Armed School Defender Program – What is it and when did it start? Plan. The goal was to equip certain school personnel with the knowledge, skills and ability to effectively respond to an incident while awaiting LE/ EMS response. These “Immediate Responders” would prepare for not only potential attacks, but the much more likely occurrence of injuries due to severe tornadic weather as well. Arming teachers was to be a focal point, but there also had to be a vast amount of life-saving medical training also incorporated which staff members could effectively apply. Years later the Texas Legislature would make similar medical training mandatory for all school districts. Another concern was establishing the vetting process of selecting the right staff members volunteering to take on this great responsibility. After months of consulting with behavioral experts, professional psychologists, military and law enforcement trainers, attorneys, and other professionals in the education industry, we rolled out our newly developed

Romans 8:28 and Hebrews 4:13 (LB) We serve an awesome God. He sees the end from the beginning. He knows
how to make all things work together for good to them who love the Lord and are called according to His purpose. He sees us for who we are, and where we are, and for what we are doing (Heb. 4:13 LB). My story for this week’s column comes very near the close of my military service. I am at home with dad enjoying a lengthy recuperation leave. I had been there a few days when he suggested that we make a visit to the doctors team to thank them for the help that they had given in sending packages to me while I was a prisoner of war. I did not receive them, but it was a nice gesture. It became more than a meeting with the physician — it was a meeting of
God’s making. One of the young ladies in the office spoke to her apartment mate about seeing me. The apartment mate was a high school classmate who knew me very well. From this interest, a date was arranged and a beautiful courtship followed. Both of us knew we had a for real relationship. I believed that the meeting was of God’s making. The horror of my prisoner of war experience seemed to lessen in her presence. God had brought a happy ending to some bad memories. God had seen my needs from the very beginning. God had a plan for my life and He was working His plan. To God be the glory.

Monday, June 13, 2022, Pastor Mark Posey of the First Congregational Methodist Church of Bonham, led an Invocation before the start of the Bonham City Council Meeting. Mayor H. L. Compton called the meeting to order at 5:30 p.m., noting that Quorum was established with all council members present. 1. Trenton’s Mariana Caro and Dodd City’s Lindsey Mauppin have been selected to play for the Texas Girls Coaches Association Class 1A-4A Red all-star team for 2022. Only 14 players compose the Red squad. Both will be seniors during the 2023 softball season. Meanwhile, Dodd City sophomore third baseman Hannah Burney made the Class 1A State AllTournament Softball Team for 2022, as selected by TGCA. Burney singled for one of the Lady Hornets’ three hits on May 31 during Dodd City’s 2-0 loss in the 1A State semifinals to eventual-champion D’Hanis.

Sunday Morning Re-take
Hello everyone! We had a wonderful service in God’s house Sunday morning! As you know, we are living in very uncertain times, but God’s Word gives us words of encouragement to help us through these times. The Lord tells us in Isaiah 41:10, “Fear thou not; for I am with thee: be not dismayed; for I am thy God: I will strengthen thee; yea, I will help thee; yea, I will
uphold thee with the right hand of my righteousness.” Also, as the apostle Paul wrote to the church in Philippi, “Be careful for nothing; but in every thing by prayer and supplication with thanksgiving let your requests be made known unto God.” This is what the Lord commands of us. He promised that He would never leave us nor forsake us. What a wonderful promise that is!

Press Release - At the June monthly meeting for the Fannin County Republican Women, two Patriot Scholarships for 2022 were awarded. This year the application process included a required essay of 300 words or more. The essay subject was, “How Can I Be a Good American.” The applicants must have resided in Fannin County for the last 12 months or have attended a Fannin County school consistently for the last 12 months. This year our two recipients are Allison Blevins from Leonard High School and Jaden Nelson from Bells High School. Allison Blevins is the daughter of Jason and Betsy Blevins of Leonard. She stated in her essay that “someone can be a “Good American” in a variety of ways. . . you would need to pay attention to what is going on in OUR country, participate in elections so that your opinion is heard, and be dedicated to service and helping in events such as election.” Allison has been very busy in her high school career serving as the Head Drum Major of the school band, serving in her church as a youth leader and lead piano player, being an officer in Beta Club
and FCA and all the while excelling in her academics, graduating with a 4.81 gpa. Allison will be attending Collin College. Jaden Nelson is the son of Cody and Kristina Nelson of Savoy. Jaden began his essay expressing his gratitude for those men and women who have served our country by selflessly fighting for our freedoms. Jaden voiced his thoughts on how important it is to vote. He also feels that to be a good American is to be charitable to those that are less fortunate. Jaden has had a successful high school, serving as president of the Fellowship of Christian Athletes and Student Council. He has given the Sunday sermon at his church. Jaden has played football, basketball and was the announcer at home baseball game. Even though he was very busy with all of his extra curricular activities he was able to graduate with a 4.0 gpa. Jaden will be attending Texas A&M University at Commerce. The Fannin County Republican Women seek to provide support to our community while enriching lives and encouraging young adults to become productive and patriotic citizens.

