Senator Bob Hall Brings Town Hall Meeting to Fannin County 3/16/21

Tuesday, June 15, 2021 – Senator Bob Hall and his wife, Kay, paid a visit to Fannin County for a Town Hall Meeting at Bonham City Hall. Although there was too much information coming from the recent legislative session in Austin to cover, Senator Hall gave a very thorough overview. He fielded questions from the audience and stayed afterward for a bit to meet and greet those in attendance. The Senator stated he would not confirm or deny whether the session was good or bad. He be-
lieves that call is made by the citizens he was elected to serve. The packed City Hall was an encouragement to Senator Hall and was a sign that Fannin County residents are concerned about the impact of what goes on in Austin.

Tuesday June 15, 2021, County Judge Randy Moore called to order at 8:50 a.m. a Special Meeting of the Fannin County Commissioners Court. Quorum was established as all Commissioners and County Judge were present. 2. To Hold and Attend a Public Hearing to hear comments regarding the approval of the Fannin County District Court’s Records Archive Plan per Government Code *51.305(f) and the Fannin County Clerk’s Archive Plan per Local Government Code *118.025(g), for fiscal year 2021-2022: Judge Moore asked if there was anyone with questions or comments regarding this plan. No one came forward with questions so Judge Moore read a summary of the purpose of the plan and what it entailed. He explained that it’s about taking care of archived documents according to the best practices being used across the state and how many documents will be changing from microfilm to a digital format. 3. Adjourn: After no one came forward with questions regarding this item, motion was made by Commissioner Magness, seconded by Commissioner Lane and passed to adjourn at 8:55 a.m. On the same day at 9:01 a.m., County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court. He noted that Quorum had been established. The Invocation was led by Fannin County Treasurer David Woodson. Pledges were led by Major James Manis Retired. 4. Public Forum: A citizen residing on CR2100 spoke to call attention to the poor road conditions at the corner of CR2554 and CR2100. She brought photos to show a standing water issue that caused deep holes after the rain ended and dried up and how it is her opinion that a culvert placed at that location would resolve the problem. She mentioned that she has been asking Commissioner Magness to take care of the problem and though some work was done, it only aggravated the problem especially after the recent drenching rains. She also mentioned delivery drivers and heavy equipment drivers driving too fast and possibly adding to the problem. She let it be
known that those working for the county, actually work for the voters and asks something be done about this problem. Major James Manis came forward to give recognition to those who served in the Army and other branches of Service in honor of the 246th Birthday of the U.S. Army. There were three veterans at the meeting including Commissioner Magness. 5. Introductions: There were no introductions. 6. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated that as of 2:10 p.m. Monday, there 2,601 confirmed; 877 probable; for a total of 3,478 Covid Cases. There are 4 active cases (1 in prison); 3,434 recovered; 109 fatalities and a 2.06% hospitalization rate. He said that though Fannin County is doing very well, other counties may not be doing as well and suggests having a mask ready to wear if need be when travelling out of Fannin County. Motion was made, seconded and passed to extend Proclamation one week. 7. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: No changes needed to plan. Motion was made, seconded and passed to extend plan one week. 8. Discussion, consideration and action regarding Covid-19 update and needs for supplies or personnel: Fannin County Purchasing Agent Michelle Case stated there was nothing needed at this time. No action taken. 9. Discussion, consideration and action to approve the County Clerk’s Archive Plan per LGC 118.025 for budget year 2021/2022: Judge Moore explained that this is the item that there was a Public Hearing on prior to this meeting. There were no questions on this item and Commissioner Lackey made a motion to approve with Commissioner Magness seconding motion. Motion passed. 10. Discussion, consideration and action to approve the District Clerk’s Archive Plan per GC 51.305 for budget year 2021/2022: District Clerk Nancy Young made herself available for any questions. She said any documents from 1950 and before are considered Historical Documents and once those documents are scanned, they will be held onto and stored. But any document going forward from 1950, can be shredded to open up storage space and after it is scanned will be turned into a digital document. When asked, she explained that the books with historical documentation from early 1900’s and the 1800’s will be kept. A vote was taken on the motion and motion passed. 11. Discussion, consideration and action to approve Treasurer’s Financial Report for May 2021: Fannin County Treasurer David Woodson gave a report of $5,589,578.57 received in May and gave a breakdown of where the monies came from. He also gave a shout out to Tax Assessor Collector Gail Young for the amount collected from her department and asked if there were any questions. There were no questions and a motion was made by Commissioner Magness to approve the report, seconded by Commissioner Lane and passed. 12. Discussion, consideration and action to approve Treasurer’s Investment Report for May 2021: Mr. Woodson also gave a report on the interests received on the different accounts and Bonds owned by the County and explained that he would have a report on the C-Dollars next month. Motion was made by Commissioner Magness to approve the report, seconded by Commissioner Self and passed. 13. Discussion, consideration and action to approve Legend Bank’s request to release the following Securities: Cusip# 3128p8fr7, FHLMC# C91976 in the amount of $1,197,632.38, Cusip# 3128MMYHO, FHLMC #G18711 in the amount of $338,500.37, Cusip# 31418AHT8, FNMA#MA1141 in the amount of $545,750.55, Cusip# 3137AWET8, FHLMC4136DJ in the amount of $305,884.12, Cusip# 3128P7XJ7,

