I’ve been really impressed by how much we’ve accomplished.” Pfingst attributes the project’s success to outstanding collaboration with Upper Trinity and other contractors, which has helped them plan the bridge to address potential challenges from the outset and address them effectively during construction. Bridge beams should be in place by July, and the entire road-related project is on schedule for substantial completion next summer. Construction has also started on the Leon Hurse Dam, an earthen dam that will be approximately 2.3 miles long when finished. About 90% of the dam site is now clear of brush and most of the structures and debris has been removed. Crews from Granite Construction are building up the north and south side embankments. Spillway excavation is nearing completion. During the last year, Upper Trinity also relocated the popular Ladonia Fossil Park to a new, temporary location on the north side of the river, east of FM 2990. This new park provides fossil hunters with easier access to the riverbed during construction of the reservoir. The Lake Ralph Hall reservoir is scheduled to begin delivering water by 2026. Continued

Press Release - 4-H members from Fannin County 4-H participated at Texas 4-H Roundup and LEAD Academy in Bryan and College Station, Texas, June 6-9th. Texas 4-H Roundup, the pinnacle event for all of Texas 4-H, welcomed more than 1,300 youth to compete in approximately 50 diverse competitions throughout the week. The contests included both qualifying events, where 4-H members qualified at their county and district contests to compete at the state level, and invitational events. Texas 4-H Roundup was open to senior level, or high school aged, 4-H members only
this year. Additionally, the Texas 4-H Youth Development Foundation awarded just under $2.9 million in scholarships to 244 youth. LEAD Academy was an event for 4-H members, parents, and volunteers. Participants attended a college and career fair, participated in a day of community service around Bryan College Station, and participated in two days of educational workshops. 4-H is America’s largest youth development organization, empowering nearly six million young people with the skills to lead for a lifetime. 4-H is a community of young people
across America who are learning leadership, citizenship, and life skills. The mission of Texas 4-H is to provide meaningful opportunities for all youth to have fun, learn, explore, and discover. While participating in 4-H, young people make new friends, develop new skills, become leaders, and form positive attitudes helping them to be capable, responsible, and compassionate members of society. Texas 4-H, as part of the Texas A&M AgriLife Extension Service, also stands to, through the application of science-based knowledge, create high-quality, relevant continuing education that encourages lasting and effective change. SEAFOOD SALAD 8 oz. crab meat (flaked style, unless you have fresh) 8 oz. raw shrimp (51-60 count)

Bring a pot of salted water to a boil, add the quartered lemon. (normally we add other ingredients to our pot for boiled shrimp, but this is just a simple method.) Add your shrimp to the pot and cook for 1-2 minutes

or until pink. Transfer the shrimp to a bowl of ice water to stop the cooking process. Drain the shrimp then pat dry. Place the shrimp, crab, celery and green onion, Old Bay seasoning, lemon juice, salt, pepper, mayonnaise and dill in a bowl. Toss gently to coat. Garnish with additional fresh dill and serve, or cover and refrigerate for up to 2 days. This would be a great refreshing side to your July 4th celebration. ENJOY! Original Publish Date: July 01, 2014 The setting for this week’s writing began in Greensboro, North Carolina. It was a very memorable time in many ways. Time wise it was something that was taking place in early October, 1945. I had been sent here to receive my discharge from military service. With the war over in Japan, I had been notified that I would need to claim my pre-service job in December. This would mean a move back to Texas. The most memorable decision was one to be made in my heart. I did not want to go back to Texas without Sadie. For the past three months our relationship had grown to the point that I felt marriage was in
the making. We had been laying a good foundation. I was thinking proposal time – and I wired Sadie that upon my arrival in Mississippi I had something to tell her. I think she had the same feeling for the moment I returned she asked, “What do you have to tell me?” I shared with her that my discharge date had been set and that my job was waiting, then my proposal “I do not want to go to Texas without you. Will you be my wife?” She accepted and we planned the wedding for Nov 15, 1945. After a short honeymoon to the Gulf Coast we moved to Port Neches, Texas and began the joy of establish-
ing our home and growing our marriage. One of the first decisions that we made after moving was to become a part of a local church. The First Baptist Church of Port Neches received us as members and nurtured us through the first years. The thought that I have today for every family is to include the local church in your plans for building a strong home. The church will help you to build your home on God’s word and enjoy regular worship with others. And with this writing today I am finishing the first year of sharing my life with you. I look forward to the year ahead.

