Commissioners Workshop CARES Act Funding

A special meeting of the Commissioners Court was called to order Thursday, June 4, 2020, at 2:02 p.m. by County Judge Randy Moore. Judge Moore established quorum; all com-

missioners were present. Judge Moore introduced special guest Herb Bristow of Waco to address the Coronavirus Relief Fund and grants to be distributed under the Coronavirus Aid Relief and Economic Security Act (CARES Act). Mr. Bristow

began with the background of the Act, noting that in its haste to bring aid to a country suffering from the sudden onslaught of Covid-19, Congress passed legislation that allowed state and local governments to allocate and distribute emergency

funds where they deemed best. There are, however, three national limitations: funds must be spent by December 30, 2020, funds must not be used for an expense that was budgeted before the Coronavirus outbreak, and funds must be

directly related to Coronavirus relief. Governor Abbott added one more limitation: a minimum of 75% of the total allotted funds must be a direct medical expense. With a certification signed by the County Judge that all guidelines will be met, 20% of the total funds could be sent immediately, with

As a result we will remember him as the most prolific writer in the New Testament. As I look ahead to July, I see it as a time for renewed

The unchecked tree growth, which he reports has not been trimmed by the County in the six years he has lived there, has led to damage to the trailer used for THSBA events. The trailer will need to be rewrapped, which he estimated as a loss of $40,000 that could instead have more directly benefited kids in the program. To prevent further damage, Mr. Tolnay has rented a space to park the trailer off his property, which he states is more money that isn’t helping the kids. The last repairs to the

The regular meeting of the Fannin County Commissioners Court was called to order at 9:00 a.m. on Tuesday, June 2, 2020, by County Judge Randy Moore at the Bonham City Hall and over teleconference. Judge Moore established quorum; all commissioners were present. Reverend Craig Clark of McKenzie United Methodist Church in Honey Grove gave the invocation. The pledges were led by Major James Manis. 4 Judge Moore introduced John Vick, Public Director for State Senator Bob Hall of District 2. 5 Public Forum: There were no comments from teleconference participants. Betsy Sterkel, a resident of Precinct 2, rebuked the Court on the sudden emergency closure of Cooper Creek Bridge on CR 4130, which caused a dangerous situation for residents relying on emergency management response. She believed the situation might have been improved if Fannin County had in place an emergency bridge closure protocol, and with better communication with the residents. She reported that the bridge was previously recommended by TxDOT to be replaced and that with regular maintenance, the County could have scheduled

a bridge closure for repair before an emergency arose. She also brought up concerns that CR 4120, which is by default the detour route after the bridge was closed, has not been maintained enough to make it a suitable alternative. She asked the Court, “when did these [county] roads and bridges become third-world paths of mud and dust?” Matthew Tolnay, CEO of the nonprofit program Texas High School Bass Association (THSBA), expressed his concerns about CR 4120, on which he lives and bases the operations of THSBA, which hosts 53 events a year,