I concluded that Father’s Day week in June 1945 stands out as the winner. I had been liberated from the Prisoner of War Camp in Germany and was back in the good old USA, enjoying my family. As an added pleasure, I was given a 90day recuperation leave. This was time that helped to heal the wounds of war, but it also showed me again the importance of the family and the church in working out God’s plan for our everyday
life. It was during those days that I saw my dad as the spiritual leader he was. There is a valuable lesson for us, today. As a father, let me challenge you who are fathers to accept with me our responsibility to be the spiritual leader in our home. Let’s point our family to God in both our word and our deeds. My dad passed from this life in 1985, but the counseling, the teaching and the day by day life he lived, while among us, set the course we are to follow. the bowl) 1 c. fresh pineapple, diced 1 c. fresh strawberries, diced 1 c. orange bell peppers, diced 1 jalapeno, seeded and diced ¼ c. red onion, minced 1/3 c. cilantro, chopped 4 Tbsp. lime juice (about 2 limes) ¼ tsp. black pepper

To make the pineapple bowl, cut about 1/3 of the pineapple off, leaving the stem intact to the larger section of the pineapple. Set the small pineapple section aside. Lay the large section of pineapple on its side and cut around the outer edge of the pineapple fruit to make cuts across the middle too. Use a spoon to loosen and scoop out the pineapple chunks. Save chunks in a bowl. Pour the extra juice out of the pineapple bowl so that it is empty. Set aside. Dice enough pineapple chunks to make a cup for the salsa. Prepare strawberries, peppers, jalapeno, red onion and cilantro as directed. In a separate bowl, combine lime juice, salt & pepper. Stir. Pour the liquid over the fruit to combine. Transfer the fruit mixture to the pineapple bowl before serving. Refrigerate ½ hour. Serve with your favorite tortilla chips and ENJOY! This letter was originally sent to the Chairman of Fannin Central Appraisal District, June 9, 2021 It is submitted here as a Letter to the Editor.
This past week, I received notification of a scheduled Fannin Central Appraisal District (FCAD) Board of Directors public hearing to consider the 2021-2022 appraisal district budget. In line with our rights as Bonham Independent School District Board of Trustees, the proposed budget was reviewed and discussed during our special called meeting on Monday, June 7, 2021. During the review, the board became concerned specifically about Attachment 1: Proposed Salary and Benefit
for Each Proposed Position. This attachment proposes salary increases as much as 6.4%. After much discussion, the Bonham ISD Board of Trustees wish to express their displeasure of this illtimed substantial increase to the salaries of FCAD employees. Bonham ISD is a taxable entity for which FCAD appraises and collects taxes. As a result, Bonham ISD is responsible for a proportional share of the FCAD budget. Every dollar received and spent represents actual taxpayer funds. The trustees understand that this previous year and the challenges it brought have resulted in a rise in the cost of living. The burden of the cumulative effects of these chal-
lenges felt by almost all citizens is unprecedented in our lifetimes. In consideration of all stakeholders, including the local and county taxing entities, we believe this plan is ill-timed and insulting to all involved. Millions of Texans are struggling to make ends meet and it would be difficult to explain to those citizens that in spite of their struggles, the FCAD employees received a significant raise. As a district, our comprehensive salary scale adopted this year included only a 2% of midpoint raise for our employees and no increase to the 2021-2022 teacher pay step scale. I imagine that all of the taxing entities for which FCAD appraises and collects are implementing minimal, if any, raises. While Bonham ISD desires living wages for all, this year is simply not the time for these large increases. This is especially true of an entity such as FCAD that already has a high minimum salary (when compared to local school districts) of $45,000. It should also be noted that the FCAD Salary Budget has increased over 60% since 2017. Chance Roberts, BISD School Board President

ment permission slip to carry a firearm. “Texas is finally a pro-gun state despite years of foot-dragging, roadblocks, and excuses from the spineless political
class,” said TXGR Executive Director Chris McNutt, “I’m proud of the work grassroots gun owners have put in to get Texas Constitutional Carry finally signed into law.”
McNutt and Texas Gun Rights are joined by the National Association for Gun Rights and pro-gun Texans in celebrating this long awaited pro-gun legislation. “It is truly stunning that it took gutless legislators literally years to muster the courage to pass a Constitutional Carry bill that TWENTY other states already have as law of the land,” said NAGR President Dudley Brown, “Texas should have led the way on Constitutional Carry instead of being so late to the party.” Chris McNutt, Texas Gun Rights, and the National Association for Gun Rights mobilized hundreds of thousands of pro-gun Texans – having them sign petitions, make calls, and lobby legislators in Austin in

