Fannin County

Words seem inadequate as we attempt to thank our wonderful friends for the Hickory Bar-B-Que Appreciation Dinner. Tracy and Laura Lackey spearheaded this community event, calling in many friends and family to assist. There was a small army making sure that every detail was attended to. Tracy, we know what a task it is to smoke meat for over 800 people, and our hats are off to you! You and your mighty band of brothers did a fantastic job!

To each person who attended Saturday night's event, we thank you. We saw the BEST of Fannin County in action. Neighbor helping neighbor. Friends celebrating with friends. We saw people connecting who had not seen each other in years. We saw what makes Fannin County such a special place. A place we are proud to call home.

As we close this chapter in the life of our family, it is with deep thanks to our husband/ dad/grandfather- Don Blevins. He had a dream of a BBQ joint where friends and family could gather over good food and share a laugh or spin a good yarn. Because of his dream and the extreme dedication of Ruth, Phil, Blake, and Riley, we close our door on a 48- year business.

Our family has always strived to give God the glory for anything good in us, and so we do that now. Thanks for allowing us into your lives. It's truly been our pleasure.

With extreme gratitude, Ruth Blevins and family

DISCUSSION ITEMS:

11. Report on progress of witness interviews,

investigation, and litigation preparation relating to the Fannin County Courthouse

– District Attorney. Fannin County District Attorney Richard Glaser discussed the problems encountered in a journey that began 25 years ago. Mr. Glaser stated he was here in 2000, in the beginning of the restoration process. He was an advisor to the Commissioners Court and involved in the process of asking for the funds from the Historical Commission, back when the amount mentioned for restoration was around $6 Million. The cost ended up being much more than that. There are questions on the money that was spent and money that was authorized. Mr. Glaser indicated there are problems that need to be addressed and responsibility needs to be taken. Cost overruns and the lack of performance bonds occurred... why? Resistence has been encountered during the questioning process...why?

We have filed a 202 Petition, which is in process now and will allow questioning of certain people to ascertain the answers needed and why certain decisions were made in the construction process. The respondents to the 202 were Turner Construction and Architex. Mr. Glaser indicated that not everyone has been cooperative to this point of

time. Mr. Glaser provided the Court with a packet containing 16 items that raise serious questions which need to be answered.

Mr. Glaser gave one example of the 16 items that are troublesome. The stone masonry work was performed by a company named Bryco. They were not recommended by Turner Construction. Bryco could not get a performance bond. Initially, the lack of a bond excluded them from the contract, they were however, able to get a performance bond with the assistance of then Fannin County Judge Carter. Bryco then increased their bid to 4 million dollars, they were no longer the lowest bid, however, they were still selected for the contract by the powers that be at the time. Then they were allowed to re-bid to get below the other bidders. Mr. Glaser said that was not the usual procedure in a bidding process, so why was it allowed to happen? These are questions that are going to be raised for the Grand Jury and the 202 procedure. Mr. Glaser welcomed any questions and wanted to make known he is available. There were no questions at the end of his presentation. Judge Cunningham replied he is not looking for questions, he is looking for answers. He assured Mr. Glaser and the citizens present that he is going to persist until the repairs are completed.

DISCUSSION, CONSIDERATION AND ACTION ITEMS:

12. Discussion and possible action regarding Emergency Medical Services Contract – County Judge. Allegiance Mobile Health, Bonham Fire Department and City Ambulance Service responded to the Request For Proposal notice and Allegiance came in with the lowest bid and was selected. The motion to accept was approved 4-1 with Commissioner A.J. Self voting nay.

13. Discussion and possible action regarding Engineering Services interviews – Purchasing Agent. Hayter Engineering and Valtech Engineering were both selected for engineering services. Approved

14. Approve renewal of Safe Fleet for Sheriff and Constable offices through February 28, 2025 for $2,103.45; technical support for body and vehicle camera systems – Purchasing Agent. This item is for Tech support for video downloads for body and vehicle cameras. Approved

15. Discussion and possible action regarding Belle Vie Phase I in Honey Grove; alternative sewer option while waiting on the final TCEQ permit to be approved – County Judge. This item was passed on until next week’s Commissioner Court.