A motion to accept the appointment was made by Kevin Hayes, seconded by Michael Evans and the motion passed. 8. Consider and take action to appoint or reappoint individuals to the Airport Advisory Board: Airport Manager Zachary Whitlock reported there had been nine letters of interest submitted to the board with a meeting having taken place June 9, 2022, to discuss and review the submissions. He referred the council to his letter where he listed the five recommendations made by the board at that meeting and his five recommendations (including an alternate selection). Sean Pate then read the five names selected by Mr. Whitlock as, Jake Shockley, Lance Davis, Josh Walker, Gary Smith, Austin Ashlock and Jerry Etheridge as alternate. A motion was then made by Kevin Hayes to approve the appointments recommended by Mr. Whitlock with Councilman John Burnett seconding the motion which passed. 9. Consider and take action on a resolution of commitment and endorsement of Texoma Area Para-transit System, Inc. (TAPS) new administrative/operations facility and further transit terminal: Representative for the City Council with TAPS, Kevin Hayes asked Finance Manager with Transdev North America, Shellie White to speak on this matter. Ms. White spoke of a project begun in 2014 that was put on hold at that time and is currently back on line for a new TAPS building that will be adjacent to the maintenance facility on property that is owned by TAPS that will increase efficiency. After her report which included the note that there would be no increased cost to TAPS or the communities served, a motion was made by Michael Evans to approve the resolution with Kevin Hayes seconding the motion which passed. 10. Hold public hearing and consider and take action on an ordinance amending Exhibit A, Section (2)(A)(2) of Article 10.02 “Subdivision Ordinance” (Ordinance 579) requiring the installation of concrete streets: After reading the agenda item Mayor Compton called the hearing to order at 5:56 p.m.

