Fannin County is in the Process of Appointing New County Commissioner

Commissioner Edwina Lane recently announced that she will soon be stepping down as Fannin County Commissioner for Precinct #1. As a result, Fannin County Judge Newt Cunningham has begun the process of identifying qualified Candidates to be considered for appointment as Commissioner Lane’s replacement. This is being done pursuant to Section 87.042 of the Texas Local Government Code.
Judge Cunningham is asking for qualified Candidates to step forward and submit applications for review. Applications will be made available to individuals seeking to be appointed to the position.
To be qualified, a Candidate must meet the requirements set out at Section 141.001 of the Texas Election Code. The Code generally provides that in order to be eligible for public office, a Candidate must be a US citizen, over 18 years of age; must not have been determined to be mentally incapacitated or be convicted of an unpardoned felony; must have resided continuously in Texas for 12 months, and in Precinct #1 for 6 months.

Tuesday, July 11, 2023, Fannin County Judge Newt Cunningham called to order at 8:42 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners present.

Hear comments regarding a Change in Zoning application; from A&R, Agriculture and Ranching District to RE, Rural Estate Single-Family District (minus pre-zoned commercial area) on FM 1396 in Carson, TX, Property ID# 78333: After Fannin County Development Services Director Di Hopkins explained this, she noted all requirements were met for approval. There were no other speakers.

Topping:
¾ c. flour
¾ c. rolled oats
¾ c. brown sugar
¼ tsp. salt
½ c. butter cubed
Preheat oven to 350°. Toss the sliced and peeled peaches with the blueberries, sugar, cornstarch, vanilla, and lemon juice until well combined. Spread the fruit evenly in a 2 quart baking dish. In a medium bowl, combine the flour, oats, brown sugar and salt. Add the cubed butter and squish it into the flour oat mixture with fingers or a fork until a coarse crumble forms. Sprinkle the crumble topping evenly over the fruit. Bake in the preheated oven for 40-50 minutes until the topping is golden and the fruit is bubbling Serve warm with vanilla ice cream. Two Fannin County softball players earned spots on the Blue Bell/Texas Sports Writers Association All-State Softball teams for the 2023 season.
Dodd City senior Lindsey Mauppin, an East Central University (Okla.) softball and cross country signee, garnered
a first-team selection in Class 1A at shortstop, after helping the Lady Hornets make their fifth appearance in the 1A State softball tournament in the last six complete seasons. In 2A, Honey Grove sophomore Sonora Flowers received an honorable mention as a utility player, after helping the Lady Warriors win a fourthplace play-in and make a bidistrict advance.

Two former Fannin County diamond standouts appeared amongst 71 Austin College student-athletes on the Southern Collegiate Athletic Conference Winter and Spring Academic Honor Rolls for the 2022-23 school year.

Kirkpatrick, a 2021 Bonham graduate, received the recognition while, respectively, playing baseball and softball again this spring for Austin College.
Requirements to garner the notoriety included having a minimum grade-point average of 3.25 during the semester during which the athlete played the SCACsponsored sport.

Dodd City senior Ashton Balvin repeated as the district's most valuable player in the 231A boys' basketball honors for the 2022-23 season.
Junior Jaden Mahar also earned the offensive superlative for Dodd City, which won the district and reached the boys' regional tournament for the second-straight season.
The Newcomer of the Year equated Kalob Runnels of Fannindel, which advanced via the fourth and final district postseason berth and made a bi-district appearance for the second-consecutive season.

She equates the Lady Rebels' fifth person at the helm in as many years of volleyball being an athletics option for girls at the Class 2A school.
"For me coming in, I do not want to focus on the past," said Moore. "As a program, we are looking forward to the future!
"I have coached [in volleyball] leagues at multiple levels from YMCA to club," said Moore. "I have coached several different age groups, which will assist me in coaching the many age groups here at Sam Rayburn.
"In high school, I was a thrower. I threw shotput and discus," she said. "I feel that my experience could benefit the student athletes here.
First-team selections included: senior Aydan Balvin and junior Ethan Barnard of Dodd City; senior Carter Whitburn of Ector; senior Jabari Dowdy of Fannindel.
Second-team recipients included: senior Braden Burney of Dodd City; senior Nathan Harris of Ector.
Honorable mentions included: freshman Kaleb Haggard of Ector; Edgar Lopez of Fannindel.
Academic all-district recipients included Austin Weeks, Logan Lackey, each Balvin, Burney, Barnard and Mahar of Dodd City; senior Samuel Hughes, Harris, Haggard and Whitburn of Ector.

