Commissioners Change Direction with EMS Contract Process

A regular meeting of the Fannin County Commissioners Court was called to order Tuesday, July 21, 2020, at 9:02 a.m. by County Judge Randy Moore at Bonham City Hall
and via teleconference. Judge Moore established quorum; all Commissioners were present, including Commissioner Lackey over teleconference. The invocation was given by Reverend Randy Dority of the First Christian Church in Hon-
ey Grove. Major James Manis led the pledges. Judge Moore introduced Beth Purcell, Aide to Senator Hall’s Office, who will be attending Commissioner Court meetings in the future. 5 Public Forum: one resident addressed item 18 on the
agenda, regarding the continued lease of the Wirtgen Soil Stabilizer/Recycler for County roads, asking if an analysis has been made comparing the cost of this machine to more traditional methods of road maintenance. He would like to know

A third resident shared his optimism about Covid-19 numbers reported to tracking apps. A fourth resident via chat thanked all Commissioners and especially Commissioner Lackey for help leading to Pattern Energy’s construction of their solar project Phoenix Solar, which he hopes will support the County in the future. 6 Judge Moore reported the total Covid-19 case count in Fannin County is up to 165, though there are only about 25 active cases. He discussed how masks have become divisive and encouraged residents to research both sides of an issue before taking a stand. He believes until something more definitive arises, it is the best hope to follow the advice of governing authorities. A motion to extend the Fannin County Declaration of Disaster Proclamation for Covid-19 one week passed. Commissioner Whitlock left the meeting due to an accident with one of his workers, and Judge Moore asked for prayers.

nancial Report for June 2020. He reported that the revenues for June were $871,200.25, which included the sales tax from April, which came in June, amounting to $122,339.07, and the CARES Act funding which totaled $187,869. Other revenue came in at $560,992.18. A motion to approve the Financial Report passed.
9 County Treasurer David Woodson gave the Investment Report for June 2020, 6/11/19 which recorded a decrease in interest in all investments. A motion to approve the Investment Report passed.
10 Amanda Watkins gave an update of the Environmental Development Department, which included numbers of violations issued and resolved and complaints filed. She reminded

11 IT Coordinator Dustin Morrow explained BBC Consulting has worked with Fannin County for over 12 years, and the new proposed 30-day contract with BBC is for additional IT assistance for Mr. Morrow on a set amount of 16 hours per month, with the option of calling in the contractor for additional help as needed. In return for the contracted hours, BBC will be giving the County a discounted flat rate per hour. Judge Moore noted funds are available for this assistance, which fits in the budget at $900 per month. Commissioner Self asked whether the additional hours outside the contracted time will be charged at the same rate, and Judge Moore replied in the affirmative. A motion to approve the contract passed. 12 Judge Moore noted the situation involving the payment of $500 for Indigent Burial to Cooper-Sorrells Funeral Home is being resolved and recommended passing on the item for

now. 13 Commissioner Lackey and Kevin Wetzel of Pattern Energy spoke on reassigning an easement from Fannin County, explaining that when giving an easement to the County for road construction, the owners of the property mistakenly made the easement for their entire property, rather than the 30 feet required. Mr. Wetzel reiterated his thanks to the County for supporting Pattern Energy. A motion to restore the easement, except for 30 feet deep along County Road 3115, to Pattern Energy passed. Mr. Wetzel clarified that the motion should be made to reassign the property to the owners of the property, not to his company. Commissioners consulted District Attorney Richard Glaser on how to proceed and chose to return to the item in one week when the names of the property owners could be added to the item and a new motion made. 14 Development Services Director Lita Huffman presented a request for a one-time severance of 2 acres out of a 35.36acre tract on County Road 1216 in Savoy, noting that all documents are in and taxes paid. A
motion to accept the severance passed. 15 Judge Moore read the Order allowing the voter-approved tax rate to be calculated up to 8% in the manner provided for a special taxing unit, specifically due to the disaster status in County and State due to Covid-19. Commissioner Self clarified that adopting the Order does not mean taxes will necessarily increase to 8%; though that is an option, this will allow an increase in revenue from last year by the same tax rate up to 8%, rather than the 3.5% of prior years. A motion to approve the Order passed. 16 Purchasing Agent Michelle Case discussed funding from the CARES Act and noted she has made up a spreadsheet compiling all requests from County departments, which she sent to Herb Bristow for approval. Commissioner Lackey asked whether the requested reimbursement for inmates detained beyond 45 days should be the responsibility of the