16. Approve Final Plat for Five Points Subdivision – Development Services Director. Approved 17. Approve Final Plat for Harbor at Five Points

Subdivision - Development Services Director. Approved

18. Select Justice Center timeline option; Option 1 or Option 2 – County Judge. Judge recommended timeline Option 2 which includes the entire project. He stated it will put the project out another month and a half. Commissioner McQueen said it will actually be only three weeks. All commissioners and the judge agreed they prefer the entire project included in the timeline. Option 2 was approved.

19. Acceptance of the Auditor’s 2024 Investment Training per Public Funds Investment Act §2256.008 and the Fannin County Investment Policy – County Auditor Approved

20. Discussion and possible action regarding Windom Building repairs – County Auditor. Ms. Whipple reported that the insurance will cover the cost of the documents damaged by the leaking roof however the roof itself will not be covered. Apparently it has been leaking for an extended period of time and needs total replacement. A motion was made to get estimates on the roof and the HVAC repair as the HVAC was the root cause of the roof damage. Approved OPEN DISCUSSION ITEMS:

26. Fannin County road issues – County Judge. Commissioner Pct 1 Dale McQueen discussed the truck traffic damaging county roads. Sod trucks and sand trucks are destroying county roads. Is there any way to stop them? The roads being destroyed are asphalt roads specifically. Judge Cunningham discussed looking at perhaps ordinances that could force trucks over 60,000 lbs. to use other alternate routes.

Meeting adjourned.

Emergency Medical Services Bid Awarded

On Tuesday, June 18, 2024, the Fannin County Commissioners Court had to make a hard call. The Court, with the sole exception of Commissioner Self, voted to award the next contract to provide county residents with emergency medical services (“EMS”) to Bluebird Medical Enterprises, LLC d/b/a Allegiance Mobile Health (“Allegiance”). The City of Bonham is currently contracted to provide those services. Under current contract,

this fiscal year the County will pay Bonham $808,617.98. The contract will end in September of this year. As required by law, The County went out for request for proposals (“RFP”). The RFPs were received from three qualified entities willing to provide emergency medical services. Those entities included the City of Bonham, City Ambulance Service, and Allegiance. Obviously, the County would have preferred to have awarded the contract to the City of Bonham. The Proposals were fairly evaluated. The City of Bonham offered to provide the requested services next year for $1.8 million. City Ambulance Service offered to provide service next year for $1,794,620.58. Allegiance is agreeing to provide service for three years for $780,000 a year.

GAIL ALAN TAYLOR

Funeral services for Gail Alan Taylor, 62, of Pittsburg, Texas were held Saturday, June 22 at Reeves Chapel United Methodist Church with Pastor Marty Clock officiating. Visitation began at 10:30 am, followed by the service at 11:00 a.m. Gail passed away peacefully at his residence in the early morning of Friday, June 14, 2024.

Gail was born on November 2, 1961, in Lawton, OK to Lauren and Hallie Taylor. He was raised in Grand Prairie and graduated from South Grand Prairie High School in 1980. Soon after graduation, Gail started his career at Coca Cola. He worked his way up to supervisor and retired after 29 years of service. After retirement, he moved his family to Bonham. He held several jobs from auto sales to food service management and gave 100 percent at everything he did. His last job was as an installer for Renlita Doors. He retired again in 2022 due to his heart problems.

He moved to Pittsburg in July 2023 to be close to his sister, who was his main caregiver.

He had a deep faith and knew that God was in control of his life. Gail and his wife Dana were instrumental in starting the Rising Son Cowboy Church in Ivanhoe. Gail became a Mason in 2010.

Gail was very charismatic and had a contagious smile. He never met a stranger and had many lifelong friends. He would do anything for anyone, especially if it was going to benefit him in some way! He loved to tell big stories, and nobody ever knew if they were fact or fiction.

He loved the outdoors and all outdoor hunting events. You could always find Gail participating in whatever hunting season it was. He was once featured in the Texas Trophy Association after he got one of the largest white tail deer (scored 155 inches) in the county. Not only did he love the outdoors but also sports. He watched sports 24/7 if nothing was going on that day. He knew everything there was about all of the teams, even golf, tennis, and horse racing. Gail was an avid fan of the Cowboys, Mavericks, Stars, and Rangers.