"We have learned a lot of new things already as a team and [the girls] are eager to make this program successful," she said. "We have to earn trust between not only the girls but the girls with me as a coach. So far we are moving forward together!
"These girls have already shown me that they love playing the sport of volleyball. They have the hustle and the motivation to get better every time they step on the court. The girls are very hard working; so I am very grateful to be able to coach them and have them reach their goals on and off the court!"
Moore brings successful experiences playing volleyball in and beyond high school and coaching it outside that level.
Her final two years of playing high school volleyball occurred at Caddo Mills, vying the first two for Arlington. She helped the Lady Foxes make
deep advances each campaign and earned district superlatives: server of the year as a junior and co-setter of the year as a senior.
Moore then served as a setter for Kentucky State University, helping it win the Southern Intercollegiate Athletic Conference championship.
She completed her education at Texas A&M UniversityCommerce, earning a bachelor's in kinesiology and sports studies.

9. Discussion, consideration and action regarding entering into an agreement with GovOS for the collection of Hotel Occupancy Taxes (H.O.T.) in Fannin County and authorize County Judge to sign on behalf of the County –County Judge for Amanda Taylor, GovOS Account
Executive: Amanda Taylor of GovOS gave a summation of the services provided by her company and an approximate amount of revenue the county might anticipate once tax collection begins and how it is not a tax on citizens but on short term visitors to the county. After her presentation a discussion ensued about the $25,506.01 cost of GovOS services and how projections of incoming tax revenue will more than cover the cost of their services. The discussion concluded with a motion made by Commissioner Magness to approve entering into an agreement with GovOS which was seconded by Commissioner Lane and passed unanimously.

Discussion and presentation regarding Enterprise Fleet Management – County Judge for Nick Hardwick of Enterprise Fleet Management: Senior Account Executive Nick Hardwick gave a presentation detailing how the county would benefit from having their vehicles provided by Enterprise Fleet Management as opposed to the current system of the county procuring and maintaining county vehicles. No action was taken.
11. Discussion regarding Lake Fannin roads – County Judge for Cheryl Youree, Lake Fannin Volunteers
Chair: Cheryl Youree expounded on a problem existing of a possibly private road (or abandoned CR) located at Lake Fannin Park, that connects with CR 2025 and is not accessible for volunteers and other visitors to the park. A discussion ensued regarding the importance of the SW access road for emergency purposes with Commissioner Lane noting research would be needed to gather facts regarding the road and any easement agreement associated with it. Judge Cunningham stated the matter would be investigated.
12. Discussion, consideration and action to approve renewal of Interlocal Agreement between Texoma Council of Governments (TCOG) and Fannin Coun-
ty regarding E-911 Public Safety Answering Point Services (PSAP) – County Judge for Sheriff’s Department: Fannin County Sheriff Mark Johnson and 9-1-1 Program Manager Beth Eggar gave a brief summation of the services provided to the Sheriff’s Department by TCOG at no charge to the county.
Commissioner Magness made the motion to approve the renewal of the agreement with Commissioner Lane seconding the motion which passed.
13. Discussion regarding third quarterly report by the Indigent Health Care Director – County Judge for Indigent Health Care Director: Indigent Health Care Director Mark DeMay highlighted that his depart-
ment is currently $51,000 under budget, spoke of the need for an immunization clinic for school age children and college students and shared a success story of one his diabetic clients who with the help he has received from the clinic, was able to obtain his driver’s license.

Leonard's annual picnic has been a tradition since 1880, when settlers held a picnic on July 22 to celebrate the sale of the new town's first lots.
The three-day celebration during the third weekend in July draws current and former Leonard residents, as well as visitors from all over the Metroplex to the square and Old City Park in downtown Leonard. Recent festivities have included carnivals, fishing tournaments, the Miss Leonard pageant, golf tournaments, musical performances, BBQ, fireworks and more old-fashioned family fun.
Leonard's all-school reunion is also held during this special homecoming.