Honoring Wounded Warriors - Port O’Connor, Texas
Recently, I traveled to Port O’Connor, Texas on the Gulf Coast. I went there to meet my sisters. Due to the Covid virus, we were unable to meet last year as we normally do. This year we were able to make the trip. We met at one of my sister’s homes in Seadrift, about 18 miles from Port O’Connor. Seeing a large number of flags made us wonder what was going on. called to tell us about the buses of Wounded Warriors coming to town. Although we didn’t see them for the trees, we heard the sirens and horns of firetrucks, vans, and cars. As quickly as we could, we each grabbed a flag. We hurried to the car and drove to the highway. We were ready for the next bus to pass. The buses were honking their horns and cars were waving flags and honking their horns, also. We were so excited to be among the crowd and see the buses of veterans. We had never felt prouder. Saturday morning, we headed to Port O’Connor. The town was buzzing with people everywhere. We were looking for a parking place along the way and made it to the waterfront where boats were launching. The volunteers from Port O’Connor were loading Wounded Warriors on their boats to go gulf fishing. We watched the boats coming in and unloading the Warriors. Some of them had caught huge fish. One Warrior was so proud he was cradling his fish like a baby. There were about twenty men lined up at a long table, prepared to clean the fish as they were brought in by the Warriors. They were allowed to take the fish home with them. It was very obvious the veterans were having a lot of fun. There was loud music and some of the ones who were able were dancing. The town or someone had stuffed large bags for the veterans to take home with them. The food all looked so good. I have never been so proud of my birthplace. This event takes place every year in Port O’Connor. By Sunday morning, after their breakfast and check out at the hotel, I am sure the veterans must have slept all the way home. No doubt they were remembering all that had taken place. We sisters were so glad to witness all this on our vacation. We are so proud of our troops! Grace Chapman

THE WAY TO THYATIRA
“Enter by the narrow gate; for wide is the gate and broad is the way that leads to destruction, and there are many who go in by it. Because narrow is the gate and difficult is the way which leads to life, and there are few who find it.” Matthew 7:13-14
Thyatira was a smaller community than the three previous letters to whom Jesus dictated letters. It was a community whose business model was based on using the resources of the land on which it was built. It was an “artsy” community whose economy was dominated by trade guilds for the bronze, linen, leather, pottery, and dye industries. Due to Thyatira’s size, they were in some ways insulated from the heavy hand and interest of the Roman Government, thus Thyatira’s local governing body had a profound influence in the community. Local leaders promoted the interests of their members, and it would be difficult for a tradesman unassociated or in direct conflict with any guild (the local governing body) to conduct business in Thyatira. Small Town, USA. The Church Body in Thyatira was filled with good, faithful people. They were known for their good works in the community, for which Jesus commended them. They had persevered to keep their faith intact. But as is always the case with Jesus, He shines His Light on the good and bad. They had a problem because they were allowing a leader in the community, to stay and teach a message in the Church that was leading the vulnerable in the church astray. They were going the WAY of least resistance. “Allow” is a passive word that indicates the members knew the difference between right and wrong, good, and evil, but allowed the evil to remain. Room does not permit a complete overview of Jezebel, but it can be found in the Old testament books of First and Second Kings. Her spirit was alive in Thyatira and is still alive today. Her teaching was one that encouraged and engaged in immorality and ALLOWED IT to be introduced into the church along with various forms of idolatry including the worship of one’s own desires, otherwise known as the worship of SELF. The faithful members of the Church in Thyatira had allowed this to happen, obviously too timid to stand up to the evil. They would not buck the system; they were afraid of how they would be perceived and how a stance for Truth might inevitably threaten their own standing in the community. This stance against the status-quo might even cause them to lose their job or threaten their ability to do business. To be certain, they would lose popularity and influence. This church, filled with good people, were straying from the narrow way, and their Savior was calling them back. Current news tells us how quickly churches are adopting the ways of the world to fit it. Just this week, major denominations are adopting a provocative movement to allow the LGBT platform to ingress their individual church bodies and be sanctioned by the whole. To do otherwise, they argue, would be to promote “hate speech” for which could cause them to lose their 501C3 status with the IRS. God loves the world and every person in it, but GOD’S absolutes and standards are unchanging. As the Body of Christ, we must not stray. It happened at Thyatira, and it is happening to churches all over this land. God loves the world He created. There is no hate in His Message. The Letter to Thyatira is Jesus’ Word to all churches through the ages. “Those who have ears that hear, let him hear what the Spirit says to the CHURCHES. (Revelation 2:29). Jesus wants the members of His Body, the Church, to hold fast to the Truth and to OVERCOME. The result of not doing so means that the most vulnerable among us can be led astray by false teaching for which they receive the same recompense as their teacher, “Indeed, I will cast her into a sickbed, and those who commit adultery with her into great tribulation, unless they repent of Her deeds.” (Revelation 2:22) Jesus said HIS WAY IS THE TRUTH, IT IS HIS LIFE. (John 14:6). He wants HIS ETERNAL LIFE for every person. We have been commissioned and given the Power to lead those lost to HIS Truth to eternal life in HIM. That requires losing our fear, timidity, and service to our selfindulgence. It requires we lose ourselves for His Name sake and for those whom He willingly gave His Life. When The Church is The Church as He called us to be, the people rejoice and inherit HIS ETERNAL LIFE. “Lord, teach us YOUR WAYS, SHOW US YOUR PATH, AND WE WILL WALK IN YOUR WAY BY THE POWER OF THE HOLY SPIRIT. when a child is removed from their family due to abuse or neglect, a foster placement is not always available. In those situations, the child may end up staying at the local Child Protective Services (“CPS”) office, being supervised by CPS workers until a placement becomes available. The acronym used for children without placement is, “CWOP.” Recently, our local CPS office television was damaged, and as a result, the children who were without a foster placement and staying at the office had limited activities and no entertainment through the television/Netflix. At the suggestion of Ms. McDonald, the Bonham Rotary “adopt-
ed” the local CPS office CWOP. A television was purchased and donated by Rotarian Newt Cunningham and money donated to Bonham Rotary for service projects by Bonham Chrysler was used to purchase a $678 gift card. The intent of the gift card is for use by caseworkers who have a child in their care at the CPS office for the purchase of meals or maybe attend the local theater. “Service to our community is core to Bonham Rotary,” stated Judge Lauri Blake, Club President. “This project made sense. Children in care who have to stay in the local CPS office need some form of activity and entertainment. Bonham Rotary in con-