Gail accomplished many things in his lifetime, but his proudest accomplishment was his son, Bret.

Gail was preceded in death by his wife, Dana Taylor and parents, Lauren and Hallie Taylor.

He is survived by his son, Bret Alan Taylor of Kaufman, sister and brother-in-law, Laurie Ann and Gary Kibler of Pittsburg, nephew Timothy Nascimbeni of Pittsburg, three nieces of Missouri, three bonus nephews of Texas, and his girlfriend, Susan Toland of Bonham.

PAMELA ANNE BUTLER

Pamela Anne Butler, a beloved educator and founder of The Westwood School in Dallas, went to be with the Lord on June 15, 2024, at the age of 73. Pam was born on June 25, 1950, in Bonham, Texas, and was the daughter of G.C. and Martha Butler. From her earliest days she was an inquisitive explorer of nature and literature. She was outside as much as possible observing how things worked. That spirit of curiosity continued into her professional life where she observed the children she was teaching. She wanted to find a better way of cultivating the child’s curiosity and making the child a life-long learner. This led her to the Montessori Method of teaching where observing the child is an important component in educating the child.

In 1986, Pam founded The Westwood School, a place where her passion for teaching and her commitment to students could flourish. She earned certifications from St. Nicola Training Center in London, England, and additional certifications from Contemporary Montessori Education. Over the years, she guided over 1600 students through their educational journey, leaving a profound and enduring legacy. Her influence extended beyond the classroom to the families of her students, where she was always available to listen to any issues parents had with their children. She was always quick to make sure parents knew the special moments that happened at school with their children. Many former students would return annually to visit and express gratitude for the positive influence she had on their lives.

Pam’s vision of creating a school for students from toddler through High School led the school to adopt the prestigious International Baccalaureate program for the upper school years.

Pam is survived by her daughter, Heather Lourcey (Larry), her beloved grandchildren, Dean Lourcey and Beau Lourcey; her sister, Carolyn Gray (Alan); her brothers Charles Butler (Karen) and John Wood (Ann); her nieces, Caitlin Boothe (Barry) and Sandra Barnes(Steve); and her nephews, Brett Gray, Kyle Gray (Christina), Chase Butler (Ashley) and Craig Wood (Julie); great nephews, Brooks Boothe, Ford Boothe, Jack Butler, Truett Butler; and great niece, Elizabeth Butler. Her family and countless former students remember her not only as an exceptional educator but also as a cherished family member and friend.

Pam’s legacy of love, dedication and education will continue in the hearts and minds of all those she touched. She will be deeply missed and forever remembered.

There will be a private family graveside service in Bonham and a Celebration of Life at the Arboretum in Dallas on Sunday, August 4, 2024 at 6 p.m. In lieu of flowers, the family requests that donations be made to The Westwood School (westwoodschool.org) in her honor, continuing her mission of enriching the lives of future generations.

In 1932, Mrs. Williams’ aunt and uncle, Nettie Mae Garrett and Bruce Allen Keene, persuaded the Sutherland family to move back to Fannin County and work on the Keene’s farm in Ivanhoe. George and Virginia met at Saunders Drug Store soda fountain on the town square in Bonham on October 1943, and were married three months later on New Year’s Eve. At the time of George’s death in 2019, they had been married 75 years. Mr. & Mrs. Williams moved to Paris after the end of World War II and were active members of the North Star 8 Square Dance Club, and Virginia was a member of the Theta Epsilon chapter of Beta Sigma Phi Sorority. For decades Virginia perfected her craft as a seamstress and other needlework skills by creating traditional design quilts, handknit garments and crochet afghans. With the onset of failing eyesight, Virginia focused her energy tending to her backyard garden—no matter how extreme the weather conditions. As a reward for her gardening tasks, her favorite afternoon ritual included coffee and a portion of her profoundly delightful homemade desserts.