Kiwanis Club Of Bonham, Texas Celebrates 72 Years

On July 11, 1951, Brad Nunnelee, father of Bob Nunnelee, and some other local men established the Kiwanis Club in Bonham, now known as Kiwanis Club of Bonham, Texas.
There were few members.
This past July 11, the local club celebrated their 72nd Anniversary. Special guests were Joe Barrett, a six-term past Lt. Gov. of Kiwanis and Darrell Mendez of the Durant, Oklahoma club, and Nancy Elliott, a former Kiwanian caterer.
Stay Grounded provided a special luncheon of crusted chicken, carrots, brussels sprouts, and green salad. The beautifully decorated cake came from Mom’s Bakery in Sherman, Texas. Mary-k Ashley Wilson mod-
erated the meeting.
Joe Moss gave a history of the Kiwanis Club, which was founded in 1915 in Detroit, Michigan, and originally
called Supreme Lodge Benevolent Order of Brothers. A year later, the name changed to Kiwanis. Kiwanis is from the Ojibwe language and originally meant we make noise, retranslated to mean we build. Serving the Children of the World is the motto of Kiwanis International. In 1987, women were invited to join Kiwanis. Moss pointed out that women Kiwanians are the backbone of the clubs. Steve Mohundro gave a talk on the finances of Kiwanis. Mohundro told the club that in 1981, Trade Days brought in $2,562.25. Today through the efforts of vendors, shoppers, and Kiwanis members who work Trade Days, the club can donate approximately $30,000 a year to youth groups in Bonham and Fannin County and to International children as well.
John Burnett gave a story of the history of Trade Days. The late Bryce McIntyre was Executive Director of the Bonham Chamber of Commerce and a member of the Kiwanis Club. In 1977, McIntyre conceived the idea of a Trade Days to raise funds for Bonham. Every group to whom McIntyre spoke turned down the idea, saying it was too much work and not worth the time. McIntyre then said that Kiwanis would do it. Twelve club members are needed to collect each month. Burnett further told the group that “Trade Days is where members bond and work in fellowship. The money
raised is great and always goes to good causes, but the camaraderie there is just as important.”
Mary-k Ashley Wilson told the group of what some items cost in 1951: postage stamp $.03; average income $3,515; cost of new home between $7,300 and $9,000; cost of a Ford $1,424 to $2,253, and gasoline between $.19 and $.20 a gallon. The musical Oklahoma was on Broadway. Wilson also told of having a mild stroke while collecting and how a shopper who was a nurse literally held her up to complete the collections. Kiwanis, along with the City of Bonham, and other sponsors, puts on the Fireworks show at Lake Bonham each year. This is a gift to those who watch the show.
The members who have been in Kiwanis the longest are Steve Mohundro, forty-three years; John Burnett, twentynine years; Joe Moss, twentyeight years, and Mary-k Ashley Wilson, twenty-four years.
The other twenty-six members have been members from seventeen to one year. Membership is currently open to those who want to serve the children of the world and work at Trade Days some weekends. It is a wonderful club to bond with folks who want to attain the same level of giving. It is said that “volunteering enhances social networks, improves mental health, and contributes to higher levels of happiness, self-esteem, self-worth, and life satisfaction.” Kiwanis would welcome you as a new member.

The motion passed with two nays.

Discussion, consideration and action regarding the recommendation from the Bois d’Ark Lake Zoning Commission for a Special Exception; to reduce side setbacks from 25’ to 15’ for 74 lots at The Peninsula on CR 2730 in Honey Grove, Property ID#s 78166, 78172, 120501, 128038, 128039 & 121991 – County Judge for Development Services Director: Di Hopkins explained that because Bois d’Arc Lake lots have setbacks that are more extreme than other prop-
erties (like Lake Ralph Hall), she will be looking to reduce the setbacks on all the lots in order to bring them in line with similar properties. Two citizens of Bonham spoke to voice disapproval of rules being changed for developers. After more discussion, the judge asked a motion be made for both item 17 & item 18.
Commissioner Magness made a motion to combine 17 & 18 and approve the Special Exceptions with Commissioner Self seconding the motion which passed.
18. Discussion, consideration and action regarding the recommendation from the Bois d’Ark Lake Zoning Commission for a Special Exception application; to reduce side setbacks from 25’ to 15’ for 63 lots at The Shores at the Peninsula on CR 2730 in Honey Grove, Property ID#s 79612, 113834, 79616 & 79617 –County Judge for Development Services Director: See item #17.
19. Discussion, consideration and action to approve a one-time severance of 1.52 acres from a 40-acre tract on FM 273 in Ivanhoe, Property ID# 84185 – Commissioner Precinct 1 for Development Services Director: A motion was made by Commissioner Lane to approve with Commissioner Magness seconding the motion which passed.
20. Discussion, consideration and action to approve a final plat for Fannin Ranch; 73 lots on CR 4910 in Leonard – Commissioner Precinct 2 for Development Services Director: Di Hopkins explained steps taken to assure correct verbiage was used on the plat to clear the county of any responsibility for maintenance of the subdivision roads in the future.
Citizen Paul Ivy who provides legal counsel pro-bono to the court, advised against approv-
ing the plat until certain conditions were met. After differing opinions were exchanged, Commissioner Self made the motion to approve the final plat. The motion failed due to a lack of a second. A motion was then made by Commissioner Magness to pass on this for one week. The motion was seconded by Commissioner Lane and passed with 1 nay vote.
21. Discussion, consideration and action to go out for Request for Qualifications
for a third party engineer for inspections and reviews – Commissioner Precinct 2: Commissioner Self made the case of the county benefitting from this action. He then made the motion to go out for request for qualifications. Commissioner Kopf seconded the motion which passed.

