Wylie-Texas, August 6, 2019: Crews with Garney Construction and Oscar Renda Contracting installed the first section of pipeline needed to deliver raw water from Bois d’Arc Lake currently under
months to a year to deliver the entire pipe, with installation continuing until the summer of 2021. “Each piece comes on an eighteen-wheeler,” explained Fain Butler, Assistant Construction Manager for the Bois d’Arc Lake project. “The work is staggered, with some pipe still arriving while crews work to finish burying other sections. It’s no small job, and four to five crews will be working simultaneously to lay the approximately 3,696 total pieces of pipe. That’s around 15 per day.”

John Hunt, Sr. — Administrative Assistant to the District Attorney of Fannin County received the Texas Peacemaker Award in San Antonio on July 30th at the Sheriff’s Association of Texas 141st Annual Conference & Expo. Photo by Sandy Hood By Sandy Hood John Hunt, Sr. recently received the Texas Peacemaker Award from the Sheriff’s Association of Texas. He is a humble man who has dedicated his life to the service of others; first by his service/career in the Army, second by his career in law enforcement and thirdly by his community service. He currently works for the Fannin County Criminal District Attorney’s office as Administrative Assistant. His most memorable stories included times when he was able to help individuals who were in near death situations, contemplating suicide and helping those dealing with overdose. Mr. Hunt shared that it was an emotional moment when he received this honorable award.
It was extra special to him that his wife and two daughters were by his side as his name was announced and he received the award. Some of his first words shared with the audience were thanking God and his friends. He told me that God, country and family are what he believes in and that he is blessed with what he has. The award consists of an engraved plaque, State Resolution and two $500 scholarships to be given in John Hunt’s name. The Texas Peacemaker Award was established to honor a law enforcement professional that has exemplified over their lifetime of public service, an extraordinary dedication to the public good and community which they have served and whose approach to law enforcement has been not only to maintain order, but bring justice. In support of the common good, the recipient must have endeavored to bring out the best in people, to recognize the dignity of others, to serve as a role model and mentor for the younger generation of law enforcement officers, to go beyond being a lawman, and to unite as well as protect. Those are big shoes to fill! John Hunt, Sr. was nominated for this award by John Moore, former U.S. Marshall. Mr. Moore wrote a two page formal nomination letter about John Hunt, Sr. Some of the information in the letter included: • “Mr. Hunt’s character, professionalism, honesty and lifelong commitment of service to others make him deserving of this award.” • He enlisted in the U.S. Army right out of high school and honorably completed over

From My Life to Yours: 5/2/17 The Light of God’s Presence

One of the many names given to God in the Bible is that of “Light”. For my article this week I want to relate an experience that I had the night of May 31, 1944 while flying across the North Atlantic from Goose Bay, Labrador to Belfast, Oreland. While this hap-
pened seventy-five years ago its memory shines brightly as I relive some of my World War II events. I like to think that God flew right along with us as we fought the war to reserve our freedom. We had just lifted off the runway at Bangor, Maine Air Force Base to fly 2800 miles to our combat assignment. We flew into an intermittent forecast. We had been briefed that some of our instruments had been jammed by the enemy. At best, we were flying on a wing and a prayer. I felt comfortable with the sextant in doing celestial navigation. Through the presence and providence of God, a break came in the clouds on two