The Williamses raised their children in the same home they established in 1950. George & Virginia were also blessed with grandchildren and their spouses Dale & Laurie, Donna & Shayne, Lee, Melissa & Jason, Kristi & José, Davy, Matt & Christine, Sean & Jim, and Vesta. Their descendants also include 21 great-grandchildren, and 4 great-great grandchildren.

Virginia was preceded in death by her husband George, daughter Janett Lynn Williams Bean, and grandson Michael David Bean, Virginia’s parents Garrett Munford Sutherland and Clara Lee Emmons, and her brothers Garrett David Sutherland, Freddie George Sutherland, Vernon Douglas Sutherland, and Billy O’Neal Sutherland.

Many Sutherlands live in Fannin County including sister-in-law Mrs. Barbara Sutherland, nephews Gary, Tommy, Timmy, Tony, Lyndsey, and niece Christianna Sutherland. Niece Debby Sutherland Heitman lives in Parker, Texas and nephew Fred Sutherland in Cleburne, Texas.

The extended family is grateful for the guidance and compassionate care from the healthcare professionals including Dr. Myers Hurt, Hillary White, and Dr. Paul Burcher. Also, we are profoundly thankful for her numerous supportive friends and extended family who have been an unwavering source of hope through these challenging years.

Bright-Holland Funeral Home in Paris was entrusted with burial held June 11 at Meadowbrook Cemetery, Paris. As an expression of sympathy, memorial contributions may be sent to: The American Legion Post 199, 124 Monroe Street, Deport, TX 75435.

Bois d’Arc Water stained; 85 degrees; 1.28 feet above pool. The lake is close to a full pool after being high. The bass bite has picked up again on main lake wind blown points and tree lines with chatterbaits in 3-5 feet. A few catches on topwater with a Berkeley Choppo around flooded green grass. Frogs are good around shaded trees with green leaves on them. Texas rigs are still really good on bushes in 4-6 feet and sometimes in 8-10 feet. Creature baits and Blue Fleck worms are good. Report by Marc Mitchell, Lake Fork Guide Service.

Cooper GOOD. Water stained; 80 degrees: 2.00 feet below pool. Water is being released at the spillway. Anglers are reporting good catches.

Texoma GOOD. Water stained; 75 degrees; 3.56 feet above pool. Striper fishing is great on live bait anchoring on humps in 20-30 feet of water and drifting flats in 15-25 feet of water. Topwaters are working early in the backs of creeks and along river channels. Catfish are good on cut shad and prepared baits. Channels are on the rocks and shallow flats in 10-20 feet of water. Blue catfish are on deep humps in 40-50 feet of water. Bass are slow on shallow crankbaits and top waters early along the banks. Look for bass in the shade during the day near docks in 8-15 feet of water. Shad fry are everywhere so downsize baits to catch numbers. Crappie are slow on jigs and minnows near docks and on brush piles using electronics to spot

fish in 10-18 feet of water. Report by Jacob Orr, Guaranteed Guide Service Lake Texoma.

Facing The Storms

Calvary Baptist Church Bonham, Texas

Many of you are facing trials right now, wondering what purpose there might be in it. Spurgeon once described a weather-beaten sailor who had a “bronzed face, mahogany-colored flesh, and looked as tough as the heart of an oak.” He looked as if “he was made of iron.”

How did he become that kind of sailor? Spurgeon went on to make the point that he didn’t get that way “tarrying on shore!”

It is in the “stormy seas and howling winds” of life where we really gain strong faith and patience. Maybe you are in a storm right now. Keep your eyes on Jesus. Be

patient. God is going to use your storm to do a mighty work in your life of faith and patience!

If you are going through a storm right now, it is never a good idea to go through it alone. Instead, surround yourself with your church family and allow them the privilege of walking through it with you!

Yours for Broken Chains, Lyn and Lissa Holly

Sunday Morning Re-Wind “The Purpose of Trials”

Hello everyone!