Enforcing Appropriate Rules and Boundaries with Max

We've been talking about communicating to our dog that we’re his leader, and the messages that convey this to him. And being his leader has nothing to do with being a drill sergeant, or "showing him who's boss." This is human thinking. Outranking your dog, and being the leader, simply means you are the one who makes appropriate rules and boundaries. So there has to be a "dog like" aspect to your relationship with Max. The part of you that understands you can't let him jump on you, put a paw on you, or lead you on the leash. Additionally, it makes sense to always precede him through a doorway and to make him move out of your way when you're walking from point A to point B.. Personal space and clear passage is the privilege of a higher ranking dog. Subconsciously, he understands all this.
But what is the appropriate way to enforce boundaries and correct him appropriately? We always want to use the least amount of correction that might work. This is essentially exactly how dogs correct each other. - When the mother dog is weaning her puppies at about six weeks old, the first thing she does, is to growl at them and push them away. If that doesn't work, the next step is to bark some and perhaps nip. If that doesn't work, she’ll get louder with her bark, and actually bite her puppies. As a final resort, if none of that works, mama will grab that puppy, push him to the ground and literally get on top of him and hold him still. Obviously, we're not going to be barking or biting our dog, but we 'are' going to emulate these things in a human like fashion. Next time more about this.

GARY RAY EDWARDS
Gary Ray Edwards, 69, of Bonham, Texas passed away on Sunday, June 25, 2023 at his home.
He is the son of Ray and Claudine Edwards.
Born on November 14, 1953 in San Angelo, Texas. He graduated from W.T. White High School in Dallas, Texas in 1973. After attending a computer training school in Memphis, Tennessee, Gary enlisted in the United States Air Force, where he served for 3 years. Gary was a self taught businessman, a jack of all trades, he had many talents. He met the love of his life, Tina Adair while still in High School and married her in 1974. He enjoyed spending time with his family riding his motorcycles and ATVs, going camping in his camper and going on cruises. They cruised to the Eastern and Western Caribbean, to Alaska and to the Mexican Rivieria.
He is preceded in death by his parents, Ray and Claudine Edwards and his sister, Beverly Hurst. He is survived by his loving wife of 49 years, Tina Adair Edwards, daughter Tonja Edwards and her two children, Katherine and Christopher Patterson of Bonham, daughter April and her husband, Bryan Mokszycki, who are expecting his 3rd grandchild in January, of Bonham. as well as many friends and relatives.
A Celebration of Life was held at Wise Funeral Home Chapel on Sunday, July 9, 2023 at 2:30pm.
Billy John Hicks went to be with our Heavenly Father on July 9, 2023. He passed away peacefully in his sleep at the age of 93.
Billy was born in Honey Grove, Texas on April 12, 1930, to parents Esco B. and Mary Gertrude Hicks. He was the oldest of 7 children. In high school, he was the star of the basketball and baseball teams. Upon graduating high school, he enlisted in the U.S. Navy where he served during the Korean War. On September 14, 1957 he married the love of his life, Sarah Janette (Jan) Rattan and made their home in Bonham, Texas. While in Bonham, they had 5 children and were active members of Seventh and Main Baptist Church. While at Seventh and Main, he served as a deacon and the Interim Music Director for many years. After 35 years at General Cable, he and Jan retired to Coppell, TX to be closer to “his girls” and grandchildren. He loved attending school activities with his grandchildren- especially Veterans Day. He was proud to have served our country and never missed a Veterans Day assembly. Spending time with his family was always a priority for Billy. His other passion was singing and playing his guitar- he had an amazing voice. He devoted his life to sharing his faith through music. Additionally, he was a major sports fan who loved the Green Bay Packers. You could always count on him wearing his lucky Green Bay cap or sweatshirt on game days.
Billy was preceded in death by his parents, wife, and beloved son, John Numan Hicks, as well as his brothers; Gerald Hicks, Jerry Hicks, Benny Hicks, and sisters; Jeanette Stone, and Sara Stogner.
He is survived by his daughters, Sonya Younts (husband John) of Flower Mound; Cynthia Brown (husband Mike) of Rowlett; Jan Werth (husband Nick) of Garland; Janay Hunt (husband Brad) of Coppell; grandchildren Casey Churchwell, Brodi Brown, Nicholas Werth, Juliana and John Thomas Hunt; sister Joyce Coleman (husband Bob) of Paris; sister-in-law Judy Hicks of Paris.