By Rose Schwartz Tuesday, June 21, 2022, County Judge Randy Moore called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quorum was established with three County Commissioners and County Judge present. Judge Moore noted that Commissioner Self of Precinct 2 was not present due to his being at the hospital for the soon birth of his new baby and voiced his congratulations to him. He also noted that shutters for the second-floor windows of the courthouse had been ordered. Judge Moore then led the Invocation with Major James Manis, retired, leading the Pledges thereafter. 4. Introduction: There were no introductions. 5. Public Forum: There were no speakers for Public Forum 6. Discussion, consideration and action to approve the Lake Fannin Facilities Rental Agreement renewal for July 2, 2022, thru July 1, 2023 – County Judge for Alicia Whipple, LF Board Chair: Judge Moore noted how this is something done every year but that there was the addition of a clause of a release of liability for all parties in the event of a blackout. The rent for an event held at the lodge also changed with an increase of the security deposit from $150 to $200;
first four hours $250 to $300; and the following per hour charge increased from $40 to $45. Commissioner Lane made a motion to approve the renewal of the Lake Fannin Facilities Rental Agreement with the changes. Her motion was seconded by Commissioner Magness and passed. 7. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: A motion was made, seconded and passed to approve the payment of bills. 8. Discussion, consideration and action to select survey company to do a property survey for the future Fannin County Justice Center – County Judge: Judge Moore noted that he spoke with Clark and read off all the specifics needed for the architect firm before receiving an estimate from the survey firm for around $7,500 to not exceed $8,000. Commissioner Magness made the motion to hire Sanderson Survey to do the survey for the future Fannin County Justice Center not to exceed $8,000.00. Commissioner Lane seconded the motion which passed. 9. EXECUTIVE SESSION: Personnel Matters – a closed meeting will be held pursuant to Sec. 551.074 of the Government Code for (1) deliberation of personnel matters regarding the
appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee – regarding county positions and salaries – County Judge: After Judge Moore read this agenda item a motion was made, seconded and passed to enter into Executive Session at 9:10 a.m.. Some time later, a motion was made to enter back into Regular Session at 9:48 a.m. 10. Discussion, consideration and action regarding Personnel Executive Session – County Judge: This item was passed on. 11. Discussion, consideration and action to select health insurance plan for Fannin County employees – County Judge: After some discussion, Judge Moore suggested that unless anyone had any other thoughts, it might be best to table this till next week in order to give more time for review of the options. Be on the Lookout Rose Rosette- Rose Rosette is a deadly virus that is impacting roses. The disease is spread by eriophyid mites which are not visible to the naked eye. Symptoms of the disease include sprouts and foliage that have an abnormal red color. Stems will appear thick, succulent and have an overabundance of pliable thorns. New growth may have multiple branches creating a witch’s broom, like a glyphosate injury. Buds, flowers, and leaves may become deformed. There is no cure, and it is very infectious. Most miticides are not effective against eriophyid mites. Bag infected plants, including the roots, then remove. To diagnose Rose Rosette, bring a cutting of the abnormal growth in a sealed clear, plastic bag to the Fannin County Extension. Google images of Rose Rosette may help with identification. Clemson University website has answers to frequently asked questions. Spider mites- Look for tiny pale or white speckles on the upper surface of foliage. Fine webbing may form on plants with heavy infestation. Hold a sheet of white paper under a leaf and tap the leaf. Look for tiny paprika-colored spots on the paper. Horticultural oil sprays may help control spider mites, as well as spraying with a hard stream of water. The best control may come from applications of generalpurpose insecticides. Be sure to follow the directions on the label carefully. Check the

plants in a day or so to see if the numbers have decreased. Repeat weekly spraying until spider mites are under control. WeedsUnfortunately, weeds love fertilizer and water just as much as flowers and vegetables. Hand-weeding regularly and mulching helps overall control. Planting Tips Crape Myrtles- Buy now while they are in full bloom to get desired colors. Double check the size of the mature plant before purchasing. Avoid buying plants that will be larger than the space available. Crape myrtles should never be topped. This customary practice reduces the flowering to once a season as opposed to multiple blooming cycles throughout the season. To reduce the size, cut tall canes out from the base of the plant. Landscape Plants- Nurseries place plants on sale as Spring winds down. Hand-

It is normal for plants to look a little sad during the day because they have transferred their water reserves to their roots. Later in the evening, plants will perk back up because they are drawing their water reserves from their roots back to their leaves. Lake Ralph Hall Zoning Commission Meeting – Growing Pains of a New Lake By Rose Schwartz Thursday, June 23, 2022, Fannin County Commissioner Jerry Magness who is the Chairman of the Lake Ralph Hall Zoning Commission, called the commission’s work session to order at 5:30 p.m. at the Lyday Hall in Honey Grove. The room was pretty much filled to capacity with concerned citizens. After noting how the Order of Business would proceed and when the public would be able to ask questions, Commissioner Magness requested remarks be courteous with civility in mind. He then introduced Daniel Harrison, Project Manager with Freese and Nichols, to present a summary of the progress made thus far on the Lake Ralph Hall Comprehensive Plan. 1. Presentation by Daniel Harrison of Freese and Nichols on 2nd draft of the Comprehensive Plan: Mr. Harrison began by explaining how his company works with counties and cities with their future planning needs. He introduced his colleague with Freese and Nichols, Urban Planner Connor Roberts, and noted they would be available after the meeting to address individually any questions and concerns had by the citizenry. He began with an overview of the project sched-