different occasions and I saw God’s guiding light in the form of Polaris and the Sun. Using my sextant and a book of conversion tables, I was able to determine two things; (1) From the North Star (Polaris) I determined our latitude and (2) from J HARPOLE CONSTRUCTION INC the Sun our longitude. with Fancy Flea Friday every Friday in August, has boosted sales with the number of visitors. “One of our member artists suggested the $100 Exhibit and the notion of purchasing great art at affordable prices has been popular since we opened the show on August 2,” said Executive Director Lisa Avila. “Both the art and our

The annual Hintz – Stoehner Family Reunion will be held Sunday, September 1, 2019 at the Allen’s Chapel Community Center on FM 1396 north of US 82 from noon until it’s over. All members and extended members and friends of these families are invited. Please join us for worship before the reunion at St. James Lutheran Church at 11:00 o’clock. GRILLED TOMATOES & CHEESE 2 large tomatoes 4 oz. mozzarella cheese, shredded ¼ tsp. oregano leaves Red leaf lettuce 2 Tablespoons olive oil 1 small clove garlic, minced Preheat broiler. Cut each tomato into 4 slices, sprinkle with cheese. Place tomatoes/ cheese in broiling pan. Stir together oil, oregano and garlic. Drizzle over tomatoes. We have had a great summer at the Honey Grove Library & Learning Center. For our little ones, their caregivers and their families, Debbie Bowie has organized wonderful programs on Thursday mornings. Lots of fun, socialization and learning. The Thursday morning program will continue into the fall, but without the older sisters and brothers who also enjoyed the fun during the summer. Our older elementary school kids enjoyed ten camps on various topics over a 10 week period. More than 100 different kids attended these 3 day-perweek camps, with many kids attending multiple camps. The topics of the camps included art, music, science, space and drama. Attendance at the camps was over 700. We were blessed with talented teachers and the camps could not have been successful without our talented volunteers. (Thank you teachers and volunteers!) And many kids and adults
Eyes in the Sky to the Rescue Late one night, Coleman County game wardens responded to an emergency search and rescue call regarding two missing kayakers on the Colorado River. The Coleman County Sheriff’s Office pinged one of the kayakers’ phones and obtained an approximate starting point location of where they might be. Using the game wardens’ UAV search and rescue drone, wardens were able to locate the kayakers on a remote bank of the river at 1:30 a.m. The wardens hiked to the kayakers and guided them off the river.

Bonham - Shirley (Jones) Andrew, age 74, was called to her heavenly home on August 3, 2019 at her home in Windom, TX. A graveside service was held on Tuesday August 6, 2019 at the Windom Cemetery. Mr. Nolan Butler officiated. Shirley (Jones) Andrew was born in Oroville, California on December 6, 1944 to Avery and Faye (Dulaney) Jones. She married Charles E. “Rusty” Andrew in Bonham, Texas on June 21, 1963. Shirley was the manager of General Cable Credit Union and VA Credit Union beginning in the 70’s. The two credit unions later joined together as BVAC Credit Union. Shirley was involved in the relocation and expansion of the now known Fannin Federal Credit Union where she was the manager until her retirement in 2013. Shirley enjoyed square dancing for many years. She also loved taking her grandchildren on shopping sprees for their birthdays, watching the PBR bull riding, rooting for the Dallas Cowboys (winning or losing) and spending time with family and friends. Left to cherish her memories is husband Rusty Andrew; daughter Laura Lackey and husband Tracy of Bonham, Texas; son Alan Andrew and AnnMarie of Commerce, Texas; and son Scooter Andrew of Windom, Texas; grandchildren Brittney Fox and Jeremy, Abby Parsons and Clay, Avery Donihoo and Cody, Aynslie Andrew, and Addison Andrew; great granddaughter Kashley Fox; and her companion Tank. Jared Mathews, Owen Moore, Cameron Fields, Mike Bethel, Mike Mosley, Joey Gibbs and John Latham were pallbearers. Mary Louise (Bentley) Law Stewart was born on December 8, 1938 in Gainesville, TX to