4-H, as part of the Texas A&M AgriLife Extension Service, also stands to, through the application of science-based knowledge, create high-quality, relevant continuing education that encourages lasting and effective change. Texas 4-H Roundup has been held on the campus of Texas A&M University since 1946, therefore making this event the 75th year of Texas 4-H Roundup. After the cancellation of Roundup in 2020, AgriLife Extension leaders were eager to offer this event again this year to the hardworking 4-H youth across the state. “We are so excited to be hosting Texas 4-H Roundup this year and having the opportunity for 4-Hers to celebrate their accomplishments. After going through the ups and downs of this last year, it is so good to see people and be able to celebrate successes with them,” Texas 4-H Program Leader, said Montza Williams, Ed.D. “Even though it was not easy, 4-Hers have been flexible and adaptable and I appreciate their “we can do this” attitude.” The 2022 event is planned for June 6-9, 2022 in BryanCollege Station, Texas.

The contests included both qualifying events, where 4-H members qualified at their county and district contests to compete at the state level, and invitational events. Texas 4-H Roundup was open to senior level, or high school aged, 4-H members only this year. Additionally, the Texas 4-H Youth Development Foundation awarded more than $2.7 million in scholarships to 232 youth. 4-H is America’s largest youth development organization, empowering nearly six million young people with the skills to lead for a lifetime. 4-H is a community of young people across America who are learning leadership, citizenship, and life skills. The mission of Texas 4-H is to provide meaningful opportunities for all youth to have fun, learn, explore, and discover. Balmorhea State Park Pool Reopens June 26
TOYAHVALE— The Texas Parks and Wildlife Department is excited to announce that the spring-fed swimming pool and day use area at Balmorhea State Park will reopen to the public on June 26. The pool and day use areas only will be open from 8 a.m. to 7:30 p.m. or sunset, whichever comes first. Light construction is still ongoing in the pool area, so the public is asked to remain
vigilant. Day passes are now available for purchase on the Texas State Parks Online Reservations Center but are limited. Day passes can be purchased up to 30 days in advance. Guests are strongly encouraged to purchase passes in advance online before driving to the park. Upon entering the park, visitors will present their reservation receipts at the park
Game Warden Field Notes
He’s a Rescue Texas Game Wardens and U.S. Fish and Wildlife Agents inspected some antique resale stores. These locations had alligator skulls, black bear mounts, waterfowl mounts, raptor mounts and migratory bird mounts for sale. During the inspection of one store, an individual entered with a pet possum. In order to possess, sell, or purchase a fur-bearer, a person must have a valid Fur-bearing Propagation Permit. The possum was confiscated and relocated to a licensed rehabber. Citations were issued and cases are pending. Dude, Where’s My Car? A Bexar County game warden was patrolling Calaveras Creek by boat because the banks are closed to the public when they saw a person trespassing then hide in the mesquite brush. The warden called for backup and two additional wardens and a K-9 officer arrived to assist. After an exhaustive search, they were still trying to locate the subject. One of the wardens continued navigating their vessel father north into the creek when they spotted someone walking on the other side. The subject was stopped and told he was trespassing. He said he didn’t have any fish or fishing gear and was walking back to the roadway where his van was parked. The subject said his friend brought him to the property but had already left and was waiting at the van. The warden exited the vessel and walked along the subject’s path where they found an ice chest with six tilapia, one black bass and a cast net. The man said he left the ice chest on the trail because he got scared. The K-9 handler radioed the warden to let them know the other suspect and van were gone. The man said, “How am I