ule that started with the kick-off meeting in June/July of 2021 that brought them to today’s “2nd Draft Review” meeting and will tentatively end with a Plan Adoption sometime in October of 2022. Describing the two main objectives of today’s meeting as being to cover the accuracy of the Future Land Use map and to come to a consensus of how the categories are shown on the map and the meaning of those categories. He noted that after receiving input from previous meetings and open houses, a plan was drafted that has incurred some revisions with one being a change made to the vision statement to reflect a more “pro development attitude” coming from the community. He explained how 5000 ft from the shoreline of the lake will be the planning area with zoning control and went over the content of the chapters of the plan created thus far, noting those interested can go to the website, https://freese.mysocialpinpoint.com/ralphhall/ to view the progress being made on the plan. The eight changes made to the plan resulting from the March 7th and April 8th Lake Ralph Hall Zoning Commission Meetings that he covered in depth was; 1. Adding the 500 and 100 – Year Floodplains to the Physical Features Map,
2. Anticipated Reservoir Pool Elevation Discussion and Map, 3. Revising the Vision Statement, 4. Reordering the Guiding Principles, 5. Introducing recommendations 1.5, 1.6 and 2.4, 6. Future Land Use Plan Category Revisions, 7. Future Land Use Map Revisions, 8. General Revisions Regarding Fannin County Interests. In his presentation he touched on economic development, roadways, boat ramp areas, planned trails, regional fishing, hotels, dedicated bicycle lane on the bridge, recreational amenities, options on zoning boundaries, changes made to the lot sizes, and the pending Shoreline Management Plan that will include boat docks. He explained the goal at this point was to obtain consensus of approval for the changes made in order to progress to the final Open House with a completed plan. 2. Discuss the contents and recommended revisions to the Comprehensive Plan: After Mr. Harrison’s presentation, Commissioner Magness noted that the floor would be opened for public discussion, but that he also encouraged the citizenry to use a computer to look up the county website where a search for “Lake Ralph Hall Zoning Commission” would provide all the information that
one could possibly need on the Comprehensive Plan. Commission member Attorney Newt Cunningham then brought up a question regarding “the conservation trust” on page 55 of the plan that generated a discussion which resulted in concerns being voiced about the possibility of Upper Trinity’s vision for the lake, conflicting with the community’s vision for the opportunities economic development would bring to the community. “I’m in favor of water for Dallas but not to the detriment of Fannin County.” Mr. Cunningham’s comments highlighted the consensus that Lake Ralph Hall should be development friendly with the vision statement of the plan better reflecting the views of the citizens of Fannin County that Lake Ralph Hall should be a lake for Fannin County and not just a water system. After he spoke, Commission member Mayor Jan Cooper added her comments of balancing the natural with development as did Commission Member John Ed Shinpaugh noting that “a balance between doing nothing and concreting everything is to come up with a plan that allows Fannin County Incorporated to have a tax base that will generate revenue for the county.” Commission Member Jaylen Wallace noted “that
we have to do the right thing by having a balance of commercial area, a zoned development area, agricultural area…”. After the Commission’s comments, there was a procession of nine property owners who spoke to voice their concerns that included, why property was changed to commercial property on the land use map; who Freese and Nichols work for and how much property Upper Trinity owns; what happens to a land owners ag exemption if the land is designated commercial; if the current water supply will be able to handle the growth; will landowners be able to opt out of zoning; why is it taking so long to have a Shoreline Management Plan; why isn’t quality of life number one on the guiding principles of the plan; whether the city of Ladonia has jurisdiction in those areas where the city and the county zone overlaps; and the last speaker asking if there is anything that can be done to pressure Upper Trinity Regional Water District to speed up a Shoreline Management Plan. Mr. Harrison responded to the last question by noting that Bois d’Arc Lake Planning & Zoning did not have their SMP (Shoreline Management Plan) until after their Comprehensive Plan and their Zoning was in place
and could only assume that the same would apply for Lake Ralph Hall. Manager of Property Services for Upper Trinity Regional Water District Doug Janeway added his comments to explain how all the details need to be worked out before the SMP can be created. The last to speak was a citizen of Honey Grove who said due to what appeared to be a non-interest in bond funded public trail plans for the lake, she suggested that the verbiage referencing those trails be removed from the plan. 3. Develop consensus on any revisions to the plan: Commissioner Magness asked Mr. Harrison for a consensus on what was discussed. Mr. Harrison noted that there would be another revision to the vision statement, and a revised plan would be available for the Public Open House in August. At that time there would be opportunities to make final revisions. He noted the revised plan should be available in the earlier part of July for those interested to read online before the August meeting. When asked for a date for that meeting, it was noted that it would be at the end of August and though not yet set, the date will be advertised with the local media. It was also noted the Commissioners Court would be updated on the progress made. The meeting ended at 7:35 p.m.