Fannin County Commissioners Court – Honoring the Army and the U.S. Flag By Rose Schwartz Tuesday, June 14, 2022, County Judge Randy Moore called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quorum was established as three County Commissioners along with the County Judge were present. Commissioner Lackey was absent attending training. Invocation was led by Pastor Brian Lackey of One City Church in Bonham. Pledges were led by Major James Manis, Retired. 4. Introductions: There were no introductions. 5. Public Forum: A citizen of Bonham spoke to call attention to the day being Flag Day and the birthday/anniversary of the US Army. She noted how the Army was brought into existence June 14, 1775, by George Washington and how in 1885 President Woodrow Wilson decided to have a day set aside to honor the flag. She concluded by stating her appreciation that every time the court meets, our flag is honored. 6. Discussion, consideration and action to approve minutes from 06/07/2022 (S), 06/07/2022 (R) and 05/24/2022 (R) – County Judge for County Clerk: Fannin County Clerk Tammy Biggar spoke to make note of three corrections made to the minutes with one being the correction of the name “Mark Castleman” corrected to Mike Castleman that was referred to in the Special Meeting of 06/07/2022. After she spoke, Commissioner Magness made a motion to approve with Commissioner Lane seconding the motion which passed. 7. Discussion and re-
port of monies received by the County Clerk’s office for May 2022; Courts: $22,269.50, Land Records: $40,036.50 – County Judge for County Clerk: Judge Moore read this agenda item that is for record only and asked if there were any questions. There were none. 8. Discussion, consideration and action to approve Treasurer’s Financial Report for May 2022 – County Judge for County Treasurer: Fannin County Treasurer David Woodson noted that this is his eighth year to serve as Treasurer and went on to state the receipts from May was $608,312.40. A motion was made by Commissioner Lane to approve with Commissioner Magness seconding the motion which passed. 9. Discussion, consideration and action to approve Treasurer’s Investment Report for May 2022 – County Judge for County Treasurer: Mr. Woodson reported that receipts from the TexPool accounts for May was $2,637.47 on a balance of $6,567,865.06 and the 2020 Bond (which will be moved to the TexPool accounts) had an interest of .67 on a balance of $5,292.65. The interest from the Operating Business Money Funds was $4.00.01 on a balance of $228,799.45. Commissioner Magness made the motion to approve the Investment Report with Commissioner Lane seconding the motion which passed. 10. Discussion and report of monies received by the Justice of the Peace Precinct 1 office for April 2022: $5,661.00 and May 2022: $6,518.20 – County Judge (for JP1): This is for report
purposes only. 11. Discussion, consideration and action to approve a one-time severance of 1.5 acres out of a 3.79-acre tract on FM 824 in Honey Grove, Property ID# 70427 – Commissioner Precinct 3 for Development Service Director: Fannin County Development Services Director Di Hopkins spoke to note all requirements had been done to clear this request for approval. Commissioner Magness made the motion to approve with Commissioner Lane seconding the motion which passed. 12. Discussion, consideration and action to purchase a Fujitsu F1 7160 scanner ($900.00) and a HP Laserjet Pro M404dn printer ($350.00) for the 336th District Court – County Judge for County Auditor: Judge Moore noted that he can verify the old scanner is non-functioning and that Fannin County Network Administrator Dustin Morrow is recommending this purchase. Commissioner Lane made the motion to approve the purchase as stated in the agenda item with Commissioner Self seconding the motion which passed. 13. Discussion, consideration and action to approve Auditor reports for May 2022 – County Judge for County Auditor: Fannin County Auditor Alicia Whipple noted that most all departments are running 66 to 67% of what had been budgeted and that the county has $4,165,859.64 in the General Fund. After commending Ms. Whipple for the positive report of the county’s money being handled responsibly, Judge Moore asked for a motion and the motion was made by Com-
missioner Magness to approve the report that was seconded by Commissioner Lane and the motion passed 14. Discussion, consideration and action regarding partial funding of repeater for southwest portion of the County – Commissioner Precinct 2 for City of Leonard Administrator: This item was passed on to be brought back next week. 15. Discussion, consideration and action to approve resolution in support of a new TAPS administrative and operations facility in Sherman, Texas – Commissioner for Precinct 4: Finance Manager for Transdev North America (the managing company for TAPS) Shellie White spoke to give her report on a current TAPS facilities project that was actually begun in 2014 but put on hold at that time due to difficulties, and ask for support of their plans. She explained how TAPS has recovered from difficulties, regained financial stability and the confidence of the communities served, the tax board and operating partners. Citing goals to improve efficiency and passenger experience while allowing growth she covered the steps currently being taken with this project. A discussion ensued with questions asked regarding the company Ms. White works for and whether county funds would be requested for this project and/or future projects. She responded that no county funds would be requested for this project but could not rule out requests for future projects. A motion was made by Commissioner Magness to approve the resolution with Commissioner Self second-
ing the motion. The motion passed with a dissenting vote from Judge Moore. 16. Discussion, consideration and action to approve employee Guidelines for the Fannin County Historic Courthouse – County Judge for County Auditor: Judge Moore called the Commissioners attention to the packet they received on this and asked for a motion on the guidelines. After some discussion, Commissioner Self voiced a willingness to approve the guidelines with a change made to item 8 that would allow a coffee pot be allowed in a designated spot on each floor with proper protection to accommodate those in meetings wishing to have coffee. After some discussion with remarks made by Ms. Whipple as to why she believes a coffee pot should only be allowed in the break room on the second floor, Commissioner Self made the motion to accept the guidelines with the exception of allowing for a coffee pot with proper protection (approved by the court) be in designated areas on each floor. Motion was seconded by Commissioner Magness. Judge Moore explained how if approved, this motion approves all the guidelines except for a coffee pot with proper protection to be placed at a designated location by the Commissioners Court on each floor. The motion passed. 17. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: A motion was made, seconded and passed to approve the payment of bills. 18. EXECUTIVE SESSION: Consultation with Attorney – a closed meeting will
be held pursuant to Section 551.071 of the Government Code to (1) seek the advice of its attorney regarding: (a) pending or contemplated litigation; or (b) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter – regarding future Fannin County Justice Center matter(s), Lake Ralph Hall Zoning Commission Members and contractual matters regarding health insurance – County Judge: A motion was made, seconded and passed to enter into Executive Session at 9:35 a.m. After some time, a motion was made, seconded and passed to enter back into Regular Session at 10:56 a.m. 19. EXECUTIVE SESSION: Personnel Matters – a closed meeting will be held pursuant to Section 551.074 of the Government Code for (1) deliberation of personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee – regarding county positions and salaries – County Judge: Same as Item 18. 20. Discussion, consideration and action regarding Consultation with Attorney Executive Session – County Judge: Judge Moore stated this would be passed on at this time. Discussion, consideration and action regarding Personnel Executive Session – County Judge: Judge Moore noted this was basically about salaries and the budget and said there were strides made for the future of the county that he is excited about. He noted there will be more information coming on this at a later date but stated he would pass on this at this time. 22. Discussion, consideration and action regarding the appointment of Lake Ralph Hall Zoning Commission members – County Judge: Judge Moore noted that some time ago the Lake Ralph Hall Zoning Commission was set up with nine members to be on that board. Since then it has been discovered via the Texas Association of Counties attorney Jim Al-
lison, that only five members are legally allowed to be on that commission. The chairperson must be an elected official of the county with the four other members being appointees. Judge Moore noted that some of the nine members currently on the board was not nominated to be there. He also noted that Jan Cooper was the mayor of Ladonia when appointed but recognizing that would change in January, he asked for input from the Commissioners. Commissioner Magness then stated that due to the chairperson needing to be an elected official he would resume the position of chair and suggested that because Newt Cunningham would probably be the next incoming county judge, he should remain on the committee as should John Ed Shinpaugh and Jaylen Wallace. Commissioner Magness then stated that Jan Cooper should also remain on the committee until
Jan 1, 2023, when at such time she would be replaced by the incoming mayor of Ladonia or that mayor’s designated appointee from Ladonia’s City Council. He noted that he wanted to make his suggestion a motion and Commissioner Self seconded the motion which passed unanimously. Judge Moore stated that with the passing of this motion there would be a new Lake Ralph Hall Zoning Commission and noted that he believed the next meeting of that commission would be June 23, 2022. He then encouraged all interested parties to come to the meeting as he believes it is good to have input from others whether they have a vote or not. Commissioner Magness then confirmed the meeting would be the 23rd in Honey Grove at the Lyday Hall at 5:30 p.m and is open to the public. 23. Discussion, consideration and action to select