18 Purchasing Agent Michelle Case spoke on leasing a Wirtgen WR200XLI Soil Stabilizer/ Recycler for $16,036.26 per month for Precinct 3, explaining that the County would save on drop off and pick up fees if they transfer the lease from Precinct 4 directly, which Kirby Smith Machinery, who holds the lease, is happy to do. Judge Moore shared everyone’s satisfaction with the equipment. Commissioner Magness addressed the cost to each Precinct and believes the money is well worth the cost. A motion to approve the lease passed. 19 A motion to approve the payment of bills passed. 20 Purchasing Agent Michelle Case addressed the Request for Proposals (RFP) process regarding EMS contracts, explaining that after the RFP was sent out, it was discovered there is an Attorney General Opinion that allows for this process to be exempted by the Commissioners Court if the RFP service relates to public safety. She recommended Commissioners exempt the RFP and disregard the bids, then consider meeting instead with each of the proposers who submitted a bid to the County. Judge Moore added that the County received 8 bids, the top 5 of which were ranked by a committee to be met with. He noted that by exempting this process, all Commis-

He noted he has been working with Stacy King at the Detention Center in developing a new mental health assessment to help reduce costs. The County is always working on budgeting, and Judge Moore will present a proposed budget at the next regular Commissioner Court meeting on Tuesday. He asked everyone to not get too caught up with whether or not people are wearing masks, but to see people for who they are. Bonham Rotary Immediate Past President Melissa Wallace served sour cream enchiladas and then ranch style beans at the Tuesday Super Supper. Press Release - On Tuesday July 21, 2020, members of Bonham Rotary joined Feeding Fannin, members of the United Methodist Church and of the Mormon Church to provide meals for Tuesday Super Supper. Three hundred nineteen meals were served! Several Rotary members purchased and prepared food in order to provide the meals. The time spent together making and serving the food was fun! Of course, masks were worn. This service project is just one way Bonham Rotary provides service to our community. “Service above Self” is Rotary’s motto. Funeral Services for Jimmy Neal Penner, age 71, of Bells, Texas were held at 10:00 a.m. Friday, July 24, 2020 at King’s Trail Cowboy Church in Whitewright, Texas under the direction of Wise Funeral Home. Elder Keith Clark officiated. Burial followed at Oak Hill Cemetery in Whitewright, Texas. Jim passed away Monday night, July 20, 2020 at Texoma Medical Center in Denison, Texas. Jim was born on November 5, 1948 in Perryton,
Texas, the son of Arthur B. Penner and Hulda Penner. He joined the United States Army in April of 1969 and served his country until March of 1971. Jim married Cheryl Lou Gorman on February 8, 1969 in Perryton, Texas. Together they raised their daughter, Rachel. They were married 51 years before his passing. Jim was a member of King’s Trail Cowboy Church. Jim was a go-getter and had a passion for anything he was working on. He enjoyed woodworking and loved to teach his craft to his grandsons. Jim had a playful spirit; he would often spontaneously burst into song

Andrew traveled with the carnival as a supervisor and did mechanical repairs for many years. He loved being able to keep people smiling. He would give a stranger the clothes off his back. He would never let anyone go without food or shelter. And he touched the lives of everyone he met Andrew was a loving and devoted husband and father. He loved his wife, children, family and friends. “It’s going to be fun to see our volleyball program grow.” Sam Rayburn began its volleyball venture last year under head coach Ali Wood and assistant Melissa Rich, competing in the junior high division of District 12-2A with 1A Dodd City, 1A Savoy, 2A Tom Bean, 2A Trenton and 2A Wolfe City. Folse now takes the helm for year two of volleyball at Sam Rayburn, which will make its high school debut in the new 16-2A which also includes 2A Collinsville, 2A Tioga, Tom Bean, Trenton,

The top four 2A teams per 2A district advance to the 2A postseason bracket. “You can say it’s a second-year program -- and Leonard it is as far as the eighth graders and freshmen go,” said Folse. “But the sophomores and juniors have never played before. “We’ll start Dodd with fundaCity mentals,” he said. “I hope the freshmen will help the sophomores and juniors with the fundamentals. “I’m excited and the kids Savoy are excited. The kids are eager to learn.”