Bonham- It is with heavy hearts that we announce the sudden passing of our son, Andrew Greer Havens; his earthly life ended and his new journey with his Heavenly Father began Saturday, July 8, 2023.
Andrew was born on September 21, 1999 in Sherman, TX to father, Gregory Kirk Havens and mother and stepfather, Nancy Renee (Reeder) and Barry Wingard. He was a graduate of Bonham High School Class 2018. After graduating he immediately joined the United States Army and served honorably from 2018 to 2022. Andrew worked for Clayton Homes as a roofer. He enjoyed playing video games, TikTok, Pokémon, and skateboarding. Andrew was a very polite, kind, loving, young man, who will be dearly missed.
He is survived by his mother and stepfather, Nancy and Barry Wingard of Bonham, TX; father, Greg Havens of Telephone, TX; brothers, Russell Havens of Bonham, TX and Clayton Havens of San Antonio, TX; step brothers Barry Wingard and Michael Wingard; half-brother, Stuart Baxter of Sherman, TX; maternal grandmother, Rena F. A visitation was held at 9:00 am on Thursday, July 13, 2023 at Cooper-Sorrells Funeral Home in Bonham, TX; followed by funeral services at 10:00 am. Chaplin Mark Owens officiated. Interment with military honors followed at Carson Cemetery in Ector, TX with honors rendered by the United States Army Honor Guard.
Serving as pallbearers were Clayton Havens, Russell Havens, Mike Reeder, Colby Kelton, Kevin Honeycutt, Sterling James Lee III. Serving as honorary pallbearers were Robert Reeder, Dakota Guilliams, and Angel Tejeda.