supposed to get home?” He told the warden his phone, wallet and money were in the van and his friend was supposed to wait for him and take him home. The warden arrested the man for criminal trespass, had him board the vessel and transported him to the Bexar County Jail. Case pending with the District Attorney’s office. Gig ‘Em A Uvalde County game warden found an unaccompanied vehicle at a Nueces River crossing. Believing the occupants got into another vehicle and drove down the river, the warden drove to a hill overlooking the river a couple of miles away. There they saw four individuals walking down the river, three with gigs and spears and one with a fishing pole. The warden saw two of the individuals with snorkeling gear dive into the river with the gigs. Another person in the group waved to the divers, who proceeded to dive and emerged with a catfish at the end of a gig. The warden drove down to the group and discovered a fishing pole but no other fishing, gigging or snorkeling equipment. After searching the area, the warden found the gigs and spears, which had been thrown in the water and concealed. The gigged catfish were nowhere to be seen. The warden inter-

When the wardens attempted to pass the vehicle, a truck cut them off, driving down the wrong side of the road. The vehicle pulled back over to the side of the road and waved the wardens to drive by. During the traffic stop, the wardens noticed the driver was unable to turn down the music on his radio. When asked what he was doing, the driver said, “I was just trying to…” The driver then picked up his beer and handed it to the wardens. The driver’s speech was slurred, and he was unable to keep his balance as he exited the vehicle. After the Standard Field Sobriety Test was administered, the driver was transported to the McLennan County Jail and was booked into jail for a DWI. A blood specimen was obtained. The case is pending.

Fork GOOD. Water lightly stained; 79-85 degrees; 0.23 feet high. Largemouth bass are good on frogs, top waters, Texas rigged plastic worms, chartreuse spinners, crankbaits, and football jigs. White and yellow bass are good using live bait and slabs on humps, flats, and ridge lines. Crappie are good on minnows and jigs near brush piles and timber. Catfish are good using chicken liver and live bait in water depths 15-25 feet. Ray Roberts GOOD; Water lightly stained; 84 degrees; 4.27 feet high. Largemouth bass are good on drop shots, crankbaits,
bladed spinners, frogs, and flipping jigs near flooded banks, vegetation, and drop-offs. Largemouth Bass are good on crankbaits, drop shots, and bladed spinners near vegetation lines, docks, and flooded brush. White bass and hybrid stripers are good on swimbaits, slabs, and live bait near the main lake channel, flats, drop-offs, and humps. Crappie are good on minnows around brush piles, docks, and bridge pilings. Texoma GOOD. Water lightly
stained; 78-82 degrees; 3.83 feet high. Striped bass are good on live bait and swimbaits in the river channel and tributaries. White bass are good on slabs and jigging spoons. Largemouth bass are good fishing wacky worms, shaky head jigs, square billed crankbaits, top waters, and bladed spinner baits. Crappie are fair on minnows and jigs near boathouses, timber near a channel, and brush piles. Catfish are good on earthworms and cut bait. Toledo Bend FAIR. Water slightly stained; 76 degrees; 0.25 feet high. Largemouth bass are good and getting in deeper water around 12-17 feet and deeper in some cases. Fish brush and the many covered holes on Carolina rigs, deeper larger crankbait, and jigs. Striped bass are slow. White bass are fair on Alabama rigs and small deep crankbait sinking below 20 feet. Crappie are good with tons of fish being caught using minnows. Channel and blue catfish are fair on stink bait.

