifier. Richards also coached golf,
before the UIL first paused in March and then cancelled in April the remainder of its sanctioned spring sports seasons due to the spread of the novel coronavirus. Additionally, the Sam Rayburn board on May 21 approved three new head coaches and an assistant to fill vacancies. Austin Jones will be the baseball manager and will assist with boys basketball. Jones has spent the previous four years assisting with baseball at 3A Prairiland after eight years in the same role at 4A Paris. Each of those seasons extend into the playoffs. His Paris years included working with a couple of players drafted by Major League Baseball teams and six college-baseball-bound pitchers. Sam Rayburn, a 2019 bi-district finalist, had not had time to reach district action during Matt Putman’s lone season when play was suspended due to COVID-19.
Justin Tice will be the boys head basketball coach, after spending the previous year as an assistant at 2A Celeste, which is slated to be a part of Sam Rayburn’s new district. Tice will also coach cross country and assist with baseball. In February, Sam Rayburn finished winless for a secondconsecutive year in varsity boys district basketball in its previous alignment during Travis Jones’ lone season -- still rebuilding after heavy graduation losses off 2018’s regional quarterfinalist team. Meanwhile, the Lady Rebels’ first venture into high school volleyball will come under head coach Jamie Watts and assistant Shelby Whiting. Watts, who will also be head coach for tennis, comes to Sam Rayburn from 4A Perryton where she served as head volleyball coach and assisted with softball for a year. Her other coaching experience came at UME Preparatory Academy in the Dallas area. Her four years there included being head coach for volleyball and bowling and assisting with basketball, track, softball and cross country. Whiting, who will also be head coach for track, will be in her first year, after previously working as a Sam Rayburn substitute teacher. Sam Rayburn fielded junior high volleyball teams and competed in district play in 2019 in its inaugural season to have the sport, under head coach Ali Wood and assistant Melissa Rich.