Bonham City Council – Project Alpha & Americans with Disabilities Proclamation

Monday, July 10, 2023, the Bonham Economic Development Corporation Board was wrapping up the Executive Session of a Special Meeting held prior to the City Council’s meeting to discuss and take action on an incentive for a prospective business for our area that has been named “Project Alpha” with no other details available for the public at this time. Immediately following Bedco’s adjournment, all members of the city council, except for Councilman Bill Chapman, gathered in city hall for their monthly regular meeting. Councilman Michael Evans led the council and attendees in an Invocation before Mayor H.L. Compton noted Quorum was established, calling the meeting to order at 5:30 p.m.
1. Consider and take action to approve minutes of the June 12th regular meeting: After reviewing the minutes, Councilman John Burnett made the motion to approve with Councilman Wayne Moore seconding the motion which passed.
2. Consider and take action to accept financial report for month ending June 30, 2023: Bonham’s Director of Administrative Services Sarah Osburn came to the podium and noted how the report she provided the city council members for their review was a condensed version of the format used in previous reports. She asked if there were any questions/comments from the council which prompted John Burnett to ask if checks written during the month could be added to the report. After she agreed to do so, a motion to approve the report was made by Councilman Michael Evans, seconded by City Manager Sean Pate and passed unanimously.
3. Citizens Opportunity to Speak: [The City Council invites persons with com-
ments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]: There were no speakers.
4. Proclamation presentation for Americans with Disabilities Day: After reading the Proclamation designating July 26, 2023, as the Americans with Disabilities Act Awareness Day, Mayor Compton presented Julie Craig with Texoma Workforce Solutions, the framed Proclamation. Ms. Craig stated it would be on display at the local library along with information about living with disabilities. She then noted some of the benefits that have come with the passing of the American Disabilities Act including accessible restrooms and public ramps.
5. Consider and take action to appoint or reappoint individuals to the Airport Advisory Board: Sean Pate noted how board members Clint Hemby and Dennis Whitlock’s terms expired on June 30th prompting the need to advertise for these positions. He stated there were four letters of interest including letters from Rick Watson and Ryan Vinson along with letters of reappointment requests from Mr. Hemby and Mr. Whitlock.
Mr. Pate advised that the Airport Advisory Board had a meeting in June to consider the letters of interest where they voted to recommend the reappointment of Clint Hemby and Dennis Whitlock. A motion was made by John Burnett to approve the recommendation for reappointment of the two members with Wayne Moore seconding the motion which passed with Michael Evans abstaining from the vote.
6. Consider and take action to appoint or reappoint individuals to the Planning and Zoning Commission: Mr. Pate explained how the terms of board members Edith Fuller, Michael Todd, Curtis Smith and David Kinkade had expired and how the City advertised for letters of interest for those posts. The city received letters of interest from each of the members whose terms expired along with letters of interest from Mike Bankston and Kevin Hayes. After Mr. Pate noted there were only four spots available on the Commission, Councilman Wayne Moore made the motion to reappoint David Kinkade and Curtis Smith and appoint Kevin Hayes and Mike Bankston. The motion was seconded by John Burnett and passed with Michael Evans abstaining from the vote.
7. Consider and take action to select a contractor for the repair/replacement of the library roof and related interior water damage: Sean Pate first expounded on the benefits the library has provided and continues to provide the community before explaining the problems existing with roof leaks and interior damage. After he spoke, Library Director Jennifer Reeves added her comments on the repair work needed and noted that after meeting with Mr. Pate and Bonham’s Director of Administrative Services Sarah Osburn where bid proposals from three companies were reviewed and considered, the decision to go with T&R Roofing & Construction was made. Mr. Pate noted funding for the construction work can come from the ARPA funds that was handed down by the Federal Government. After further discussion explaining specifics of the work that will be done for the cost of $126,784, a motion was made by Councilman Timothy LaVergne II to accept the T&R bid, seconded by Councilman Ernie Quintana and passed unanimously.
8. Recess into closed executive session to deliberate the offer of a financial or other incentive to a business prospect as permitted under Texas Government Code §551.087: Executive Session was entered into at 5:43 p.m.
9. Reconvene in open public session and take possible action on the matter discussed during closed session: Executive Session was ended at 6:03 p.m. after which a motion to ratify the decision of the Bedco Board to provide a $250,000 incentive to “Project Alpha” was made by Ernie Quintana and seconded by Michael Evans.
10. Adjourn: Meeting adjourned at 6:03 p.m.

Texas Game Wardens Conclude Busy July 4th Weekend of Statewide Enforcement

AUSTIN – While thousands of Texans and out-of-state visitors traveled to Texas lakes, rivers and coastal bays to celebrate the Fourth of July holiday weekend, Texas Game Wardens were out in force to ensure everyone stayed safe on the water.
“Texas Game Wardens partnered with thousands of law enforcement agencies across the country for Operation Dry Water to focus on impacts of alcohol on boaters during hightraffic weekends like the Fourth of July,” said Cody Jones, Assistant Commander for Marine Enforcement with the Texas Parks and Wildlife Department (TPWD). “These efforts are represented in the work we did during the holiday weekend.”

Texas Game Wardens issued 1,521 citations and 1,891 warnings for various boating safety laws. Wardens also arrested 56 individuals for Boating While Intoxicated and filed four other charges for Driving While Intoxicated. An additional 36 individuals were arrested for a variety of other charges.
Texas Game Wardens also conducted multiple search and rescues over the holiday weekend and assisted with 18 boating accidents at several Texas lakes and rivers.
Statewide, Game Wardens were involved with numerous waterway assists and other incidents.
Lake Palestine observed a dock fire started by fireworks and were able to extinguish the blaze before major damage occurred.
Comal County Game Wardens responded to a missing swimmer after a caller reported that a family member was swimming but could not be located. They located the missing person 125 yards offshore swimming outside of the designated area. The swimmer was exhausted and requested a ride back to shore where they were united with family and friends.
Game Wardens on Lake Travis helped locate a missing seven-year-old female who was found safely with a friend.
TPWD aviation assisted Game Wardens in Zavala, Uvalde and Real counties patrolling the Nueces River for riverbed enforcement activities.
The TPWD Boater Education program had booths at Canyon Lake and Joe Pool Lake over the weekend to promote boating and water safety.
Texas Game Wardens handled one boating fatality and five open-water fatalities on Texas waterways over the Independence Day weekend. The boating-related fatality occurred on Lake Stillhouse. Open-water fatality locations included Lake Lewisville (2), Lake Travis, Marlin City Lake and Cedar Creek Lake.