Regina Darlene “Deanie” Vaughn born the 29th day of September, 1964. Regina is the daughter of Dan Vaughn (Dickson, OK), Carolyn Vaughn Allen (McKinney, TX), and the late Donna Gaines Dunham (Fort Worth, TX). She moved on to Life Ever Lasting to be welcomed into the Loving Arms of Our Heavenly Father on the 15th day of June, 2021. Regina leaves behind former husband Charles Allen Howell (Dodds City, TX), their daughters Amy Howell (Bonham, TX) Christy Howdeshell and husband Jaron (Bonham, TX) and Cheree Cossey and husband Darren (Guthrie, OK). Eleven grand children: Sierra, Ravynn, Phoenix, Jozlynn, Mackenzie, Tawny, Brent, Logan, Alayzah, Aiden, and Kenzie. One great grandchild Lillie Le’Cha. Regina is also survived by siblings: Rhonda A. Ray, John D. Vaughn, James E. Vaughn, Mellissa A. “Muffy” Vaughn, Jess D. “J.D.” Vaughn. Along with numerous nieces, nephews, cousins, aunts, uncles, and friends. Honey Grove, Texas- Paula Rhea (Stathakos) Eaton went home to be with Her Lord and Savior on June 13, 2021 at the age 65. Born on March 05, 1956. Paula was the daughter of Paul Stathakos and Raye Dean Ross. Paula married her soulmate William Elvis Eaton (Dusty) on April 12, 1970 and was married for 50 years. Paula is survived by her children; Kristina (Eaton) Smith and husband Shawn Smith; Dee Dee (Eaton) Fleming and Jacob Eaton; Grandchildren; Dalton, Cade, Carter Smith, Montasia and Gracie Fleming. Paula considered many as her brother and sisters along and numerous nephews and nieces, all of whom she loved very much. Interment followed at Lamasco Cemetery. Serving as pallbearers were Dave Paggett, Carl Vance, Cal Caylor, and Marty Williams. Serving as honorary pallbearers were Michelle South, Michelle Fogle, Gary Rodenbaugh, and Rui Porfirio. John Richard Hoelzel, Sr. went to be with the Lord on Tuesday, June 15, 2021. He was born on November 24, 1936, in Tulsa, Oklahoma to Hugo and Thelma Hoelzel. Growing up in Tulsa, Oklahoma, John attended Will Rogers High School. He went on to Rice University, the University of Texas, and Southern Methodist University, obtaining both a bachelor’s and a master’s degree. John prized above all his relationship with the Lord Jesus Christ, which began when he was a college student. After coming to repentance and faith in Christ at that time, he strived to live a life pleasing to God! John married Patricia Rellahan Hoelzel in 1959, and they were married for 49 years until Pat departed for heaven in 2008. John and Pat had four children: John, Jr., Michael, Shawn, and Molly. John married Jan Hoelzel in 2012. John worked as a software engineer for several different companies, retiring from Raytheon Systems. After retirement he spent his time doing everything, he could do to advance the kingdom of God: leading Bible studies and prayer groups, pursuing discipleship growth with other men of faith, sharing the Gospel of Christ with anyone he could, writing books and writing insightful “Thinkables” that applied Bible truths to a variety of interesting topics. John genuinely loved God and desired to live for Him with all of his heart, and so he has left us a lasting legacy! John was preceded in death by his parents, his first wife Pat and his son, Michael. He served honorably in the National Guard and worked for General Cable spooling and as a forklift operator for 38 years before retiring. He was a very kind and loving man. He loved Laura Ann the dog. Funeral services for Frank “Gerald” Wishard, age 83 of Honey Grove, TX were held at 11:00 AM Tuesday, June 15, 2021 at the Dial Baptist Church in Dial, TX. Rev. Honorary pallbearers were Fred Fore, Sonny Stanley, Lloyd Cunningham, Alvin Fields, Ed Morris, Doug Stroud and Tommy Merrill. Gerald was born October 24, 1937 in the Rockpoint Community near Dial, TX. He was the son of Gerald Cyrus Wishard and Carra Shelton Wishard. Gerald married his wife of 61 years, Peggy in Pottsboro, TX on August 8, 1959. They were blessed with two sons and spent years farming and ranching and raising a family. First and foremost, Gerald (aka Pops) was a family man who
put God first. His wife, boys and grandchildren were extremely important to him. He was baptized April 9, 1948 and was ordained as a Church Deacon on April 13, 1969. Gerald served 52 years in the Dial Baptist Church. Hardworking and God-fearing describes him well. He loved being a farmer/rancher. Not many would say they loved baling hay, but Gerald did! If anyone needed anything, they could rest assured Gerald was on-call to assist when needed. Bettie Louise (Amlin) Whitehead was the daughter of Ted Amlin and Sally Orma (Barnett) Amlin. She was the wife of John Kenneth Whitehead, Sr. She was the mother of Cassandra (Whitehead) Drachenberg and her partner Marilyn Ruth Pierce, John Kenneth Whitehead, Jr., and Ted Eric Whitehead and wife, Angie (Adams) Whitehead. She was the grandmother of Bethany (Drachenberg) Hager and husband Karsten Hager, and Michael Tanner Whitehead. She was the great grandmother of Cynthia Hager and the great-great grandmother of Michael Hager. Bettie had one sister, Nadine (Amlin) Burkhalter. She also had many nieces and nephews and great nieces and great nephews, several aunts and uncles, and many friends throughout this country and abroad. Bettie’s best friend and longtime companion was Dale Carson Donohoe. Bettie loved reading, studying and learning from God’s Word, playing in the flowerbeds, fishing, a little travel, shopping, long Sunday drives, and walks down country lanes. Reading and writing were both passions for Bettie. She was a published poet and short story writer. Bettie was 87 years of age - Born July 8, 1933, Year of Our Lord, until June 12, 2021. Bettie is a child of Jesus and belongs to Him. She was a member of Ector Baptist Church. Private interment was held at
Carson Cemetery in Ector Texas on Monday, June 14, 2021, at 8:00am.