Sheriff Mark Johnson addressed the recent riots that have broken out in protest of George Floyd’s death and reported that he is monitoring the activity in the County so that if any dangerous situation arises as a result, he plans to contact the County Judge, who will notify the Governor’s Office. If necessary, the National Guard will be brought from Dallas as a protective measure. The Sheriff said his heart goes out to George Floyd’s family and the communities affected by the riots and assured listeners that he has never heard of law enforcement training that allowed for a knee to the neck. He believes that peaceful protests are a wonderful tool in standing up to the government, but the escalation into the destruction of property and violence becomes a criminal act and takes the meaning away from peaceful protests. County Law enforcement will assist anyone who needs it. The Sheriff asked anyone who tests positive for Covid-19 to set a good example and stay home, and to be considerate of others to whom the virus could be life-threatening. Jason Walker of Ravenna addressed the Request for Proposal (RFP) Fannin County issued for a new EMS contract, which he stated was directed at Vital Care specifically and listed his concerns with the County’s plan. He believes the new contract is due to a lack of funds from poor financial planning, which could result in losing the emergency response times and quality of service found with the current contract. Mr. Walker reviewed past EMS contract spending, which has remained the same for eight years, and general County spending he believes could have been redirected into the contract budget. He noted that the RFP only lists a “reasonable” response time for proposals, and suggested Commissioners define this term. He explained that 20 minutes, which was deemed an unreasonable response time in previous contract discussions, would not be enough for responders to reach his home in north Ravenna, or other locations including Mulberry, Ridings, the Sandy community, or the Savoy sand plants, from the proposed base location in Windom. He also raised the point that in the RFP, Ravenna, which he stated has been an incorporated community for a long time, was left off the list of incorporated areas. Mr. Walker was concerned that if the new contractor uses digital radios, it will not be able to communicate or collaborate with local volunteer fire departments, who do not have such updated equipment. He appreciated those Commissioners who took the time to speak with him about these issues but noted that some never returned his numerous calls. 6 Judge Moore announced there were no new orders from the Governor’s Office that would change the Fannin County Declaration of Disaster Proclamation for Covid-19, and suggested extending the Proclamation until June 9. WHAT IS A KINGDOM OF PRIESTS? I am almost certain that most of us who claim Jesus Christ as their Savior and Lord do not see ourselves as Priests. That is a title reserved for certain denominations of the Christian Faith, those who have attended seminary or gone through certain steps to be inaugurated into the Priesthood. Right? Not only do we feel we are not worthy to be a priest, most do not want to go “that far.” How far is “that far”? For certain, it means that we are to be separate (Rev 18:4), to stand out and stand for God, as Jesus did when He walked the earth. We could make the argument that “Jesus saved me and I’m on my way to the Promised Land. I can’t get anywhere with my good works – Jesus said it!” “The work of God is this: to believe in the One He has sent.” John 6:29 “Well”, one might say, “I believe, and I am already so busy with my family, my job, my committees and hobbies, I certainly do not need another job. Especially one that comes before everything else” ……. In the book of Revelation, John relays to us a scene in Heaven where the elders fall down before the Lamb [Jesus Christ] in worship. They proclaim, “You redeemed people for God by Your blood from every tribe, nation, language, people and nation and have made them a KINGDOM OF PRIESTS to our God. THEY WILL REIGN on the earth.” Revelation 5:9-10 [Notation: This scene takes place in the Promised Land!] Peter, Jesus’ disciple said of believers, “You are a chosen people, a ROYAL PRIESTHOOD, a Holy nation, God’s special possession, that you may declare the praises of Him who called you out of darkness into His wonderful light.” I Peter 2:9 Are we reigning? If we claim that Jesus is King of Kings, Lord of Lords, we are in His Kingdom. And His Kingdom is made up of PRIESTS. If that is our job, what do we do? The word “priest” comes from a Hebrew word that means, Mediator, Owner, Ruler, Principal. Do we see ourselves as an Owner, Ruler, Principal, and Mediator in God’s Kingdom where Jesus is King? If Jesus is at the right hand of God the Father mediating for us in our everyday life, what is our job? I was sitting in a Bible Study six years ago. We were reading in the Book of John where Jesus, after His resurrection, was with His disciples. He did something very strange. He breathed on them and said, “Receive the Holy Spirit. If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained.” John 20:22-23. The woman sitting next to me turned to me, wide-eyed, and said, “WOW, THAT IS A BIG DEAL!” Yes, that is a BIG DEAL! Our existence as a Christian (little Christ) is based on forgiveness. We have nothing, if we do not have HIS forgiveness, and we are to pass HIS same forgiveness along to others. That is what a Priest does, is it not? He said, “Love your enemies, pray for those who hurt you and spitefully use you.” Matthew 5:44. Then He showed us how that works. When dying on the cross, He cried out, “Father, forgive them, for they don’t know what they are doing.” Luke 23.34 To be a Priest and part of the Kingdom of Jesus Christ, we must forgive all, even as He forgave us ALL. His Sacrifice of Forgiveness resulted in His being raised from the dead and our sharing in His resurrection. But, you say, Jesus physically breathed on them – His Disciples – and said, “Receive the Holy Spirit.” That was for them, not for me. Less than fifty days from that declaration to His disciples, He ascended back to Heaven – back to the right hand of the Father. He breathed The Holy Spirit into this world at Pentecost; the Spirit of Jesus Christ came to all who would receive Him. “Anyone who does not have the Spirit of Christ, they do not belong to Him.” Romans 8:9 He has breathed into us HIS LIFE, HIS SPIRIT. We have HIS command to establish the same foundation of forgiveness for all, even those who have wronged us. It is our job. Jesus did His job, and to be part of His Kingdom, we must do ours. But I can’t……… But HE DID. HE breathed His own Spirit of forgiveness in us, gave us a new life – born again by HIS SPIRIT, made us a brand-new person, spanking clean! And with HIS BREATH, HIS SPIRIT IN US, we can and must forgive with HIS same LIFE-GIVING SPIRIT; that HIS Kingdom will come, HIS Will be done on earth as it is in Heaven. “If you forgive the sins of any, they are forgiven. If you retain the sins of any, they are retained.” “But if you do not forgive, your Father in heaven will not forgive your sins.” (Mark 11:26) Lord Jesus, You forgave me and gave me YOUR SPIRIT. I am a brand-new person because of You. You are the High Priest and King of the Kingdom of God on this earth. Though the world is spewing hatred and violence, I am part of Your Royal Priesthood – By Your Spirit, I forgive with the same forgiveness that You forgave me. Raj said the lobby is closed, but the drive-thru is open and they provide curbside pickup as well as free home delivery. The prescription rate has dropped 5-10% because