Compton told the Kiwanis Club that the City of Bonham is considering leasing vehicles from a company that leases on a rotating basis. Several cities in Texas are currently using this program. The city-owned vehicles are older and always in need of repair. Leasing newer vehicles is actually saving the taxpayer money. A series of meetings will be held in the future to determine if this is feasible. Mayor Compton said there is a possibility of obtaining charging stations in the future to help with business and tourism in the city. County Commissioner Edwina Lane told the Kiwanians that in order to recruit and maintain county employees, the county commissions court
is considering adoption of a new wage scale. Kiwanis Club of Bonham,Texas, continues to manage Bonham Trade Day to raise funds to donate to youth groups of Bonham and Fannin County, and through Kiwanis International donate to Children of the World. Native Texas Butterfly House and Garden at Heard Museum Reopens June 4
Press Release - From June 4 through October 2, 2022, visitors to the Native Texas Butterfly House and Garden at Heard Natural Science Museum & Wildlife Sanctuary in McKinney, Texas will have the opportunity to walk among free-flying native butterflies and other pollinators. Guests will be able to view butterflies up close while learning about their life stages and more. The butterfly house is regularly stocked with an assortment of native butterfly species, which varies throughout the exhibit. Guests may even get to see a butterfly emerge from a chrysalis. Inside the butterfly house, nectar plants are also available to feed the adult butterflies. There are even a few host plants for caterpillars to feed on (“host plants”). The butterfly garden, too, is filled with nectar plants and host plants that naturally attract these lovely creatures. Guests may even find a few ideas to try in home gardens, which can in turn help pollinators on a broader scale. From time to time, other species of wildlife that feed on insects or the nectar plants may also be found in the butterfly garden, including hummingbirds. This area is also a great setting for nature photography. The Native Texas Butterfly House and Garden is included in museum general admission and is free for Heard Museum members. Game Warden Field Notes
Bad Exit Plan During the night of May 14, 2019 a Fannin County game warden was alerted of a vehicle pursuit near his residence. The warden joined the pursuit and lent his knowledge of the area backroads to the other officers involved. When the subject entered a road the game warden knew had no exit, he advised officers the chase would be over very soon because the subject was headed toward a new pond that had been excavated recently. As predicted, the subject drove straight into the lake. The warden and other officers greeted the individual as he swam back to shore and safely placed him into custody. The warden then returned home to retrieve his river boat and assist with the recovery of the vehicle from the lake.