Shortly after that, the officer heard a car drive over the rumble strips nearby on galm road and watched as the woman’s body language immediately changed. The officer asked if they believed the noise they just heard was a pig and both nodded. He explained it was only cars crossing rumble strips on the road nearby. Embarrassed by the misperceived threat, the lost hikers were reassured by the officer that the unknown can be scary and their reaction surprisingly common. Guess He Told Them Montgomery County game wardens were patrolling for fishing violations at a local camp ground in the Sam Houston National Forest when they came upon an unoccupied vehicle with an open door. Fear that rumbling sound A government Canyon State Park Police Officer received a missing persons call from the San Antonio Police Department. It seems the missing person called 911 from somewhere in the park reporting that an animal had been following and growling at her, so she had taken refuge by climbing a tree. The park police officer searched her last reported location to no avail, but was able to make contact on her cell phone to reassure her help was on the way. She urged him to please hurry because an animal she believed to be a wild pig was nearby and growling. He informed her he would turn on his truck siren and asked her to listen. She was unable to hear his siren, so the officer told her to use her iphone to send him her location by text message, which she did. The officer then hiked to that location and found her and a male subject in a tree. She warned the officer that the pig was

Grove- Helen Jean (Page) Mobley, 78, of Paris, Texas, was born on December 17, 1943, Honey to Edgar Fair Page and Dorthy Elizabeth Turknett, in Paris, Texas. Mrs. Mobley went to her eternal home on June 11, 2022. Helen married Loyd Doyle Mobley on January 8. 1982 in Hugo, Oklahoma. She worked as a CNA in the nursing field for many years. She is survived by her husband Loyd Mobley of Paris, TX; son David Jaco Jr. and wife Kay of Paris, Texas; Grandson Dylan Jaco of Paris, TX; Stepdaughters Darlene Crowe and Sheri Jones; Brother, Ray Page of Washington; Granddaughters, Kelly Crowe, and Jennifer Schivier. She passed away on Friday, June 10, 2022 at Texoma Medical Center in Denison, TX surrounded by her loving family. Connie married Larry Henry Nail on July 16, 1981, in Albany, TX; together they celebrated 40 years of marriage. She was a homemaker, a loving wife, mother, grandmother, great grandmother, aunt, sister, daughter, and friend. Connie loved her babies, grand babies, and family immensely. She enjoyed watching HG tv, cooking, gardening, decorating, fishing, and shopping. Some would say she was a “shopaholic”; she could shop until “you” dropped. Connie is a member of Bethel Assembly of God Church in Albany, TX. Louis Ross Garner a member of a large and outstanding local family passed away suddenly at his home in Manassas, Virginia December 17, 1947. A Memorial Service was held in his memory June 18, 2022 at Willow Wild Cemetery at 10am. He loved attending the Annual Rogers, Bennett, Parker and Stone family reunions held at the lovely Stone Buildings at Bonham State Park. The reunions were started in memory of his mother Luella Rogers Garner by Ann Rogers Stroud, Aunt, Cousins; Carol Ann Amlin, Suzanne Clayton Davis. And many other family members. Louis was a graduate of University of Texas at Austin in communications went to have a career with the United States government before retiring and starting his own successful consulting business where he got to indulge in a favorite interest widespread travel. He loved history, books, antique cars and had a unique collection of IBM Select Typewriters. He cherished the love of classical music his father Lester Ross Garner instilled within him. His grandparents were A. D Rogers + Maud Rae Rogers, Grace Stone Garner + Louis Garner. Louis is survived by his wife Monica Basuro, daughter Luella + sons; Michael and Ross. Sister Carolyn Garner Siscoe. Numerous cousins 1st and 2nd. He was a philosopher and was always searching for understanding and insight. He was much more than what is written down on paper.