This week’s message comes from James 1:1-12. Have you ever wondered why we go through the trials and tests that we face in life? In this passage, we see that when God puts these trials in our lives, He is not picking on us, and that He has a purpose for them. First of all, trials and tests happen in our lives to produce true Christian joy (verse 2). Secondly, verse 3 reminds us that these tests produce an enduring faith within us. God works on us with a specific purpose in mind, which is to produce in us an overcoming, long-lasting faith. Thirdly, these tests are put in our lives to mature us as Christians. Verse 4 tells us to let patience have its perfect work, that we may be perfect and complete, lacking nothing. 1 Peter 5:7 reminds us to cast all of our cares upon Him, because

He cares for us. We must remember to learn to lean on Jesus Christ, and Him alone, for strength. Fourth, verses 5-8 teach us to seek the Lord in prayer for the wisdom we need to overcome what we go through. We must never waste the opportunity to pray to the Lord for guidance in our lives. We are also commanded to pray without doubt, and to pray in one mind, which is the mind of Christ. Fifth, in verses 9-11, we see that these tests bring equality among us. Through testing, the poor receive spiritual riches, and trials come to the rich to keep them humble and dependent upon God. This is a lesson that Job learned very well. Lastly, verse 12 reminds us that trials and testing bring us reward in Heaven. Enduring trials doesn’t save us, but we will be rewarded with the crown of life for enduring them. We

He Bled and Died to Take Away My Sin

The purpose of our Lord and Savior was to ‘do the will of him that sent him’ (John 4:34). It was, of course, the will of God that Jesus, born in Bethlehem, raised in Nazareth, would “save his people from their sins” (Matt. 1:21). Yes, “the Son of man is come to seek and to save that which was lost” (Luke 19:10). We are informed by the apostle Paul that “all have sinned, and come short of the glory of God” (Rom. 3:23), thus it has been concluded that all need salvation from sins. In 2 Corinthians 5:14 we see that “if one died for all, then were all dead” (2 Cor. 5:14). Sin is the tool of Satan that ‘separates between us and our God’ (Isaiah 59:2). It is needful that people realize the importance of removing sin from their lives. Remission of sins is in only in Christ. There is no other way that sins can be forgiven. The Hebrew author said that, “it is not possible that the blood of bulls and of goats should take away sins” (Heb. 10:4). When John saw Jesus he said “Behold the Lamb of God, which taketh away the sin of the world” (John 1:29). No one else has the ability to take away sins. But it is important that we know HOW Christ takes away sins.

The Lord said, concerning

sins, “if ye believe not that I am he, ye shall die in your sins” (John 8:24) and since sin separates us from God (Isaiah 59:2), if we die in this condition we will face “everlasting destruction from the presence of the Lord” (2 Thes. 1:9) on the judgment day. Faith in Jesus as God’s Son is required for the remission of sins, but that is not all. The Lord requires a confession, a profession, telling others that we believe in Jesus as the Lord and Savior (Matt. 10:32; 1 Tim. 6:12).

When we give ourselves to God, it is not to be kept secret. These two things, faith and confession, are essential when we give ourselves to the Lord, but we are still asking the question “HOW does Christ take away sins?”

Paul says that the Messiah “gave himself for our sins” (Gal. 1:4), and that “Christ died for the ungodly” (Rom. 5:6). Yes, “while we were yet sinners, Christ died for us” (Rom. 5:8). The scriptures tell us “how that Christ died for our sins” (1 Cor. 15:3). It is through the death of Jesus that there is remission of sins. “HOW does Christ take away sins?”

The scriptures declare that “we have redemption through his blood, the forgiveness of sins” (Col. 1:14). Hebrews 9:22 states that “without shedding of blood is no remission.”

So, Jesus Christ’s blood was shed for the remission of sins

need to accept our trials, learn from them, seek the Lord for wisdom, rejoice in our trials, and thank God for them.

In 1863, John S.B. Monsell wrote this classic hymn, which references the message in verses 9-12 of this passage.

“Fight the good fight with all your might, Christ is your strength and Christ your right. Lay hold on life, and it shall be your joy and crown eternally. Run the straight race through God’s good grace; lift up your eyes, and seek his face. Life with its way before us lies; Christ is the path and Christ the prize.”

If you are looking for a good church home, we invite you to come visit and be part of our worship at Central Baptist Church. Visitors are our honored guests, and we hope to see you this coming Sunday.