Cooper GOOD. Water lightly stained; 87 degrees. Lake is full pool. Crappie, catfish, and white bass strong. Crappie deep on structure and near shore on structure.
Lavon GOOD. Water lightly stained; 85 degrees; 0.58 feet below pool. Fishing patterns are as consistent as the heat. White bass are on main lake points in 10-20 feet of water. Bounce white or chartreuse slabs off the bottom with a jig tied 18 inches above in white. If they surface, throw spooks, or any 3-4 inch popper. The fish are on the move so you might have to check all main lake points a couple times until you run into them. Black bass can be caught with chrome or red rattletraps along the riprap on the dam, 3-6 foot divers, 12 foot KVD- sexy Shad for the cranking anglers. Big fish are biting big swimbaits on rock piles and underwater drop-offs in 12-20 feet. Stay in close after catching a fish as there are probably multiple fish in that general area Ray Roberts GOOD. Water is clear; 87 degrees; 0.20 feet below pool. White bass are good with schooling action. Crappie are fair on brush piles and trees in 20-25 feet of water using minnows, with many undersized catches. Bass are good with a sporadic topwater, but most catches on dropshots in 15-20 feet of water over main lake structures. Catfish are fair.
Tawakoni GREAT. Water lightly stained; 85 degrees; 0.17 feet below pool. Fishing is in a solid summer pattern that should not change anytime soon. The striper and white bass bite is good. Fish have been schooling early in the morning and late in the evenings. The midday bite has been good on live bait on structures in 18-25 feet. Eater size catfish bite is about as good as it gets. Fishing is solid using prepared bait such as punch be in 25-35 feet. Crappie are fair with live minnows working best on brush piles, standing timber and bridge pilings in 18 feet. The largemouth bite has slowed down, but there is a daylight frog bite right now.
Texoma GOOD. Water stained; 85 degrees; 0.02 feet below pool.
Striped bass continue to bite well in the summer pattern. Box fish are on flats in 30 feet or using swimbaits under working rafts of threadfin shad. Bigger stripers are good with topwater action in the morning, and some in big schools in deeper water using slabs. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass fishing is good chasing smaller fish on topwaters and swimbaits. Fishing with live bait on ledges in 30-50 feet of water is producing quality fish or slabs under the schooling fish. Flats and river ledges on the main lake have been the hot spots. Crappie fishing is slow on minnows over brush in 15-18 feet of water. A lot of smaller fish with the occasional keeper. Catfish are good on prepared baits and cut shad in 15-20 feet of water for keepers. Bass fishing is fair on top waters early and swimbaits off the banks in 10-15 feet of water.

Unequally Yoked

The apostle Paul wrote, by inspiration of God, “Be ye not unequally yoked together with unbelievers” (2 Corinthians 6:14). Many have questioned the meaning of this statement. Can a Christians marry someone who is not a Christian? Can a saint go into business with someone who is not a saint? Can members of the church work with those that are not members of the church?
Two more questions are asked in this same verse; “what fellowship hath righteousness with unrighteousness?” and “what communion hath light with darkness?” (2 Corinthians 6:14). Each Christian has the responsibility to “Study to shew thyself approved unto
God, a workman that needeth not to be ashamed, rightly dividing the word of truth” (2 Timothy 2:15). Each Christian has the responsibility to “be thou an example of the believers, in word, in conversation, in charity, in spirit, in faith, in purity” (1Timothy 4:12). Each Christian has the responsibility to “Be not overcome of evil, but overcome evil with good” (Romans 12:21). When we cannot have a positive godly influence on others, then we need to distance ourselves.
John recorded that “God is light, and in him is no darkness at all” (1 John 1:5). We are to reflect that light. Paul wrote that Christians are “the children of light, and the children of the day: we are not of the night, nor of darkness” (1 Thessalonians 5:5). We are told, “have no fellowship with the unfruitful works of dark-
ness, but rather reprove them” (Ephesians 5:11).
Abraham asked God, “Wilt thou also destroy the righteous with the wicked?” (Genesis 18:23). We need to make sure that we know that “he that doeth righteousness is righteous, even as he is righteous” (1 John 3:7). We are reminded of things that God despises, “These six things doth the LORD hate: yea, seven are an abomination unto him: A proud look, a lying tongue, and hands that shed innocent blood, An heart that deviseth wicked imaginations, feet that be swift in running to mischief, A false witness that speaketh lies, and he that soweth discord among brethren” (Proverbs 6:16-19). May all Christians study God’s word, be an example of the believers, and overcome evil with good.
Sunday Morning Re-take “I Believe, Help Thou My Unbelief”
Hello everyone!
In Mark chapter 9, we read of a man whose son was possessed with an evil spirit, that would cause him to foam at the mouth and gnash with his teeth. The man spoke to Jesus’ disciples to cast out the evil spirit, but they could not. Jesus answers him in verse 19 saying, “O faithless generation, how long shall I be with you? How long shall I suffer you? Bring him unto Me.” The child was then brought to Him, and his father asked Him to have compassion on them, and help them. Jesus tells him in verse 23, “If thou canst believe, all things are possible to him that believeth.” In verse 24, the child’s father, in tears, cried out, “Lord, I believe; help Thou mine unbelief.” Jesus commanded the evil spirit to come out of the child, and it did. Many thought the child was dead, but when Jesus took him by the hand, and lifted him up, he was healed. When
the disciples asked Jesus why they could not cast out the evil spirit, He answered them in verse 29 that this kind could only come forth by prayer and fasting. The problem in our nation today is that we have a lack of faith in God, as Jesus described in verse 19. We must hold true to the promise that is given to us in verse 23, that nothing is impossible to those who believe in Him. Verse 24 of this passage was the inspiration for Bill Gaither to write this song.