Putting Away A Good Conscience

The Bible defines a good conscience. A good conscience has to do with honesty, obedience, charity, and right living. Paul wrote to Timothy about some who did not hold faith or a good conscience, “Holding faith, and a good conscience; which some having put away concerning faith have made shipwreck” (1 Timothy 1:19). Let us consider a good conscience. To have a good conscience we must be honest in all things. “Pray for us: for we trust we have a good conscience, in all things willing to live honestly” (Hebrews 13:18). We must be honest with ourselves and honest with God’s word. To have a good conscience we must be obedient to the Gospel. Peter wrote that The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ” (1 Peter 3:21). It was Peter that “commanded them to be baptized in the name of the Lord” (Acts 10:48). To have a good conscience we must have charity or love. The apostle to the Gentiles wrote that “Now the end of the commandment is charity out of a pure heart, and of a good conscience, and of faith unfeigned” (1 Timothy 1:5). In Romans we find that “love worketh no ill to his neighbour: therefore love is the fulfilling of the law” (Romans 13:10). To have a good conscience we must live properly to have a good influence. Peter wrote that “Having a good conscience; that, whereas they speak evil of you, as of evildoers, they may be ashamed that falsely accuse your good conversation in Christ” (1 Peter 3:16). Paul wrote that we should have “Sound speech, that cannot be condemned; that he that is of the contrary part may be ashamed, having no evil thing to say of you” (Titus 2:8). Some have put away a good conscience by dishonesty, disobedience, a lack of charity, and living for themselves and not God. Paul said that some were “Speaking lies in hypocrisy; having their conscience seared with a hot iron” (1 Timothy 4:2). Let us HAVE a good conscience.

He further noted that it was a unanimous decision of the P&Z Commission to recommend the approval of this request. After some discussion a motion was made by Kevin Hayes to approve with Michael Evans seconding the motion which passed. 14. Consider and take action to approve a Specific Use Permit/Zoning Change located at the NW corner of Hwy 78 and Hwy 82 (ID# 125587 and 83951) from Residential – General Business (B) to Planned Development (PD): Mr. Kinnaird again explained how letters were sent out with no response received. A discussion ensued between the council and Jake Petras (owner of the property involved in the permit/zone change request) regarding the goals (commercial/retail) of the owner with clarification requested by Mr. Petras of specific usage allowed with the permits. Sean Pate explained the usage allowed with commercial and planned development and how negotiation is involved. Mr. Petras then spoke of top-notch, first-class convenience stores, quick service restaurants, sit down restaurants and a possible boat/rv storage facility. A motion was then made by Michael Evans to approve with Kevin Hayes seconding the motion which passed. 15. Consider and take action to approve a plat located at White St. and Franklin St. (ID# 83928): Mr. Kinnaird gave a history of the property noting that the owners of the property will not be the developers but they do have a buyer to come in and develop the plans. He continued that there were no responses received from the letters notifying landowners in the area but that there was one dissenting vote among the P&Z Commission making the recommendation to approve a 4 to 1 vote. He explained the one dissenting vote voiced concern of the proximity of the proposed development to McCraw Oil and gas and diesel tanks. After some discussion a motion to approve was made by Councilman Bill Chapman, seconded by Kevin Hayes and the motion passed unanimously. 16. Adjourn: A motion was then made, seconded and passed to adjourn at 6:27 p.m. with Mayor Compton thanking all for their attendance and voicing his encouragement for citizens to buy local and to get involved with all the community activities occurring in Bonham.