many doctor’s offices have been closed for regular visits. What are some creative ways you’ve worked around the restrictions? They have expanded the radius of the home delivery, and offering curbside pickup is a new feature. Can you name something positive that’s happened despite the virus? Business has been chaotic, and many supplies have been unavailable, which led to prices skyrocketing. But Raj has noticed customers have been more understanding and patient. Is there anything you would like to tell your customers? Thanks for cooperating. They aren’t open on Sundays right now, but hours are Monday-Friday 9 a.m. to 7 p.m., and Saturday 9 a.m. to 4 p.m., with new tanning specials every week. RAY LYNN MEEK

Heaven g a i n e d an expert crappie fisherman on Wednesday, June 3, 2020. Ray Lynn “Butch” Meek passed away peacefully at Medical City Hospital in Dallas. He was a long-time resident of Ector, TX, and member of Ector Baptist Church. A memorial service was held Saturday evening, June 6th, at 6:00 p.m., at the Meek’s home in Ector, TX. All family and friends were invited to attend this special service led by Rev. Zach Williams, assisted by David Caylor. A graveside service immediately followed at the Carson Cemetery in Ector, led by Bro. Kenneth Womack. Ray Lynn Meek was born in Bonham, TX, on September 27, 1946, to Paul Ethridge Meek and Letha Marie Jacobs Meek. He grew up in a loving home in the Sandy Community, making wonderful memories with his siblings and friends along the banks of the Red River. On August 13, 1966, Ray married his soulmate and the love of his life, Lou Ann Beazley Meek of Ector. Together, they built a special life in a loving home in Ector, TX. Ray worked as a machine operator at the General Cable in Bonham until his retirement in 2005. Ray Meek was known to many as Butch or Baby Ray. When he wasn’t mowing his yard, working in his garden, or tinkering at the pawn shop, he could be found on the lake fishing for crappie. He enjoyed life to the fullest, always smiling, and cracking jokes with those around him. Ray Meek may have been a small man in stature, but his sweet heart and larger than life personality brought tremendous joy to his family and friends. As a father, he raised his sons, Kirk and Kip, to enjoy motorcycles, race cars and Nascar. He was a wonderful Poppy who doted on his grandsons, Garrett and Colby, constantly showing them the value of family and love for one another. He was especially happy to have his great-grandson, Carter, in his life, and was looking forward to the birth of his great-granddaughter, Phoebe. Ray Meek is survived by his wife, Lou Ann Meek; two sons, Kirk Meek and wife, Tricia of Ivanhoe, and Kip Meek and wife, Jayme of Telephone; grandsons,

Margaret enjoyed living on the farm and loved gardening, and being around all the farm animals, she is of the Baptist faith. Dortha enjoyed taking care of her family, living in the country, rodeos, spoiling her favorite Chihuahua Poco (2000 - 2017) and watching TV, especially The Bold and the Beautiful. She was a member of the Westside Baptist Church. She is survived by a daughter: Anissa Fay Haggerty of Honey Grove, a son Allan Ray Haggerty of Paris, grandchildren: Michael Haggerty of Bonham, Neely Haggerty of Paris, 3 great grandchildren, and numerous nieces and nephews. Mary was a member of the First Presbyterian Church of Bonham. Mary graduated from Bonham High School in 1968. Following graduation she attended Grayson County Junior College and graduated in 1970. In 1970, Mary married Brian Adams who was a marine stationed at San Francisco, California where they lived for two years. After a divorce Mary moved to the Dallas metroplex where she worked in retail for Joske’s. In 1986 Mary returned to Bonham where she was still residing at the time of her death. She was employed by Walmart in Bonham for over 30 years where she worked the majority of that time in the Accounts Payable portion of the business office. She retired in 2019. Mary loved all animals, large and small, but she was especially fond of cats and she cared for a number of feline friends throughout her lifetime.