(Matt. 26:28). Just how does that work? When one repents of their sins, he turns away from sin, and lives for Christ, he ‘dies to sin’ (Rom. 6:4). Christians “being dead to sins, should live unto righteousness” (1 Peter 2:24). Acts 2:38 links repentance with baptism, in the equation of the ‘sins remitting’ blood of Jesus; “Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins”. Consider these scriptures concerning baptism, the remission of sins, and salvation; “be baptized, and wash away thy sins” (Acts 22:16) and “even baptism doth also now save us” (1 Peter 3:21). Consider further, that scriptures state “be baptized, and wash away thy sins” (Acts 22:16) and that Jesus “washed us from our sins in his own blood” (Rev. 1:5). Also, it is Jesus that “died for our sins” (1 Cor. 15:3) and “that so many of us as were baptized into Jesus Christ were baptized into his death” (Rom. 6:3). Truly, we can see and understand through the Bible the message of the remission of sins, “Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins” (Acts 2:38).

Christ “died for all, that they which live should not henceforth live unto themselves, but unto him which died for them, and rose again” (2 Cor. 5:15). Jesus died so that we can have the remission of sins. HE BLED

Pastern Dermatitis

With all the rain these past few weeks the ground is soggy and knee deep in mud. Horses standing in these conditions often develop cracks in the skin. (Think of it as our hands being chapped and cracked when being in too much water).

Bacteria and fungus that live in the mud or standing water make their way into cracks in the horse’s skin and set up the infection, Pastern Dermatitis. Common names for this condition are scratches, dew poisoning and grease heel. The signs are scabby crusts on the skin of the back of the pastern, which are often painful. It is constant problem in draft breeds with feathers (leg hair) which holds the moisture in the pastern area. Treatment is to remove the horse from the muddy, wet conditions. Clip the hair of the affected area so the skin can dry easily. Wash (but don’t scrub) daily with betadine povidone iodine soap or Selson Blue medicated shampoo. Leave shampoo on for 10 minutes, rinse, then dry with a towel. When dry, apply Desitin (zinc oxide cream) to create a barrier against the moisture. Some cases may require treating with a product specifically for Pastern Dermatitis. In complicated cases, cellulitis or infection of the deeper tissues of the leg can develop, requiring antibiotic treatment with penicillin injections. It usually takes 30 days for the skin to heal and the hair to grow back.

Flies have gotten resistant to our fly sprays. Many advertise as having a 14-day residual, but we have yet to find one that lasts. Add daily spraying with a natural spray.

Trailering and First Aid First Aid Kit

1. Banamine dose for colic.

2. Bandage material (cotton roll, vet wrap, Neosporin antibiotic ointment).

3. Eye ointment.

4. Digital thermometer.

5. Flashlight.

Trailering Tips

In case of a flat, a drive on wheel jack is the most convenient. Be sure to have a lug wrench that fits, WD 40 to loosen lug nuts, a cheater bar, and spare tire. In case of an accident, human health and safety are first. Call 911. Don’t open trailer windows or doors or unload the horses. If possible get to an exit, rest

stop or parking lot to get off the road. Call the vet if horses are hurt. Always have an extra halter and lead in the trailer.

USRider equestrian motor plan provides members 24/7 road assistance or truck and trailer for $199 per year where AAA does not.

Insect season With the wet conditions the biting insects are fierce. We have a new hatch of flies every 7 days in addition to the mosquitoes. The gnats and no-see-ums are biting your horse on the mane, shoulders, withers, and tail. Horses with skin allergies are itching and rubbing out their manes & tails. Gnats and no-see-ums bite in the early morning and sunset. It is important to spray the areas where your horse rubs at those times. Fly spray does not work on the gnats so you must use Deep Woods Off or another product with Deet. Avon Skin So Soft diluted with ¾ water, or natural sprays provide some relief. We have IBH insect bite hypersensitivity sprays with cortisone to relieve the itch. Cortisone shots or Hydroxazine powder will also relieve itching. Add Nutriflax powder to the horse’s diet to help skin health.

Don’t forget to check your horse for ticks on the soft skin area’s such as the ears, mane, sheath or udder. We have ear tick medicine that kills and repels the ticks in the ears.