Luther Bentley and Alice Lousie (Lawrence) Bentley. Mary Lou married Bobby Joe Stewart on July 28, 2008 in Roswell, NM. She was Sr. Vice President at Windom Bank before it became known at Fannin Bank. She was also the treasurer for the Board of Directors for Bois D’ Arc Municipal Utility District from 1990-2002. Mary Lou was a Godly woman and never met a stranger. She had many friends and knew all her neighbors and would stop to pick up the children on her road and take them to Elwood Baptist Church for Wednesday Bible studies. She was known for her homemade chocolate chip cookies. Mary Lou was a loving wife, mom, and granny to many including numerous children that she took in to love and care for as her own. She attended Wild Horse Creek Cowboy Church and will be dearly missed. Mary Lou enjoyed traveling, going to the beauty shop on the weekends, and spending time with her family that she refers to as her ’babies’. She is survived by her sons, James Latham and wife Rebecca of Paris, TX and Steve Latham and
the greatest. Everyone who knew him, loved him, and he loved them in return. He will remain in our hearts forever. J e r r y W a y n e Sanders, 82, went peacefully to his Heavenly home on Saturday Aug. 3, 2019. He was surrounded by his loving family as they sang to him his favorite hymn "The Holy Hills". He loved nothing more than hearing the sweet voices of his children singing praises to our Lord and Savior. Jerry was born on July 24, 1937, in Honey Grove, Texas, to Thelma O’Dell Barnett and Bennie Greenville Sanders. He married his sweetheart and best friend, Shirley Ruth McQueen on Jan. 3, 1959. Jerry and Shirley were blessed with a large family, three daughters, Rhonda, Nina and Renee; nine grand-children; 25 great-grand-children; and a multitude of children, grandchildren and dear friends around the world. Jerry lived a life devoted to his Lord Jesus, his cherished wife, his loving family and more friends than we could ever count. He was remembered at a Memorial Service on Monday Aug. 5 at Landmark Missionary Baptist Church in Honey Grove, Texas. With a loving and giving heart, Jerry chose to donate his body to UT Southwestern’s Willed Body Program for research.

Master James Douglas Haggard entered this world on January 5, 1985 to Leroy and Michelle Haggard. He is a 2003 Bonham High School Graduate and was employed as a machinist by Bronco Manufacturing in Anna, Texas since 2003. Doug leaves behind precious memories with his beloved family, parents, Leroy and Michelle Haggard, brothers, Dustin Haggard, Chad Haggard, and Rocky Haggard, sister, Stephanie Langston and husband, Terry, nephews, Baze, Mason, Kimber, Carter Haggard and Chris Langston, nieces, Cheyenne Pollan, Kacey Norfleet, C Jae Haggard, and Bailey Haggard, several uncles, aunts, cousins, great nieces & nephews and extended family and a host of friends. He was preceded in death by his grandparents, Tommy and Hazel Haggard, and Tump and Ruby Rivers and nephew Jude Michael Haggard. Jonathan Blake Shaw, 40, of Commerce, Texas passed away Friday, August 2, 2019. Memorial services were held Sunday, August 4, 2019 at Delta Funeral Home Chapel. Blake was born in Greenville, Texas on May 30, 1979 to John and Vickie ’Sandlin’ Shaw. He married Amanda ’Mandy’ Certain on June 14, 1997 in Campbell, Texas. Blake worked for Texas A & M University in Commerce for 20 years, and was Assistant Director of Procurement. He was a member of the Parks and Recreation Board of Directors of Commerce, Leadership Institute Board of Commerce, Dixie Softball Coach for many years and an avid fisherman. County Officials & Citizens Want a Timeout on the Courthouse Project By Sandy Hood Voices fell on death ears as county officials and Fannin County citizens explained to Commissioners Court why they felt a timeout was needed on the courthouse restoration project. In 2016 citizens of Fannin County voted on a $12.5 million bond package to pay for the restoration of the courthouse. Here we are 3 years later with a price tag of at least $26 million to complete the work. Below are the officials & citizens along with their comments.