She was sharing her home with her three “Fur Babies” at the time of her death: Dooley, Fanny, and Frankie. Mary was read to daily as a small child and she continued to love books and reading. She had two older sisters to read to her and on Friday afternoon while her mother and father bought groceries at Safeway, Mary would be busy herself looking at all the books. It was her weekly treat to be able to put one Little Golden Book in the grocery cart each Friday so it could go home with her for her reading pleasure during the coming week. This love of books and the importance of fostering an interest in reading among small children stayed with Mary and as each of the grand and greatgrand nephews and nieces were born Mary included books among any other gifts she might give the little one. Mary participated in an informal group of women who had been classmates while going to school in Bonham. Some of the group had attended every grade together while some came later but of this group of graduates, a baker’s dozen still remained very close and made an effort to support each other throughout the good times and the not so good times as they each matured. Mary thoroughly enjoyed these outings and looked forward to them. CASA Still Needs Volunteers

Press Release - “Child abuse has not stopped during COVID-19 and neither have we,” said Sandy Barber, Executive Director of the Fannin County Children’s Center. “Like everyone else, we have had to make adjustments to the way we do things.” Counseling and court hearings took a brief pause when the quarantine started while everyone figured out how to utilize video conferencing. Forensic interviews at the CAC have continued in-person, with various safety precautions. CASA advocates have been doing virtual visits with children in foster care. At last check, 12 children from Fannin County who are in foster care do not have a CASA volunteer advocate. Leaders at the Children’s Center are also preparing for an influx of referrals and removals when schools go back in session. “School personnel are the biggest source of reports to the child abuse hotline. When school stopped early, it was no surprise that the number of calls to the hotline dropped sig-

nificantly,” said Barber. “With unemployment on the rise and families under more stress, we are worried that there will be more cases of physical abuse Also, many children who are victims of sexual abuse have been stuck at home with their abusers during this time.” “We are bracing ourselves for an increase in demand for our services when schools go back in session,” continued Barber. “The more volunteers we can get trained this summer, the more prepared we will be for that potential.” CASA, which stands for Court Appointed Special Advocates, is one of several programs offered by the Fannin County Children’s Center for the benefit of abused and neglected children. CASA is seeking adult volunteers who can complete training and pass background checks to be appointed by the 336th District Court to serve as Guardian ad Litem for children in foster care. In that role, CASA volunteers regularly visit their assigned

child or sibling group and gather information from parents, other family, teachers, medical personnel, therapists and others in order to make recommendations to the court on what will be in the child’s best interest. They prepare court reports and testify at court hearings too. Many volunteers successfully manage to volunteer while also working full time and spending time with their families. Currently, advocacy work and meetings are being done by various video apps, phone calls and emails. Court hearings are happening by Zoom. The next training sessions for CASA volunteers will start June 16. Training classes will be in the evenings on June 16, 18, 23 and 25 as well as all day on Saturday, June 20. Participants will have a choice of attending training in person or by Zoom. Participants will also be reading and completing activities on their own time. Press Release - Embark on an adventure. A Summer Reading Adventure. Imagine your story virtually this summer with the Bonham Public Library. Due to COVID-19 we will not be having any live performances at the Armory this summer but instead we will be having them online on our Bonham Public Library Facebook page, our new Youtube Channel, and our website http://www.bonhamlibrary. net/. This year we are using an online reading program called ReadSquared. You can download the app, ReadSquared, and register your kids and yourself for this summer’s adventure. Register online at READsquared Reading Program When you download the app, it will ask you for the library’s name. You can register all your kids and teens and yourself if you would like. You can register now but the Adventure begins on June 1st. This app is great for the whole family: log your books and hours, go on a mission, watch a video, and play educational games. We will have paper logins for those who don’t have internet access. After you register please come by the library and pick up your goodie bags filled with a pencil, bookmark(s), Dairy Queen Ice Cream Cone Coupon, and more. Those who finish the reading adventure and have earned enough points will receive the Summer Readings Imagine Your Story’s T-shirt and your name will go into a drawing for grand prizes. Ages 2-5: Read 25 Books Ages 6-12: Read for 25 hours

We will also have a special group on Facebook and a page on our website just for Page Turners Adventures. This program will be for 10 weeks on Monday-Friday. Each week is a different adventure with each day a different program. We will also have a Virtual Storytime on Wednesdays at 10 am on Facebook Live and three curbside storytimes this summer. There will be grab and go craft bags to pick up Tuesdays at 1 pm and Wednesdays at 9 am outside the library while supplies last. There will also be a couple of Zoom Interactive Storytimes this summer. Look online for more details. Be on the lookout for news about some Drive-In movies at the library this summer.