Largemouth bass have been slower than usual the last 2 weeks. The rapid warm up has them slower, but there is still a daylight bite on a frog in grass. Water lightly stained; 80 degrees; 1.78 feet low. The white bass and hybrid striper bite is good. Fish are moving a lot right now and require a lot of looking and moving. Slabs have been putting fish in the boat in chartreuse color. The catfish bite is wide open. Channels and blues 1-3 pounds are as good as it gets. A celebration of the life of Eloise Sisk, age 72, of Bonham, was held at 11:00 AM Saturday, June 25, 2022, in the Wise Funeral Home Chapel in Bonham, Texas. Bro. Mark Posey officiated and burial followed in the Willow Wild Cemetery. The family received friends at Wise Funeral Home Chapel at 10:00 AM Saturday prior to the services. Eloise passed away at Texoma Medical Center in Denison on Saturday,
June 18, 2022. Eloise was born on October 25, 1949, in Bonham, Texas the daughter of Laron Doyce Shepherd and Margaret Faye Dale Shepherd. She married Mike Sisk on August 14, 1971, and they enjoyed their fifty year anniversary together. She was a 1968 graduate of Gober High School and received her teaching degrees from East Texas State University in Commerce. She taught Home Economics and Library Science in Bonham for 37 years. She was a member of the Trinity Baptist Church in Bonham and was also active with the youth programs at the First Baptist Church vacation bible school, and Seventh and Main Baptist Church, Meals on Wheels supporter. She enjoyed gardening, shopping, reading and loved her get-togethers with the Gober Girls that she grew up with. She was preceded in death by her parents and son Jamey Sisk, brother Laron Shepherd. She is survived by her husband Mike Sisk of Bonham, son Jon Sisk and his wife Amber of McKinney, grandchildren, Hannah, and Hunter Sisk both of Whitewright, great grandchildren, Kaden Sisk and Halle Henderson, mother-in-law, Irene Sisk of Bonham, sister-in-law, Patti Renee’ Shepherd, uncles, aunts, cousins, nieces and nephews, extended family and a host of students that she taught and many friends. The family would like to express their appreciation to the community and Hospice Plus for their great care. Eloise loved her family and students that she taught. Her smile will be remembered by all she encountered. She was truly a Christian lady and will be welcomed into Heaven by Jesus Christ, Her Lord and Savior. Marcia was born Oct. 7, 1960 in Thibodaux, Louisiana, the daughter of Woodrow Wilson Wilcox and Gladys Daye Reaves Wilcox. She was a 1979 graduate of Hamilton High School in Hamilton, Texas. Marcia married Jon Dale Daniel on Feb. 19, 1998 in Durant, Oklahoma. She enjoyed cooking, gardening, reading, shopping, and spending time with her family, especially her grandchildren. Marcia attended Anchor Baptist Church in Bonham. He passed away at home surrounded by family, Thursday, June 16, 2022. Denny married his lifelong sweetheart, Jan Atkins, on July 17, 1971. They celebrated 50 years of marriage last July. He spent 46 years working for Texas Pacific, Missouri Pacific and Union Pacific railroads, retiring in 2013, and still has many friends and many stories from his railroading days. He is survived by his wife Jan of Lamasco, TX; son Rob Holman and wife Sarahbeth of McKinney, TX; son Heath Holman of Dallas, TX; and daughter Heather Godbey and husband Bret of Millsap, TX. Grandchildren Emma and Elliott Holman and Kimzey, Kyler and Keagan Godbey. Brother Mike Holman and wife Sue of Dallas, TX; sister Lou Ann Warren and husband Patrick of Frisco, TX; and sister Lori Holman and wife Susan Carter of Fort Worth, TX. Joy Faye (Titsworth) Nichols was born on June 27, 1954 in Bennington, Oklahoma to William Horace and Myrtle Velma Titsworth. She passed away on June 16, 2022 at her home in Ravenna. Joy married Roger Neal Nichols on July 12, 1970 in Ravenna, Texas. Joy worked at Blue Cross Blue Shield in Bonham and Denison and was currently working at NGS in Denison. She leaves behind a large work family that referred to her as “Mama Joy”. Joy Faye loved her family and her friends with her whole heart. She would always let you know how you could do better, but in a nice way. She enjoyed spending time with all her grandchildren, going to casinos and just sitting around the house visiting with her children. Grinny couldn’t wait to babysit her great grandson River again, but God had other plans. Joy is survived by husband, Roger Nichols Sr, children, Roger Nichols Jr and wife Tammy, and Stephanie Murray and husband Michael, all of Ravenna. TCEQ’s Executive Director has determined the application is administratively complete and will conduct a technical review of the application. After technical review of the application is complete, the Executive Director may prepare a draft permit and will issue a preliminary decision on the application. Notice of the Application and Preliminary Decision will be published and mailed to those who are on the county-wide mailing list and to those who are on the mailing list for this application. That notice will contain the deadline for submitting public comments. PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting on this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ will hold a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments, and the Executive Director’s decision on the application, will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting reconsideration of the Executive Director’s decision and for requesting a contested case hearing. A contested case hearing is a legal proceeding similar to a civil trial in state district court. TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant’s name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period and, the statement “[I/we] request a contested case hearing.” If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose. Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. MAILING LIST. Dodd City finished fourth in the final University Interscholastic League Lone Star Cup standings for Class 1A for the 2021-22 school year. Dodd City totaled 50 points, as Abbott won the classification competition with 65. Nazareth placed second with 57 and D’Hanis was third with 56. The Lady Hornets posted points in three categories: area-round advance in volleyball, eighth-consecutive trip to the regional basketball tournament -- that followed and extended Dodd City’s undefeated district title and postseason streaks, respectively, to 10 and 12 -- in the girls’ sport and a third-con-