We Do Not Know How We Are Going to Pay for the Courthouse Michelle Case, Purchasing Agent for Fannin County explained to the court that she wanted to start with discussion and consideration before presenting item 16 on the agenda which is; Discussion, Consideration and Action to award contracts for Masonry and Roofing regarding the Courthouse Restoration Project. From the Fannin County Purchasing Manual, she read the following, “ Purchasing Mission Statement for Fannin County is; The Purchasing department of Fannin County is committed to procuring goods and services in the most efficient and effective way to achieve the best price consistent with the quality needed to meet the requirements of the County, as purchasing professionals: 1. We seek to maximize the purchasing power of public funds, while promoting fair and open competition. 2. We work together to create innovative approaches to the procurement process for the benefit of our customers and the County. 3. We follow a strict Code of Ethics, avoiding the appearance of and the preventing the opportunity for favoritism. 4. We strive to create a friendly work environment through teamwork, respect, integrity and honest communication. “In light of the responsibilities of being Purchasing Agent for Fannin County, I cannot recommend that these contracts be awarded when we do not know yet how we are going to pay for the courthouse restoration. I believe that if we award these 2 aspects of the project, that we are piece mealing it and not moving forward in a responsible manner. I truly think we need to stop and determine whether or not there are any other options available to us. Michelle also added later that she is concerned with the low bid of the masonry. She asked, “My question has to be, why is this bid for $2 million, when the other 8 are for $5 & $6 million? This is great because it is only $2 million, but are you confident enough that they are going to do the same kind of job that the others wanted $6 million for? I realize we are paying Turner to tell us who to go with, but I just wanted to throw this out there.”
“I do not Know What the Cost is Going to be” Judge Moore was the first to share his thoughts during Commissioners Court regarding approving additional contracts for the courthouse project. Some of his thoughts were: • “There has been something about this contract troubling me from the very beginning. I did not quite understand what it was and I read Luke 14:28 and it says, ‘Suppose one of you wants to build a tower. Won’t you first sit down and estimate the cost to see if you have enough money to complete it? For if you lay the foundation and are not able to finish it, everyone who sees it will ridicule you, saying, ‘This person began to build and wasn’t able to finish.’ This sums up what my thoughts.” • When Turner Construction was hired in December 2018, I was standing at the podium during Commissioners Court and I asked them point blank, ‘Can you build this structure for $17.1 million?’ They said, “Yes we can.” • In June of this year, Turner came in with their bids and said it will cost us $26.9 million. • Since then, they have come back with; we can probably get it down to $25.3 million. And, as of last week, they said we might be able to get it down to $23 million. • When I look at a project, I want to know what the cost is. It is August the 6th and we have been working on this since last December. We still don’t have a number. I don’t know what the cost is going to be. • I know that we have a couple of bids before us that are really good, but I don’t know the cost of the project. I don’t know what is going to happen when we run out of money. We have $16 million plus in the bank for this project and that’s not enough to do the whole project. • I am saying we need to slow this thing down till we get a figure for what it is going to cost us and then, how are we going to get the money. What kind of money are we going to need to finish up the project?
Citizens Have the Right for a Re-Vote on the Higher Price Tag Brian Owen who serves on the Honey Grove City Council stated, “Restoration of the courthouse was something that I was in favor of. I have spoken with about 20 to 30 citizens in Honey Grove and we all voted on a $16 million figure to do this project. We really didn’t want to spend that, because we thought it was a lot of money for Fannin County to be spending. Now, the cost has gone to $27 million. You say it has gone down $2 or $3 million here and there, but it can just as easily go back up. We are paying Turner Construction as consultants at least $1.3 million, that averages to about $15,000 a week. They have no responsibility, no liability, no anything. They are not on the hook. So, they can tell us whatever they like and it doesn’t matter if their right or wrong, or indifferent, it doesn’t matter. I think this is insane. What if we stopped today and start the process over with a CMAR (Construction Manager at Risk) so the county is not responsible for the work of insuring contractors are legitimate and we would have something to fall back on if the project goes bad. Yes, we would lose some money, but we can get the true cost and estimates, and determine all the other things needed for the final project such as security, furnishings, and everything needed for the whole project. I would like to see this put back on the ballot and re-voted. I think the citizens of Fannin County have a right to vote on this because this is not what we voted for to begin with.”