Commissioners Court Special Meeting Budget for Fiscal Year 2021/2022

County Judge Randy Moore called to order, Friday 11, 2021 at 9:00 a.m., a Special Meeting of the Fannin County Commissioners Court. A quorum was established with three County Commissioners and County Judge Randy Moore present. Commissioner Lackey was not present at 9:00 a.m. but did arrive shortly thereafter. 2. Public Forum: There were no speakers for Public Forum. 3. Discussion regarding budget for fiscal year 2021/2022: County Judge Randy Moore began the discussion regarding the budget by announcing that on Tuesday, June 15, 2021, there would be an EXECUTIVE SESSION to go over pay increases and health benefits as a decision is needed to be made by then regarding those items. He explained how the purpose of today’s meeting was to go over some items and wanted the commissioners to keep in mind that though some budget proposals will take little time to go over, there might be those items they will need to have a discussion over with the parties directly involved before decisions are made. After some discussion, the Special Meeting they had slated for Thursday, June 17, 2021, was rescheduled to occur after the Regular Meeting Tuesday, June 15, 2021, at 10:30 a.m. Judge Moore spoke of the need to receive data from the County Appraisal District and will be attending their meeting as there has been a request for a 7.4% increase in personnel coming from that office. Having said that, he began his list of the different county offices and their proposed budget submissions and requests. Those offices that reported no need for changes from the current year’s budget to the upcoming budget or that it was determined that no changes would be being made, was: The Fannin County Purchasing Agent Office; Fannin County Auditor’s Office (with the exception of a $50.00 increase for printing needs); Fannin County Community Ministries; Fannin County Adult Probation Bond Supervision; Justice of the Peace Precinct 2 – Bob Clemons; Fannin County Children’s Center; Constable Precinct 1- Paul Holt; Fannin County Court at Law – Judge Charles Butler; Fannin County Volunteer Fire Department; Fannin County Development Services – Di Hopkins; Fannin County Judge – Judge Moore. Those offices that would be receiving an increase or further discussion would be needed regarding an increase in the upcoming budget was: Fannin County District Clerk’s Office; Fannin County Child Welfare Board; Fannin County Sheriff’s Department; Fannin County Emergency Management; Justice of the Peace Precinct 3 – Kenny Karl; Fannin County 336th District Court – Judge Blake; Fannin County Criminal District Attorney – District Attorney Richard Glaser; Fannin County Indigent Health Care – Mark DeMayo; Constable Precinct 3 – Kevin Mayberry; Fannin County Environmental Development; Fannin County Clerk – Tammy Biggar; Fannin County Juvenile Probation – Brandon Caffee. Those offices that were offering a decrease in the upcoming budget or that a decrease would be being discussed was: Fannin County Treasurers Department; Justice of the Peace Precinct 1 – Royce Smithey; Fannin County Tax Assessor/ Collector – Gail Young. Those offices that had not submitted their budget proposal for fiscal year 2021/2022; Constable Precinct 2 – Jimmy Helms. After lengthy discussions over specific items and considerations involved with each office submission and differing opinions on what was necessary and affordable for the county, some office budgets were decided on and it was understood that more discussion and consideration would be needed with some of the other requests. More office submissions were not able to be reviewed in this meeting and it was decided that they would take up where they left off today, with the Special Meeting slated for June 15, 2021, at 10:30 a.m. 4. Lane said and encouraged attendance to hear Senator Hall speak. He also brought up the problem of people dumping trash in his precinct and stealing signs and encouraged any seeing such activity to contact the Sheriff’s dept and thanked all for coming. Commissioner Magness also asked for patience with the roads stating that to please bear with them and they will get to all the roads as soon as they can. Commissioner Lackey congratulated the Dodd City Girls Softball team for winning State. He also said they also won State in Basketball and that is the first time that has happened in this county. He then mentioned about waiting on a reclaimer/grinder that is equipment that will enable him to do the work needed on a list of roads that has previously received temporary repairs and he thanked all for coming. Judge Moore also addressed the bad roads and spoke of how with the excessive rain we have had, road conditions get bad and to try and repair them in the rain only makes matters worse. The roads by him are also in bad condition and he encouraged patience as the roads will be repaired. He also said there will be another budget meeting Thursday the 24th. 28. Honey Grove Statement / Incident Sent on the behalf of a Honey Grove Police Department
