You have lived in your house for quite a few years and have decided to remodel it rather than build a new one. As this is a very involved reconstruction project and you want the best possible outcome at the end, you hire an architect to help in creating the plans and the estimated final costs for your project. You want a show place,
so the architect specifies extremely high-end materials and finishes to achieve the look you want in your remodeled home. You realize you don’t have enough money to do the project right off, so you wait seven years until you get help with the total payment from another source. Over these seven years though the price for the project has increased and you need to account for this by having your
price and the actual price bid. Maybe the architect working on your project missed something or worse was not familiar enough with a project such as yours to give a valid estimate. No matter what the cause – you need to find out why. Instead, you decide to ignore all indications that there is something wrong with your cost estimate and proceed to re-bid your project. This time though you will change many of the high-end items in your first drawings to something that will function the same but is much cheaper.

Commissioners Court Sets Workshop for Courthouse Restoration Project

On Monday, July 30, 2019 at 1:30pm, Commissioners Court will be conducting a workshop to discuss the restoration project. With estimates coming in at close to $27 million dollars, there is a lot to talk about. The meeting will be held at the City Hall and everyone is encouraged to attend. 1 Establish Quorum – The regular Commissioners Court was called to order by Judge Moore on Tuesday, July 23, 2019. A quorum was established as all commissioners and the judge were present. 2 Invocation – Invocation was given by Stuart Courtney, Senior Pastor of Bethlehem Baptist Church in Bonham. 3 Pledges – The pledge to the U.S. flag was led by Pastor Stuart Courtney. Judge Moore led the pledge to the Texas flag. 4 Introductions – Jamie Baker III, Director of Public Policy for Congressman John Ratcliff was acknowledged as being present. 5 Public Forum – No one spoke in Public Forum. 6 Discussion, Consideration and Action to remove the two public citizens chosen for the FY 2019 -2020 Salary Grievance Committee at the July 2, 2019 Regular Commissioners Court and select three members in accordance with LGC §152.015 – County Judge – Members for this committee must be drawn from the names of the Grand Jury panel. Members drawn were: Wendy Posey, Deana Staton and Robert Yakel. Two alternatives were drawn also; Michael Nelson and Charles Lowry. 7 Discussion regarding EMS Monthly Profit/Loss Report – County Judge for Bonham Fire Department Chief – Scott Ridling, Bonham Fire Chief reported that there were 370 calls in the month of June. They are working with the VA on a yearlong contract. The court had a copy of June’s profit/loss report. 8 Discussion, Consideration and Action to renew a 12-month Lease for the Statzer land (49.5 acres situated about 1.5 miles south of Ector on Hwy 898) – County Judge for County Purchasing Agent – Michelle Case stated this is a renewal of the lease with an increase from $540 a year to $757.85 a year. Commissioner Whitlock made a motion to approve. Commissioner Self seconded. Motion carried. 9 Discussion, Consideration and Action to sign a two-year contract with Lexis Nexis for the District Attorney’s office - County Judge for County Purchasing Agent – Michelle Case explained that they could lock in the current cost for the next 2 years if they act now. Commissioner Magness made a motion to approve. Commissioner Self seconded. Motion carried. 10 Discussion, Consideration and Action to sign the Neopost agreement for the lease of mailing equipment at the Treasurer’s Office and the South Annex - County Judge for County Purchasing Agent – Michelle Case explained that they have decided to go with a smaller machine when the lease is up in December. Commissioner Self made a motion to approve. Commissioner Whitlock seconded. By Bro. Bill Beasley We had just completed our combat replacement training at Gowen Field in Boise, Idaho. We were in Topeka, Kansas, it was the week of May 23 – 28, 1944 and we were there to be assigned a new B-24 Bomber to deliver ourselves to be used in combat. We were to fly it to one
of the two theaters of operation – Europe or the South Pacific. We would not know which one until our pilot opened the orders, and that could not happen until the day of departure, only then, after we had reached an altitude of 2,000 feet. When the pilot opened the sealed order, he assumed that our destination was Europe, and that we were to be assigned to the 389th bomb group located at Hethel, England. Then he addressed me on the intercom by saying “Bill, we will be flying across the North Atlantic by way of Bangor, Maine and Goose Bay, Labrador. Get your maps ready. We have our orders.” Today, we have our orders for service to the Lord. They are not sealed. They are contained

No matter what the cause – you need to find out why. Instead, you decide to ignore all indications that there is something wrong with your cost estimate and proceed to re-bid your project. This time though you will change many of the high-end items in your first drawings to something that will function the same but is much cheaper. You go out for bids again with lower priced items included that should lower your price to what your new construction manager says they can make it work for. Imagine your surprise
when they open the bids using these new lower priced items and you are still 80% over what was expected. This should be a cause for great concern by everyone involved in the project and especially the group that allowed you to borrow money for this project. You have a decision to make at this point. Your first option is to stop and go back to the beginning to truly figure out what your dream is going to cost using real numbers and then present these to the lenders and see if they want to proceed with financing your dream. Your second option is sticking your head in the sand and continue forward as if nothing has happened. Sure, you don’t have enough
money to finish the project even with the lower priced items but the same contractor who assured you they could do the project at a much lower price is now telling you they have some great bids on parts of the project (not the complete project) and you should proceed with making contracts with these firms they have picked for you. Also, they will get a substantial money award for each contract you sign based on who they recommended. How you plan to pay the 80% of the project you don’t have any money for is something for someone else to worry about. This is almost an exact version of where we are with the courthouse restoration