Are You Going to Live up to Your Commitment? Milton Glenn addressed Commissioners Court in regards to them voting on approving more contracts for the courthouse. He said the verses Judge Moore read from Luke 14, (“Suppose one of you wants to build a tower. Won’t you first sit down and estimate the cost to see if you have enough money to complete it? For if you lay the foundation and are not able to finish it, everyone who sees it will ridicule you, saying, ‘This person began to build and wasn’t able to finish”) are pretty appropriate here. We have gone out and told the citizens of Fannin County that you are going to build and restore the courthouse to its original glory for $17 million. That’s your commitment. That is what you told the citizens you were going to do. Question is; are you going to live up to that commitment?
Stop the Vote and Start Over Stacy Williams is the daughter of Johnny D White who could not attend because he broke his leg. Stacy stated that she was present represent what Johnny D feels very passionate about, this project. We are fundamentally against this vote. This vote means you are tied to Turner Construction to move forward with the rest of the deal. We say, STOP the vote and start over. The people of Fannin County deserve to have the deal that was brought to the table. I am under the confirmed fact that you can get another bid to drop the rate on this whole project. I believe it can happen. There are a lot of people that are not happy about this. I have been in construction and know how it works. You get a lot of bids and get a General Contractor. You start by knowing what your top line is and you move backwards from there. I do not know why that was not done. There are 2 choices here. If you stop the vote on this, you give yourselves an opportunity to start over and get it done right. Just picking the opportunities at hand are not going to give you the end result you want. We feel there is one choice that will create peace and a tremendous amount of success for the county and another choice that create more division, strife and possibly damaging financial pressure for your constituents. We ask that you be the stewards and advocates you were elected to be; stop the vote and start over. Continued

Shelley Salem stated that she was present on behalf of herself and Bonham neighbors regarding commissioners voting to approve additional contracts on the courthouse at this time. • She said that she is a Licensed & Registered Interior Designer and has been through all phases of design, research, development, construction, commercial & residential historical renovation and real estate ownership. Her career spans over 45 years where she has worked on projects up to $200 million. • Today I ask that you stop the vote awarding approval of further courthouse sub-contracts until firm and comprehensive bids reflect the total and complete renovation costs. To award these contracts would clearly solidify, in a most lackadaisical way, the continuance of misappropriation and mismanagement. • I am 100% certain; this is not the path to success. The vast majority of large, complex projects such as the Courthouse requires, before ever receiving the job, that the General Contractor, Owner’s Construction Agent, Architect, Structural, Civil, and Mechanical Engineers, Interior Designer, and Landscape Architect submit initial, detailed scope of work plans, bid breakdowns, performance bullets, and completion timelines. I am not sure how or why this project initialized and mobilized by being so off track from Standard, Best Business Practices. • The time to correct it is NOW! Great project management and oversight are keys to any successful endeavor, especially when there are so many moving parts. This project must be organized for fluidity if any kind of budget is to be maintained. To do anything else would spell further disasters such as we are witnessing now in the enormous bottom line increase. • A fairly concrete and complete budget could be obtained within 30-60 days if the project is well-organized. It should then be released to the public for full disclosure with construction ramping up in another 30 days. This 90 day delay could potentially be made up by adding additional crews. • After watching the Courthouse’s disjointed, drawn-out, unorganized progress, I do NOT feel my money is being well spent. • I leave you with my final thought: in order for us to have the prettiest vehicle in all of Texas without bankrupting the garage, it’s time to put on the brakes, back ‘er-up, fix the engine, show us under the hood and open the doors for completion.

Dodd City garnered the No. 5 ranking on Aug 5 in the only solely Class 1A volleyball rankings for 2019 by the Texas Girls Coaches Association until the playoffs. The Lady Hornets reached the Region II-1A quarterfinals in 2018 before losing to eventual state-semifinalist Bryson which placed at No. 4 in the rankings. Defending-champion Neches led the 1A poll, otherwise
State-champion Callisburg led the 3A poll, after starting its 2018 run to the title with a bidistrict win over Bonham. The remainder of the Top 10 were No. 2 Boyd, No. 3 Bushland, No. 4 Goliad, No. 5 Troy, No. 6 Vanderbilt Industrial, No. 7 Maypearl, No. 8 Gunter, No. 9 Brock and 10 Hardin.