help Thou my unbelief. I walk into the unknown trusting all the while. I long so much to feel the warmth, that others seem to know. But, should I never feel a thing, I claim Him even so. I believe; help Thou my unbelief. I walk into the unknown trusting all the while.”

articles for the 175th Anniversary of Bonham Bonham residents enjoyed many amusements in the late 1800s and early 1900s,

including musical and drama performances and baseball games.
Once the railroad arrived in 1873 citizens of all ages could also enjoy circus performances.
A newspaper review of a later circus in 1874 stated that the “animal department” was “very good” and that the “pageant in the streets of the town was quite fine, and the big steam piano, drawn by ten camels, was an item of interest to all, though the music was not very excellent.”
Mothers took their children to the Depot to see
the circus unloading, with the elephants pulling the big loads. The parade was a key free amusement for any circus.
The circus usually set up at Russell Heights.
By 1898 the Ringling Brothers circus was coming to Bonham.
The 1902 “Greatest Show on Earth” featured a giraffe, performing elephants, 40 clowns and an acrobatic family.
The Bonham News gave a great review of the 1911 Ringling Brothers’ Show, stating that 12,000 to 16,000 people attended the parade.
It reported that the parade contained hundreds of floats and 650 horses. While the numbers reported may seem very high, old photos show large numbers of folks attending similar events
in Bonham. Certainly everyone in Bonham would have come out to see the parade and everyone from the countryside would have delighted in this opportunity for entertainment.

Precinct No. 1 Speaks To Kiwanis

Newly elected Justice of the Peace Precinct No. 1, Louise Goodwater, has come in running and is doing a fantastic job in this position. Judge Goodwater recently spoke to the Kiwanis Club of Bonham, Texas. In her first one hundred days in office, Judge Goodwater has collected approximately $80,000, with the highest month being in April of $22,496.
A justice of the peace in Texas has the following duties: hears traffic and other Class C misdemeanor cases punishable by fine only; hears civil cases with up to $20,000 in controversy; issues warrants; hears landlord and tenant disputes; hears Animal Cruelty cases; hears truancy cases; performs magistrate duties; conducts inquests; and may perform marriage ceremonies.
Judge Goodwater is busy collecting past due citations (tickets). Paul Holt, Constable, Precinct No. 1, Fannin County, is sending a courtesy notice which is not required by law, but which carries ramifications. This is a Notice of Failure to Appear Prior to Issuance of Warrant. If this notice does not get a response within thirty days, a warrant will be mailed to the individual’s home. Under a separate mailing, Judge Goodwater’s office will assist Constable Holt in mailing out postcards advising the individual that they have a warrant in the court. Judge Goodwater’s office will utilize the Omni Data Base, which is a collection service contracted by the State of Texas that flags your driving license if you have an outstanding traffic warrant and will not allow you to renew your license.
Judge Goodwater has issued 232 Class C Warrant and thirty-six Felony and Misdemeanors Class A/B Warrants. In addition, she has conducted eighty-eight hearings and bench trials. This includes evictions, occupational drivers licenses, bond violations, debt claims, and criminal hearings. She has also heard 163 magistrates, attended twenty-eight inquests (non-attended physician deaths), and issued nine emergency detention orders (mental health evaluations).
If you owe past fines, now is the time to get them paid before warrants are issued. Judge Goodwater intends to collect on all fines owed to Fannin County. Beware.