Bonham – The Bonham Public Library, is proud to be a part of the Family Place Libraries network. Family Place Libraries are a national initiative to expand the role of the children’s services in public libraries. The goals of Family Place are to strengthen the library’s role as a resource, in early literacy and learning, healthy child development, family support, and to help parents become their child’s first and continual teacher. The core elements of Family Place include specialized training for library staff, the creation of an early childhood space, and the development of special programs in collaboration with local community agencies. The centerpiece of the Family Place Library is the parent/child workshop and the Play & Learn Time. Our Play & Learn Time is a week program for children ages 1-4 and their parents/ caregivers. Families will come to a room filled with toys that encourage creative play and learning. There will be community resource professionals who can provide information and answer concerns on topics related to early child development. This program will be on August 19th – 23rd at 10:00 am. Affordable Art the $100 Exhibit 6/5/18
Many people believe that original art is expensive and it certainly can be. But the number of artists who produce affordable art in the Bonham area is growing. With price in mind, Dean Todd, an artist member of the Creative Arts Center, suggested hosting a $100 show - with no art priced over $100. This seemed a great way to make affordable art available. Entries into the show are open through Wednesday, July 31 - five pieces may be submitted and anyone in the community may enter for a $25 per person fee. Youth may enter at no charge. “When Dean suggested the $100 idea, I was thrilled because I believed many of our artists would participate,” said Executive Director Lisa Avila. “And a $100 limit makes
each work more affordable.” The exhibit begins Friday, August 2 and runs through August 31. A wide variety of subjects and themes appear in the paintings and other pieces and the prices go as low as $20. There are paintings, photographs, glass, and much more. Admission to the center is free and the hours of operation are Tuesday-Friday, 10 to 5 and Saturday from 9 to 1. The gallery also has a gift shop with many affordable items that are both practical and artful. The Creative Arts Center is located at 200 W. 5th Street in Bonham - one block west of the square. Owner explained that there were welding supplies, paint, and oxygen & acetylene bottles in the shop and they could hear things exploding. Fannin County Coop was on the scene to take care of the live powerlines that were on the ground. Salvation Army also showed up with coolers of drinks for the firefighters. The family is so grateful for the fire departments help and stated, “We would like to thank every fire department for the hard work in protecting our family and the rest of our property. Public Notice Fannin County Electric Cooperative (FCEC) has a planned electrical outage for converting voltage in the Blanton’s Chapel area west of Leonard. This voltage conversion is the final step in the system improvement project for this area to improve reliability and increase the capacity of our system. FCEC has contracted Southern Electric Corporation of Mississippi (SEC) for this conversion. The conversion will require switching the transformer voltage at many service locations which will also require pulling the meters at these locations. SEC is currently working to prepare for the voltage conversion in this area which is located south of Hwy. 69, north of Hwy 78, west of CR 4965, eastward to Delba Creek. The dates of the conversion are July 31 through August 2, 2019. The voltage conversion will be divided into three days with a different group of customers each day. A voltage conversion map showing the daily group areas and scheduled dates is on our Facebook page (search “Fannin County Electric Cooperative”) and online at North Texas E-News (www.ntxe-news.com). No outage will start before 8:00 a.m. each morning. Some of the outages could last up to several hours for an individual group. We apologize for the inconvenience and appreciate your patience during these outages. FCEC and our contractor will do everything possible to keep these outages as short as possible. Fancy Flea Fridays Jewelry Sale during August Three years ago, the Creative Arts Center held their first Fancy Flea (market) Jewelry sale. After soliciting donations from the community of gently used jewelry items, the first sale was a great success. “We had some beautiful jewelry - Native American pieces and other rings, earrings, necklaces made of sterling. There were also some gold pieces and quality costume pieces,” says Executive Director Lisa Avila of the first sale. “Most necklaces are only $4 this time and the prices go down for bracelets and earrings. Some of the sterling and name-brand pieces are priced separately but all the jewelry is in great condition and since we have more, we decided to offer the sale each Friday in August.” For the entire month of August, each Friday during arts center business hours (10 to 5), the Fancy Flea will be “open” with bargains galore. Anyone interested in donating jewelry may visit the center and speak with Lisa. Conversely, high school volleyball teams statewide will have only a few days of preseason. Thursday, Aug. 1, equates the first day for volleyball practices in Texas -- with public high schools eligible to start regular season play on Monday, Aug. 5. Dear folks, Regarding the Bonham courthouse fiasco, I would advise that those who participated in the bloodletting of the old courthouse come forward and assume full responsibility for allowing a blunder such as this to occur! Our elected leaders a few years ago approved
of all matters related to the construction/demolition and retro fitting to go back to the Golden Days. We had 5 magicians (former county judge and commissioners) with little or no restoration experience; so now let’s have them pull the rabbit out of the hat! Next trick; find a check for $10 mil-
lion dollars in the hat and it’s Showtime. Put a tent up on the courthouse lawn to have the county’s business. They will be encircled by the 100 year old building which is in dire need of repair or removal! Hope the 5 mavericks have a trick up their sleeve; a flush, not a full house. They have the taxpayers in a hell of a mess!