On June 15, 2021 at approximately 11:00 p.m., Honey Grove Police responded to a disturbance in the 800 block of Hickory Street in Honey Grove. Preliminary information indicates the responding officers encountered a male suspect armed with a rifle at a residence. The suspect fired on the officers and one Honey Grove Police Officer was struck in the leg. The suspect has not been taken into custody and remains barricaded in the residence. There is a heavy law enforcement presence in the area including Honey Grove Police, Paris Police Department, Lamar and Fannin County Sheriff’s Deputies, Texas DPS and Texas Rangers. The surrounding neighborhood has been evacuated for the safety of the residents and the public is asked to stay away from the area. The wounded officer was taken via air ambulance to an area trauma center for treatment and the medical status is unknown at this time. At approximately 9:20 a.m., police entered the residence in the 800 block of Hickory Street. The male suspect was found deceased inside. There is no longer a danger to the community related to this incident. The Honey Grove Police Officer is in stable condition at an area trauma center. At the request of the Honey Grove Police Department, the Texas Rangers have been asked to investigate the incident. The investigation is ongoing and no additional information is currently available. He informed all that Bonham was once named Bois d’Arc; and presented the recently elected officials with a writing pen made of Bois d’Arc wood. Mr. Keen was also presented a “tac” pin by Mayor Compton and thanked for all the good he does for the city. Another citizen from Bonham spoke to stress the need for sidewalks and asked that someone from the council get back to him and let him know what the city means to do about addressing the sidewalk issue. Mayor Compton assured him that an answer would be had for him by the next meeting. A third Citizen of Bonham representing the Powder Creek Pavillion gave reasons why he believes it would benefit the city to work with him to promote the Powder Creek Pavillion on a large scale project. Presentation of plaque to Employee of the Quarter: City Secretary Heather Stockton had a look of total surprise when Human Resource Director Brad Nichols announced that she was the “Employee of the Quarter”. Mr. Nichols reported how Heather started her career with the City of Bonham in 2011 as the administrative secretary for the Bonham Police Department and in 2015 became the City Secretary. Her duties entail coordinating city ordinances, facilitating city elections and managing a multitude of city functions and constant changes. He said she is known to be soft spoken, easy going and kind while being extremely passionate about her duties. She is also known to cheerfully offer her assistance to other departments. She enjoys her work, is a great coworker and her competence and dedication make her a great asset for Bonham and Employee of the 2nd Quarter of 2021. 5. improve Bonham’s existing airport facility. He explained the beginning of a master plan that included renovations, possible upgrades and notations of deficient areas at the facility. The master plan was created in the hopes of bringing possible FAA funding in the future. He explained the work the city did to accomplish their goals for that FAA funding. He detailed the city’s level of success and how after ranking high on the percentile level amongst other nationwide airports, they made a requisition request for up to twenty million dollars worth of improvements and were awarded around five million based on a 10% match to be able to receive the funding. He explained the three phases of a resolution opted into last year by the council to get the City of Bonham to that place where they would be able to receive the five million dollars in improvements. They knew then that it would require the city to take out a loan for the 10% match which would be approximately $400,000. Mr. Pate explained the advantages of an offer by Government Capital as a lender and the two options available. Bonham Director of Finance Dave Struchtemeyer added that the loan payments would not be coming from taxpayer dollars but airport revenue. After some discussion, a motion was made by Councilman Mike Evans to approve a resolution for the 12-year financing agreement. A motion was seconded by Bill Chapman and passed. 6. Consider and take action on a Memorandum of Understanding nominating a City of Bonham representative to the Fannin County Mitigation Planning Team: Public Safety Program Manager C.J. Durbin-Higgins with TCOG (Texoma Council of Governments) spoke on the agreement between Fannin County and TCOG regarding the formation of the Fannin County Mitigation Planning Team which would work towards updating the Hazard Mitigation Plan that comes before the Council every five years for update (this being the third version of the Fannin County plan.) She explained how the plan identifies and evaluates natural disasters and hazards to provide solutions to minimize property damage and loss of life and how the plan being in place opens funding from FEMA (ie: grants for tornado shelters for school districts.) She further explained the first step was to sign the Memorandum of Understanding and the nomination of a member from the City of Bonham for the planning team. After some discussion, it was decided that EMS Chris Hughes would be the best nominee for this position. A motion was made by City Manager Sean Pate, seconded by Councilman Tim La Vergne II and passed to sign the MOU. After which, a motion was made by Councilman Mike Evans, seconded by Councilman Kevin Hayes and passed to appoint Chris Hughes to the Fannin County Mitigation Planning Team. 7. Consider and take action to appoint or re-appoint individuals to the following boards and commissions:
